Energy firm hydro construction help local micro business prosper in B’non MANOLO Fortich--The P12.5-billion hydropower project of Hedcor in the province of Bukidnon has a ripple effect in its host communities.

Some of the Higaonon families are taking advantage of the on-going construction as they earn through selling food during break time of more than 400

locals working in the area.

Lilibeth Inigo and Cherry Mae Aroyal, both residents of Barangay Guilangguilang, Manolo Fortich are just a couple of those who are selling meals, drinks, snacks and coffee.

According to Lilibeth, they have been earning up to P5,000 every month for the past six months due to

the hydro construction of Hedcor.

“I started to peddle goods for my neighbors who are working here. I started selling food with only P1,500 as my capital. Then, I realized that I am earning better amount every day.

DAVAO City--The January 25, 2015 Mamasapano tragedy is to blame for Congress’ failure to pass the Bangsamoro Basic Law (BBL), Senate President Franklin Drilon said.

“Let’s put the record straight. We were on the way to the approval of the BBL. The committee hearings were going smooth until the Mamasapano incident took place,” Drilon told ABS-CBN News Channel on Thursday.

Mamasapano became a game changer in the 18year old peace process, 17 of that in negotiations to forge an agreement, the rest on implementation.

P1-B industrial estate soon to rise in Panabo City DAVAO City -- The ANFLO Group, which pioneered the development of leading companies in Davao Region, facilitated the groundbreaking of the ANFLO Industrial Estate (AIE) in Panabo City, Davao del Norte on Monday.

AIE is a 63-hectare property designed to become a self-sustaining economic zone that can accommodate agro-industrial and light manufacturing companies.

Situated next to Davao International Container Terminal (DICT), the new industrial estate is already duly licensed by the Philippine Economic Zone Authority (PEZA) and proclaimed by the Office of the President as a special economic zone in the region.

ANFLO Group is expected to pour in around P1 billion for the development of AIE that business groups said will certainly spur economic impact not only in the region but also to the rest of Mindanao.

Last Monday’s groundbreaking ceremony was attended by PEZA Director General Lilia de Lima, the top local officials of Panabo City and the executives of ANFLO Group.

“With AIE here in Panabo, we believe that it will help develop not only the city but the entire Davao region as a premier business and investment destination,” said Ricardo Floirendo Lagdameo, Vice President for Damosa Land, Inc. (DLI) who is also the

head of AIE. The estate will offer land and ready-built factory buildings/warehouses for sale and lease in various sizes to suit locators’ needs.

AIE will feature safety measures such as a suitable perimeter fence, CCTV, and 24/7 security. PEZA facilities and a central administration building with meeting rooms will be constructed within the area to house its service team.

“The project can potentially create thousands of jobs, increase trade in the city, and thus boost the local economy,” Lagdameo added.

PEZA director general de Lima reported on the many good things that are happening in the Philippines especially on its

economy.

“Among these food happenings is the AFLO Industrial Estate of the Floirendos. This is a milestone for ANFLO industrial estate. The project will have its impact not only in Davao region but also in the whole of Mindanao,” de Lima said.

Apart from AIE, the ANFLO Group is also working on the development of ANFLO City in Panabo, a mixed-use development project with residential, tourism and commercial components.

UNESCO names Davao City as pilot site for sustainability science project DAVAO City -- The United Nations Educational, Scientific and Cultural Organization (UNESCO) has selected Davao City as the pilot site for sustainability science project on enhancing resilience to disasters of urban water systems in Mindanao.

The implementation of the sustainability science projects will be formally introduced in a consultation Wednesday (February 3) at Grand Regal Hotel with the Department of Science and Technology (DOST) and HELP (Hydrology for Environment, Life and Policy) Davao Network in the lead.

The consultation will provide a valuable source of stakeholders’ perspectives and inputs that can improve project design and outcomes, serve as backbone and help identify and control external risks.

The sustainability science project is a multistakeholder project entitled Demonstration Site on En-

hancing Resilience to Disaster of Urban Water Systems of Mindanao. It aims to demonstrate the resilience of the urban water system of Davao City to climate change.

Malou Manlosa of DOST 11 said the project will be achieved by adopting a three-pronged approach strategy that considers vulnerability and community resilience in the context of climate change.

The strategic approach are assessing the state of the urban water systems in Davao City which involved mapping and data gathering spearheaded by the University of Philippines – Mindanao (UPMMin); second, strengthening integrated planning and coordination to enhance resilience in the management of the water systems with the Ateneo de Davao University taking the lead; and, third, raising awareness on climate change adaptation among stakeholders by demonstrating resilience.

Manlosa said the project is expected for completion in four months with HELP-Davao leading the overall project funded by UNESCO. This will involve the academe with representatives from the AdDU, UpMin, State Universities and Colleges, non-government organizations, national government agencies, local government units, among others.

SOUTH UPI, Maguindanao--Teduray farmers in remote villages here expressed fears they may experience starvation if the drought that has plagued their communities here continues for another month.

The drought had taken its toll on these indigenous peoples who rely on agriculture for food and income.

Their surroundings had turned brown and arid as it had not rained the past two months.

Tribal leaders said the villages have suffered food shortage.

A mother of a 19-year-old Teduday woman in Barangay Kuya, said her daughter became depressed thinking about their situation.

She said she had to tie her daughter to a pole at a neighbor’s house after she allegedly set on fire three houses, including theirs.

“She has not taken meals due to lack of it and one day last week, maybe out of frustration, set on fire our neighbor’s house,” the mother recounted sobbing.

Carmelita Mabologon, a village tribal official, said the woman would become

difficult to restrain whenever she went hungry.

“Sometimes neighbors gave her food but when we could not offer anything, she would become uncontrollable,” she said.

As Mabologon was telling the story, a 2-year-old brother of the 19-year old woman was seen crawling inside the bamboo made hut eating leftover coconut.

He ate fast as if afraid that someone would take it from him.

“It’s 1pm yet we have eaten a day’s best meal.

My husband is still looking for vegetables near the river that we will match with the coco milk and few tamban dried fish,” his mother said.

In a nearby hut where her family stayed after her home was razed, her other children were preparing yellow corn instead of rice.

“Yellow corn variety is for chicken, sometimes additives for animal feeds.

Now we eat it in lieu of rice,” the mother said in the vernacular.

HOMEWORK is important for the student’s education. Homework is an assignment given by teachers to their students to be answered at home and is going to be submitted during the next meeting in class. Students are given homework to practice and check their lessons. At the same time, it serves as a bonding for the parents and their children because they will do the assignment together.

There are plenty of reasons why homework is important. Students will be able to improve their thinking and memory skills. It helps them enhance their study habits and manages their time wisely so that they can still play after doing their home works. Doing their home works make them independent and just ask help to their parents if they are having difficulty in answering. Students will learn how to be responsible for their own

actions and are able to review their lessons that will ready them for their discussion in the next day. Students are able to learn how to use resources to find information and answers. They are able to explore subjects, extend their learnings and apply new skills in different situations. Homework is not only for children but also for the parents to guide their children what they have learned in school and establish communication with their children on how and what he or she learning is. Most importantly, parents are the ones who encourage and inspire their child’s interest.

Homework is essential in reflecting and making connections. Teachers give homework to evaluate their students' strength and weakness of their lessons. Homework is a bridge that connects the school and home because school is your second home. Homework is not just about the student’s achievement but also to build a happy relationship with the family.

Around the village, almost nothing could be harvested from the corn and palay fields.

“Failure,” rice farmer Joven Padilla declared.

“Failure” is the term used by farmers if the amount of harvest is way below the amount of inputs.

An hectare of rice field produces 90 to 100 sacks but with the current situation, it would be good enough if they could get 10 sacks of palay, Padilla said.

“We have not tasted rain the past two months, I don’t think anything can be salvaged here,” he said.

Most worrisome, according to a woman farmer who asked not to be named, is how they could pay the input costs.

“We have loaned the fertilizer and seedlings, how can we pay back?” she said in Filipino.

Conchita Quinlat, Teduray-Lambangian civil society representative, said that like in any other community here water is scarce.

She described the situation as a famine in the making.

In a gathering of tribal leaders, Datu Jovito Martin suggested to ask the na-

tional government to give assistance to mitigate the suffering of the residents.

According to Lagnada, this city needs a manager who possesses a keen mind to tap these local resources which he called “assets” and with good managerial skills could transform them into value-added products or goods that would provide livelihood and income to the people.

Lagnada stressed that the city government should encourage business to harness local wealth because by doing so, it would stimulate and stir other business activities to assume their role in the economic cycle.

As a Butuanon, Lagnada

said he has decided to run for this city’s top post in the May, 2016 elections under the Bando Lawig he and reelectionist Agusan del Norte First District Representative Lawrence “Law” Fortun head to introduce to city hall his management style as a businessman.

Lagnada is president and chief executive officer of Equi Parco Construction Company, one of the top construction firms in the country today. It is engaged in road, bridge, port and building construction, water treatment and development, hydro-power generation

projects, and others.

Lagnada graduated from high school at Urios College (UC) now Father Saturnino Urios University here, and finished his Civil Engineering degree at Xavier University in Cagayan de Oro City in 1985.

As a new engineer, Lagnada worked at the Philippine Ports Authority, Department of Public Works and Highways and Butuan City hall as Engineering Aide. He later moved to the Nasipit Port Construction project to gain more experience in civil works.

Since their separation they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, surviving their marriage bond on August 20, 1994 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on February 19, 2016 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. ZAMB OANGA City -The Home Development Mutual Fund (HDMF) popularly known as the Pag-IBIG Fund on Tuesday announced the agency is accepting application for calamity loans in this city.

Mary Jane Reyes, member services branch operation head of Pag-IBIG Fund-Zamboanga, said the

ZAMBOANGA City -- The naval component of the Joint Task Group Sulu (JTGS) on Tuesday intercepted and apprehended a wooden-hulled vessel loaded with smuggled goods off the coast of Pangutaran, Sulu.

Brig. Gen. Alan Arrojado, JTGS commander, said the vessel, M/L Rossada V, was intercepted around 7:20 a.m.

Tuesday at 6.1 nautical miles northwest of Panducan Island, Pangutaran, Sulu.

Arrojado said the Navy personnel aboard Patrol Gunboat-395 (PG-395) were on seaborne patrol in the vicinity 4.7 nautical miles southeast of Panducan Is-

vessel to the Jolo pier for proper boarding proceedings and disposition.

He said the naval component of the JTGS is continuously conducting seaborne land when they monitored patrol to block the passage a “suspicious watercraft of lawless elements such as smugglers. (PNA) bound for Jolo.”

She said so far 2,000 PagIBIG members have already applied for calamity loans.

There are 108,000 Pag-IBIG members in this city.

Teaching is a noble profession and not everybody is entitled to be part of this exhausting yet exciting career. Others perceive that teachers are not duly compensated, the fact that we are loaded with a bundle of tasks and responsibilities. However, we may not be dismayed on this kind of insight because we are fortunate enough to have a job and earning at the same instance. What we are bound to do is the fulfillment in

our daily teachings with our students. There are times that we need to cope with the targets in the different subject areas, hence, we are obligated to exert double, if not, triple efforts for that matter.

For the whole year, we project on the necessary strategies to impart with the learners the vital aspects and procure essential instructional materials in order for them to conceptualize the things we are dealing with. As a class adviser, I am religiously performing my work despite there are moments wherein I am not feeling well which is unavoidable, but no matter how I feel that way, I see to it that I can manage myself

and consider stability under pressures. It is quite achieving in my part that I was able to share the expertise relative to the field of specialization that I am handling. Although, as part and parcel of any learning experience, not a hundred percent could instantly grasp the lessons, but there is always a room for enhancement and remedy to be applied.

Being molders of the young minds, it runs with our veins to shape our learning-recipients and instill in their senses the significance of education as they face the future of this competitive world. CARPENTRY is being included as one of the optional subjects in the K to 12 curriculum in the Philippines under Industrial Arts for seventh and eighth graders because the Department of Education (DepEd) knows that it is ultimately needed in the community. After all, as we enter the Asean economy, the construction industry in the country is booming. And in practical ways, carpentry can also be used at home.

Once you start your own family as an adult, you will ultimately encounter minor carpentry stuff at

home.

For the seventh g r a d e rs , b a s i c c on cepts in carpentry are introduced. The learner demonstrates an understanding of the basic concepts and underlying theories in carpentry.

The student likewise independently demonstrates common competencies in carpentry as prescribed by Tesda training regulations.

Speaking of which, carpentry in high school can actually lead to an NC II. Once a person has an NC II accreditation, he or she can easily land a job abroad. That is why carpentry is important to be inculcated in the curriculum.

CAGAYAN de Oro City-The Department of Environment and Natural Resources (DENR) in Northern Mindanao has assessed and identified at least 113 caves.

In a report to DENR-10 Regional Director Ruth M. Tawantawan, the Protected Area Management and Biodiversity Conservation Section (PAMBCS) Regional Cave Assessment Team said that two out of the 113 caves assessed have been officially classified under Class “II.” The other caves assessed, although given initial classifications by the DENR, are still subject to an official classification by the

Regional Cave Committee (RCC).

Tawantawan said the DENR continues to implement the management, protection and conservation of caves and cave resources together with our cave coordinating partners, pursuant to RA 9072, otherwise known as “National Caves & Cave Resources Management & Protection Act.” The two caves that are officially classified under Class “II” are the Salawaw Cave found in Barangay Concepcion, Valencia City, Bukidnon and the Sumalsag Cave found in Barangay Kilabong, Vista Villa, Sumilao, Bukidnon.

Caves are classified un-

der “Class II” when they have sensitive geologic values or high quality ecosystems, as well as portions with hazardous conditions.

As such, they may be closed seasonally or permanently, or may be open only to experienced cavers or guided educational tours.

The Salawaw Cave was assessed on February 1720, 2015 by the PAMBCS Regional Cave Assessment Teamincollaboration with LGU Valencia Rescue Team.

The assessment resulted in classifying Salawaw Cave under Class “II” due to the presence of hazardous and ecologically sensitive sections found therein.

The Team likewise clas-

sified Sumalsag Cave under Class “II” in the year 2008 and was officially classified by RCC in 2015. As a result of the assessment, the municipalities of Manolo Fortich and Sumilao, Bukidnon prepared a Cave Management Plan for Sumalsag Cave.

The Sumalsag Cave Management Plan is scheduled to be presented to the stakeholders this year.

THE environment department’s Biodiversity Management Bureau (BMB) is urging 15- to 24-year-olds nationwide to increasingly help advocate proper management of wetlands by joining an international youth photo contest highlighting these areas’ role in ensuring a sustainable future.

“Through their entries in the 2016 World Wetlands Day photo contest, they can help raise public awareness about wetlands’ importance as well as need to protect and conserve these areas,” said BMB environmental management specialist Rej Bungabong.

He said Tuesday (Feb. 2) to Wednesday (March 2) this year is the period for contestants to upload their entries to the World Wetlands Day website.

Local entries must show Philippine wetlands and highlight ways these ecosystems help ensure the future, he noted.

Such is in line with the 2016 World Wetlands Day theme “Wetlands for our Future: Sustainable Livelihoods,” he said.

“The contest’s winner will get a free trip to a wetland of his or her choice anywhere in the world,” he continued.

He noted the contest’s 2015 edition drew over 50 Philippine entries, some of which emerged as finalists.

Wetlands are areas that are either seasonally or permanently flooded with water.

“Latest available official data show there are about 756 inland wetlands in Luzon island alone,” said Bungabong.

He said BMB continues assessing various areas nationwide to determine state of these and suitability for classification as wetlands.

According to experts, among wetlands’ benefits are providing food, water and genetic materials as well as regulating erosion and hydrological flow.

“Wise use and conservation of wetlands should be a major concern among Filipinos because these areas are not only home to many plants and animals but also to a lot of human communities,” DENR Sec. Ramon Paje also said earlier.

He noted wetlands likewise provide economic benefits by being major employment sources for communities within and around these areas.

Bungabong, however, said wetlands are facing various threats.

“Conversion of land to agricultural and other uses are among such threats,” he said.

BMB also identified climate change, pollution, over-exploitation of resources, conduct of incompatible tourism activities and unsustainable resource use as major threats to wetlands.

“Wetlands are being lost at a rate far greater than any other type of ecosystem,” warned BMB. To protect such ecosystems worldwide, countries adopted in 1971 the Ramsar Convention on Wetlands.

The convention came into force in 1975 and provides the framework for national action and international cooperation on conservation and wise use of wetlands and resources there to help achieve sustainable development worldwide.

World Wetlands Day is celebrated annually on Feb. 2 to mark the day countries adopted the Convention in Iran’s city of Ramsar.

Among the Convention’s activities is conduct of photo contests highlighting wetlands’ importance and plight.

BMB is the Philippines’ National Administrative Authority for the Convention.

Over the years, several Philippine wetlands gained distinction for being among globally important Ramsar sites.

Life and role of a teacher

EVER since I was in high school, I already knew deep in my heart that I wanted to be a teacher. Because I was an honor student during my high school days, I appreciated much the education that I received from my mentors since elementary. Back then, there was no K to 12 curriculum yet. But even then, I was already impressed with the varied subjects that our teachers had instilled to us – from English to Sibika, from Filipino to mathematics, from PE to chemistry.

It is with this impression that I made a conviction to take up Education.

Time flew so fast that I graduated, took my li-

censure and passed. In short, I was able to fulfill my dream – to become a teacher. I started in a private school and I was lucky to apply and get taken as a public school teacher.

My fulfillment at the end of each day is achieved every time I check the quiz papers of my students and they get passing grades.

Some have average ones and that’s okay. Others pass the test in excellence.

I’m sure all of them will become successful adults like me. Being a teacher is not easy especially with all the quiz papers that you check and all the lesson plans that you make each night. But it is fulfilling.

Despite the odds of life, they continue encouraging each other that one day, with combined efforts, trust and love, they will surpass all the trials. During the graduation day of their eldest son Bengie, the couple realized that all efforts pay off when their children receiving their diplomas.

Their being genuine people are manifested in all the things that they do. Jimmy as an active former barangay captain continues to show the qualities of being a good leader to his neighbors and to his family. He continues to attend community meetings, barangay consultation meeting and even invited meetings from the municipal level. He encourages his sons and daughters to study hard since the couple believe that education would be their greatest gift to their children.

Bella at the same time shows her cara to her sons and daughters by reprimanding them when they commit mistakes and explaining to them the consequences of their actions. She also inspires her children to study hard because it’s only through education that they could give them the things they desire in life.

Aside from being a good mother, Bella is also a good “baryohanon” (a member of the society who is active in all community activities). Bella shares how Pantawid Pamilya has changed her perspective in helping others best (She is now serving as Barangay Kagawad in Barangay Sering years after she became the Federated Vice- President of Pantawid Pamilya in their locality).

Her position as Barangay Kagawad hasn’t stopped her to continue her assignments as a parent leader. Bella imparts that it is through Family Development Session (FDS) that gives her additional knowledge about family, community, love, rights and many more.

Her participation in various activities has made Bella a desirable person. To note, Bella is the Federated President of the Municipality of Basilisa Women’s Association, Federated VicePresident of Pantawid Pamilya during the early years of program implementation in their municipality. Other than this, Bella also attended seminars on Project Proposal Writeshop, Provincial Business Enhancement and Education Seminar for Business Enterprises and Cooperatives, Environmental Summit; was awarded

by PhilGrassRoots-ERDF as one of the Best Mangrove Conservation Advocate in Barangay Sering, successfully completed the Skills Training on Peanut Processing, recognized for her untiring support on Responsible Parenting Movement-Natural Family Planning Program (RPM-NFP), has attended workshop on Solid Waste Management and Environmental Engineering, has attended training on Capability Building for Parent Leaders sponsored by DSWD

Fruits of their love The dedication of the couple in helping others and their intention to surpass the challenges in life dwells in the blood of their children. Their eldest son Bengie graduated his degree on Bachelor of Science in Criminology at North Eastern Mindanao Colleges in Surigao City, Surigao del Norte. Now, he is working as Police Inspector in Alegria, Agusan del Norte.

Ariel, their second son has just received his license as Civil Engineer last December 2014 and now working as a technical facilitator of the KALAHI CIDSS program. Also, Ariel was the only recipient of the Commission on Higher Education (CHED) One Town One Scholarship Program after he passed the techy entrance examination of the said agency.

Sharie Yves at the same time is a recipient of the Tulong Dunong Scholarship program of CHED funded by Congresswoman Bag-ao. She is now a third year college student taking the degree Bachelor of Science in Hotel and Restaurant Management in Surigao State College of Technology in Surigao City.

She just finished the Food and Beverages Services NC II for Six (6) months under the Technical Education and Skills Development Authority (TESDA) social services program.

The couple’s youngest Scarlette Jianah is now a grade five (5) student and is a consistent first honor student of Sering Elementary School (SES). She is the consistent representative of SES in all Metrobank-Mathematics Teachers Association of the Philippines-DepEd Math Challenge (MTAP-MMC) competition in their cluster. Other than being a good math student, Scarlette is also a declaimer in their school.

These achievements are brought by trust and discipline within Sinugbuhan’s family. The unity that is inherent within their family has made them the person they are now today.

Responsible parents, community members The dedication that is imminent within them has grown so vividly that even their neighbors are encouraged and inspired to follow what Sinugbuhan’s family has done to their family and to the community they are living in.

Pantawid Pamilya has helped them to start a life. As Bella claimed, if not because of Pantawid Pamilya, she could not pay on-time the school fees, could not buy enough vitamins for Scarlette, and perhaps, could not learn some of her rights as a woman, the rights of the child and many more through the FDS that she is attending every month.

Other than being an active partner-beneficiary of Pantawid Pamilya, Sinugbuhan Family is also an active member of the Sustainable Livelihood Program. Bella’s group was able to attend the Hog Raising (Natural Farming Technology System) Training before their group was granted with 10 head piglets as their group’s starter kit.

The couple has also shown an active involvement in the Kapit-Bisig Laban sa KahirapanComprehensive and Integrated Delivery of Social Services (KALAHI CIDSS) implementation in their barangay. Hon. Barangay Captain Rodrigo S. Bete of Sering shared his observation about the couple on how they encouraged other volunteers to support the implementation of the program so their sea wall project will be established at the given timeline.

“In fairness to the legislature, we did our best but you can operate only in a political environment conducive to the passage of this bill.

Unfortunately, after the Mamasapano incident, the environment became very toxic. I can say that I think the BBL is the 45th victim in Mamasapano,” Drilon said.

Sixty-six Filipinos, not only 44, were killed when the Special Action Force (SAF) of the Philippine National Police launched ‘Oplan Exodus,’ a dawn operation to arrest a high-value target without coordinating with the military and ceasefire mechanisms of the peace process: 44 from the SAF, 17 from the MILF’s Bangsamoro Islamic Armed Forces and five civilians.

“The Mamasapano incident killed the BBL. After that, the political terrain became difficult.”

the MILF.” Biggest casualty Within the week of the tragedy, Cardinal Orlando Quevedo, the Archbishop of Cotabato, had warned that the biggest casualty in the Mamasapano tragedy, was not only the lives lost, but “the future.”

“The future is represented by the Bangsamoro Basic Law. If it falls by the wayside, the future is unthinkable. Where else can we go without its promise of a just and lasting peace? Where else do we go after many, many years of discussion?”

In his keynote address before a gathering of Mindanao and Manila media in Cotabato City in July, Quevedo said that at the legislative hearings to investigate the Mamasapano tragedy, “several of our legislators expressed the biases, prejudices, and mistrust of the Christian majority against Moros in general and against the BBL in particular.”

“These biases were sown during the period of colonization when relationships between Moros and Christians were characterized by continuing conflict, negative experiences with Moros, the diversity of religious beliefs and culture.

Dormant through many decades and occasionally rearing its head as in the Ilaga-Barracuda armed conflicts during Martial Law, bias and prejudice suddenly erupted into the open in the wake of the Mamasapano tragedy,” he said.

In July 2003, Quevedo, then President of the Catholic Bishops Conference of the Philippines delivered a paper before the 27th General Assembly of the Bishops’ Businessmen’s Conference on injustice as the root of conflict.

He focused on three forms of injustices to the Moro “among the many” that he saw: injustice to the Moro identity, injustice to Moro political sovereignty, and injustice to Moro integral development.

But by the sheer tyranny of the majority, “we have foreclosed all possible peaceful, legal and constitutional avenues for peace,” he said, adding that no matter the debates on the justness of the Bangsamoro cause, “no matter how we stand to legal reasoning, no matter how we shout for our constitutionally guaranteed right to genuine political autonomy, the reality is that there are only ten Moro legislators against the more than 280 members of this house.

We are only ten lone voices in the wilderness of bias, prejudice and hatred.”

BBL, BLBAR Committee hearings on the BBL – House Bill 4994 in the House of Representatives and Senate Bill 2408 in the Senate — were suspended immediately after the tragedy and resumed only in April and May. The Ad Hoc Committee on the BBL chaired by Cagayan de Oro Rep. Rufus Rodriguez and the Senate Committee on Local Government chaired by Senator Ferdinand Marcos, soonafter filed their respective substitute bills – HB 5811 and SB 2894 – both titled “Basic Law for the Bangsamoro Autonomous Region” or BLBAR. But these versions were criticized for making the future Bangsamoro “less autonomous than the ARMM (Autonomous Region in Muslim

Mindanao) that it seeks to replace.”

The Bangsamoro envisioned by the Comprehensive Agreement on the Bangsamoro (CAB) that the GPH and MILF signed on March 27, 2014, and what the BLBAR envisioned, were too far apart.

The substitution of the draft BBL by the BLBAR versions effectively killed the BBL. But the funeral for the BBL was repeatedly postponed as efforts were undertaken and assurances given, to “resurrect” it by restoring provisions of the BBL into the BLBAR to make it “acceptable” to the other party in the peace agreement: the MILF, but these were turned down by the committees.

What was “unacceptable” to the MILF was acceptable to the majority of the legislators; what was “acceptable” to the MILF was unacceptable to the majority.

Who’s responsible?

Lawyer Raissa Jajurie, a member of the Bangsamoro Transition Commission (BTC) that drafted the BBL, said the 16th Congress “lost its chance to play a historic role in finding a peaceful resolution to an age-old problem.”

“Maybe the country is not ready for peace and reconciliation.

No one seems to understand the Bangsamoro Problem,” Jajurie said.

For Zaynab Ampatuan, executive director of Moro Peoples Core, “it’s not the Mamasapano incident that killed the BBL. It’s the ignorance of the lawmakers on the real cause of the Bangsamoro struggle that killed the BBL.” “That Congress failed to enact the BBL no longer comes as a surprise,” lawyer Maria Asis of the Bangsamoro Study Group said.

“When they mangled BBL and turned it into BLBAR was not even the start of BBL’s demise. It started when BBL’s fate in Congress was handed over to Rufus and Bongbong Marcos. It did not start with Mamasapano. It began when PNoy failed to certify it as an urgent bill when it was still BBL, not BLBAR.” Under the peace agreement, the President was supposed to have certified the bill as urgent upon submission to Congress.

The draft BBL was submitted to Congress on September 10, 2014, in ceremonial rites held in Malacanang.

Drieza Liningding, SecretaryGeneral of the Bangsamoro National Movement for Peace and Development and co-founder of the militant youth organization, Free The Bangsamoro Movement, is holding the President responsible for BBL’s death.

“We hold responsible none other the President. It is him whom the MILF entered and signed an agreement with. It is President Aquino that we hold responsible for the killing of BBL, for authorizing Oplan Exodus with complete disregard of the peace process at the height of its popularity and mass support.”

Liningding said they will take to the streets and social media “how Aquino betrayed the Moros hoping to drum up support from the international community, for direct intervention minus the war.”

Anger, disappointment, a feeling of betrayal greeted the news that the Bangsamoro law won’t

pass under the Aquino administration but for many who have followed closely the 18-year old peace process, there was a collective sigh of relief. “Relieved, to be honest because of the mounting danger that under pressure to pass, something more like BLBAR than BBL would be passed.
