OZAMIZ City--Mayor Reynaldo “Aldong” O. Parojinog Sr. yesterday said the city is now free from filter mesh net, locally known as sanggab.

Parojinog said this after operators from three coastal barangays have voluntarily surrendered their respective filter nets to the local government unit.

He identified the barangays as Pulo, Dimaluna, and Sinosa.

The mayor has given “sanggab” operators until September 8 to remove the

Lanao del Norte hosts 1st ATOP Mindanao-Island Cluster confab TUBOD, Lanao del Norte -- Some 45 members of the Association of Tourism Officers of the Philippines (ATOP) participated in the First ATOP Mindanao-Island Cluster Meeting hosted by the Province of Lanao del Norte from August 24 to 26, 2015.

vice president for Mindanao, said six regions in Mindanao were represented.

Tourism officers from as far as Basilan, Dinagat Island, Regions 9, 10, 11, 12, Caraga and the Autonomous Region in Muslim Mindanao (ARMM) were the participants of the said meeting.

“We’re so elated that representatives from the Na-

tional Commission on the Culture and Arts (NCCA) visited us and shared their technical assistance on the preservation of arts and culture in our area,” said Regis.

Meanwhile, Alphonsus Dalisay-Tesoro of Capiz, ATOP national president, said this is a first in the history of ATOP. The cluster meeting is an initiative of

the association to improve further the participation of stakeholders.

“Holding the cluster meeting here in Lanao del Norte is the first to happen, because we usually meet with national officers only, but this time, we wanted to have the event participated by our stakeholders and tourism officers at the local level,” said Tesoro.

“We opted to have this two quarters per island cluster--for Visayas and Luzon, and Lanao del Norte as the host of the MindanaoIsland cluster, held here at Mindanao Civic Center Hotel,” explained Tesoro.

On the first day, a Tourism Awareness Forum was conducted with stakeholders from Misamis Occidental and Lanao del Norte.

ATOP members who flew in via Ozamiz airport directly proceeded to Sinacaban, Misamis Occidental, for a meeting with hotel and restaurants owners.

The “new office look” as a way in improving Pag-IBIG services was also shown.

The briefing was centered on the recently completed, ongoing and upcoming major infrastructure projects in Misamis Occidental worth P1.57 million, which included the following: Recently completed Department of Transportation and Communications’ (DOTC’s) Ozamiz Airport Development Project with a programmed amount of P695 million; Philippine Ports Authority’s Port of Ozamiz Augmentation of Back-up Area worth P317.64 million; DOTC’s dredging works along RC Wharf of Ozamiz City worth P45 million; National Irrigation Adminis-

tration’s Tangub Small River Irrigation Project, which is now 97.39 percent complete worth P425,497,021.62; and Department of Public Works and Highway’s Proposed 3.6 km. Acess Road from Panguil, Tangub City - Tubod, Lanao del Norte, worth P86,789,241.41.

President Aquino’s visit to Misamis Occidental was per invitation of Second District Representative Henry Oaminal, who turned his supposedly State of the District Address into a ‘Report to President Aquino.’

With Rep. Oaminal in the welcoming entourage were Misamis Occidental Gov. Herminia Ramiro, Lanao del Norte Gov. Mo-

hamad Khalid Dimaporo, Tangub Mayor Peter Tan, Ozamiz City Mayor Aldong Parojinog and his Vice Mayor Princess Parojinog-Chaves and Oroqueta Mayor Jason Almonte.

Rep. Oaminal thanked President Aquino for the various infrastructure projects in his district, covering the five municipalities and two cities, and for making possible the construction of the P5 billion Panguil Bay Bridge that will connect Misamis Occidental and Lanao del Norte provinces.

And for all the expressions of gratitude for the various projects, the Chief Executive told Mismisnons in the vernacular: “Naa

The briefing was attended by local government officials of Misamis Occidental along with repreentatives from the different sectors of the province.

Political temperature rises in Misor Except for some changes, opposition Governor “Bambi” Emano would definitely retain Padayon Pilipino lineup in Misamis Oriental.

The same could be true with the political lineup of administration candidates in the province, notably, among Congressional candidates.

However, there could be some inevitable changes. For instance, the administration’s mayoral lineup in the province might undergo a lot of reshaping as some of the incumbents are ending their terms in 2016.

For example, Rep. Peter Unabia was originally with the opposition Padayon

Pilipino as a member of Congress in 2010.

Unabia leapfrog to the LP when he ran for reelection during the 2013 elections for some reasons, which most political observers described as “too personal” for comfort. Whatever that means, there were stories circulating in the political mill that the Guingonalead LP in Misamis Oriental threatened to field a “strong” LP candidate that would certainly cut Unabia’s political cord.

Another rumor was that the Bureau of Internal Revenue (BIR) would find means to pin Unabia with “tax evasion” cases involving his lucrative “Sr. Pedro Manok” business (a grilled whole chicken).

More than 120,000 people have died since the 1970s up to the 1990s. Millions have been displaced from time to time. Children missed school, properties were destroyed, and sickness haunted the evacuation centers.

What made the peace agreement that we are now implementing, possible?

How did we get this far in our peace process despite the huge gap that divided us?

Social scientists talk about concepts like the “balance of power,” “a hurting stalemate,” war fatigue, and so on as elements that affect the environment for peaceful solutions.

All these do come to play.

But there were definitely two things that made the comprehensive peace agreement between us possible.

Without these two, we would not have gone this far.

These two elements are none other than trust and faith.

There were good reasons for the two parties to hesitate to trust each other.

Historical distrust due to legacy of Christianization under 500 years of Spanish colonial rule and 50 years of the American colonial regime bred this distrust.

The Islamic sultanates resisted. Over the centuries, the Moros thus evolved a different collective narrative and identity, different from the Filipino majority.

Outbreaks of hostilities, break ups of the 1997 ceasefire, in 1999, 2000, 2001, 2008, made wounds fresh. On and off peace talks did not build confidence in both parties and among the general public.

When President Benigno Aquino III came to power in 2010, his administration took extra steps to rebuild the trust.

In August 2011, the first face-to-face meeting happened between the President and the head of the MILF, Ebrahim Murad. This extraordinary step opened doors and allowed fresh air in.

Government has steadfastly defended the process before its many critics. To the cry, “All-Out War!,” it responded with “All-Out Justice.”

Government leadership stayed the course amid all the unfortunate violent in these areas.

This is after all not a simple problem. There are many other armed groups and different stakehold-

ers such as the migrants who have settled here, and the non-Moro indigenous peoples. Many see the complexity as reason to doubt the process, or any process for that matter, as all complexities cannot be solve by one process alone.

For its part, the MILF took pains to show that it was worthy of the trust.

It pledged that it would indeed demobilize, and participate in democratic politics through civic and party organizations.

For example, despite uncertainties, MILF cadres have proceeded with building their political party called United Bangsamoro Justice Party. Many trainings have been conducted to prepare them for their future roles.

Last January, MILF forces mistakenly engaged police forces, resulting in the death of 44 policemen, 18 MILF combatants, members of other armed groups in the community, and several civilians. The public uproar almost brought down the peace process.

As a measure of goodwill, the MILF agreed to return the weapons seized from the government police. Last June, we began the process of decommissioning MILF weapons and combatants.

These weapons have been stored in a site that is jointly guarded by the Independent Decommissioning Body, and the government and MILF’s Joint Peace and See PEACE, page A11

After attending the one-day orientation seminar, which tackled t h e t e r m s a n d av a i l ment procedures of the program, 39 OFW family entrepreneurs from the different provinces of C ar a g a c ompl e te d the required two-day Entrepreneurship Dev e l o p m e n t Tr a i n i n g conducted by OWWA wit h t he D ep ar t ment of Trade and Industr y (DTI) on September 7 - 8 , 2 0 1 5 at OW WA Training Hall.

ules, which included the making of a business plan, budgeting, basic bookkeeping skills and ne c e ss ar y qu a l it i e s a successful entrepreneur should possess.

We often thought of PTA as a mere electing of officers proposing projects which requires extra contribution, extra payments, and extra burden. But what is a really PTA? Let’s start defining its acronym. It’s a Parent and Teacher Association. A non-profit affiliation of finding a dedicated and responsible parent in a school to take lead in providing resources and set of structured activities. That means quality education.

Yes, PTA helps develop a child since it’s partnership between parents and teachers accomplishing shared goals. We could even consider it as an investment and in just a wink of an eye, reaping all our desired shares. Besides, it builds bridges among school, home and the community where in molding every child’s potential by focusing on what is need to be successful in their learning, including proper

nutrition safety environment and accessible raw materials. Thus, research studies conducted over the past years prove that children do better when parents are involved. Grades are higher, Test scores improve.

Attendance increases. It fulfills the parent involvement requirements of the No Child Left Behind Act. Basically, it supports edu-

cation through active participation and advocacy.

More than that. PTA opens the eye of ever y parent to understand the challenges that the school faces and become part of the solution. It may be through asking local help and fund raising but everyone could really get results. Because undeniably, it takes a village to educate a child. Renewable energy produces unstable supply, expert say WHILE the Department of Energy (DOE) is pushing for the generation of clean energy from natural resources, some experts are apprehensive with the unstable power produced by variable renewable energy (VRE) such as solar and wind due to its fluctuating nature.

Raul Galano, head of the Visayas Systems Operations of

National Grid Corp. of the Philippines (NGCP) told reporters that variable renewable energy is named as such because of its inconsistence.

Solar energy for instance only has a 12-hour horizon considering there is no sunshine at night. Even at daytime, it works only when there is strong glare from the sun.

Solar panels, however, get low irradiance every time there is thick cloud cover in the sky.

“When it is cloudy, there is a possibility that nothing will be received by the solar panels,” Galano explained. During summer, we can expect the sun to shine bright, however power will fluctuate during rainy and typhoon season.”

Galano adds that more than 100 megawatts (MW) of solar power are expected to be installed for the Visayas grid by first quarter next year. Most of these solar projects are located in one area, which is Negros which can pose a problem on power stability every time the island gets covered by thick clouds.

HE Philippine Atmospheric, Geophysical and Astronomical Services, Administration (PAGASA) has forecast the El Niño phenomenon to intensify in the last quarter of the year up to May 2016.

According to the latest climate outlook of PAGASA, the El Niño event, which reduces the amount of rainfall, is projected to intensify in the last quarter of 2015 and may even extend up to May next year.

weather specialist of PAGASA’s Climatology and Agrometeorology Division, said this phenomenon could be stronger and worst than what the country experienced in 1997 to 1998.

This month, he said about six provinces namely:

Aurora, Quezon, Camarines Norte and Bohol are expected to be under drought condition.

By the end of the year, Lucero said at least 46 provinces including Bulacan and Metro Manila are projected to experience drought.

The long dry spell due to El Niño will continue until February 2016 to bring

What are El Niño, La Niña?

El Niño and La Niña are complex weather patterns resulting from variations in ocean temperatures in the Equatorial Pacific, said America’s ocean and coastal agency, the National Oceanic and Atmospheric Administration (NOAA).

It said El Niño and La Niña are opposite phases of what is known as the El Niño-Southern Oscillation (ENSO) cycle.

The ENSO cycle is a scientific term that describes the fluctuations in temperature between the ocean and atmosphere in the eastcentral Equatorial Pacific (approximately between the International Date Line and 120 degrees West).

The agency said La Niña is sometimes referred to as the cold phase of ENSO and El Niño as the warm phase of ENSO. It said: “These

TAGUM, Davao del Norte-The High Value Crops Program (HVCP) of the Department of Agriculture (DA) 11 is preparing areas that are least likely to be affected by El Niño for vegetable farming.

In an interview, Melani Provido, regional HVCP coordinator of DA 11, said they need to do this in order to maintain the supply of vegetables and stabilize prices.

Some of these areas initially identified by DA 11 are the upland Marilog District in Davao City and Maragusan, Compostela Valley where they have intensified interventions of the department.

She added that As early as last year, DA 11 already devised some mechanisms

to cushion the impact of a long dry spell that will persist until August 2016.

DA 11 set aside some P8 million for the irrigation projects for the high value crops, most especially for the vegetables that are seen to be the most affected among other crops in the region.

Provido said that the office will receive another budget for irrigation.

She added they are giving spring development program to vegetable farmers, meaning they tap the springs from the hinterlands and divert these to production areas.

Shucking the Pinoy Oyster Myth:

Raw oysters are best eaten kamayan with your bare hands.

There’s this long-held Pinoy belief that eating anything raw is not good for your health and digestive system.

Even when the country was yet under the yoke of its colonial masters, the Americans especially, sought to cleanse their minions’ palates from the siren taste of kinilaw, kilawin and the like, insisting anything raw was unsafe and unhealthy, especially when consumed in the timehonored Pinoy tradition of kamayan, or using the bare hands instead of clean utensils for eating!

The Filipino’s beloved talaba suffered the same fate, and even now, many Pinoys remain leery of eating oysters raw and fresh from the shell.

Oysters have been gathered from the wild for food long before its culture in farms began.

It is considered as one of man’s most nearly balanced natural food and is a cheap source of protein, contains substantial quantities of all minerals and vitamins essential to the human diet. About

18% of the protein requirement, more than 50% of calcium and phosphorus, and all iodine and iron needed by an adult Filipino can be supplied by 200g of oyster meat.

Raw oysters are low in calories and rich in zinc, iron, calcium, and vitamin A, but Filipinos usually prefer to cook them by pouring boiling water over them in shell, sautéed or stir fried because of a longheld cultural belief oysters can make you sick if you don’t cook them before eating.

However, a Filipino entrepreneur who supplies fresh oysters from all over the country to the country’s swankiest and plushest hotels and resorts is working hard to change all that.

His proprietary 24-hour de-oxidizing sanitizing and cleaning process is the envy of the U.S. oyster industry because they can’t match the low toxicity levels he can

attain which is 10-15 times lower than those approved by the Food & Drug Administration (FDA). And he can do that in 24 hours compared to a week in the U.S.!

So what are the implications of this technology to the fledgling Pinoy oyster industry? Talaba producing bastions like Zamboanga Sibugay in Mindanao, Capiz City in the Visayas and Alaminos City, Pangasinan in Luzon can look forward to not only expanding their domestic markets but even export them via low-cost, budget airlines given the dropping prices of jet fuel.

Zamboanga Sibugay, for instance, is a major supplier of oysters from the Zamboanga Peninsula not only domestically but even to nearby countries

in the Asia-Pacific Region. It has three major oyster farms in the municipalities of Kabasalan, Siay and Alicia.

Already, Zamboanga Sibugay, which claims the title of “Talaba Capital of the Philippines,” has made the talaba the center of its Sibug-Sibug Festival (celebrated February 26) It has maintained its Philippine record on the longest talaba grill in the country since 2002 when it served a 2-kilometer grill during the province’s first anniversary.

Ask anyone who’s ever been to any of these “Talaba cities” and talk will inevitably drift to the unforgettable gustatory ultimate experience of prying open raw oysters and savoring the slimy soft, briny shellfish right off the half shell.

Butuan City --The Regional Program Management Office (RPMO) of the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KalahiCIDSS) has been conducting monthly fiduciary sessions to ensure that the tax payers money will not go to waste in the implementation of the program.

For the month of August, the RPMO held the said activity on September 2-3, 2015 (clusters 1 and 3) and September 3-4, 2015 (clusters 2 and 4) at Samping Avenue, Butuan City.

Kalahi-CIDSS, one of the flagship anti-poverty programs implemented by the Department of Social Welfare and Development (DSWD), uses the Community-Driven Development (CDD) approach along the implementation.

Regular conduct of the fiduciary activity ensures proper utilization of community sub-project funds by scrutinizing fund flow, ensuring all transactions are done by the authorized persons, and making sure that all transactions are documented.

In the activity, members of the Sub-/RPMO and Area Coordinating Teams (Area Coordinator, Deputy Area Coordinator, and Municipal Financial Analyst) thoroughly review Request

for Fund Release (RFR) documents to check if released funds for sub-project implementation have been properly utilized –physical accomplishment of subprojects are proportional to funds released and utilized.

As to date, Kalahi-CIDSS Cycle 1 is about to end. The ACT members are currently facilitating the processing of requests for the final tranches of their community funds to facilitate the completion of the different community sub-projects in their respective municipalities.

Unlike any other government program, KalahiCIDSS has a unique feature for the fund release mecha-

nism. In the program, subproject fund is downloaded to a community account, and release of funds is only possible with the signature of the Barangay Sub-Project Management Committee (BSPMC) chairperson (community volunteer), the barangay treasurer, and area coordinator.

Technologies are indeed beneficial. It makes task easier and faster to perform. It makes solutions more effective. Moreover, it gives comfort to a lot of entities.

Thus, Values Education should be given with utmost importance.

This subject is offered under the curriculum of both elementary and high school. It aims to coil values among students.

ered core traits representing each person’s beliefs and guiding principles that form the person on who he is.

This subject is so much important for at young age, it is encouraged that parents and teachers should input to children the positive and worthwhile values in order to assist them in building and strengthening personal and social skills and responsibilities.

Considering that as a Congressman, Unabia has no immediate threat in the province east district, it is likely that Unbia would prefer to run for reelection in 2016 in order to complete his three-year-term in Congress. The rumor that Unabia would run to challenge the gubernatorial post is far fetched.

In the province’s west district, Rep. Juliet Uy, who also identified herself with LP, would certainly face strong candidates in 2016.

With weak adversaries in the 2013 congressional elections, Uy grabbed the lead

in the Congressional contest that has twice slipped into the hands of his partner Julio Uy. What makes it difficult for Julio Uy, the former vice governor in Misamis Oriental, when he was defeated twice in a row in an attempt to win the Congressional post, was easier for his wife Juliet.

Many believed ‘though that Juliet was simply lucky when she ran in 2013 because her opponents were weaklings. Former Congressman Jun Baculio, the most qualified candidate at that time, did not make it.

What with people around him, especially the incompetence of those tasked to manage his reputation at that time, Baculio simply dug his own political grave then.

Another strong contender, former Governor Bong Calingin, of Misamis Oriental, was convicted of graft during that time. Although “Bong” have been out on bail, his conviction eroded the confidence of the voters in the province west district. The people in the province west district find an alternative in the candidacy of Juliet Uy, the former town mayor of Villanueva.
