Davao City’s anti-drug operation well-managed – PDEA 11 chief DAVAO City -- Philippine Drug Enforcement Agency (PDEA) 11 Director Adzhar Albani refused to be dragged to political mudslinging over the drugs issue in Davao City but defended the city’s anti-drug campaign. “Davao City is well managed as anti-drug operation is concerned and one of the best,” Albani said in the wake of reports quoting a presidential candidate that anyone can buy drugs in the city. Albani said anyone can report to his office any illegal drug-related incident as long as it is not politically motivated. In an interview with ABC 5, presidential candidate Mar Roxas said, “May droga sa Davao ngayon, ngayon lang, gusto mo

samahan kita, makakabili tayo ng droga sa Davao e (There is drugs in Davao now, just now, do you want me to accompany you, we can buy drugs in Davao).” The statement of Roxas further created a stir after a couple was arrested on Sunday at a checkpoint in Sirawan, this city by the joint operatives from PDEA, Davao City Police Office (DCPO) and Task Force Davao. The couple, who was coming in from Lanao, was arrested with 50 grams of suspected shabu. Albani said he is not denying the fact that there is presence of illegal drugs in the metro but the city is well managed in terms of anti-drug operation compared to other areas. He stressed anyone can

report to his office but would not allow his office to be used in anyone’s political agenda. “Basta ang masasabi ko lang (What I can say) we are not declaring Davao City as a drug-free city, but Davao City is well managed where anti-drug operation is concerned and one of the best,” Albani added. He stressed that in his 19 years in anti-drug operation, Davao City is better compared to other cities. DTI commences competitiveness survey in Davao del Norte DAVAO del Norte -- The Department of Trade and Industry – Davao del Norte Provincial Office started the implementation of 2016 Business Permits and Licensing System (BPLS) Validation and Cities and Municipalities Competitiveness Index (CMCI) Survey for all the 11 municipalities in the province. The survey began last February 1, 2016 and will conclude on April 29, 2016. The BPLS validation survey is conducted to assess the implementation of the streamlining program which the agency, in cooperation with DILG, launched last 2011 for the purpose of

unifying and hastening the process of business permit issuance among the local government units. Target respondents are the new and renewed business permit registrants of the LGU composed of single proprietors, partnerships, corporations and cooperatives. Survey questions will be largely based on the respondent’s BPLS customer experience. On the other hand, the CMCI survey will focus on the local government units through its different offices and focal persons. The data gathered will be used for the annual competitiveness ranking of Philippine

cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development. The ranking shall be based on the three pillars namely economic dynamism, government efficiency, and infrastructure. It shall also be classified according to the city/municipality’s category: highly urbanized cities, component cities, all cities, 1st and 2nd class municipalities, 3rd to 6th class municipalities, all municipalities, and all provinces. To qualify for the “Most Competitive Province”, the combined population of all participating LGUs under the province should constitute at least 60% of the total provincial population. This index ranking can be used as a diagnostic tool by local government officials to assess the competitiveness of their city or municipality and identify areas for improvement and See dti, page A13

‘i Light Marina Bay 2016’ festival to draw highest gathering of world class, local artists Asia’s leading sustainable light art festival to feature 25 installations from Singapore and around the world SINGAPORE--Wander into a sparkling kaleidoscope, dance through a magical harp and paint the cityscape in a mosaic of colour at the touch of your finger, when i Light Marina Bay returns next month with 25 innovative installations. With 14 of the artworks designed by local artists, the fourth edition of Asia’s leading sustainable light art festival will see the highest participation from the local art scene to date. From 4 to 27 March 2016, i Light Marina Bay 2016, organised by the Urban Redevelopment Authority (URA), will transform the Marina Bay waterfront into a spectacular outdoor showcase of sustainable light art installations from emerging and world-class local and international artists. Designed based on the theme ‘In Praise of Shadows’, the festival invites visitors to reimagine the fundamentals, forms and roles of light. Greater participation from local artists For the first time, more than half of the festival artworks are designed by local artists and students. This year, festival-goers can

look forward to interacting with brighter and larger installations, even as tall as a five-storey building. Llocal sound-media artist Zulkifle Mahmod’s SONIC tower takes the spotlight as the festival’s tallest installation. Standing at a towering 15 metres – equivalent to a five- storey building – the impressive structure comprises four zones with a total of 320 solenoids and energy-saving LED lights to create a rhythmic sound and light scape within the confines of the scaffolds. Partially inspired by the fairy tale “Alice in Wonderland”, the installation invites visitors to discover unique compositions as they explore the artwork. Another example of a local work is Cycle House by Hafiz Osman, a mobile workstation that combines a temporary shelter and a bicycle. The mobility of the installation makes it easily adaptable to new environments, representative of a wanderer who is constantly in search of new adventures. The bulbs in the shelter will light up as the user cycles, showcasing how energy can be harnessed from everyday

activities while encouraging cycling as a sustainable mode of transport. Visitors are welcomed to draw on the structure’s canvas walls. How do I talk to God?

THINK a minute. Who do you enjoy being with most? We usually enjoy friends who make us feel accepted the way we are. When we’re at our worst we still know that they accept us, even if they don’t approve and agree with what we’re doing. We enjoy friends with whom we can be totally “real” and honest. Pretending to be someone you’re not gets tiring. When you talk with your close friends, do you use formal words you would use with a high government official, minister or pastor? Of course, not! With your close friends and buddies you can just be yourself and have honest, heart-to-heart talks. You see, that is how God wants you and me to talk with Him. God wants so much to be your best friend. Everyday He wants to have a good, heart-to-heart talk with you. God doesn’t want to hear big, fancy words and formal prayers. He wants you and me to be ourselves with Him. He wants us to tell Him how we really feel inside, when we’re happy, sad, even angry. When Jesus Christ taught His closest friends how to pray, He used the everyday street language of His culture. Jesus did not teach us to say formal, memorized prayers using big, religious words. In fact, Jesus shocked all the religious leaders when He said we should call God “Dad.” But the only way to be on speaking terms with God is you must ask Jesus Christ to forgive you and take full charge of your life everyday. Then as you live for Jesus everyday, He will start showing you what your father in heaven is truly like and how much He loves you. See hurst, page A15

Mr. Oura said with Japanese technology and finance, 2,000 tons of ash can produce 2MW of electric power. He pointed out that the project has two missions: to address the need for energy and industrialization in Butuan City, and to help in efforts to mitigate climate change. In response, some 20 rice millers formed an organization to sell rice husks as a group to the Japanese buyers.

The 31-day suspension against Zaneco General Manager Adelmo Laput is contained in a 12-page decision of NEA dated January 28 and was served on Tuesday, February 23. Absolved were the following: Leonora Timtim; Flordeliz Laput; Reil Abe-

jero; Dulce Inot-Manrique; Alma Contrivida; and, Uhlan Calasang. The case against them stemmed from the complaints filed before the NEA by 13 members of the Zaneco Retirees Association. Eng’r. Don Mustapha Loong, secretary of the Department of Public Works and Highways in the Autonomous Region in Muslim Mindanao (DPWHARMM), said Tuesday the access road to the Sheikh

Karim-ul Makhdum Mosque will be improved even as several other infrastructure projects will be built within its periphery. The Sheikh Makhdum Mosque was erected in 1380 in the small fishing village of Tubig Indangan, Simunul, Tawi-Tawi. The National Historical Commission has declared the Sheikh Makhdum Mosque as a National Historical Landmark while the National Museum has declared it as National Cultural Treasure.

“We are investing on the roads leading to Sheikh Makdum as well as in its periphery because we believe in the tourism potential of southern Mindanao,” Loong said. The infrastructure projects will be built by the local government unit of Simunul pursuant to a Memorandum of Agreement (MoA) signed on Monday at the ARMM governor’s office. Loong said the project is targeted to be completed from three to six months.

ARMM Gov. Mujiv Hataman said the infrastructure projects are a manifestation of trust and confidence of the regional government on the LGUs. “The basic requirement is the capacity of the LGUs to implement projects–their sufficiency of construction equipment, and availability of skilled and well-experienced engineers,” Hataman said. Panasonic Donates 2,400 Solar Lanterns to 15 Non-Governmental Organizations in the Philippines This brings the total number of solar lanterns donated to the country in the last three years to 5,814

Manila, Philippines, 23 February 2016 – As part of its global “100 Thousand Solar Lanterns Project”, Panasonic donated 2,400 solar lanterns to 15 Non-Governmental Organizations in the Philippines, bringing the total number donated to the country to 5,814. The donation ceremony was held at Panasonic Manufacturing Philippines Corporation in Taytay, Rizal. Today’s donation marks the third of such efforts under the “100 Thousand Solar Lanterns Project” in the Philippines. Last February, we donated more than 2,300 solar lanterns to 18 organizations. The lanterns aim to address social challenges faced by people living in offgrid areas of the country. In December 2013, Panasonic donated more than 1,000 solar lanterns to the Department of Social Welfare and Development (DSWD) of the Philippine government, as part of its disaster relief efforts following Typhoon Yolanda. Shinichi Hayashi, President of Panasonic Manufacturing Philippines Corporation, commented, “We

have received positive feedback from these organizations and have learned that many people, especially the indigenous, are still left behind without access to electricity in mountainous areas or remote islands of the country. Tuloy ang Pagbabago campaign launched Butuan City -- The Tuloy ang Pagbabago campaign was launched at the regional level on February 12, 2016 during the celebration of the Sustainable Livelihood Program (SLP) Congress at Almont Hotel’s Inland Resort here. Leah Rebuta, a Pantawid Pamilya parent leader in Butuan City, led the launching of the said campaign along with the 200 selected participants of the said congress. During the launch, Rebuta presented through a testimony the key message of the campaign which says Pantawid Pamilya is a program of the gov-

ernment that provides cash grants to registered households to augment their needs in education and health of children aged 0-18. The campaign also emphasizes that it is only DSWD and no other government offices or a person can delist Pantawid Pamilya beneficiaries from the program if they cannot comply the conditions of the program. Delisting of the program participants are based on the official variables from the Beneficiary Data Management (BDM) guidelines and ineligibility criteria of Grievance Redress System (GRS) which are the following: (1) duplicate entry, (2) no to 0-18 years old dependent, (3)

Distance of property from all-weather road, railroad stations, landing places along seacoast and trading center (Poblacion) shall be measured from corner of the lot or parcel nearest to such road or center. Section 5. MISCELLANEOUS PROVISIONS. 1. As a general rule, 100% base value per square meter for urban commercial, industrial and residential lands shall be applied to all lands within the first strip of 20 meters on commercial and industrial sections of zones, and within the 20 meters on residential sections or zones fronting asphalted or concretes streets or roads.

Section 6. SUPPLETORY DOCUMENT. The book prepared by the Office of the Provincial Assessor as indorsed by the Honorable Governor to the Sanggunian Panlalawigan of Camiguin, entitled: “SCHEDULE OF MARKET VALUES, 2014-2015, CAMIGUIN,” shall serve as a Suppletory Document to this Ordinance.

2. Lands beyond the standard depth of 20 meters for commercial and industrial lands, and 20 meters for residential lands, if any, shall be valued 80% for the 2nd strip, 60% for the third strip and 40% of the based value fixed for the street or roads fort the reaming area, Provide, however, that in the case the parcel of land abutting two streets or roads on two sides with the different base values stripping and valuations thereof shall be base on the principal street or road with the higher base value, but no lower than the schedule of value of the other street.

Section 7. REPEALING CLAUSE. Any provision of Ordinances which runs counter to the provisions of this Ordinance is deemed repealed or modified accordingly.

3. A reduction of 20%, shall be applied from the based value fixed for lands along gravel, earth or dirt, and proposed streets or roads, in similar manner, if the street or roads and/or sections thereof are subsequently improved or constructed, the appraisal and assessment of the same shall be adjusted accordingly.

4. For low and sunken areas of the land, a reduction from the base value per square meter may be allowed due to the cost of filling and compaction to bring the same at par with the adjoining developed lots, provided, however that such reduction will, in no case, exceed 30% of the base value thereof.

Section 8. EFFECTIVITY. This Ordinance shall take effect after compliance of Section 212 of the Local Government Code of 1991 on publication requirement.

5. Adjustment value of the frontage shall be added to the valuation of all commercial lots fronting streets or roads. The same is derived by multiplying the length of frontage in lineal meters by 50% of the unit base value thereof. 6. Corner influence value of 15% of the base value shall be added to the valuation of lots situated at the corner of the two street or roads. Provide, however, that if the streets or roads have different base value, the higher base value shall be used in the computation thereof. 7. Vacant or idle lands located in a purely residential area, shall be classified as residential. If such land is located in a purely commercial area, the same shall be classified as commercial. Mixed residential-commercial area the same shall be classified according to the class which is more predominant. 8. As far as property applicable, this schedule of base market values shall be controlling, but where the property to be assessed is of a kind not classified in this schedule or any for which a value is not herein fixed, it shall be appraised and assessed at its current and fair market value, independently of this schedule. In handling and managing a class, one of the challenges the teacher has to face and overcome is on how to capture the attention of the pupils, to maintain the momentum, and the most, to engage them in the different class activities, specifically on the basic learning stage. In the curriculum, there are various learning methodologies and strategies that are initiated and implemented in order to make the learning experience of our pupils more

beneficial. Thus, to increase our pupils’ participation in the class, here are some of the ways. One, if you are handling a morning class, specifically first in the hour, most of the Graders are inattentive, some are sleepy, some are hyper, some just want to stay alone in the corner, thus, the class is divided. Thus, in order to awaken them, we can do a sort of warm-up or a little game in the morning. Probably, a game for a head start. On this, we teachers can integrate some ‘pakulo’ to

entice the pupils to be engaging in the lessons and it may vary depending on the subject. They may be varied reactions from them at least you are getting them into the group. Second, if you are handling an afternoon class, most of the pupils tend to be sleepy, again you can resort for a warm-up game. Lastly, we teachers should not forget that we should value the learners. This as we should always be considerate on their phases as each pupil is unique in their own way.

Poverty is being gauged by the lack of books, absence of Internet access at home and lack of gadgets such as tablet, laptop or even personal cellphone. The results were relatively mixed. Should the bamboo hub operations at Naawan commence, an additional hub will be made available at Northern Mindanao where bamboo slats maybe delivered to be further processed. The bamboo hub will process, treat, preserve and customize the finish products according to standards and requirements of the general market. It is the bamboo hub that will connect to the market to dispose the finished products, from handicrafts to e-bamboo. The bamboo hubs are expected to produce marketable products as engineered bamboo. Engineered Bamboo or commonly known as ebamboo is a product manufactured by processing the bamboo poles commonly done by laminating or gluing two or more layers of crushed, split or veneered bamboo. This is then further utilized into floors, walling, claddings, handicrafts, chopping boards, table tops, and furniture. To ensure that the bamboo hub that is to be established at the Naawan, Misamis Oriental could take a smooth take-off, a benchmarking activity was conducted at Ilo-ilo City last 23-27, 2015. Also, the project was further subsidized with a P2.6M budget under the Bottom-up Budgeting. This was participated by the Naawan stakeholders and the project implementers. A look-see of the different processing companies which has taken off in terms of the production of the handicraft items and wood tiles was done to encourage and enflame the passion of the industry players in the municipality. An interview with the project coordinator of DTIMisamis Oriental was also done on the details of the Shared Service Facility (SSF) Project which was granted to Naawan. THE Philippine government has institutionalized the whole month of February each year as National Dental Health Month. Nobody is more vulnerable to dental-related ailments more than school-age kids. That’s why proper dental hygiene is expounded more in schools here in the country. Here in the province of Misamis Oriental, a poster making contest among high school students is held throughout the month with eliminations in each school and district before proceeding to the division level. For the Lugait, Manticao, Naawan, Initao, Libertad, Laguindingan, Alubijid and Opol districts, the

judging was last February 22. For the Tagoloan, Villanueva, Claveria 1, Claveria 2, Jasaan, Balingasag South, Balingasag North and Lagonglong districts, the judging was last February 23. For my beloved district of Kinoguitan, the judging was last February 24. This is without coincidence that February is also National Arts Month and children must be exposed to the arts such as activities like these. Poster making is a basic art that kids must explore in order to advance to other adventurous art forms. Paje cited the National Greening Program (NGP) as among the measures the government is currently implementing to achieve its targets on forest rehabilitation. Since 2011, he said, a total of 1,351,803 hectares of land have been reforested under the NGP, which is also part of the government’s climate change mitigation and adaptation initiatives. “The NGP goal is to plant 1.5 billion trees in 1.5 million hectares from 2011-2016. Upon completion, this would translate to an absorption capacity of 30 million tons of carbon dioxide annually,” Paje pointed out. Aside from the NGP, the Aquino administration also pursued an intensified anti-illegal logging campaign which significantly reduced by 88 percent the number of municipalities and cities in the country considered as illegal logging hotspots.
