The products are also tested to determine if these conform to local and international standards, he said. Paraguya said that any company, classified as an SME and wholly owned by Filipino citizens, can apply for the DOST’s SETUP intervention. SETUP prioritizes the following business fields: food processing, furniture, handicrafts, marine resources, horticulture, metals, information technology, pharmaceuticals, packaging and renewable energy. Green Pastures belong to pharmaceuticals, Paraguya said. Founded in 2012, Green Pastures were merely pro-

Sta Filomena School Undertake Greening Program

OBJECTIVE The Sta. Filomena Central School is now on the process of achieving the target number of seedlings planted within the vicinity of the school, we find a great need to continue the reforestation program of the government and give educational awareness to the children on the importance of tree planting, to answer the problem of global warming. Pursuant to Division memorandum Order No. 052, Se3ries of 2013 by the Schools Division Superintendent Raldolph B, Tortola, CESO VI “ The Search for Best Tree Planting Program Implementing School, Sta. Filomena Central School” have increased our capability, knowledge, skills and appreciation of our school children to conduct and participate in the series of tree planting activities of our school since last year of 2013 during the opening our classes. We have monitored and evaluated the tree planting activities conducted by our school together with the participation of our stakeholders and local Barangay officials who sometimes donated variety of fruit bearing trees and other species. PROGRAM AND ACTTIVITIES
Last June 22, 2013 we have planted 10 Mahogany seedlings at the back of Grade IV Classroom this was participated by some homeroom PTA Officers of Grade VI Section 4 parents. July 13, 2013 20 Fruit bearing trees were planted again at the back of Grade IV classroom building participated by selected Grade 6 pupils during our EPP subject for agriculture farming. Last August 14, 2013 Barangay Counselor JOSEPHUS VILLROYA thru this his effort to solicit from HOLCIM Cement Corporation for the Seedlings, we successfully planted another 50 seedlings of Mahogany and fruit bearing trees in front of Grade IV Classroom building. This was participated by the teacher together with the school principal, parents, and local officials headed by former Kagawad Josephus Villaroya according to him the HOLCIM Cement Corporation is committed to give more seedlings for the school provided that we would take good care of them after planting. Kagawad Villaroya however explained to us the importance of tree planting that he himself was committed to the program. He even mentioned that as committee Chairman on Reforestation in the

Filomena Central School. They were given a task to plant the seedlings as part of their commitment to save our mother earth. Last February 5, 2014, 230 Mahogany and other fruit bearing trees were planted at the vacant lot at the right side of Grade IV Classroom building participated by all Grade VI pupils and Grade V section one pupil headed by Mrs. Erlinda V. The job of a teacher is equally rewarding and incredibly challenging, and it is a noble profession that helps to shape the children of today into the future of tomorrow. If you are training to become a teacher, you should learn the challenges that await you in the classroom, and use skills such as your creativity, determination and flexibility to help guide you through these challenges and help you emerge a successful and effective educator. However there are problems that await in the classroom. Students with behavior problems are a major obstacle that teachers have to overcome. Insubordinate students distract the other children and monopolize much of the teacher’s time for discipline and attempts to regain the focus of the student or the class as a whole. Another problem is overpopulation in schools. This has shown to have an adverse effect on student learning in a number of ways. How schools deal with this problem affects student learning since overpopulation can hinder student learning, reducing the quality of instructional planning and lowering morale among students and teachers. Overcrowding affects classroom activities, as well
as instructional planning. Teachers typically have less planning time and fewer resources in overpopulated schools. Teachers spend most of their time managing the overcrowded classroom, instead of providing quality instruction and trying innovative teaching strategies. Teachers in overpopulated schools also experience higher rates of burnout, higher absenteeism rates and higher levels of stress. Student concentration is adversely affected when classrooms are overcapacity and resources are limited. Overpopulated schools generally have to use nonclassroom facilities as classrooms, such as the lunchroom or media center. The problem is that these rooms
are not always equipped with whiteboards, desks or other classroom resources necessary for student learning. Distractions are also common in overcrowded schools with more students per class and classrooms in closer proximity. Surveys of students and teachers in overcrowded schools revealed that students and teachers alike feel overwhelmed and even discouraged in these facilities. Schools are not just buildings, but environments for learning. If the environment is not conducive to learning due to overcrowding, student achievement and teacher planning are negatively affected. The government should address this problem now.

City to sign MOA establishing Pinoy Nutrition Hub in Ozamiz City By Rutchie Cabahug-Aguhob
OZAMIZ CITY, Misamis Occidental – The City Government is set to sign a memorandum of agreement (MOA) with non-government organizations (NGO’s) and selected barangays for the establishment of the Pinoy Nutrition Hub (PNH), in Ozamiz city, today July 10. The PNH is an adaptation of the Positive Deviance Hearth (PDH) in the Filipino context, which will be tested in the selected pilot areas where malnutrition is prevalent, Lelita G. Navarez, City Nutrition Officer, said. She said the PDH is an approach that has been successful in decreasing malnutrition in the communities using local wisdom and local resources for treating and preventing malnutrition from behaviors learned and found out The MOA signing is part of the month-long activities lined-up by the City Nutrition Office Council in observance of the July National Nutrition Month with this year’s theme: “Kalamidad Paghandaan: Gutom at Malnutrisyon Agapan! (Prepare for Disasters: Prevent Hunger and Malnutrition),” Navarez said. Signatories of the MOA will include the World Vision (WV), Kahayag Development Program, Inc. (KDPI) and five of the city’s 51 barangays, which have been designated as pilot areas: Maningcol, Doňa Consuelo, Gango, San Antonio and Bacolod, Navarez said. AGAYAN de Oro City The Bureau of Customs (BOC) in region 10 has surpassed its collection target for the first quarter of 2014. This was announced by the National Economic and Development Authority (NEDA) in the region during its media forum on the regional economic situationer held last week, here. Engr. Cecilio Y. Clarete,
chief economic development specialist of NEDA-10, said the customs bureau in the region collected P1.97 billion during the quarter, surpassing its target of P1.88 billion by five percent. The customs collection for the quarter was also 21 percent higher than the P1.62 billion collection registered in the same quarter last year. Clarete said the positive performance of B O C10 was due to its anti-
smuggling drive, continued streamlining of operations and upgrading of customs systems and transactions. The Mindanao Container Terminal sub port (MCTSP) still emerged as the top revenue contributor with P1.75 billion or 88.83 percent share followed by the Cagayan de Oro base port with 8.27 percent share or P163.02 million. Among the ports in the region, only Iligan City port
posted reduction in customs collections during the period from P56.24 million to P45.31 million. The drop in the collections of Iligan City port was reportedly due to the reduction of import duty rate for milling food (wheat milling in PILMICO Foods) Corp.) and reduction of frequency of Petrona’s importation from thrice to only once a month. Gov’t rejects manufacturers’ request for price increase MANILA -- Malacanang said on Sunday that the government has rejected the request of some manufacturers to increase their respective suggested retail prices (SRP). katuwiran o basehan sa pagtataas. Nananatiling matatag ang mga presyo ng mga nasabing produkto sa merkado,” Coloma said in a press briefing over radio station dzRB Radyo ng Bayan on Sunday. MANILA - Department of Trade and Industry (DTI) Secretary Gregory L. Domingo has signed the Investment Priorities Plan (IPP) 2014 which is now ready for submission to Malacañang. Board of Investments (BOI) Governor Lucita P. Reyes told reporters that Domingo signed the IPP 2014 after he returned last week from an international trade mission. Now t hat t he DT I chief has inked the IPP 2014, the next step will be submitting it to the Palace for the approval of President Benigno S. Aquino III before it will be fully implemented. DTI Undersecretary and BOI Managing Head Adrian S. Cristobal Jr. said in a recent interview that BOI targets to submit the IPP 2014 to Malacañang in June. However, the department still had minor re-
visions for the IPP 2014 after it was wholly approved by the BOI Board. The IPP 2014 is unique from the past IPPs as the new one will be valid for three years in time for the conclusion of the Philippine Development Plan (PDP) in 2016. From April to May this year, the department had various inter-agency, sectoral, and public hearings in which it presented the preferred list of economic activities that will be entitled to government’s incentives. From several discussions the department conducted, it approved seven economic activities that are included in the IPP 2014. These are: manufacturing, agribusiness and fisheries, services, economic and low-cost housing, energy, public infrastructure and logistics, and public-private partnership projects. (PNA)

trees, with 76 as centuryold trees and 54 as heritage trees, under the protection of Ordinance 341. These include the 9 century-old and 3 heritage trees which were tagged last June during the 2014 Arbor Day na Ciudad de Zamboanga. These trees, according to the OCENR, are now considered as ecologically, historically, and culturally valuable to the City of Zamboanga. The identification and protection of century-old and heritage trees is a continuing effort of the City Government, in coordination with concerned barangays, institutions, and individuals. Through the OCENR, a special technical committee is tasked to evaluate potential century-old and heritage trees endorsed by a technical working group based on a set of qualifying criteria. Meanwhile, through its environment and natural resources management program, the OCENR has also successfully reforested and maintained a total of 17.29 hectares of upland areas, including the Cesar Climaco Freedom Park. These reforestation efforts are further supplemented by the massive, community-driven, tree planting efforts held annually in celebration of the Arbor Day na Ciudad de Zamboanga. For this year, the Arbor Day convened 7,000 individuals to plant an estimated 6,000 mahogany and narra seedlings in identified planting sites. For coastal reforestation program, the OCENR oversees the management and maintenance of 32 hectares of old plantations established in 1994 and 2002, out of the total 64.5 hectares of co-managed areas in Mampang and Talon-Talon. 6 cops, soldier wounded in NPA clash in Davao City

AVAO CITY – Six policemen and a soldier were wounded in a firefight with communist rebels in two villages in Davao City, officials said Wednesday.
Capt. Alberto Caber, a spokesman for the Eastern Mindanao Command, said the fighting erupted in the villages of Baracatan and Catigan in Toril District on Tuesday afternoon. Caber said soldiers from the 84th Infantry Battalion and members of the Special Action Force clashed with about 30 New People’s Army rebels. The fighting, he said, lasted around 30 minutes. He said the wounded policemen and soldier were evacuated to hospital. “The troops were on a security patrol in the area for the protection of the civilians and community,” he told the regional newspaper Mindanao Examiner. He said regional military chief Lt. Gen. Ricardo Rainier Cruz III has ordered
army commanders to stay vigilant and continue the operations against the NPA and any other threat groups. “Joint pursuit operations are still ongoing,” he said. The regional police command identified the wounded officers as Inspectors Ruel Manga, 35, Verindo Villamor, 24, PO3 Arthur Saavedra, 39, PO3 James Bnagayan, 29, PO1 Vincent Catalvas, 26 and PO1 John Ambog, 30. Police spokesman Chief Inspector Jed Clamor said four of the policemen were undergoing treatment at Southern Philippines Medical Center while two others were observed in stable condition at Davao Adventist Hospital. But Isabel Fermiza, a rebel spokesperson, said
the NPA forces ambushed the government patrol and killing 6 troops and wounded six others in the area. Fermiza said rebel forces also seized an automatic rifle, one M203 grenade launcher, four military packs and vests, two ammunition links for K3 machine gun and a GPS. “New People’s Army members under the Mt. Apo Sub-regional Command lured company-sized soldiers of the 84th Infantry Battalion of the 10th Infantry Division to the guerrilla hideout and Red fighters merely sidestepped and mounted an ambush position. The clamor of all is to abolish these discretionary funds. Let it go directly to the general fund of the government. Let the appropriate agencies managed those funds rather than be appropriated by single leaders like the President, Senators and Congress representatives. Even Intelligence Funds should not be under the sole discretion of governors, city mayors or mayors. Why? What’s the point of having them solely decide on what to do with funds? Why not the Budget Office? Do we want brighter days for our national economy? Then let’s put a stop to these problem-prone and undemocratic discretionary funds.

indeed convinced Ong is guilty of having committed bribery, a very serious offense since it involves a graft court justice no less, then there is no reason why the SC Justices should be reluctant in punishing him. Do the SC Justices want to convey the message through their reluctance to sanction Ong that they don’t want to cast the first stone since they are as guilty as the anti-graft court justice of the same offense? If they don’t want their reluctance to be read this way, then they should not be timid in sanctioning Ong. An infraction as serious as bribery committed by an anti-graft court justice if left unpunished will send the worst message to all those in the public sector that they can now commit graft and corruption with impunity. Truth is, after the guilty finding that the Justices themselves believed in also, Ong does not deserve to stay a minute longer in his office literally. But why the SC Justices seem to be in a quandary whether to punish Ong or not is a real puzzle that is raising a lot of quizzical eyebrows especially at this point where suspected abusers of the public trust such as Senators Ramon “Bong” Revilla Jr., Jinggoy Estrada and Juan Ponce Enrile are now in jail because of their alleged abuse of the public trust reposed on them by the electorate. Anti-pork and anti-corruption crusaders should make a howl against this to pressure the SC Justices not to make Lady Justice not just blindfolded but figuratively blind by not sanctioning Ong. No compelling need I personally don’t find any compelling need for President Aquino to reiterate his administration’s defense of the Disbursement Acceleration Program (DAP). He had already articulated such defense in various forums and even in the SC. Sadly for him, his defense was not bought by the SC thus the declaration that the DAP, or certain portions of it, is unconstitutional. Redemption from the mess DAP created is what he needs. And redemption can only come if his administration prosecutes all who are involved in graft-tainted transactions in government such as the pork and DAP scams. vegetables, the trainors also emphasized the nutritional benefits of vegetable intake. In addition, the DA is promoting soybean, a highly nutritious food crop, which it has incorporated in the GPP. For this purpose, a demonstration on the processing of various soybean food products was included in the training. The participants were each given a kilo of soybean seeds that they can plant in their schools. “I look forward to preparing the recipes I learned from the training because I now have something new to offer for our school’s feeding program,” said Mrs. Elma Palican of San Benito, Surigao del Norte. GPP is a school vegetable gardening project implemented by the Department of Agriculture together with the Department of Education to address hunger and malnutrition in children. The vegetables produced in school will be used to supplement its feeding program. The MOU establishes a production and trading agreement with the KFI aimed at integrating and scaling up the cacao production in Misamis Oriental’s 23 municipal towns and two component cities of El Salvador in the west district and Gingoog City in the east district, Emano said. He said that the Provinical Agriculture Office is now in the process of identifying an initial 5,000 hectares of land which could be suitable areas for cacao (Theobroma cacao) in the province. Cacao seeds are the source of cocoa and chocolate, which is could be planted to inter crop with other agricultural plants like coconut trees, Emano said. He said that a hectare of cacao plants could generate as much as P 200,000 annually as against the P 40,000 estimated annual income of coconuts. “A farmer could easily earn as much as P 500,000 annually in a 2-hectare farm with fully grown and productive cacao trees,” Emano added. He said that the provincial government is excited with this development since KFI, a major supplier of US-based Mars chocolate, also specializes in growing and trading high-quality agricultural crops including fermented cacao beans. “Chocolate is a multibillion dollar industry.
