HS Summit discusses future of K12 students

CAGAYAN de Oro City -About 200 representatives from the academia, education officials and stakeholders in the private and public sector met in this seaport capital Tuesday for a “Senior High School Summit” here. Secretary Armin Luistro, of the Department of Education (DepEd), who flew here as guest of speaker, told that the participants of the importance of the summit aimed at preparing the current batch of ninth graders into senior high school students by 2016. Under the K+12 educa-

tional systems, the ninth grader is equivalent to the third year high school student (junior) in the old educational system. The 10th grader is equivalent to the fourth year high school (senior) students. Zambo crop damage due to dry spell soars to P140M ZAMBOANGA City -- The City Agriculturist disclosed that the damage to agricultural and fishery products due to the prolonged dry spell had further soared to P140.8 million as of April 8. CAGAYAN de Oro City -- A British national was found dead in the state of decomposition Tuesday afternoon in his rented house in Canito-an, Cagayan De Oro City, the police said. Police Inspector Christian Caballes, of the Scene of the Crime Operatives

(SOCO), identified the British national as Christopher Lenard King. Caballes said that the SOCO operatives have ruled out possible foul play since there were no signs of resistance or forcible entry into Kings rented apartment. Police investigators, however, recovered assorted medicines in the vicitm’s

Farmers want sports complex to use other land area built inside the university’s 20-hectare lot in Mintal. Former President Fidel V. Ramos issued Presidential Proclamation 822 in 1996, which reserved the 2,044,312 square-meter BPI Land Reservation in Bago Oshiro, Tugbok District for the use of UP. Farmers said they have been in the area since 1936. Mayor Rodrigo Duterte in his Sunday television program called the farmers “squats” who wants to have a “claim” in the area. Duterte said he will personally supervise the demolition of the farmers’ homes and other structures

if they do not possess building permits on what he said as “government property.” He said the property in San Gabriel in Bago Oshiro, Mintal is owned by an Army reservation. The farmers said they already submitted documents to the office of Duterte. During Tuesday’s session, the city council passed on second reading an ordinance granting Duterte authority to sign a memorandum of understanding (MOU) with the University of the Philippines. John Christopher Mahamud, representing the City Legal Office, said the MOU

will give “legal authority” to a technical working group they earlier formed with UP. He said the TWG will make study why previous legislations, like the Memorandum of Agreeemnt signed by the City and UP in 1997 on the same project were not implemented. Mahamud said that in their previous meetings, they have come-up with various recommendations which may later be contained in a new MOA. He said issues such as handling of the farmers and other details would still be discussed by the TWG.

AVAO CITY – Farmers living in the area in the University of the Philippines Mindanao compound where the city and UP is set to build an P8-billion sports complex said they cannot give-up their lots as it remains to be their only source of livelihood.

“We want the project to be re-aligned,” said Allan Logronio, president of the 117 Bago Oshiro Homeowner’s Association. In an interview after Tuesday’s City Council session which included a discussion on the sports

complex, Logronio said that what he meant by “re-align” is “for UP to use a 23-hectare lot still within the area but without inhabitants and without crops that will be destroyed.” Logronio, with other farmers, said they “cannot

agree even if they pay us.” “They can pay us millions but once it is spent, we have nothing. In our lot we have crops which can sustain us,” said a woman farmer who refused to give her name as their lawyers advised them not to comment further on the matter. However, Logronio and the farmers declined to comment further saying they have been advised by their lawyer not to preempt their case in court. A support from the OIC It is good to note that the Organization of Islamic Cooperation (OIC) has formally reaffirmed it’s support to the Bangsamoro peace process and expressed optimism over its success despite challenges it had faced in the past few months. OIC Secretary-General Iyad bin Ameen Madani declared after a meeting with officials of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) that the OIC is encouraged by the “sincere desire and the serious effort” displayed by all parties involved in the peace process. Madani also announced that the OIC will invite representatives of the Bangsamoro Coordination Forum (BCF) in the upcoming 42nd OIC Council of Foreign Ministers in Kuwait on May 27. The BCF is an OIC-sponsored body that was formed to harmonize and settle differences

between the MILF and the MNLF. It is appreciable too that OIC would accept any verdict from the people and the government of the Philippines in making the final decision on the fate of the peace process, but the OIC hopes “this political process will continue.” F o r the Philippine government and the Moro fronts, we are one with OIC in appreciating the sincere desire, and the serious effort to reach a conclusion. Madani, who presided over the meeting of the BCF in Davao City, said the group discussed the current legislative process involving the proposed Bangsamoro Basic Law (BBL) that aims to legalize the provisions of the Comprehensive Agreement on the Bangsamoro (CAB) signed between the Philippine government

and the MILF in March last year. Madani’s visit shows OIC’s firm commitment to help in the current peace efforts in Mindanao. The OIC has contributed so much to the peace process since the Tripoli accord and now more than ever, Filipinos both Muslims and Christians appreciate its guidance and support to open a new era of social peace and progress in Mindanao. It is heart-warming to note the OIC’s full support and commitment to the Bangsamoro peace process. Let us support their mission also which is to boost their role in the peace process and its involvement in the effort to address the conflict in Mindanao and secure the welfare of Muslims in the country. Congratulations to the OIC for helping address the need of all parties to remain committed to the peace agreement.

BBL seals a partnership of equals

The proposed Bangsamoro Basic Law (BBL) is really a step towards reconciliation, the smoothing out of historic grievances, differences, even enmity, of fraternal peoples It calls on us to draw a social contract that we never got around to formulating. So it is fitting that we should focus on its contents and its process as Congress goes about its task. We should view the BBL as the long-overdue platform we needed to effect the paradigm shift long hoped-for in Mindanao. The noise and dissonant voices heard in the course of its formulation was entirely expected and understandable. Substantive, not cosmetic, change was, is, called for. New arrangements are needed, not just a change in image or form but in essence. *****

and adherence to the rule of law? There’ve been too much deception and skullduggery in the region. Will democracy and the democratic process be the mode of social action among the peoples of Mindanao; no longer warfare, sabotage, or violence? The credulity of the BBL hangs on the answers to these questions. Cynicism and distrust we must also worry about; many think the process is just a negotiating strategy, a tactical maneuver on the road to secession or independence. The hope of course is that this is the road that marks the beginning of the end of armed strife and confrontation—an eventuality which hinges on whether the MILF has abandoned secession as its true objective. We hope at least that it gives up violence and

CIDG captures 2 rebel group leaders in Zamboanga del Norte and Surigao City S URIGAO City - The Criminal Investigation and Detection Group (CIDG) has arrested two suspected ranking leaders of the New People’s Army (NPA) in two separate operations in Zamboanga del Norte and Surigao City.

CIDG director Benjamin Magalong identified one of the suspect as Rodrigo Tayasan, Local Communist Movement (LCM) leader, who was collared by the combined forces of CIDG Zambo-

SURIGAO CITY – The city has placed its police force on alert to thwart another possible bombing attempt after an improvised explosive device (IED) went off inside the Gaisano Capital-Surigao mall on Sunday afternoon. Police Supt. Ruben B. Delos Santos, city police director, told MindaNews on Monday he ordered his personnel secure soft targets against lawless elements. “We are doing rounds at seaports and Surigao airport including some areas together with K9unit and military personnel,” he said. No one was hurt in Sunday’s blast as the IED was reportedly not designed to inflict harm among shop goers. The explosive was put inside a plastic bag and placed on top of the trash can at the 2nd level near Vintage Optical shop.
