Vote buying, defective VCMs mar Oro election CAGAYAN de Oro City–– Vote buying and defective Vote Counting Machines (VCMs) were among issues in the conduct of the May 9 national and local elections in this city, an election watchdog here reported Tuesday. The Parish Pastoral Council for Responsible Voting (PPCRV), the citizens’ arm of the Commissions on Elections (Comelec), said problems on defective VCMs that did not process the cast ballots, and did not print receipts had been relayed to them by volunteers mostly in the city and some other parts of Misamis Oriental. “We did not expect these [problems].
