Mindanao power outlook good till 2025 DAVAO City -- From 2018, Mindanao will be experiencing excess power supply with new power plants being completed. This according to Mindanao Development Authority Director for Investment Promotions and Public Affairs Romeo Montenegro.

11) Montenegro said that new power plants being set up in Mindanao will answer the current need plus the growth in demand.

This year, Mindanao will get an additional 550 megawatts from coal-fired plants these include; the

150 MW unit of the Therma South Incorporated Davao coal plant the San Miguel power plant in Malita will have two units of 150 megawatts each coming online this 2016.

However Montenegro said that new power plants must be put up by 2020 to anticipate for the growth of power consumption in Mindanao. Power demand

is growing at 4.7% to 5.3% in Mindanao.

A reliable source of power is one of the prerequisites in attracting investments to Mindanao.

Davao Light apologizes for the inconvenience of these scheduled power interruptions. But it will exert all efforts to restore electric service as scheduled or earlier. However, there may be instances where restoration may extend beyond the schedule due to unavoidable circumstances.

Bambi wins a fresh three-year mandate as governor, Pelaez as vice governor THE Commission on Elections (Comelec) provincial board of canvassers proclaimed Bambi Emano as the reelected governor of the province of Misamis Oriental during the proclamation rites held at the session hall of the provincial capitol in Cagayan de Oro City on Tuesday night.

The provincial board of canvassers also proclaimed Emano’s runningmate, Joey Pelaez, as the reelected vice governor.

Emano garnered 243,972 beating his nearest rival by 68,137 who got only 175,835 votes.

Pelaez, on one hand, got 229,991 beating his closest rival by 141,360 votes who got only 88, 631 votes.

The board of canvassers took some time to proclaim Emano and Pelaez as winners of the gubernatorial and vice gubernatorial race due to some problems arising from the election returns coming from the town of Claveria.

But the supporters of Emano-Pelaez team burst into a wild applause after it was determined that both scored a landslide victory even before the official proclamation.

“Praise the Lord. It is over,” yelled Carole Lim,

the province’s assistant administrator.

The provincial board of canvassers also proclaimed five of the governor’s team mates as duly elected members of the Sangguniang Panlalawigan.

They are Jigjag Pelaez

with 97,321 votes; Gagai Acain 83,529; Mario Emano 78,771 votes; Madjus 77,379;and Boboy Sabal 76,536 votes.

After the proclamation, Emano and Pelaez spoke briefly with members of the media who held some

vigil until the winners were proclaimed.

“First, my admiration to all residents and supporters of both candidates who made our election peaceful and worthy to be proud of.

To our supporters for keeping your faith in us, thank

you so much,” Emano said.

For his part, Pelaez said: “This is a new mandate; a new challenge to all of us to do better in order to be worthy of the trust and confidence of our people.”

The ‘Shadows’ in the Comelec

THE Commissions on Elections (COMELEC) knows that the victory of Rodrigo Duterte is irreversible. Any hint of railroading the results would trigger a nationwide protest.

Of course, we are not casting doubt on the integrity of the members of the poll body. In fact, there is this notion that the poll body may not be aware of what is really transpiring in the precinct level. After all, the players inside the COMELEC are faceless that their identities are guarded secrets. Even the top officials of the COMELEC would deny the existence of these players.

In 2014, Melchor Magdamo, a lawyer who once served as the executive assistant of former COMELEC Commissioner Jose Melo, exposed the electronic “dagdag bawas” (vote shaving-padding) operation of the Precinct Count Optical Scanner (PCOS).

The alleged fraud was reportedly uncovered during the random “manual audit” conducted by information experts from the Department of Science and Technology (DOST).

In a report carried by the Inquirer. net on November 22, 2014, Magdamo said that “the presence of digital lines had the effect of an electronic “dagdag bawas” in that they added

or subtracted votes for a particular candidate.”

“Blank ovals were counted as votes for particular candidates once the vertical lines on the electronic image of the ballot were detected, and resulted to over vote once they appear on the shaded ovals thus nullifying the vote and eventually deducting votes from candidates voted on,” he explained.

Magdamo stressed that the digital lines were clearly one source of fraudulent election results.

Then Commissioner Sixto Brillantes belied Magdamo’s allegation.

Actually, the features of the PCOS machines and the Vote Counting Machines (VCM) that the COMELEC would use in the May 9 elections are not necessarily different. Both machines are automated when it comes to the counting of votes.

Many years ago, the CYNOSURE had a close encounter with the shadows in the COMELEC. The informant disclosed that the operators of the poll body would demand a certain amount to carry out the task.

Now, an informant reported that someone approached them for a price.

What is the modus of the shadows?

The CYNOSURE was informed that the operators would ask half of the agreed amount. The operators reportedly said that the amount would be distributed during the “training” of those who would be assigned to handle the machines during the election. The balance would be collected once the COMELEC proclaims the winning candidate. The transaction is carried through a “third party” who has no direct contact with the “operators.” The second party, has the direct contact with the operators.

Anyway, the operators would ask the candidate to produce, at least, 30 to 60 votes per precinct as one of the requirements of the deal.

The operators then would take care of the remaining figures needed to ensure that the candidate wins in the election.

An informant said that the secret in carrying out the alleged anomaly lies in

“compact flash cards” and the “source code” of the election machines – PCOS and VCMs – used during the elections. Perhaps, this was the reason why then Commissioner Sixto Brillantes would not allow, come high heaven and hell, the source code to be retrieved and examined. In fact, Brillantes said that the “source code” is deposited and sealed in the Central Bank. Incredible.

During the election, the machines would also experience some problems such as failure to transmit, jamming, overheating, and inoperative. The CYNOSURE was informed that these incidents were purposely done to “tinker” on the “compact flash disc” and the “source code” so that a programmed flash disc could be replaced. However, there are no substantial documents or credible witnesses who could affirm these allegations.

Perhaps, the only way to find out is for the court to order a stop in the “transmission of the results” and order a “recount of votes” when reports of machine failures occurred. The idea is to investigate and stop the “shadows” to carry out the alleged sinister plot of rigging the election result in favor of the candidate(s) who bought the scam. -0send comments/reactions: crisguardian@yahoo.com

It is not easy to get the road to the top by jumping from the previous position.

However, it is the real votes for the nation to decide the number-one leader for the whole country, president.

The great democracy in the Philippines this year is the historical leadership for the Filipinos. The miracle by the Almighty, the Lord, should be kept right on the track.

The whole people in the country should simultaneously participate in watching the government administration. They all together escort this great democracy and hand-inhand to lead the country to the nation’s dream.

This great miracle is really a great momentum.

This is the natural mobilization of the people votes to the best of the best, the number-one leader for the nation. Nothing happens without God’s planning.

Whoever is elected as the president is also because the God’s reason.

The people and their votes are the reflection of this miracle. Therefore, accepting the reality from this great miracle is the nation’s responsibility.

Being wise in accepting the reality can lead the country to be in a bet-

ter condition. Watching closely the government administration is obligatory. It is not the end. It is not the final democracy.

There are some efforts for escorting this democracy miracle. Good governance and trustworthiness should be maintained. It is the obligation of the whole nation.

Asia nations are now emerging and hope it can be pioneered by the ASEAN member countries.

Congratulations on the democracy feast you have had with its miracle.

Again, the educated should calm all the people down. The experienced politicians should control their ambition. It is the time to work together with the people hand-in-hand to escort the government administrations. You, the Filipinos, are the great nation. Congratulations!

It can be similar but not exactly the same. Similarities are not the same as sameness. For that reason, the next step for the president is to consolidate. Being the number-one leader in a country requires more efforts. The map of political arena is really complex. It does not merely depend on the president but also other political organs.

The members of the parliament or the House of Representatives have rights to issue some regulations or laws. These regulations are then the guidelines to be executed by the executive that is the numberone leader in a country.

Consolidation among the organs will be the next step in improving the nation.

IPIL, Zamboanga Sibugay -- The Department of Social Welfare and Development recently concluded a training workshop on Technical Writing and Public Speaking for Pantawid Regional Project Management Office and Provincial Operations

Office personnel held at Roderic’s Resort here.

About 49 participants attended the workshop facilitated by Ms. Girlie Mendoza, training specialist and Ivan Eric Salvador, Pantawid Pamilyang Pilipino Program regional information officer who discussed the DSWD branding guidelines.

Ms. Mendoza said the training is very timely because Pantawid staff do a lot of communication activities especially writing and speaking before a crowd which is the nature of their work.

Speakers during the training workshop were Ms. Alma L. Tingcang, Philippine Information Agency,

Zamboanga Sibugay Infocenter Manager on Public Speaking and Ms. Rhea Grace A.La Plana, PIA information officer for Technical Writing.

The participants embarked on writing sample letters such as letter request, letter of invitation, letter of complaint and wiring

For public speaking, they were given topics to talk about with 2 minutes of preparation and 2 minutes delivery, to which all of them really took pleasure and enjoyed.

Usapang SSS.ph now available to serve PDIC to sell 95 assets as online forum for members’ queries via public bidding The Social Security System (SSS) in collaboration with the Philippine Information Agency (PIA), has recently launched UsapangSSS. ph, the official microsite which aimed to reach out to members by responding to their queries and facilitating online discussions on SSS programs and services.

UspangSSS.ph can now be accessed by SSS members as well as non-members starting May 2. Interested users must first register before they can participate in the microsite’s discussion board. Simply click the “register” button located in the upper right corner of the web page, certify agreement with the site’s terms and conditions, and provide the necessary information such as the user name, email address, password and confirmation code which is shown at the bottom of the web page.

DTI steps up advocacy to improve ease of doing business; reaffirms 3 steps, 3 days to start a business Department of Trade and Industry (DTI) Secretary Adrian S. Cristobal Jr. emphasized the need to raise Philippine competitiveness by aggressively pursuing measures and policies to facilitate ease of doing business. “We are committed to support MSMEs; to make them globally competitive.

An important first step is to to make it easy for them to set up and comply with government requirements,” he said.

MSMEs constitute the bulk of Philippine businesses and are considered key drivers of growth and employment generation.

Earlier this year Cristobal announced that the Ease of Doing Business Task Force (EoDB) shall pursue implementation of the three (3) steps in three (3) days for business registration. “Streamlining the processes has always been a top priority of the government. We have been making significant progress in our commitment to reduce the process from 16 steps and 29 days in 2015, down to 6 steps and 8 days in 2016, and further to 3 steps and 3 days,” he said.

The IBRS streamlines the process for companies to buy and use point-of-sale cash register machines, in lieu of printing of receipts and invoices at BIR-accredited print shops. From April 2015 to March 2016, a total 21,771 applications has been processed by the IBRS within the day. For convenience of businesses, DTI will soon make available in its premises the IBRS. Cristobal also cited the pioneering efforts of the Quezon City Local Govern-

ment for quick registration of businesses in less than three days. Through its Business One Stop Shop (BOSS), Quezon City streamlined its 12-step business registration procedure to just 3 steps as part of the government’s campaign. “Building on the experience of Quezon City’s local government units (LGU), we will continue to advocate for other LGUs to streamline business registration as well,” he said.

In particular, the Nationwide Streamlining of Business Permits and Licensing Systems (BPLS) Program aims to reduce the stress and cost of doing business in the country. The BPLS is a joint undertaking of

the DTI and the Department of the Interior and Local Governance (DILG) launched in 2011 to improve business licensing processes and make starting a business easier.

As of December 2015, 1,456 out of 1,634 LGUs have completed streamlining while a total of 1,403 (92%) out of 1,518 were able to comply with BPLS standards based on the submitted quarterly report from DILG Local Government Academy. These standards include the use of a unified form and the reduction of the number of signatories in the permit is reduced to only two: the City Mayor or City Administrator and/

The expeditious conversion and resolution of assets are among the objectives outlined in PDIC’s strategic directions. PDIC, as liquidator of closed banks, conducts various asset-disposal initiatives such as biddings, auctions and negotiated sale.

DENR rescues pawikan Editor: Ruel Pelone

A TEAM from the Department of Environment and Natural Resources (DENR) in Region 11 managed to rescue a pawikan from a resident of Barangay Coaco in Davao City.

The resident, according to the report, is keeping a pawikan for a pet, but surrendered it to the government after learning that what he is doing is prohibited by law.

Under Republic Act 9147, keeping of an endangered wildlife like the pawikan is prohibited by law.

The Cleanergy Park, which is a biodiversity park developed by the Aboitiz Foundation Inc. and the Davao Light and Power Co. and is also known as the turtle sanctuary of Davao City, has a repository that the local government built before to house saved turtles. Having such facility, DENR temporarily placed the saved turtle at the Cleanergy Park for observation and temporary care.

The rescued pawikan is a Hawksbill Turtle that weighs more than 60 kilos and has a width measuring to more than 3 feet. It is very heavy that it required five men to carry it during transfer. It is quite a huge turtle that was kept in captivity for more than 10 years. The turtle now has a bigger and better space in the Cleanergy Park’s repository compared to where it had been previously kept where it could hardly move about. It used to live in a square-shaped box tub where its movement is very limited that it could not even turn around or swim.

in-charge of the Wildlife Rescue Center of DENR’s Biodiversity Management Bureau (BMB) Wildlife Veterinarian based in Manila, is so far very active and strong but needs to be observed further.

The DENR and the Cleanergy Park teams are now looking at ways to rehabilitate the turtle and assess whether it will survive if released to the sea having been kept in captivity for a very long time.

South Cotabato govt resumes El Niño relief operations GENERAL Santos City--The provincial government of South Cotabato resumed on Wednesday its relief operations for residents affected by the long dry spell spawned by the El Niño phenomenon.

Milagros Lorca, Provincial Disaster Risk Reduction and Management Office (PDRRMO) head, said they have sent teams to the municipalities of Lake Sebu, Surallah and T’boli to continue the distribution of five-kilogram rice packs to the beneficiaries.

She said they are targeting to

complete by the end of the week the relief operations in the three municipalities so they can proceed to the other areas.

There are only three to four barangays in the three areas that have not yet been reached by the relief teams, she said.

“As of now, we already covered about 30 percent of the targeted 85,000 household-beneficiaries and we’re hoping to finish the relief operations before the end of the month,” Lorca said.

She said their next stop will be the municipalities of Banga and

Tantangan, which were among the areas that were hit hardest by the dry spell.

The provincial government earlier tapped personnel and volunteers from the Philippine Red Cross to lead the relief operations due to a prohibition in line with the May 9 elections.

But the official said the local government is now leading the rice distribution as the ban has already been lifted.

She said they have assigned two teams from the PDRRMO and one from the Provincial

Social Welfare and Development Office to continue the rice distribution, which was temporarily suspended for several days due to the elections.

The provincial government had targeted to distribute some 128,000 relief packs to households affected by the El Niño.

The entire province was placed under a state of calamity last month due to the El Niño, which already destroyed around P284.23million worth of agricultural crops in the area.

The declaration was made

following similar moves by Koronadal City and the three municipalities.

The PDRRM Council had approved the purchase of 12,800 sacks of rice worth P16 million from the National Food Authority for the relief operations.

Lorca said they already completed the preparation or repacking of about 50 percent of the 12,800 sacks of rice.

She added that they are hoping to complete the repacking activities for the remaining rice stocks within the week.

Life is an awesome gift to every human being. It was not an accident to be here rather it was planned by our creator. It is an eternal progression of spiritual encounter and development.

In the early period of life, a person have to be tested through experience trials and temptations in which if he/ she can overcome they may characterized firmness and determination and a refusal to make concessions to unlawful conduct.

A person will grow within the principle of truth and this attitude will lead them to understand ourselves better.

Have you ever wonder why come into this world, to experience happiness and sorrow, to be love and hate.

I could not ever imagine what life is until the time when I knew what I am living for. When I was a child I see life as a misery and wrath for I grew with jealousy and hatred in my heart. As I older, I realize that I was not in right direction towards my life’s journey. It was not a good character. It only leads me to destruction.

Now I made to realize then that I am living to serve my master and to share His blessings that I received from Him to everybody whatever he or she may be. By serving Him. We can see how beautiful and meaningful our life is.

We can experience great happiness and satisfaction within ourselves.

Being a servant of god.

We have our duty to use the talents and gift God hath endowed us in the glory of his name so that it will not be taken away from us for we are worthy to be trusted. We have to render our service with love compassion. We have to live to the fullest by showing our light to the life of the people who are still in the depth of darkness. We

need to tell the world the joy and harmony in the guidance and perfections of the lord.

Great happiness is achieved through helping others. It doesn’t mean that we have to give all we had rather to share it to our fellowmen. We can be a ministry of our little way by showing good and desirable conduct. As an educator, we must do our responsibility by redering our service well. In educating the children, we should love and respect them as the highest of God’s creation and the most special one who possesses spirit.

As a Christian believer, we should follow the footstep of jesus Christ, who suffered and died for our sins, and came and not to be served.

Our life as teacher should emulate Him, “The Great teacher”in the way we deliver services to our clienteles, the children.

Teaching our lessons should inculcate the values of Chirst teacher of love, faith and other virtues to develop children into morally and spiritual responsible individuals. HAND, FOOT & MOUTH DISEASE: PREVENTION AND PROTECTION

“The disease is generally mild, but can lead to death if complications occur” Foot & Mouth Disease (HFMD) is present in the Philippines year round, and the seasonal outbreaks occurring in childcare centres, kindergartens, and schools are generally mild.

However, a certain type of the virus, EV71, can give rise to serious complications. These complications, usually involving the heart and nervous system (e.g. encephalitis), have been known to cause fatality.

HFMD is an infectious disease that is notifiable by law since October 2000.

HFMD is spread from person to person by direct contact with the nasal discharge, saliva, faeces and fluid from the rash of an infected person. Both adults and children can be affected, but young children below five years of age are particularly susceptible. A child with HFMD may suffer from some of

the following common signs and symptoms: fever, sore throat, ulcers in the throat, mouth and tongue, headache, rash with vesicles (small blisters 3-7 mm) on hands, feet and diaper area.

The vesicles are typically on the palm side of the hands, the sole side of the feet and are very characteristic in appearance. The rash may also be present on the buttocks, arms and legs, poor appetite, lethargy. However, symptoms may vary between individuals, and at different stages of the disease.

E.g. some may only have a rash or some individuals may show no symptoms at all. Some can develop complications such as severe ulcers in the mouth that can be very painful, interfering with the intake of food and drink. This could result in dehydration, as could persistent vomiting/diarrhea, and a reduced fluid intake.

Occasionally, complications such as brain, lung or heart infections may occur.

There is no specific treatment for the infection other

than symptomatic relief of symptoms. If you suspect your child has HFMD, please take him/her to your family doctor. Take these steps to ease your child’s discomfort and help him or her recover: Encourage your child to drink plenty of fluids, change to a soft diet (e.g. porridge, pureed fruit) if the mouth ulcers are a problem. Give medications as prescribed by the doctor, e.g. paracetamol syrup to relieve fever and pain.

Ensure your child gets plenty of rest at home.

If your child has HFMD, minimise its spread to others with these following ways: Keep your child at home, away from his school, kindergarten or childcare center, keep your child away from all public places including restaurants, playgrounds and shopping centres. Look out for signs and symptoms in other family members, both children and adults. Keep your child’s toys, books, eating utensils, towels and clothes separate

from others. Inform your child’s school, kindergarten, childcare centre or enrichment classes as soon as possible so that they can monitor other children closely and take additional precautions to minimize the spread of HFMD. Keep your child at home until all the blisters have dried up and he has fully recovered, after the expiry of the medical certificate (MC) given by the family doctor.

Protect your children from HFMD, by teaching them good hygiene practices such as: Washing hands with soap and water before and after eating and after going to the toilet.

Covering the mouth and nose with a piece of tissue when coughing or sneezing. Avoid sharing food/ drinks, eating utensils, toothbrushes or towels with others. Ensuring that toys or appliances that are contaminated by nasal or oral secretions are disinfected before they are used again.

Rufus Rodriguez ran for the mayoral post, but has conceded defeat Tuesday after having been left behind by the two other mayoral rivals who already gathered twice more than his votes.

As of Wednesday afternoon, the canvassing of votes in Cagayan De Oro City already reached more than 75 percent after the local poll body suspended the canvassing for two days due to poor and slow transmission of results.

Incumbent city Mayor Oscar Moreno was leading the unofficial count with former city Mayor Vicente Emano closely tailing win a margin of more than 10,000 voters by mid-Wednesday.

Also, authorities apprehended a village official here for allegedly engaging in vote-buying on the eve of the May 9 local and national elections, police said Monday.

Cabaraban said that the National Citizens Movement for Free Elections (NAMFREL) local chapter also reported about the arrest of a village official who was allegedly engaged in “vote-buying.”

NAMFREL identified the suspect as a certain Salvador Misca, 47, and the incumbent village chief of Pigsag-an, this city.

The report said that Misca was arrested by the combined elements of the Lumbia police station and Tactical Operations Group-10 (TOG-10) that conducted mobile patrol in the area, Cabaraban said.

Allegedly seized from the suspect were sample ballots, election paraphernalia and cash amounting to around Php41,000.

Misca refused to talk to the local media.

The report said that the sample ballots reportedly belonged to the Padayon Pilipino (Move on Pilipino) and the letterhead of the opposition United Nationalist Alliance (UNA).

Mayoral candidate Vicente Emano, head of the Padayon Pilipino political party, said that “the arrest was just right, if it was true that the money was given to the voters.”

“If it’s true that money was given, it was just right that they made the arrest,” Emano said in a separate interview.

Reports also alleged of votebuying at the covered court in the village of Nazareth, but mayoral candidate Rep. Rufus Rodriguez, said that what transpired was the distribution of honorarium to party workers and watchers.

Duterte camp confident they can have an ally as House Speaker

DAVAO City––The camp of incoming president Rodrigo R. Duterte, during a meeting here today, is confident they can have an ally to win the speakership of the House of Representatives.

In an interview at the Marco Polo Davao, third-time Davao City Rep. Karlo Alexei Nograles said that Pantaleon “Bebot” Alvarez (PDP-Laban), one of the representatives from Davao del Norte, is the top choice to vie for the speakership.

Nograles, who is congressman since 2010, was in the meeting of Duterte’s transition committee and allies which started in the morning; he left at past 2 p.m.

He said that he believes they have the numbers to get enough votes in the lower house to elect a Duterte ally as House Speaker.

“We need to have a House Speaker who will support the policy legisla-

tive agenda and the directions of the Duterte administration,” he said.

Sen. Alan Peter Cayetano, the running mate of the incoming president, arrived at the hotel past 3 p.m. to join the meeting of the transition committee, which was still ongoing as of press time.

Peter T. Laviña, spokesperson of Duterte, in his Facebook post disclosed the members of the transition committee: campaign manager Jun Evasco, assistant campaign manager and executive assistant Christopher Bong Go, former cabinet member and head of campaign finance committee Carlos G. Dominguez, lawyers Medialdea and Loreto Ata (Duterte’s personal lawyers), and Laviña himself.

In a press conference at the Royal Mandaya Tuesday, Laviña said that they are working out for the formation of four committees, namely: transition committee, selection committee, policy group, and inauguration committee.

He said the transition committee

will work for the smooth transition of the incoming president with outgoing President Benigno Simeon Aquino III, the selection committee will help Duterte vet and select prospect personalities to be appointed as members of the cabinet, while the policy group will work on programs that need immediate actions for the next three to six months of the incoming administration.

Duterte earlier said that he would like a simple inauguration with select guests, as he does not want to disturb the public with traffic congestions.

The 71-year-old Duterte was elected mayor in 1988.

He served as mayor until 1998, and again for three terms from 2001 to 2010. He served as first district representative from 1998 to 2001 and vice mayor to daughter Sara from 2010 to 2013. He was elected mayor again in 2013, and by June 30 shall have completed 22 years as mayor of Davao City.

Special polls to be held in Sarangani precinct

GENERAL Santos City–– The Commission on Elections (Comelec) will hold a special election for a polling precinct in Maitum town in Sarangani after the voting was cancelled during Monday’s general elections due to misrouted ballots.

Lawyer Duque Kadatuan, Comelec-Sarangani acting supervisor, said a “failure of elections” had been declared at clustered precinct number 03 of the Malalag Central Elementary School due to the absence of official ballots.

“We already submitted a request to our central office for the conduct of a special election there,” he said.

Francisca Josol, Maitum election officer, said the precinct’s board of election inspector and poll clerks discovered the misrouted ballots after it opened for the voting at 6 a.m. last Monday.

She said the delivered ballots were marked for a clustered precinct in Sta. Cruz town in Marinduque.

But she said the assigned vote-counting machine and other election paraphernalia were properly marked for the precinct.

“The machine was okay.

Our only problem was the wrongly-delivered ballots,” Josol said.

She said the affected clustered precinct has a total of 667 voters from original precincts 004A, 004B, 005A and 005B. Josol said they eventually decided to close down the precinct and posted a notice that voting has been cancelled and that they already reported the matter to

the Comelec central office.

Kadatuan said they are currently waiting for the schedule of the special election, which will be decided by their central office.

Citing previous cases, he said the special election will immediate be conducted

once the official ballots for the precinct arrive.

The official said the provincial board of canvassers will determine whether it could proceed with the proclamation of the winning candidates at the provincial level despite the absence of

the votes from the affected precinct.

“For the positions that we deem will no longer be affected, we can proceed with the proclamation. But we have to get the approval of the regional election director for that,” he added.
