CAGAYAN de Oro City-The City Council has approved Php 2.4 billion budget for the city’s 2016 annual budget, up 18 percent over that of last year’s Php 2.08 billion budget, an official said Wednesday. Lawmaker backs martial law in ASG-infested areas By Jelly F. Musico of PNA
SENATOR Vicente Sotto III on Wednesday said he supports the proposal to declare martial law in certain parts of Mindanao particularly in the Abu Sayyaf Group (ASG)-infested areas. “I have no objection to military rule in the areas of the Abu Sayyaf,” Sotto said during the weekly Kapihan sa Senado media forum. Sotto made this reaction after incoming Philippine National Police (PNP) Chief Ronald ‘Bato’ dela Rosa supported the idea
to address the problems of terrorism and insurgency in Mindanao. Sotto called the ASG bandits coward for beheading their second Canadian hostage after Robert Hall’s failed to pay PHP600 million ransom. “It’s an act of cowardice. Matatapang lang sila kasi sila may baril. Wala ako bilib sa pumapatay ng tao na nakatali. I condemned it,” Sotto said. In teaching, you are not only teaching 40-45 pupils, but eventually you will teach a generation and the next generation. So as in a school structure, it is not only the pupils who can learn but also us teachers, we learn from our pupils, from our leaders and even from our fellow teachers. As this, we can eventually learn from our School Principal. The principal is the keyman of the school management and services. Even what the classroom teacher is able to do on his own varies with the principal’s personality, point of view, and knowledge of guidance. Some teachers say “I could do more effective guidance if my principal must exemplify guidance in his day-by-day personnel relations with parents, teachers, and pupils. Teachers may expect the principal to understand the nature of guidance and to have a vision of what it may accomplish,
to develop the guidance programme cooperatively with his staff, and to carry out the will of the group. It is his responsibility to select new faculty members who have the guidance point of view, to educate and obtain from his Board and the public necessary financial resources, to provide necessary time and, to release the creative energies of every member of his staff. The principal work with his or her staff members as individuals and also sits with various groups and committees as a listening non-dominating member. His or her personal contacts can be most effective. Most teachers appreciate having someone with whom they can discuss a problem at the time it is uppermost in their minds. Duterte administration to deal with lawless elements, ASG--Panelo DAVAO City––The incoming administration of Presidentelect Rodrigo Duterte will deal with all lawless elements including the Abu Sayyaf Group in Sulu Province but will clearly uphold a “no ransom policy” of the government on kidnapping. Some 33,000 people in America die of gun violence every year, according to the Centers for Disease Control. 3,380: Number of American civilian deaths by terrorism from 2001 to 2013. Total number of American deaths by gun violence in U.S. during same span: 406,496. 994: Number of massive shootings that have occurred since the assault at Sandy Hook Elementary School in Newtown, Conn., which left 20 children and six educators dead in December 2012. 45: The number of school shootings in the U.S. in 2015. 30: The number of gunrelated deaths per 1 million people in the United States.
15: The number of statements given by President Barack Obama on gun violence during his presidency. 13: The numb er of weapons, including an assault rifle, that the gunman at Umpqua Community College had stockpiled for Thursday’s rampage. 5: The number of gunrelated deaths per 1 million people in Canada. Zero: The number of times in this editorial we’re using the name of the gunman in Oregon. 3 suspected drug dealers killed in Surigao Norte this month SURIGAO City -- Three suspected drug dealers have been killed in Surigao del Norte within the first week of this month, police said. The latest incident occurred on June 7, in Barangay Bad-as, Placer town when unknown assailants shot dead Genesis Maarat Lebaste, 26, a resident of the place. Police quoted Esmeraldo Lebaste, the victim’s father, as confirming that his son was indeed a drug dealer. The day before Lebaste’s death, a suspected drug dealer identified as Dindo Besitula, 49, was ambushed in this city by gunmen aboard a motorcycle. Besitula, a resident of Barangay San Juan, was driving a Honda Civic along Kaimo Street corner Narciso Street when the assailants struck. He sustained multiple gunshot
wounds in the body. His two companions, Rhea Mae Sandigan Patual and Jaime Parpan Argona, were unharmed. Police recovered packs of suspected shabu (methamphetamine hydrochloride), a .45 caliber pistol with live ammunition and a K-G9 submachine gun with 18 live ammunition. Inspector Joel Cabanes, intelligence division chief of Surigao City Police Office said Besitula was elusive and the top drug dealer in Surigao del Norte. Early in February police raided Besitula’s house but the suspect eluded arrest. Police found in his house three packs of suspected shabu weighing a total of 300 grams but which turned out to be fake upon examination at the police laboratory. Days after the raid, Besitula told reporters that he “planted” fake shabu

Among all the valuable paintings, however, was 1 cheap, poor quality painting by an unknown local artist. It was a painting of Fitzgerald’s only son. Fitzgerald had ordered that this painting of his son be sold first before any of the other expensive paintings. Yet, because it was of such poor quality no one wanted to buy it. Finally, an old servant of Fitzgerald who had known the son and loved him offered to by the ugly painting for only a couple of dollars. Then, before they continued to sell all the expensive, valuable paintings, the lawyer read out loud from Fitzgerald’s will. Fitzgerald had written: “Whoever buys the painting of my son also gets everything else that I own. The auction is now over.” That old servant who truly loved Fitzgerald’s son got everything! All of Fitzgerald’s valuable art, money, houses, land, the servant got it all! DSWD, DepEd hold Oratorical Contest on Adoption Consciousness Butuan City- Being the lead agency for Adoption Consciousness celebration, the Department of Social Welfare and Development (DSWD)-Caraga in collaboration with the Department of Education (DepEd)-Caraga conducted on June 6, 2016 the Regional Oratorical Contest on Adoption Consciousness held at Robinsons

Brigoli explained the significant role of the Department in adopting a child. “The DSWD is the one given the power to constitute this law. Our registered Social Workers counsel the parties involved, contemplate on the eligibility of prospective adoptive parents/families, conduct a case study of the adoptee, facilitate the petition for adoption, and act appropriately on what the court may decide on after the Supervised Trial Custody.” said Brigoli. “Since 2002, we have placed 61 children to their adoptive parents/families and 28 are currently under due process. These children are now in good hands and are very glad and satisfied of their families. However, more families still need be found for the replacement of many other children nationwide.” she added. Academically, the pupil’s education is about to make a huge shift, and not just in the overall difficulty of the work. The biggest shift is the transition from “process-based” learning to “product-based” learning; from an environment in which kids are rewarded for their hard work and into an environment in which hard work is merely a necessary step on the way to an outcome. This shift is a natural part of learning. Children in elementary and high school are rewarded for the effort they put into projects and assignments. This is key, as it instills a strong work ethic in students. So, when you or your us teacher says, “Wow, Mikey, you’re really working hard on that painting. I’m really proud of you,” you’re teaching your child the importance of hard work. Educators of younger children do this because it works—praising the effort a kid puts in tends to produce more and more effort from the child. This is not to say that elementary school teachers don’t care about the end product of a given task. Far from it. Rather, they rightly focus on the intermediate accomplish-
ments in order to encourage future successes. As the ‘reward system’ effectively and efficiently works in enticing class participation and indulgence, we as teachers should always look into acknowledging the hard work of our pupils, whether it be big or small, recognition makes them happy. Inasmuch as they tend to work hard more and more if their efforts are recognized. As it is also seen that sometimes in their homes, the ‘reward system’ is present in their homes, this would further acknowledge that doing good and doing best are being acknowledged at home or at school. I hope we teachers are keen on acknowledging and recognizing our pupils more often, same as if our works are acknowledged, of course it feels so good, so as to pupils also. They need extra attention and recognition, aside from better education.

Xavier University among Asia’s top universities Xavier University - Ateneo de Cagayan debuted in the 2016 Asian university rankings released by London-based education and career consultancy Quacquarelli Symonds (QS). XU secured a spot in the 251-300 bracket
in the QS University Rankings, released on Tuesday, June 14. “I am very pleased to inform the community that Xavier University was included in the 2016 Asian university rankings released by Quacquarelli Symonds,” XU president
Fr Roberto C Yap SJ said. “The QS University Rankings Asia highlights the top 350 Asian universities.” Xavier is one of the eight Philippine universities which were included in the said list, along with the University
of the Philippines (#70), Ateneo de Manila University (#99), De La Salle University (#143), University of Santo Tomas (#157), Ateneo de Davao University (#251-300), Silliman University (#251300), and University of San Carlos (#301-350). The indicators used in the QS University Rankings were: • Academic reputation (30%), of which XU ranked 8th among PH universities; • Employer reputation (20%), of which XU ranked 6th among PH universities; • Faculty-student ratio (15%), of which XU ranked 4th among PH universities; • Citations per paper (10%), of which XU ranked 5th among PH universities; • Papers per faculty (10%), of which XU ranked 8th among PHI universities; • Staff with a PhD (5%); • Proportion of international faculty (2.5%) and of international students (2.5%); and • Proportion of
inbound exchange students (2.5%) and of outbound exchange students (2.5%). “These criteria by which top universities are evaluated are important to consider in our quest to become a leading ASEAN university forming leaders of character by 2033,” Yap said. “We congratulate and thank our students, faculty, administrators and staff who practice magis in fostering exceptional institutional quality, excellent program outcomes in teaching, research, creative work and relevant community service,” the Jesuit university president added. First published in 2009, the QS University Rankings for Asia has adopted this year the Faculty Area Normalisation Approach to bibliometric data to ensure that publications and citations are weighted equally across the five broad faculty areas (Arts & Humanities, Engineering
& Technology, Life Sciences & Medicine, Natural Sciences, and Social Sciences & Management). The results were also generated from the five years’ worth of data (from 2012 to 2016), according to QS. Founded in 1933, Xavier University Ateneo de Cagayan was the first to be granted with a University Status (in 1958) among the five colleges affiliated with the Ateneo system in the Philippines, becoming also the first university in Mindanao.
