Davao lacks international grade warehouse DAVAO City––This city lacks international grade warehousing facilities to house the supply of goods for the consumption industry to take advantage of Davao’s strategic location, being the transit point in Mindanao to other countries in Asia. During the Asia CEO Forum at the Marco Polo Hotel Davao on Tuesday, Claro Cordero Jr., head of the research, consulting,

and valuation of the Jones Lang LaSalle Philippines, Inc., told reporters that the presence of such facilities will further the growth of the local economy. “What limits the investors is lack of supply. Majority of those who will come are not heavy (manufacturing) but the logistics and warehouse,” he said. Cordero said there’s a market for international grade warehouses, con-

sidering that Davao is a high-evolving city and companies will need more of those for safekeeping of their goods. “More companies are coming here. Those are the infrastructures that we should be looking at,” he said. The executive also mentioned about the city’s advantage in the upcoming Asean Economic Community (AEC), discussing

that for the local economy to catch up with the possible influx of workforce, it has to improve the number of houses and other infrastructures to catch up with the growing demand. In his presentation, Cordero said the city has reached around 191,600 square meters of existing office supply, but an additional of 57,400 sq. m. is expected between the last quarter of 2015 and 2017,

with the construction of new infrastructures. He added that the peace and order situation in the city is attractive to the new investors that makes Davao an ideal area for the expansion plans of foreign and national investors outside of Metro Manila next to Cebu City. Cordero added that putting up more business process outsourcing (BPO) spaces in the city will also

help drive the growth, as the city has been “very much in the radar of the investors” being the repository of the big BPO companies expanding their operations outside of Manila. From the financial crisis in 1997 until 2003, he said the Philippines, particularly Manila, recovered because of the BPO investors who filled in the vacant office spaces since 2004. Mayor Duterte? WHAT the world desperately needs now is leadership by example. We have so many leaders in office and many more aspiring to sit in office but are they examples of good citizenship? If the leaders we choose are to be leaders for national progress they must be visionaries and exemplary. Corruption is indeed a great scourge of Philippine politics. The usual face of corruption that we recognize easily is stealing from public

funds. Corruption, like a monster, is a devil with many faces. Killing people is corruption. Killing is a crime and a sin whether it is done by criminals or public officials no matter what the intention. Adultery is corruption. It makes married love cheap and uses people for pleasure. Adultery corrupts the family; it destroys children and victimizes the weak. Vulgarity is corruption. When we find vulgarity funny, we have really be-

Living behind bars

WHEN President Obama signed a defense bill that included restrictions blocking the closure of Guantanamo, he hinted at using presidential power to shutter the controversial prison. But in reality his options are bleak. Let’s face it: Obama is running out of options and time to close Guantanamo. Let’s have a look back in history: President Barack Obama on his second day in office on January 22, 2008 signed an executive order to close the Guantanamo prison camp set up by his predecessor George W. Bush within one year. It was a stark symbol intending to show that the newly elected president was wasting no time to fulfill his campaign promise to close the notorious detention facility. It was also meant to highlight a clear break with the Bush administration. But, despite Obama’s early action to wind down Guantanamo, more than seven years later, and with little less than one year left in his second term, the prison remains open.

Notwithstanding repeated and strong opposition from Congress against closing Guantanamo all these years, Obama routinely insisted that he remained committed to shutting it. Just last week, Obama appeared to double down again on his promise. In his signing statement to the defense bill which explicitly included provisions that prevent closing Guantanamo, Obama criticized the measures and hinted at closing the prison unilaterally even against opposition from Congress. Is there really no legal

option? In this case the president’s bark may be bigger than his bite, argue constitutional experts.”I don’t think he can close it legally,” said Louis Fisher, author of “The Law of the Executive Branch: Presidential Power” and scholar in residence at the Constitution Project in Washington. The reality is that Congress has repeatedly blocked the closure of Guantanamo. The defense bill signed by Obama blocks him from using any federal funds to relocate Guantanamo prisoners to the US or to improve or set up prisons to house them. That is a clear prohibition by Congress which has the power of the purse, noted Fisher who called Obama’s statement on how his administration might be closing Guantanamo without creating a constitutional conflict “very vague.” “He doesn’t explain how they will do that,” said Fisher. “My guess is he is trying to save face by saying he still can do it.” See bars, page A15

It is an interesting topic because it tells us about what international trade is, why nations have to get uninvolved in international trades, and some benefits of doing international trade. All this information makes us aware that nation cannot live alone. No nation can live without any other nation’s involvement in the world. International trade occurs when there are two possibilities. First, it can be the country being lack of products or goods they need for the people so that this country has to import such products or goods from other countries. For example, when a certain country is lack of natural resources, such as oil then this country can import it from the country which has more oil production. Second, it is a matter of being efficient. When certain products or goods are produced by a certain country, this requires more

fund and energy than by importing these products from other countries. For example, if a certain country is not efficient when producing a plane, this country has to import it from another country that has produced the plane more efficiently. Not all products can be produced efficiently when the resources for producing it are scarcely found in the country. However, the internal political situation of any country can also be a problem when doing international trade. International trade involves not only business matters but also political as-

pects. All the policies made in every country require approval from different levels of authorities. It also includes the policies related to business and international trade as well. When we talk about politics, we can understand that no nation has to reduce import volume. Instead, all nations require their economic surplus. And, this surplus can be achieved by doing more export volume than import volume. In this case, there is the term called absolute advantage. A nation should specialize in a certain product that it can produce more efficiently than other nations. Or, a nation can produce the product which might be also produced by other nations but it should be able to produce more efficiently or cheaply than other nations. Lady Grace Poe FORMER Sen. Kit Tatad, now a columnist of the Manila Times has clearly explained the position of Sen. Grace Poe who is running for president in next year’s election. She is down and should be out. Tatad recited a lot of provisions of law in accordance with the Constitution that would make Poe ex-future president. He even suggested that she backs out now from the race because there is no chance she could be allowed to run for president. Poe is banking so much on the endorsement of the Senate Electoral Tribunal which declared she is a natural born Filipino. At least three members of the high court have already declared she is not eligible for the presidency. Our country had tried two lady presidents already and I should say if there ever was any improvement, they are very insignificant even to notice. I am not saying women could not be good leaders but for a fact, we need a strong leader. One that would command respect from big countries around the world. How can Poe for instance, engage American president Barack Obama in a one-on-one conversation or Russian Pres. Vladimir Putin for say an hour relative to world problems? Grace Poe is hopeful she can be a good president because she will go on with the legacy of her father, the late Fernando Poe, Jr., an action actor. OWWA-Caraga holds IT training BUTUAN City––Mobilizing the Information Technology Trainings for the benefit of its members from the distant municipalities, the Overseas Workers Welfare Administration (OWWA) Caraga, rolled out a backto-back IT Training to the OFW Family Circles (OFCs) of Tandag City and Carmen, Surigao del Sur.

The four-day on-site training was carried out last November 16 to 19, 2015 at Tandag City and November 23 to 26, 2015 at Carmen, Surigao del Sur and was attended by 19 and 30 participants, respectively. In order to keep abreast with therapid evolution of today’s modern technology, the participants were

introduced to computer fundamentals 1 and 2, Microsoft Office including its basics: Word, Excel and PowerPoint. Digital Media Fundamentals, Web Design Fundamentals, Word Processing Fundamentals, and Presentation Fundamentals were likewise taught. To optimize the convenience brought by the

internet, the Internet and World Wide Web Module were also discussed during the training. Manila’s top hotels, restaurants advocate for sustainable seafood IN a bid to help save overfished the Philippine seas, Manila’s top hotels and restaurants, came together with environmental groups, fisheries and nongovernment organization (NGOs) to declare their support for the promotion of sustainable seafood. The groups fully recognize that the marine environment has long been plagued by problems, including overfishing due to decades of unsustainable fishing practices.

“The urgent need and commitment towards fully traceable, legal, sustainable and socially responsible seafood cannot be overemphasized,” stated Christian Schmidradner, General Manager of Meliomar Inc. and organizer of the event. With more than 90% of fish stocks in the Philippines being overexploited or depleted, and destructive and illegal fishing wreaking havoc on the marine

environment, returns per catch effort are at the lowest level ever recorded. Similarly, many aquaculture operations use unsustainable sources of feed and pollute aquatic ecosystems with chemicals and antibiotics. Now more than ever, restaurants and hotel groups recognize their increasing responsibility to procure from sustainable sources and to educate their consumers about the need for sustainable

HE next bag of rice you buy may be labeled with a “green farming” logo, and it’s just around the corner.

The Sustainable Rice Platform, the world’s first voluntary standards for “green” rice, is being rolled out by the International Rice Research Institute (IRRI) and the United Nations Environment Program (UNEP) in a move to increase production and raise farm income – all by using good agricultural practices that don’t compromise the environment. IRRI calculates that by 2050, the rice-eating world will require 50 percent more of the staple. Most of the increase will come from intensified production to sate the appetite of more than 3.5 billion people worldwide who depend on rice for more than 20 percent of their calorie needs. Bt corn: rising to challenge THE Bt corn is rising to the challenge: to produce more food on less land. The challenge is to provide enough food over the next four decades to meet the expected requirement of over 9 billion people worldwide, all on less land area, water and nutrients, says Abe Manalo, Executive Secretary of the Biotechnology Coalition of the Philippines. That’s over 140 million Filipinos by 2040. To meet the challenge in corn, about 415,000 Filipino farmers grow corn in 2.5 million hectares, half to white corn for human consumption. Half is yellow corn used to feed poultry and livestock. Bt corn, a product of biotechnology, is a yellow corn. It is so popular that in only six years since its introduction in the country, the number of farmers using the new crop rose fast – from 100,000 in 2006 to 375,000 in 2012. Bt corn is now planted in over 830,000 hectares. Bt corn contains a gene from the soil bacterium Bacillus thuringiensis (Bt) that produces a protein that is toxic to the corn borer, protecting the plant over its entire life. Adoption of biotech corn in the Philippines has increased consistently every year since it was first commercialized in 2003. DPWH chief inspects projects ZAMBOANGA City––The Department of Public Works and Highways (DPWH) has banned a number of contractors from participating and undertaking DPWH-initiated projects. DPWH Secretary Rogelio Singson made this announcement after he inspected on Tuesday the ongoing housing projects under the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R), which are intended for Zamboanga-siege displaced families. Covered by the DPWH ban

are the contractors undertaking Z3R projects and are beyond the 15 percent allowable slippage. Singson declined to publicly identify the erring contractors. “We will not allow them to join our biddings (in the DPWH), they are identified,” he added. He asserted that disallowing them to join future biddings will have a bigger impact when asked whether or not formal charges will be filed against the erring contractors. The National Housing Au-

thority (NHA) reported that 30.37 percent or 1,974 out of the 6,500 housing units have been completed with only 869 legally turned over to the beneficiaries as of Nov. 21 this year. NHA said the total accomplishment has reached 39.03 percent, adding that the houses were done through the home materials assistance (HOMA) program. Among the reasons cited by some of the construction firms handling numerous contracts which are way behind schedule

in the project implementation are the lack of materials, lack of manpower and slow release of government permits, among others. District Collector Alameda was even shocked after she learned that the cargoes were released after the importer managed to change the consignee, bill of lading, and upon presentation of the proof of payment, said Enciso.

Acestar was the original consignee. The Greenstone Resources Corporation presented a permit from the EMB-Caraga but the permit was issued on April 21, 2015 prompting Enciso to suspect it was a recycled permit. Enciso said the importer can either go to the shipping lines of the BOC to amend the consignee and the Bill of Lading but in the case of the seven containers of sodium cyanide there was no such amendment. Also, he explained that it is the EMB in Northern Mindanao which has the authority to issue a permit and not EMB-Caraga since the imported goods arrived at the sub-port of Tagoloan in Misamis Oriental which is part of Northern Mindanao. Sodium cyanide is an inorganic compound with the formula NaCN, according to the online encyclopedia, enwikipedia.org. It is a white, water-soluble solid. Cyanide has a high affinity for metals, which leads to the high toxicity of this salt. Its main application, in gold mining, also exploits its high reactivity toward metals.

That’s very alarming because it’s close to 100,” Albacea said. Datu Saudi-Ampatuan in Maguindanao is the second poorest with a poverty incidence of 83 percent. In 2009, the figure was 43.4 percent. Nutrition is essential factor in order to live life to the fullest. Thus, people are encouraged to eat right kind of food; in a way that it is rich in nutrients for this can boost immune system and will protect them from diseases. It is important that at young age as well, pupils should be taught about the significance of eating good food. Example is on the basic food groups, so that they would be aware on the contents of the food they take every day. Department of Education pushes good nutrition among children and encourages them to consume food intake that are healthy for their body and mind, in order for them to perform excellently, especially in school. In fact, DepEd is conducting nutrition month celebration annually. In the month of July, DepEd orders schools to give lessons about health and its importance. Health topics are also emphasized and integrated in daily discussions to remind students to have a healthy lifestyle. Few of the topics include the amount of

food intake. Eating too much without looking at the food’s benefits could destroy bodily functions and may cause different diseases such as stomach pains, indigestion, constipation and the like. Moreover, skipping meals is also another factor that can contribute to hyperacidity, gas pains and several others. In this month also, teachers, staff and pupils show their talents and abilities in relation to nutrition. For an instance, they organize cooking activities that focus on the preparation of three basic food groups which are the Go, Grow and Glow. What to do with the prisoners? “Guantanamo was created by presidential fiat. If President Bush can create Guantanamo then President Obama can dismantle Guantanamo. The problem with getting rid of Guantanamo and this has been President Obama’s problem from the day he took office is what do you do with the people who are in Guantanamo.” And since Congress has explicitly banned the administration from transferring prisoners to the US, Obama’s hands are pretty much tied to bring the inmates before American courts or prisons. “The amazing thing is that his attorney general Loretta Lynch forcefully and repeatedly said that if there are statutory limitations, the president has to follow them,” said Fisher. So should President Obama still try to close Guantanamo via an executive order and despite Congress’ order that would be “illegal and unconstitutional”, noted Fisher who, like his colleague Finkelman, is generally supportive of closing the prison. With the option of a transfer of detainees to the US closed by Congress, the best scenario for Obama is probably to get third countries to take the detainees, said Finkelman. But that may be a tough sell as well. But there is no assurance some of her friends who will surely occupy high positions will not do it on the basis of the old saying “what are we in power for”? If we must know, corruption has been part of our culture and a way of life. Some people would be surprised if there is no stupidity taking place in a certain office. For Lady Grace, she will only be exposed to extreme risk and embarrassment. I could predict she will fall and so the country. I, therefore, endorse Tatad’s suggestion that Grace Poe gets off from the presidential election and enjoy peace of mind.

However, regarding the key success of each member country of ASEAN, we can ask questions such as “are all the member countries ready for creating their own competitive advantage? Do they agree, for example, producing a certain product can be done by a single country for its specialization?” If so, then the ASEAN economic community can go ahead without any single critical problem. Yet, when referring to the readiness and the imbalance of each country among the ASEAN members, it seems that there must be understanding among the nations in this ASEAN economic community. Otherwise, there will be more crucial problems that create some discrepancies both internally in each country and externally among the member countries. The most important aspect is internal political problem. It needs to have stability so that the people in any member country can develop their economic stability too. The same UPLB numbers show a yield advantage as high as 41 percent over non-Bt corn; Bt corn has 34 percent more harvests than non-Bt. “It means a safer environment, with no negative effect on insect population in Bt corn fields,” Manalo says, adding that as a result, the population of beneficial insects such as beetles, spiders and ladybugs has increased in Bt corn fields. As a result, Manalo says, corn self-sufficiency was achieved in 2012. By the next year, the country was exporting corn silage to South Korea, a total of more than 1,000 metric tons by 2014. The export was limited only by natural calamities, port congestion and travel cost from farms, Manalo says, citing Department of Agriculture figures. The figures reflect the more than 100-fold increase in the hectarage planted to biotech crops worldwide,

Depending on the production method and site, alternate wetting and drying decreases methane emissions from rice farms by 30 percent to 70 percent, says Dr. Bas Bauman, Director of IRRI’s Global Rice Science Partnership. The Sustainable Rice Platform raises the clean and green standards through a global alliance of likeminded agricultural research institutions, agrifood businesses and private and government organizations convened by UNEP and IRRI. They include leading brands in food production and retail: Kelloggs’s, Mars Foods and Nesttle; agrochemical and seed companies Syngenta, BASF South East Asia and Bayer; Van Sillevoldt Rijst B.V. which supplies natural rice to Europe’s retail and food industry; seed-to-shelf agribusiness Olam International; and farm-to-fork companies Louis Dreyfuss and Ahold B.V., both based in The Netherlands. They will field-test and validate the standards and indicators in multi-location farm trials leading to certification of sustainable rice farming. They will eventually have to decide on how best to implement the checklists on the ground and up to, perhaps, putting a logo on retail packs certifying that the cereal has been grown “green”. The checklists were developed UTZ Certified, Aidenvironment and IRRI, drawing on similar initiatives already in place for sugarcane, cotton, coffee and palm oil. It is made up of 46 requirements ranging from productivity, food safety, worker health, labor rights and biodiversity, including 160 recommended best practices such as the alternate wetting and drying technology. The standards and indicators represent “the world’s first initiative that will set environmentally sustainable and socially responsible rice production manage-
