Interdiction teams for illegal drugs placed in 2 Mindanao airports DAVAO City -Authorities have tightened security measures in two airports in Mindanao to prevent the entry of illegal drugs. Interdiction teams have been set up since last month at the Francisco Bangoy International Airport in Davao City and Zamboanga International Airport, Philippine Drug Enforcement Agency XI director Adzhar Albani said in a press conference Wednesday. Aside from PDEA, the team comprises the Civil Aviation Authority of the Philippines, Bureau of Customs, and Airport Police Station and PNP Aviation Security Unit 11, Albani said. The team monitors 24/7 so that no illegal drugs will pass through the airport security, he said. Albani added the same mechanism will be implemented in other airports noting that big shabu shipments have passed through the airport as mails and packages. “They are the ones who check and apprehend any baggage that possibly contain illegal drugs,” he said. He said security

teams in airports have not been this organized before as they lacked a mechanism to prevent the entry of illegal drugs to the city. He said they have been alarmed that passengers might slip in illegal drugs through the airport’s mail and parcel system, citing an incident where 19 kilos of shabu from Zamboanga was discovered at the airport in Tawi-Tawi. “The fact that it passed through the security in Zamboanga airport, it means to say that the security has not been so tight,” he said. “Pag ang bagahe ay kadudaduda na, binubuksan na (When the baggage looks suspicious, they open it),” he said. Albani encouraged courier services to coordinate with them in a bid to foil the illegal operations of drug syndicates. He said the new security measure was implemented only last month following the seizure of 500 grams of shabu from Parañaque and another 200 grams from Ilo-Ilo in the last week of November. He said the consignee of the shabu from Paranaque lived in Davao Oriental while

The Customs officials and personnel of Mindanao Container Terminal Subport (MCT-SP, in Tagoloan, Misamis Oriental, most respectfully cause the publication of the following official explanation to refute the charges hurled against us as published on December 3, 2015 in an article in the Mindanao Daily News by correspondent Gerry Lee Gorit, viz: a. It is to be admitted that our respective offices had been served with Alert Order dated October 26, 2015 from your good office bearing the subject shipment consisting of 7X20 container vans of sodium cyanide under B/L no. APL U014021866 and consigned to ACESTAR INTERNATIONAL SERVICE CORPORATION with business address at Railroad Street corner 19th street, Port Area, Manila. Nevertheless, it was our well-founded belief upon verification that indeed said Alert Order do not reflect the real and lawful name of the consignee and the house bill of lading of the shipment and these are all true every time the arrival of the shipment was facilitated by a forwarder entity like the abovenamed consignee in the Alert Order; b. It is to be emphasized that as a consequence of the above scenario, our respective offices by admission totally rendered impotent to comply the mandate of the issued Alert Order as we were misled into believing that Import Entry No. C-8870-15 which was filed, processed and eventually released on November 11, 2015 with GREENSTONE RESOURCES CORPORATION with business address at Brgy. Cawilan, Tubod, Surigao del Norte, as consignee has nothing to do with the issued Alert Order not knowing however, in all honesty that this shipment was indeed the same shipment referred to in the non-complied Alert Order. In the said verification, it further revealed in crystal-clear fashion the true defined role of the ACESTAR INTERNATIONAL SERVICE CORPORATION in relation to this shipment in question is nothing other than a mere forwarder of the shipment from its country of origin to its final destination at MCT, Tagoloan, Misamis Oriental because this entity is engaged in forwarding services of cargoes and not an importer itself and to back-up the veracity of this pronouncement, appended hereto for ready references are the photocopies of all related import documents of the shipment, foremost of which are the Notice of Arrival and House Bill of Lading; c. As to the contention in the aforesaid publication that the shipment was released in a stealthily manner, we stand firm with our honest belief coupled with gospel truth that this is a kind of contention which certainly finds no room within the ambit of all the possibilities that it might make sense simply because the release of the shipment went through the regular processing of import entry completely in line with the direction of the E2M Customs system and in accordance with the standing rules and regulations of the Bureau of Customs pertaining to importation as evidenced by the reflected payment in the Statement of Settlement of Duties and Taxes (SSDT) in the amount of P 1,239,449.00 representing the duties and taxes due on the shipment and the submission to our possession of all the necessary import documents of the shipment such as Bill of Lading No. KBCGY-402-001-15JP, Commercial Invoice No. 4GD65E3003, Packing List No. 4GD65E3003, Certificate of Origin Form JPEPA with Reference No. 150018377274301907, Material Safety Data Sheet and CCO Importation Clearance No. CCO-CG-CN-2015-00004 issued by the DENR-Environment Management Bureau (EMB) Caraga Region XIII on June 18, 2015 and valid until June 18, 2016. Hence, it can be said conclusively that as far as the shipment in question is concerned, the interest of the government was protected at all costs. d. Finally, had the Customs Intelligence and Investigation Service (CIIS) Office of our Subport of MCT, given emphasis and due observation on the pertaining rules on the issuance of a Manual Alert Order as enshrined in one of the general provisions of the Customs Memorandum Order (CMO) No. 35-2015 particularly paragraph 3.8 thereof, which regulates among others, that Manual Alert Order may only be issued under any of the following conditions, such as: 1) the E2M Customs system is not accessible; 2) for un-manifested cargoes/shipments; 3) for entries processed under Informal Entry and 4) for export cargoes, there would have been no problem at all relative to this shipment because the issued non-complied Alert Order would have reflected the proper details pertaining to the shipment in the E2M system and we would have been therefore properly guided as to the real name of the consignee, the house bill of lading number and the corresponding import entry number of the shipment. Surprisingly however, a manual kind of alert order was hastily recommended to the District Collector of Customs for no apparent reason, given the time element between the actual arrival of the shipment which is on October 23, 2015, and the date of its final release from the custody of the BOC on November 11, 2015, within which any amendment of the entries contained in the said Alert Order could have been expressly done; if only to ensure that all concerned shall be guided accordingly on the aspect of the real consignee’s name, house bill of lading number, and import entry number as these are the three (3) main entries of any Alert Order for which the personnel anchored their findings on whether or not the corresponding shipment of the import entry to be processed is placed under Alert Order and this method is proven more than effective since no less than the local CIIS of this Subport could barely show that there has been no such release of any shipment despite the issued Alert Order against it. It is therefore the conclusion of this explanation that the local Alert Order, which is defective in substance, paved the way for the release of the misconstrued shipment despite of its being a lawful importation. Thus, the published impression that our personnel are in cahoots with smugglers behind this importation is not only disturbing and shocking but something which is laced with complete lies out of one’s wildest imagination as it is purely groundless and deliberately maneuvered to build up personalities albeit resulting in the destruction of our personnel’s images. Hence, it is our fervent hope and prayer that we clarified ourselves on this issue. MDN: Dec 10, 2015

The Filipino Presidents gently speaks, one could imagine their stately gait and calculated statements on various issues. The election of Rodrigo Duterte as the next Philippine President would, from now on, change the picturesque of the Philippine presidency. While the other presidential candidates are too conscious to not antagonize the emotions of the voters when they speak, Duterte does otherwise. In his speeches and live interviews in televisions, Duterte speaks raw and call names. Duterte does not even flinch talking about “killings” and “annihilating” the scams and corrupt public officials. This is what Section 3 (e) of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, provides, when a government official, like Morales, gives undue advantage in favor of another government official in the discharge of his or her functions. I am confident that after President Aquino steps down from power in 2016, there is no more official who will cover up or protect Morales, who faces the prospect of being sued herself for graft and corruption, including possible impeachment from her post courtesy of Congress (just like what the allies of Aquino did when he became president). As far as I see it, it would be to the best interest of everybody if Morales is sued over her actions as Ombudsman, not only so she will have the chance of proving that she acted above board all the time, but, likewise, so her detractors can prove their accusations against her, if there be any. -oooNO DOUBLE JEOPARDY YET IN THE CASE

OF ABAYA: On the other hand, is there any remaining remedy for those who wanted Abaya included in the graft charges pertaining to the MRT maintenance contract, now that Morales already cleared him? The answer is, yes, he can still be sued all over again in the future, especially after Aquino leaves Malacanang, and after Ombudsman is gone from her post. First, the decisison of Morales favoring Abaya can still be set aside by the incoming Ombudsman. The truth is that, Morales’ decision cannot be considered to have completely cleared Abaya, because that is a decision of a mere prosecutor or fiscal only, not of the courts. As it were, there is as yet no double jeopardy in his favor. Second, it is also clear that the right of the government to run after those who committed corruption while they were in office is not easily removed. GSIS to grant Christmas cash gift to pensioners starting Thursday, Dec. 10 The Government Service Insurance System (GSIS) is set to release the Christmas cash gift to a total of 235,180 old-age and disability pensioners starting December 10, 2015. GSIS President and General Manager Robert G. Vergara said a total of Php2.6 billion has been earmarked for this benefit, higher by eight percent than last year’s allocation of Php2.4 billion. Pensioners whose 2014

cash gift is above Php10,000 are entitled to receive onemonth pension not exceeding Php12,600. Those whose 2014 cash gift is Php10,000 and below will be granted their one-month pension not exceeding Php10,000. Retirees who availed of five-year lump-sum retirement benefit and have become pensioners after 31 December 2014 will get their cash gift for the first time this year in an

amount equivalent to their one-month pension up to a maximum of Php10,000. Pensioners living abroad and those in the Autonomous Region of Muslim Mindanao who are on suspended status as of 31 December 2015 are also eligible to receive this benefit provided they activate their status not later than 30 April 2016. They will receive their cash gift not later than 31 May 2016. Survivorship and depen-

dent pensioners, and retirees who will be receiving their regular monthly pension after 31 December 2015 are not entitled to receive the cash gift. Also ineligible to receive the cash gift are new retirees from 2011 to 2015, as they will only receive their first cash gift five years after their retirement date; members who were separated from the service from 2006 to 2015 before reaching age 60, as they will be entitled to the

(TECO) in the Philippines has agreed to accept SSS 2D Barcode ID Card or the SSS Certification of UMID Card Processing as an alternative to the SSS UMID Card. Members who applied from November 7, 2015 onwards or those with earlier applications that had passed fingerprint investigation can request for certifications of application for the UMID Card at the time of card

application. As consideration, the liaison officer of the member’s recruitment agency will be allowed to request the certifications on their behalf. SSS certifications will be released at the SSS branch located in the Philippine Overseas and Employment Administration (POEA) after five working days.

AMID the pre-Christmas rush, a watchdog group on wastes and toxics appealed to the public to celebrate the season with the wellbeing of Mother Earth in mind. The EcoWaste Coalition noted that the “holitrash” (short for holiday trash) that soars during the weeks of shopping and partying could be reduced through the willful application of the 3Rs mantra: reduce, reuse, recycle. “It is not waste until it is wasted. We therefore urge everyone to be mindful of what they consume and dispose of during the festive season. Please ‘recyclepamore’ to trim down on what you toss into the bins,” said Tin Vergara, Zero Waste Campaigner, EcoWaste Coalition. “The tons of ‘holitrash’ generated in this most cheerful time of year would surely end up in street corners or in distant places where garbage gets buried or burned, or, worst, in the oceans,” she reminded. Typically discarded ‘holitrash’ include kitchen and food waste, plastic and paper

packaging materials, party supplies and leftovers as well as firecracker and firework residuals. “We surely can do something to avoid our neighborhoods and other communities from turning into, to borrow a phrase from Laudato Si (Pope Francis’ encyclical on the environment), ‘an immense pile of filth’. We can and we must reduce, reuse, recycle and waste no more,” she pointed out. On Tuesday, the group organized an event featuring “Green Christmas Ideas” from making eye-catching decorations out of discards to holding eco-friendly parties and giving alternative gifts. The group showed how pretty Christmas decorations can be created out of plastic bottles and lids, cardboard and boxes, toilet paper rolls, textile rolls, aluminum and tin cans, chip wrappers, old shirts and fabric scraps, compact discs and even party disposables. Among the attentiongrabbing recycled crafts shown at the event were a Christmas garland fashioned

out of used clothes, Christmas tree balls embellished with buttons, glass fragments and snack wrappers, Christmas wreaths consisting of paper cups, a lantern made of junkfood wrappertwine, a chandelier and Little Drummers created from pineapple juice cans, Snowman using baking soda and bleaching powder containers, and various forms of angels, Santa Claus and the Three Kings made from an assortment of recyclable junks. To minimize post-party garbage, the group urged the public to shun lavish parties, practice a “no leftover” policy to prevent food wastage, practice ecological party waste management and to opt for reusable party essentialsinstead of disposable plates, cups cutlery and napkin. As for gift-giving, the group made a pitch for eco-friendly “made in the Philippines” products, as well non-material items that promote good values and sustainable living. Council enacts Oro’s Septage law CAGAYAN de Oro City--To protect the underground water sources and address sanitation concerns, the City Council, presided over by Councilor Ramon Tabor, approved on second and final reading Ordinance No 13022-2015. The ordinance regulates

CAGAYAN de Oro City-Kagay-anons and Misamisnons, being serviced by the Cagayan Electric Power and Light Company, Inc. (Cepalco), are expected to celebrate the holidays with more hours in darkness, following the curtailment imposed by the National Power Corporation (NPC) despite an already existing shortfall in Cepalco’s energy supply. Jaime Rafael U. Paguio, Cepalco senior vice president, said the distribution utility (DU) had no choice but to extend the brownout periods per district, following the 18MW curtailment and the pending approval of its provisional authority for the purchase of an additional 10MW from a new modular diesel power plant operated by its affiliate Mindanao Energy Systems, Inc. (Minergy). Cepalco filed last September 15 an application for the provisional authority with the ERC and was expecting this to be approved last week since it was already within the 75-day actionable period for the agency. However, ERC officials said this is not always the case. “Even if there has already been an action or decision before the 75-day period expires, the preparation may take some time such that actual issuance of the order already happens beyond the period,” said Atty. Francis Saturnino Juan, ERC executive director. Cepalco has a peak de-

mand of 150-170MW within its franchise area covering Cagayan de Oro, and the Misamis Oriental towns of Tagoloan, Villanueva, and Jasaan. Besides its curtailed allotment of 58MW, Cepalco can also call for an

The CSFs were procured under the Agrarian Reform Communities Connectivity and Economic Support Services (ARCCESS) Project. For some, the Spirit of Christmas is sharing and giving most particularly to the less fortunate in our society. If we can only do these to the least of our brothers and sisters the kingdom of heaven will be open; for you are welcome. Article 6 of the ordinance provides that property owners shall allow the Desludger to desludge their septic tanks at least once every five years and shall fully cooperate with the Desludger to carry this out. The owner is responsible for opening the access port of their septic tank and desludging expenses will be shouldered by the owner. Under the law, the desludger shall prepare a work plan that shall include the procedure, equipment and route to implement the City Septage Management Program. The Desludger is required to submit monthly reports to the City Local Environment and Natural Resources Office (CLENRO) that include a record of all septic tanks desludged, the volume of the septage collected and treated, those that do not have septic tanks and those that do not have water-sealed toilets The CLENRO shall keep a record of this information and other data that may be deemed necessary for the implementation of the

program. The CLENRO shall implement and enforce the rules and regulations set forth by the Department of Health (DOH) in handling, transporting, treating and disposing of septage, which includes but is not limited to securing an Environmental Sanitation Clearance (ESC). PRETREATMENT Article 8 of the ordinance provides that it shall be the responsibility of septic tank owners to prevent septage from being exposed to, mixed with or contaminated by any type of hazardous waste, including excessive chemicals, oil and grease or they must install a pretreatment system so that the septage is of domestic quality. CAGAYAN de Oro City--Lawmakers are seeking a Congressional inquiry into an “international pageant” that besmirched the reputation of this trading capital of Northern Mindanao. Rep. Rufus Rodriguez, of Cagayan De Oro City, and Party List Rep. Maximo Rodriguez, of Abante Mindanao, filed House Resolution No. 2451 directing the House Committee on Tourism to conduct an inquiry on the holding of “Mr. and Miss PanContinental Global Pageant 2015” in the Philippines. The lawmakers, who both come from Cagayan De Oro City, have expressed their dismay over the statements by Nicole Harding, a titlist from New Zealand, who said that she was “forced to stay in a hotel room in Cagayan De Oro City that looks like a prison cell guarded by armed men and dogs.” Rodriguez said that Harding reportedly fled Cagayan De Oro City on the advice of the New Zealand

Brownouts have continued to bug Cagayan de Oro City even as Aboitiz Power Corp. has resumed operations of its coal-fired plant on Monday to help stabilize power supply in Mindanao reeling from the effects of the El Nino phenomenon. Wilfredo Rodolfo III, communications manager of Aboitiz Power said unit 1 of their Therma Marine South which generates 150 megawatts went operational at 8am Monday. Rodolfo said their other coal plant, also generating 150 MW, is expected to be operational by February next year. Both Aboitiz-owned coal plants in Toril, Davao del Sur were shutdown only a few months after it went operational in August this year. The shutdown worsened the power outlook in Mindanao whose hydropower plants are grappling with the effects of the El Nino. Marilyn Chaves, spokesperson of the Cagayan Electric Power and Light Company (CEPALCO) confirmed they have started receiving additional supply from Aboitiz, first at 3 MW and then 10 MW by 7pm Monday. But Chaves said the extra allocation from Aboitiz was not enough for the city which is running on a deficit of 52 MW daily causing four-hour daily brownouts. “The most it can do is shorten our daily brownouts to two and a half hours,” she said. She said the Christmas tree made by CEPALCO in Divisoria in Cagayan de Oro—a source of pride for the residents—remained unlighted on Monday night despite the additional electricity from Aboitiz. Nutrition is essential factor in order to live life to the fullest. Thus, people are encouraged to eat right kind of food; in a way that it is rich in nutrients for this can boost immune system and will protect them from diseases. It is important that at young age as well, pupils should be taught about the significance of eating good food. Example is on the basic food groups, so that they would be aware on the contents of the food they take every day. Department of Education pushes good nutrition among children and encourages them to consume food intake that are healthy for their body and mind, in order for them to perform excellently, especially in school. In fact, DepEd is conducting nutrition month celebration annually. In the month of July, DepEd orders schools to give lessons about health and its importance. Health topics are also emphasized and integrated in daily discussions to remind students to have a healthy lifestyle. Few of the topics include the amount of

What to do with the prisoners? “Guantanamo was created by presidential fiat. If President Bush can create Guantanamo then President Obama can dismantle Guantanamo. The problem with getting rid of Guantanamo and this has been President Obama’s problem from the day he took office is what do you do with the people who are in Guantanamo.” And since Congress has explicitly banned the administration from transferring prisoners to the US, Obama’s hands are pretty much tied to bring the inmates before American courts or prisons. “The amazing thing is that his attorney general Loretta Lynch forcefully and repeatedly said that if there are statutory limitations, the president has to follow them,” said Fisher. So should President Obama still try to close Guantanamo via an executive order and despite Congress’ order that would be “illegal and unconstitutional”, noted Fisher who, like his colleague Finkelman, is generally supportive of closing the prison. With the option of a transfer of detainees to the US closed by Congress, the best scenario for Obama is probably to get third countries to take the detainees, said Finkelman. But that may be a tough sell as well. It’s not especially likely, he said, that “the German government decides we will help our friend Obama by accepting some detainees and bring them to a German facility.” The future of Guantanamo may have to be decided by Obama’s successor. So unless Obama is prepared to risk a huge constitutional and legal showdown in the middle of an election season in the US in which terrorism is once again on top of the political agenda, he may finally have to come to terms that he may not be able to fulfill his campaign promise to close Guantanamo. But there is no assurance some of her friends who will surely occupy high positions will not do it on the basis of the old saying “what are we in power for”? If we must know, corruption has been part of our culture and a way of life. Some people would be surprised if there is no stupidity taking place in a certain office. For Lady Grace, she will only be exposed to extreme risk and embarrassment. I could predict she will fall and so the country. I, therefore, endorse Tatad’s suggestion that Grace Poe gets off from the presidential election and enjoy peace of mind.

Do they agree, for example, producing a certain product can be done by a single country for its specialization?” If so, then the ASEAN economic community can go ahead without any single critical problem. Yet, when referring to the readiness and the imbalance of each country among the ASEAN members, it seems that there must be understanding among the nations in this ASEAN economic community. Otherwise, there will be more crucial problems that create some discrepancies both internally in each country and externally among the member countries. The most important aspect is internal political problem. It needs to have stability so that the people in any member country can develop their economic stability too. The same UPLB numbers show a yield advantage as high as 41 percent over non-Bt corn; Bt corn has 34 percent more harvests than non-Bt. “It means a safer environment, with no negative effect on insect population in Bt corn fields,” Manalo says, adding that as a result, the population of beneficial insects such as beetles, spiders and ladybugs has increased in Bt corn fields. As a result, Manalo says, corn self-sufficiency was achieved in 2012. By the next year, the country was exporting corn silage to South Korea, a total of more than 1,000 metric tons by 2014. The export was limited only by natural calamities, port congestion and travel cost from farms, Manalo says, citing Department of Agriculture figures. The figures reflect the more than 100-fold increase in the hectarage planted to biotech crops worldwide,

Depending on the production method and site, alternate wetting and drying decreases methane emissions from rice farms by 30 percent to 70 percent, says Dr. Bas Bauman, Director of IRRI’s Global Rice Science Partnership. The Sustainable Rice Platform raises the clean and green standards through a global alliance of likeminded agricultural research institutions, agrifood businesses and private and government organizations convened by UNEP and IRRI. They include leading brands in food production and retail: Kelloggs’s, Mars Foods and Nesttle; agrochemical and seed companies Syngenta, BASF South East Asia and Bayer; Van Sillevoldt Rijst B.V. which supplies natural rice to Europe’s retail and food industry; seed-to-shelf agribusiness Olam International; and farm-to-fork companies Louis Dreyfuss and Ahold B.V., both based in The Netherlands. They will field-test and validate the standards and indicators in multi-location farm trials leading to certification of sustainable rice farming. They will eventually have to decide on how best to implement the checklists on the ground and up to, perhaps, putting a logo on retail packs certifying that the cereal has been grown “green”. The checklists were developed UTZ Certified, Aidenvironment and IRRI, drawing on similar initiatives already in place for sugarcane, cotton, coffee and palm oil. It is made up of 46 requirements ranging from productivity, food safety, worker health, labor rights and biodiversity, including 160 recommended best practices such as the alternate wetting and drying technology. The standards and indicators represent “the world’s first initiative that will set environmentally sustainable and socially responsible rice production manage-
