Kagay-an is a word that directly relates to the city’s culture, history and people, who call themselves Kagayanons.

Cagayan has always been pronounced by lumad Kagay-anons as Kagay-an. In fact, nobody says Kagayanon but Kagay-anon.

ENERAL Santos City––The city government is set to adopt stricter regulations for the conduct of study tours or Lakbay Aral by its officials and employees.

City Mayor Ronnel Rivera bared such move as he expressed full support to incoming President Rodrigo R. Duterte’s plans to rein in on the government’s Labkay Aral program, especially those than turn into junkets.

He acknowledged that local governments and other government agencies could save a lot of money and other resources by taking stricter hold of such undertaking.

“When I read it in the news, I was very happy. I will support this move by our incoming president,” he said.

Rivera, who was re-elected to his second term, said the city government had been firm when it comes to the conduct of Lakbay Arals by its officials and personnel.

ment units (LGUs) if they want to study and replicate some of good practices.

“Aside from that, nothing more. But if our president will tell us that he will be implementing new policies, then we will gladly abide,” the mayor said.

Rivera said he understands where Duterte is coming from being a mayor of Davao City for many years.

He said it is important for the incoming administration to set these reforms early as promised during the campaign.

“I think President Duterte wants to regain the confidence

of the public to the government.

Lakbay Arals are prone to abuses and he (Duterte) wants to stop that,” he said.

Rivera recalled that when he assumed his first term as mayor in 2013, he immediately pushed for various internal reforms to curb some irregularities and complacency among city employees.

“We immediately introduced reforms in the internal structure of the local government. We fast tracked the processes and conducted internal audits of our different departments,” he said.

He said they later implement-

ed the Strategic Performance and Management System of the Civil Service Commission to make the local government “more prolific in delivering services to the people.”

Rivera attributed these reforms to the significant increase in the city’s annual income from PHP1.2 billion in 2013 to PHP1.6 billion by the end of 2015.

Dureza, Bello set to meet Joma in Norway

DAVAO City––Presidentelect Rodrigo Duterte has asked his incoming peace negotiators Lawyers Jesus Dureza and Silvestre Bello III to travel to Oslo, Norway in July to hold preliminary talks with Communist Party of the Philippines (CPP) founding Chair Jose Maria Sison to discuss the framework agenda of the peace negotiations.

He said he will issue safe conduct passes to Sison and couple Benito and Wilma Tiamzon, the chair and finance chief of the CPP, respectively, to pave the way for their participation to the peace negotiations.

LGBT, gender equality advocates to hold pride march in Davao DAVAO City––Some 250 LGBT and Gender Equality advocates across the Davao region are expected to participate in the first LGBT Pride March from Freedom Park to the People’s Park on Wednesday afternoon (June 1), to express solidarity with the global call to end gender discrimination and to push forward to the incoming Duterte administration an Anti-Discrimination legislative agenda for the entire country.

Davao City is home to President Rodrigo Duterte, who was Vice Mayor and

presiding officer of the City Council when it passed Ordinance 0417-12 or the “AntiDiscrimination Ordinance of Davao City” in December 2012.

The ordinance seeks to protect the rights of minority groups, including the LGBT (lesbian, gay, bisexual and transgender).

Lawmaker seeks to abolish 36-year-old energy tax law

CAGAYAN de Oro City–– Rep. Wilfredo S. Caminero is pushing for the abolition of the 37-year-old Batas Pambansa Blg. 36, an act imposing energy tax on electric power consumption of residential houses.

Caminero of the second district of Cebu said Batas Pambansa Blg. 36 was approved on September 7, 1979 primarily to conserve energy and promote its efficient utilization. Under the act, residential consumers with monthly power consumption of at least 650 kilowatt-hours.

During the period, there was oil crisis and power generation and transmission were in the hands of the government through the National Power Corporation (Napocor). “At that time when supply was limited, imposing an additional energy tax was a valid means to encourage energy conservation,” Caminero explained.

However, after 37 years, Caminero said it becomes evident that BP 36 is no longer incentive to conserve energy and does not promote efficient utilization of electricity.

For one, with the implementation of Republic Act No. 9136 or the Electric Power Industry Reform Act (EPIRA), the generation, transmission and distribution of electricity have been unbundled and Napocor ceased to have monopoly in power generation, Caminero said.

Like America and especially Indonesia recently, the post-presidential election always creates a political tension. Legislative body with the politicians in it is like the structure of a building.

They construct the guidelines for the whole nation direction. On the contrary, the executive with the subordinates is the executor of all the laws formulated by the legislative. In fact, the executive programs are to be recommended by the legislative.

The two bodies in any country are like the two sides of a coin. One side is the complementary of the other side. When one side of a coin is 100 pesos, the other side can also show the same value. It is ridiculous when a coin with its one side has different value from its other side.

Therefore, legislative body and executive body are the complementary bodies.

In the initial program by the executive in America, by President Barrack Obama, was struggling to execute all the programs especially when the aspirations by the executive were not totally agreed or recommended. It was like some hurdles, while running, the runner always found some handicaps.

Indonesia has experienced such political hurdles.

The executive had some difficulty executing the programs. However, the longer the period, the lesser the hurdles the executive found.

Remember, the presidential election was directly voted by the people. The votes were psychologically and phenomenally the evidence that every government body should consider in making any policy.

The grassroots in democracy are the foundation to be translated into policies.

The legislatives should also reflect their guidelines de-

rived from the people. The legislatives’ existence is the reflection of the people while the executive is the implementer. Both sides should work hand-in-hand to escort all the national development they formulate together. The executive has some aspirations that should also be considered in the legislative body.

PNP 13 nabs over 406 individuals linked to illegal drugs BUTUAN City -- The Philippine National Police (PNP) 13 had intensified its operations against illegal drugs making a total of 406 persons arrested from January 1 - May 29, 2016.

Based on the record, the PNP seized a total of 1,398.27 grams of methamphetamine hydrochloride or “shabu” and 17.90 grams of marijuana which the Dangerous Drug Board valued at P16.3 million.

They have also conducted a total of 280 operations mostly buy-bust, checkpoints, implementation of search warrants, and satura-

tion drives.

“The days of drug pushers/users are already numbered as our troops will stage more police operations to bring them behind bars,” said PNP-13 regional director P/CSupt. Rolando B. Felix.

Included in the arrested persons were three PNP personnel: SPO2 Elmer L. Dela Torre, PO1 Edgaro M. Aquino, and SPO1 Eleonor N. Osico.

Felix warned that erring PNP personnel caught in illegal drugs activities will be dismissed from the service.

A footnote on the name Cagayan de Oro before we end. This is often credited to the late Vice President Emmanuel Pelaez since he filed House Bill which was eventually signed into law as Republic Act No. 521 which President Elpidio Quirino signed into law on June 15, 1950 creating the City of Cagayan de Oro. However, without taking anything from the late statesman’s substantial contribution to the creation of the city, the name Cagayan de Oro actually antedates the city charter as proven by the existence of the Cagayan de Oro Hotel owned by the Bautista-Avaceña family a 1939 photo of which is found in the book of Filomeno Bautista Sr. “Glimpses of Mindanao.”

How will student specializations/tracks be distributed across Senior High Schools?

Specializations or tracks to be offered will be distributed according to the resources available in the area, the needs and interests of most students,

and the opportunities and demands of the community.

Where will Senior High School be implemented? Will my school offer SHS? Existing public and private schools, including colleges, universities and

technical institutions may offer Senior High School.

There may also be stand-alone Senior High Schools established by DepEd or private organizations.

Will SHS modelling schools that implemented the SHS program in

SY 2012-13 be allowed to implement the SHS Program?

SHS modelling schools listed in DepEd Order No. 71, s. 2012 may implement the SHS program, but they must go through the process of applying a provisional SHS permit, and must meet the standards and requirements for the SHS Program.

Is SHS really necessary? Must I go to SHS? Yes, according to the law. Beginning SY 2016-2017, you must go through Grades 11 and 12 to graduate from High School.

If I choose not to go to SHS, what happens to me?

You will be a Grade 10 completer, but not a high school graduate. Elemen-

tary graduates are those who finish Grade 6; high school graduates must have finished Grade 12.

Where can I find out more about SHS? You can find out more at the K to 12 page. You can also ask your school administration (public or private) to contact the DepEd division office to help organize an orientation seminar.

Sa Pilipinas ang legal na pag-aampon ng bata ay nakaatang sa pangangasiwa ng DSWD. Kaisa ang mga Non-Government Organization tulad ng Kaisahang Buhay Foundation at Norfil Foundation na nakabatay pa rin sa Batas ng Pilipinas sa pag-aampon na nakaangkla sa Hague Convention on the Protection of Children and Co-Operation. Itinutulak din ang pag-aampon ng mga tagaibang bansa sa mga legally free child na sertipikado ng DSWD. Sinasabing ang makapangyarihang elementong bumibigkis sa isang magulang at anak ay bigkis na kailanman ay hindi mabubuwag ng anumang pagsubok, na wangis ng pagmamahal ng Lumikha na kalian man ay hindi magmamaliw.

Subalit ang koneksyon ng anak sa magulang ay hindi sa bayolohikal at natural na pamamaraan lamang. Maari itong sa legal na proseso at sa pamamaraang itinakda ng gobyerno-ang legal na pagaampon. Sa pamamaraang ito

BDO renews SEF Partnership with IFC BDO Unibank, Inc. has renewed its Sustainable Energy Finance (SEF) Program partnership with the International Finance Corp. (IFC), the private sector arm of the World Bank, as part of its continued efforts to impart to clients the best international practices on clean energy.

In the last five years since the Bank has started the program in 2010 and partnered with IFC, it was able to finance several hydro power plants, biomass power plants, wind power projects and energy efficiency investment projects, which contributed to the reduction of greenhouse gas emissions.

This time, the renewal of the partnership focuses on further enhancing BDO’s expertise and understanding of solar power generation and green building projects.

Consequently, this will allow the Bank to give the private sector appropriate financing for sustainable energy investments.

Estimates show that there is a substantial potential market for solar power generation that BDO can tap. Apart from this, BDO also expects investment requirement for environmentfriendly buildings to increase, especially with the passage of the National Green Building Code in June 2015 and its subsequent implementation beginning the first quarter of this year.

“BDO recognizes the importance of partnering with IFC in catalyzing private sector investment in sustainable energy development covering emerging markets. With this partnership, BDO will continue to support and promote green financing that will help reduce the adverse effects of climate change,” said BDO SEVP and head of institutional banking Walter C. Wassmer.

ers, mostly of Pantawid Pamilyang Pilipino Program, Sustainable Livelihood Program, and Kalahi-CIDSS, went to the different schools in their area of responsibilities to help communities clean classrooms and surroundings; repair chairs, ceilings, and tables; paint classrooms, among others.

Along with DSWD workers are Pantawid beneficiaries who actively participates the week long activity of DepEd every year to ensure that all public school facilities are clean, orderly, and safe for the opening of schools in June.
