Ombudsman to probe local officials for illegal dump sites THE Office of the Ombudsman is set to investigate close to 600 local government executives in the 13 administrative regions for violations of Republic Act No. 9003 (Ecological Solid Waste Management Act of 2000). In 50 complaints filed by Romeo Hidalgo of the Ecowaste Coalition, it was reported that “field investigations reveal that the officials committed violations of RA 9003 and its implementing rules and regulations.” According to the complainant, mayors, vicemayors and Sanggunian members have “the mandate to establish policies and having control over the funds of the city” and that “they conspired in committing the violations of R.A. No. 9003

within their jurisdiction.” Under R.A. No. 9003, “no open dump sites shall be established and operated, nor any practice or disposal of solid waste by any person, including LGUs, which constitutes the use of open dumps for solid wastes, be allowed after the effectivity of this Act, every LGU shall convert its open dumps to controlled dumps.” It will be recalled that in 2013, the Environmental Ombudsman program, in collaboration with the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR), launched a threeyear nationwide campaign to increase awareness of, and promote voluntary compliance with R.A. New Industrial estate to rise in Panabo PANABO City -- A Memorandum of Agreement (MOA) was signed during the Ground Breaking and Time capsule Placement Ceremony held at the site of ANFLO Industrial Estate (AIE) located at Barangay San Pedro and Barangay San Vicente situated next to Davao International Container Terminal (DICT).

AIE is a 63-hectare designed to be a self sustaining eco-zone that will accommodate agro-industrial and light manufacturing companies. The estate will offer land and ready built factory buildings/warehouses for sale and lease in various sizes to suit locators’ needs. This is duly licensed by Philippine Economic Zone Authority

(PEZA) and proclaimed as a Special Economic Zone by the office of the President. DAVAO City -- A total of 23 rebels returned to the folds of the law since January 1 this year from various fronts in the regions of Davao and Socksargen. Captain Rhyan Batchar, spokesperson of the 10th Infantry Division attributed the surrender to the open arms policy being offered by the local government units and the soldiers to those thinking of leaving the armed struggle. He said the military has also intensified its security operations in the countryside making the rebels to be always on the run. Soldiers under the 10th ID were involved in a series of encounters with rebel forces last week in the provinces of Compostela Valley and Davao Oriental. Batchar identified the latest to surrender in their

aliases as Pablo 21, Borjack 18, and Boboy, members of the front 71 of the New People’s Army Far South Mindanao Region. They surrendered to the authorities in Jose Abad Santos, Davao Occidental. Major General Rafael Valencia, commander of the 10th ID welcomed the former rebels and assured fair treatment from the government. He also vowed to run after rebels who continue the armed struggle. “We hope that the active rebels will follow their former comrades. During his visit to Cagayan De Oro earlier this month, Defense Secretary Voltaire Gazmin disclosed that the Lumbia airport

Mindanao Business Council chair Vicente Lao said that it is hard to gauge the extent of losses incurred by the power problem on the businesses most especially because power outages are happening island-wide. She said the major concerns of the power transmission at present are the issues on unpaid claimants who own vegetation in areas where towers are built on, and the bombings of the NGCP towers. In 2001, the year when Republic Act 9136 or the Electric Power Industry Reform Act (EPIRA) was passed into law, the grid operation was relegated to the newly created National Transmission Corporation (TransCo). When privatization came in 2007, the TransCo concession was awarded to the NGCP.

Energy Secretary Zenaida Monsada said that there are several reported claimants in Mindanao but they must show documents as proof of their ownership. “Before you claim, you have to have documentation that you own it as proof. There are so many areas of concern but the major one is the Tower 25,” she said, referring to the toppled transmission tower in Lanao del Sur whose owners refused NGCP personnel’s entry to do repairs because of alleged unpaid claims. Monsada added that power generation is not so much of a problem in the grid but what worries them more is the transmission after a series of attacks on the NGCP towers and right-of-way (ROW) that they see this now as national interest. “Mindanao used to be on red alert. After new plants came in, it became normal. We’re seeing problems on the transmission. It’s national interest. Mindanao is a major part of the country that contributes to the growth of the country, so there should be power to fuel the development,” she said. Monsada appealed to the public to cooperate with the government to resolve transmission issues because

For the toppled towers, the NGCP constructed an emergency restoration structure (ERS), a temporary foundation made of steel that is propped up to deliver power from the sources. TransCo president and chiefoperating-officer (CEO) Generoso Senal said there have been 216 pending and resolved cases of ownership claims in court in Mindanao. Around 50 were resolved, he said. TransCo released about P195 million as escrow payments to the claimants and court filing fees, according to Senal.

BUTUAN City -- The Regional Tripartite Wages and Productivity Board (RTWPB) Caraga is set to conduct public consultations on minimum wage adjustment for private sector and domestic workers in the city and Surigao del Norte this month as part of a regionwide series of consultations to discuss increase in wages. PAGADIAN City –- The local chief executive on Sunday expressed gratitude to the Filipino-Chinese Chamber of Commerce (FCCC) for its contribution to the economic boom of the city. Mayor Romeo P. Pulmones in his message on the eve of the Chinese New Year celebration at Plaza Luz said the FCCC has served as a backbone of the city’s economy. It is a glaring fact that Filipino-Chinese businessmen here own large businesses such as: hotels, restaurants, shopping malls, office buildings, and other related establishments. Globe board OKs P22/share cash dividend; allots capex of up to $750M for 2016 Globe Telecom said its board approved the declaration of a first quarter cash dividend of P22 per share for common shares. The dividend will be paid to shareholders on record as of February 22, 2016, with payment date on March 4, 2016. “The dividend payout is in line with the policy of distributing 75%-90% of prior year’s core net income,” said Rizza Maniego-Eala,

THE Department of Trade and Industry (DTI) wants the Philippines to be a global hub for furniture and it intends to make this happen by the year 2030. To meet this target, the agency has been supporting the local furniture industry in stepping up efforts to make their products even more competitive in the international market. To increase its share abroad, the local industry has engaged in various programs that can help further advance the skills involved in creating consistently stylish, up-to-date designs, maintaining quality control in its products, and through innovatively using local, sustainable materials. Chamber of Furniture Industries of the Philippines, Inc. (CFIP), a national group of firms, chapters, and affiliates that work together for the mutual benefit and the sustainable growth of the Philippine furniture industry, said that the main strength of the industry is on design, especially the parts and pieces that uses sustainable materials or indigenous components such as abaca, bamboo, coco coir, buri, and piña fiber. Already, a market abroad exists for Philippine-made furniture and designers like Kenneth Cobonpue have made strides by drawing a prestigious list of international customers. Trade shows regularly held in Manila and Cebu City have attracted a considerable number of foreign buyers who sell the merchandise to prominent customers that include major hotels located in key destinations. DTI data indicated that of the USD 35B value of world production of furniture in 2012, 0.2% was accounted for by the Philippines, which shows there is room for the industry to grow. 2 moderate quakes jolt Surigao Sur TWO moderate earthquakes struck the province of Surigao del Sur on Wednesday, the Philippine Institute of Volcanology and Seismology (Phivolcs) said. The first earthquake, with a magnitude of 3.4 and a depth of 11 kilometers, was recorded 97 kilometers east of Lingig town, at 8:39 a.m. Meanwhile, the second tremor, which has a magnitude of 3.6 was traced 88 kilometers east of the same town at 12:46 p.m. It has a depth of 21 kilometers. THE Philippines cannot completely be considered a latecomer to the renewable energy boom, as it has tapped some resources abundant in the country. According to Department of Energy (DOE) data, the oldest power plants in the Philippines are 83 years old, the Balugbog and Palapaquin hydro-power plants,

two small facilities that are both located in Laguna. Hydropower electric power plants were among the dominant energy producers in the country, with an installed capacity of 3,511.6 megawatts (MWs) even before the enactment of Republic Act 9513 or the Renewable Energy (RE) Law of 2008. Aside from hydropower, geothermal was also around

since 1979, also contributing a huge part of the country’s power supply at 1,847.7 MW. Former state-owned Energy Development Corp. (EDC) was also created in 1976 to develop indigenous energy sources, which harnessed the geothermal resources in Bacon-Manito, Albay; Leyte; Southern Negros and Mindanao. However, more expen-

sive renewable energy technologies such as solar, wind and biomass took a while to be developed in the country due to the lack of revenue potential. 5. Plaintiff Lisa Tabamo-Galendez is the granddaughter of Restituto. She is the daughter of Pablo Tabamo. 6. Lisa married Merly Galendez on September 4, 1982. 7. Sometime in 1982 after their marriage, plaintiff-spouses occupied Lot 598. In the process, they cultivated it, planted it with various trees, and built it a piggery.

8. At present, the lot has 119 lanzones trees, 75 coconut trees, 3 pomelo trees, 1 mango tree, 5 bananas, 2 durian trees, 4 jackfruit, a avocado, 2 santol, 101 cacao, 6 rambutan, 1 marang, 4 mangosteen, 3 bayabas, 7 tugas, 5 gemelena, and 13 mahogany trees. The piggery is still there. And of course, the family house of the plaintiffs. All of these are the results of plaintiffs’ hard work and agricultural dedication. 9. Since 1982 up to today, or for thirty three years (33) long years, the plaintiffs have been in exclusive and open possession of Lot 598, have been paying the real property taxes of the land as evidenced by the official receipts hereto attached as ANNEXES “D” , “E”, and “F”. 10. By and large, the plaintiffs are the public and exclusive possessor of Lot 598 to the exclusion of all others including Remedios de la Riarte who has not once set foot on this lot since time immemorial. 11. On February 1994, a Deed of Voluntary Transfer was executed pursuant to Section 29 and Section 21 of R.A. 6657, the Comprehensive Agrarian Reform Law. 12. That document was signed by Cresenciana Tabamo and Remedios de la Riarte. (See ANNEX “E”) 13. Obviously, Restituto can no longer execute such document because he was already dead. He died on September 8, 1971. 14. Apart from the fact that the conveyance of Lot 598 was invalid, the substantial requirements for the voluntary transfer as required under the pertinent law is patently absent. The Deed expressly states: “That the land subject of this sale shall be personally cultivated by the Farmer, Beneficiary with the help of his immediate farm household.” 15. On 26th May 1994, an Original Certificate of Title No. OCT/ CLOA-743 was issued in the name of Remedios de la Riarte. (See ANNEX “H”). 16. Then on a letter dated June 18, 2015, respondents lawyer Atty. Carlo Borromeo demanded the plaintiff-spouses to vacate. (See ANNEX “I”). This was the time the plaintiffs became aware that Lot 598 is already titled to Remedios de la Riarte. 17. Not one from the de la Riarte family was able to even plant a single tree on this lot. In fact, not one of them has ever been a resident of Mahinog. All of them are born and raised outside of Camiguin Province. Clear as daylight therefore, that the issuance of the title to the property subject of this petition in the name of Remedios de la Riarte has been mistakenly made. 18. Hence, this petition. Pantawid opens opportunities to grantee, now a teacher Camiguin -- A beneficiary of Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) is now a part time teacher of the state-run college in this province. Maria Melina Rodriguez, 30 of Sitio Tapon, Poblacion, Mambajao here handles Science subjects of Camiguin Polytechnic State College. Rodriguez, who has three children, claimed she was unemployed when she and her family where placed under Pantawid Pamilya under Set 7 implementation. Demolished Rodriguez used to live in Sitio Balintawak, Poblacion, Mamabajao town. But, in 2004, her house was one of those demolished that drove them away to Sitio Tapon. At first, she rented a house. Later, she built her own house near to her parents. As a beneficiary, she learned from the Family Development Session the importance of preparing for the brighter future of her children. As it is, Rodriguez claimed she exerted more efforts to find a job.

“I was not really concerned before that, but, because of the FDS, I learned the importance of providing their needs, aside from maintaining good relationship with them,” Rodriguez said. The FDS is a monthly session where the partnerbeneficiaries of the Pantawid Pamilya are required to attend as part of their coresponsibilities. Through the FDS, parent/s or guardians are educated about personality development which includes proper grooming and hygiene; strengthening family relationships; and fostering respect by inculcating one’s rights, roles, and responsibilities within the family and their community. Parents also discuss disaster preparedness, financial literacy, and other topics that may be helpful to the family. More opportunities Rodriguez passed the LET examination in 2008 before she became a beneficiary of the program. Knowing her low self-esteem, Rodriguez decided not to apply at the Department of Education. She focused

on rearing her children after her marriage in 2004. Also, she was closely engaged with activities in her community and availed of the programs and services of DSWD and other national government agencies. Rodriguez enrolled and finished Front Office Services NC II and Cookery NC II in 2010 at the TESDA-

accredited technical institution, Camiguin School of Arts and Trade in 2010. The free vocational course, she said, had been instrumental in developing her self-confidence. Through the Sustainbale Livelihood Program, she claimed she was able to hone her skills. “SLP and Pantawid were

a blessing to me. Imagine, I had nothing at first. Now, I survived my family alone because of these programs,” said Rodriguez, who was surviving her children alone until recently when she found her new partner. “More than the financial help, the program has improved my knowledge and capacitated me to fully de-

velop my potentials through the trainings I attended,” she added. Health benefits Rodriguez recalled that bringing her children to the hospital for medication had been a nightmare to her because of the hospital bill and cost of medicines. Now, she is not afraid of bringing her children to the hospital because it’s free. “I feel we are loved by the government because of the zero billing policy,” she said in vernacular. Rodriguez hoped that beneficiaries like her will religiously follow their co-responsibilities of the program. Pantawid Pamilya is a human development program that invests in the health and education of poor households’ primary of children aged 0-18. It utilizes the conditional cash transfer scheme where the partner-beneficiaries receive their grants provided that they fulfill their coresponsibilities, including sending their children to school, availing of health services, and attending the monthly FDS.

Under the roadmap, the plan is for the country’s furniture exports to rise by seven percent per market and to climb further by 10% in 2017. Furniture and fixture exports have steadily increased in the last six years. Figures from the Philippine Statistics Authority showed that from USD 165.14M worth of exports in 2011, the exports grew to USD 179.71M in 2012, USD 251.05M in 2013, USD 362.73M in 2014, and USD 297.99M as of November 2015. The local furniture industry is working closely with its stakeholders to further boost the numbers, particularly the export receipts. (PEMC) bared as of October 2015 the Wholesale Electricity Spot Market (WESM) had an additional supply of 682.91 MW from RE production, which was added only after the RE law was implemented. The highest capacity came from the emerging technologies, with wind a total of 426.90 MW, biomass with 130.81 MW, solar with 110.90 MW and run-of-river hydro with 14.3 MW. Other RE capacities that are classified for own use were not included in the figure. Solar capacity is still expected to increase in the coming months, as data from the DOE noted firms are building 501.25 MW from 18 projects, which will compete for the remaining 368 MW capacity that ends on March 15. The clamor for wind projects has slowed down, as the department revealed only PetroWind Energy Corp. is pursuing a project, with the remaining FiT allocation only amounts to 7 MW. Biomass developers, on the other hand, are building a capacity of 113.75 MW for the remaining 130.81 MW allocation. The DOE set a 250-MW installation target for biomass. Energy Secretary Zenaida Monsada said the department wants to sustain the growth by offering bids for RE capacities in each region, to limit the number of firms building projects in a certain viable area. “We are planning it, to avoid replicating the Negros case,” she said. The secretary noted the areas to be offered will be picked from resource mapping and be offered through the competitive selection process (CSP), where firms will submit proposals for their FiT rate and vie for the allocation. However, plans will be plans and the winner of the elections might change their proposed policy. Further growth for emerging RE technology, however, is still uncertain as the approach for the next round of the FiT remains unknown since the upcoming elections is set to install a new government.
