CAGAYAN de Oro City-International communities have sent a message of appreciation to education officials in Northern Mindanao for the implementation of the “K to 12” program in the region. Dr. Allan Farnazo, DepEd Regional Director, issued the statement Wednesday amid criticism by various sectors about the government’s K to 12 program allegedly being an added burden to the poor. Farnazo said that students and teachers from Australia, South Korea,

Fresh fighting erupts anew in Mis. Oriental By CRIS DIAZ Executive Editor
MISAMIS Oriental -- Fresh fighting between the government troopers and the communist New People’s Army (NPA) erupted Thursday morning in the mountain village of Talisayan, east of Misamis Oriental. A radio report monitored from here said that the firefight is still on-going Thursday morning in the hinterlands of Macopa, a mountain village of Talisayan, a coastal town 98 kilometers northeast of Cagayan De Oro City.
There was still no report of casualties in the Talisayan encounter, but the army’s 58 th Infantry Battalion confirmed that the government troopers who were on patrol encountered a group of about 10 armed men in the area Thursday morning. Lt. Janielle Diaz, the spokesperson of the 58IB, said that the security and clearing operations are still ongoing in Talisayan. The skirmishes occurred as a group of evacuees from the war torn villages of Kamansi and Banglay in the town of Lagonglong,

Duterte to take oath in Rizal Hall No lunch but pritong saging will be served By Carolyn O. Arguillas of MindaNews
DAVAO City--It will be a different kind of inauguration on Thursday noon, June 30, 2016, when Rodrigo Roa Duterte, the first Mindanawon to lead the country, takes his oath as the 16th President of the Philippines. There will be no inaugural luncheon after Duterte takes his oath at the Rizal Ceremonial Hall in Malacañan Palace, Christopher Lawrence “Bong” Go, Duterte’s executive assistant and incoming head of the Presidential Management Staff told MindaNews in a text message. But there will be a “simple diplomatic reception” after the mass oath-taking of Duterte’s Cabinet and only “light finger food” such as pritong saging (fried bananas), biko and bibingka (rice cakes), will be served, Go said. Instead of wine, guests will be served tablea (hot chocolate) from the worldfamous single-origin Malagos Chocolate in Davao City. Go also said there will be a tour of the Presidential Museum and Library after the program and the President will not fly back to Davao City that evening but stay in Bahay Pangarap, presently the official residence of outgoing President Benigno Simeon Aquino III. Inaugurations mark the transfer of power from the incumbent President to the President-elect and are usually marked with pomp and pageantry. But Duterte is doing away with that by insisting on holding a simple inauguration within Malacañan, the official residence and principal workplace of the President of the Philippines. In his campaign sorties, Duterte repeatedly said he would not have his inauguration at the Quirino Grandstand in Luneta, venue of the oath-taking of seven Philippine Presidents including outgoing President Benigno Simeon Aquino III. Quirino Grandstand was where Duterte held his miting de avance on May 7, 2016, two days before the
nation gave him a 6.5 million lead over administration bet Mar Roxas. Duterte’s miting de avance attracted the most number of supporters – by the hundreds of thousands — among the five Presidential candidates. In the hinterlands of Tulunan, North Cotabato where he fetched an Army soldier held captive by the New People’s Army (NPA) on April 27, Duterte announced to a crowd of civilians and NPA combatants that if he wins the Presidency, the Filipino people should not expect him to have an oath-taking at the Luneta because he does not want to cause traffic and disrupt the lives of the citizens and because the traditional oath-taking would require him to feed the rich who do not need to be fed, anyway. If he will have to spend, he said, he would rather that the money intended for the inauguration be used to feed the poor. Tradition Duterte, however, will not be the first President to break from tradition. A review of past inaugurations show that the Presidentelect can decide how his/ her inauguration would be. His predecessor, Aquino, followed the tradition set by those who preceded him but also built on the rites that marked his first day in office. “Actually, a Presidentelect can theoretically do what he pleases because the Constitution only specifies taking oath at twelve noon and the text of the oath but nothing on where or how. The only limits might be public expectations and of course the weight of tradition, Undersecretary Manuel L. Quezon III, officer in charge of the Presidential Communications Development and Strategic Planning Office (PCDSPO) said in reply to a query from MindaNews. “Even in protocol we forget that as head of state, a President can redefine protocol: the only limit being whether such changes will alienate others,” said Quezon, a historian who, under the Aquino administration, made available online the Official Gazette and the

According to “The Protocol, Ceremony, History, and Symbolism of the Presidential Inauguration” posted on the Presidential Museum and Library page of Malacanang.gov.ph, tradition dictates that the Presidentelect fetches the President from Malacañan Palace “which would, that day’s end, be his official residence and office.” When the President-elect arrives at Malacan Palace, he pays a courtesy call on the outgoing President and together they travel to the venue of the oath-taking. According to “The Protocol…,” this tradition of the President-elect fetching the outgoing President “dates back to the inauguration of President Manuel Roxas—the first transfer of power from an incumbent (President Osmeña) to a president-elect (Roxas), who was his rival for the presidency.” Roxas took his oath on May 28, 1946. While still President-
elect on June 30, 2010, Aquino left his residence at Times Street in Quezon City at nine in the morning, fetched President Gloria Macapagal-Arroyo from Malacañan Palace and together they traveled to the Quirino grandstand for the inauguration. Upon arrival at the grandstand, Arroyo was given her final military honors and departed for home. When Arroyo left, the President-elect Aquino and Vice-President elect Jejomar Binay were escorted to the ceremonial platform by the Inaugural Committee headed by the Executive Secretary. After the national anthem, ecumenical invocation and inaugural song, outgoing Senate President Juan Ponce Enrile read the Proclamation by Congress announcing the results of the elections, to reiterate the mandate of the Filipino people. Separate inaugurations By tradition, the Vice President-elect is sworn in first to secure the constitutional succession. The President-elect then takes his oath, followed by a 21gun salute, four ruffles (drumrolls) and flourishes (trumpet blasts), and the playing of “Mabuhay,” the presidential anthem composed by Tirso Cruz Sr. and used since the Quezon administration. The Duterte Camp has just informed the camp of Vice President-elect Leni Robredo that he wants a separate inauguration on June 30. In a statement on June 15, Boyet Dy, chief of staff of Robredo’s transition team,
said they were informed by the Duterte team “about their preference to hold the inauguration separately.” Dy acknowleged they had been preparing for a joint inauguration but “we respect their decision and will begin our own preparations for a simple and modest ceremony.” Robredo was the running mate of the Liberal Party’s Mar Roxas while Duterte was standard bearer of the Partido ng Demokratikong Pilipino (PDP-Laban). Duterte has not named Robredo to any Cabinet post. The Constitution does not mandate the President to appoint the Vice President to a Cabinet post, but he “may.” By tradition, the President-elect and Vice President-elect take their oath in the same venue. Undersecretary Quezon said there was one instance when the President-elect had his inauguration without the Vice President – in 1986 – when Ferdinand Marcos, Sr. had his inauguration in Malacanan Palace without Arturo Tolentino, his Vice President. Emilio Aguinaldo and Jose P. Laurel had no Vice President, hence Robredo is 14th Vice President while Duterte is 16th, Quezon said. By tradition also, from the inaugural venue the President pro ceeds to Malacañan Palace for the inaugural luncheon, oathtaking of Cabinet and first Cabinet meeting, diplomatic reception. The Rizal Ceremonial Hall where Duterte will be sworn in as President, is the largest room in the Mala-
canan Palace and is used for large dinners and large assemblies. The first President to take his oath there was Ferdinand Marcos, on February 25, 1986 although he delivered his inaugural address in Maharlika Hall (now Kalayaan Hall). On the same day, Corazon Aquino and Salvador Laurel took their oath as President and Vice President. By evening, the Marcoses were fetched by helicopter of the Untied States and flown to the Clark Air Base in Pampanga en route to Hawaii. “Comfort zone” Duterte, a resident of Davao City in Mindanao where he served as mayor for 22 years, has to fly to Manila for the inauguration. Earlier he told reporters he would fly back to Davao City which he described as his “comfort zone.” But Go told MindaNews on Wednesday morning (June 15) that Duterte will not fly back to Davao after the oath-taking. “Stay na Manila” (he will stay in Manila), he replied. Asked where in Malacanang Duterte would stay, Go said, “Pangarap.” Bahay Pangarap is the official residence of the outgoing President. Aquino chose Bahay Pangarap because he found Malacanan Palace and the Arlegui Mansion where her mother stayed, too big for him. Like Aquino, Duterte’s civil status is “single,” having separated from his wife in 2001. He lives with his partner and 12-year old daughter in a modest subdivision in Davao City. start this week. City Councilor Edna Dahino, thanked the city’s Office of Building Official (OBO) for conducting the inspections of the structures of all dormitories in the city.
She said that the OBO officials have conducted the inspections before the opening of the classes this school year. D a h i n o , h o w e v e r, pushes for another round of inspection as the classes
officially started this week to ensure that the occupants of the dormitories (mostly students) are safe. She said that all dormitories must have functional fire exits, sufficient water supply, and proper
installation of electrical wirings. Dahino also called on dormitory owners to monitor the occupants and students as to the number of electronic gadgets to avoid possible overload-
ing of the power supply. Dahino , chair of the city council commerce and trade, also sought the help of the village officials to assist in the monitoring of dormitories in their locality.
THE habit of drinking hot beverages might be linked to oesophageal cancer, according to a report issued by the World Health Organization (WHO) on Wednesday. “Drinking hot coffee could be dangerous to your health, but apparently it’s not the coffee, it’s the hot,” UN spokesman Stephane Dujarric told reporters here. “The report issued by an international group of 23 scientists convened by the WHO found no conclusive evidence for a carcinogenic
effect of drinking coffee, or mate,” Dujarric said at a daily news briefing here. “But the experts did find that drinking ver y hot beverages can cause cancer of the oesophagus.” It is the temperature, rather than the drinks themselves, that appears to be responsible, according to the report. The report said a high rate of oesophageal cancers occur in parts of Asia, South America, and East Africa, where regularly drinking very hot beverages is common.
The report was based on limited evidence from epidemiological studies that showed positive associations between cancer of the oesophagus and drinking very hot beverages, WHO said in a press release. Studies in places such as China, Iran, Turkey and South America, where tea or mate is traditionally drunk very hot (at about 70 degrees Celsius), found that the risk of oesophageal cancer increased with the temperature at which the beverage was drunk, it said. “In experiments
involving animals, there was also limited evidence for the carcinogenicity of very hot water.” “Smoking and alcohol drinking are major causes of oesophageal cancer, particularly in many highincome countries,” said Dr Christopher Wild, director of the International Agency for Research on Cancer (IARC). “However, the majority of oesophageal cancers occur in parts of Asia, South America, and East Africa, where regularly drinking very hot beverages is com-
mon and where the reasons for the high incidence of this cancer are not as well understood,” he said. Oesophageal cancer is the eighth most common cause of cancer worldwide and one of the main causes of cancer death, with approximately 400,000 deaths recorded in 2012, which accounts for 5 percent of all cancer deaths. “The proportion of oesophageal cancer cases that may be linked to drinking very hot beverages is not known,” said the press release.

Acenas enacted Ordinance No. 13081-2016, approving the 2016 annual budgets of the General Fund with an estimated income of P2,247,054,056 and of the Special Account: Economic Enterprises with estimated incomes of P63,400,705 for the City Economic Enterprises and P13,512,112 for the East-Westbound Terminals and Public Market, and P136,033,127 for the J.R. Borja General Hospital, to finance various estimated expenditures of the same amounts, respectively for calendar year 2016. Councilor Alden Bacal, vice chair of the committee on finance and ways and means, said this year’s P2.460 billion budget is 18-percent higher than last year’s budget of P2.08 billion. He said the increase was distributed to different departments based on documents submitted. During budget deliberations, Councilor Bacal said the executive department submitted a budget of P4.8 billion for 2016. However, in 2014, the actual income of the city was only P2.2 billion, he cited. According to the council-

In the 1880s, the United States’ western and southwestern territories had become known as the “Wild, Wild West,” where gunslingers ruled and bounty killers abounded. One of the most popular movies that memorialized the bloody history of the “West” was the 1957 movie, “Gunfight at the O.K. Corral.” It was so popular that several remakes were made years later, including two versions that were released almost simultaneously: “Tombstone” and “Wyatt Earp,” where the good guys – led by Wyatt Earp — fought the bad guys known as the “Cowboys.” What’s interesting is that Wyatt Earp, his brothers, and a reputed gunslinger named John Henry “Doc” Holliday – a dentist who preferred pumping slugs than pulling teeth — went after the “Cowboys” wearing U.S. Marshall badges, which gave them implied authority to kill the bad guys. They’re sort of an earlier American version of the modern-day British screen licensed-tokill agent, “007.” Fast forward to May 9, 2016. Davao City Mayor Rodrigo “Digong” Duterte won the presidency by a landslide. He ran on a promise to rid the country of criminals and drug dealers within six months. Celebrating Charter Day Commemorating the day Cagayan de Oro became a city is remembering Vice President Maning Pelaez, then Mayor Suniel, Mayor Tenying Borja and others. They were some of the leaders in the frontline. Looking back at the past, Cagayan, Misamis Oriental was a small town bounded by Pabayo Street, Dolores Street, Burgos Street and Licoan. There was no Corrales Avenue then except the compound of Ateneo de Cagayan now Xavier University. Across the DBP building where a monument stands used to be a Bowling Alley owned by the Firmacion family. Students of the Ateneo had to pass by Filipinas Street (now Hayes Street) to Pabayo or South Divisoria. J R. Borja street today used to be Calle Luzon. Population should be a few thousands original Kagay-anons. The amphitheater now used to be the site of the public market until it was relocated by Mayor Borja to Cogon. Pigs and other animals were slaughtered behind the Amphitheater by the river bank. Cogon was a forest then and residents were protesting for being far from the poblacion. Among the bigger stores in and around Divisoria were the Wadhus Store, Society Bazaar, Sabanal store, Dadlani, Oriental Lumber, Pura’s Pharmacy, Cagayan Grocery, Ah Fat Bakery, Cagayan Construction. Along Real Street were Hongking Restaurant, Cagyan Ice Plant, several Chinese stores. Along Del Mar Street were Philippine Lumber and Hardware, Law Office of Atty. Ramon Adecer, City Restaurant, Yee Restaurant and some Chinese stores. The area where the Archbishop palace now stands was the site of the old city jail and fire department until it was transferred to Lumbia. Carmen looked far and was reachable only by taking a ferry boat across the Cagayan river near city hall. Lapasan was a very far barrio too. The area where Gaisano and Ororama
now was swampy with tall grasses. There were only two movie houses, namely: Oro Theater located across the Central school and the Crown Theater across the city hall. Only one public market at the Amphitheater. There were three bus firms, the Mindanao Bus Company, the International Bus Line and Bukidnon Bus plying between Cagayan and Gingoog, and Cagayan and Kibawi. Much later came the Republic Bus covering the same route. CagayanGingoog travel was about eight to nine hours considering the bad highway plus a ferry boat at Tagoloan town. The “kotcheros” were the kings of the road with their horse-drawn tartanillas. Cagayan was then a quiet town and only the sounds of tartanillas could be heard at night. There was only one shipping line that connect Manila to Cebu and Cagayan, the Compania Maritima. There were no jeepneys. People going to Lapasan, Gusa and elsewhere had to take the bus. The true and real landmarks of the city is the Xavier University/Ateneo de Cagayan and the old Saint Augustine Cathedral, Cagayan river was then clean and crystal clear where people swim. Science Investigatory Projects (SIPs) are annual undertakings for both science teachers and students which need an application of certain scientific principles and ideas. One of its aims is to develop one’s capacity in order to actively and effectively participate in the solution of problems being faced by the community through the application of rational and creative thinking process in search for the solution of the problem. The advent of new and up-to-date curriculum has brought into focus the need to match the new science programs with the updated conduct of science related researches. In this connection, the Division of Bukidnon, through the effort of Dr. Ellen A. Azuelo, Education Program Supervisor (EPS) in Science conducted a 2-Day SeminarWorkshop on the New Trends in the Conduct of Science Investigatory Project on May 30-31, 2016 held at Taipan Hotel, Valencia City, Bukidnon. The Seminar-Workshop aimed to enhance participants’ basic research writing skills needed in conducting Science Investigatory Projects (SIPs). The seminar workshop was made possible with the expertise of the resource speaker Ms Charity I. Mulig-Cruz, a faculty of MSU-IIT, Laboratory High School who is also researcher. The 2- day SeminarWorkshop started with an overview of what is a Scientific Investigatory Project (SIP), its classification, aims, its practical use and what does teaching SIP require from teachers. The discussion focused on how the science teachers will teach the proper conduct the Science Investigator y Project in their respective schools. The resource speaker discussed about the parts of the scientific research paper. She tackled each part thoroughly by giving examples based on her experiences as a research adviser for several years. Each topic had been followed with workshops, on critiquing sample SIP’s. On the second day, the resource speaker discussed about making conclusions and recommendations. She gave tips on how and what to write on the mentioned parts. She also taught the participants a little bit about what statistical tool those are commonly used in conducting SIP’s and challenged them to create a research proposal as a final output. The seminar- workshop culminated with happy faces among the participants. Surigao Norte guv supports Duterte’s view on mining SURIGAO CITY, Surigao del Norte -- Governor Sol F. Matugas recently clarified that she supports the stand of President-elect Rodrigo Duterte against irresponsible mining. Gov. Matugas also said that she is strictly enforcing applicable rules and pertinent regulations to make sure that mining companies comply with official policies. It can be recalled that on June 4, President-elect Duterte told the big mining companies, particularly in Surigao del Norte, to stop destroying the environment. “I am for responsible
mining. I believe in caring for the environment. That is why at the end of this month we are opening a coastal resource center in Hayangabon, Claver,” said Governor Matugas. She added that even big mining companies at present are required to observe with the terms and conditions of their existence, to make sure that they do the best practices in terms of making sure that reforestation and tree-planting activities are completed. A growing number of countries (Canada, Finland, Germany and Lithuania) already require computer science education for all high school students. That is integrated in our Senior High too. In many cases however, lessons are too narrowly focused on programming and therefore do not give an appropriately broad view of the discipline. Thus, Senior High school administrators in the Philippines must start coordinating with industry representatives to meet expectations on both sides. DSWD-Caraga turns over P20M-worth infrastructure projects in Butuan City Butuan City- The Department of Social Welfare and Development (DSWD)Caraga turned over on June 8, 2016 the four (4) BottomUp Budgeting (BUB)-funded infrastructure projects, amounting to P20M, in the city. In the 2016 budget, COCPO’s allocation is P41 million, which is P12 million higher than its P28.3 million budget in 2015. However, benevolence over time can turn into abuse of power, which was the pitfall of a lot of leaders who had succumbed to the same vice – corruption — that they vowed to eradicate. As Lord Acton said more than century ago: “Power tends to corrupt, and absolute power corrupts absolutely.” It was true then, it is still true today. P50-million bounty Faced with such a dilemma – damn if he does and damn if he doesn’t – Duterte may have to bite the bullet and do the best he could to fight corruption, regardless of who gets hurt, friend or foe alike. The irony of this is that it is harder to punish a friend than an enemy. You can always make new enemies anytime. But building friendships takes a lifetime, which makes one wonder: How many friends would Digong still has left at the end of his presidency? And how many enemies would he have hung by then? Wouldn’t that be the true measure of his promise to kill the drug lords and hang the plunderers? But the drug lords are taking Digong’s threat seriously. Bato dela Rosa disclosed the other day during a TV interview with Karen Davila that he received information from the grapevine that the drug lords have put a P50-million bounty on the heads of Digong and himself. He said that the initial bounty they offered was only P10 million for each and there were no takers, which makes one wonder: How high would the bidding go? But right now, bounty killers have already eliminated some drug dealers. And the six-month deadline Digong gave Bato to finish the work has yet to begin.
