families Armed men burn coop in 348 homeless in Surigao del Sur hinterlands Opol fire BUTUAN City--Armed suspects raided a cooperative, burned it, stabbed a victim and shot two others dead before fleeing the area Tuesday morning at an interior barangay of a coastal town in Surigao del Sur, police reports said.

Reports from Surigao del Sur Police reaching the regional headquarters here on Tuesday said that at 5:30 a.m., an undetermined number of heavily armed group raided and set on fire the Alternative Learning Center for Agricultural and

Livelihood Development (ALCADev) Cooperative located at Km. 16, Diatagon, Lianga in Surigao del Sur. The incident was reported by village councilman Mecias Avila to Lianga Municipal Police Station.

Avila said that the suspects stabbed the school director identified as Emerito “Emok” Samarka and shot two civilians identified as Dionel “Onel” Campos and a certain Onellio Senso. The three victims were all dead before the armed suspects fled the area.

According to the initial police investigation, the damage in the incident was about PHP.5 million as the cooperative’s building was totally burned including some goods and sacks of rice.

Surigao del Sur Police had already dispatched a special operations team who coordinated with another team from the Philippine Army to proceed to hunt the perpetrators of the incident.

DAVAO City -- Exhibitors of Davao Agri Trade Expo (DATE) earned a total of P613.170 million in sales from 2010 to 2014.

Records from the Davao City Chamber of Commerce and Industry (DCCCII) revealed that the highest revenue was in 2012 at P233.439 million in sales from livestock, poultry, and agricultural produce.

It was also in 2012 the group first held the event, touted as the biggest agribusiness expo in Mindanao, at the 7,835-square meter and 5,000-seater SMX Convention Center Davao at the SM Lanang Premier.

The chamber is also eyeing to surpass the income generated three years ago, bringing the target to P300 million this year.

The 17th DATE will be held on September 25 to 27, 2015 at the SMX Convention Center with 170 booths displaying various agricultural products and technology from Davao Region.

Organizers are coming up with same topic as 2012 in preparation for the Asean Economic Community (AEC), which will take effect by end of this year.

CAGAYAN de Oro City -- The Bureau of Customs here is willing to donate a 40-footer van filled with “used clothing” to the fire victims of Opol in Misamis Oriental, a customs official said Wednesday.

from the municipal town of Opol before the bureau could possible release the seized “used clothing.”

He said the resolution should be addressed to the Commissioner of the Bureau of Customs in Manila.

The Bureau of Customs here seized an illegal shipment of 21 units of

40-footer container vans filled with “used clothing” valued at Php 52 million in July this year.

CAGAYAN de Oro City -- Provincial Governor Yevgeny Vincente Emano of Misamis Oriental has mobilized key officials in the province to ensure that the delivery of the assistance to about 360 fire victims in Opol continues 24/7.

A fire of unknown origin gobbled up a fishing village of 153 houses in Luyong Bonbon, Opol, Misamis Oriental Tuesday evening leaving about 360 individuals homeless.

Gov. Yevgeny Vincente Emano said Wednesday that the heads of the Provincial Social Welfare Development (PSWD), the Provincial Disaster Risk Reduction Management Council, and the Provincial Health Office (PHO) have a marching order to provide relief and assistance to the fire victims starting Tuesday night.

He said that the initial relief consists of used clothing, food packs, kitchen Congressman Rufus B. We already took a glimpse of the possible scenario, the players and the political line up in Cagayan De Oro City.

While our opinions were presumptive, we have the gut feelings that some of those ideas might turn out to be true. Now, it is time to move to the province of Misamis Oriental.

Anyway, we wrote about the seemingly unfortunate destiny of the administration’s Liberal Party in the 2016 presidential and local elections. The indictment of President Benigno S. Aquino III and Budget Secretary Florencio “Butch” Abad with the graft court involving the illegal disbursement of the Priority Development Assistance Fund (PDAF) and the Disbursement Acceleration Program (DAP) only predestined the sad future of the administration political party. Anyway, the presumption of a national political debacle involving the administration candidates would certainly trickle down to the local candidates who align with the LP political party. We call it the “Domino effect.”

Thus, the people should not be cynical about the graft case against Aquino and his “bagman” at this time.

Let us focus on the candidates – both in the national and local arena – in order to discern on electing the right candidates.

How does the graft case against Aquino-Abad affected the local political atmosphere? For ordinary voters, the case has no bearings at all. However, for the students of politics, the graft cases against Aquino and Abad, have a debilitating effect in the local political arena. Matter of fact, the local LP candidates are relatively silent this day. Perhaps, no candidate would want to be identified with the LP and the Aquino administration anymore.

In the 2013 presidential and local elections, almost every would-be-candidate wants to align and be identified with the Aquino-lead LP. This time, however, nobody is telling everybody that they would want to be with the LP political party.

Well, after six years, the people gained nothing of the incumbent administration, but a file of graft and corruption cases that seemed to be kept under wrapped.

The issue of graft and corruption is not only prevalent in the national level. The issue of graft and corruption among elected public officials who align with the incumbent administration appeared to be worse and brazen than ever. The message one gets from this is that, the INC evidently felt thoroughly grieved by De Lima, and it is not really difficult to discern that this grief must have been caused by a clear perception that De Lima was not simply doing her job in the case against the INC leaders, but was doing them in, as it were, in maneuvering against them.

People can say the INC was unlawfully trying to exert pressure to compel De Lima to back down in the serious illegal detention case against its leaders. 5 lumad leaders, farmers killed by ‘tribal gunmen’

SAN Francisco, Agusan del Sur––Three leaders of a lumad school and a farmers’ group in a far-flung indigenous community in Surigao del Sur were killed, reportedly perpetrated by paramilitary tribal warriors a few days after two other farmers were killed in neighboring hinterland

village.

The hostilities in the two villages located in the abandoned logging concession areas decades back triggered mass evacuation of close to 500 lumad residents as reports said the gunmen said to anti-communist “Bagani” warriors went on a rampage to get back to villagers they suspected of supporting the New Peoples Army rebels.

ADAPTIVE learning is an educational method which uses computers as interactive teaching devices and to orchestrate the allocation of human and mediated resources according to the unique needs of each learner. Computers adapt the presentation of educational materials according to students’ learning needs as indicated by their responses to questions, tasks and experiences. The technology encompasses aspects derived from various fields of study including computer science, education, psychology and brain science.

Adaptive learning has been partially driven by a realization that tailored learning cannot be achieved on a large scale using traditional, non-adaptive approaches.

Adaptive learning systems endeavor to transform the learner from passive receptor of information to collaborator in the educational process. Adaptive learning systems’ primary application is in education. They have been designed as desktop computer applications, web applications and now being introduced into overall curricula.

New caravan eyes youth as climate heroes

A CLIMATE advocate is urging the country’s youth to increasingly join the fight against climate change, optimistic this sector can help promote discussions and community action on the problem and raise clamor for a new climate agreement in Paris this December.

“We want our youth to be climate heroes,” the Climate Reality Project (CRP) Philippine manager Rodne Galicha said Tuesday (September 1) on the side of the Nationwide Climate Caravan’s launch in Metro Manila.

Dubbed ‘Bakit, Bakit Hindi?: The Filipino Youth on the Road to Paris,’ the caravan targets promoting

social media as medium for helping people 35 years old and younger help promote action on climate change, including sealing of the target Paris agreement on lowering climate change-driving greenhouse gas emissions from human activities.

Galicha sees potential in the youth as mover of the campaign against climate change.

Aside from comprising a significant part of the Philippine population, he said the country’s youth are energetic and capable of reaching out and spreading the climate advocacy to thousands through social media.

He also said the youth will bear the brunt of climate change unless this problem is addressed accordingly.

Throughout the Nationwide Climate Caravan, the youth will have the opportunity to ask authorities questions on climate change and action for addressing this problem.

Videos covering such questions will be uploaded in social media sites to stimulate discussions on such matters.

The caravan is the local counterpart of the Road to Paris Campaign.

Such campaign is a global initiative CRP mounted earlier to help further raise international clamor for a new climate agreement.

Pague assured the mayor that the agency will donate one container van of used clothings it consfiscated in favor of the government.

Alvin Enciso, BOC-10 intelligence officer II, said the agency can donate any confiscated item to any government agencies as long as the requirements are met.

Nash Guro, BOC-10 assessment division chief, said the BOC has already donated assorted goods to Yolanda victims.

In the case of Opol, Pague said the BOC requires the Sangguniang Bayan to pass a resolution requesting for the donation of at least one container van of assorted used clothings.

Fire investigators are still determining the cause of the fire and have placed an estimated damaged of about Php 1 million. No one was reported injured in the fire.

North Cotabato wants cloud seeding done ahead of El Niño

KIDAPAWAN City--The North Cotabato provincial government has recommended the conduct of cloud seeding operations ahead of the El Nino phenomenon or dry spell which is expected to start this month.

The measure aims to cushion the impact of the dry spell and maintain agriculture productivity of local corn and palay farmers, Gov. Emmylou Mendoza said in her speech during Tuesday’s culminating program of the province’s 101st foundation anniversary highlighted by Kalivungan Festival.

Mendoza said she will meet with agriculture and disaster management officials of the province to tackle preparations for the coming drought which experts say could be worse than the 1997-1998 El Nino.

She said the water levels

in creeks and rivers have decreased that’s why she wanted cloud seeding to start this month.

The provincial government has already started food security projects early this year in Makilala, Arakan and Aleosan towns.

The projects have a budget of P62 million and include the construction of farm-to-market roads, multi-purpose solar drying facilities and feed mills.

In 2014, North Cotabato was adjudged the top producer of rice in Region 12 with a production of 518,000 metric tons and second top corn producer with an output of 592,171 MT. Family of OFW on death row going to Dubai GENERAL Santos City-The family of an Overseas Filipino Worker (OFW) from this city who is facing death penalty in the United Arab Emirates (UAE) after being convicted last May of killing her employer will finally meet with her in the next few days.

Rahima Dalquez, mother of convicted OFW Jennifer, said Tuesday they are set to leave for the UAE anytime this week to visit her daughter at the Al Ain jail and help in the ongoing appeals for her case.

Rahima will be joined by her husband Abdulhamid and another family member in the trip, which is being facilitated by the Department of Foreign Affairs (DFA).

“We’re happy that Allah is giving us this chance to see her and we’re very thankful to the government for making this happen,” she said in the vernacular in an interview over TV Patrol Socsksargen.

Jennifer Dalquez, 28, who hails from Barangay Labangal here, was sentenced to death by a court in Al Ain, UAE last May 20 for stabbing her employer to death on Dec. 7, 2014.

During trial, she said the act was in self-defense after her Emirati employer had tried to rape her.

consular office here, said the agency had assigned a lawyer to handle Dalquez’ case, especially her appeal.

The Department of Social Welfare and Development and the Overseas Workers Welfare Administration had provided assistance to Dalquez’ family, especially her two children.

Jennifer’s father Abdulhamid believes her daughter’s conviction would be overturned as she only acted in self-defense.

“She’s innocent so we’re very hopeful with her appeal,” he said.

Rahima, on the other hand, advised relatives of other OFWs who are facing various sentences overseas “not to lose hope.”

On a recent post coming from the said mall, more than 200,000 people gathered the fireworks display, witnessing the literal explosive atmosphere of dancing lights blending it with chosen music and created an amusement of the cheering crowds.

A total of 7 contenders of different groups joined the Pyro Festival competition showcasing and competing their best compositions of light display and music. Moreover, the event started at 7pm as pre-program and officially blasted around 9pm complying with the airspace clearance given by the CAAP. The team from Cagayan de Oro (the 7th fireworks display contestant) bagged the First Place followed by the team from Manila (5th fireworks display contestant)

and the team from Iligan City (1st fireworks display contestant).

The Pyro Festival event has been a favorite of Kagay-anons and tourists and became part of the Festival’s tradition.

On the other part of the City, last August 27, 2015 (Thursday), the Centrio Mall Ayala in partnership with the City of Cagayan de Oro joined the fireworks tradition promoting and celebrating the Higalaay Festival through pyro presentations held at Duaw Park, Carmen, Cagayan de Oro. The event presented by the said mall amazed everyone with a thrilling and visual representation and experience of the celebration of light.

Both malls presented a one of a kind experience to the whole spectators.

It created an enormous impact of entertainment to the whole crowd of family, buddies, friends, and the likes, given us a feeling of thrill and excitement.

Both Pyro Festivals painted an aweinspiring creation of wonder to the entire community and generated a truly unique Festival celebrating the Feast of St Augustine of Hippo. The number of the crowd joining the fireworks display with enormous excitement and high energy noise proves the event is a real success.
