Paying OJTs possible, says DOLE exec
DAVAO City--The proposal of incoming Education Secretary Leonor Briones to pay on-the-job (OJOT) students for their service would be possible but guidelines should be put in place to prevent possible abuses on the part of the academe and companies, a labor official in Davao Region said Tuesday. Department of Labor and Employment (DOLE) 11 director Joffrey M. Suyao told MindaNews that they welcome any proposal that will further improve the internship program of the students while noting that there are government agencies like the labor office and other private companies who pay the OJTs for their service. “All of these things are welcome. You have to review because this is for the improvement of the program and for the betterment of the students. Should paying OJTs become a policy, then that would be good because it will help our students also in the process. They will be earning while they are still studying,” he said. CAGAYAN de Oro City-Only 160 out of 1,700 municipalities and cities nationwide have complied with an important provision of the 2009 Climate Change Act – formulating their own climate change mitigation action plan. The catch – unlike the Solid Waste Management Act, there are no penalties for non-compliant local government units (LGUs). Thus, it is the duty for Climate Change Commission Secretary Emmanuel L. de Guzman to convince hardheaded mayors to come up with their respective plans.
By the start of 2016, de Guzman and the meager staff of the Climate Change Commission began touring nationwide, tapping the academe and experts from non-government organizations (NGOs) to train noncompliant LGUs. In his visits here in Mindanao, Mr. de Guzman discovered that many small LGUs are hesitant to come up their own climate change mitigation action plans because they don’t have expertise in certain fields such as formulating a cost-benefit analysis for instance. Oro port is busiest outside Metro Manila
CAGAYAN de Oro City--The port of Cagayan de Oro is now the third busiest port in the country and the busiest outside Metro Manila. Data released recently by the Philippine Ports Authority (PPA) central office showed that the Port of Cagayan de Oro handled 1,398,968 metric tons from January to March this year, third only to Manila North Harbor and the Manila International Container Terminal. THE Commission on Higher Education (CHED) will continue rolling out its Higher Education Reform Agenda (HERA) under the incoming administration of President-elect Rodrigo Duterte. “We will continue on the main things that we have been doing,” said CHED chairperson Patricia Licuanan, who will be heading the agency until 2018. Licuanan highlighted the mile-
stones of the HERA over the past six years which were focused on access, quality, excellence, and efficiency. Access to higher education has expanded through the strengthening of Student Financial Assistance Programs for lower income and disadvantaged groups, she noted. Meanwhile, several measures to upgrade the quality of higher education include enhancing the programs offered, improving qualifications of faculty through development programs, and in-
creasing academe-industry linkages for updated labor market information. Excellence, on the other hand, involves making higher education institutions “very competitive” and at par with international standards. “We look around us and we see that our Asian neighbors are truly moving forward… we want to really be ahead of the pack or right there with everyone else,” said Licuanan. “We partnered with top univer-
sities abroad in order to develop the capacity of the Philippine institutions to do cutting-edge research,” she added. Aside from granting aids for research and development (R&D), there is also an existing program to confer higher education institutions (HEIs) with centers of excellence or development status. Licuanan said rationalizing the public higher education system for greater efficiency is “compatible” with President-elect Duterte’s proposal of federalism.
“We try to bring regional higher education institutions together so that they will work in a more coordinated manner and raise their quality… Ostensibly, the reasons for that are so that you get out of imperial Manila and develop the regions,” said Licuanan. She expressed confidence that the reforms on higher education will continue along the same lines, seeing that Duterte favored the K-12 program despite initial qualms about it. (PNA)
OWWA, PhilHealth team up for MEDplus DAVAO City––OWWA Administrator Rebecca J. Calzado and PhilHealth President and Chief Executive Officer Alexander A. Padilla signed last week a Memorandum of Agreement (MOA) for the implementation of the Supplemental Medical Assistance Program for OFWs or MEDplus, a medical assistance program for OFWs that supplements the benefit provided by PhilHealth. The MEDplus, approved for implementation by the OWWA Board of Trustees in September 2015, is a one-time financial assistance provided to active OWWA and PhilHealth members who are diagnosed with and subsequently hospitalized due to a dreaded disease whether in the Philippines or in their country of employment. It matches the benefit granted by PhilHealth to its members under its case rate system but not to exceed fifty thousand pesos (P 50,000) per member.

High cost, poor quality of Internet ail ICT market THE Information and communication technology (ICT) services in the country remain one of the most expensive in the Asia-Pacific Region, according to the recent study conducted by the Philippine Institute for Development Studies (PIDS). Worse, Internet speed is not proportional to the costs. The PIDS said the problem is primarily caused by the lack of comprehensive policies on ICT development, which, in turn, results in unequal distribution of digital dividends or the development effects of ICT. The study, authored by PIDS Senior Fellows Jose Ramon Albert and Ramonette Serafica, and former PIDS Research Analyst Beverly T. Lumbera, asserts that there is a direct relationship between increased ICT access and economic growth. A World Bank study likewise concluded that for every 10-percent increase in high-speed Internet connection, economic growth increases by 1.3 percent. “ICT, especially the Internet, promotes inclusion. Micro and small firms can connect with potential buyers in another country through Internet and social media. They can also gain knowledge and skills to trust a new business partner based on information gained from the Internet,” the PIDS paper stated. Thus, the authors argue that for the Philippines to sustain its good economic performance and boost its growth, government must invest in building a reliable, accessible, and affordable ICT infrastructure. Maximizing the benefits from ICT, according to them, requires formulating and implementing policies that would boost ICT development, promote competition, and further interconnectedness. According to the International Telecommunication Union’s ICT development index, the Philippines placed fifth among countries across Southeast Asia in terms of the number of people who have access to the Internet. Internet access or Internet penetration has grown the most in the last six years, from 9 percent in 2009 to 25 percent in 2010. By 2014, the Philippines is expected to have 40-percent Internet penetration. The Philippines improved its performance ranking in the global ICT ranking from 105th in 2014 to 98th in 2015. This can be attributed to the increase in access to mobile phones and broadband subscription services. However, policymakers should look beyond widening access, the authors said. companies pass through their physical networks; in turn, this racks up the costs of providing connection,” they explained. The authors lamented the fact that despite the high cost paid by consumers for poor quality connection, there is little action from government. Effective implementation of rules and regulations is also lacking; thus, telecommunication companies have gotten away with providing a lot less speed than advertised. With the passage of the Philip-
pine Competition Act, the authors are hoping that these would give regulators more legal ammunition to address anticompetitive practices and bad performance, and hold telecommunication companies accountable. “The responsibilities lies with the National Telecommunications Commission and the Department of Trade and Industry. They need to reform some regulations and rectify penalties that are no longer effective to prompt better competitive practices,” the paper suggested.
Other policies being monitored include the Data Privacy Act of 2012, which covers the protection of personal privacy and data, cybersecurity, and digital literacy. The paper noted that access is a good priority, but making sure access remains open and safe is equally critical. The authors noted that the quality of the national Internet backbone is so bad that 70 percent of domestic Internet traffic runs through Hong Kong. The lack of a national broadband policy makes Internet services expensive yet
slow. Meanwhile, the foreign equity restriction of 40 percent dissuades capital and expertise from coming into the country to help improve the ICT sector. Young people by the thousands are dropping dead by consuming chemicals into their bodies to forget their problems or just to get an exciting high and overcome inhibition. A few weeks ago in an open air dance concert in Manila, another five people collapsed in the outdoor dance area and died on the spot or later in hospital from presumed drug overdose. Ecstasy and a powerful variety of marijuana and crystal meth are easily available. These young people were seemingly victims of the drug culture. What a tragic loss of young lives and pain and suffering for their family and friends. They could be your children or grandchildren, nephews or nieces- all are targets of the drug pushers and dealers. We cannot stand idly by wringing our hands helplessly. We must act and campaign for a drug-free society, not a society that tolerates, ignores, or as in some Northern hemisphere countries legalizes dangerous drugs. Murdering drug pushers or denouncing them without evidence or a trial or accusing them before TV cameras is wrong. It is a violation of their rights. In that system anyone can accuse you or me and we could be shot without due process. Any person accused is entitled by law to due process and a fair trial. Vigilante
killing of suspects without a trial is not a solution, it is murder. More pushers, drug lords and dealers will take their place, who would they be? If they are politicians with hit squads who kill suspects they are no saints and can easily take over the drug business and remain in power forever. Goodbye democracy, here come the goons. It is only by having a high value of our lives and health of our children and all our citizens and teaching our children by good example to be drug and alcohol-free and eat healthy food will they have a healthy, productive meaningful life. The drug users did not have these values and are victims. They need recovery, therapy and rehabilitation. The youth must be taught to be smart, knowledgeable and committed to a life of drug-free dignity. When we end the demand, then we end the supply. This can be done by the inspiring words and deeds of responsible youth, parents, teachers and national leaders. They must give moral leadership and good example of a disciplined drug, alcohol and vice-free life. Public campaigning and government legislative action and public education has driven back the smoking scourge and now its hip to be tobacco free. That is an example of success and a non-violent solution.
Knowledge is power and we have to empower others and ourselves with the truth to oppose the drug use and make it unacceptable in society. Drug abuse can be defeated. In other countries, activists must prevent it being legalized as is happening in some places in the USA and Europe. The sex trade and human trafficking is drug driven. The v i c t i ms are lured, made dependent or forcibly addicted in order to subdue and control them. Before they are abducted and trafficked, they are frequently tranquilized with drugs to make them docile and submissive. Then they are sold into sex slavery to many customers who are high on drugs especially marijuana with high levels of THC. Government must stop giving operating permits and licenses to the sex brothels and bars. Campaigners in Northern hemisphere countries are protecting youth and children from the dangers of drugs by working to stop the legalization of some dangerous drugs especially cannabis. Their campaign is knowledge-based and backed by cutting edge scientific research and important findings. These are the great unsung, but often criticized, heroes of our time. The decades-long cam-

even more. Since then there was true peace in the country but we salute to two flags, that of America and our own. In schools and government offices during flag ceremonies, we sang two national anthems and raised two flags. I was a witness to this scenario because I was a little boy attending the primary school in my town. It was the Americans who granted us Independence on July 4, 1946 shortly after World War II. It was the true Independence when we brought down from the flagpole the American flag. That was the beginning of the Republic of the Philippines that metamorphosed from just the Philippine Islands. There was glory in the heart of every Filipino and from that moment we
celebrate every July 4 as our Independence Day. From that time on, we exist as an independent nation with full sovereignty. Things have dramatically changed during the time of then Pres. Diosdado Macapagal. History would tell us that Macapagal visited Washington to ask the American government some favors which the US congress denied for some reasons. When he returned to the country, he ordered the celebration of Independence Day not on July 4 anymore but on June12 - - utterly to show his displeasure of America. Whether we like it or not, America has been the backbone of our growth and development until these days. To further the friendship of the two countries, America established its military bases for no other reason but to protect us in case an invasion by foreign power occurs. Filipino arrogance and ungratefulness, however, surfaced and we closed their military bases. For example, some companies don’t hire regular employees anymore because they just hire OJTs or tie up with schools who send a lot of OJTs to various companies.” Suyao said. On the part of the graduates, he said that there are some who still go into OJTs even though this is already beyond the school requirement. Suyao noted that going into an OJT program is requirement for graduation. Problem is, there are reports that some graduates abuse this program, working as OJT even though they already graduated, he added. He proposed that lawmakers should set clear guidelines and safety nets to avoid these abuses, maximize the time that the students allocate for internship and ensure that they are learning during the program. Suyao wants certain measures be set that will make sure OJTs keep their hands busy upon the start of their internship, so that the companies will arrive at the sound and objective decision “whether they pass or they fail, whether they qualify to graduate or not.” The students, he said, do nothing in their OJT. “They’re being asked to make coffee. There is no proper way how to do it because ideally, if you go into OJT, there should be a contract and an outline what you want the students to do,” Suyao added.

The three – Ateneo de Davao University, Ateneo de Zamboanga University and Xavier University – heeded in without hesitation. Xavier University president Fr. Roberto Yap said his faculty will be tapped to train LGUs that are part of the Cagayan River Basin, which comprise the municipalities and cities within Misamis Oriental and Bukidnon. Mr. Yap expected that they will finish training around 500 LGUs by the end of 2016. By that time, they could produce a draft of their respective climate change mitigation action plans. Mr. de Guzman said training is composed of 11 modules. Participants of the training will be the mayor, the budget officer and the local environment and natural resources officer. The four-day session will be capped with a writeshop. The 160 LGUs which already have their own climate change mitigation action plans will also be part of the training pool, he added. Among them is the disaster resilience campaign of Makati City and the Climate Smart Village of Los Banos, Laguna. In Cagayan de Oro, Mr. Yap said the immediate plan would be to close down the existing open dump and create a sanitary landfill instead. DepEd receives P8.4M donations during Brigada Eskwela Kick-off W
ITH the Brigada Eskwela 2016 kick-off and the preparation for the opening on June 13, various partners from the private sector donated boats, bicycles, solar-powered lamps, and school supplies that amounted to, at least, Php 8.4 million. San Miguel Foundation, Inc. donated 1,000 bicycles worth Php 3,000,000 for several schools nationwide. 81 bicycles were distributed to students of Sta. Cruz Pingkian National High School, while 150 bicycles were given out to students of Kakiduguen National High School in Nueva Vizcaya. Meanwhile, a boat was donated by Samsung Electronics Philippines Corporation to ferry 24 children to and from school in a remote community in Nueva Vizcaya. ICAD Foundation donated 1,443 solar lamps while One Meralco Foundation, Inc. donated 10,000 lamps. The Latter Days Saint Charities likewise donated a total 2,825 solarpowered lamps worth Php 847,500.00. In addition to these, the National Bookstore Foundation, Inc. donated an additional 5,000 sets of school supplies and also pledged to build libraries in 5 schools in Nueva Vizcaya. The donations
amounted to Php 8,397,500 benefitting thousands of students from various elementary and secondary schools. The battle cry of the Department of Education (DepEd) which is “Tayo Para Sa Edukasyon” leads to the realization of its programs and projects. At present, the focus of the DepEd is the implementation of the Senior High School (SHS) this school year 2016 – 2017. The Senior High School or the additional of two (2) years at first was not welcomed by the parents and some of the educators. For the parents, the additional two years entail additional expenses and there will be other unexpected expenses. On the side of the educators, specifically the teachers, they cited the lack of funds for the educational needs of the learners like books, chairs, facilities, school buildings, etc. Nevertheless, due to the massive information advocacy done by the DepEd and those who are the front liners like the school administrators, faculty and stakeholders, the parents and those with
negative attitudes and perceptions towards SHS were able to accept and embrace the program. Thus, the DepEd is moving Earth and Heaven to be ready for the implementation of SHS this school year. “Tayo (Stand)/ Tayo (Us) Para sa Edukasyon” is therefore the exact wake up call for everybody. With the implementation of SHS, the educators, parents and stakeholders, are looking forward that graduates of this program will indeed attain the DepEd’s goal that they will be ready for employment (trabaho) due to the skills they will gain; they will be ready to pursue higher education (kolehiyo); and, they will be ready to be an entrepreneur (negosyante) in the future. The key word for the implementation of SHS is “READINESS” in order to meet the desired goal of DepEd. Senior High School is the highlight of the K to 12 Basic Education Curriculum. However, the realization of this goal is through the concerted effort

of everybody in the educational system and the stakeholders. Everybody has a role to portray in this gigantic task place in our shoulder. But, the big question is “Are we really ready to give chance to the Senior High School Program this year.” Generally, the government is considering all walks of life in the successful attainment of SHS Program In other words, EVERYBODY - you, me and us have a role to play – and this role is very significant, no matter how small or big it is. But, we have to remember that in education the end product is the future leaders of our country – in this case, it’s the graduates of the K to 12 program, the Senior High School graduates. Indeed, we have to be serious in accepting the challenge coupled with dedication and commitment in order to produce a high quality breed of graduates. LET US THEREFORE JOIN THE BAND WAGON in launching the Senior High School this school year.

Social media nowadays plays a vital role in the industry, academe, education and other institution. Its power is highly acknowledged in the realm of all aspects of life specifically in the abrupt change of technology today wherein ever ything comes in miniature. Social media is significant in education and teaching schemes of teachers. Well, some teachers use the power of technology in imparting to their pupils and students the lessons and insights they ought to learn; others would do different challenging learning activities online.
Teachers can also assign home works that would involve online research. Somehow, researching now is just one click away and then you can have all the information you need right in front of you after one second. In this way, you can also teach the children on how to be upbeat with technology in a good and productive way plus it will be a bonding moment for the children and their parents. At times, allowing your pupils to go online is also allowing them to get socialize with others, for them to get acquainted also but as teachers, we should be constantly reminding them on the good
attributes of social media, it’s good practices. As teachers, we should not stop our pupils to go online as it can also help them not only in their education but also in some aspects of their life. We should not limit them specifically on the use of social media but we should not limit ourselves also in reminding them its advantages and disadvantages, more so we should linger on its advantages and good side. Social media is a very powerful tool; it can make and break people so as relationships. It should be well taken care of. Remember, social media is now part of our everyday lives.
