Lawyer Jose Villanueva, city election officer, said candidates should refrain from violating any of the election laws and regulations to avoid facing possible sanctions or penalties as well as charges later on for election offenses.
He specifically cited the provisions of Batas Pambansa 881 or the Omnibus Election Code and Republic Act 9006 or the Fair Elections Act. “Election offenses constitute severe penalties like disqualifica-

CAGAYAN de Oro City––A city official here urged the management of all schools in the city to implement the “Anti-Bullying Act of 2013.” Vice Mayor Caesar Ian Acenas, of Cagayan de Oro City, said that Republic Act 10627 also known as the “Anti-Bullying Act of 2013” was signed by President Benigno S. Aquino last month. The law requires elementary and secondary schools adopt policies to prevent incidents of bullying in their respective campuses, or face administrative sanc-
tions from the Department of Education, Acenas said. He said that the law also requires the school officials to adopt measures that would ensure the safety and security of pupils and students considering that the schools are their home away from home. “Being secured also mean that the pupils should freely move in an atmosphere of acceptance and a hostile free environment,” Acenas added. A report released by the Commissions on Audit (COA) for the period 20122013 on the financial status of Misamis Oriental at the time of Moreno said that the province was overdraft of more than P 500 million apart from reeling in the quagmire of debts. Elipe said that a haphazardly approved budget of Misamis Oriental led to the province in financial
distress leaving its workers unpaid and the failure of the provincial treasury to pay the GSIS and Pagibig insurance premiums of more than 1,000 regular employees for the months of April until June 2013. “It does not stop there, Misamis Oriental has a reported obligation of more than P 200 million premiums for its over one million Philhealth beneficiaries when Moreno stepped down last June 30, 2013,” Elipe added. He said that one of the culprits of Misamis Oriental’s financial woes was traced to “unrealistic budget” that resulted to over spending. “We do not want the city government of Cagayan de Oro to experience what the people of Misamis Oriental have had because of the complacency of a legislative body who must have approved of an impractical budget,” Elipe said. Elipe said he wanted to apologize to Moreno if the latter would encounter an uncompromising City Council during the deliberation of the proposed budget: “After all, our (City Council) mandate is to protect the interest of the city and its people especially when it comes to spending the people’s money,” Elipe added.

CAGAYAN de Oro City Mayor Oscar Moreno last week said he would appear in today’s regular session of the City Council to push for the approval of the proposed P 2.6 billion budget for 2014. If and when, it would be the first time in recent memory that a city mayor would come to woo the influential16-member of the City Council for the approval of the proposed budget that Moreno described as “decent and ambitious.” Moreno knew that winning the hostile City Council would be an uphill battle but he believed that his “charisma” and “convincing power” would work in his favor once he would stand before the august body to defend the proposed budget. Moreno could probably count on the support of five city councillors whose party loyalty remains questionable – the five city councillors earlier declared their independence from Moreno’s influence – saying they would be contented to be an “Independent” member of the Liberal Party (LP), the
incumbent political party where Moreno and the five city councillors belonged. Even if the five councillors would swallow their statements and rally behind the city mayor, still, it would be very hard to win the confidence of the 11 other members of the city council who b e longed to the opposition Padayon Pilipino-United Nationalist Alliance (Padayon-UNA) political party. Aside from losing in the city council’s playing field, Moreno has to win over the non-conformist, hardline members of the PadayonUNA especially the members of the city council’s finance committee chaired by City Councilor Prexy Elipe. Elipe, a Certified Public Account (CPA), promised that he would be “civil” to Moreno once the latter appear in the legislative council to explain and defend the proposed P 2.6 billion budget in 2014. BUTUAN City––The Anticala-Pianing Tribal Organization (APTO) has unilaterally nullified an agreement with City Councilor Sergio Pascual’s family corporation for the latter to manage and collect royalty from entities within the indigenous cultural group’s ancestral land. In a resolution dated October 1, 2013, APTO, a group composed of Manobo members, declared “to nullify, set aside and annul the Memorandum of Agreement or KASABUTAN dated September `21, 2010 entered into and between CIPMAD (Caraga Indigenous People’s Management and Development Corporation) represented by corporate board member Engr. Sergio Pascual and APTO represented by Hawudon “Buhay” Ruben B. Depeniagan, for being in
gross violation of RA 837l and its Implementing Rules and and Regulations…” (Paragraph 11, Resolution 70, s. 2013). In that September 21, 2010 agreement, Pascual committed to: (a) assist APTO in securing optimum benefits under IPRA law and its Certificate of Ancestral Domain Title- 135, and (b) to protect its rights as indigenous people or indigenous cultural community and other commitments such as providing APTO services solely intended for education, health and livelihood and for the welfare of its people. BUTUAN City––Sangguniang Panlungsod members here have repulsed attempts by Councilor Sergio Pascual to drag the name of the local legislative body to a decision of a Manobo group to cut off ties with him. Pascual brought to the council session hall last week a certain Datu Javier and lawyer Froilan Montero in connection with Resolution No. 70 dated October 1, 2013 approved by AnticalaPianing Tribal Organiza-
tion (APTO) nullifying a Memorandum of Agreement between Pascual’s family corporation and the lumad group. The MOA gave authority to Caraga Indigenous People’s Management and Development Corporation (CIPMAD), represented by Pascual, to manage the Manobo ancestral land and collect royalty from entities operating in the area with 30 percent commission. APTO said Pascual had been remiss to his commitments to help the lumads such as education, health and livelihood and that after three years, “nothing good has come out of the MOA
and that APTO was kept in the dark by Pascual about his plans and programs.” Datu Javier was allowed to speak before the SP members. He talked against APTO Resolution No. 70 and seemed to be destroying the credibility of Datu Buhay, APTO’s recognized leader and signatory to the resolution, while speaking highly of Pascual. Councilor Jaime Cembrano, Jr. took the stand and put to task Pascual for attempting to embroil the city council in lumad internal concerns. Councilors Erwin Dano and Virgilio Nery stressed
that Datu Buhay is the legitimate leader of the Manobo tribal group, and the resolution was based on that legitimacy and authority. Councilwoman Rema Burdeos asked Montero about Pascual’s participation in CIPMAD. Montero said Pascual is CIPMAD’s board member and the corporation’s lead officer. Burdeos inquiry appeared to be targeted at how a private entity was being discussed in the city council with a councilor using the local legislative as forum in protecting his private business interests.

DAVAO City––Unidentified gunmen killed last week a leader of farmers protesting against increased military presence in an interior municipality of Agusan del Sur, the second to be killed from the same organization after they evacuated to Davao City to seek public attention to their plight. The police report was yet to be obtained but the
farmers’ organization, Kahugpungan Alang sa Kalambuan sa Kauswagan (Kasaka) in Loreto, Agusan del Sur, identified the slain farmer as Gabriel Alindao, 57, a purok leader and an officer of that organization. The Kasaka said that on the day he was killed on October 10, Alindao was among the men of Barangay Kauswagan who constructed a military detachment in the place. Kasaka spokesperson,
Marilyn Edgames told Davao Today that Alindao was last seen talking to a “Lieutenant Biernes” of the 26th Infantry Battalion in the construction site of a military detachment. Alindao and five other persons were building the detachment as part of the military’s counterinsurgency “Bayanihan” project, Edgames said. he left the construction site to take his lunch. The group said witnesses found his body about 20 meters from the school gate at around 12 noon, and lying in a pool of blood with bullet shells beside him. Instructional Competence of School Heads: It’s Upshot to Quality Education By Ruelyn M. Paderog School In-charge / Kalacapan National High School
Quality Education lies in the ability of the school heads to orchestrate the institution and guide the teachers to become competent in their work. Failure of the school head to supervise is deleterious to pupil’s performance and a catastrophe in attaining quality education. In other words, the adeptness of the leader to carry out its functions in instructional supervision will greatly in attaining students’ success. In line with this, the school head has two main functions namely instructional supervision and administration. Seventy percent of school head’s time is spent for instructional supervision. It is expected then that he is competent enough to carry his role as instructional leader so that teachers are well-guided in their works towards quality learning output. While thirty percent of his time is spent for administrative work. Indeed, school administrator is expected to be versatile whose competence and adeptness are beyond without limit in accomplishing a tremendous amount of school’s performance output. What is then an instructional supervision? It is indeed a process in which school head serves as the guiding light of the teacher in directing his work in improving teaching competence. On the other hand, act as mentor and coach, meaning that school head teach and guide the teacher in the right way moving in one direction towards teaching effectiveness. Moreover, coaching is helping them to sharpen their skills and develop proficiency in teaching. It is believe that constant practice makes perfect, so that’s why school leaders are urged to monitor constantly the teacher’s activities in the classroom to ensure that quality education is achieved. Quality Education means quality instruction, poor instruction is attributed to low performance of pupils. Therefore, school heads shall supervise strictly and give assistance in order to improve instructions thus redound to quality performance. Poor school performance is always associated with poor supervision and ineffectiveness of the school head to manage the institution. In other words, teachers and school head shall work together harmoniously in one direction to attain the desired learning goals, in effect culture of excellence is practically accomplished. Finally, to attain quality education it is necessary that the school head has the ability not only in leading the institution but as well as in instructional supervision. A well-guided teachers most likely achieve better that those lenient and no cares attitude of leaders. Findings on Malaybalay floods probe out soon
MALAYBALAY CIT Y – The results of the investigation of the recent floods here by the City Environment and Natural Resources Office (CENRO) will be due next week as the City Council called on, at least, five city offices to report on the matter. Ma. Anita Fernandez, City ENRO chief, said the barangays have set no date yet on a community multi-sectoral gathering to discuss the findings. But she said she will render her report before members of the city council on October 22. She said she will report on the findings of the multi-partite monitoring (MMT) team’s series of inspections in the area, including one made after the flood. Vice Mayor Roland Deticio, during the council’s regular session last week, asked the chiefs of the five offices to render their report in aid of legislation. According to t he city council secretariat, asked to appear in next week’s session are representatives from the City
ENRO, the City Agriculture Office, the City Engineers’ Office, the City Social Welfare and Development Office, and the City Disaster Risk Reduction and Management Office. At least 360 families or over 500 individuals were affected after floods hit the adjoining barangays of Aglayan and Cabangahan on October 5, the CSWDO reported. Barangay chairmen of two villages hit by flash floods called on L apanday Diversified Products Corporation to stop operations in certain areas wherein the agricultural firm is believed to have contributed to the flooding. A g l ay a n b a r a n g ay chairman Leopoldo Jamora told MindaNews last week they are asking the firm to stop operations in certain areas “for the safety of the people.” He said they have previously complained that the firm has violated its environmental compliance certificate (ECC) due to its alleged failure to plant sufficient trees in its buffer zone.
Lapanday asked to defer official comments on the incident pending the release of the report of the Multi-Partite Monitoring Team’s (MMT) inspection, said Robert Aquino, an officer of Lapanday in Malaybalay. According to its website, Lapanday “adhere closely to environmentfriendly procedures; follow international standards for sustainable agricultural practices.” Jamora admitted that they cannot totally blame the firm but stressed that the latter is a “major contributor” to the floods, blaming its land preparations in upland areas. Immediately after the flood, Jamora sought for an audience with Lapanday and other stakeholders. But he said Mayor Ignacio W. Zubiri asked him to defer it as he sent engineers to study what is wrong and see how it can be solved. “I will listen to the people’s voice on the outcome of the study,” he added. Cabangahan barangay chairman Edwin Rara agreed with Jamora. He
said stopping operations in flood-prone areas will be good while Lapanday is unable to address the problems broug ht by their operations. He cited that the narrow canals in the village put them to risk every time Cabangahan Creek overflows. R ara described the response from the firm’s personnel about their c ompl ai nt s a s “s l ow, weak.” He said he will open it up with the barangay council to pass a resolution urging Lapanday to cease operations in flood-prone areas until this problem is addressed. Barangay councilman Victor Ravidas said they are seeking solution to the problem of flooding with the narrow canals and also possible relocation of the residents. Most of the 470 families affected last Saturday are from Cabangahan. About 264 of the 600 households of the village were affected. In the frontline of promoting consumer welfare AS the Philippines celebrates Consumer Welfare Month this October, I would like to give the spotlight to a team in the Bangko Sentral ng Pilipinas (BSP) that is in the forefront of upholding consumer rights and awareness amongst our people --- the Financial Consumer Affairs Group or FCAG. The FCAG would probably be familiar to some of you for two reasons: you have filed a complaint or made an inquiry with the BSP about certain bank or pawnshop practices before; or you have already attended a financial literacy seminar or exhibit organized by the group. If you have not done both yet, here is a brief look into how the FCAG champions consumer welfare. Established in 2006 by

IT is a given fact that, every single cell, organ, and system in the human body is important, and are known to have functions that make a person whole. It’s lack or absence can create an illness, a syndrome or an abnormality. So, it is quite surprising to note, that in the study of the human anatomy, there is one such organ, that, we would have been able to live without fear of any repercussions from its absence. And its presence can also cause so much pain, once it becomes inflamed. The appendix is such organ. It is a finger shaped pouch that projects out from the colon ( large intestine ) on the lower right side of the abdomen. Scout rangers return to Visayas after clearing Zambo conflict zone

AMBOANGA CITY – One hundred ninety nine soldiers from the 1st Scout Ranger Battalion and their commanding officer Lt. Col. Oriel Pangcog were officially sent-off Wednesday morning from Zamboanga City back to their area of operation in the Visayas region in simple ceremonies held at the Western Mindanao Command (WesMinCom) in barangay Upper Calarian this city.
According to Maj. Franco Rafael H. Alano of the WesMinCom Information Office, about 220 rangers arrived from Negros Occidental last Sept. 10, a day
after the conflict started. They were called to assist and augment the local troops in securing the conflict-affected areas in the city during the standoff with
heavily-armed members of the Moro National Liberation Front (MNLF) Misuari faction that lasted three weeks. Some of the rangers returned to their station in Negros earlier. The rangers were finally pulled out from the frontlines after the situation in barangays Sta. Barbara, Sta. Catalina, Rio Hondo, Kasanyangan, Talon-Talon and the neighboring conflict-affected had stabilized. These areas are now subjected to “mopping” operations, the second passing of the clearing operations, which was undertaken by the local police. “Right now, the situation does not anymore warrant the need
for the scout rangers,” said Maj. Alano, adding “we cannot use them just for checkpoints and cordons, and their expertise are very in demand in other areas.” According to the WesMinCom information office, three scout rangers were wounded during the encounters. No one was reported killed in action. The scout rangers are an elite group of soldiers specially trained in anti-guerilla warfare. They have the reputation of being one of the world’s best anti-guerilla fighters. Meanwhile, in a press conference held Thursday at the city hall, Col. Randy Sino Cruz of the AFP reported that the
conflict areas are approximately 98 percent cleared. He said that the clearing operations are expected to end next week when the authorities have the utmost confidence that the area is 100 percent safe. Mayor Maria Isabelle Climaco-Salazar still urged the populace to remain vigilant of any possible disturbances to the peace and security in the city. “Please remain alert at all times, and instead of spreading or forwarding threatening and unverified text messages and online scares, immediately report them to the local police hotline 117,” said Mayor Climaco-Salazar. ZAMBOANGA CITY - The Zamboanga Crisis Management Committee (CMC) has ordered that all schools resume classes today after a three-week standoff followed by torrents. But teachers already reported to their respective schools Monday to clean up
their classrooms, which for over a month have been used as temporary evacuation centers for conflict-displaced families and those that were affected by the intense floods that had inundated several barangays in the city. "Our priority is to ensure that the classrooms are clean when classes begin today,” said Baliwasan Central School
Principal Dr. Teresita Sagrado. She said that as of Monday, there were still approximately 200 evacuees in the school. Most of them come from conflict-affected barangays in Sta. Catalina-Rio Hondo area. On the other hand, most of the families that evacuated due to floods have already gone home. Sagrado said the floodwa-
ter had reached knee-deep in some classrooms, drenching some books and other school materials. “We cannot tell if normal classes will really happen today. But we will abide by the CMC’s order,” said Dr. Sagrado. In the meantime, to pave the way for the holding of classes, the remaining 200
evacuees in said school would be transferred to its SPED center. It can be recalled that last Sept.9, thousands of families fled their homes in barangays Rio Hondo, Talon-Talon, Mampang, Sta. Catalina, Sta. Barbara, Kasanyangan and other nearby villages due to a standoff wrought by rogue MNLF-Misuari faction fight-

PAGADIAN CITY – The Philippine National Police (PNP) here is ready to assist the Commission on Elections (Comelec) to ensure the conduct of a free, orderly, honest barangay elections come Oct. 28. City police director Superintendent Glenn Macario Dulawan in an interview with Philippine Information Agency (PIA)-IX on Wednesday disclosed that the Comelec, PNP and the Armed Forces of the Philippines (AFP) have already made the necessary preparations for the upcoming barangay balloting. ployment of troops to the polling centers, establishment of Comelec-PNP-AFP checkpoints, and the strict enforcement of Comelec gun ban are among the security plans laid down for the barangay elections. When asked how ready the PNP to assist the Comelec during the barangay elections, Dulawan said “we are 90% ready as of now.” “I have already submitted to the provincial headquarters the final list of PNP personnel to be deployed to the different polling centers,” Dulawan added. Dulawan said the PNP strictly implemented Comelec’s 45-day ban on carry-
ing firearms at the start of election period. “In fact, we have arrested two persons for the gun ban violation and we have filed formal charges against them for the violation of the Omnibus Election Code in the court,” Dulawan reported. To raise public awareness, the police official stressed that police community relations (PCR) staff also distributed brochures on the prohibited acts in connection with the barangay elections during the “Ugnayan sa Barangay,” a regular program of the PNP regularly held in the 54 barangays in the city. For the barangay elections, the Comelec has assigned 704 clustered polling precincts for the city’s 1,753 established precincts. Since 2006, it has recommended a total of 110 policy initiatives, which include advisories, circulars, guidelines, position papers, and legislative initiatives. It also developed a handbook on consumer laws related covering BSP-Supervised Financial Institutions, which can be downloaded at http://www.bsp.gov.ph/ about/advocacies_fin.asp. Finally, the FCAG also serves as a bridge between BSP’s Supervision and Examination Sector (SES) and the public through its financial education programs that inform and explain to consumers issues related to the use of banking services. It holds financial empowerment courses, expositions, contests, briefings, and exhibits, and also produces web-based and print materials on consumer protection and financial products and services which are accessible to both the banking sector and the general public.
So far since 2010, 32,279 people have attended and benefitted from FCAG’s financial education events. FCAG has gone as far as Tuguegarao City in Luzon, San Jose, Antique in Visayas, and Malaybalay, Bukidnon in Mindanao to spread financial literacy and awareness especially to people in rural communities. The FCAG faces many challenges every day, from adjusting to different financial concerns of consumers, dealing with irate consumers, managing CIRs based on their complexity and urgency, to monitoring the progress of cases, keeping up with the changes in the financial environment, and reaching out to the public, especially the unbanked and those residing in far-flung places. The very significant finding is when the patient is examined, upon application of slight pressure on the abdominal area, and on the sudden release of the pressure, that patient would wince or shout of pain. Tenderness on palpation is another give away manifestation. Low grade fever, nausea and vomiting may likewise be present. A thorough physical examination together with a very good history taking in most instances will clinch the diagnosis. But, it is also important to be able to rule out the other illnesses that may present as described. Especially if the patient is a young female, urinary tract infection and even ectopic pregnancy need to be ruled out. Thus, a complete blood count, urinalysis is an essential diagnostic tests. Other examinations like an abdominal ultrasound or x ray and even a CT scan may at times be requested,
though not routinely. The importance of early diagnosis cannot be overemphasized, for the mainstay of treatment for acute appendicitis is surgical removal of the appendix. Complications like peritonitis secondary to rupture or the formation of abscesses in the surrounding areas are best avoided as these will increase the mortality as well as cost. Rest and the conscientious taking in of prescribed medications should do the trick in being able to get back to business as usual. The slowness or rapidity of getting back to near normal activities vary from person to person. Just take it slow until you can be comfortable with yourself. And, for our friends who might worry that their appendices has been removed, cheer up, for you are not incomplete minus the appendix.
