BULUAN, Maguindanao-Local officials have started arbitrating on a bloody land conflict in Maguindanao that had claimed at least 14 lives among warring Visayan settlers and Moro natives, even as the protagonists conceded to the peaceful settlement process with hope to finally end enmity.

PROSPERIDAD, Agusan del Sur -- Gov. Adolph Edward Plaza has called on residents in the remote strife-torn village of La Purisima to put an end to the series of killings involving feuding tribal leaders.

“I’m tired of listening to the news about the killings here in your village,” Plaza said in his speech before indigent villagers of La Purisima villagers who were treated from the medical, dental and feeding mission initiated by the provincial government.

The governor has expressed concern over the recent killing of Juan Perez,

an aging Manobo tribal leader, early this month which sparked mass evacuation among lumad villagers in the sub village of Gacub.

Perez is the uncle of Gilbert Perez, the village chieftain of La Purisima who was killed by still unknown assailants early last year but many believed the spate of

killings could be borne out of unresolved land conflict among Manobo tribal leaders. Ironically, the feuding tribal leaders belong to the same family blood ties.

Coast Guard warns of new kidnap threats

DAVAO City -- The Philippine Coast Guard on Wednesday said they have received reports of kidnapping threats by groups in Sulu directed at Samal Island and other areas in Mindanao like Surigao del Norte.

Speaking in Wednesday’s AFP-PNP press conference, PCG Southeastern Mindanao chief Commodore Joselito F. Dela Cruz said they will meet with the management of Holiday

Oceanview Resort in Samal on Thursday morning to beef up security measures.

On Sept. 21 last year, suspected Abu Sayyaf members kidnapped three foreigners and a Filipina at the resort and took them to Sulu.

The victims were identified as Kjartan Sekkingstad, 56, a Norwegian; Canadian nationals John Ridsdel, 68, and Robert Hall, 50; and Hall’s Filipina partner Marites Flor.

Ridsdel is president of TVI Minerals Processing, with main office in Pasig

City but with business interests in Mindanao. He is a member of the board of trustees for 2015-2016 of the Canadian Chamber of Commerce of the Philippines, Inc. Captors demanded a P4-billion ransom for the four victims.

Despite the incident foreign visitors who own yachts continued to dock at the resort, dela Cruz noted.

He said they are planning to assign a patrol boat near the resort to ensure the safety of the foreign visitors.

He said the patrol team was stationed at Babak District but they are yet to move it to the northern part of Samal to monitor illegal fishing.

In the same press conference, Capt. Rhyan Batchar, spokesperson of the 10th Infantry Division, denied reports the region has been infiltrated by the Islamic State of Iraq and Syria.

The 10th ID covers 1,681 barangays in Davao Region, parts of Region 12, Trento in Agusan del Sur and Lingig in Surigao del Sur.

Col. Ricardo Nepomuceno, commander of 1003rd Brigade, said local terrorist groups who claimed allegiance to ISIS might have done so to sow fear among the locals, although this should not be taken lightly.

“They might have taken advantage of this,” he said.

He encouraged the public to share information on the possible presence of terrorist groups.

Davao del Norte Tourism Council president Araceli Ayuste said resorts in Samal suffered a 50-percent

decrease in occupancy rate two weeks after the kidnapping incident.

Ayuste, who owns Punta del Sol Resort, previously cited she had 15 bookings cancelled, roughly equivalent to P75,000 in revenue losses.

She said this is far worse than during the lean period from July to October when the occupancy rate in most resorts was at least 70 percent.

CAGAYAN de Oro City--The drop in the importation of petroleum products has taken a toll on the total collection of the Bureau of Customs District 10 (BOC-10) in 2015, missing its target by more than P666 million or 6.89 percent.

This, even as all the ports within BOC-10 have met their targets, except for the Mindanao Container Terminal (MCT) in Tagoloan, Misamis Oriental.

Pague said they have to look for non-traditional resources of revenue to meet the target. “That is why we are now embarking on avenues to auction all the seized, forfeited and abandoned cargoes that are now lying idle in the MCT,” said Pague.

Pague said: “We are given marching order by the Commissioner (Alberto Lina) that these items (seized, forfeited and abandoned) must be condemned by March 25 and to auction all the items that are forfeited, seized or abandoned that

can be sold (thru) auction.”

Pague estimates that the abandoned items inside the MCT, when auctioned, may generated P20 million to P30 million.

“In the face of the tall order ahead of us, the instruction of the Collector (Atty. Ruby Claudia Alameda) is to strive hard, buckle up, work for more and invite more importers to come to the port and not just rely on traditional ones, knowing the bread and butter of port is going down,” Pague said.

Pague said the port collections may see the light after the lean month is over in May, June and July and see importation of new power plants via the Iligan port.

Pague also said the importation of Nestle, another top importer of MCT, has dwindled last year.

The other revenue collection-contributing ports and sub-ports in District 10 are Port of Cagayan de Oro with P2,592,477,022.29 (32.55%) in collection; Port of Iligan with P324,556,946 (32.56%); and the sub-port of Ozamiz with P75,665,281.11 (39.06%).

Collection for 2015, however, went up by 11.49 percent compared to 2014.

Don’t sweat the small stuff

THINK a minute.

You know that many arguments between husbands and wives are not over important things? Couples often “sweat the small stuff.”

Sometimes the smallest mistake sets off our temper and we fire off angry, hurtful words to blame our wife or husband for the silliest thing.

Maybe your husband forgot to pick the kids up early from school, or he didn’t hear anything you said. Your wife made you a little late to work, or she ironed the wrong shirt.

Fewer mistakes and oversights suddenly set off World War III in our home and ruin the whole day, not to mention our poor kids who

have to listen to our childish fighting all the time.

But if we don’t change this bad habit of fighting with our wife or husband over every little mistake, we’ll enjoy being with each other less and less. And eventually, we could end up resenting each other so much that we prefer to be with almost anyone else besides our own wife or husband.

It’s easy for us to laugh at how silly and ridiculous other couples sound when they fight over small things, but we ourselves need to learn to laugh at our own silly fights. Then forget it and let it go! It’s not worth the stress, even pain, that we cause each other. We all

This part of the Family Code, which pertains to family rights and duties, or to the status, condition and legal capacity of persons are binding upon citizens of the Philippines even though they are living abroad. This means to say that Filipino citizens are to comply with the Family Code anywhere they may find themselves to be.

-oooWHAT IS POSITIVE THINKING, REALLY? Many people often claim that positive thinking brings positive and great things to anyone who practices it. But, come to think of it, what, really, is positive thinking? When is thinking or thought considered to be positive and when is thinking negative? Is it simply thinking about wonderful and good things and wishing them to happen? I believe the answer here is no, positive thinking is much more

than that.

First, there is a rule which says that the only way we can indeed get all the things we need is by seeking God’s kingdom first, and living according to His righteousness. Success and prosperity, we are told, comes by reading the Bible everyday, studying its verses day and night, and obeying everything written in that book.

Then, it is written that we must remember God all the time---meaning obeying Him every second of our lives---because it is He who gives the ability to acquire wealth. This, in truth and in fact, is the positive way of thinking, not simply wishing the good to come to us. Think God, know and obey His commands---this makes everything positive and beautiful.

DA road projects give farmers access to wider opportunities

PINANA-AN, LAS NIEVES, Agusan del Norte – The Department of Agriculture (DA) turned over a P10million worth of concreted Farm-to-Market Road to Barangay Pinana-an, Las Nieves town here last January 15.

DA-Caraga Regional Director Edna Mabeza headed the turn-over rites with Municipal Mayor Avelina Rosales and Pinana-an barangay officials.

“The DA-13 through

the Farm-to-Market Road Development Program (FMRDP) continues to provide allocation of funds to congressional districts.

This is aimed at equitably distributing the projects to serve the farmers in the region,” said RD Mabeza.

In 2015, DA-FMRDP allocated P390 million for farm-to-market road projects and distributed to Caraga’s five provinces. As of today, a total of 24 kilometers of farm-to-market roads have been completed in partnership with the Department of

Public Works and Highways, in Agusan del Norte with seven kilometers, Agusan del Sur with 4.44 kilometers, and .5 kilometer in Surigao del Norte.

“Barangay Pinana-an is grateful to receive the farm-to-market road.

This will help the farmers and our constituents in transporting farm products much easier. This will also provide us access to more opportunities and basic social services,” said Barangay Kagawad Elesio Diez.

Farmers’ training center to rise in Zambo City ZAMBOANGA City -– The national government has allocated PHP3 million to construct a training center for farmers in this city.

The training center will be constructed inside the campus of the Western Mindanao State University’s (WMSU) College of Agriculture in Sitio San Ramon, Barangay Talisayan, 26 kilometer west of City Hall.

The first phase of the project will star t this month and is scheduled to be completed within 140 calendar days. The second phase might be implemented next year.

“With the center, the farmers can be trained using the latest technology and empower them

in the area of agriculture.

This is also for them to engage in agribusiness,” Dr. Milabel Ho, WMSU president, said.

Ho said the training center will also benefit the students taking up college of agriculture.

Te r r y N a r v a e z o f WMSU College of Agriculture said the first phase of the project will include the construction of the office and the training center.

He said the second phase will include the construction of dormitory, dining area and kitchen.

In December 3, 2013, the 158 members of SelfEmployment Assistance Kaunlaran (SEA-K) Federation in Jabonga, Agusan del Norte agreed to contribute Php500 each to put up a catering services livelihood project. With a starting capital from their own pockets amounting to Php86, 500, the Jabonga SEA-K Federation, Inc. was able to put up a Catering Services business.

Through the Technical Vocational Skills Training on Catering Facilitation along with starter kits provided by the Sustainable Livelihood Program (SLP), the business was able to operate more efficiently.

“Nakita namu na maayo na negosyo ang catering services, mao ng nangita mi ug paagi na mapatungod kini (We see catering services as good business that is why we find way to put it up),” says Florence Mongaya, the federation’s president.

“Ug tungod sa tabang sa SLP, mas natarong amo pag operate sa negosyo (And with SLP’s help, we were able to operate our business efficiently),” she adds.

A space in the heart of the municipality was donated by the Municipal Local Government Unit (MLGU) that served as storage room for catering service and display center.

PhilRice-IRRI study to help boost PH rice competitiveness

A STUDY made by the Philippine Rice Research Institute (PhilRice) and the International Rice Research Institute (IRRI) said the country should focus on increasing rice yield, reducing production costs, and improving milling efficiency to boost rice competitiveness.

The two institutions coimplemented the study titled Benchmarking the Philippine Rice Economy Relative to Major Rice-Producing Countries in Asia.

Comparative studies were done in sites representing irrigated and intensively cultivated areas in six countries: Philippines (Nueva Ecija); China (Zheijang); India (Tamil Nadu); Indonesia (West Jave); Thailand (Suphan Buri); and Vietnam (Can Tho).

“We must increase rice

yield by promoting hybrid rice technology coupled with appropriate crop management practices in suitable farming areas,” said Dr. Flordeliza H. Bordey, project lead of the study.

Meanwhile, Dr. Santiago R. Obien, PhilRice’s first executive director, recognized the country’s rice technologies as its asset to be more competitive. Obien proposed to increase fertilization rate of hybrid rice so it can better contribute to increasing the country’s rice production.

Farm mechanization was also among the major recommendations of the study to reduce production costs. Use of the combine harvester was highlighted.

Direct-seeding was also noted.

“Mechanization and other labor-saving tech-

nologies are oftenly met with objections because of labor displacement. Hence, job generation is important beyond the agriculture sector such as construction and factory works,” Bordey explained.

To reduce processing and marketing costs, milling efficiency improvement was suggested. Breeding and engineering solutions were also proposed. Among them were breeding varieties with similar grain shape and length, and with high head rice recovery; adopting mechanized drying; and increasing capacity utilization of big rice mills through provision of custom milling services.

“In the long run, investing on rice R&D is in the right direction,” Bordey said. She added that new technologies and strategies

are needed so the country can better position itself relative to its neighbors.

Isobutylparaben and isopropylparaben, along with benzylparaben, pentylparaben and phenyparaben, had been included in the “list of substances which

must not form part of the composition of cosmetic products” under the ASEAN Cosmetics Directive.

“While the other types of parabens are still permitted under current regulations, these five parabens should no longer be added to cosmetics,” said Thony Dizon, EcoWaste Coalition’s Project Protect coordinator.

“The government has given the cosmetics industry enough time to reformulate and replace the banned parabens with permissible preservatives,” he added.

CAGAYAN de Oro hosted the Mindanao leg of the Honda Gen S Scooter Fest to be held the whole day today that will last into the evening at Limketkai Parking Lot D. It was sure a fun-filled day as XRM owners were enthralled at the sight of the participating scooters in the accessorized contest. Some took part singing and dancing during the Gen S talent search portion.

This leg was the last in a three-part series that started last November in Manila, followed by December in Cebu and capping in this part of Mindanao last January 16 from 10:00 a.m. to 9:00 p.m. or the whole duration of mall shopping hours.

The agency reiterated the said grace period through FDA Circular 2015-014, which means that cosmetics containing the banned parabens will no longer be allowed in the market by January 1, 2016.

“Cosmetic companies are advised to recall their products containing the abovementioned ingredients by the end of the grace period,” the FDA said.

The three officials alongside provincial heads of the Department of Agrarian Reform, Department of Environment and Natural Resources, the municipal government of Datu Abdullah Sangki (DAS), and other peace stakeholders signed as witnesses a covenant forged and agreed upon by the protagonists in the conflict.

In the middle of executive (closed door) meeting, Mangudadatu went out of the venue at the Women’s peace center here and answered some questions from reporters covering another event nearby.

Based on initial investigations, he said, the land dispute began years ago when Visayan settlers in DAS town tilled portions of three farm lands comprising 61 hectares, most of which are titled under the name of Daisy Bansil, an ethnic Muslim belonging to the Maguindanaon tribe. Native Maguindanaons, Lumad tribesmen and Visayan settlers constitute the populace of DAS town, with the former group constituting the majority.

Because the Bansil family sought refuge in a safer place elsewhere, the Visayan settlers occupied the lands they had cultivated and applied for ownership under the Agrarian Reform program, other sources said.

At the start of the government peace process with the MILF that augured the restoration of peace in DAS town, the Bansil family returned to their community to cultivate their farms but faced resistance from settleroccupants, sources said.

Sporadic armed confrontations ensued between the contesting parties, even as the settlers invited relatives from as far as South Cotabato who belong to the cultist Pulahan Tadtad or Ilaga group.

The Ilaga group was known for its fierce resistance with government security forces’ backing against Moro rebels during the Martial Law era.

It gained notoriety for its members’ tendencies to invade and occupy lands that they later applied for titles in their names.

Mangudadatu, citing investigations, said eight from the camp of the Visayan settlers and six among the Muslim natives have already died in the dispute.

Military officials said the problem was brought to the attention of the governor’s office after some Pulahan Tadtad cultists from Glan, South Cotabato and Esperanza, Sultan Kudarat reinforced in the disputed farms and lost two members – identified as Commanders Buboy and Henry Tabucon – in a gunbattle with Moro natives last November.

“We cannot allow the fighting to continue unaddressed. So, we started today the peaceful settlement process,” Mangudadatu told reporters last Monday.

Under the signed covenant, he said, the arbitrating authorities decided that the legitimate owner of the lands under dispute shall be entitled to 25 percent of the current farm products while 75 percent will accrue to the settlers.

Such scheme, he said, continues until the provincial government in collaboration with DAR and DENR officials shall have come up with a “fair and final” judgement.
