CAGAYAN de Oro City-President-elect Rodrigo Duterte has appointed a new Press Secretary to head the Presidential Communications Operations Office (PCOO), an official of the Partido ng Demokratikong Pilipino-Laban (PDP-Laban) said Friday. Secretary Herminio Coloma Jr., head of the PCOO, welcome the appointment of Martin Andanar and wished the new Press Secretary “all the best” as he vowed to ensure a smooth transition come June 30. A latest change in the Philippines’ educational system was implemented starting in 2011. President Aquino signed the K 12 education into law in 2013, adding two years to the country’s basic education curriculum. The new K 12 curriculum guide requires all Filipino students to have one year of kindergarten, six years of elementary schooling (grades 1 to 6), four years of junior high school (grades 7 to 10), and two years of senior high school (grades 11 to 12). Prior to the implementation of the K 12 curriculum guide, the Philippines was one of only three countries in the world and the only one in Asia that still had only 10 years in basic education.

This has always been seen as a disadvantage for our students who are contending in an increasingly global job market. The longer educational cycle of the K 12 curriculum is seen as critical in giving Filipino students a higher quality of education. The K 12 curriculum is designed to enable graduates to join the work force right after high school, and suitably prepare those who want to go on to higher education. Change is never easy, especially when it is about a big undertaking such as the implementation of the new K-12 curriculum guide in the Philippines. It is high time, however, that we join the rest of the world and improves the quality of our basic education system and our graduates.

Students desire from their school experience is not necessarily what their parents and members of the community want them to learn. Only percentage of students come to school with desire to learn. Many attend school because that is simply what they ‘re supposed to do. That doesn’t mean they don’t end up finding subjects they enjoy. Not only is it the job of educators to teach, but they must also find ways to make the learning process edesirable to students who didn’t make the choice to be in the classroom in the first place. With authentic lessons and inquiry learning, educators can clear this hurdle, though. To assist in motivating students, schools could put out a survey asking them what they want to

learn, what they have already learned, and what the teacher could do to make learning more exciting. With the stress of standardized tests, it might be difficult to take the time out of the day to distribute the survey, but every effort should be made to do so. Students are more prone to become engaged in assignments when the teacher has created a safe and inviting learning environment. Students want to work in an educational environment where a teacher’s expectations are explicitly outlined. Teacher has an obligation to create a teaching environment that promotes learning. This means, that teachers should not embarrass students for a wrong answer or a below-standard test score—nor should they allow other students to make

fun of wrong answers and below-standard test scores. Schools are not only concerned with test scores only, but also with equality. All students should be considered equal, regardless of their age, race, orientation, beliefs, and ability levels. If all students feel an equall treatment, then they’ll be more motivated to study. Students will feel intrinsically motivated to learn when they feel respected by teachers and the staff, and will work harder to achieve the school goals have outlined. For students to perform well in school, they need to have the proper support both in school and at home. Most students are only interested in performing for the people that matter most to them. If these people do not hold education in high regard, then the student will not hold education in high regard either.

Officially deployed in the outer space last April 27, Diwata-1 is expected to be in the orbit for about 20 months and will be taking images of the Philippines twice daily. Last month, Carlos Primo David, executive director of DOST-Philippine Council for Industry, Energy and Emerging Technology Research Division (PCIEERD), told the Philippines News Agency (PNA) that for the meantime, the images from Diwata-1 would be received by those in Tohoku, Japan. “They will send the images to us,” he said. The DOST has partnered with Tohoku and Hokkaido universities in Japan to develop Diwata-1. It was assembled by nine Filipino engineers who were stationed in there to undergo an extensive course about microsatellite. “When the first communication opportunity over Japan came at around April 28, we succeeded in the reception of radio signals from the satellite at the Tohoku University ground station (CRESST) and the state of the satellite was confirmed to be in good condition. Since April 29, we have been conducting initial checks on each component and evaluating the performance of the satellite’s onboard cameras and attitude control system,” the DOST said. The satellite was moving over the Pacific Ocean and its attitude was manipulated to tilt in the direction of Sendai city. Sendai city is covered by clouds but Lake Tazawa and Oga peninsula are clearly visible on the left side of the MFC test image,” noted the DOST. * A test image of the province of Isabela in the island of Luzon, Philippines, taken by the medium field-of-view color camera (MFC), captured at 01:15 UT (09:15 PHT) on May 17 * A projection of the MFC image of Isabela province on a geological map of Isabela, Philippines The test image captured a portion of the coastal seaboard of Isabela province, which includes parts of the municipalities of Maconacon, Divilacan and Palanan. The projection image showed a Isabela on a geological map of the area. “For this picture, the satellite was moving over the Luzon island and looked down at the target area vertically, with the pointing control toward the center of the Earth,” decribed the DOST. The three images from Diwata-1 were taken during the microsatellite’s testing phase. At present, the satellite operation team conducts the initial checks of the

onboard components of Diwata-1, including the other cameras. According to DOST, the images taken during the testing phase were used to verify the functionality and characterize the performance of the onboard cameras and other relevant sub-systems. After extensive testing and characterization, Diwata-1 might be in normal operation phase by August. In this phase, it captures images on a regular basis to support the science mission objectives, such as assessment of damages associated with disasters, surveying agriculture, fisheries and forestry, and studying environmental changes in the Philippines. Protection not extermination

The Philippine Press Institute (PPI), also known as the national association of newspapers since 1964, urgently calls the incoming administration to protect Filipino journalists, and media workers in general by upholding the constitutionally-enshrined freedom of the press and free speech. Indeed we need you protection Mr. President and not the killing of journalists. We accept the fact that there are wayward journalists just like in other professions where crimes are committed. The rule of law must prevail and not the rule that you spouse – vigilante killing. We are forced to rethink whether you are the right president elect or a vindicative person.

The statements you issued against media is uncalled for. The Philippine Press Institute (once headed by Atty. Jesus Dureza, as chairman) said it “…re-iterates its positions: STOP MEDIA KILLINGS and END IMPUNITY. The growing statistics of slain journalists, including all forms of attacks and harassments are already alarming. No one argues with President-elect Rodrigo Duterte’s perception that corruption in the ranks of media exists. Not even media practitioners will deny it. However, citing it as a reality in journalism practice is one thing, but citing it as the reason for murdering journalists is

totally unacceptable. As we all know, the traditional work and mission of media in the pursuit of truth and excellence --- is to be adversarial. It is the duty of the journalist to afflict the comfor t able and comfort the afflicted. It seeks to be the catalyst when confronted with contentious issues. It takes sides for the good even if the cause is unpopular. As in other sectors, there are extortionists and blackmailers; they have no place in the legitimate and ethical practice of journalism. Also unacceptable is the abhorrent habit of politicians and businessmen to pay-off reporters and editors in exchange for favors. So while accepting ‘envelopes’

by journalists is grossly unethical and deemed unacceptable in the professional practice, it cannot be viewed as a deathly proposition. It is the expose on a corrupt politician or businessman by a journalist that risks violence. What should anger the President-elect instead is the fact that only 15 out of 170 recorded murder cases, have been solved, and none pointed to the slain journalists as corrupt. Reversing the trend requires real change as well. The government is mandated to bring murderers of journalists to justice not because journalists belong to a special class but because the freedoms as protected in the Constitution have been violated.”

The crusading journalist believes that the taxpaying public has the right to know about the doings of the government, particularly the elected public officials. The right of the public to be informed is grounded in the time honored doctrine that the “power of the civil government emanates from the people.” The power of the people is exemplified in the exercise of suffrage where the public elects public officials to run the affairs of the government. The crusading journalist, as the protector of the interest of the people, upholds the principle of independence in exposing corrupt public officials without fear or favor. More often than not, a corrupt public official is “onion-skinned” that when the shame and the issue becomes unbearable would

likely adopt measures to silence the journalist at all cost. It is true that the crusading journalist has to bear the “sword of Damocles” that hangs over his head as interest individuals, persons, and groups are after his neck. The second kind of media people are those that are paid as “mouth piece” of politicians and interest groups. It is unfortunate that these “paid hacks” gained

the notoriety because most of them succeeded in feigning legitimacy as members (even control) legitimate media groups. More often, these media groups are the same people who attack and despise the legitimate and the crusading journalists who happened to step on the swollen toes of their benefactors. In return, the “paid hacks” resort to various forms of “black propaganda” to destroy the credibility of the crusading journalists. They do it out of insecurity for fear that their financiers and principals would discard and lost faith in them. This is the reason why the crusading journalist could not get a legitimate interview because the “paid hacks” act as the “cordon sanitaire” of the principal, mostly public officials – elected or otherwise. It seems President-elect Rodrigo Duterte has declared war with the media. He used foul words to describe us. He seemed to have stood on top of the hills and made thunderous sounds to frighten us. He was trying to pre-empt things so like a dog, we hide our tail underneath our tummy. Or probably he portrayed himself like Tarzan whose loud voice startled the animals in the jungle. I see this as another act like what he did to Mar Roxas with whom he dared to a fistfight and when the latter accepted his challenge, Digong retreated like a dog. Certainly I don’t know what was in the mind of the Davao mayor but I wish to tell him he will fall on his knees. He has gone too far in his pronouncement as he is trying to display his bad attitude particularly to the church and the media. While I admit there are

insignificant number of corrupt men and women in the media like anywhere in human life, I beg to disagree his position that prompted him to castigate our group mercilessly. What he actually did was adding insult to injury in the midst of so many journalists killed while performing their duties. I demand that Duterte apologizes for his wrong choice of words and urge him to think about it and depart from his old lifestyle and monotonous behavior. He has courted quarrels already even before he assumes office and I wish to let him know so many Filipinos in foreign lands have already showed their displeasures. A colleague in Vancouver had adverse comments on him. Another one in Los Angeles expressed his stand against the incoming president. Both revealed they campaigned for him before the May 9 elections

but now they felt sad about it. Mass media from around the world have expressed their objections to Duterte’s utter humiliation and reckless move towards the journalists He should know that this group have helped him in the last campaign through free publicity. His press releases and actual interviews had a price tag being political advertisements but he went on for free because he claimed he had no money. Duterte has been saying change is coming and if he meant bullying big institutions is part of such program, he will surely fail. Fighting the church and the media is literally next to an impossible dream. Right at this moment, people in the media are apprehensive what Duterte is going to do. Most of the time, the extortionist, however, adopts the character of the “paid hack.” Sometimes, the extortionists flaunt as members of a legitimate media group to give credence to their activities. There are times that the extortionist also threatens the crusading journalist to make it appear that they are clean. Like the “paid hacks,” the “extortionists” demand special treatment, too. Well, there are other kinds of media groups.

Those who have no legitimate outlets and those who run a “fly-by-night” newspapers or magazines. These groups cling, even control, legitimate media groups to justify their activities, too. Anyway, while Duterte tried to justify the killing of the “paid hacks” and the “extortionist” members of the press, it is still unfair for a President to make the pronouncements. As a lawyer himself, Duterte understands that every person is presumed innocent until proven guilty. Thus, an individual has the right to “due process.” Well, a journalist does not need special treatment. The press card is not a ticket to enjoy special treatment and free accommodation. Bullying in school should cease

Somehow, people think bullying is a part of life, a part of growing up and an opportunity to stand up for you. Some kids naturally will not accept being bullied, and will stand against it. Others are not that brave and will crumble at it. They end up feeling lonely, unhappy and frightened. It can make them lose confidence and interest in school. But what is bullying anyway? Bullying is when someone keeps doing or saying things to have power over you. This includes calling you stupid names, saying or writing nasty things about you, leaving you out of activities, not talking to you, threatening, making you feel uncomfortable or scared, taking or damaging

your things, hitting or kicking you, or making you do things you don’t want to do. No doubt, this can make you feel very unhappy, afraid, uncomfortable, depressed, hurt and alone. It can negatively affect your performance in class. But what can we do about this problem? Coping with bullying can be very difficult. First, understand that you are not the problem. The problem is the bully. Like everyone else in the class or school, you have the same rights to everything, including freedom and safety. Doing nothing might suggest to him that there is no problem. Be very firm and say it straight to his face that you do not

like what he does. Act brave. Sometimes you can ignore to let him/her know that you really don’t care about their comments or insults to you. But everything starts at home parents have the biggest role in preventing this to happen in their kids because more than

half of youths who are bullied fail to tell an adult about it. Parents have a role to ensure that schools and communities are safe and fair for their own children. This means helping the child to identify, reject, report or help another person being bullied is as important as training your child not to bully others.

This helps them build their own vocabulary and improve their understanding when they listen, which is vital as they start to read. As children start to learn to read at school, parents can play an important role in helping them interested in books. Education is a basic right for all children around the world, yet in the developing world there are almost two billion children, most of which are not receiving a proper education or any education at all. What is illiteracy by the way? In general terms, illiteracy is an inability to use language. It is an inability to read, write, listen and speak. Today, it is usually taken to mean being unable to read and write at a level adequate for written communication or at a level that will allow an individual to function at certain levels of society. In the simplest of terms, illiteracy is the opposite

of literacy. Why is illiteracy a problem? Illiteracy is a problem because it inhibits people from communicating efficiently with one another. When illiteracy is widespread throughout a society, people will have a hard time understanding other people’s thoughts and conveyed messages. What are the effects of illiteracy? Having low literacy, skills affect many aspects of a person’s life. It can also affect the lives of their spouse, children, neighbors, and co-workers. People who have poor literacy skills may have trouble organizing information, following a line of reasoning and keeping

track of a set of instructions. One of the solutions to solve this problem is through education. We need to foster a culture that supports local products. Bring to the people the understanding of what supporting local products does. And people will position themselves as service providers to the economy in sectors they like. Illiteracy gets eradicated when the poor of the poorest get an opportunity to participate in the economy. With that little salary; they will afford better education and supplements I mentioned above for their kids. Thus, promoting literacy.

In response to the DepEd Order No. 35, s. 2015 entitled Implementing Brigada Eskwela 2016, Zubiri Village Elementary School conducted this year’s Brigada Eskwela from May 30 to June 4, 2016 with the theme “Tayo sa Paaralang Lig tas, Maayos at Handa Mula Kindergarten Hanggang Senior High School” which engaged stakeholders to contribute their time, effort and resources in ensuring that public school facilities are ready for the school opening in June. Prior to the conduct of the Brigada Eskwela 2016, the school headed by Mrs.

Victorina G. Baldoman has made efforts in assessing the physical facilities and maintenance needs of the school, mobilized resources, organized steering committees and provided orientation of roles of the teachers in the conduct of the said Brigada Eskwela. Since there was no fund allocated for this Brigada Eskwela purpose, private business groups, NGO like KISMUCO, private individuals and local government were tapped to solicit donations to be used during the implementation. The school is indeed grateful for the multifarious concerns and immediate response given

by these external stakeholders. Believing that the community cannot stand without the school, and likewise the school without the community, we greatly acknowledged that partnership among them should be strengthened more in order to yield best outcomes for the school and the community itself. Summer Reading Camp is an special program of the Deped held every summer for all elementary and secondary schools throughout the country. It aims to develop and enhance reading, listening, and speaking abilities of the learners. It gives the chance to pupils especially the non-readers and slow learners to extent their learning through reading while having fun.It is also one way of making their summer vacation a productive, and fruitful one. Salawagan Central Elementary School implemented Summer Reading

Camp in a meaningful way. Since it is mandated by the higher office that teachers should render services for this activity the competent SCES teachers with supervision of the principal Mr. Vicente F.Garciano conducted the said camp last April 5-18, 2016. It started with a parade and a program to let the constituents know the event. The Summer Reading Camp Coordinator inculcated to the learners so with the parents and audience the importance of the activity. There were five major learning areas taken such as English,Mathematics, Sci-

ence, Filipino, and MAKABAYAN. Each learning area has its different genre used to make the campers well motivated and interested for the whole duration.All activities given were not the same from the regular classes to give and let feel them the impact and value of the DepEd program. “Read and Enjoy” was taken in the first week with exploratory as the common genre used. This encourage to enjoy reading while learning many things. The major goal for the second week is “Speak and Tell” which aims pupils’ creativity and to enhanced their communication skills. Other things that they learned includes come and show,

Public service is a public thrust, whether you are serving in government offices or in government schools, your position is a liability to the public. Civil servants are accountable for their direct actions, views and decisions to the general public that they are serving. In the same way teachers are accountable to the department of education in general and to the Filipino learners to be specific. That is the reason teaching should be done in all fidelity, passion and calling for what you are doing will reflect to the learners that you are producing. During the election period we heard on the different lines and promises that changes should be done for development and progress to happen but this will not happen if we will never envolved ourselves as part of those will need change to impart changes. The issue

of accountability in the civil service has arisen in the past and until now it remains a problem for no one is willing to change the way change should be done. As teachers who are serving the public schools, we are directly liable to our learners whom we are serving and because of this, teachers should show peculiarities that should result to the upliftment of the lives of our learners. We should learn to give our best by showing total honesty even in small things that we are dealing each and every day in this way we can impart changes in our own little ways. For if the values of honesty is being inculcated in every heart progress in educational services will be visible even in the different programs we are implementing and even in the change of administration for it becomes part of our system and change is our lifestyle.

Senior High Program: A better way of learning By Meluna M. Galila, MA Quezon National High School Quezon, Bukidnon

In June 2016, Senior High School (SHS) will be compulsory for all Filipino students leaving Grade 10. Before we praise, condemn, welcome, or fear it, we should be sure to understand what exactly SHS is. Since these employable skills cannot be acquired within only ten years of education (not to mention that, after Fourth Year or Grade 10, students will only be 16 years old and not yet fully employable), we added two years of free public education. These two years should not have more of the same things they are supposed to learn in the first ten years (11 now with compulsory Kindergarten). Rather, they are focused primarily on employable or entrepreneurial skills. (Students who can afford private schools need not worry about employable skills when they are 16 years old; unlike the poor, they can afford to spend another four years learning a profession. Poverty, however, should not be a reason for students not to pursue a profession. There are college scholarships available, of course, but definitely not for all poor students (roughly half the

population, according to the SWS). There must be a systemic way to give poor students a chance to go to college at some point in their lives. First, we have to give them the skills they need to make a living. Then, if they save enough money and are motivated enough, then they can go to college and take board exams and the rest of it. Since those of us who are older than 24 had only ten years of basic education and did not fare so badly in college, we could argue that SHS is not necessary. But that was before the College Readiness Standards were formulated. The College Readiness Standards demand a lot more of someone entering college today than during our time. Just one obvious example: the College Readiness Standards demand that a student entering first year engineering should already know Calculus. The part of the SHS that gives all students the basic academic preparation demanded by the College Readiness Standards is called the “Core Subjects.” The part that gives students the skills needed by employers or needed if they set up their own businesses is called the “Track Subjects.”

This is part of the DOE’s initiative to strengthen the country’s energy efficiency and conservation efforts by expanding the Philippine Energy Standards and Labeling Program (PESLP) to include light duty motor vehicles. With support from the Chamber of Automotive Manufacturers in the Philippines (CAMPI) and the Association of Vehicle Importers and Distributors (AVID), a total of 70 vehicles were entered in this fuel efficiency benchmarking run. Thirty-eight gasoline engine cars used Petron Euro 4 XCS, while 32 diesel vehicles used Petron Euro 4 Turbo Diesel. With Petron Clark Station in Angeles City, Pampanga, as the take-off and finish point, the run traversed some 300-kilometers on the Subic-Clark-Tarlac Expressway (SCTEX) and Tarlac-PangasinanLa Union Expressway (TPLEX). The car companies fielded their own driver-navigator teams for the run, with an independent observer riding

The advent of K 12 curriculum stirs up the Philippine educational system. This recent change in the Philippines’ educational system was implemented four years ago when President Benigno Aquino III signed the K 12 education into law in 2013, adding three years to the country’s basic education curriculum. The K 12 curriculum requires all Filipino students to have one year of kindergarten, six years of elementary schooling (grades 1 to 6), four years of junior high school (grades 7 to 10), and two years of senior high school (grades 11 to 12). Prior to the implementation of the K 12 curriculum, the Philippines is the last country in Asia and was one of the only three countries in the world with Angola and Djibouti in Africa with a 10-year pre-university or basic education cycle. The 10 year education cycle has always been seen as a disadvantage for our students who are competing in an increasingly global job market compared to our neighboring countries and the rest of the world as seen in the results manifested during the National Achievement Tests (NAT),

scores highlight our students’ poor performance in national examinations. The National Achievement Test (NAT) results for grade 6 in SY 2009-2010 showed only a 69.21% passing rate while the NAT results for high school is at a low 46.38%. Moreover, international tests results in 2003 Trends in International Mathematics and Science study (TIMSS) show that the Philippines ranked 34th out of 38 countries in HS Math and 43rd out of 46 countries in HS II Science. Moreover, the Philippines ranked the lowest in 2008 even with only the science high schools joining the Advanced Mathematics category. These results point out that we need more years of honing and preparing our students to become globally competitive especially in the advent of ASEAN integration that commence in 2015. Therefore the longer educational cycle of the K 12 curriculum is seen as critical in giving Filipino students a higher quality of education as an expected outcome. basic education program is “the complete human development of every graduate” (DepEd discussion paper, p.6). This further means that every student would have an understanding of the world around him and a passion for life-long learning while addressing every student’s basic learning needs: “learning to learn, the acquisition of numeracy, literacy, and scientific and technological knowledge as applied to daily life” (p.6). The longer years added in the K 12 curriculum is designed to enable graduates to join the work force right after high school, and suitably prepare those who want to go on to higher education. This is also done to support college graduates seeking work abroad. Developed countries, according to the Department of Education’s

It takes sides for the good even if the cause is unpopular. As in other sectors, there are extortionists and blackmailers; they have no place in the legitimate and ethical practice of journalism. Also unacceptable is the abhorrent habit of politicians and businessmen to pay-off reporters and editors in exchange for favors. So while accepting ‘envelopes’ by journalists is grossly unethical and deemed unacceptable in the professional practice, it cannot be viewed as a deathly proposition. It is the expose on a corrupt politician or businessman by a journalist that risks violence. What should anger the President-elect instead is the fact that only 15 out of 170 recorded murder cases, have been solved, and none pointed to the slain journalists as corrupt. Reversing the trend requires real change as well. The government is mandated to bring murderers of journalists to justice not because journalists belong to a special class but because the freedoms as protected in the Constitution have been violated. Balay Mindanaw honors outstanding barangays THE search for the most outstanding barangays in the Visayas and Mindanao finally came to a close on Friday (May 27) when the best four among the best communities in the region were given due recognition in the first-ever Balay Mindanaw Awards at the Centrio Mall in Cagayan de Oro City. Barangay San Vicente of Sumilao, Bukidnon, Barangay Lawaan of Gingoog City, Barangay Tawagan of Cagwait, Surigao del Sur, and Barangay Pagangan of Aleosan, North Cotabato shared the most-coveted distinction as the “Most Outstanding Barangay” after emerging on top of their respective categories. Home to the highlyacclaimed Sumilao farmers, Barangay San Vicente outshone the rest of the finalists in the Kaangayan Category (for communities with exemplary local capacities in addressing issues of injustice and inequities) to bag the top honors. The Sumilao farmers made the headlines when they finally won their peaceful 10-year land rights struggle, highlighted by their 28-day hunger strike in 1997 and their dramatic 1,700-kilometer march from Bukidnon to Manila in 2007. The struggle started by the Mapalad farmers -- who later evolved to Sumilao farmers -- in 1996 to acquire the 144 hectares of land from San Miguel Corporation has inspired thousands of people not only locally but internationally as well. Barangay Lawaan topped in the Kalambuan Category for communities with outstanding initiatives in addressing poverty towards sustainability and viability. Lawaan, one of the rural barangays in Gingoog City, has established a community-based Backyard Broiler Production Project in partnership with Balay Mindanaw in 2005 and has been continuously looking for viable incomegenerating business ventures to help transform pastoral

families into enterprising households. Barangay Pagangan lorded it over in the Kalinaw Class for communities with outstanding local initiatives in transforming violent conflicts and building peace. Pagangan, which has been severely affected by sporadic armed encounters between government forces and the Moro Islamic Liberation Front, has demonstrated resiliency amidst violent conflicts by strengthening the relationship between its Muslim and Christian residents through constant consultations and dialogues. Barangay Tawagan came out best among the eight barangay finalists to bring home the top honors in the Kalig-on Category for communities that have shown outstanding institutionalization and development of resilient initiatives and preparedness in facing disasters. One of Cagwait’s coastal barangays, Tawagan has weathered all the typhoons that came its way through its constituents’ concerted preparedness in times of danger and trouble. ”It’s not Superman, Spiderman, or Batman who could reduce risks, but only community initiatives and preparedness,” Barangay Tawagan’s motto says.
