POPCOM bares program to cut child mortality rates in NorMin

CAGAYAN de Oro City–– The Population Commission (POPCOM) in Northern Mindanao has instituted this year a massive responsible parenthood educational program targeted at couples of reproductive age in a bid to curb child mortality in the region. Lydio Apostol, POPCOM regional director, said on Tuesday that a study released by the UNICEF Philippines disclosed that 40 out of

1,000 births in Northern Mindanao die before reaching the age five. He said that the educational program is targeted to the marginalized beneficiaries of “Pantawid Pamilyang Pilipino Program” or 4Ps in the region where childbearing couples are considered vulnerable. According to Apostol, the POPCOM is excited as more couples and individuals have shown inter-

est in the program since the Aquino administration launched it in 2013. In fact, about 56,000 individuals representing 28,000 couples in Northern Mindanao have already enrolled in the program from January to June this year, Apostol said. “The number of this year’s enrollees showed that the program has succeeded compared to the 6,080 individuals or 3,040 couples who

enrolled in the POPCOM program in the region in 2013,” Apostol added. The program taught the couples on various basics in home and family management, wise spending of budget and birth spacing, he said. 6 killed, 6 wounded in NPA attacks in Northern Mindanao

SIX army soldiers were killed while six others were wounded as the New People’s Army (NPA) launched rebel offensives in the provinces of Misamis Oriental and Bukidnon since July 1, 2014, an NPA press release said on Tuesday. The statement signed by a certain Lorena Mangahas, spokesperson of the NPA under the Eastern Misamis Oriental-Northeastern Bukidnon Sub-regional command, said that the NPA launched seven offensive actions from July 1 to July 25. She said that the latest was the harassment by an NPA team on the army’s 8th Infantry Battalion and a militia detachment in Km. 30, Brgy. Calabugao, Impasug-ong, Bukidnon, about 1:00 a.m. last July 25. On July 24, the NPA team harassed another

Yevgeny Vincente Emano said on Tuesday that while the President mentioned Laguindingan airport in passing, Aquino did not schedule a timeline on when the actual installation of digital navigational facilities would be completed. The state-of-the-art equipment is essential for the airport to operate round-the-clock. “For over a year now, Laguindingan airport can be used only during daylight,” Emano said. He said that while many airlines have already expressed interest to fly global via the Laguindingan airport, Aquino did not promise to convert the airport to

an international port from its current domestic status. Emano also noted that Aquino focused more on the development of the Luzon and Visayas areas. Bukidnon-based blogger Irene Aserios also observed that the SONA has shown Aquino’s lack of concern for Mindanao. Aserios, however, appreciated that Aquino did not lambast anyone in his speech this time, a complete turnaround from his tirade against the Supreme Court only a week ago. “I thought that the SONA was less vile, less finger pointing, more facts and figures/data, more interesting projects especially on the infrastructure as-

pect,” Aserios said. Cagayan De Oro City Rep. Rufus Rodriguez likewise appreciated the fact that Aquino’s human nature emerged when he emotionally broke down while mentioning his father, the late Sen. Benigno Aquino Jr. “It only shows that the President’s SONA is sincere and delves from the heart. I believe it was his best SONA since he assumed office. It was an emotional SONA, especially when he choked back tears after mentioning his parents and even quoting his late father. That part reminded me that he is still human and has emotions,” Rodriguez said. From a scale of 10, Rodriguez rates Aquino’s

Lawyer Antonio Soriano, a convener of the Citizens for Good Government here, gave a 7.5 rating while Regional Director Oggie Candambra of the Office of Muslim Affairs gave Aquino a 7 rating. The proponents, however, said that the 7 rating did not mean that they did not appreciate Aquino but meant that the President could still accomplish more during the last two years of his administration. “I believed that Aquino could accomplish the remaining three percent in the next two years,” Candambra said, adding that his opinion did not carry that of OMA’s. In school is a place learning takes place. It is where a student gain knowledge and as well answers to his questions. Thus, it is important to see that a school should be capable enough to sustain each child’s needs. In a Washington State research report, nine characteristics of high –performing schools are given. High performing school has a clear and shared focus. It should have set vision, mission and goals. These three serve as direction and determine the targets that should be achieved. This kind of school is also optimistic. Teachers and staff believe that all students can learn and meet high standards. There are chances that it recognizes that some students experienced significant barriers, however these are not seen as insurmountable. In other words, the school offers an ambitious and rigorous course of study.

Effective leadership should also be seen in school administration. Effectivity in instructional and administrative leading is required to successfully implement change processes. Leaders are also proactive and would seek help if needed. It also involves nurturing instuctional program and school culture that are conducive to learning and professional growth. High performing schools also execute high levels of collaboration and communication. Strong teamwork among teachers in all levels and other staff should be seen. Each one is involved and linked to one another. These include parents and community members. They joined hand in hand to identify problems and work on solutions. Learners deserves high quality learning for they aim a such. To achieve this, schools as learning institutions should also provide high kind of education.

PNoy impeachment THE latest impeachment complaint against President Aquino filed and endorsed by the Makabayan bloc in the House of Representatives caused some sort of uproar and and raised a lot of questions among the members of the United Church of Christ in the Philippines (UCCP) because one of the signatories is one of the church’s incumbent bishops. In light of this development, as member of the UCCP, I felt the need to explain certain facts not understood by many about the dynamics of the church’s polity and governance even by some members of the church itself much more by those who don’t belong to the religious sect. It was in 1948 that the UCCP was established with the merger of the then United Evangelical Church in the Philippines that was originally composed of three evangelical missions in the country, the Presbyterian, United Brethren and Congregational, the then Evangelical Church in the Philippines composed of the Church of Christ-Disciples, the Philippine Methodist Church, the group that broke away from the United Methodist Church. The establishment of the UCCP proved to all and sundry that churches with different backgrounds

can still merge and become united and one despite their varying confessions, polity and even practices as long as they profess the same faith in one God, same baptism in Jesus Christ and the same Holy Spirit that is making God’s presence in the world a reality. The UCCP being an evangelical, ecumenical and prophetic church responds to the root causes of social injustice and unpeace. It is a church that draws strength from its sense of spirituality “that is renewed by its consistent immersion with the people.” In fact, for this quadrennial, 2014-2018, its theme is “Spirituality for these Critical Times.” When Bishop Emergencio “Teh” Padillo affixed his signature in the impeachment complaint against Aquino, he was just consistent with the faith confessions of the UCCP which is that of being a transformed faith community working for the transformation of society. Expectedly, however, there are those within and outside of the UCCP who did not agree with the good Bishop’s move of affixing his signature in the controversial impeachment complaint. Those within the UCCP who were not as brave and as courageous as Padillo and those who are supportive of

A deeper view Jesse E.L. Bacon II the Aquino administration distanced themselves from him claiming he did what he did in his personal capacity and not in his capacity as Bishop of the church. But what is conveniently forgotten is the fact that the UCCP Bishops, its General Secretary and the other lay officers of the church are elected by the UCCP constituency through their elected delegates to the church’s quadrennial assembly. What does this election imply? It implies that the UCCP con-

stituency had unequivocally given their mandate to their Bishops and other officers to do or perform certain acts on their behalf as long as these are not inimical to the interests of the church. When Padillo signed the impeachment complaint his act can never be considered an act that is inimical to the interest of the church by any stretch of the imagination. His move is in fact very much consistent with the stance of the church as the transformed body of Christ

with regard to pressing social issues affecting the life of the people. That mandate given to Padillo made his act the act of the entire UCCP. And as a member of the UCCP I fully endorse his act as mine too because his being a Bishop of our church is by virtue of the mandate we’ve given him and I do not see his move detrimental to the interest of the church in whatever way. I endorse his move because it is very consistent with the faith confessions of the UCCP of being a prophetic church, a church that hates evil. Does this endorsement then mean that I and the entire UCCP constituency believe that Aquino deserves to be impeached? Not necessarily but letting this democratic process prosper will give those who want him removed from office prove their case

against him and it likewise affords Aquino the opportunity to debunk the charges leveled against him. The impeachment, we should not forget, is a constitutional process to prove an impeachable official’s guilt or for the official to prove that the impeachment charge against him does not have any merit whatsoever. But this can only be achieved if the impeachment process is given the chance to roll. PMA sets nationwide entrance examination

PAGADIAN CITY, Zamboanga del Sur - The Philippine Military Academy (PMA), the countr y’s premier military school, is set to hold its annual entrance examination in the different parts of the country, a military official said Tuesday. Army’s 1st Infantry Division Public Affairs Officer-in-Charge Capt. Franco Suelto said the entrance examination is scheduled to be held on Sunday, August 3. Suelto said there are three designated testing centers within the area of jurisdiction of the Army’s 1st Infantry Division. These are in the following areas: Iligan National High School, Iligan City;

Davao's children foundation turns 14 in helping orphans

AVAO CITY - The Love The Children Foundation Inc. (LTCFI) continues to extend in transforming lives and declaring His goodness to the orphans in San Pedro, Marapangi III in Toril here is now on its 14th year.

The LTCFI does not only takes care of the orphanages but is also into community development, livelihood programs, Spiritual development and in the Alternative Learning System (ALS) Service provider. Cindy Chua, co founder of the Foundation, said John, the first kid of the foundation, is now 18 years old and is already working as a welder of a machine shop. “John grew up to be a very good man, tall and handsome,” said Chua, who founded the foundation together with her husband Tony. The Chuas first met

John, who was then still a 4-year old little boy at a government drop-in center, a place located in the heart of Davao City where all the street children just come to eat, sleep and go back to the streets. John still then did not really have a name yet and was only called “Gong-Gong” which meant “dumb boy”. He had a scar between his nose and upper lip bitten by a dog. After several visits, the Chuas finally decided to take care of John, who was registered as a Filipino citizen. John was sent to school and now also plays the lead guitar well every Sunday service at the church.

“I thought that there was already no beacon of hope due to my adversities. In Love the Children Foundation, I was taught of God’s love, learned to face the challenges of life and I became a strong and better person,” said John. He said, “All the negatives I encountered before have been erased because of the good things planted in me through His grace.” LTCFI is now also engaging the children into livelihood projects and equipping them in preparation for independent living. They were trained and helped in the production of peanut products of the organization, “Love Nuts”. The “working boys” are now receiving monthly allowance because of their own efforts. For them one of the best things they value was how to earn money from work. Their eagerness to achieve their dreams encouraged them to save money. They learned proper time management and self-discipline especially

in not getting tempted to spend their money on unimportant things. “On top of that they are also doing their best in their studies with the goal of achieving a brighter future,” said Chua. During the recent Super Typhoon Yolanda that destroyed the Visayas Region, the kids of the foundation took money out of their own savings to donate it to the typhoon victims. The foundation is now planning to put up a peanut brittle factory, livelihood center for community development, to open up an office and showcase room in downtown area and go for a higher production of peanut products. It wants to open the Early Childhood Care and Development at the compound. The foundation has also catered 2,000 indigenous beneficiaries in partnership with the Department of Social Welfare and Development for community development and sponsored livelihood projects

Now if you don’t give him what he wants, he will never stop crying,” Macaumbao added. But Unsang, speaking in a soft voice, said: “Hindi mabibigo yan” (That wouldn’t fail), referring to the BBL. He said he no longer favors resorting to violence just to attain what the MILF wants for the Bangsamoro people. Hopeful but worried In Pikit, 41-year-old Dido Kadatuan said she remained hopeful the obstacle in the crafting of the BBL could be hurdled. However, Kadatuan admitted she was worried that armed conflict may erupt again. “The reason why we did not return to Barangay Rajamuda was because we are still wary that war could still erupt should negotiations collapse,” said the mother of two who is now living in the town proper. Kadatuan and her family fled Rajamuda in 2003 and had never returned home. Like Tarusan, Unsang appealed to the government to retain whatever has been submitted because it may delay the realization of the Bangsamoro government. On Monday, government chief negotiator Miriam Coronel-Ferrer said that both peace panels are finding good solutions to the sticky issues surrounding the draft BBL. “We met over the weekend and made progress on two important articles pertaining to fiscal autonomy and the structure of the Bangsamoro government,” Coronel-Ferrer said in a statement sent to media. Earlier, the MILF posted on its website that it will never renegotiate the settled issues, saying, “All those issues that are settled in the FAB and its Annexes will not be subject for renegotiation; and settled language in the FAB and its Annexes will not be subject for renegotiation.” It added: “If both Parties only abide by these commitments, the process would really move forward faster and save them from some irritating moments in their current engagement. More importantly, the MILF will never renegotiate these settled issues.” For the villagers in Patot, most of whom had experienced displacement in the previous wars, they couldn’t understand why is it hard for the government to grant their demand. “We only want to take back what originally belongs to us. Why can’t the government give us a chance to govern our own people?” Unsang pointed out in front of his fellow villagers.
