AVAO CITY – Mayor Rodrigo Duterte, of Davao City, and Maria Isabelle Salazar, mayor of Zamboanga City, have signed an agreement that would forge a sisterhood pact between the two cities.

Salazar led an official delegation to Davao recently and both mayors signed a memorandum of agreement which serves as the initial step towards the forging of the sisterhood pact. The visiting officials were also briefed on Davao City’s governance and ordinances, and the local business and economy here,

including its emergency facility and security. “We thank Mayor Rodrigo Duterte for hosting us and the members of the City Council in the initiation of a Sisterhood Agreement between the cities of Zamboanga and Davao. This is a first step towards a shared progress and development of both cities,”

DAVAO CITY – The alleged electric pilferer has asked the court to reconsider its earlier order cancelling his bail bond and ordering his arrest for his failure to show up at a hearing last February. In his motion, accused Romeo Elisan Jr., through his lawyer Atty. Rene Alexis Villarente, requested the court to recall the arrest warrant it issued against him and

reinstate his bail which was earlier confiscated in favor of the government after he failed to appear for the pre-trial conference on February 5, 2015. Elisan, however, explained that it was not his intention to snub the court’s order but “in good faith” he believed that the schedule of the pretrial was on February 25, 2015 instead of February 5, 2015. PITOGO, Zamboanga del Sur––Mayor Richard Garban has appealed to the kidnappers holding captives a child and a bakery worker to release their hostages on humanitarian grounds. Still in the hands of the kidnappers are Ace Jay Garban, three, and a bakery worker, Ledegie Tomarong, 17. Mayor Garban made the appeal in a press conference Sunday, citing the families of the two captives do not have the capability to pay ransom. The appeal of the mayor came after the kidnappers have demanded PhP60 mil-

The mayor said the kidnappers made known of their demand through text messages sent to the families of the two hostages. Garban and his younger sister, Zynielle Jay, two and Tomarong, were seized by 10 gunmen during a shootout in the afternoon of March 31 at the fish port in Barangay Poblacion, this town. The shootout ensued as alerted policemen pursued the gunmen, who failed to seize their kidnapping target, businesswoman Chzarenia Kapa Sajulga, who owns a bakery in Barangay

The gunmen made good their escape as they grabbed the three children, who were at the fish port, and made them as human shields that prevented the policemen from further pursuing them. The gunmen killed Zynielle Jay, whose remain was fished out from sea by fishermen in the morning of April 3 near the shore of this town. THE EURO ZONE CRISIS Adair Turner, former chief of the United Kingdom Financial Services Association became head of the UK’s FSA on September 20, 2008 - a week after Lehman Brothers went under - and steered the UK’s main financial regulator through the ensuing five years of crisis and post-crisis management. Previously, he’d been a director, vice-chairman or chairman of a redoubtable list of private and public sector institutions and regulatory committees authorityand is the new chairman of the Institute for New Economic Thinking. He tells us calibrated use of the European Central Bank’s balance sheet could end the euro zone crisis. INET is a network of topflight economists founded in the wake of the 2007-8 global financial crisis, generously funded by several intellectually ambitious billionaire philanthropists. Its mission: To reinvent economic theory and re-

connect it with the real world. Adair Turner took over INET’s reins on the occasion of the network’s sixth annual conference in Paris. That’s why many economists believe in him. The German ‘Bundesbank’ (Federal Government Bank) was ahead of many other central banks in that it was skeptical of pure inflation targeting. It had a policy of managing monetary aggregates, too. But the Bundesbank’s idea was that if the money supply is growing too fast, that’s a forward indicator of inflation. Actually it’s not according to Turner. As he says, it’s a forward indicator of an asset price bubble. When the bubble eventually pops, the result is deflation, not inflation. The reason is that when people try to “deleverage,” or pay down debts on a net basis, that causes the money supply to shrink - and aggregate demand to shrink with it.

So, why does the money supply shrink when bank debts are repaid? According to Turner, banks create the circulating money supply when they grant credit to borrowers. Bank debt and bank credit - the latter is what we commonly call “money”– are two sides of the same coin, mirror images on banks’ balance sheets. When bank debts are paid off, both the debt and the money used to pay it off disappear. If more bank debt is

repaid than is created in a given time period, the result is a reduction in the circulating money supply, and that means a reduction in purchasing power. The result is a recession, or even a depression. The economist Irving Fisher described the basic process in the 1930’s in his theory of “debt deflation.” Lord Turner suggests using an available medicine, but in the right doses. Now, a medicine can be a cure in small doses, yet be a dangerous poison in high doses. But does it therefore make sense to forbid that medicine from being used at all? No. What one need is sensible rules about dosages and procedures for carefully monitoring how the patient responds to them - and a qualified doctor who administers and adjusts dosages based on the observed results. What hindsight tells us As they say, hindsight is 20-20 vision. Looking back, it is clear now how myopic the central government had been in its treatment of Mindanao, failing to help its peoples build capability not only to provide for their own needs but also to expand its contribution to the national economy. “Imperial Manila” paid little attention to the islandregion’s needs in education and opportunity—to bring Mindanaons up to par with the rest of the country if not the world. Little consideration, if any, was given to enabling them to cope with their needs, not even to empower them in their own backyard. Appointees from Luzon and Visayas were brought in to administer Mindanao provinces. One of them was the grandfather of incumbent senator T. G. Guingona III—the late Teofisto J. Guingona Sr. from Guimaras, Iloilo. He was appointed governor of Agusan and held other posts until he represented all of Mindanao and Sulu in the Senate. Later on his son, Teofisto “Tito” Guingona Jr., followed the same path, became senator, and served briefly as vice president. ***** It’s a measure of their stewardship, and of their

successors, however, that to this day Mindanao is distinguished as having eight of the 10 poorest provinces in the nation— a performance that should make their progeny and dynastic heirs hang down their heads in shame and guilt. Our island region had plenty going for it early on: vast natural resources, friendly and generous peoples, multi-cultural allure for entrepreneurs and adventurers, strategic trading position, and so on. But the central government paid less attention to such exciting and lucrative prospects than the capitalists and economic exploiters did—seeing Mindanao’s vast plains as ideal sites for plantations, its forests as God’s gift to loggers, and its minerals in their boundless potentials.

For the politicos’ lack of foresight, the over-exploitation they fostered, and the abuses they tolerated, everyone today is paying a steep price. ***** When the policy of accelerating the island’s colonization was adopted (through inter-island migration from Luzon and the Visayas), no one bothered to look into its adverse effects, short or long-term. Slowly but surely, like erosion eating up the hillsides and riverbanks, mindless exploitation ate up nature’s endowments and the livelihood afforded our people and communities. Worse, greed and the urge to aggrandize ravished the indigenous cultures, scraping away their value systems, turning common sense and folk wisdom upside down, corrupting tradition, stultifying political development. Naturally, from the exploited landscape and its diminished capacity to accommodate people, aggressive development, and the aggrandizing urge, there arose a tension which brought us to today’s intersection between autonomy and secession. ***** The big question now is: will the Bangsamoro Basic Law do better for Mindanao

than what PNoy considers as the “failed experiment” of the Autonomous Region for Muslim Mindanao? And another: where does Imperial Manila get its confidence that regional autonomy will work out fine among feudal minded Mindanaons when it can’t even demonstrate how it works on a modest scale in the lowly barangay? Hindsight tells us that wishful thinking cannot substitute for good government or participatory governance, which must be inclusive. Negotiating with oligarchs and armed bands just isn’t good enough. But since they’re at it already and well into what they say is the last lap, let’s wish them good luck! What choice have we got? But please, no more violence! UTUAN CITY -- Two graduates of Automotive Servicing NC II received Tatak TESDA medallions during their graduation rites held recently here.

Having an education is a central step towards becoming fully empowered. This is the reason that the government is embarking everyone to attain education in any ways possible through the lead of Department of Education. The Department of Education, as a department tasked to take monitor and control on education, is running its mandate to improve the system of education sector in the Philippines through programs and project implementations. Few of these implementations are the Education for All targets that is set to conclude next year and also the realization of Millenium Development Goals of United Nations. Another is the implementation of Philippine Response to Indigenous Peoples’ and Muslim Education (PRIME). It is to ensure the access to more reliable data for planning and targeting its resources for the purpose of reaching the under-served groups across the country. The program is realized through partnership with Australian government, being the

funding organization. PRIME takes place in nine regions of the country which are determined as regions having lowest educational indicators. It is expected to improve access to quality education by addressing drop-out rates, improving poor participation rates and increasing completion rates and national test score rates, which will result to better learning outcomes for indigenous peoples and Muslim communities. The run of PRIME first started on year 2011. In a statement released July 2014, DepEd reported that this program has already reached more than a 100,000 children attending in some 725 public schools across nine sites in the country. Truly, these figures say that PRIME has been an effective tool in delivering quality kind of education to various locations in a manner that it is sensitive and parallel to varying cultures, dialects and practices. This method made it easier for delivery of learning. It might be a fact that educational problems bombarded the third-generation countries such as ours but Department of Education does not also stop to implement programs beneficial among Filipino children.

ZAMBOANGA City – A total of 66 technical vocational graduates have received starter kits to enable them to practice their newlyacquired skills to earn a living. The starter kits were distributed to the beneficiaries on Friday by s e cond dist r ic t Rep. Lilia Nuño in partnership with the Technical Education and Skills Development Authority (TESDA). Eng’r. Lorenzo Macapili, TESDA regional director, said 26 of the 66 beneficiaries of the starter kits have undergone t raining on massage; 20, ser vice and mai nte n anc e of transportation air-conditioning units; and, 20, maintenance and

repair of electronicallycontrolled appliances. Ma c api l i s ai d t he training of the 66 beneficiaries was funded by the office of Nuño. “ The beneficiaries of the starter kits can start a living,” Nuño said citing it is aimed to provide jobs to the unemployed. Aguhob and incoming DAR-10 Regional Director Faisar A. Mambuay pursuant to DAR Special Order No. 107, series of 2015 that took effect on April 1, 2015. RD Aguhob has worked in DAR for almost 32 years where he served as Regional Director in Region 10 for 6 years, 2 months and 9 days. Elisan is standing trial for violation of Republic Act 7832 or Anti-electricity and Electric Transmission Lines/Materials Pilferage Act of 1994. He was arrested in an entrapment operation conducted by police authorities in coordination with the Davao Light and Power Company (DLPC) on October 2, 2014. Elisan was caught in the act of breaking the seal of the DLPC electric meter and removing the meter from its base in order to attach a jumper wire that would bypass the metering or interfere in the accuracy of the metering of the electric current to the prejudice of the company. Police authorities saw the illegal activity made by Elisan on the electric meter installed at the house at 517-2 E. Quirino Avenue, Davao City. After the alleged tampering, DLPC employee Sandy Mandaguit, then handed to Elisan the payment. It was then that the DLPC employee signaled to the police who immediately placed Elisan under arrest. Angelito Casimiro, Zamboanga City police director, said the victims were rescued at around 1:45 p.m. after a relative of one of the two victims called the Zamboanga City Police Office (ZCPO) and sought assistance to rescue her niece at the pension house. Casimiro withheld the identities of the rescued

victims except to say they are female teeners, aged 17 and 19. He said the victims were recruited in Bulacan by a certain Epa to work in Malaysia. He said the two teenagers had been staying for the past six days at the pension house when they were rescued. He said the victims had not met the recruiter, who just called and sent them text messages, since they arrived here. He said the victims also informed the police that they have two other companions from Bulacan who left last April 9 for TawiTawi. The recued teenage victims were placed under the custody of the Department of Social Welfare and Development. The rescue of the two teenage victims came six days after the multi-agency Sea-Based Anti-Human Trafficking Task Force (SABATTF) rescued four illegal recruitment victims and arrested two suspected illegal recruiters in this city. Dimerin said this information was published in the BFAR Shellfish Bulletin Nos. 1-8, series of 2015, based on the results of laboratory examinations of the sea water from the areas, conducted by BFAR, in coordination with the concerned local government units (LGU). These bulletins have already been released by BFAR, after every two weeks, starting January 5, 2015, of which the latest was April 1, this year, she said. As explained in the bulletins, all types of shellfish and Acetes specie or “alamang” (minute shrimps) gathered from the area can be harvested, sold, bought and safe for human consumption, Dimerin, said. She added: “It enables the effective exercise of the rule of law over areas previously outside its reach and ungovernable. Certainly, that must have some value in achieving our national aspiration for shared security and shared prosperity.” Her statement came after a published news report quoted a study funded by the World Bank which noted that political violence related to rebellion and insurgency inflicts the “largest human cost” that affect Philippine development. Deles said the government had early in the Administration concluded that negotiating with the MILF, which has concluded with a peace agreement and its legal iteration, the Bangsamoro Basic Law (BBL), would make efforts to address the root causes of the conflict in Mindanao more effective. Deles said despite efforts by critics to paint the Mamasapano incident as proof that the BBL won’t address the threat from armed groups in Mindanao, the peace agreement with the MILF and the establishment of the proposed Bangsamoro in the BBL would be an indispensable big step towards disarming not just the MILF but other threat groups in Mindanao. “The decommissioning process will cover not only the MILF but also other armed groups. Hence, the BBL will have a multiplier effect,” she said. Under the Comprehensive Agreement on the Bangsamoro which the government and MILF signed on March last year, the MILF agreed to decommission its firearms and weaponry and its 11,000-strong Bangsamoro Islamic Armed Forces (BIAF) in exchange for the establishment of a political entity with genuine autonomy to replace the Autonomous Region in Muslim Mindanao. Its fighters would undergo a normalization process so they could resume lives as ordinary citizens, and not as combatants anymore.
