Gov’t efforts to strengthen, develop the SMEs pushed

The government needs to undertake more efforts to strengthen and develop the small and medium enterprises (SMEs) sector, focusing especially on expanding their access to finance and improving market access.

Economist Cielito Habito said SME strengthening and development, which is among the pillars of inclusive growth and poverty reduction, can be declared as centerpiece of economic program for government.

“That would include expanding the access to finance of MSMEs (micro, small and medium enterprises); so financial inclusion which the BSP (Bangko Sentral ng Pilipinas) is now championing,” he said dur-

ing the culminating poverty reduction workshop.

The BSP launched in July a document outlining the National Strategy for Financial Inclusion (NSFI) aimed at expanding presence of a wide range of financial products and services that serve different market segments, such as MSMEs. Habito noted that improving market access of SMEs is likewise imperative through infrastructure, ecommerce and development diplomacy by the country’s missions abroad.

“Rather than just engaged in political diplomacy, they ought to be also looking for market opportunities abroad especially for our (local) enterprises,” he said.

The economist also

underscored the need to strengthen technology assistance through public research and development (R&D) and shared service facilities.

He said SME clustering and “coopetition” should be also fostered.

“Because of the need for economies of scale to be able to engage in the export markets, the inclusive value chain is being practiced by certain big businesses that deliberately choose to source their inputs from small producers… Therefore, you also have a good reason for small enterprises, the small producers to be strengthened symbiotically with large businesses,” he added. Last Friday, Moreno and his City Hall department

heads faced civil society organizations in forum dubbed Ulat ng Bayan organized by the Archdiocese of Cagayan de Oro at the Lourdes College Auditorium.

The usually timid congressman Uy appeared with Moreno in a meeting of the Liberal Party last Saturday.

He said he never entertained breaking ties with Moreno, amid the announcement of Rodriguez to run for mayor. “Unsa ma’y rason

Moreno announced his line-up for councillors during the turn-over the P56million, 41 classrooms for the East Gusa National High School Friday morning.

Charges against 15 human rights defenders helping lumads dismissed DAVAO City––The City Prosecutor’s Office recommended the dismissal of kidnapping and serious illegal detention complaints filed against 15 human rights defenders who supported some lumad evacuees at the Haran Evacuation Center in this city for insufficient evidence.

In his resolution dated September 8, City Prosecutor III Samuel T. Atencia ruled that it is essential in the crime of illegal detention that there be actual confinement or restriction of the person of the offended party.

“Thus, if the alleged victim had freedom to leave the premises where she was allegedly confined, the crime of illegal detention cannot rise because she was not deprived of her liberty,” he stated.

On the kidnapping, he said that “would have been hard to conceal the kidnapping since the ‘UCCP Haran’ compound is right near Bankerohan Market.

Kidnapping ‘en masse’ in the heart of the city and confinement in a church compound is, to say the least, not plausible. It would have been hard not to notice this forced confinement. There were no armed guards to restrict their movement.”

In the resolution, he also stated that the lumads were not restricted to go out of the compound but forced to stay because of the circumstances they were in, for instance, they had no fare to return to their homes.

“Additionally, it is not inconceivable that most of them stayed because they believe that the free goods promised to them will eventually be given to them,” Atencia said.

In a text message, Sheena Duazo, secretary general of Bayan-Southern Mindanao, one of the 15 accused, said the case was a classic example of strategic lawsuit against public participation (SLAPP) suit meant to harass, intimidate, and silence them while supporting the lumads against militarization and development aggressions.

“The (President Benigno) Aquino administration showed to us that his regime is no different from (Ferdi-

nand) Marcos’ where AFP serves as a state apparatus to serve the interest of giant mining corporations while violating human rights in outstanding level,” she said.

According to Maricel Casino, the mayor’s spokesperson, more personalities from the camps of Rodriguez and Emano are coming over the Liberal Party of Moreno.

Moreno showcase At the Lourdes College last Friday, over a thousand people gathered for the Ulat ng Bayan.

The Ulat ng B ayan according to Astrid Jose Bana, vice chairman of the Cagayan de Oro Council was a venue to seek accountability from the City Hall. Archbishop Antonio Ledesma attended the Ulat ng Bayan but did not speak in the forum.

Among the major achievements presented by Moreno and his department heads were the construction of over 400 classrooms in less than three years versus the zero classroom built during the 15-year rule of Emano. The mayor also reported concreting more than 30 kilometers of farmto-market roads.

Moreno also showcased how his administration transformed the decrepit Jose Borja Memorial Hospital into one of the top performing public hospitals nationwide.

In terms of fiscal management, City Accountant

lawyer Beda Joy Elot reported that the City Hall in 2014 has been given the best audit report from the Commission on Audit (COA). which gave the Moreno administration a Qualified Audit Report from the Disclaimer Audit Report in 2012-2013. A Disclaimer Audit Report is the lowest audit report the COA can give.

The City Social Welfare Office has also been accredited as functional local social welfare office by the Department of Social Welfare and Development during the Moreno administration. Teddy Sabuga-a, City Social Welfare Officer said they have increased more than fourfold the number of licensed social workers from five to 21 in the last two years. In 2014, Cagayan de Oro was the regional winner and national finalist in the Child Friendly City competition.

Bana said they are very satisfied with their engagement with the Moreno administration, but wished the City Council where Moreno holds a minority was present.

The Ulat ng Bayan was viewed by some as a tacit expression of support of civil society and the lay catholic groups to the Moreno administration who was rocked by the announcement of Rodriguez two weeks ago.

A three-way fight for the mayoralty among Moreno, Emano and Rodriguez is expected in the May 2016 polls.

Powerful images?

German T V journalist Philipp Bilsky is very known. Mostly, he hit the nail on its head. I really like him and his comments.

On stage now: US President Obama is set to host his Chinese counterpart Xi Jinping at the White House. While the meeting is unlikely to produce major breakthroughs, Xi will get what's most important to him. So, what can the world expect? Powerful images?

Or just a little substance?

I agree with Bilsky saying, that US and Chinese officials planning President Xi's state visit to the US have been involved in a tug-ofwar in recent days.

The two sides have had to work painstakingly to reach a mutually acceptable arrangement in terms of the agenda for the trip and the concrete results the two leaders could declare to have achieved following their summit.

between the two global powers: the territorial disputes in the South China Sea (!), cyber security, climate change (!!), the recent turbulence in Chinese stock markets, the depreciation of the Chinese currency, US monetary policy, the worsening human rights situation in China under Xi, and the challenge of dealing with belligerent North Korea.

The list is almost endless.

Again: what can the world expect? Small steps.

High on the US agenda is the issue of cyber security, and one can expect the two countries to sign a deal on cyber attacks which will likely be touted as "historic."

However, the agreement will likely be in no way related to the most recent cyber attacks China has been accused of launching.

We'll probably also see some minor progress being made on issues such as climate change and investment.

But no breakthroughs are expected on controversial issues such as Beijing's land reclamation activities in the South China Sea. The fact of the matter is the two countries have fundamentally different interests on many fronts; so reaching a compromise, or even finding common ground, would prove to be very difficult. Also the Philippines need to see light at the end of this tunnel.

of what the final document will look like, one thing is clear: the meeting will result in some powerful images.

The Chinese president will be presented with the highest honors offered by the United States to a foreign head of state: an official reception with a 21-gun salute and a state dinner. After meeting with President Obama, Xi will give a speech at the United Nations.

All this will enable Chinese state media to showcase the Chinese leader as a statesman getting the recognition they believe he deserves from the international community, and in particular, the United States.

In the first place, religion is a matter of belief for which we can not compel someone to believe in something he has not seen.

Many people are believers of “to see is to believe” an old adage that has no bearing in believing God. I always presume that an adult catholic is well verse on his religion specially if he goes to confession and receive the holy communion.

For the pope to recite a long lesson or lectures on Catholicism is too much for him and would even show our ignorance of our faith.

There are bishops, priest and religious orders who are tasked to do that not the pope.

In my case, I have not seen God but he resides deep in my heart and mind ever since I was a little boy.

I can feel his presence.

I always pray for him, to keep me and my family safe, to give me good health, strength and long life, to give me joy, happiness and contentment and all the things I need in my day-to-day living.

Jesus Christ is definitely coming back but the time has not come as yet.

He might not come in our generation but soon to give us forgiveness and eternal life.

It is in the bible and by that alone we should go on with our worship of God beyond any cloud of doubt.

We need proof of God’s existence?

Look up and see the cumulus and nimbus, the low-drifting clouds, the stars, the sun, the moon and the hundreds of planets.

They keep on moving every minute of day but they never collide with each other.

Someone is in control of the universe and it is our creator.

You see them, you have to believe them.

If still you have doubts, get back and see what I just said, religion is a matter of belief.

Look around and see the beautiful green mountains, the proud tall trees with leaves and fruits, the winding rivers, the lakes, the sounds of the birds, the signs of life in the jungle, the oceans, the fishes that abounds, the cool air that we breath, the hot weather, the storms, and above all, you and your life.

I have been saying many times that people differ in beliefs, some believe in animals as their god, other believe in evil as the thing to worship but beyond any confusion and doubt, whatever they call their God and my God are the same one and only God. I am not saying my God is the best God because I would be opening an argument that there is such thing as good God and better God. To those who are doubtful of God, God bless you.

Being in doubt does not mean you don’t believe him.

Ho l y C r o s s H i g h School, Kolambugan, Lanao del Norte celebrated the Mercy Cross week, more commonly known as “Intramurals” on September 21-24, 2015 with the theme, “Set forth in faith with new eyes on the many faces of the Poor”. Our responses to the cry of the poor through restoring self-worth, strengthening relationship as dignified , blessed and empowered individual with our Christian faith. Mercy Cross Week has derived its name from the celebration of the “Triumph of the Cross”, which falls on September 14 and the feast day of our Lady of Mercy which falls on September 24.

The long-awaited event commenced with a holy mass officiated by Fr. Delfin Gualiza, Jr. Then it was followed by a parade around the heart of the municipality. Vibrant and exciting colors of different costumes from elementary

to secondary level called the attention of the proud spectators. The band exhibition followed next after the lighting of the torch and hoisting of the flag. It was an outstanding performance that entertained the parents, students, faculty staffs and others in attendance with the co-band members and our band coordinator Mrs. Ma. Teresa Garcia. In the afternoon, there was a field demonstration like “Sinulog”, ballroom dance, cheer dance, and dances adopted from different countries gained with so much awe from “Kolambuganons”.

The following day, there were different sport events, both outdoor and indoor games, where we can find unity and harmony in each team to the road of victory and to foster good camaraderie and sportsmanship.

The students enjoyed the games like soccer, basketball, softball and volleyball.

The use of Internet is common nowadays. It is used anywhere such as in offices, business establishments and schools. In fact, Internet has been a prime source of information.

Due to its usefulness, some schools approved the use of Internet in their premises. It is but true that parents and teachers should not deprived children in using this because Internet can provide information that cannot be found in books such as fresh news, and it is important for children to be exposed in this kind of information.

Instead of stopping them in using it, children should be encouraged to use Internet through assigning them to use it in informative things, such as school-driven activities, events, research and others. There are creative ways in promoting good sides of Internet because it is made that way.

There are even educational games of sorts online. The good thing is that it covers a lot of sucjects such as Mathematics, English, Science and others. These are created to guide learners and also to review them with topics that are not clear to them during their class hours.

Further, it is better that upon using such programs in the computer, parents or guardians should also be there to help children in their studies online. This will make them appreciate both classroom and online learning through Internet.

There are a lot of parents that generalized Internet as bad influence to children, which is not proper. It just takes their attention and guidance for their children to be totally aware of the proper use of Internet.

Meaning, parents should be there to attend to them on what to open and what to close.

But first what is absenteeism?

Well, absenteeism is the habitual pattern of absence from a duty or obligation.

A study conducted shows that absenteeism can lead to a Poor Academic Progress.

Students’ absenteeism may result in poor academic achievement because students were not able to receive instruction on a consecutive basis.

This also causes low standardized test scores because absent students are not present to learn key concepts and skills that are

assessed on standardized exams. Student absenteeism can lead to an increasing disinterest in school and academics in general.

Absenteeism increases the chances of a student eventually dropping out of school, which can lead to long term consequences for these students. Such as: lower average incomes, higher incidences of unemployment, and a higher likelihood of incarceration in poverty.

The students who drop out of school face a higher risk of poverty because of their inability to secure quality paying employment due to their lack of education.

Dropouts who lack education and resources are more likely to commit criminal activity leading to incarceration.

Absenteeism also places an extreme strain on the school’s budget allocated in each school district. Absenteeism sometimes has also causes to some no longer like to go to school because they are being bullied by their classmates or they may be lack of motivation and inspiration. This merits an in-depth investigation by both parents and school authorities to eradicate the problem of absenteeism.

To be a leader is neither a gift nor a talent. But, a discipline that is forged through years of consistent work on weaknesses and development

of strengths. Leadership is an influence and you cannot lead anyone if you cannot lead yourself. Nowadays we don’t know what the beauty of reading is. Many nagged and told that reading is just a waste of time and some of us even prefer to play Clash of Clans or any games rather than reading because for them it is so boring.

But reading in reality is necessary for leaders for it helps to build one’s self-image.

Your self-image refers to not only how you feel about yourself but really how you feel other people feel about you.

It predetermines a lot of your confidence in different aspects of your life. A person with a strong self-image will have a high expectation for himself and his future, but someone

with a low self-image will not expect much good to happen to him and subconsciously sabotage anything good that may happen.

That is why we must keep on reading; reading maintains your attitude. Your attitude is probably the second most important thing you must check on a daily basis. Your attitude is vital to your success because it determines how you will respond to the negative things that may happen to you. Next, reading strengthens your ability to communicate.

There is no successful person on this earth that is not a good communicator. An ability to connect with people is of paramount importance if you are looking to be a successful person someday. Next, reading offers exposure to self-counsel,

It is a common statement of some folks that “if you are in doubt, travel.”

Yes, it is right but comes to opting for place where you can have relaxation, comfort and most of all, will take you away from stressful traffic, packedup schedule and insensitive people is as well, could send you back to doubt once again. Well, stop thinking right there and let me introduce to you my place.

Camiguin is one of the places here in Northern Mindanao that tourists keep coming back to. It might be true that some people will say it is the same to usual destinations here in the Philippines. Yes, there are the same resorts which you can found in Bohol. Yes, there is this island exploration where you can also experience in Coron, Palawan. However, lo and behold, Camiguin is very much different.

What I am so proud of my place is that its people are naturally hospitable

and culture-loving. Visitors can see that modern civilization has not changed our place entirely. Our rich culture are preserved, even, you can still see so much physical greens despite the buildings. We are very particular of preserving of what we originally have and who are we, based on our own identity.

My place also has its own great, noble history.

Tracing to the times of Spanish and American colonization, you will realize how brave our heroes are, and I thank them for

Cheaper irrigation TO help small-scale farmers cope with extreme impacts of El Niño, researchers from PhilRice are developing a cheaper alternative to drip irrigation system.

Drip irrigation system is a method that involves water delivery through a pipe distribution network consisting of a main pipe, sub main, manifold and lateral pipes.

The water is emitted through small outlets of drippers or emitters into the soil to be irrigated.

World without wheat

However, the system is costly for ordinary farmers and they also encounter problems when it is used in sub-surface irrigation.

Researchers from PhilRice recommend a capillary-based irrigation that the farmers can easily fabricate and install.

Dr. Ricardo Orge, lead researcher, said the technology is a farmer-friendly system that has a simple do-it-yourself (DIY) design which will significantly reduce farmer expenses on irrigation.

“As a cheaper, cost-efficient alternative to drip irrigation system, our study uses a water distribution system similar to drip irrigation system. However, it is equipped with emitters that make use of the capillary principle to deliver water through a wick,” Orge said.

Under normal field conditions, the water flows from the water source towards the capillary pipes, and through gravity, the water is introduced directly to the crops through the wick.

Because it operates at nearatmospheric pressure, the system can be made from cheaper or even recycled materials other than the conventional plastic pipes. As for the wick, the cotton yarn has the most ideal traits.

According to Orge, aside from its uniform water discharge rate (WDR), it is also biodegradable, readily-available, and can last for at least 2 cropping seasons.

It is part of the 3,000 Rice Genomes Project (3K RGP), a collaborative, international research program that has sequenced 3,024 rice varieties from 89 countries. NGCP restores power transmission services in parts of Western M’nao Power grid operator NGCP implemented its blackout restoration procedures in the affected portions of Western Mindanao to immediately bring back electricity transmission services to customers on 24 September 2015.

Per initial investigation, trees and vegetation planted along the BaloiAurora 138-kV line in Taytay, Ditucalan, Iligan City, in clear violation of the company’s rightof-way policy, breached the recommended safety clearance and caused the line to trip at 9:35 AM. This resulted in power interruptions affecting the entire Zamboanga Peninsula as well as Misamis Occidental, and parts of Lanao del Norte.

A second line delivering power to Zamboanga Peninsula, the Agus 5-Aurora 138-kV line, was on scheduled maintenance shutdown. The maintenance activity, necessary to keep all lines in good working order, was aborted to bring back the power immediately to the affected areas.

The Agus 5-Aurora 138kV line was energized at 11:02 AM, restoring power to Zamboanga Peninsula.

The Baloi–Aurora 138-kV line, on the other hand, was energized at 1:13 PM

NGCP commits to vigilantly monitor the grid for similar incidents that cause disturbance to the grid and vows to restore transmission services at the soonest possible time.

“This, however, has proven to be a challenge for us,” the company said. “It has become the practice of some uncooperative landowners to intentionally plant trees or build structures under NGCP lines, and demand for recompense when we seek entry into the property to conduct maintenance activities. The trees and other structures under our facilities breach our safety clearances and endanger the reliability of the entire grid. This is exactly what happened today,” NGCP stressed.

Rajaram, who was born in Uttar Pradesh, India, has also received the government of India’s fourth highest civilian honor, the Padma Shri in 2001. The award (Padma is “lotus” in Sanskrit) recognizes distinguished contribution in the arts, education, industry, literature, science, sports, medicine, social service and public affairs.

Rajaram studied agriculture at the University of Gorakhpur and received his Masters Degree in genetics and plant breeding from the Indian Agricultural Research Institute in New Delhi. There, in 1964, he studied genetics and plant breeding under Prof. M.S. Swaminathan who is recognized for leading India’s Green Revolution program.

Rajaram received a Ph.D. in plant breeding from the University of Sydney.

He also worked as Director of CIMMYT’S Global Wheat Program before joining the International Center for Agricultural Research in the Dry Areas as Director of Integrated Gene Management. He retired in 2008.

Rajaram is also the owner and director of Resource Seed Mexicana, a small private company specializing in wheat development and promotion. SciencePhilippines
