22nd Naliyagan Festival kicks off tomorrow

PATIN-AY, Prosporidad, Agusan del Sur––Thousands of Agusanons are expected to join the weeklong celebration dubbed as the” Naliyagan Festival “that will kick-off on June 12 with the hoisting of the country’s national flag here as part of the provincial festival. Armando Gomez, the province’s public information chief, said the hoisting of Philippine national flag that commemorate the 116th Independence Day at the Naliyagan cultural center (NCC) in Patin-ay will give signal to the grand opening of the seven-day activities. “The flag raising rite will be headed by Rep. Ma. Valentina Plaza of the province’s first district, 2nd district Rep. Evelyn Plaza-Mellana and Gov. Adolph Edward G. Plaza”, Gomez said. Two ‘soft opening’ activities of the festival called as “Hugyaw to Agusan” and “Bubuta Tu Manok Tu Naliyagan (a 4-cock derby) were already held on June 7 and 11, respectively. PRESIDENT Benigno S. Aquino III has certified as urgent the passage of House Bill No. 4296 that will ensure the completion of the land acquisition and distribution (LAD) component of the Comprehensive Agrarian Reform Program (CARP). In separate letters to Senate President Franklin Drilon and House Speaker Feliciano Belmonte Jr., the President said it is crucial to address the immediate need to extend the operation of the LAD program under the CARP which is set to expire at the end of this month. The completion of LAD component of the CARP is pursuant to Republic Act No. 6657, otherwise known as the Comprehensive Agrarian Reform Law. Dengue cases up by 54% in C. de Oro, health department warns as rains begin

CAGAYAN de Oro City–– The Regional Epidemiology, Surveillance and Disaster Response Unit of the Department of Health in the Regional 10 (DOH-10) has reported that dengue has

already claimed the lives of 6 children in the region with increase cases in Cagayan de Oro City by 54.17 percent. The cases were recorded despite the onset of rainy season yet, hence, Dr. Joselyn Torrecampo, program manager for Dengue Prevention and Control, DOH-10,

warned of a surge in dengue cases this rainy season. DOH-10 held a press conference with the local media in observance of “ASEAN Dengue Day” and “Dengue Awareness Month” yesterday, drumming up awareness on dengue and other mosquito-borne dis-

eases, like malaria. In its Disease Surveillance Report, Dr. Torrecampo said a total of 2107 dengue cases were admitted to the 110 sentinel hospitals region-wide from January 1 to June 7, 2014. Region-wide the figure is lower compared to the

Summer job beneficiaries in C. de Oro still not paid By CRIS DIAZ Executive Editor

CAGAYAN de Oro City–– T h e C it y C ou n c i l on Wednesday urged parents to file complaints with the city’s Committee on Education on the failure of the City Hall to pay, on time, the P 6.5 million salaries of students who availed of the Special Program for the Employment of Students (SPES) this year. About 2,500 students and their parents have been calling on radio stations here to air complaints about because the students failed to enrol this year for City Hall’s failure to pay the summer job salaries on time. City Councilor Adrian Barba, Chair of the Committee on Education, on We d n e s d ay c a l l e d on parents to file a formal complaint so that the City Council could formally handle the case. He said he would summon the head of the city government’s Public Employment Service Office (PESO) and the City Treasurer to shed light on the issue. “There is no reason to delay the payments of the students because the City Treasurer should have issued the certification of the availability of the funds for the summer job program,”

Barba added. The parents complained that their children failed to enrol this school year 20142015 because City Hall did not pay the summer job beneficiaries on time. Barba said his committee will conduct an investigation of the complaint since this has never happened in past administrations. “This is the first time that the City Hall failed to pay the salaries of students who availed of the summer job,” Barba said. During the incumbency of former City Mayor Vicente Emano, students under the SPES program received their salaries three days after the summer job ends – just in time for the enrolment. The SPES was implemented in 1992 under Republic Act No. 9547 otherwise known as “An Act To Help Poor But Deserving Students Pursue Their Education By Encouraging Their Employment.” Under the SPES, the Department of Labor and Employment (DOLE) shoulders 40 per cent of the salaries of beneficiaries, while their employers--government agencies, such as local government units, and private companies and other sponsor-institutions--pay the 60 per cent. Media and its Social Responsibility Media empowerment is a sign of true democracy, a medium to communicate with the entire world. It definitely has a responsibility on its shoulders, which is to guide the people. People have blind faith in the media and they are convinced that what they hear or what the media has declared is correct. But have we ever deliberated over the fact that media can also be selfish? The truth is that in this competitive world – the media is also a victim. Media has exposed our very own celebrities whom we normally idolise, from politicians to movie stars. Thanks to the media, we got the true picture of these celebrities who have shamelessly indulged in wrong doings. If this be true, then why do we blame the media for interfering

in their lives? It is media’s duty to expose the anomalies that people commit. Some say that it is media who makes troubles against governance. But once a person is a celebrity, whether in politics or in movies, his life or his actions definitely make the news, then why do they blame the media? The Napoles list may be the culprit, but we ar aghast on the plunder charges against the corruption reports on our very own senators. If you ever had any doubts after all those newspaper articles, and gossip stories about top senators being involved in the PDAF scam, then let the courts handle it. Freedom is something no human being could ever give to another because it is inherent to every person as a gift from the Creator. The Christian precept in this regard that 90 percent of the country’s total population adhere to is that humans were created free and thus equal in life with each other regardless of color. If there is a glaring inequality today between and among humans, this is not meant to be. This is a deviation from the intention of the Creator. Inequality is in fact a mockery of that intention. Today’s celebration of our country’s independence is one such mockery if not abomination of such intention. Like any other race, we were also born free as a people hence no need for any nation to be granting us our freedom. Our freedom or independence is not a gift from America. It is ours as a matter of right from the

It is ours since time immemorial from the moment our forebears were born. But while humans were created free, a few abused such freedom to the extent of using it to willfully disobey the intentions, the will of the Creator. This we learn from the biblical account of the creation story that the country’s Christian population embrace and believed in. We trace back to that story the problems now faced by

humanity. Human freedom is expressed in a variety of ways in life. Humans, for example, are free to create wealth for themselves. Sadly, however, in creating wealth others forget to think of their fellow humans who like them are also endowed with such gift thus deprived them of their freedom to also create wealth for themselves also as a matter of right. The inequitable distribution of wealth in our country and in the world proves this point. The fact that 80 percent of the country’s wealth is in the hands of just a few Filipino families shows in no uncertain terms how the

Epira to blame for power woes, not implementation THE problem is not the proper implementation of the Electric Power Industry Reform Act (Epira) but the law itself. According to research group IBON, the Epira, by design, actually allows private power firms to impose the most profitable rates on electricity consumers. The research group issued this statement after various business groups and foreign chambers released a paid print advertisement urging the national government not to amend the Epira, saying that the failure to properly implement the law is the problem. The st atement a ls o called for a stakeholders

meeting to address the various problems in the power sector. According to IBON, with the Epira facilitating the complete takeover of a handful of local and foreign businesses in the power sector, the deregulation of generation costs makes it easy for firms to abuse power consumers with exorbitant rates. The recent wholesale electricity spot market (WESM) controversy wherein Meralco sought what could have been an all-time high increase in power rates has clearly shown how privatization and deregulation under Epira created a conducive

environment to profit from high power rates. According to IBON, the law creates favorable conditions for collusion and manipulation of supply and fixing prices by a handful of power players controlled by the same Filipino and foreign business groups. The group added that with EPIRA, private corporate profits are given absolute priority over consumer welfare and economic development, while government steps aside. However, low and stable electricity charges are necessary to safeguard the welfare of poor consumers and support domestic industry, especially small

What makes a great leader?

A LEADER is a guide. A conductor, a commander, or, the foremost horse in a team! I am blessed up to this very moment, that I mostly met real leaders during my whole life. Leaders, who taught me in very practical ways how to survive especially in business. Talking about leaders: I found a very nice quotation, shared by Dr. John C. Maxwell, the leading authority on leadership, who says, “A leader is one who knows the way, GOES THE WAY, and SHOWS the way!” - “Nearly all men (and women) can withstand adversity. If you truly want to test a man’s character, give him power!” said Abraham Lincoln long time ago. - Character is what you do in the dark. In the past, at present and especially looking into the future, one can observe someone at any corner offering to lead us on our way. Politicians compete for our vote of confidence.

Athletes and entertainers show us their pictures of success (and think to be good politicians!). Even a lot of different religious leaders pledge, promise and be at flock gathering. So, what are the traits that a great leader must have or develop character? “You can buy brains, but you cannot buy character”. But hold on, character is even not enough. How about integrity? Are you a leader? Is what you are saying AND DOING the same? Are your followers wholeheartedly convinced of your integrity? This column contains many quotations. Mayor Beng bares reward money for arrest of kidnappers

IPIL, Zamboanga Sibugay – The cleft lip and palate operations sponsored by the Maharlika Charity Foundation, Inc. started Monday catering to over 100 patients from the provinces of Zamboanga Sibugay, Zamboanga del Sur, Zamboanga del Norte, Marawi City, and Basilan. There were 60 patients screened, but only 42 were cleared for operation. Others got disqualified as they are suffering from cough and other illnesses. Dr. Benedict Edward P. Workers lament lack of safety measures

AVAO CITY – Lack of standard safety equipment and a union to fight for the workers’ safety highlighted the recent incident that killed a coconut manufacturing worker and injured six others here.

“Capitalists, company owners and the management is only after profit, even to the point of not spending any amount on safety gear and equipment and not following mandated laws,” said former Anakpawis partylist representative Joel Maglungsod. Maglungsod, now the Vice-President for Mindanao of militant labor organizat ion Ki lus ang Mayo Uno, cited a recent incident where a worker of Superstar Coconut Products Co., Inc., died and 6 others injured when one its steam boiler exploded. “According to workers of Superstar, they are even the ones paying for their own safety equipment,” said Maglungsod adding that the Superstar “violated” Rule 1080 in the Philippine Occupational Safety and Health Standards. Workers interviewed by Davao Today said they buy hair caps, boots and production tools from the company. They also complained that the company’s clinic “does not give them first

aid treatment during accidents and refuse to give them medicine for basic illnesses.” Maglungsod said they want to investigate why “it took a long time for workers to get out and head for safety.” “We want to know if they have two fire exits in every floor as stipulated in the law,” he said. In a television interview, Department of Labor and Employment Region XI Director Jefrey Suyao said the agency is still investigating the incident. “The company’s main boiler wass defective so decided to use the one that exploded,” he said. Suyao also said that workers must still receive pay even if there is a work stoppage order. Howe ver, Sup erst ar workers said their wages are based on how many loads they are able to finish per week. Superstar workers had long demanded for safety measures and a union. Two months of daily workers’ pickets were resolved in 2011 and averted

a workers strike when the Kahugpungan sa Trabahante sa Superstar settled a compromise agreement with the Superstar Coconut Products, Inc. management as mediated by the Secretary of Labor and the Regional Conciliation and Mediation Board. At that time, the workers were made to sign a waiver of their right to organize union as a pre-requisite for their salaries to be released. The compromise agreement supposedly grants

their demands to implement occupational safety and health measures and equipments, pay unpaid overquota, end unionbusting and reinstate active union members from lowered positions. KMU claims the company violated the compromise agreement. Meanwhile, Maglungsod said than in their survey, 60% of companies in the country “violated health and safety standards.” Safety violations were

found after an early morning fire last May 9, 2012 which gutted the Novo Jeans and Shirts retail shop (NVJS) in Butuan, killing all 17 of its workers who were inside the building. The incident spurred protests from the National Council of the KMU as they picketed two branches of NVJS, demanding that

the management should uphold the rights of its workers to a just wage and safe working conditions. KMU Caraga regional chair Edwin Batac reportedly said aside from safety violations, NVJS is paying its workers only P150 per day, but is forcing workers to sign other payroll showing that they are receiving the minimum wage.KMU also claimed that workers are made to work 12 hours a day without overtime pay. In other cases, Maglunsod claimed that “when an incident occurs, the management avoids paying their workers’ hospital bills and medical needs.” Silvestre Culiao, a forklift driver for a plywood company Mintrade, suffered from blindness when he was hit with debris while transporting cargo last February. All this facts render our celebration today of our freedom or independence a farce, a real farce. We are only free and independent because America tells us we are with their trusted local partners saying Amen to that. Since freedom is an inherent right, that right is only respected by others if we know how to fight for it and how to defend it. Sadly, this is where the big disconnect lies. We fought for such freedom against the Spanish colonizers of our country only to end up being sold like a commodity by the Spaniards to the Americans. We fought the Americans. But that battle for freedom against the Americans was thwarted by the Japanese when they invaded our country because we were a colony of America at that time. We fought side by side with the Americans against the Japanese only to be abandoned by the Americans who came back when Japan was already losing the war to claim victory over the Japanese here. That we were belittled by the Americans for our effort against the Japanese is proved at first by their refusal and later by their reluctance to recognize our compatriots as their partners in defeating the Japanese here. To the Americans, the Filipino warriors were no warriors but merely mercenaries who enlisted to become part of the United States Armed Forces in the Far East for a fee. Truth is that the battle for the recognition of our freedom as a people is still a work in progress that is being fought without let up by our nationalist compatriots up to this time. Dr. Torrecampo reported that the February figures indicated that most of the cases were from the Province of Misamis Oriental, 32 percent of which were from Cagayan de Oro City. Camiguin has the highest increase at 211%, though lower compared to the increase in last morbidity week (250%). Cagayan de Oro City has the highest cases in February at 29.7 percent and surges more to 54. 17 as of June 7. For the municipalities, Medina, Misamis Oriental, (5.10%) has the highest, followed by Tagoloan, Misamis Oriental, (3.70%) and Balingasag, Misamis Oriental, at 3.50% of the total suspected dengue cases for the morbidity week. Carbon dioxide (CO2) is a natural greenhouse gas in the atmosphere partly responsible for the earth’s relatively stable climate. It is a ‘greenhouse’ gas because it traps heat near the earth surface, contributing to [observed and predicted] global warming . He said human activities,

especially the burning of fossil fuels such as coals and oil and destruction of natural forest are greatly increasing the level of Carbon dioxide in the atmosphere. Based on scientist findings, the level of CO2 in the atmosphere has increased last century from 284 parts per million in 1832 to about 387 parts per million in 2009. Other gases that have much greater warming impact than carbon dioxide are methane and nitrous oxide. Tamayo said the DENR has been issuing various warnings in the past that the Philippines is likely to experience more extreme weather patterns with higher average temperatures, possibly long heatwaves, and minimal rainfall if the Greenhouse Effect proceeds as predicted. He said the trees have good uses in arresting Carbon dioxide emissions and therefore, the people should be encouraged to increase the area of forest and tree plantations. “ Natural and planted forest act as sink for absorbing CO2 from the atmosphere” Director Tamayo said. Director Tamayo said the people should support the National Greening Program (NGP) being implemented

through the DENR. The program seeks to plant 1.5 billion seedlings in 1.5 million hectares of timberlands nationwide from 2011 to 2016. He cited an Australian Greenhouse Office report that “ trees in forest ( including plantations), if well-stocked, typically sequester carbon at a maximum rate between about age 10 and age 20-30. As an indication, the report says, that at age 30 years, about 200 to 520 tonnes Carbon dioxide equivalent are sequestered per hectare in the forest.” “After this age, if the trees are not harvested, the report says “ the sequestration rate slows gradually until maturity of about 80 to 100 years of age and flattens out from then on as growth is balanced by decay”. Director Tamayo said the people therefore is encouraged to support the reforestation program of the government through the NGP. He said that based on scientific findings, “ reforesting cleared areas will create carbon sinks to counteract greenhouse gas emissions and will assist in other aspects of environmental improvement such as salinity control and creation of wildlife habitat”.

P28-M hotel for Turtle Islands soon to rise and Natural Resources (DENR)-IX based in this city told the Philippine Information Agency (PIA) that the PAMB of which he serves as chair, had approved the resolution after the presentation of the perspective and lay-out plans by a representative of the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) during the 1st PAMB regular meeting held at Chandler Suites, this city. The hostel, which is being funded by TIEZA,

consists of one hotel main building, restaurant, power house and eight cottages and is designed to be modest and functional so as to accommodate guests and provide the basic comforts that they need during their visit. Adorable said that once the other basic requirements are fully complied with, there is no impediment for the project to push through within this year. Aside from the hostel, other proposed

infrastructures shall also be constructed to include a law enforcement center and a small port for the utilization of tourist boats, Adorable added. This project got full backing and support from other PAMB members composed of local government units, nongovernment organizations, academe, religious sector and government agencies, as this will boost not only the ecotourism potential of the area but also help in

the conservation efforts of marine turtles. Turtle Islands is part of the Sulu Archipelago which is composed of approximately 400 islands of varying shapes and sizes. It is located at the southwestern tip of the Philippines, about 1,000 km southwest of Manila. The municipality of Turtle Islands is right at the edge of the international treaty limits separating the Philippines and Malaysia. The groups of islands,

namely, Boan, Lihiman, Langaan, Great Bakkungan, Taganak and Baguan, are situated south of Palawan, northwest of Tawi-Tawi mainland and north-east of Sabah, Malaysia. The islands have an aggregate land area of 308 hectares. The smallest island, the Langaan measures about 7 hectares only, while the largest, the Taganak Island, is about 116 hectares. PLDT chairman Manuel V. Pangilinan, in an interview with reporters, meanwhile said that he expects the 2014 full-year core income to be ahead of 2013. Pangilinan added that PLDT’s second quarter result was similar to the first quarter.
