MinDA official: Aboitiz’s TSI still in its ‘infancy stage’ Mindanao salary rates competitive, study shows A STUDY conducted by an online employment market place in the Philippines said salary rates of workers in the Mindanao area are competitive compared to the rates offered by companies operating in other parts of the country.

Among fresh graduates, particularly, Mindanao employees are earning P16,664 per month on the average, next only to those in Provincial Luzon, who are getting P20,084, according to JobStreet.com country manager Philip A. Gioca.

Students’ diversions this summer

GOD has created us to have a very interesting diversity of talents.

During school days, we cultivate them through extra-curricular activities. But we are more focused on concentrating about our academic performances during school days. Thus it is only natural that during summer, the creative side of us will flourish.

Here in Cagayan de Oro, there are various

ways to cultivate one’s talent. If you are interested in sports, then enroll in a summer karate class.

Or in a basketball clinic.

There are surprisingly lots of things that you learn in these clinics.

For example, you will be taught competitive drills into live action games, position specific training, ball handling and shooting skills, among many others. Meanwhile, in an art workshop, kids are taught basic drawing, color application, pastel, watercolor, anime, human

anatomy, basic sculpture, t-shirt painting, art composition and poster making. Models are taught about the basics in modeling. The same is also true if you enroll in a ballet or a belly dancing class.

Summer camps are also one way to release the constant energy of the youth. Some summer camps are religious in nature. Some are academic ones. Academic summer camps take a peek at what will happen the next school year.

She said their human resources in Davao have good potentials considering the fact that what is being used in the field was not taught in school.

For instance, she said, the global trend now is the Python programming which is foreign to IT graduates because not one of the IT schools offering it.

The Hackademy, she said has module courses on Project Management with Agile methodologies and also on Introduction to Programming using Python as well as the Python Programming Fundamentals.

There will also be courses for kids under the Hackademy Jr. featuring separate

module that would cater to the needs and interests of kid coders.

She said that by offering it to kids will create a new generation of programmers, engineers, creatives and computer scientists who will make the world a better place with technology.

She said both kids and teenagers will be taught programming design, robotics and game development.

According to her, the Hackademy Jr. does not require prior programming exposure.

Ingenuity was launched six years ago in Davao City starting with 10 employees.

It has grown with a workforce of 45.

Gov’t lights up sitios nationwide LAGUINDINGAN, Misamis Oriental -- The national government energized another sitios nationwide.

In a ceremony, Pres.

Benigno Aquino III led the switch-on ceremony for the electrification of the 32,441 sitios nationwide under the Sitio Electrification Program (SEP).

Upon his arrival, the President, assisted by Energy Secretary Zenaida Monsada and National Electrification (NEA) Administrator Edita S. Bueno, pushed the knife switch that turned-on the LED lights representing the 32,441 sitios nationwide under the SEP.

This surpasses the committed sitios reaching to 32,688, having 247 additional sitios energized from September 2011 to March 31, 2016.

The inauguration of the nationwide SEP is carried out at the premise of the pioneer electric cooperative of the Philippines, the Misamis Oriental-1 Rural Electric Service Cooperative, Inc. (MORESCO-1), which has consistently delivered SEP requirements, as having one of the highest number of sitios energized.

Delegates from the 33 electric coops under the Association of Mindanao

Rural Electric Coops (AMRECO) and representatives of recipient barangays of the program in Misamis Oriental witnessed the ceremony.

In his speech, Pres. Aquino explained the relevance of electrification in the use of new technology which helps improve lives of the people.

As PNoy’s flagship program, SEP started in 2011 through DOE and NEA in collaboration with the electric cooperatives (ECs) all over the country.

Teaching history the right way

W H E T H E R i t’s a phenomenon here in the Philippines or elsewhere worldwide, it is the responsibility of both learning book authors and teachers to teach history the right way. Today, there are certain sectors of society claiming that educational institutions are not doing enough to expose the dark side of martial rule. But remember that it is not just

recent history that there are varying opinions on this phenomenon.

At the turn of the past century, there was a controversy on whether our very first President Emilio Aguinaldo should be considered a villain instead of being a hero. It can be recalled that President Aguinaldo was largely blamed for the death of General Antonio Luna, an equally brilliant and colorful hero in the history of our country.

I think education has

the responsibility not to be swayed by any propagandist and must remain focused on simply laying out the facts of what happened to our beloved country in the 1970s instead of formulating its own opinion. This is called civic education.

With the onset of the K to 12 education, public schools are now expected to teach young people the mechanics of government – how a bill is signed into law, what the Supreme Court does and so on.

The importance of education

THERE’s a great difference between education and literacy. Literacy is knowing how to read and write. Education is to be able to reason, to use your ability to read and write to your benefit and to be able to gain your spectrum of knowledge by trying to surge deeper into the literate knowledge imparted to you. We’ve had debates innumerable about why it is important for every

country to increase the literacy rates of its citizens but is merely doing that enough? No, we do not need just literate citizens but educated ones, too. We do not want to be a group of people who can read and write but make nothing out of it.

Do you know that societal segments are based more on your education than economic worth, just economically better off can afford better education, too?

It is extremely important that you be at par with the knowl-

edge database to be able to mingle in a certain societal setting without being made to feel embarrassed or an outcast. Education helps you broaden that spectrum of knowledge and hold your own mind and reason. Education is also used to ward off superstitions. Uneducated people never seem to reason why they are following a tradition blindly. You can never undermine the role of education in order to make a society free of baseless superstitions.

Who’s the real threat to democracy?

THE camp of presidential candidate Rodrigo Duterte rebuked the ruling Liberal Party for describing the mayor of Davao City as a “threat to democracy” whose politics is a “politics of fear.”

But the Duterte camp lashed back that the real threat to democracy is the ruling elite and the clique of Liberal Party who aims win the elections to protect their own interests.

This word war started after Duterte topped the latest SWS survey -- the same survey that placed administration bet Mar Roxas second to the last.

The statement, however, may be construed as a manifestation that other political groups are now afraid of their looming defeat .

It is not democracy that is being threatened

by Duterte. It is Mar Roxas and his ambition to become president and the ruling class, the same ruling class represented by Poe and Binay,” Laviña said. “At the

very least, these candidates offer blind servitude to their elite masters -- something that cannot be expected of Duterte.”

It is now very apparent that Duterte’s massive support comes from the ordinary electorate - the farmers, workers, lower and upper middle class.

But even a section of the elite is now supporting the Duterte presidency.

The people are angered and alienated by the inept and elite brands of leadership that Roxas and other candidates have shown.

What is the real threat to democracy and what is politics of fear?

What has the government done to the farmers of North Cotabato? The farmers were hungry, but

instead of giving them food, guns were fired, and some were killed . Is that not the real threat to democracy ?

Is that not the politics of fear?

The biggest threats to democracy are politicians who fear the people’s true sentiments. These are the politicians who consider themselves the only ones capable of governing the country forward.

Haven’t they realized the magnitude of their failures and the misery that they have brought upon the Filipino people?

Duterte’s brand of politics places the people at the center, allowing them to win over their “miserable lives all because the government is a failure. Let’s wait and see.

Hypocrisies in the 1987 Constitution Part 1 LIFE’S INSPIRATIONS: “…`In the same way, on the outside you appear to people as righteous but on the inside you are full of hypocrisy and wickedness’…” (Matthew 23:28, the Holy Bible).

-oooHYPOCRISIES IN THE 1987 CONSTITUTION, PART 1: If we look at some of the more important provisions of the 1987 Constitution, we will find that what it intended to give as rights and benefits to the Filipino poor and the marginalized are nothing but empty slogans, designed to mislead many of our countrymen to shamelessly uphold the interest of the rich and the powerful.

Let me cite just one provision in this column today as an example, and, in the course of time by God’s permission, I will write more of these useless provisions---hypocrisies in the1987 Constitution, I would like to call them--in this space later. Let us first go to the provision on agrarian reform, or the centerpiece program of the then Cory Aquino government which was loudly trumpeted by her and her allies.

Here is the first sentence of that provision under Section 4, Art. XIII: “The State shall, by law, undertake an agrarian reform program founded on the right of farmers and regular farmworkers who are landless, to own directly or collectively the lands they till or, in the case of other farmworkers, to receive a just share of the fruits thereof…”

-oooMEANINGLESS AGRARIAN REFORM IN THE 1987 CHARTER: If we read just this sentence, the impression we will get

is that the Cory Aquino government, in enacting the 1987 Constitution and overthrowing its forerunner, the 1973 Constitution of former President Marcos, truly released Filipino farmers from their longtime scourge of not owning the land which they till.

Yet, this is not all there is to the 1987 Constitution of Cory Aquino. The grant of land ownership to the farmers in that first sentence of Section 4, Art. XIII is immediately shackled and rendered meaningless by the phrase “by law” therein. This means that there was a need for a law to be passed first before an agrarian reform program allowing farmers to own their lands could be implemented.

We all know what this meant. It meant that, in reality, a land reform program where farmers could own the lands they are tilling is not going to happen, considering that the law that the 1987 Constitution requires to be passed beforehand will have to be drafted and passed by lawmakers who are basically big landowners! Surely, no lawmaker is going to pass a law that would deprive him of his wealth, right?

In the case of the Cojuangco-Aquino owned Hacienda Luisita, the priority was the retention of the entire Hacienda by the family of President Cory Aquino and President Noynoy Aquino, and, in attempt to assuage the farmers tilling the vast estate, to give those farmers mere stock certificates--mere pieces of papers, really---saying they are co-owners of the property with the CojuangcoAquino family.

BISLIG CITY, Surigao del Sur -- In line with the celebration of the Earth Month 2016, the officials and employees of Bislig Community Environment and Natural Resources Office (CENRO) and the Armed Forces of the Philippines (AFP) detailed in the area have planted endemic tree seedlings at the Arboretum of Provincial Environment and Natural Resources Office (PENRO) Surigao del Sur in Sitio Sanyata, San Roque on April 7.

Surigao del Sur OIC PENR Officer Raul A. Rosales together with Bislig CENR Officer Michael E. Montalban led the tree planting activity with some 39 planters from CENRO Bislig and AFP 75th Infantry Battalion personnel. A total of 135 tree seedlings of Yakal, Mahogany, Bono, Anislag, Kalingag, Bitangol and Tabon-tabon were planted at the arboretum during the said event.

The four-hectare arboretum is the home of giant dipterocarp tree species like White lauan, Mayapis, Almon, Bagtikan among others with shrubs, palms, rattan, and other endemic trees. It is located within the Integrated Forest Manage-

ment Agreement (IFMA) 35 of PICOP Resources Industries in Bislig.

The said arboretum is co-managed by Barangay Council of San Roque and DENR through PENRO Surigao del Sur and CENRO Bislig, who formally signed a memorandum of agreement for the establishment of the arboretum as a protected area for conservation of native flora and fauna and model for environmental eco-tourism destination of the province. The arboretum also serves as the living

laboratory and demonstration site for educational and scientific related purposes.

Meanwhile, OIC PENR Officer Rosales urged DENR personnel to intensify, stepup and deliver green environment campaign to save the planet Earth from all types of environmental violations against our forest and watershed areas while calling every Surigaonons to support environmental initiatives in celebrating the Earth Month.

CHANGING behavior is tough. It is tough to quit smoking, to save more money or to choose walking up the stairs over an elevator. Behavior change becomes even tougher when it’s compounded with the challenges of poverty. Development practitioners around the world are committed to the cause of finding and implementing solutions that help improve the

lives of thousands of people around the world. Part of the challenge in doing this is to actually have good solutions but the bigger (often ignored) challenge is making sure that the solutions are accepted by the people they are meant to benefit: the poor. It’s about ensuring that people change their behavior to make solutions part of their daily lives.

Behaviors, even sticky ones, can shift if information is provided, remembered and acted upon. We need effective communi-

cation to inspire change.

That’s where games come into the picture. Video games can target these social constructs and prompt individuals to challenge them in a fun way. Games can bring dialogue to the comfort zone of young girls and leverage the convenience of technology and interactive nature of video games to promote social change. Games appeal to the human psychology in a way most other communication tools don’t.

Where resources are scarce, judicious use of open-source materials through technologies can provide the means to bypass the bottleneck

of textbook production, distribution and updating.

The dissemination and use of ICT in schools nationwide, both in the public and private sectors, has come to be seen by education policymakers as a significant opportunity.

They are attracted to the prospect that ICT can improve student achievement, extend access to schooling, increase efficiencies and reduce costs, prepare students for lifelong learning and train them for a globally competitive workforce.

It must be emphasized that ICT plays an important role in reaching these goals.

Police kill crime group Update: 3 injured leader, follower in a clash in Zambo quake in Zambo Norte town ZAMBOANGA City -Three people, including a criminal group leader, were killed while one was captured in a 30-minute fire fight in the Zamboanga del Norte, the police said Wednesday.

Chief Supt. Miguel Antonio Jr., Police Regional Office-9 (PRO-9) director, disclosed the fire fight broke out around 2 a.m. Wednesday in Sitio Lemon, Barangay Salvacion, Labason, Zamboanga del Norte.

Antonio identified the slain criminal group leader

as Omar Arasi alias Commander Sapii, the leader of the Sapii crime group and was listed as the No. 1 most wanted person here in the region.

Antonio said a follower of Commander Sapii’s group was also killed but had yet to be identified by the police in Labason, Zamboanga del Norte.

Antonio said one of Sapii’s followers was captured, the identity of which was withheld.

He disclosed that a member of the Special Action Force (SAF) iden-

tified as PO2 Alexandro Gapongli was the lone casualty on the government side.

He said the fire fight broke out when the group of Sapii resisted the policemen who were serving warrant of arrest against the crime group leader.

He said the raiding team has recovered at the clash site three high-power firearms with assorted ammunition abandoned by the followers of Sapii, who fled to different directions. (PNA) FFC/TPGJR

ZAMBOANGA City -- Three people were injured while four houses were partially destroyed early Thursday when a magnitude 6.0 earthquake shook the Zamboanga Peninsula region.

The Philippine Institute of Volcanology and Seismology (Philvocs) stated in its bulletin the tremor occurred at 2:21 a.m. Thursday.

Its epicenter was traced at 17 kilometers northwest of Baligiuan, Zamboanga del Norte, which also felt intensity 4.

Dr. Elmeir Apolinario, city disaster risk reduction and management officer, said the victims are all residents

of Kalinaw Urban Poor Association in Barangay Sinunuc, 9.30 kilometers west of City Hall.

Apolinario identified the victims as Arcina Natividad, 56, head injury; Raymond Natividad, 23, abrasion in right hand, foot, right shoulder and bruises at the back; and, Juliana Makahibag, 13, hand and head injuries.

The victims were injured when the concrete divider of their house, which is still under construction, collapsed while they were asleep at the living room.

Apolinario said the victims were rushed to the hospital by responding CDRRMO personnel.

No one was hurt in the three other houses, owned by Natividad’s neighbors, which were partially destroyed by the earthquake.

The Philvocs bulletin showed the tremor was felt at Intensity 6 in this city; Baliguian and Siocon, Zamboanga del Norte, Intensity 5; Gutalac, Labason, and Sibuco in Zamboanga del Norte, Ipil and Titay in Zamboanga Sibugay, Pagadian City, Isabela City in Basilan, Intensity 4; Salug and Liloy in Zamboanga del Norte, Intensity 3.

ERC renew power deals with Therma Marine, Mindanao coops The Energy Regulatory Commission (ERC) has announced approval of extended power supply deals to AboitizPower subsidiary Therma Marine, Inc. (TMI) and four Mindanao electric cooperatives (ECs).

In separate approvals, the ERC cleared TMI’s energy supply agreements (ESAs) with

Zamboanga del Sur I Electric Cooperative, Inc. (Zamsureco I), Zamboanga del Sur II Electric Cooperative, Inc. (Zamsureco II), Misamis Occidental I Electric Cooperative, Inc. (Moelci I), and South Cotabato I Electric Cooperative, Inc. (Socoteco I).

The ECs are now

allowed to extend their power supply deals with TMI for an additional three years.

ERC approved five megawatts (MW) of supply to Zamsureco I starting January 6, 2015, four megawatts (MW) of supply to Zamsureco II from March 8, 2015, two MW to Moelci I from May 5, 2015 and four

MW to Socoteco I from Feb. 11, 2015 The extended power requirements will come from Therma Marine’s two power barges in Nasipit, Agusan del Norte and Maco, Compostela Valley, which together provide 200 MW of peaking power to the Mindanao grid.

Budget allocation was highest for the Social Sector (49%) followed by the Infrastructure Sector (44%), Economic Sector (5.0%), and the Macro Sector (2%).

The budgets were presented by key officers of the Sector Committees.

The following budgets were approved by the RDC as presented: Social Development Sector requirement of Php48.837 billion for CHED, DepEd, DOH, DSWD, NHA, TESDA, BSU, CMU, CPSC, MOSCAT, MUST and NMSC;Php44.426 billion requirement of the Infrastructure and Utilities Sector agencies (DPWH, LTO, MARINA, NIA, NTC, PPA PMO-Mis.Or./ CDO, PPA PMO-LDN/ Iligan and PPA PMO-Mis. Occ./Ozamiz); Php5.399 billion requirement of the

(PRDP).

The Council also expressed support to: a) RDC II & RPOC II Joint Resolution No. 02-66-2015 (s.2015), “Supporting and Endorsing House Bill No. 5612 - An Act Providing for the Concreting of Barangay Roads/MultiPurpose Pavements in All Barangays;” b) RDCIX Resolution No. 61 (s.

2015), “Enjoining the DPWH and the DOE to Fast-Track the Issuance of the Implementing Rules and Regulations of Department Circular 2013-07-0015” to carry out Rule III Section 10 of RA 10531 (NEA Reform Act of

RDC-X Endorses NorMin’s FY 2017 Priority Programs and Projects Economic Development sector(DA, BFAR, DAR, DENR, EMB, MGB, DOST, DOT and DTI); and the Macro and Development Administration Sector requirement of Php1.879 billion for the regional offices of DOLE and DILG. Director Dacanay assured the body that the proposals have passed technical review by the sector committees on April 7, 2016 to ensure consistency with the 2017 regional budget priority framework that supports the national priorities along transparent, accountable and participatory governance; poverty reduction and empowerment of the poor and vulnerable; just and lasting peace and rule of law; integrity of the environment and climate change adaptation and mitigation; focus geographical areas and with international commitments such as the Sustainable Development Goals and APEC Commitments. The proposed FY 2017 budgets of the RLAs and SUCs will be presented to the RDC-X Advisory Committee on April 15, 2016 for the latter’s support and will be endorsed to their respective agency central offices for consideration.

RDC-X also endorsed the following: a) Requesting the Office of the Solicitor General to expedite the issuance of

the resolution of the civil case filed by Ms. Catherine Magtajas Mercado against the Philippine Tourism Authority to facilitate the completion of the Cagayan de Oro International Trade and Multi-Purpose Center Project; b) Requesting the Department of Tourism and the Tourism Infrastructure and Enterprise Zone Authority to prepare the business plan for the Cagayan de Oro International Trade and Multi-Purpose Center; and c) the proposal for an additional US$450 million loan financing for the Philippine Rural Development Project

2013); and c) the holding of an annual grand Lumad Festival, the first run to be held on September 23-24, 2016 in Cagayan de Oro City.

The Council also confirmed the creation of the technical working group for the Roadmap to Address the Impact of El Nino (RAIN) and DENR-X’s request to restore the Php8.427 million allocation (originally included in the FY 2016 National Expenditure Program) for the establishment of a mechanized nursery was also endorsed to help address the impact

of drought on forest resources.

Meanwhile, DENR-X Director Ruth M. Tawantawan reported on the government’s ongoing efforts to combat forest firesin Bukidnon which have already affected 185 hectares in Mt. Kitanglad and 153 hectares in Mt. Kalatungan ranges. She acknowledged the cloud seeding initiatives of the Department of Agriculture of Region X to trigger rainfall, stop the grassfires in the mountain ranges, and address the effects of the El Niño phenomenon.

Detained farmer-grandmother: ‘I grieve and weep for my family’

KIDAPAWAN City--Farmer Valentina Ebon Berdin, 78, smiles from across the fence of the Kidapawan City Convention Center recalling how she got detained along with at least 70 others for alleged direct assault, following the violent dispersal on April 1 that left at least three persons dead and scores wounded.

Lola (Grandmother) Valentina had just taken a bath in the river when they heard gunshots and people were scampering for safety. She herself ran and was nearing the Spottswood Methodist Mission Center when she saw several policemen and decided to approach one of them. “Sir, dili na nako kaya magdalagan, kuhaa na lang ko” (Sir, I can’t run anymore, just get me).

Organizers of the barricade set up along a portion of the national highway here demanded, among others, the release of 15,000 sacks of rice as calamity assistance.

The barricade was on its third day when what was supposed to have been a dispersal by water cannon ended up bloody.

Two of the three persons who died were felled by gunshots — farmer Darwin Sulang of Arakan and Enrico Fabligar of Kidapawan a welder who just happened to pass by. The third, farmer Lito Salon returned home to Arakan on March 31, a day before the dispersal,

complaining of headache and back pains from two days at the barricade along the highway, under temperatures of at least 35 degrees Celsius. He was rushed to the hospital in neighboring Antipas on April 3 and died on April 4 due to heat stroke, the family was told by the doctors.

Lola Valentina was the first to board the police patrol vehicle, on the front seat, awaiting the rest of her companions who, like her, would find themselves detained at the Kidapawan Convention Hall for the women, and the Kidapawan Gymnasium for the men.

The police personnel at the gate of the convention hall refused entry to reporters who ended up interviewing Lola Valentina from across the fence on Friday afternoon. MindaNews returned on Monday afternoon and spoke with Lola Valentina from across the gate.

The mother of five and grandmother to “sobra kuwarenta” (over 40), narrated that 59 of them from Sitio Kibaba in Barangay Maria Caridad in Arakan, including her two sons, traveled for two hours to the Arakan Gym where they spent the night on Monday, March 28, and the next day, March 29, were transported to the Spottswood Methodist Mission Center in Kidapawan City, some 60 kilometers away.

She recalled that a nephew who was an ex-

councilor asked her and her two children to join the group that would go to Kidapawan where North Cotabato Governor Emmylou Talino-Mendoza was going to give them a sack of rice each.

She became even more convinced the Governor would give away rice because the driver of the jeepney told her that the Governor provided for the transportation.

Mendoza said she made no promise to give a sack of rice each and did not provide transportation for the participants to the barricade.

For a sack of rice Lola Valentina who takes care of three grandchildren aged 2, 4 and 5, and who tends to her vegetable garden, initially did not want to join. But the thought of bringing home a sack of rice made her sign up Monday afternoon, March 28, for the trip that they were told would take only three days.

It was not her first time to join a trip to Kidapawan.

The native of Pandan, Antique remembers a “sadya” (happy) camp-out in front of the National Food Authority (NFA) warehouse in Kidapawan City in 1998 where she claimed to have received 25 kilos of rice. She said she attended another activity in Kidapawan with fellow women but can’t remember what it was about.

them by the organizers but did not expect a violent dispersal and a detention for a crime she did not commit.

Lola Valentina said she was informed by the police and by a social welfare officer that she might go home soon, possibly by Monday, April 11. But Monday’s hearing on the motion to reduce bail from P12,000 to P2,000 did not lead to a resolution. Another hearing is set on Wednesday (see other story).

She finds the sleeping area and the food at the center “okay” and giggled as she described it is airconditioned. But Lola wants to go home because “kasubo ko magtulo luha ko sa pamilya ko” (I grieve and weep for my family”).

As of Monday, April 11, she had been gone from her village and from her grandchildren for 14 days – one night in the Arakan gym, one night at the Spottswood Methodist Mission Center, two nights on the highway with a tarpaulin as mat, and since April 1, at the convention hall.

“Disturbing findings” On April 7 in Davao City, Chief Inspector Adriel Gran, Legal Officer of the Philippine National Police in Region 12 told the Senate Committee on Justice and Human Rights during its probe on the Kidapawan dispersal, that they have filed 81 complaints against the protesters before the Office of the City Prosecutor

(OCP).

Senate Committee chair Aquilino Pimentel III asked how many of the 81 complaints prospered, how many were charged in court, but was told it was still at the OCP. Pimentel’s sister, Commissioner Gwen PimentelGana of the Commission on Human Rights (CHR) told the Senate hearing that while it will take them about two weeks to submit their report, “there are indeed disturbing findings which we are still pursuing in terms of investigation.”

She appealed to the PNP to “please review the cases they have filed individually against these people,” adding she saw three pregnant women “and we have observed that a lot of senior citizens were picked up, both women and men.”

She wondered if these were “indeed the ones involved in direct assault.”

Like Lola Valentina, 60year old Dionisio Alagos, of Kabalantian, Arakan, and Edwin Enagong, 39, also from the same barangay, came to Kidapawan because they were promised a sack of rice each.

Alagos and Enagong were interviewed at the Kidapawan Gymnasium on Friday near the town hall whose upper bleachers had become the sleeping quarters of government security forces. Enagong was later transported with 16 others to the provincial

jail in Amas.

“Pigado gid” “Pigado gid” (It’s really difficult), Tatay Dionisio described life in his village in the hinterlands. He said he has lost his source of income because of the drought. He earns on a “tres-dos” basis, where for 10 sacks of corn, he gets seven sacks and the land owner gets three. He used to go into kaingin farming but corn plants could not survive the drought.

Tatay Dionisio said they rely on “lagutmon” (root crops) for breakfast and lunch, and rice for dinner, if rice is available. But he would give up his share if his grandchildren wanted more.

Enagong said he thought they would just come to collect the rice and did not expect they would sleep on the highway. He was afraid he’d get sick because “init maskin gabi-i” (hot even in the evening) on the back but the front of the body is “bugnaw” (cold).

One of their townmates from Arakan, Lito Salon of Barangay Malibatuan, returned home with his brother Allan on March 31, a day before the dispersal, complaining of headache and back pains and died five days later.

Enagong, also a farm worker, has been without work since farming activities stopped due to the drought.

Giving back, paying it forward “Being an outstanding student does not necessarily mean being academically excellent,” claimed Jer r y L elis Bua l, one (1) of the 61 graduating Expanded Student’s Grants-in-Aid Program for Poverty Alleviation (ESGPPA) scholars of Caraga Region.

“One can be outstanding if he/she is able to touch lives and inspire others by works and eventually leave a legacy,” he added.

Jerry comes from a broken family. His mother, Bernadette is a fruit and vegetable vendor. Together with her grandmother Susana and sister Jenny, they live in Purok-4, Barangay 18 Obrero, Butuan City.

When his father left them at the age of five (5), Jerry learned to become independent.

During his vacant time, he helps his mother in the market to sell fresh vegetables and “kakanin”. This reality has challenged Jerry to do well in his studies and conquer his fears in life.

A dedicated student, he was granted a scholarship sponsored by the World Vision Philippines since elementary up to high

school.

When he was in college, Jerry was granted a scholarship under the ESGPPA of the Pantawid Pamilyang Pilipino Program.

“I really thought that I would not make it to college. I was hopeless then that my dreams to finish a degree will not be realised because I know that my mother cannot financially support my college education,” said Jerry.

“But I was so fortunate to be selected as one of the lucky grantees of the ESGPPA and I am more inspired to continue doing my best,” he added.

“It also gave me the opportunity to achieve more, to never stop dreaming and never underestimate my potentials,” shared Jerry.

Aside from being good in the academics, Jerry has also polished his leadership skills by joining trainings. Some of the activities he attended is the National Children’s Congress sponsored by the World Vision Philippines, Caraga State University (CSU) Debate Squad as President, 7th PASUC literary and cultural festival as National

TO any teacher, whether you’re teaching kindergarten or senior high kids, you must take your job seriously. Most of your students belong to the youth and even at a tender young age of six, we already elect our class presidents in the classroom. These class presidents will lead us from June through March. In short, even the young are taught leadership qualities at a tender age.

By the time they graduate from senior high, they are old enough to be treated as adults. Thus, they are expected to participate in what is needed by society. It is heartwarming to note that Xavier University students are doing their

part in society. At a tender age, they have organized a concert, proceeds of which will be used to buy sacks of rice for El Niño-affected farmers elsewhere in Mindanao.

Even the youth are not exempted from actively participating in the election season. Namfrel is composed mostly of the young ones. Concerts aiming to target older voters and convincing them not to sell their votes are organized. If these students are not molded by their teachers well during their past years, then they could not have done what laudable things they are doing now. Kudos to our gallant teachers indeed!

His efforts and hard work did pay off. These inspired him to dream more for himself and for his family as well. Jerry wishes to take a degree in medicine and hopes to take his specialization in Dermatology.

The ESGPPA aims to contribute in the increase of the number of enrolment in higher education in line with the national government’s priority degree programs among poor households, and support college graduates’ entry to labor markets through placement assistance. He noted that the entry of Business Process Outsourcing (BPO) companies, as well as companies which need employees who possess marketing and engineering skills, is what pushed the improvement in the salary grades of the employees.

“Meanwhile, those specializing in IT, marketing, and engineering get top pay among Mindanao’s junior executives. Both IT and marketing specialists in the junior executive level earned more this year compared to their average salaries last year,” the study noted.

The study also pointed out engineers, finance, and sales managers are highest earning careers in the island.

“It should be noted that sales managers in Mindanao get paid higher on the average compared to their counterparts in Visayas and Provincial Luzon by 2 percent and 10 percent, respectively,” it added.

The study also stated that workers in the supervisory level “earn P26,802 on the average, with those in IT, customer service, and engineering topping the list of highest salary earners in the area. The average salaries of the top three supervisory specializations increased this year compared to their averages last year.”

Gioca also noted that fresh graduates who landed jobs in the IT sector earn P22,529 a month, P19,476 in hospitality-related business, and P19,087 in customer service-related firms.

Among the highest paid junior executives, he noted IT-related jobs pay workers P24,220 a month, marketing/business development jobs pay P20,186, and engineering-related jobs pay P18,246.

For the highest paid supervisors, Gioca said ITrelated employment pays P35,560, customer servicerelated jobs pay P33,802, and engineering-related pays P28,248. Meanwhile, managers in engineering-related firms get paid P45,000, P40,136 in finance-related jobs companies, and P38,927 in sales-related jobs.

Gioca, however, said that workers in supervisory and managerial levels are a bit lower as compared to the rates ranging from P40,000 to P50,000 offered in Metro Manila.

He said that JobStreet. com, which started in the Philippines in 1999, has registered 6.5 million job seekers, of whom 500,000 are in Mindanao.

A total of 22,000 companies advertise job vacancies in the online employment market place, of which 1,500 are in Mindanao, he said, adding that 40 percent of openings are call center jobs.

Foreign investor eyes partnership on renewable energy investment in Davao DAVAO City -- A private investor from B elgium is mulling on a possible investment partnership on renewable energy (RE) in Davao to address the increasing demand of supply in the region.

This was disclosed by Davao City Chamber of Commerce and Industry, Inc. (DCCCII) president Bonifacio Tan, who met the Trade Commission of Belgium in the Philippines and Head of the Commercial Department of the Belgian Embassy, Mia Abela to discuss the prospects for RE investment.

In an interview Wednesday, Tan said there was nothing definite as yet but said “we welcome any investment that would address the power problem here.”

the Belgian Trade Commission with DCCCII was part of the continuing efforts of exploring trade and business opportunities in Davao by foreign and domestic investors.

Tan said RE investment was just one of the planned collaborations for developing trade and business partnership between industries and companies that focused more on agriculture sector.

Tan said they would welcome the move if government would ask those currently operating Independent Power Plants (IPPs) would also invest on renewable energy like the solar power.

He said it could be an alternative source of power in the region given the increasing demand of power supply.

Tan said the rotating

He said they are hoping to capture 80 percent of the qualified candidates in Mindanao in the next 12 months, which the executive said is attainable since a growing number of young applicants are using smartphones.

“We want to capture 80 percent of the employers in Mindanao to advertise jobs (on JobStreet.com) because it offers a good alternative to print media,” he said, adding that at least 30 percent of the employers in Mindanao are present on JobStreet.com.

Currently, there are about 58,000 job openings registered on JobStreet.com as of Wednesday, he said.

“The entry of new available capacities will address the immediate requirement but it will be eaten up again because there are industries about to operate which will outstrip whatever is excess,” Montenegro said.

“The spike (demand) will also come from industry holding back their use of power, so it’s both the old and the new companies,” he said.

Mindanao’s demand peaks between 1,400 MW and 1,500 MW but available capacity is placed at only 1,200 to 1,300.

As of Wednesday, the island has a deficit of 119 MW. The Davao Light and Power Company (DLPC) announced that there have been five-hour rotational brownouts within its franchise area since Wednesday last week. These areas include Davao City; Brgy. Bincungan in Tagum City; and the municipalities of Carmen, Sto. Tomas and Braulio Dujali in Davao del Norte.

Montenegro said Davao Light is the biggest power consumer in Mindanao with a demand of 350 MW during peak hours but the power allocated to it has been reduced due to the tripping of TSI 1 and the reduction of water levels that affected the generating capacities of Agus and Pulangui hydro power plants.

Dubbed as the Mapawa Carbon Sink Project, it is considered as one of the largest private-sector led forest development and forest protection initiatives in the country. The project is part of SPI’s comprehensive corporate social responsibility (CSR) program.

The carbon sink project, which started in 2005, includes the planting and growing of endemic tree species to cover 500 hectares of denuded lands, conduct and sustain timber stand improvement of another 500 hectares existing forest plantation, and preserve about 200 hectares of natural forests over a period of 25 years. Mapawa is home to the 350 year-old Dao tree, which was declared as Cagayan de Oro’s heritage tree.

Mapawa was put on red alert status since January 2016 and intensive prevention measures, like the establishment of fire lines and conduct of forest patrol, have been put in place to minimize risks of wildfires.

MW unit 1 of the TSI, which is under a 14-day repair, was reportedly caused by a boiler tube leak, triggered after a tree fell on the Davao-Toril 138-kilovolt (KV) transmission line 1 of the National Grid Corporation of the Philippines (NGCP) last Wednesday. The repair is expected to be completed by April 21.

For this year, this was the second time that TSI 1 underwent an emergency shutdown; the first was a 10day preventive maintenance shutdown implemented from February 16 to 26.

The TSI 2 also implemented an eight-day corrective maintenance shutdown from January 25 to February 2, which marked the start of its commercial operation but it went offline again last March 3 and reconnected back to grid evening of same day.

The TSI 1 started commercial operation last September 2015, way ahead of its inauguration on January 8, 2016.

“It gets highlighted because there is no reserve,” Montenegro said.

He noted that other power plants – including that of Alsons Development Corp., San Miguel Corp, and Filinvest – which are expected to go online this year, may also undergo the same troubles as TSI’s before these can run smoothly.

“At certain times, the power is accepted by the grid and at certain times, it’s rejected by the grid,” Montenegro said.

Alsons’ 100 MW power plant is undergoing test commissioning while Filinvest’s 135 MW plant and the two units of San Miguel Corp. are expected to go online within the year, which will address the immediate supply shortfall.

Montenegro said that NGCP transmission lines are ready to deliver these new power capacities to the grid.
