Cops seize marijuana in buy-bust By GERRY LEE GORIT Correspondent

CAGAYAN de Oro City-Policemen belonging to the Agora police precinct collared an alleged peddler of marijuana in Barangay Lapasan on Wednesday night.

Chief Insp. Ernesto Niebito Morga Daing, head of the Agora police precinct, identified the suspect as a certain Romy Campo Redondo, a resident of Bayugan 1 in Agusan del Sur. Daing said Redondo was arrested during a drug buybust operation conducted

in Barangay Lapasan at around 9:40 in the evening on June 3. Confiscated from Redondo, said Daing, were three bundles of dried marijuana leaves with an estimated market value of P9,000.

RTC judge orders PNP-IG to bring police officer in King slay to Davao City D By Jessie L. Casalda

AVAO City--A Regional Trial Court (RTC) judge here has denied the petition of Police Supt. Leonardo Felonia to suspend the court proceedings against him and retained his detention at the Philippine National Police (PNP) Headquarters in Camp Crame, Quezon City.

Instead, RTC Branch 16 Judge Emmanuel Carpio ordered the PNP-Intelligence Group (PNP-IG), Felonia's mother unit, to bring Felonia from Camp Crame to Davao Police Office detention cell. Carpio, in his order dated May 29, 2015, ruled to continue the hearing of the

murder case against Felonia and three others despite Felonia’s claim that his life would be in great danger if he would be tried here in Davao City. Felonia earlier asked the Supreme Court (SC) to transfer the venue of hearing of the murder case from

With this petition, he urged Carpio to suspend the proceedings before the lower court pending resolution of his petition before the High Court as Felonia’s mother unit, PNP-Inteligence Group (IG), requested that he be detained at Camp Crame. But citing a Supreme Court ruling, Carpio said the petition for change of venue of hearing “shall not interrupt the proceedings of the court over the case unless prevented by a temporary restraining order or preliminary injunction.” Carpio, however, took note of Felonia’s security threat in Davao City; he

ordered that Felonia be detained at the Davao City Police Office (DCPO) detention cell instead of the Davao City Jail. Felonia is presently detained at the PNP Custodial Unit in PNP Headquarters, Camp Crame, Quezon City, after he surrendered to his mother unit on March 5, 2015 after learning that the court has issued a warrant for his arrest. Felonia was implicated in the murder of businessman Cebu-based hotelier Richard King based on the extra-judicial confession

made by the suspected triggerman Paul Dave Labang and accomplices Rommel dela Cerna and Rodel dela Cerna. King was shot dead inside the Vital C building in Barrio Obrero, Davao City on June 12, 2014. The three confessed that it was Felonia who directed them to assassinate King in exchange for Php 120,000. Felonia earlier contested the accusations hurled against him by asking the City Prosecution Office (CPO) to absolve him of the offense charged due to

insufficiency of evidence but the government’s prosecution office upheld its findings and pursued the case against the police official. In court, Felonia through his lawyer, Atty. Caesar Europa, also asserted that there were no evidence linking Felonia to King’s murder and asked the court to deny issuance of an arrest warrant against him. But assessing the evidence on record, Judge Carpio on Feb. 3, 2015 ruled that the evidence before him were sufficient to order Felonia’s arrest. (PNA)

CAGAYAN de City Mayor Oscar Moreno has denied knowledge of the “settlement agreement” involving a P2.9 million, tax liability where the city government settled to collect only P300,000. In a counter affidavit submitted to the Ombudsman Mindanao, Moreno has denied knowledge of the “settlement agreement” entered into by the acting City Treasurer Glenn Bañez with the Ajinomoto Philippines Corporation. Moreno, however, defended the action of Bañez and commended the city treasurer saying the “city government gained P300,000 from the 2006 to 2011 assessment.” He said that the city government saved money

from expected litigation cost and Ajinomoto agreed to the reclassification of the Monosodium Glutamate (MSG) as non-essential commodity starting 2014. Moreno also mentioned that he is not liable for criminal and administrative charges and that the action taken by the acting city treasurer was in the exercise of his power under Republic Act No. 7160, which no longer needs an authorization by the City Council. The case stemmed from the complaint filed with the Ombudsman Mindanao docketed as Ombudsman Cases No. OMB-MC-15-0070 and OMB-MA-15-0091 against Oscar C. Moreno, Glenn C. Bañez, and Atty. Jocelyn T. Tsang. William T. Guialani, a former village official of Barangay Taglimao, in

Cagayan De Oro City, has accused Moreno, Bañez, and Tsang of an “unwarranted settlement agreement” in collecting the right amount of tax due the city government. Guialani alleged that Moreno and Bañez, who represented the city government, and Tsang as representative of the Ajinomoto Philippines Corporation, entered a settlement agreement for the city government to collect only P300,000 tax instead of the actual P2.9 million tax due from the Ajinomoto company. DENR affirms Gingoog as solid waste mgmt model GINGOOG City––The National Solid Waste Management Commission (NSWMC) of the Department of Environment and Natural Resources (DENR) through its Environment Management Bureau (EMB) has validated the City Government of Gingoog in the province of Misamis Oriental as one of the model local government units (LGUs) nationwide on the implementation of the three aspects of solid waste management under the World Bank – Environment and Natural Resources Management Project (WB-ENRMP). Further, DENR certified Gingoog has been exemplary in tri-focal management: segregation at source, segregated collection, and operationalization of Material Recovery Facilities (MRF).

Writers never dies, never retire For almost 30 years, I have been writing an opinion column of varied interests, mostly involving politics, economy, social advocacy, and governance. As a journalist, I have spent more than half of my life in writing. Looking back, I thought of quitting. Some opinions that I wrote were controversial, others were intriguing, but all of them were informative, interesting, and entertaining. I just wonder why every time I want to quit, the craving to write again becomes compelling. However, I sometimes noticed that the many ideas that prop up in my mind are more of apprehension and frustration. Perhaps, boredom is setting in. Perhaps, my mind is aching for a more challenging ideas and opinions. What idea would leave an impression in the lives of many? What opinion would challenge the minds of the readers to move – either decisively or indecisively? Every writer and opinion maker expects that every letter in print would draw reaction of equal contempt and admiration. Without the ingredient of hate and compassion, the opinion piece is like a piece of filthy rag. Without the element of contradiction and the harmony of conflict, the opinion

piece becomes monotonous. These are the demands that always confront the opinion writers. However, every trained writer always strived for perfection. Perfection in thoughts, perfection in the interpretation of issues and facts, perfection in grammar and English (although a second language) are obsessions of every writer. While perfection is next to impossible, the aim of attaining perfection is an ideal guide for anyone who wants to excel in any field of endeavor. Thus, like anyone, all writers also share the same goal: Perfection. Verily, the road that leads toward perfection makes writing replete with boredom. It is for this reason that most writers sometimes experience “mental block” or in the state of “drying up.” The young should not be cynical,

however, because the “old hands” usually feel the drying up experience. It is when the depletion of the stock of information, knowledge, and experience that lethargy becomes pregnant with boredom and exhaustion. However, the writer has an obligation to uphold and protect the rights of the readers. It is the right of the readers to know that every writer is obliged to share the information to the community. The responsibility is very demanding that a writer is constrained to write or report by exigency of circumstance. It is for this reason that this columnist strives to fulfill the chosen mandate of writing daily to inform the readers about the issues that affect their lives. It is in the sharing of thoughts with readers that this writer is drawing the strength to survive against the symptoms of drying up. It is the determination to serve the reading community that makes a writer an exceptional species. plants and in the unilateral termination of the contracted power and energy of these power plants at the time of their privatization. The only way to prevent further abuses by the PSALM is to stop all the remaining privatization projects that they are still pursuing, of which there are only two in Mindanao: the privatization of the AgusPulangi hydro plants and the IPPA-ization of the 200-MW STEAG coal power plant. The ongoing attempt in Congress for the establishment of the governmentowned Mindanao Power Corporation is intended to keep the Agus-Pulangi power plants under government ownership. This should be actively supported by all power consumer groups in Mindanao. According to DOE Secretary Carlos Jericho “Icot” Petilla, he has been talking to the PSALM to hold in abeyance the IPPA bidding for the STEAG coal plant until 2016 or later when there will be adequate

baseload power capacity for Mindanao, but to date there has been no official statement from the DOE or from PNoy. The Mindanao Business Council and other civil society organizations could continue to urge Sec. Petilla to have this done before his separation from the DOE. It would be a good departing gift from Sec. Petilla to the people of Mindanao. The regulatory capture of the Energy Regulatory Problem is a more difficult problem. Boo Chanco of the Philippine Star first expressed the apprehension about the appointment to the ERC of several gencoinfluenced commissioners, and I wrote about several cases at the ERC that have resulted in exorbitant rates probably because of regulatory capture. Even it is true that the ERC, or some of its commissioners, have been captured by the private electric power corporations that they are supposed to regulate, power

The public attack launched by the camp of Vice President Jejomar Binay against Sen. Grace Poe is VERY amateurish, to say the least, that is harboring on stupidity. Why launch an antiPoe propaganda belittling her origins as a foundling, questioning her eligibility to be a candidate for the presidency when she has not made any move yet to indicate she is running for that post in 2016? Can you imagine Binay’s camp demeaning Poe’s being a foundling by saying she is stateless because of that. And this stupid interpretation of international conventions was being aired by a lawyer-propagandist of Binay no less. There is only one thing that could best describe this amuck-like propaganda rampage of the Binay camp against Poe and that is they are shivering in fear that their idol does not stand a chance against Poe should the latter decide to run for President in next year’s national elections. But what is so stupid about this is that the Binay camp made public their fear on their own volition thus exposing their weakness and vulnerability this early. I don’t know who among his propagandists suggested that they take this route in belittling Poe. But whoever he is, his head should be cut-off. It is now clear that Binay does not have even an iota of chance against Poe. And this implied admission of defeat against Poe was made by the Binay camp no less. From where I sit, I know Binay does not stand a chance of bagging the presidency next year. His being stripped naked in the Senate of any moral ascendancy to lead the country made this possible. His blanket denials about all the corruption charges levelled against him

DAR hands over land titles to 113 Agusan Sur farmers

ORETO, Agusan del Sur – The Department of Agrarian Reform (DAR) handed to 113 farmers land titles to agricultural lands covering 189 hectares during a Peace Caravan here last May 28-29, 2015.

The area covers five barangays, namely, Binucayan, Johnson, San Mariano, Sta. Teresita, and Sto. Tomas here. DAR Regional Director Julita Ragandang, Assistant Regional Director Daylinda Narisma and Provincial Agrarian Reform Officer II Paysal Tumog led the distribution rite.

In her message, R agandang reminded the beneficiaries to cultivate and maximize the potential of the awarded lands because by doing so, their lives and that of their families will improve. Anselma Bulibuli, a land awardee, thanked DAR because she had long dreamed that the land she had been tilling would become

hers. “I am now very secure that the land I have been cultivating is really mine.” The caravan was led by the Office of the Presidential Adviser on the Peace Process (OPAPP) and participated in by various national agencies, the Agusan del Sur gover nment and non-gover nment organizations.

City Hall sets series of emergency drills

AMBOANGA City -- To better understand the city’s preparedness in responding to disasters, the local government will hold a series of emergency drills starting next week. City Disaster Risk Reduction and Management Officer Dr Elmier Apolinario has met with various department heads as well as representatives of the Bureau of Fire Prevention, the Zamboanga City Police Office and other stakeholders to plan out the details of the drills. The move is in response to the directive from the National Disaster Risk Reduction and Management Council (NDRRMC) calling for local government units to hold drills in preparation for natural and man-made disasters. To better gauge the effectiveness of the city government’s disaster response as well as identify lapses during the drill, it

was decided not to disclose the exact date and time emergency drills will be held. The first of the series of drills will be conducted simultaneously at all local

government offices at an undisclosed date next week and will be signaled by the sounding of city hall’s siren during office hours. Apolinario likewise urged department heads to remind their respective personnel to take the drills very seriously as the exer-

cise may save their lives. He also advised them to appoint a disaster risk reduction and management officer within their department who will act as liaison to the CDRRMO and who will lead the office’s emergency plans. (Claudine Uniana)

Interruptible Load Program fails to lessen Zambo brownout hours ZAMBOANGA City - An official of the Zamboanga City Electric Cooperative (Zamcelco) has revealed that the implementation of the Interruptible Load Program (ILP) has not lessened the number of brownout hours in the entire city. This was revealed by Remuel Aca-ac, Zamcelco ILP in-charge, citing the program only benefited some of the cooperative's 25 electric feeders. Aca-ac disclosed that so far only five local big companies have enrolled with the ILP. The implementation of the program started last May 21. Earlier, George Ledesma, Zamcelco general manager, announced that 15 local big companies have signified intention to join the program. Aca-ac however said that one of the five companies has temporarily stopped from joining the program since the firm has to replace its power transformer. Aca-ac said this leaves to only four firms participating in the ILP reducing the firms’ energy capacity contribution to 2 megawatts (MW) from 3MW. A deficit of 4MW translates to one hour brownout. This city is experiencing

six to seven hours daily rotational brownout as Zamcelco is receiving an average of 66-MW daily from the National Power Corporation and two Independent Power Producers (IPPs). The power deficit of Zamcelco is 24MW since its peak load demand is 90MW. The power deficit of 24MW translates to six to seven hours brownout. The ILP is a demandside management solution regarded as one of the countermeasures meant to help mitigate the projected power supply strain in the summer months of this year. It works by calling on consumers with loads of at least 1MW to run their own generator sets during peak hours instead of drawing power from the grid. The de-loaded energy will then be diverted to residential areas. The scheme is expected to produce enough energy to significantly reduce the power shortage in this city, thereby decreasing the duration of rotational power outages. The firms that enrolled with the ILP will be paid by Zamcelco based on the Energy Regulatory Commission (ERC) guidelines. (PNA)

Baliangao LGU supports DAR land distribution program Baliangao, Misamis Occidental -- Municipal Mayor Agne V. Yap Sr. and Department of Agrarian Reform OIC PARPO II Alibasa G. Andig, led the distribution of Certificates of Land Ownership Award (CLOA) to 368 farmerbeneficiaries. The distribution of land titles which covers an area of 125.3658 hectares was held on May 13, 2015 at the Baliangao Municipal Gym. The subject landholding was formerly owned by Richard Griffith containing an area of 210 hectares located at Barangay Landing, an agrarian reform community (ARC) in Baliangao, Misamis Occidental. An idle and abandoned land, the landholding was previously awarded to Baliangao Local Government Unit thru escheat proceedings and was subsequently turnedover to DAR under Executive Order No. 407/448 for distribution to qualified farmer-beneficiaries.

During the distribution ceremonies, Mayor Yap underscored the LGU’s continuing support to the ARCs and urged the farmers to make their land more productive. Mrs. Elsa Jumalon, a beneficiary who gave her impression during the program, wholeheartedly expressed her gratitude to the DAR and LGU-Baliangao for the land distribution efforts. “Nagpasalamat kamig dako nga human sa daghang katuigan, nadawat na gayod namo ang titulo sa maong yuta,” she said. In his speech, OIC PARPO II Alibasa G. Andig, the newly appointed DAR Provincial Officer of Misamis Occidental, lauded the support of the local government of Baliangao in the land distribution program. Many of the questions that occur in classrooms aren’t genuine. Some-such as, “Will you please put away your brushes and paints?”are purely rhetorical. Others-in fact, the majority-are insincere in another way. They are not requests for information the speaker genuinely needs; rather, they are checks to see if a student has the information a teacher already knows. These covert commands and information checks are not necessarily bad-unless, of course, they are the only questions students hear. In that case, students lose the opportunity to see their teachers engaged in serious inquiry, in which questions function as right tools for thinking and understanding. One important occasion on which students see teachers ask genuine ques-

tions is when a teacher tries seriously and persistently to get to the bottom of what a student is after but cannot express or attain. One-on-one exchanges are not the only occasions on which genuine questions arise. For instance, in arts classes -as well as in history and science classes-there are often chances to study the way a particular experience is interpreted by different individuals. Decent Questions The way in which teachers question provides a kind of barometer for the social values of classrooms-particularly questions of who can learn and who can teach. For instance, the way in which teachers question reveals whether they suspect learning flows only from a teacher or whether it can come from other students.

Through their questions teachers have the power to offer opportunities for dialogue to particular groups of students or to withhold opportunities from them. In a study, it was found out that when compared to their female peers, young males are much more likely to ask questions and to have them answered in a serious way. Minority students’ participation in classroom discussion is similarly endangered. We know that sometimes there are culturally organized differences between classroom and home regarding the appropriateness of asking questions, the rules about who can be questioned, or what forms inquiries should take . Yet, when minority students fail to join in classroom inquiry, teachers may interpret their hesitation, not as uncertainty about the rules of communica-

tion, but as lack of ability, and may cease to consider them valuable, contributing members of a class. Clearly, teachers can use questions to embarrass or to empower. For instance, questions can be designed to smoke out guilty parties-students who didn’t do their homework, who fail to answer quickly enough, or who can’t think on their feet. But it is equally possible to use questions to promote students’ sense of themselves as knowledgeable and skilled. Thus, even though the student does not yet know what she thinks, her teacher takes her search quite seriously. At the back of his questions is the assumption that the student can come to know. In another level questions can embarrass or empower in a nonverbal performance. The teacher looks at the student when he poses questions; he studies the prints when she does; he respects, rather than cuts off, the stu-

dent, even when she gropes for an answer; he waits for her to formulate a reply. Studies of just these kinds of subtle phenomena- such as, how long a teacher waits for a reply-indicate that small changes, even in the nonverbal integrity of questioning, can have measurable effects on the quality of classroom inquiry. Then Why So Few Questions? Teachers know questions to be one of their most familiar- maybe even one of their most powerful-tools. But if observations are accurate, much of classroom inquiry is low-level, short, even exclusive or harsh. Moreover, these qualities turn out to be remarkably resistant to change. Thus, an early study of questioning done in 1912 (found that two-thirds of classroom questions required nothing more than direct recitation of textbook information. Now, more than 70 years after the original study, research suggests that 60 percent of the questions students hear require factual answers, 20 percent concern procedures, and only 20 percent require inference, transfer, or reflection. Why is this the case? Here, ironically, where the vital issue of what fuels or explains these persistent patterns of questioning emerges, there is little or no research. But each time that I have talked with teachers about questioning, they have had explanations. While teachers freely admit they have colleagues who are simply not interested in the work of questioning, they also point out that there are hurdles even for the committed. It takes skill and practice to build a climate of inquiry, and there are few forums in which teachers can be helped in -or rewarded for-this endeavor. It is a formidable challenge to establish and maintain a climate of inquiry with students of widely varying backgrounds and skills. Questions work fine when you have students who have a set of prior skills or who know about listening to what someone else says, who can follow up with a question of their own, who are used to digging for information. But what do you do when you don’t find that? Do you stop to teach it? And how do you teach it, anyway? Classrooms have kids whose families have taught them the ‘right’ thing is to be quiet and respect the teacher, kids who argue for the sake of arguing, girls who take neatly indented notes and never say a word, boys who like hearing themselves talk. How do you make it work for all of them?” But even with such problems as class size and diversity, teachers rarely cite students as the major obstacle. Instead, they describe the culture of schools as one that dampens their own investment in inquiry. Teachers live day in and day out in a school cul-

ture. That culture teaches. In most places it teaches you to suspect that there is nothing to learn from students. It puts textbooks -not primary sources- in your hands. Textbooks make for the recitation of facts. It’s a culture that puts coverage above all. In that world, questions, especially big messy ones, are dangerous. You have to keep too many of them from happening.” So what do these interested teachers want? Concretely, they ask for time and opportunity to think about their classes as moments of joint inquiry- time to observe skilled colleagues in action, time to see themselves on videotape, time to think through not just lesson plans, but process plans: when to ask, who to ask, and above all, how to ask and respond . Teachers want not just to hear about how “prejudicial teacher questioning patterns” are, they want time to grapple with equity and excellence issues head-on, at the level of values and ethics. And, most profoundly, skilled teachers want to be engaged in inquiry themselves. Many teachers want to learn about the skills demanded in questioning and other forms of inquiry- but they want to learn in ways that will sustain their own abilities to inquire and reflect about their own subjects of interest. Why Question? There may be two additional outcomes of fine questioning that often escape the notice of traditional measures of classroom achievement. First, there is a social outcome-students need the face-to-face skill of raising questions with other people: clarity about what they don’t understand and want to know; the willingness to ask; the bravery to ask again. It is as central in chasing down the meaning of a dance, the lessons of the Korean war, or the uses and abuses of nuclear reactors. One could rephrase the Chinese proverb: Ask a man a question and he inquires for a day; teach a man to question and he inquires for life. And, second, there is a creative or inventive outcome. Being asked and learning to pose strong questions might offer students a deeply held, internal blueprint for inquiry -apart from the prods and supports of questions from without. That blueprint would have many of the qualities that teachers’ best questions do: range, arc, authenticity. Question finding is the ability to go to a poem, a painting, a piece of music-or a document, a mathematical description, a science experiment-and locate a novel direction for investigation. This ability is difficult to teach directly, yet it may be one of the most important byproducts of learning in an educational climate in which the questions asked are varied, worth pursuit, authentic, and humanely posed.

SP hails approval of bill for onsite relocation of informal settlers “IT WILL really help informal settlers,” stressed Councilor Ramon Tabor on Monday as he announced that the House of Representatives has approved on third and final reading House Bill No. 5144, which mandates the relocation of Informal Settler Families (ISF) within or near cities where they live instead of putting them in far flung areas away from livelihood opportunities. In his special report during the regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas, the councilor said the “On-site, In-City, Near-City Resettlement Act,” will amend Republic Act 7279, otherwise known as the Urban Development and House Act of 1992. Councilor Tabor hailed the approval of the bill in the lower house citing that this has been the clamor of informal settlers in the city. He said the committee on urban poor has been batting for the onsite relocation of ISFs so that their livelihood will not

be disturbed. The bill defines “in-city resettlement” as a relocation site within the jurisdiction of the city where the affected ISFs are living. Meanwhile, “near cities” refers to a relocation site in a city other than the city of the affected informal settlements, adjacent to the present settlements of the affected ISFs. According to the councilor, the legislative measure will empower the informal settlers by making them active partners of the government in the planning and management of their own resettlement. Tabor stressed the need for the sustainability of resettlement projects in the city.This can be attained by assuring access to employment opportunities, based on the bill. The councilor said he anticipates that HB 5144 will be approved by the Senate in toto or it will come up with its own version of the bill. INFORMATION Meanwhile, Tabor said there is a need for concerned

committees and agencies and the executive department to know that there is such a bill. “Para andam na ta … Ipahibalo sa tanan,” Tabor added. The report was referred to the committees on urban and rural poor, on subdivision and landed estate, on public works and on finance and ways and means chaired by Councilors Leon Gan, Alexander Dacer, Alden Bacal and President Elipe, respectively, and to the City Housing Board and the Estate Management Division of the City Planning and Development Office (EMD-CPDO). RESOLUTION In his reaction, Councilor Teodulfo Lao proposed that a resolution be adopted requesting Senate to include Cagayan de Oro during public consultations so the city can express its stand based on the actual situation of informal settlers in the city. Councilor Tabor said this is also what he has in mind but cited that the City Council will still wait for the docketing of the bill in Senate.

expectedly did not work and realistically will never work to exculpate him from such charges. He could not even face the nation by appearing before the Senate to cleanse what he claimed the besmirching and tarnishing of his good name by the senators. If indeed he is innocent he should have guarded his good name with his life by proving to all and sundry all the charges levelled against him does not have any leg to stand on because he is truly honest and incorruptible. Unfortunately for him, he chose not to defend himself. Apparently, he knew he could not defend himself from all the corruption charges hurled against him. What is illogical in Binay’s thinking is his notion that the nation will eventually forget these charges against him. And in forgetting these charges against him they will continue supporting him based on survey results showing he still ranks number one among the would-be aspirants. The biggest mistake of this line of thinking is that it does not consider the fact that even until now Binay still has no declared foe even if Poe is being talked about as a good successor of President Aquino. Until Poe declares her intentions, she would never be in the consciousness of the electorate. But the incontrovertible fact is that while Poe still has to categorically declare her intentions, her ratings are steadily going up while that of Binay is steadily going down. In all likelihood, it is in this regard that Binay’s camp is shivering in fear. What is fatally wrong, however, with their reaction is that it exposed Binay’s own vulnerability which is his inability to fare well if he is pitted against a person who is immaculately clean. In such a situation, the better thing to do is prove convincingly that the corruption charges thrown against him do not stand a leg in the bar of public opinion much more in the bar of justice. No need to commit those stupendous blunders of belittling Poe’s being a foundling, of Poe’s being ineligible based on residency requirements, and of Poe’s alleged American citizenship. At this point, all that Binay’s camp should concentrate on is his own “baggage.” No need yet to expose what they believed as the weaknesses of his perceived presidential foes just like what they are doing now that only made Poe the better person against Binay courtesy of Binay. If the handlers of Binay and Binay himself are adept to the nuances of propaganda, they would readily realize the blunder they have committed. But whether they will

consider this as a fatal propaganda blunder on their part, their strategy of simply issuing blanket denials to all the corruption charges against the Vice President by saying these are all politically motivated with 2016 as the primal motive only caused Binay to lose a lot of ground in his effort at gaining a groundswell of support for his ambition. One of this is to ensure that applications for approval of power purchase agreements that reach the ERC are only those that have been properly contracted by the electric cooperatives and investor-owned distribution utility companies. If all distribution utility companies contracted for their power supply requirement in accordance with the laws and principles governing such acquisition of power supply, regulatory capture would not result in unnecessary increases in rates for bulk power. In Mindanao, it is only the electric cooperatives that have not carried out a process of least-cost acquisition of power supply that have contracted for power supply from a coal plant at an effective rate of 5.40 pesos per kilowatt-hour. That rate is much higher than those being offered by other coal power plants proposed for operation in the same period as the coal plant contracted by these ECs. (I think that knowledge of this simple verifiable fact would have caused any ERC commissioner or official to look closely at the applications for approval of the EPPAs for this coal plant that have been submitted. Hence, I consider the provisional approval by the ERC of the suspect EPPAs as evidence of regulatory capture. The alternative is to assume ignorance of the Mindanao power industry by the ERC.) Since the coal power plant that contracted these questionable EPPA with the ECs can become operational only in 2017 or later, there is still time for power consumers to work for the cancellation of these contracts. (This will have to be done, however, through the RTCs or the Court of Appeals rather than the ERC, precisely because of the problem of regulatory capture of the ERC.) But power consumer groups need to start working now on the prevention of such illegal contracting for power supply by the electric cooperatives. Pelaez recognized the need for “immense logistical and financial support from all stakeholders from national to local levels” upon the implementation of the program, thus he authored the Sangguniang Panlalawigan Resolution No. 134 – 2015 “strongly supporting the full implementation of the K to 12 basic education program and urging all stakeholders to help the department of education (DepEd) in its implementation. In Luzon, many have opposed the implementation of the program, saying they are unconvinced that the Philippines is prepared to implement K to 12 program. But Pelaez stressed that it is the right time to implement the program. “It is high time for the country to fully embrace the K-to-12 basic education program to enable our young people to compete in the global and international stage with world-class competencies, skills and values,” Pelaez emphasized. To date, the Philippines remains to be the only country in Asia and one of the three remaining countries in the world that have yet to implement the twelve-year program of basic education. Moreover, the K to 12 basic education curriculum has been designed to match with the basic education system of other ASEAN Member C ommunities which the Philippines will be soon integrated.

“The K to 12 basic education program will redound to the benefit of the young people and their families, especially the poor and the underprivileged, of respective communities and the industries within, and of the country as a whole – its postponement should never be an option,” the vice governor added. GINGOOG City––In consonance with the implementation of the National Health Insurance Program (NHIP), Philippine Health Insurance Corporation (PHIC) has granted a Certificate of Accreditation in terms of Basic Participation to City Family Health Center stationed at Lugod corner Guno Streets in Barangay 16, Gingoog city as Maternity Care Package (MCP) Provider effective January 1 to December 31, 2015 with PhilHealth Accreditation No. M10001227. Gingoog City Mayor Marie Guingona said this granting of accreditation has manifested that the local government unit has been following to the requirements being set by PhilHealth in expanding the city’s maternity services to mothers residing in all its 79 barangays. Being the frontline office in this health service, City Health Officer Dr. Grace Javier Jadol said that after months of complying and compiling the necessary papers, the release of the accreditation has given consolation to the concerted efforts and has signaled for another chapter in the collective support for the maintenance of MCP provision in this eastern city of Misamis Oriental. “In sustaining our partnership with PhilHealth, our city government has to abide and comply with identified circulars downloaded by PHIC,” Dr. Jadol said. The IBON said Cha-cha will weaken Filipino control over territory and will give foreign investors greater rights over Philippine land. Greater foreign ownership of Philippine land will worsen the country’s food security and increase peasant landlessness and rural poverty, the group said. YET another Criminology graduate from COCPhinma topped the licensure exam given by the Professional Regulation Commission (PRC) recently. For that, 20-year-old Franchette Monique Abalde was awarded by COC-Phinma a check worth P50,000, a gift reserved only for alumni who have given glory back to the college. And all that began when Franchette decided to take on the program leading to a Criminology degree simply because it can have almost an immediate assurance for employment. Indeed her dream became true. Now that

Franchette became third placer in the April 2015 Criminology licensure exam, COC-Phinma wasted no time in hiring her to be one of their Criminology faculty. Franchette immediately accepted it with pride. “I love my college so much. It is one of my aims to inspire the Criminology students and I pray to God that I won’t fail them,” Franchette said as she started embarking to teach the students this June. Franchette’s road to fame was not an easy one. Definitely there were sleepless nights as Franchette gruelingly endured hours and hours of reviews so she could pass the exam. “I didn’t expect to be a topnotcher but I

was already confident that I would somehow excel. COC-Phinma instructors and professors have given their best to teach us all about Criminology,” she quipped. This Quezon National High School (Bukidnon) valedictorian’s efforts paid off. In the April 7 to 9, 2015 exams taken in Cagayan de Oro City, Franchette got an 89.75 percent rating, tying with two others to clinch the third spot. With all the hard work and determination, Franchette has this to inspire the incoming batch of Criminology reviewees: “Just keep the faith. Believe that you will win the race and make your beliefs real.”
