MGB to stop mining in Australia tunnel in Diwalwal after underground flashflood DAVAO City -- The Mines and Geosciences Bureau (MGB) 11 is set to recommend the stoppage of mining operations in the Area S1, Destino 568 level of Australia tunnel to reassess the underground situation after the collapse of an old working area due to flashflood over the weekend.

Engr. Fedelis Echavez of MGB 11 said they have initially assessed the affected area but reassessment is needed and can be done only after the dewatering operation.

He however clarified that only the mining operation of the affected tunnel, will be recommended and not the whole operation Australia tunnel or the Diwalwal mining operation in Mt. Diwata, Monkayo, Compostela Valley province.

Based on an MGB inves-

tigation, Engr. Joel Catulong said they found out that the screen gate railings of the old working area at 568 level was blocked by debris preventing water to flow freely to the exit points.

After continuous rain from February 15 until February 29, there was a water build up and finally gave way last Sunday.

Catulong said the screened gate railings or steel gate serve as dividing line between Australia Tunnel and Las Vegas.

When the water flowed to the Australia tunnel, miners were trapped last Sunday. During the search and retrieval operation on Monday, three bodies were recovered. Hours after the incident, the body of miner Ernest “Erning” Loquiña was found inside the Las Vegas tunnel situated below Australia tunnel.

Of the 14 persons trapped inside the tunnels, four are confirmed dead; six were saved and three are still missing. The missing miners are Bryan Monsoon, Roel Dacaldacal and Richard Monsoon.

Engr. Bruce Santillan of the MGB 11 said the steel gates, which served to separate tunnels of each mining cooperative operating in Diwalwal, has now become a safety issue following the underground flashflood incident.

As for now, Santillan said operation for the search of the three missing miners continues and the dewatering operation.

The engineers however said the incident was isolated, thus the recommendation to stop operation focuses only on Area S1, Destino 568 level.

DOH, DA espouse responsible pet ownership DAVAO City -- The Department of Health and the Department of Agriculture in Region XI is espousing responsible pet ownership as the country is commemorating Rabies Awareness Month this March.

Dr. Armie Capuyan of the Department of AgricultureXI said that aside from providing rabies vaccination to your pets particularly dogs, they should also keep their dogs in their cages or on their leashes rather than allowing them to roam outside their homes where they can bite people.

Capuyan said that even with a rabies injection, it is

not 100% safe that the dog would contact rabies thus extra care is taken to prevent pets from biting people.

According to Capuyan, there has been a 400% increase in dog bite incidents from 2010 to 2015. There were about 10,000 cases of dog bites in the country in 2010 in 2015 there were recorded 37,000 dog bites.

Dr. Vergel Jay Bautista of the DOH Rabies Control and Prevention Program said in case of a dog bite, one must immediately wash off the wound. A tenminute thorough washing using soap is said to lower the chances of rabies virus

by 50%. However to be sure prophylaxis is to be undertaken by means of anti-rabies vaccination.

Bautista said rabies prevention is very necessary as the rabies virus has 100% fatality rate.

“There is no known cure when a person is afflicted by rabies.” Bautista said.

According to data Davao Region had 22 human rabies cases in 2014 and about 16 human rabies cases in 2015.

Davao City has six cases of rabies in 2014 and five in 2015.

Waiting for a ‘better calling?’

CAREER is a rapid motion.

A course of action. Sure! A professional conduct in life.

Even a progress through life.

Here we are! That means, a careerist is one, who rushes widely and makes his own personal advancement as well as his (or her) own aim in life!

What can we do, if “career doubts” won’t go away? First, allow me to quote my bible, especially Jude (Watching out! Sounding an alarm!), who writes in a style of a teacher who is watching a freight train bear down on his student’s driver. Yes, bells ring out: “Be merciful to those who doubt.” (Jude 2:22).

My parents always wanted me to become a banker.

So far so good. Why not?

Maybe I would have been much more happier in my job during those times.

Maybe not? I wanted to be a journalist already at the age of 6... . Believe it or not!

The pressure “to be” (or later NOT TO BE - thank you Mr. Shakespeare!), started early in my life.

Not only my parents, also my peers and teachers began to exert their influences on me. Yes, I even didn’t know yet where my inclinations lay. I only knew, I wanted to become a journalist... .

Suddenly being a doctor or a lawyer? Yes, I was

interested in law and medicine at that time. I really got very lucky becoming an editor of German law magazines during my last 18 years in Germany. But I never became a lawyer - or doctor! Now, I would ask myself - who cares?

“The way that people pick up careers is incredibly primitive,” said Nicholas Lore, founder of the Rockport Institute, a career coaching firm, and author of “The Pathfinder”. Strong tobacco, indeed. That’s why so many people are indeed dissatisfied with their jobs.

Believe me, I always thought about a true calling for myself. Sure, people, whose careers aren’t the fight fit often feel like impostors, as Professor Robert I. Sutton, an organizational psychologist at Stanford University in Palo Alto, said. Very, very well said, Sir. How about you, my dear reader of this column? Are you also placing too high a value on the external rewards of job, like money, prestige and power? Of course, for many of us (most?) these things are indeed important. Hold on, please! The work you do and the skills your opportunity require and the value of your work are really more vital to fulfillment.

Paperwork, or not…. You think, you find a better a career fit? Go ahead - but don’t expect that this your life’s career!

I waited for my “better calling” (what a terrible term!) experiencing many even better and wonderful moments in life. I experienced also that several professional things I did in the past had been not very much compatible to me.

But I stored many valuable experiences.

Today, I am what I am.

Friendship on fire

As a matter of fact, this was what the 1986 EDSA regimes had been doing, rather unsuccessfully, if you ask me, for almost 30 years now---prosecuting the Marcoses to make them accountable for their supposed misdeeds and recover their alleged ill-gotten wealth.

But then, let us not allow anymore the continuing and unrelenting anger by, or on the part of, the Marcoses’ political enemies---which

A wise teacher said: “Marriage is a friendship on fire.”

A couple who had been married over 30 years was telling a younger couple how happy they were.

The older couple said how much fun they were having together, and that their physical passion was hotter than ever! Besides that, they said they were doing all the things they had wanted to for years.

They were traveling together visiting their kids and grandchildren. This older couple took walks and talked together every day. They were each other’s best and closest friend.

They say love and friendship in marriage should be like wine… it only gets better with age. I know couples whose love has grown sweeter and more satisfying as their friendship has grown deeper and closer.

But just as it takes work and care to build a fire, and then to keep it burning, so also a “friendship on fire” takes time, patience, and work.

Sadly, there are many good parents who are often irritated and angry with each other. They might have friendships with other people, but they have a hard time getting along with each other. They frequently argue and fight, so they just don’t enjoy close companionship and peace in their life together.

But when your marriage is built on trust, respect, and open communication, then you can have a very close and satisfying friendship.

Neither the husband nor the wife needs to feel jealous or suspicious of the other.

Best friends understand each other’s strengths and weaknesses, but they still love and accept the whole person, the good with the bad. So they’re patient with their best friend’s faults.

BOC uncovers new ‘modus’ of smugglers Mindanao Daily News, Monday, March 7, 2016

CAGAYAN de Oro City-The Intelligence Group (IG) of the Bureau of Customs (BOC) in Northern Mindanao is now closely monitoring the new modus of arms smugglers after the group seized a container van containing smuggled guns and other hot items at the Mindanao Container Port Terminal (MCPT) in Tagoloan town on Wednesday (March 2).

Customs Intelligence and Investigation Service (CIIS) Head Alvin Enciso of Northern Mindanao said his group is now conducting an indepth investigation into the new modus of smuggling of contraband weapons.

“The BOC-IG in Northern Mindanao is conducting further investigation into the new arms smuggling modus where the parts are hidden on boxes and household appliances,” Enciso

said.

He said the intercepted container van has been the subject of an alert order issued by BOC-IG under retired Gen. Jessie Dellosa even before it arrived at the Tagoloan sub-port last year.

Enciso identified the broker as a certain Oliver C. Lisondra and Starling Trading as consignee of the shipment with Entry no.

C-9709, Bill of Lading no.

210361100A, and Control no. MSKU4681783.

He said the shipment arrived at the port of Tagoloan in Misamis Oriental from the United States last year.

It was declared as contents of “Tractors.”

“It was immediately monitored upon arrival last year after the Customs intelligence group received information that the shipment contained contraband instead of the declared contents of Tractors,” Enciso told the Philippine Star.

After the container was opened for examination on Wednesday morning, Enciso said they found parts of Tractor, second hand Harley Davidson motorcycle, and gun parts and accessories for pistols and high-powered firearms.

He said the Harley Davidson and gun parts and accessories of pistols and rifles were placed at the far end of the container.

Later, he said the gun parts were put together and they were able to assemble four complete firearms––three pistols, and a high-powered firearms.

These are the Glock 42 (380 caliber), Ruger LC 380, Sti Caliber 40 with Caspian slide, and M4 Spikes Tactical (5.56 caliber) high-powered rifle.

Aside from gun parts and accessories, the BOC-IG team found other undeclared items in the shipment such as night vision goggles,

flat televisions, washing and other personal effects. machine, tools, machineries, He estimated the hot

items confiscated to worth at least P1.4 million.

AS a TLE teacher, I am happy of the developments of the ICT industry in our country. I am confident that many of our junior high school students in our school will opt the tech-voc track once they get to senior high this June.

The two-year tech-voc track will ultimately entice students to 1) go on working in the ICT industry, 2) get an NC II certification first before working or 3) go to college and take an ICT-related course. In Cagayan de Oro City, there are two tech-voc institutions and there are seven universities and colleges offering ICT courses. The tech-voc institutions are Informatics and Vineyard Polytechnic

College while the institutions of higher learning offering ICT programs are COC-Phinma, Xavier University, Liceo de Cagayan University, Capitol University, SPC, MUST and STI. There is a big attraction right now for employers in the ICT industry to gobble up our fresh graduates. The challenge now is for the industry and the academe to match their respective expectations.

PRIVATE weather information provider WeatherPhilippines has deployed a total of 777 automated weather stations (AWS) nationwide as of end 2015.

To date, WPF has 574 partners – 6 platinum and 22 gold donors, 12 service partners, and 534 site partners. These site partners, mostly meteorological sites that are vulnerable to frequent weather disturbances, receive AWS units for free.

An AWS measures its location’s rainfall, temperature, pressure, humidity, wind speed and wind direction, and global solar radiation. Constructivism sets a new paradigm in education. It allows learner to construct their own understanding and knowledge of the world, through experiencing things and reflecting on those experiences.

A constructivist teacher encourages learners constantly assess learners how the activity is helping them in order to gain understanding. With their own evaluation of the activi-

ties given to them learners will ideally become “expert learners”. This will give them a broadening tools to keep on learning.

In this learning strategy pupils will work as a team, they are viewed as thinkers with emerging theories about the world. Generally the task of the teacher is only to facilitate learning activities.

The Department of Education together with Knowledge Channel and other partners had been conducting workshop to all

school head and teachers in order to adapt the new learning strategy that will change the pace of education in the Philippines.

Constructivism is a learning strategy that will make a teacher an effective individual far from the traditional way of teaching. It will allow every learner become more creative and develop its own critical thinking to every given situation.

The central idea of constructivism is that human learning is constructed, that learners build knowledge

upon the foundation of previous learning. It represents one of the big ideas in education. Teacher must remember that, as educators they had to focus in their student’s welfare. To date, a focus on studentcentered learning may well be the most important contribution of constructivism.

CRISPR a new tool in editing DNA

CLUSTERED regularly-interspaced short palindromic repeats or CRISPR are segments of prokaryotic DNA containing short repetitions of base sequences. Each repetition is followed by short segments of spacer DNA from previous exposures to a bacterial virus or plasmid.

The CRISPR system is a prokaryotic immune system that confers resistance to foreign genetic elements such as plasmids and phages and provides a form of acquired immunity. CRISPR spacers recognize and cut these exogenous genetic elements in a manner analogous to RNA interference in eukaryotic organisms.

CRISPRs are found in ap-

proximately 40 percent of sequenced bacteria genomes and 90 percent of sequenced archaea.

The CRISPR interference technique has enormous potential application including altering the germline of humans, animals and other organisms and modifying the genes of food crops.

By delivering the Cas9 protein and appropriate guide RNAs into a cell, the organism’s genome can be cut at any desired location.

CRISPRs have been used in concert with specific endonuclease enzymes for genome editing and gene regulation in species throughout the tree of life. Ethical concerns have been expressed about this nascent biotechnology and the prospect of editing the human germline.

Higher learning begets higher earning

IT is our duty as teachers to inculcate the values of education in children as young as three years old. Why? Because based from each of our respective life experiences, we know that a person who has completed education will become successful throughout his or her life.

And education starts from the nursery level.

Actually, the first educator of a child’s life is his or her parents. But the moment the child goes to school, he or she spends the whole eight hours of the day in school. That is why it is our duty as teachers to monitor the children in our respective classrooms.

We are like second parents to each one of them – maybe fifty in all in one classroom. Just as natural parents, we must look after the welfare of each child

especially their academic performance. We must also be alarmed if a child cannot immediately catch the lesson of the day up.

This June as senior high school starts implementation, it is also our duty as teachers to inform wisely our high school students on what track they must take so they can immediately craft a lifetime career. Some may opt to start working after graduating from Senior High. Others may opt to continue with a vocational course, take an NC II certification exam and earn beyond minimum wage abroad.

While others will continue four more years in college so they can grab a white-collar job here or in Manila. Whatever track the child chooses, he or she will ultimately earn high once s/he completes the education curriculum.

Aside from Cagayan de Oro, Cepalco is also distributing power supply to the towns of Tagoloan, Villanueva, and Jasaan, all in Misamis Oriental.

However, the Cepalco did not say whether its daily rotating brownouts have something to do with the scheduled preventive maintenance of Steag State Power Inc. (SPI), a coal-fired power plant in Jasaan, Misamis Oriental.

Jerome Soldevilla, SPI spokesperson, told a local radio station that its second power turbine was placed under preventive maintenance from March 5-6.

Soldevilla said the second power turbine has to undergo the preventive maintenance for it to be able to generate a stable power supply.

On March 8 (Tuesday), Group 1 belonging to Feeder 1 and 4 in Camaman-an, Feeder 2 of Kauswagan, and Villa Feeder 2 will experience power interruptions from 9:30 a.m. to 12 noon.

Group 2, under Carmen Feeder 2, Pueblo Feeder 1, and Baloy Feeder 2, will have no power from 12 noon to 2:30 in the afternoon.

Group 3, which belongs to Carmen Feeder 3, Macasandig Feeder 1, Tagoloan Feeder 1, Camaman-an Feeder 2, and Villa Feeder 1, will have no lights from 2:30 p.m. until 5 in the

Conclusion: It is important to ask ourselves: what really makes a city attractive whether as resident, or as a casual or long-term visitor?

As of now the 25-year development plan of Davao City recommends only 0.5 square meter of park/open space per resident. It means that the Davao standard is only 6% of the internationally accepted standard!

This brings us to the second standard. Open green space should be proportionate to the size of the urbanized land area. Studies indicate that green open space should never be less than 10% of the urbanized land area. As a point of comparison, Singapore has been able to reach 17%. A study of more than 430 cities in China in 1991 showed that on average more than 20% of each city’s land area was accessible, open green space and as the cities developed they made sure to even increase the green open space to 24% five years later. Overall Asia wide studies show that Asian cities well-known for their open spaces and sustainability have or aim for: 20 to 30% of the total

HappyFresh Expands Footprint, Announces Key Hire in the Philippines The expansion into the Philippines will provide further employment opportunities and a stable infrastructure to continue HappyFresh growth in the region MANILA, PHILIPPINES, 4 March 2016 – HappyFresh, Asia’s leading online grocery company, today announced the opening of its fifth office in Asia in the Philippines, which is set to become fully operational in the second quarter of 2016.

With offices currently located in Indonesia, Malaysia, Thailand and Taiwan, the move into the Philippines will bolster HappyFresh’s presence and strengthen its commitment to Asia.

“We have been expanding our footprint in Asia over the last 12 months. During this period, we have significantly augmented our leadership team in Indonesia, added several key staff in Malaysia and strengthened our already strong platform in Thailand and Taiwan.

With a population of over 96 million, a 96% literacy rate and projected GDP growth rates of 6-7% over the next few years, the Philippines is poised to go from strength to strength. Key Hire in HappyFresh Philippines The rapidly growing

workforce in the Philippines has made it one of the most attractive markets for companies looking to grow their presence in this region.

Leading HappyFresh’s newest office will be Isabel “Pao” Barientos as Managing Director of HappyFresh Philippines.

In her new role, Pao will focus on leading and accelerating the company’s growth initiatives in the Philippines. Pao was most recently Chief Operating Officer of theshop.ph, a growing online marketplace in the Philippines. She has also previously worked for Ensogo and the Lazada Group. Pao brings with her more than 30 years of industry leadership, building brand recognition, revenue growth and monetisation strategies for online marketplace and social media organisations across Asia, United States and the Middle East.

Commenting on her new role, Pao said, “I am humbled by the opportunity to be part of HappyFresh. Having the support of the team is of key importance on this exciting new journey. I hope to leverage on the team’s experience to expand the HappyFresh legacy into the Philippines. At the same time, I will want to develop leaders at every level and support their efforts to grow and change.”

Manila - De La Salle University (DLSU) and energy-firm STEAG State Power Inc. (SPI) are collaborating on Research and Development (R&D) aimed at scaling-up the use of power generation by-products and offer alternatives to the growing challenges in the country’s construction industry.

The R&D partnership will explore, among others, appropriate applications of coal combustion by-products to further optimize the environmental, economic and social benefits apart from its current use in the cement industry.

“It is our desire to look further into the other product applications apart from existing current use in the cement industry in order to bring further more social, environmental and economic benefits to our local communities” says SPI President and CEO Dr. Bodo Goerlich.

At present, the coalcombustion by product of SPI’s 210 MW (net) coal-fired power plant in Villanueva, Misamis Oriental is mostly used

up as raw material in the cement industry.

Aside from that, SPI’s host municipality is also using them as replacement material in producing bricks and hollow-blocks through the LGU-initiated Villanueva Fire Bricks Making Project.

“I believe that the reuse of this by-product has significantly reduced energy costs associated with mining virgin materials from the earth and thereby cut back on greenhouse gas emissions” Dr. Goerlich explained.

“Using this by product to replace conventional materials not only conserves natural resources, but also improves the strength, durability and quality of construction materials” Dr. Goerlich added.

For his part, DLSU President Br. Raymundo B. Suplido cited the R&D partnership as a significant milestone in the university’s thrust of helping find opportunities to develop innovative solutions for technological and industrial challenges in support of the country’s development goals.
