LTO warns public against fixers anew

CAGAYAN de Oro City-The new assistant secretary of the Department of Transportation and Communications (DOTC) who oversees the Land Transportation Office (LTO) issued a fresh order warning the public against using fixers to run around the bureaucracy at the agency and speed up the processing of their permits and other documents.

In a directive dated January 12, Assistant Secretary Roberto Cabrera III ordered all LTO outlets nationwide to ban known fixers from entering their complexes.

Mindanao business leader wants NGCP investigated over power outages DAVAO City -- A Mindanao business leader wants an investigation of the National Grid Corporation of the Philippines (NGCP) to establish whether it is accountable for its failure to protect the transmission lines from the Mindanao grid that resulted to the worsening power outages in Mindanao.

Mindanao Business Council (MBC) chair Vicente Lao said the power sector has been privatized, thus NGCP has the duty to see to it that the transmission lines are properly protected.

a private sector it is the duty of the NGCP to see to it that the grid is properly protected,” he said, adding that “if in case NGCP will not be able to protect the grid or will not make efforts, I still believe that NGCP must held accountable.”

Lao warned that if the grid breaks down, then government must rescind contract with NGCP of bringing the electricity produced by power plants to distribution utilities.

This developed as the Mindanao electric cooperatives and power distributors under the Mindanao Electric Power Alliance (MEPA) will be meeting on Thursday with members of the Mindanao Power Monitoring Committee (MPMC), which spearheads and coordinates

the efforts of the national, regional and local governments, and power industry stakeholders to improve the power situation in Mindanao.

Lao said they wanted to know the real situation in view of the many reports about the weaknesses of NGCP and the bombing of towers.

“I think they (NGCP) are just pressuring the government,” Lao said referring to issues such as road right of way or problems, cutting of trees near transmission lines that they wanted the military to assist.

He said he also received information on cost savings made by NGCP that created problems inside the grid itself especially on the slashing of the budget of its social components.

“This must be evaluated carefully on what they have done,” Lao said during Monday’s Kapehan sa Dabaw at SM Davao Annex.

“We want to know the real reasons for the outages,” Lao said. He added they have not really been informed about the real situation if the problem is brought by the bombings, climate change that impact on water level situation at the two Agus plants, which supply power to Mindanao. “I don’t think there is problem in generation. The problem is in the transmission,” he pointed out.

NorthMin maintains 94.2% employment rate in 2 years

CAGAYAN de Oro City--Northern Mindanao has attained an employment rate of 94.2 per cent, while the unemployment rate was steady at 5.8 per cent for the last two years from 2014 to 2015, a labor official said Monday.

Albert E. Gutib, assistant regional director of the Department of Labor and Employment (DOLE) in Northern Mindanao, said that the underemployment rate also dropped from 31 per cent to 22.6 per cent during the two year period.

Gutib said that the Philippine Statistics Authority (PSA) released the figure, citing the youth sector to

have the biggest chunk of unemployment in the region.

He said that the labor department is now addressing the unemployment rate among the youth through the vigorous implementation of the Special Program for Employment of Students (SPES).

The SPES is targeting the poor, but deserving students and the out-ofschool-youths (OSYs) who intend to pursue their education through the student employment program during summer, Christmas season, or any time of the year, Gutib said.

Under the program a qualified student may work for a minimum of 15 days and a maximum of 52 days where the employer pays 60 percent of the monthly pay and the remaining 40 per cent by the DOLE, he said.

Can a minor be compelled to plead guilty?

OBVIOUSLY, the minor does not want to enter the plea of guilty. The other day, a friend confided the plaint of a parent who inquired whether a son (a minor) should plead guilty to a crime of rape. The parent said that the public lawyer has suggested that the son should enter a “guilty plea” to the crime of rape.

The issue has something to do with the alleged “rape” of a teenage girl while dating with a partner sometime not too long ago. The boy was among the three suspects who were indicted by a local court with the crime of rape. Except for the third suspect who was already “adult” at the age of 18, the boy and the other suspect are both minors. Now, the public attorney reportedly wants the two minors to accept the crime during a scheduled arraignment.

What is the point?

Perhaps, the public attorney was playing on the principle of “pleading guilty” for a “lesser offense.” While this idea might be acceptable to the adult criminals who, actually executed the criminal acts, the notion is not acceptable to the minor who confessed innocence of the criminal act per se.

Or, the boy might have drawn into the alleged “rape” out of sheer curiosity on how the adult would consummate rape. In other words, it was the fear, curiosity, and the innocence of the mind that drew the minor into the crime without the intention of consummating and being part of the crime of rape. In this case, how can a public attorney compel the boy (minor) to plead guilty of an offense that the minor have vehemently denied to have committed and have no intention to commit the same?

To establish the crime of guilt, “intent” should be proven beyond reasonable doubt. Here is the boy who has no intention of committing the crime, but compelled to become an accessory because of fear that the adult companion might harm him if he would not cooperate. Can we ask him to plead guilty? It is a time honored doctrine for lawyers to defend the innocent. House okays voluntary election service of public school teachers

QUEZON City -- The House of Representatives approved on third and final reading House Bill 5412, otherwise known as “An Act Making Election Service Non-compulsory for Public School Teachers, Providing for Compensation and Other Benefits.”

It will be recalled that on November 8, 2013, Agusan del Norte First District Rep. Lawrence Lemuel Fortun filed a legislative measure to allow voluntary service for public school teachers during election. The House C ommittee on Suffrage and Electoral Reforms and the Committee on Appropriations approved and reported out HB 4512, in substitution to five separate but similar bills earlier referred to the panel for consolidation.

Fortun was named one of the principal authors of the consolidated bill.

Fortun said in his explanatory note that be-

cause the requirement is mandatory, public school teachers cannot refuse to serve during elections.

“Worse, the law does not provide for sufficient remuneration and benefits and security for public school teachers performing election duty. In many cases, they are subjected to humiliation, threats, harassment and violence without sufficient protection under our laws.”

The young solon is fully aware of teachers facing several cases, mostly harassment filed by mostly losing candidates when he became a Legal Consultant of the Department of Education (DepEd) years back. He further stated that the practice in other countries is more consistent with the principle that election service is a civic duty of every citizen. In fact, he said in many other countries, the election boards are composed not necessarily of teachers but also of other members from different sectors. The world-wide

trend is to open up election service to citizens of known probity and competence and since the conduct of elections being a democratic exercise, the voluntary participation of citizens from different sectors should be encouraged.

In Fortun’s proposal, voluntary service during election day maybe rendered by any interested public school teacher.

In cases where the BEI, SBEI or BET cannot be constituted by reason of lack or insufficiency of teachers who are willing to serve, the following may be called to render voluntary service: 1) private school teachers; 2) Department of Education non-teaching personnel;

3) other national government officials and employees holding regular or permanent positions, excluding members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP); 4) members of the COMELEC-accredited citizen’s arms and other COMELEC-accredited civil society organizations and non-government organizations; or 5) any citizen of known probity and competence who is not involved with any candidate or political party.

to be determined and approved by the Department of Budget and Management, subject to existing accounting, budgeting and auditing rules and regulations.

The measure also pro-

vides for legal assistance and an equitable legal indemnification, package provisions for claims for persons rendering election services.

The bill now awaits the senate version.

We, the Bangsa Maranaw of the Lanao Provinces along with the rest of the Bangsamoro people in this country, strongly denounce the deliberate non-passage of the BANGSAMORO BASIC LAW in the 16th Congress wherein 51 public hearings, 200 hours of committee level debates and 8 months of consultations were all wasted. This is not to mention the people’s tax money, countless man hours and immeasurable human energy that were squandered. The moral conscience of the House of Representatives and the Senate is now a big question. The sense of guilt is the hallmark of civilized humanity, so to speak.

We call on the leadership of both the Senate and the House of Representatives to firmly resolve, once and for all, all the Bangsamoro peace issue. The time is NOW and NOT LATER because our national stability and our country’s honor in the international scene are at stake and that we wish to prevent the global threat of extremism but more alarmingly, the radicalization of our youth.

We condemn the filibustering committed by the anti-BBL legislators that killed the precious time needed to pass the BBL. So that, we also strongly denounce the traitorous actions of Congressmen Celso Lobregat and Lito Atienza who moved heaven and earth to ensure the death of the BBL. Admittedly, we are very disappointed with the House leadership for allowing Lobregat to mangle, water-down and lacerate the BBL beyond recognition!

Equally disappointing is the dismal performance of Congress Rufus Rodriguez who did not defend the BBL at all. In fact, he led the conditioning process that questioned the constitutionality of the agreed Bangsamoro Transition Commission-Office of the President version. Had he not been convinced of the BBL, he could have refused, as a true gentleman would have done, the offer to Chair the AdHoc Committee that tackled the BBL matter. Yet, he accepted – but to the great disappointment of the Moro people and all the peace-loving citizens of Mindanao and of our nation. Certainly, Rodriguez is a wolf in a sheep’s skin who devoured the BBL. It is very sad to note that the anti-BBL legislators in both houses refused to recognize the sentiments, the in-depth analysis or the wisdom of our prominent statesmen and tech-

nocrats, the mercy and compassion of our Catholic leaders and laymen; the Lumads, the businessmen, the women, the youth, the OFW’s, the men in robe, the men in uniform and the legions of civic groups who stormed the heavens with prayers in support of the express passage of the BBL. In the same vein, Senators Ferdinand Marcos, Allan Peter Cayetano, Francis Escudero and Grace Poe clearly demonstrated their irrational, insensitive and flawed judgment of the Mamasapano incident which derailed the passage of the BBL. Is this sheer arrogance, tyranny or deep-rooted hatred of the majority congressmen and some Senators towards the Bangsamoro people who have suffered long enough from biases, prejudic es, and marginalization but especially from the disastrous effects of war and conflict?

The BBL is the Filipino people’s moral obligation to the Bangsamoro. It is the embodiment of the Bangsamoro hopes, dreams, aspirations and it is, for now, the best legacy we could leave behind for our youth and our succeding generations.

We, therefore, respectfully call on His Excellency President Benigno Aquino III to fulfill his promise to exercise his political will to implement what he had committed in the Comprehensive Agreement on the Bangsamoro and/or the Framework Agreement on the Bangsamoro. Now is the right moment to demonstrate political will, sportsmanship, sincerity and strong leadership in the midst of a highly polarized citizenry.

Mr. President, please do not sacrifice the BBL on the altar of politics and save the peace process that became the lifetime quest of your dear parents, the late Senator Ninoy and the Late President Cory for the Muslim Filipinos.

The students will be deployed to the different municipalities in the region, where they will be immersed to barangays/communities with Kalahi-CIDSS implementation. Students will be mentored by Kalahi-CIDSS field workers assigned in implementing municipalities, and will be overseen by the Regional Program Management Office (RPMO) of

Kalahi-CIDSS Caraga.

Ondo also explained that DSWD Caraga was highly endorsed, even by their College Dean because of the performance of KalahiCIDSS Caraga, as per record from the National Program Management Office. She also added that MSUMarawi is trying to improve their CD curriculum, and pattern it closer to KalahiCIDSS, deviating from the curriculum designed after the Department of Interior and Local Governance.

“We need to adjust our curriculum and pattern it with Kalahi-CIDSS since it is now the lead CDD program of the government with the emergence of the NCDDP,” Ondo said.

Aboitiz coal-fired power plant opens; brownouts to continue

DAVAO City--Aboitiz Power announced Monday its 150-megawatt second unit of Therma South Inc. will start commercial operation on Tuesday, a week after undergoing a corrective maintenance shutdown that brought to three hours the rotating power outages within the franchise area of the Davao Light and Power Company.

In a statement, TSI president and chief operations officer Sebastian R. Lacson said the plant’s operation will contribute to addressing power shortage in Mindanao.

“The commercial operation of the Unit 2 could not have come at a better time as Mindanao suffers from power supply problems brought about by El Nino,” he said.

The DLPC franchise area, which cover Davao City, Brgy. Bincungan in Tagum City, and Carmen,

Sto. Tomas and Braulio Dujali towns in Davao del Norte, has contracted 50 MW from TSI 1 since it went commercial in September 2015 and additional 50 MW from TSI 2.

“TSI’s Unit 2 has been undergoing testing and commissioning for the past several months and has, in fact, been delivering, on a non-committed basis, commissioning energy to

its customers at discounted rates,” the statement read.

Aboitiz said TSI’s consumers comprised of 20 electric cooperatives and distribution utilities in Mindanao can now receive their full contracted capacity after Tuesday’s start of commercial operations.

TSI supplies power to the cities of Davao, Cagayan de Oro, Gen. Santos, Zamboanga, Butuan, Kidapawan,

Tagum, Koronadal, Digos, Pagadian, and Cotabato.

DLPC, however, said its franchise area will still experience brownouts of 30 minutes to one hour.

The company blamed the outages on the “hydro power plants that remain to be isolated and have reduced capacity due to El Nino and the collapsed towers due to bombing.”

DAVAO City--The National Food Authority-Davao City has assured there is sufficient rice supply despite tens of thousands of hectares of rice and corn damaged by El Nino Southern Oscillation (ENSO) phenomenon in Davao Region’s rice and corn producing farmlands.

Virgilio Alerta, NFADavao provincial manager, estimated the current buffer stock of rice in the city at 600,000 tons, enough to last until the next harvest season.

He said the rice stocks come from Vietnam and Thailand, and from local producers region-wide.

However, if the dry spell persists, the stocks will be significantly reduced, he said. Anticipating such scenario, Alerta, however, remains confident that other rice producing areas in the region slightly hit by El Nino are ready to augment the city’s rice supply.

The city, he said, has enough ports to receive rice stocks being transported into the city from other provinces.

The Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA) Chief Meteorological Officer in Davao, Gerry Pedrico, said the region

has been experiencing 2.7 degree Celsius surface temperature or a temperature of 35 to more than 37 degrees.

Alerta made the assurance after the Department of Agriculture (DA) 11 regional office confirmed 80 percent of the 6,427 hectares of corn and 5,576 of rice production areas in the region were damaged by drought.

This would translate to an estimated Php247 million worth of yields lost, Engr. Corazon Ditarro of the DA’s Bureau of Soil and Water Management said.

She said of the Php247 million estimate, Php107

million is for rice and Php140 million for corn.

DA-11 Disaster Risk Reduction and Management Officer Joedel Leliza said DA has allocated Php34 million for El Niño mitigation and assistance programs. These programs include distribution of certified seeds, cloud seeding and irrigation.

DA’s funding allocation for El Nino, however, does not include long-term program such as building resilient agricultural farms or drought-tolerant production farms.

4.3.2 Functions. The Committee shall perform the following functions:

4.3.2.4 Submit recommendation to the Chairperson of the Consignment Advisory Committee for the latter to endorse to the City Mayor for approval of the Consignment Order.

3.6 Consigned Goods – are drugs and medicines which the consignor delivers to the consignee under the consignment system.

3.7 Replenishment Goods – are drugs and medicines which the consignor delivers to the consignee as replenishment for those sold by the consignee or as replacement to delivered goods which expiration date results to a remaining shelf-life not allowed by the consignee or as replacement to delivered goods which deterioration are beyond the control of the consignee.

4.3.2.5 Determination of the price of goods to be consigned including the reselling price.

4.4. THE EXISTING THERAPEUTICS COMMITTEE OF BMC. The Therapeutics Committee of the BMC shall be responsible for recommending and submitting the list of items to be consigned to the Hospital Consignment Committee indicating therein the specifications, quantities, suggested price and other desired qualities of the consigned product.

3.8 Consignment Request (CR) – is a list of items requested by the Consignee to be placed under the Consignment System.

3.9 Consignment Order (CO) – duly accomplished form which directs the consignor to effect the delivery of specified drugs and medicines with the corresponding required quantities and qualities as maybe determined by the consignee within the applicable period of time. This shall serve as a contract between the consignor and consignee.

3.10. Consignment Offer – a letter of offer or an offer made in writing by the prospective Consignor manifesting therein his/her interest to enter into a a consignment agreement with the City, and specifying the quantity, specifications, desired quality, price, discounts, rebates and such other “ex-deals” of the items he/she intend to supply.

6.8 Force Majeure, Pilferage and Theft. Neither party shall be liable for any failure to perform its obligations under the consignment system where such failure is due to Acts of God or any cause beyond the reasonable control of the party. Where applicable, the party affected shall make all reasonable efforts to comply with its obligations or must promptly resume compliance with its obligations. In case of loss arising from the pilferage and/or theft while in the custody of the consignee, the consignee shall be liable for the monetary value of the lost or stolen items. Losses of consigned items before acceptance in writing by the consignee shall be shouldered by the consignor.

6.9 Authority and Capacity of the Consignor. A consignor who enters a consignment agreement with the Consignee must show, that: 6.9.1 It is duly authorized by the law to enter into a consignment agreement; 6.9.2 Its products are manufactured according to specifications and standards and in compliance with laws;

6.9.3 The products are duly registered and approved by the regulatory agencies for the public use such as the Food and Drugs Administration and other appropriate licensing agencies;

5.7 Authority to Inspect. Representatives from the General Services Office, Office of the City Accountant, Commission on Audit,Pharmacist and the Supply Officer and BMC Accounting Section are hereby given the power and authority to inspect the consigned goods for the legal, technical, accounting/auditing and administrative purposes, etc.

6.9.4 Its products are not misbranded or adulterated within the meaning of the Food, Drug and Cosmetics Act, the Consumers Act etc., and

SECTION 6. OTHER PROVISIONS.

5.9.5 Its products have expiry dates of at least (1) one year from the date of delivery.

6.1 Products Covered. The items to be consigned shall be based on the Consignment Order duly signed by the Chairman of the Consignment Advisory Committee for the approval of the City Mayor and/or their respective authorized representatives;

6.10 Recall of the Consigned Items. Should any of its products be banned by competent authorities has expired or has been declared not suited or unsafe for use and dispensing, the consignor has the obligation to inform the consignee and immediately recall the goods at no cost to the latter. The consignee has also the right to inform the consignor and should cause the withdrawal of banned, reclassified and expired items and items declared unsafe for use and consumption without cost on its part.

6.2 Effectivity of Offer/Orders and Reorders. The prices, unit, quantity and quality of the items as offered by the consignors and the duly specified in the Consignment Order shall be effective without changes for duration of (1) one year reckoned from the acceptance of the items as offered by the Consignor. Consignor with his consent however, is allowed to deliver additional stocks at the same price within and beyond the (6) six month period upon issuance of a new Consignment Order by the consignee. The agreement may be terminated by either party and withdrawal of consigned items shall only be done upon the service of at least forty-five (45) days prior notice;

6.11 Legal Claims and Venue of Action. The consignor shall hold the consignee free and harmless from, and shall be solely responsible for any claim, action, suit, cost of expenses, and damages and liabilities arising from or in connection with, or resulting from the use of the consigned goods. Furthermore, the venue for any legal action or suit arising from the consignment system shall be exclusively in Butuan City only.

6.3 Title. The ownership of, and legal and beneficial title to the products shall belong to the consignors until the products have been used, dispensed or sold by the consignee. The consignee shall be responsible for the care and custody of the items delivere3d by the consignor.

6.4 Delivery. Deliveries of items for consignment shall be in accordance with the terms and conditions specified in the Consignment Order. Unless otherwise specified in the CO, delivery shall be made within (10) ten days from receipt of the consignment order. Failure to deliver within the specified period without justifiable reason shall cause the cancellation of the CO;

6.7 Agency/Assignment. The Consignor shall not assign any of its rights or obligations under the consignment system to third parties without consent of the consignee.

5.6 Quality Check. The consigned items may be subject to random sampling, inspection and testing by the consignee and the other appropriate support agencies and submit the same to the Food and Drugs Administration and other regulating agencies to ensure the quality of the stocks and compliance to specifications without cost on the part of the consignee;

5.5 Fund Management. Income generated from the sales of the consigned goods shall be deposited in a separate account in the Trust Fund Book which shall be used in the payment of dispensed or utilized consigned items after the inventory shall have been conducted. Revenue generated from the program shall be deposited in the General Fund of Butuan Medical Center.

The system, upon consultation and approval of the City Mayor may devise a “Consignment Fund” from the “Existing Drug Revolving Fund” to serve as a buffer fund for “Indigent Patients”, “Philhealth Patients”, and “Senior Citizens Patients”, etc., as the laws and government rules and regulations may allow. Provided further, that the revenue generated from the consignment of the drugs and medicines may be used for the indigent patients on the condition that there are no available drugs and medicines from the regular fund of the hospitals. The City Mayor, upon the recommendation of the Consignment Advisory Committee, shall issue an Executive Order to further enhance the fund management of the Consignment System;

6.12 Submission of Bi-Annual Report. The Hospital Consignment Committee shall submit to the City Mayor and Vice-Mayor and copy furnished the SP Committee on Health and Social Services a written report regarding the status of the consignment system implementation every second Friday of July of the current year and second Friday of January of each succeeding year.

SECTION 7. AUTHORITY TO SIGN CONSIGNMENT REQUEST (CR) AND CONSIGNMENT ORDER (CO). The City Mayor, upon request and recommendation of the Chairperson of the Consignment Advisory Committee or his representative, is hereby authorized to sign the CR and CO. The Honorable City Mayor may, pursuant to an office order or executive order, designate the City Administrator to sign for and in his behalf, the CR and CO for consignments of goods at an amount of not more than Five Hundred Thousand Pesos (P500,000.00), at a concurrent capacity.

SECTION 8. FORMULATION OF IMPLEMENTING RULES AND REGULATION (IRR). There shall be a created Technical Working Group (TWG), through an Executed Order of the City Mayor, to formulate the needed Implementing Rules and Regulation for the effective enforcement of the said drugs and medicine consignment system of the City of Butuan.

SECTION 9. FINAL PROVISIONS. 9.1 Separability Clause. In the event that any provision of this Ordinance or application of such provision to any circumstance, is held invalid by competent court or agency, the remaining provisions shall not be affected thereby.

9.2 Repealing Clause. All Ordinances, Rules and Regulations, or parts thereof, in conflict with, or inconsistent with any provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 10. EFFECTIVITY. This Ordinance shall take effect upon approval of the City Mayor and after compliance with the posting and publication required under Section 511 of the 1991 Local Government Code.

Processing of the remittance of sales shall commence immediately after inventory of the goods sold and the remittance shall be accordingly made on or before thirty days from the date of every inventory.

Preparation of the remittances of sales and deposits of consigned goods shall be done by liquidating officer of Consignee. Further, the City Mayor shall designate a Collecting Officer who shall receive the proceeds from the sale of consigned goods, and shall correspondingly, issue an official receipt and remit the same with proper recording in the Sales Cashbook which the designated cashier must maintain.

6.6 Sale /Dispensation of Goods. The Consignee shall provide appropriate storage facilities for the products and shall strictly observe the “First Expiry First Out” rule in the use, dispensing or sale of the same.

It was learned that aside from Cabrera’s written memo, the assistant secretary also explicitly told each regional director, including Ulep, verbally to strictly implement his order, thus the existence of Ulep’s own memo.

Ulep said that although fixing has already been banned by past LTO chiefs, the new memorandum is intended to complement the implementation of Republic Act (RA) 9485, otherwise known as the Anti-Red Tape Act. Echoing Cabrera’s memo, Ulep said that “it has been observed that there has been continued reports and complaints regarding the proliferation of fixers within LTO premises.”

Aside from its regional office and the five provincial offices here, LTO 10 also maintains several satellite outlets in Cagayan de Oro City and neighboring provinces.

Even if he did lateral breathing, the swimmer had no choice but to use breast stroke to avoid drinking seawater.

Decoroso Pingkian, 65, a local fisherman said no one had ever dared to swim this island.

“Eve r yone i n tow n thought it’s impossible to swim from this island to the mainland. Now I witnessed how Macarine did it. I’m very impressed by his performance and we are awed,” he said.

He said he thought Macarine had an amulet or gills, but was surprised to learn that the swimmer had neither of the two.

Pamilacan Island is famous for dolphin and whale watching. Its white sand beach has attracted foreign and domestic tourists.

Sunday’s swim was the 17th open water swim for Macarine, not 19th as earlier reported.

Last January 17, Macarine swam from Sumilon Island in Barangay Lipata to Barangay Punta Bilar in Surigao City with a total distance of 11 kilometers.

Like his previous feats, Macarine’s swim on Sunday is part of his lifetime advocacy for clean seas, environmental tourism, and climate change awareness.

Just like in his previous open water marathons, Macarine followed the Marathon Swimming Federation Rules and performed solo swimming without floating aid or help from any human or sea vessel.

Last January 1, Macarine ranked 3rd on the annual “Man of the Year” Award by World Open Water Swimming Association.

DAR-X support projects soar in 2015 Cagayan de Oro -- The Department of Agrarian Reform – X (DAR-X) bared its accomplishment on projects delivered through the Technical Assistance and Support Services (TASS) unit for the year 2015.

This accomplishment include delivery of common service facilities (CSFs), provision of infrastructure support projects, credit and microfinance, and partnerships with other government agencies and non-government organizations for program/project deliveries.

Through the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) Program, a total of 114 CSFs were delivered in all five provinces in Northern Mindanao.

Bukidnon received fifty-five (55) CSFs, Camiguin received 10, Lanao del Norte with fourteen (14), and Misamis Occidental and Misamis Oriental received ten (10) and twenty-five (25), respectively. There are still 10 units of 90-horsepower tractors

that are to be delivered in four provinces excluding Camiguin.

Through the Agrarian Production Credit Program (APCP), on the other hand, a total of P15.82 M out of the approved amount of P33.41 M was released to 14 agrarian reform beneficiaries’ organizations (ARBOs) in Bukidnon, Misamis Occidental, and Misamis Oriental.

DAR-X also completed a total of 37 target sub-projects in all its partnership development programs which include the APCP, Up-Valuing, Community-managed Potable Water Supply Sanitation and Hygiene (CPWASH), the Cooperative Strengthening program, the Village Level Processing Center Enhancement Project (VLCEP), the Program Beneficiaries Development (PBD) Lawyering, and the Agrarian Reform Community Development Plan’s (ARCDP) Climate Change Proofing project.

Pertaining to the status of its 2014 and 2015 Bottoms-Up Budgeting (BUB) projects in four

provinces, 15 out of 29 projects were completed with 14 ongoing projects.

One of the foreign-assisted projects (FAPs) implemented, the Agrarian Reform Infrastructure Support Project – Phase III (ARISP-III) which is funded by the Japan International Cooperation Agency (JICA), has accomplished 1 farm-to-market road and 4 community infrastructure projects in Bukidnon, Lanao del Norte, and Misamis Oriental.

Another FAP, the Mindanao Sustainable Agrarian and Agriculture Development (MinSAAD) project in Lanao del Norte and Bukidnon, also in cooperation with the national government and JICA has 10 agriculture, agro-industry and agro-forestry development (AAAD) sub-projects in Lanao del Norte approved by its Technical Working Group (TWG). Scrap EPIRA The Bagong Alyansang Makabayan Southern Mindanao Region called on the government to junk the 15-year-old Electric Power Industry Reform Act saying it has failed to address power woes in Mindanao.

“We demand that the power industry be nationalized and put in the hands of the people given that the private sector cannot solve the energy crisis.

“Even with the full operation of the 300-MW Therma South Inc. coalfired power plant (CFPP), the government fail to solve the energy problem in Davao City,” the group stated in a separate statement.
