BOC-10 intensifies drive vs. entry of ‘used clothes’ By GERRY LEE GORIT

THE Bureau of Customs (BOC) in Region 10 has intensified anew its drive against the entry of Ukayukay (used clothes) and other smuggled goods within its area of jurisdictions. Intelligence Officer II Alvin Y. Enciso of the BOC in Region 10 said the location of Cagayan de Oro City is strategic and can be used as the entry point of smuggled ukay-ukay sold not only in Northern Mindanao, but in the provinces of Zamboanga, Davao, and even in Cebu or “vice versa.” Enciso said the Intelligence Group (IG) of the BOC under Gen. Jessie Dellosa (retired) has been receiving various “alert orders” lately in regard to the possible entry of Ukay-ukay. The significance of changing the traditional approaches is to offer every student the opportunity to achieve their maximum potential in mathematics. Central to these potentials is the development of conceptual understanding. The National Council of teachers of Mathematics (NCTM) states that mathematics learned conceptually becomes meaningful, easier to remember, make subsequent learning easier and is the key to higher-level thinking. For students to understand mathematics deeply, they

must have the opportunity to make sense of what they are doing. Also, to promote conceptual understanding, the teacher needs to design a task to give students a chance to explore the mathematical concepts by themselves, connect it to their previous knowledge and then use various strategies to complete the task. Problem posing might be a solution because studies show that it can re-engage underachieving students. It helps them develop ownership of the problem they are going to solve and has an impact on their intrinsic motivation to engage in mathematical task.

Problem Posing: A Strategy in Teaching Mathematics

The goal of mathematics education is to cultivate problem solving skills. Problem solving is the first standard across all grade levels in the Curriculum and Evaluation Standards. Yet, reforms place problem posing with equal emphasis on problem solving. In the Professional Teaching Standards, it proposes that students should be given opportunity to formulate problems from given situations and create new problems by modifying the conditions of a given problem. The suggestions in both standards

training to some 475 outof-school youth amounting to P5.6M since 2014, with priority given to the indigenous people in District 1. This is besides the scholarship grant provided to 1,155 students in the college level worth P12,000/ year per student.

Educational assistance were also given to high school students who received academic and leadership excellence awards from all public secondary schools in the district. The tech-voc scholars were also given toolkits that they can use in starting

Enciso emphasized that those articles that are set to be auctioned are now stored in the BOC’s designated examination area (DEA) --and that there are still other articles that have to be examined, but have yet to be released by the terminal manager of the Mindanao International Container Port Terminal (MICPT) in Tagoloan town. Enciso said the BOCManila has already issued a marching order to auction all seized and forfeited articles within its port, but it was hampered over the non-release of articles by the MICPT. The port collector, he said, has already instructed

the auction-in-cargo-control to conduct an immediate inventory for all the articles. He said the MICPT will not release the containers unless the importers pay otherwise it will pay the Phividec the corresponding fees. Enciso said that there are about 30 to 50 container vans inside the MICPT shipyard that need to be examined or, to be transferred to DEA. He said the BOC-IG is having a hard time examining the containers since the MICPT won’t allow them to do the examination inside its shipyard on reason that it would hamper its operations.

Stormy seas ahead for the Philippine economy? By Gilbert Llanto, PIDS

THE Philippines has performed well in the past few years relative to its peers. It demonstrated great resilience to exogenous shocks that would have undone less capable economies. But will it be able to sustain its positive economic position? There are positive signs. Revised forecasts put GDP growth in 2015 between 5.7–6 per cent and forecasters expect a strong rebound in the coming year. The government has maintained an official forecast of 6–7 per cent. It expects higher growth in 2016, even when the current administration ends its term of office in June. Policy reform efforts led to sound macroeconomic foundations and an improved governance framework. Both these factors encouraged investment and business activity as well as a consistent build-up of foreign exchange reserves. Foreign exchange reserves sat at US$80.6 billion at the end of November — enough to cover over 10 months of imports and payments of services and income. And international credit rating agencies have upgraded the Philippines’ credit rating

thanks to policy reform. The Philippines also sustained consumption growth due to substantial remittances from overseas Filipino workers (around US$20 billion) and low inflation. The services sector — mainly the IT Business Process Outsourcing industry — has significantly contributed to output and employment. Strong internal demand will remain as a significant growth driver in the future. The government has successfully worked for the recent passage of critical reform laws: competition policy, liberalising the banking system, as well as managing and improving transparency of tax incentives. It has strengthened universal health insurance and sustained its conditional cash transfer program which covers millions of poor families and has been designed to improve the education and health status of the poor. But the issue is whether the economy can sustain this record growth performance amid very challenging times. Certain headwinds could make for rough sailing. As the Philippine economy integrates more closely with the global and regional economy, external events

w i l l have a bigger impact on domestic growth prospects. Weak external demand will have negative impacts on the growth of trade and services. The Philippines had a trade deficit equivalent to US$3.8 billion in October. China’s slowing growth and recession in Japan do not bode well for the economy. Weaknesses among ASEAN’s major trading partners will also have negative spillover effects on ASEAN member states like the Philippines. Because of this, there is a great risk that trade-led growth may not be a viable option for the Philippines in the immediate future. The Philippines still suffers critical development constraints: infrastructure is inadequate and there are problems with connectivity. It does not help that government spending has been somewhat constricted by procurement processes and bureaucratic inefficiency. Populist legislators have also introduced revenue-eroding measures. The current Aquino administration created significant ‘fiscal space’ — a measure of the government’s room for policy manoeuvre — but this

TANDAG CITY, Surigao del Sur – The Regional Tripartite Wages and Productivity Board (RTWPB) in Caraga opened 2016 with a SERVICE QUALITY seminar on January 21 at Villa Maria Luisa Hotel here. At least 38 establishments from MSMEs participated in the one-day seminar workshop aimed at enhancing businesses to be error-free in quality services. In his message, Atty. Johnson Cañete, Department of Labor and Employment-Caraga Regional Director and RTWPB Regional Chairperson, stressed that “every establishment must be competitive in all aspects. To do that, productivity must be embraced to help businesses achieve their goals. Service quality

is one of the productivity tools that will help generate ideas and strategies to improve service to customers.” Board Secretary Earl Dela Victoria pointed out that “in order to compete, the level of customer service must be upgraded, management and workers must be partners in attaining business goals. With service quality, workers and employers are provided with ideas on how to give error-free service to customers.” Participants were given inputs on Concepts on Service Quality, understanding customers, error hunting/ prevention, error recovery and teamwork. Most wanted person falls in Zambo del Norte town ZAMBOANGA City -– The police have arrested one of the most wanted persons in the province of Zamboanga del Norte. Chief Insp. Rogelio Alabata, Police Regional Office-9 (PRO-9) information officer, identified the arrested most wanted person as Roberto Bautista, 48, of Barangay Miputak, Dipolog City, the capital of Zamboanga del Norte. Alabata said Bautista was arrested around 2:15 p.m. Wednesday “through the assistance of the eye of

Cagayan de Oro to celebrate first ever city-wide Chinese New Year Festival By Mike Baños

Cagayan de Oro City will mark the first ever city-wide celebration of the Chinese New Year, also known globally as the Spring Festival. Mayor Oscar S. Moreno has signed Executive Order No. 009-16, series of 2016, dated 19 January 2016 creating the City Committee to undertake various activities for the Cagayan de Oro Chinese New Year Festival. The E.O. cites Section 16 of Republic Act 7160 (Local Government Code of 1991) which provides that every local government unit shall within their respective territorial jurisdictions, ensure and support, the preservation and enrichment of culture, and furthermore, considers partnerships with different sectors of the community as a vital part of local governance. President Benigno Simeon C. Aquino III previously issued Proclamation No. 831 on July 17, 2014 declaring the annual Chinese New Year as a special, non-working holiday. It is estimated that one out of every five Filipinos today are of Chinese descent. The E.O. also recognized the vital contribution of the Filipino-Chinese community to the dramatic growth and development of Cagayan de Oro City, Northern Mindanao region and the country. Eileen E. San Juan, chairperson of the City Investment and Trade Center and the Cagayan de Oro Tourism Council Events Committee, has been appointed to head the festival committee with Greg Marten Lao, president of the Bell Church Cagayan de Oro Chapter and Misamis Oriental Filipino-Chinese Chamber of Commerce and Industry, Inc. (MOFCCCII), as co- chair. San Juan said although the

Chinese New Year celebration traditionally starts 15 days before the Lunar New Year (Monday, 8 February for 20 16) and ends 15 days later, the CTC elected to start off with a modest program starting this Saturday, 30 January 2016 up to the Chinese New Year on 08 February. “Since we will have a long weekend with the Chinese New Year this year falling on a Monday, we decided to take advantage of this fortuitous event and start the festivities in the weekend immediately before that,” San Juan said. The highlights of the weeklong celebration include a launching program this Saturday, 30 January 2016, starting 4PM at the Kiosko Kagawasan in historic Plaza Divisoria featuring Dragon and Lion Dances by dancers from Kong Hua and Oro Grace Christian School, and crowd favorite Wushu weapons exhibition by members of the Phil. Wushu Federation-Cagayan de Oro Chapter featuring taolu individual or group routines with short weapons like the Dao ( or knife), Nandao ( or Southern Style knife), Jian ( or double-edged sword) and Taijijian ( or Taiji doubleedged sword) and long weapons like the gun ( or white wax wood staff ) ; Nangun ( or Southern cudgel) ; and Qiang ( or spear). The launching program will be immediately followed by the opening of a Cagayan de Oro Filipino-Chinese Heritage Photo Exhibit at the Tourism Assistance Center just across the Kiosko Kagawasan which shall feature photographs of the pioneering Chinese families of the city, their establishments and their key contributions to the safety, security and growth of the city. There will also be a Chinese Food Fair at the City Hall which will feature famous Filipino-Chinese delicacies like Tikoy, Pansit, Boiled Dumplings, Lumpia, and Hopia. Similar Chinese Food fairs and exhibits will also be hosted by major malls in the city like Centrio, Limketkai Center, and Dragon Dance SM City Cagayan de Oro. but this could eventually disappear, much to the regret of the new administration after the national elections in May 2016. The Aquino administration ends on 30 June 2016 and, according to the Constitution, the current president cannot run for re-election. As in the past, there will be a peaceful and orderly transition to a new government, but the issue of succession provokes several questions. Will the next leader be as committed to policy reform and improved governance as Aquino? Will there be policy reversals because of tremendous pressure from

opportunistic politics? Will the next leadership be able to put together an able and responsible team who will stay the course and tackle the more difficult reforms in policies and institutions? There will not be a lack of contenders in the political market who might put political expediency over difficult reform. This poses a danger to the economy because Philippine politics is already personalist and opportunistic. Many voters don’t vote on issues but are mesmerised by personal charisma and (empty) promises made by political entrepreneurs. The challenge to the electorate is to select a leader who will not flinch at the sight of difficult reforms. On the contrary, they should have the courage to make bold policy decisions and inspire the government machinery to implement them. The electorate needs to be better informed and educated. The Philippines’ recent growth experience was made possible by reforms in governance and policy. This year’s success could serve as a reminder to the electorate to choose the right leaders. A rising middle class engendered by continuous growth, returning overseas Filipino workers who have experienced living in well-functioning societies, as well as better informed young voters who actively participate in social media could hopefully constitute the swing vote for a leader with the best interest of the country in mind. Meanwhile, the current Philippine leadership must fully utilise its remaining political capital to pursue difficult reforms covering trade facilitation and regulatory frameworks. It must continue to invest in both human and physical capital that will raise productivity in the future. ****** Gilbert M.
