BOC-10 intensifies drive vs. entry of ‘used clothes’ By GERRY LEE GORIT
THE Bureau of Customs (BOC) in Region 10 has intensified anew its drive against the entry of Ukayukay (used clothes) and other smuggled goods within its area of jurisdictions. Intelligence Officer II Alvin Y. Enciso of the BOC in Region 10 said the location of Cagayan de Oro City is strategic and can be used as the entry point of smuggled ukay-ukay sold not only in Northern Mindanao, but in the provinces of Zamboanga, Davao, and even in Cebu or “vice versa.” Enciso said the Intelligence Group (IG) of the BOC under Gen. Jessie Dellosa (retired) has been receiving various “alert orders” lately in regard to the possible entry of Ukay-ukay. On one hand, the BOC10 is scheduled to dispose through shredding about 50 to 80 container vans containing assorted Ukayukay. “We already have the accredited company that is expert in disposing the Ukay-ukay we seized since 2014,” he said, adding, “we See drive, page A3
E-recruitment in PH witnesses slight improvement despite negative growth
THE Philippines registered a -36% year-over-year (YoY) decline in online hiring in December 2015, according to the latest Monster Employment Index (MEI). This is a visible improvement from November’s -46%
annual decline. Tracked by employment website Monster.com, the MEI Philippines is a gauge of online job posting activity, recording the industries and occupations that show the highest and lowest growth
in recruitment activity locally. Between December 2014 and 2015, the BFSI sector registered at 6% year-overyear growth in online hiring – the steepest growth See growth, page A3

Balindong: This House of Representatives has collectively failed the Bangsamoro people By Carolyn O. Arguillas of MindaNews
DAVAO C it y - - D e put y Speaker for Mindanao Pangalian Balindong of Lanao del Sur and two other Moro legislators stepped out of the plenary hall of the House of Representatives Wednesday night after Balindong delivered a privilege speech announcing that with a “grieving heart,” he was
going to “close the book of hope for the passage of the Bangsamoro Basic Law.” “Today, with a heavy heart and a disturbing sense of foreboding, I close the book of hope for the passage of the Bangsamoro Basic law. Fifty one public hearings, 200 hours of committee level debates and 8 months of consultations are all put to waste — thrown into the
abyss of uncertainty and darkness. This is the lowest and saddest day of my legislative work,” Balindong said. With only three session days left next week before Congress adjourns, passing a basic law for the Bangsamoro will likely remain in the realm of a dream.. The House is still on the period of amendments while the
Senate has yet to resume its period of interpellation. Cagayan de Oro Rep. Rufus Rodriguez last week said they were going to put to a vote on January 27 HB 5811 or the Basic Law for the Bangsamoro Autonomous Region (BLBAR), the substitute bill to the proposed BBL drafted by the Bangsamoro Transition Commission See balindong, page A11
