CH loses P120m due to ‘lost bank account’ CIT Y Ha l l mig ht have incurred potential losses amounting to more than P 120.6 million due to alleged financial mismanagement and lost bank accounts incurred by the previous administration, the Commissions on Audit (COA) here on Tuesday said. “The accuracy and correctness of general ledger Cash-in-Bank, Local Currency, Current & Savings Accounts and Time Deposits amounting P1, 196.198 million as of December 31, 2012 could not be easily ascertained in the absence of Bank Reconciliation Statements Reports (BRS),” the COA’s state auditors noted. COA ‘s verification disclosed that the period of the latest BRS submitted for verification were August, 2012 for General Fund (GF) and Special Education Fund (SEF) and April for the Trust Fund (TF). Auditors said per Bank confirmation City Hall has P 1,075,584,349.52 while on per Book it has P 1,196,198,345.29. HE 600 television lines Closed Circuit Television Cameras (CCTVs) had been installed in the vicinity of the Hall of Justice in Cagayan de Oro City for the protection of court personnel and clients, Regional State Prosecutor Jaime L. Umpa said on Tuesday.

Umpa said that the installation of the CCTVs started last Monday as part of the preventive measures for the Hall of Justice building especially in and outside the halls of the Regional Prosecutor’s Office where“high profile” cases are usually heard. The equipment will monitor the prosecutors and staff of the hall in observing rules and regulations. One of these is the observance of the wearing of proper uniforms and identification cards, Umpa said. According to the technician, the CCTV has a system-quality high resolution which will give clear and good quality recordings, Umpa added. He said the equipment had night and day

CAGAYAN de Oro City--One classroom building at the East City Central School in Barangay Lapasan, Cagayan de Oro City was found to have exposed electrical wire connections which could possibly endanger students, a multi-agency task force today said. The task force led by the Office of Civil Defense and Regional Disaster Risk Reduction and Management Council in Northern Mindanao said the exposed electrical wires found on the roof and walls of 17 classrooms pose a danger to the kindergarten students, with ages between five and six years old. The inspection came after a magnitude 5.2 quake jolted this city and other parts of Mindanao at 9:28am on July 15. The Philippine Institute of Volcanology and Seismology (Phivolcs) said the earthquake’s epicenter was located 14 kilometers northeast of Carmen town in North Cotabato and had a depth of 2 kilometers. “These loose electrical wires can start a fire in case a stronger earthquake hits our city,” Marcial Labininay, head of the Phivolcs station in Cagayan de Oro station, said. Cagayan de Oro Office of the Building Official found that only a 60-ampere safety fuse was mounted on the circuit breaker of the school building. Both the safety fuse and circuit breakers protect against overloading of electricity flow once it exceeds safe levels. “With this kind of school building with all the lights, electrical fans and airconditioners, the safety fuse that should be used is about 200

amperes to take on that load,” Magto said. The school building is of the pre-fab type which became popular during the Marcos administration. It is already scheduled for demolition but Department of Education (DepEd) officials delayed it pending the arrival of funds for the construction of its replacement. Senior Fire Officer 1 Sam Velarde of the Bureau of Fire Protection said the old electrical plan submitted by DepED only covered the electrical lights in the classrooms but as the years passed, more appliances have been used by the teachers

and students. “The teachers and the parents would decide to add electrical fans or lights without bothering to check whether the safety breaker can handle the additional electrical load. This is usually the problem,” Velarde said. He said a major alteration made on the pre-fab building was the conversion of a part of it into a canteen. Lapera said evacuation plans are very important for Cogon and Carmen public market buildings since these have “high density of occupancy.” “We do not want vendors scrambling around not knowing where to go in case an earthquake occurs or a bomb explodes in one of these buildings,” he said. MALAYBALAY City--The private sector must take the lead in maintaining vigilance to ensure good governance, Ronelo Alvarez, provincial director of the Department of the Interior and Local Government for Bukidnon said Monday. Alvarez said the people should not rely on the government alone to do its job as the latter is “biased”. “[The private sector] should pursue constructive criticism with the local government,” he added in his remarks at the launching of the Piniyalan (stewards) 2013-2016, a project on good governance of community-based news agency Bukidnon News in partnership with DXDBRadyo Bandilyo and Ang Bandilyo newspaper, the media arm of the Diocese of Malaybalay. The launching of Piniyalan was timed with the 42nd anniversary of DXDB (formerly DXBB) and fourth anniversary of Ang Bandilyo where Alvarez was one of the guests. Piniyalan covers community-based monitoring, documentation, reporting, and a public education program on local governance aired on DXDB every Saturday. Organizers cited that community-based partners will work with the media in doing monitoring and documentation work. Alvarez commended the

project saying it hews to the principles of transparency, accountability, responsiveness and participatory governance. “These are the focus of the government efforts now,” he added. He cited the Seal of Good Housekeeping, initiated by the late DILG secretary Jesse Robredo, as one of the measures to curb corruption and ensure good governance. Malaybalay Bishop Jose Cabantan in his message underscored the importance of communication and the media in the socalled new evangelization. “Our use of the tools of social media should help in the improvement of human dignity, to contribute to solidarity,” he said. The bishop added that the people should not just be mere listeners or audience to the work of the media. “They can take part in the running of the society with citizen participation,” he said. Phivolcs now closely monitoring Taal volcano By Christopher Lloyd T. Caliwan MANILA -- The Philippine Institute of Volcanology and Seismology (Phivolcs) said on Monday that Taal Volcano in Batangas province is now being closely monitored by the agency after its seismic activity increased during the past 24 hours. According to Paulo Reniva, science research assistantof the Phivolcs’ Volcano Monitoring Division, the agency recorded at least 18 volcanic quakes around Taal from 7 a.m. Sunday to 7 a.m. Monday, higher than the tremor recorded from Saturday to Sunday morning. Reniva said that one of these quakes, which occurred at12:59 a.m., was felt at Intensity 3 in Barangay Calauit and Intensity 2 in Barangay Pira-Piraso. He said this event was accompanied by rumbling sound. During field measurements conducted last Thursday (July11), Reniva said the agency monitored a slight increase on the water temperature at the west side of Taal’s Main Crater Lake

from 33.2 to 33.6 degrees Celsius. But he noted that the water acidity rate dropped from 3.04 to 3.06. Reniva further noted that the latest gas measurements conducted at the Taal main crater lake showed that carbon dioxide emission rate summed up to 1,700 tons per day. “However, Phivolcs will still maintain the current alert status of Taal at level 1. Hindi naman kasi consistent ang pagtaas ng seismic activity dito. Minsan bumababa rin,” Reniva explained, adding that the agency will only raise its alert level once

it monitors consistent insignificant measurements in its seismic activity and other parameters. With alert level 1 still in effect in Taal, Reniva advised the public not to go near the main crater of the volcano due to sudden occurrence of steam explosions and accumulation of toxic gases. He added that the entire Volcano Island is also offlimits since it is a permanent danger zone and permanent settlement in the island is strictly not recommended. Meanwhile, Mayon Volcano in Albay province has been relatively “quiet” in

the last 24 hours. Reniva said that although moderate emission of whitesteam plumes was observed, the volcano continued to show no intensification in its activity from Sunday morning to Monday morning. He said the agency has not recorded any volcanic earthquake and rockfall event in the area. He said that no crater glow had also been observed Sunday night. Reniva further noted that gas emission parameters still remain within background levels. At present, Mayon Volcano remained under alert statuslevel 1, which means “hazardous eruption” is not imminent. However, Reniva said the public should still refrain from entering the sixkilometer radius permanent danger zone established on the volcano’s perimeter. He noted that small phreatic eruptions including small steam and ash explosions as well as rockfalls may still occur anytime. (PNA)

Study: Sea levels may rise 2.3 meters per degree Celsius of global warming WASHINGTON -- S ea levels may rise by about 2. 3 meters for each degree Celsius of global warming within the next 2,000 years, an international team of researchers said on Monday. While thermal expansion of the ocean and melting mountain glaciers are the most important factors causing sea-level changes today, the Greenland and Antarctic ice sheets will be the dominant contributors within the next two millennia, according to the team’ s findings published in the U.S. journal Proceedings of the National Academy of Sciences. Half of that rise might come from ice loss in Antarctica, which is currently contributing less than 10 percent to the global sealevel rise, said the team. “We’re confident that our estimate is robust because of the combination of physics and data that we use,” Anders Levermann, lead author of the study and research domain cochair at the Potsdam Institute for Climate Impact Research based in Germany, said in a statement. According to the team, the study is the first to

combine evidence from early Earth’s climate history with comprehensive computer simulations using physical models of all four major contributors to long-term global sea-level rise. Researchers from the United States, Spain, Canada and Austria also contributed to the research. If global mean temperature rises by 4 degrees Celsius compared to preindustrial times, which in a business-as-usual scenario is projected to happen within less than a century, the Antarctic ice sheet will contribute about 50 percent of sealevel rise over the next two millennia, the team said. Greenland will add another 25 percent to the total sea-level rise, while the thermal expansion of the oceans’ water, currently the largest component of sea-level rise, will contribute about 20 percent. The contribution from mountain glaciers will decline to less than 5 percent, mostly because many of them will shrink to a minimum, the team added. “Continuous sea-level rise is something we cannot avoid unless global

DENR warns of depleting biodiversity in the PHL ZAMBOANGA CITY -- The Department of Environment and Natural Resources (DENR) has called for awareness on the depleting biodiversity in the country, particularly coral reefs and mangrove coastal resources. A recent DENR’s assessment showed that of the 24 percent of the total 44,000 square-kilometers of coral reefs still in good condition in the country, only two percent remain in excellent condition. Mussaendra Tee, Biodiversity Conservation and Management Section chief of the Protected Areas Wildlife Coastal Zone Management (PAWCZMS) for Zamboanga Peninsula, also said that only 149,000 hectares of the original 450,000 hectares of mangrove forests in the country remain untouched. However, Tee added that these mangrove areas were further reduced to only 117,000 hectares based on the 1995 statistics of the DENR. Tee further said that more than half of the country’s wetlands of international importance covering 14,000 square-kilometers are threatened. “The country had an estimated 17 million hectares of forest lands in 1935, but now only six million remain intact and only 800,000 hectares of these are old growth,” she said. She said that the Philippines is one of the 18 countries in the world identified as containing 60-70 percent of the world’s biodiversity next only to Brazil, Columbia and Indonesia. She said the people should be alerted of the depletion of coral reefs and mangrove areas to arrest its destruction. Efforts like replanting mangrove areas will help sustain the viability of these areas to support marine life. (PNA)

Charter needs no fixing WHY fix if it ain’t broke? This is the question raised by the overwhelming majority of the populace over the insignificant minority’s desire to mangle the Constitution by having it amended either through constituent assembly, the process where the Philippine Congress – Senate and House of Representatives – convenes itself as a body to propose amendments to the Constitution or constitutional convention where delegates are elected representing the congressional districts for the purpose of proposing amendments to the Constitution. While the overwhelming majority of the populace does not see any need to amend the Constitution, the insignificant minority sees such need. Who comprises this insignificant minority? They are at the moment primarily composed of congressmen fronting for foreign big business capitalists and the local big business

In fact, the faces of these local big business capitalists partnering with foreign giant business capitalists like former Finance Secretary Roberto de Ocampo and the other guys in the Makati Business Club immediately waltzed with the proponents of this economic and political misadventure of the congressmen. Cagayan de Oro City’s Rufus Rodriguez and his party-list congressman brother, whose name I could not remember, are trying to carve a name for themselves by joining in

this infamy. The Rodriguez brothers are not content with the proposal of House Speaker Feliciano Belmonte Jr. that the amendments be limited to the economic provisions of the Constitution. They want certain political provisions to be amended too. In all likelihood, these political provisions they wanted amended also include the provision limiting term limits. This is the provision that incumbent elective officials want to go away with. Understandably, congressmen like Rodriguez and his brother would like to stay as congressmen forever.

In Padre Burgos, Southern Leyte, a man said to be heavily drunk and under the influence of illegal drugs killed four and wounded eight others with a bladed weapon. In Quirino, Isabela, another man, said to be suffering from mental disorders, hacked and injured five of his relatives. In Pio Duran, Albay, a man having a drinking spree with his friend suddenly fired at the friend, for no

I mean, if we can afford to imbibe drugs and drink liquor to the extent that we lose our sanity, even if only for the

moment we are drug-crazed or heavily drunk, then we lose our minds and become insane, capable of being violent, demonic and devilish, and totally inhuman. -oooMADNESS AND CONFUSION OF THE MIND BEHIND CRIMINALITY: This is something that the Bible prophesied and warned all of us about. The Bible said that if we no longer listen to God and no longer obey His commands, His curses will come upon us, and among them are madness and confusion of the mind. Deuteronomy

28:15 and 28 are the particular verses for these kinds of mental disorders. In Deuteronomy 28:15, it is written: “However, if you do not obey the Lord your God and do not carefully follow all his commands and decrees I am giving you today, all these curses will come on you and overtake you…” In Deuteronomy 28:28, we are told that “The Lord will afflict you with madness, blindness and confusion of mind…” I am willing to bet that the people who ran amuck and killed and wounded others in the news reports we are referring to here are no longer listening to God, or, more appropriately, are no longer reading the Bible and attending masses or praise and worship services, and, of course, are no longer obeying God’s commands. Army chief marks rights defenders as enemies of the state

TWO organizations of human rights advocates slammed an Army officer for branding them as enemies of the state. For criticizing the appointment of Brigadier General Aurelio Baladad as head of the Army’s 3rd Infantry Division, Karapatan and the National Union of Peoples’ Lawyers were tagged as enemies of the state by Army Chief Lt. Gen. Noel Coballes. Baladad is facing a string of criminal and administrative charges, including torture, before various courts for his alleged involvement in the arrest and torture of 43 health workers, more popularly known as the Morong 43. In a report, Coballes said: “You don’t expect any positive statement from the enemy,” referring to the two groups. “General Baladad won’t be given a key position if he is not upright,” Coballes said in the same report. Recidivist The NUPL, a leading association of peoples’ lawyers in the country, which handles the case of Morong 43 and other high-profile human rights cases, said the military is back to its old recidivist ways. “It confirms yet again the military’s mindset of treating legal organizations, and a lawyers’ organization at that, as ‘enemies of the state.’ It is the same line of Gen. Jovito Palparan, the notorious rights violator who was coddled by former President Arroyo and

who is now still in hiding,” Edre Olalia, NUPL secretary general, said in a statement. Palparan has a standing warrant of arrest for serious illegal detention and kidnapping charges in relation to the enforced disappearance of two University of the Philippines (UP) students Karen Empeño and Sherlyn Cadapan. He and co-accused Rizal Hilario remain at large. Meanwhile, human rights alliance Karapatan called it “defense by offense.” “This is a classic case of someone who is cornered and has nowhere to go, and there’s no other way but to punch one’s way out… By calling Karapatan its enemy, the AFP [Armed Forces of the Philippines] had justified that the victims of human rights violations are also its enemies,” Cristina Palabay, Karapatan secretary general, said. The group has documented 142 cases of extrajudicial killing and 164 frustrated killing; 16 incidents of enforced disappearance; 76 cases of torture; 293 cases of illegal arrest and detention since Aquino assumed the presidency. Palabay said Coballes’s statement signifies the AFP’s continued operations against those whom they perceive as ‘enemies’ of the Aquino administration, including leaders and members of people’s organizations and communities opposed to the Aquino government’s

anti-people policies. The NUPL said: “This statement from a top military official is dangerous and betrays what various organizations and concerned groups have said all along, that the present counterinsurgency program Oplan Bayanihan is no different from the deadly Oplan Bantay Laya. The former, they say, is just another dagger dipped in honey.” Oplan Bantay Laya is the counterinsurgency program of former president Gloria Macapagal-Arroyo. At the end of Arroyo’s term, Karapatan documented 1,205 victims of extrajudicial killings and 206 victims of enforced disappearance. Oplan Bayanihan, on the other hand, is Aquino’s counterinsurgency program. “Such a mindset had in the past placed our members and clients in real danger,” Olalia said. The group recalled that former United Nations Special Rapporteur on Extrajudicial Killings Philip Alston pointed out that such mindset bred the attacks on civil society groups. Alston visited the Philippines in February 2007 during the height of extrajudicial killings. Olalia said Coballes’s statement is also in open violation of the UN Basic Principles on the Role of Lawyers and even the Philippine Code of Professional Responsibility that proscribe associating or imputing to the lawyer the cause or case of the client. AFTER successfully coming to terms on the revenue generation and wealth sharing annex of the Framework Agreement on the Bangsamoro, members of the Government of the Republic of the Philippines and the Moro Islamic Liberation Front peace panels now set their sights on agreeing on the last two remaining annexes of the FAB – power sharing and normalization. Together with revenue generation and wealth sharing that was signed over the weekend, the other FAB annex is on transitional arrangements and modalities that was signed last February. In a press briefing yesterday in Malacanang, Office of the Presidential Adviser on the Peace Process Secretary Teresita Deles said that the same “extreme rigor” used by the parties to finally come to terms and agree on the first two annexes would be employed once again in order to hurdle any obstacle in achieving peace. “This has been a truly very difficult time in the negotiations but we come away with the affirmation, with the real strong sense and proof that

indeed things can be as difficult, as we know they will, that the next annexes will also be difficult,” Deles said. “But, as has been shown— and we have the proof now— that it can be difficult: we go to the table, we talk about it; we, together, look for solutions where there are problems. We don’t find our solutions in the battlefield. We find it on the table,” she added. Philippine peace panel chair Miriam Coronel-Ferrer, who joined Deles to brief reporters in Malacanang, said that although this was one of the “toughest” rounds in the exploratory talks, perseverance and clarity of purpose of both panels made the signing of the wealth sharing annex possible. “It was one of the toughest rounds that we have been through since we signed the Framework Agreement on the Bangsamoro last October. It was a close call. Both sides made difficult but also constructive decisions. With perseverance and clarity of purpose, we returned home with the signed annex on revenue generation and wealth sharing,” Ferrer said.

Comprised of eight pages, the wealth sharing annex has 12 sections detailing the: taxation; other sources of revenue; fees, and charges; grants and donations; fund transfers from central government; contracting of loans and overseas development assistance; natural resources; additional fiscal powers; auditing body; intergovernmental fiscal policy board; Bangsamoro development plan; and, gender development. Ferrer said that “under the taxing powers, the parties have agreed that 25 percent of the central government taxes, fees, and charges collected in the Bangsamoro, except for tariff and custom duties, will go to the central government while 75 percent of it, including the shares of the local government units, will go the Bangsamoro government.” “The signing of the second annex is, indeed, a breakthrough. We expect the discussions on the power sharing and normalization annexes to be just as intense. But, when you’re halfway through, there is no reason to turn back. In effect, the proposed amendments to the economic provisions of the Constitution will give big foreign business capitalists equal rights with natural born Filipino citizens in regard land ownership, exploitation of our natural and mineral resources, ownership of business enterprises such as media and academic institutions, among others. If human behavior generally resents any move by biological fathers at equally distributing his wealth and assets to both his legitimate and illegitimate children, why are our leaders, congressmen, economic and financial technocrats in government are pushing for an equal rights in enjoying God’s bounty intended for citizens of this country to non-citizens of this country? Why are they doing their best to negate this normal

human behavior by giving equal rights to foreigners to the detriment of the locals? This is indeed incomprehensible. Be that as it may, as citizens of this country we ought to expose and oppose moves by congressmen and their counterparts in the Executive branch at mangling the Constitution to suit their personal interests and to promote the interest of big foreign capitalist masters. 2 convicted members of Ozamiz crime group killed Interior Secretary Mar Roxas on Tuesday, ordered an investigation of the deaths of two convicted serial bank robbers of the Ozamis crime group in San Pedro, Laguna, after they were brought for inquest last Monday to the Cavite Provincial Prosecutors Office. “I have ordered the National Police Commissions and the Philippine National Police to immediately conduct an investigation t make those responsible answerable of the incident,” Roxas said. Roxas’ order followed the deaths of convicts Ricky Cadavero, alias Kambal and Wilfredo Panogalinga, alias Kulot who were allegedly

shot and killed by their police escorts after an attempt by their fellow gang members to rescue them from their escorts shortly after 6:00 p.m. on Monday. The convicted bank robbers allegedly grabbed the firearms of two of their six police escorts in San Pedro, Laguna, after several suspects on board two motorcycles fired at the vehicle they were on-board. That’s the question that has shocked thousands of Ginebra San Miguel fans upon learning that fiery coach Alfrancis Chua has announced his resignation Monday during their practice at the Xavier Gym. Spin.ph also said the pony-tailed Chua, a former assistant coach of the PBA’s most popular team Ginebra has been thinking about leaving the Gin Kings and even took a vacation with his wife in Japan last month to make the right decision.
