Demolition of stalls in public market sought CAGAYAN DE ORO CITY – The City Engineer’s Office on Wednesday has sought the intercession of the city council for the demolition of stalls situated above the manholes in the Carmen Public Market here. City Vice Mayor Ian Acenas said that the city engineers found out that one of the major causes of flooding in Carmen market was the presence of stalls above the manholes surrounding the public market.

“The engineers complained that the foul odor at the Carmen public market was due to the clogging of manholes,” Acenas said. Acenas said that the engineers also complained that the drainage water sometimes overflow making the public market the dirtiest because of filthy effluents. CAGAYAN DE ORO CITY -- A local official on Wednesday pushed for the closure of internet cafes and “pesonets” without business permits.

City Councilor Adrian Barba, chair the city council’s education committee,said that these internet cafes, especially the “pesonets,” that cater to school children were operating illegally. “Time of the essence since these illegal internet cafes and “pesonets” are harmful to pupils and young students,” Barba told the local city council here. “Pesonets” are improvised internet machines, where a user simply deposit a one peso coin or five peso coin that would automatically start the computer with an internet connection to operate. The machine is also set to automatically stop once the required number of minutes is consumed cor-

responding to the amount of the deposited coins. Barba said that there are hundreds of “pesonets” operating in the urban and sub-urban district in Cagayan de Oro City where an internet signal is active. “The operation of the illegal internet machines (Pesonets) have been the subject of complaints by parents for fear that their children would be exposed to various immoral sites on the internet,” Barba added. According to Barba, the “Pesonet” is very popular among young children and pupils because it is easy to operate and that its cost is cheaper compared to those that are in internet cafes. He said the “Pesonets”

could be installed anywhere in the backyard or garage compared to internet cafes that require an air conditioned room. Barba said that the operation of internet cafes is governed by an ordinance prohibiting the management from allowing students to enter during class hours. Internet cafes should also comply with the 200- linear meter prohibition. “We have doubts whether the “Pesonets” were complying with the city ordinance too,” Barba added. Last month, the education committee conducted inspections of computer stations near schools in response to the many complaints received, he said. Based on the initial findings, it was learned that the “Pesonets” have been operating without business permits, Barba said.

TEACHERS are the most reputable and respectable profession dreamed about by the younger generation during the early stage of Philippine Education. It is chiefly focused basically on the fundamentals of READING and WRITING. Later on, the educators find it necessary to inculcate VALUES to the pupils to ensure TOTAL HUMAN DEVELOPMENT of the Filipino Children. AEFs complete DAR-CRS certificate course By Florence A. Ramos

CAGAYAN DE ORO -- There was sweet smell of success when the agro-enterprise facilitators (AEF) from both the Department of Agrarian Reform and local government units gathered during the first Agro-enterprise Development (AED) Certificate Program commencement exercises on January 27 at the Nursing Auditorium of Xavier University. Thirty (30) AE facilitators from Regions 1, 3, 10 and 11 successfully completed the AED course under the DAR-Catholic Relief Services (CRS) Partnership Program with their project goal “linking agrarian reform beneficiaries to the corporate supply chain.” In his message, Joseph Curry, the country representative of CRS stated the importance of helping smallscale farmers. “We are here today because we believe in the idea that small farmers play an important part in agriculture and that supporting them is essential in bringing them out of poverty,” said Curry. DAR Secretary Virgilio

De los Reyes, who was the commencement speaker, shared about the evolution of markets and profits in the country relating to what it has become today. “A few decades ago, we didn’t talk about market and profit. We talked about price control on rice and fertilizers. We talked about commodity and supply management. But now it’s different. Now we’re linking small holders to the private buyers and commercial markets,” said De los Reyes. He further expressed his gratitude to the graduates for going through almost a year of extensive training just so they could help and impart the knowledge taught to them on AED to the ARBs. “I wish I knew how to reward people like you for doing such a great job to help our farmers,” said De los Reyes. The continuing decline of students’ proficiency level in National Achievement Test (NAT) has been one of the major concerns of the Department of Education nationwide specifically in Region X. The said test is annually conducted by the National Education Testing and Research Center (NETRC) for the purpose of assessing learner’s proficiency level in various learning competencies in different subject areas. The ongoing decline of Achievement test scores in varied subject areas is likewise the concern of educators in various parts of the world. According to some research school and teacher level factors account to student poor achievement. Recognizing this need, the Department of Education conducted in-service trainings and seminars among teachers to equip them with varied strategies and approaches in teaching. Mentoring the mentors program among teachers has been implemented in the division and school- based level. However, despite of teachers’ effort, the results were still low. The 2009- 2012 National Achievement Test (NAT) result showed that the Division of Cagayan de Oro city National Achievement test profile is 27.5% away from the National Planning Standard (NPS), which is 75%. Considering the result, the Schools Division Superintendent adopted an academic learning intervention known as Dynamic Learning Program (DLP) designed by the couple Dr. Christopher Bernido and his wife, Dr. Ma. Victoria Carpio-Bernido. Anchored on the principle of “learning is by doing”, the said approach gained recognition as the 2010 Ramon Magsaysay award. DLP is a student-centered and self- regulated activity in which student tries to discover and process his/her own learning process. It is likewise a system of teaching that focuses on student activity rather than on traditional classroom lectures. The set-up is 70%

student activity and 30% lecture/ discussion. Hence, students learn independently because each activity is provided with a clear learning target. The student tries to understand the lesson on his/her own by reading the concept notes and by doing the exercises before the lesson is discussed and explained. Each student keeps a portfolio of his/her work as documentation. This would later on serve as his/ her reviewer and proof of his/her performance in school. However, despite of the aforementioned advantages, DLP program still floated a lot of worries, issues, concerns and criticisms. Students cited out that they missed the time that they were given ample time to express their own thoughts and ideas orally. Hence, they could no longer develop their communicative competence which is very important in applying for a job. Teachers on the other hand, felt stressful on checking voluminous activity sheets. Perhaps not all are amendable of the new learning intervention; others are still on the process of adjusting while some are still enclosing themselves within their comfort zones. However, we always believe that in the world of education everything deserves to be given a chance: a chance to know its worth and a chance to prove its worth. The adoption of the program is neither to complicate matters in educational system nor to harm students. This program is likewise anchored on constructivist approach to learning, which emphasizes the need of students to take prime role in the learning process in order to learn and to succeed. Maybe one can’t abruptly appreciate the worth of DLP at present since it’s still new, but if this will be given enough space in one’s heart and mind, definitely this program will prove its worth. The success of this program lies on the hand of each teacher and student. Thus, if educators and learners will not support the program, who will? if students’ poor achievement will not be addressed now, when?

BUTUAN City (PNA) -- The attempted bombing of a Luzon-bound passenger bus at the ferry terminal at Brgy. Lipata, Surigao City, Monday morning is an isolated case, Surigao City police chief said. PCInsp. Rudy Elandag, in a local radio interview Wednesday, said that the incident of placing an improvised explosive device(IED) by an unknown suspect on Monday morning was an isolated one according to him. “Our intelligence community has not received reports of any bombing threat, nor was there any report of any impending threat of bombing from any individual or institution. However, we are not taking things for granted. We are tightening our watch and

are on alert. We are intensifying our inspections on persons and baggage in our terminals, seaports, airport and commercial establishments here,” Elandag said. He added that even before the incident happened, the police and other law enforcement units in the area are already on alert and are employing proper security measures to prevent similar incidents. However, some groups or individuals who may have plans of disturbing peace may also do their thing at any opportunity. He thanked the person

who immediately reported the incident to the police, which gave the authorities enough time to detonate the explosive. Elandag said that according to the EOD personnel who detonated and analyzed the kind of explosive, that it was meant to burn and not to explode the bus. He said however, that if not for the timely discovery of the IED, it still could have caused panic to the passengers if the bus was in motion. The Surigao City Police chief said they are still looking at two possible angles;

the vehicular incident involving one of the PP Bus Liner in Cabadbaran City, Agusan del Norte last year and the extortion attempt of some lawless group. It can be recalled that police EOD, Coastguard K9 and Surigao City Police team successfully detonated an IED placed at the back portion of a Luzon-bound passenger bus from Davao City, Monday morning, while it was on a stop-over for breakfast at Lipata ferry terminal, as it was about to cross via ferry towards San Ricardo, Leyte. For example is in a classroom wherein Ilokano pupils are studying. There are materials given to the school which are transcribed to Filipino and English. In order for them to understand the content, the teacher should use Ilokano language. Through MTB-MLE, learning would be step higher for the pupils. Educating youngsters is not an easy task. Teachers should be able to deliver lessons that are culturally parallel to students level of learning. In addition, cultural assumptions and stereotypes brought into the classroom that may hinder interconnectedness should properly examined.

Each one of us have differences. Honest to say, there are lots of differences that vary an individual from the other. Teachers nowadays could observe several gaps in education. These are achievement gaps, funding gaps and school-readiness gaps. However, a few could observe that there is another gap which is rarely observed: the cultural gap between teacher and students. Cultural gaps are results of a communication barrier, specifically cultural barriers. These barriers are brought about by cultural differences. Such that is the usual problem among different cultures, the language barrier. Language, in order to be delivered successfully, should be in the same tone, diction and pronunciation. However, people from different cultures deliver words in tone, diction and pronunciation different from each other . In result, their statements could mean different interpretation leading to misunderstanding. In a classroom setting for example, teachers during discussion could say something in a manner that might not be understood by the students and vice versa. School for Lumads in Bukidnon given permanent site through PPP By WALTER I. BALANE

MALAYBALAY CITY — After close to 10 years of moving from one site to another, the Mindanao Tribal School Inc. (MTSI) has been given a permanent site to pursue education for Lumad youth. Datu Salimbangun Magdaleno C. Pandian, school president, said a partnership with the Department of Education (DepEd) will enable them to use four hectares of the 8.9-hectare Panadtalan Elementary School in Maramag town for its School for Living Traditions. He told MindaNews Monday that through a memorandum of agreement with DepEd, the MTSI will be a working model of a school implementing an Indigenous Peoples Education Program under a public-private partnership scheme. In September 2012, the school faced eviction from its present site with the construction of the transmission lines of the National Grid Corporation of the Philippines. Through the years, Pandian said they have asked DepEd for space over what tribal leaders said was the agency’s desire to integrate the school with it. The tribal leader said they may be landless but their desire to retain the school’s indigenous teachings is non-negotiable. He said the partnership will

enable them to pursue their longtime desire to provide affordable education on Lumad culture in the province. In the MOA, DepEd recognizes MTSI’s IPED Program, its School for Living Tradition and other education initiatives for the indigenous cultural communities in Bukidnon. MSTI will manage and maintain the facilities and spaces within the School for Living Tradition. It will also provide technical assistance to DepEd’s public schools serving IP learners in nearby communities. The assistance shall be related to the development of IPED curriculum and other matters pertaining to indigenous knowledge and culture. MTSI will be the one to source out funds to construct and operate the school building of “indigenous design,” Pandian added. He said nongovernment organizations have already helped them connect with funders. He said they may open the school year in June 2014 with about 100 more Grade-7 students to add to their present 154 students, adding they hope to have the building ready by then. ‘Indigenous learning space’ Pandian said the school will teach the same subjects taught in DepEd schools but will also include customary laws and traditions.

He said the school building will only occupy half an hectare of the four-hectare area. “We don’t want it to be just a box-type school. We want a learning space that fits the indigenous peoples’ needs,” he added. Another half hectare each will be allotted for a playground, wood lot for school use and for firewood, an organic farm, vegetables and root crops, and a dormitory. The remaining hectare will be allotted for reforestation, including traditional IP herbs and shrubs. MTSI was founded in 2006 and granted a permit by DepEd to operate as a private school in 2009. In 2012, 50 of its students were children of settler families around Panadtalan, and 90 are from indigenous communities in southern Bukidnon, mostly Manobo, Matigsalug, and Talaandig. Bae Alma Binayao, one of the school’s incorporators told MindaNews in 2012 they were worried about the future of the school and the children who look up to it for their education. She was among the 11 tribal leaders from Bukidnon’s seven tribes who put up the school. Back then she remembered that many of their youth were accused of misbehaving in DepEd schools. But she said their behavior was only a reaction to the discrimination that they had experienced.

“We got tired of explaining and asking the non-Lumad not to discriminate. We decided that a school of our own would be good,” she added. Pandian, who now represents the indigenous peoples in the Sangguniang Panlalawigan, led efforts to raise money for the registration with the Securities and Exchange Commission and DepEd as a private school for the Lumads. In the present site, the students hold classes in the quarters of the old National Irrigation Authority management office. The hall was divided into four classrooms, all poorly lit and with broken or makeshift walls. A portion of the hall serves as the faculty and administration room. Another portion is the quarters for students who come from other towns. Mayda’s family meanwhile had to squeeze into a portion of the old building as his residence had given way to a transmission tower. Risa Pioquento, acting head teacher, said they have produced three batches of high school graduates already. But the school barely makes both ends meet, she said, as they collect only P700 per year from the students for administrative needs including production of test papers and printing of identification

cards. She said they stopped collecting the P100 monthly fee because the students could not afford it. She added they don’t require projects that cost over P50 because they know it’s beyond the reach of the students. Real Maligatong, 17, a fourth year Matigsalug student from Panganan, Kitaotao, Bukidnon said he could not afford to study in the public school back home because even if the tuition is free there are many fees they could not afford. Real, who dreams of becoming a Music Arts and Physical Education teacher, said he has to make good to prove that young Lumads like him can succeed too. For the school, Real wished that it could be improved with the help of other people so it could accommodate more Lumad students. “So others will change their outlook about the Lumads. The tribal school can stand, too,” he added. Aside from the DepEd curriculum, the students learn how to speak and read Manobo and Talaandig. The move of some lawmakers for the abolition of the Interim Mindanao Electricity Market (IMEM) is timely because it will just increase the power rates in the island. “Luzon and Visayas suffered high prices of electricity. Let us not impose the same burden to the people of Mindanao according to House Representatives Neri Colmenares and Carlos Zarate. Electricity is an important commodity that must not be subject to the expensive rates of a spot market.

Pres. Aquino should support the people’s call for the repeal of the Electric Power Industry Reform Act (EPIRA) including the abolition of the wholesale electricity spot market (WESM). Mindanaoans should fully support the call of the concerned Mindanao consumers for the deferment of the implementation of the IMEM. Peace It is for certain that those who live in parts of Mindanao torn apart by the decades-long secessionist war waged before by the Moro National Liberation Front and then by the Moro Islamic Liberation Front and now by the Bangsamoro Independent Freedom Fighters are still crying for peace to reign in their troubled land. The government during the time of President Ramos concluded a peace pact with the Nur Misuari-led MNLF. But even before the peace pact ink could dry up, armed conflicts erupted between the government and the MNLF breakaway group calling themselves as the MILF. The Aquino administration is on the verge of finalizing a peace pact that will supposedly end the war waged by the MILF. But history seems to be repeating itself. Before such peace pact could be signed, a breakaway MILF group who prides in calling itself as the BIFF is now waging a war against the government. This latest development is a telling story about the peace agreements entered into, the one with the MNLF, and to be entered into, referring to the MILF, by the government with the Moro rebels in Mindanao. These agreements seem to

The cry for secession among our Muslim compatriots from the central government is a bit popular among the ordinary Muslims. This is undeniable. The popularity of the cry among the ordinary Muslim folks is brought about by their notion that the Manila government is not helping them in their quest for freedom from want, suffering and misery. Even with the peace agreement the Ramos administration entered into with the MNLF, the ordinary Muslims remained mired in abject poverty. The situation could be likened to that of the Israelites after God liberated them from suffering and misery as a result of their slavery in Egypt. The Israelites were optimistic their life will change once they reach the Promised Land, a land described as flowing

with milk and honey. Sadly, nothing substantial happened to the life of the ordinary Israelites in Palestine. What happened was simply a change of masters. From their Egyptian slave masters, their own compatriots who collaborated with foreign invaders of their country became their new slave masters in cooperation with some foreigners such as the Assyrians, Babylonians, Syrians and many others. Similarly, nothing substantive ever happened to the lives of our Muslim compatriots after the peace pact entered into by the MNLF with the Philippine government. The MILF is the concrete proof of this fact. The MILF continued the war where the MNLF left. And now the BIFF is following suit. Apparently, the BIFF is of the belief that like in the first peace pact with the MNLF, nothing will still happen with the peace pact

the MILF and the Philippine government is fine tuning for signing. While this fear is merely hypothetical, it is not without any basis. But the problem does not lie with the Philippine government. The Bangsamoro occupied areas in Mindanao had been given their equal share of government funding for public services such as health, education and other social services? Even in infrastructure, the national government has not been remiss in this regard. The problem is actually on the Muslim leadership in Mindanao. Take for example the Ampatuans in Maguindanao. They ruled the province for decades. Received funds for various governmental projects but the funds only ended up being used in constructing numerous mansions of the family in the province and in other parts of Mindanao including Metro Manila. I personally believe that the practice of always making sure that the Muslim populace remains poor so that they’ll continue to depend on their political and economic patrons who are the dynasties lording over these Muslim-dominated provinces in Mindanao is perpetuated. Saturday, February 8, 2014 marks the first death anniversary of our late Past District Governor (PDG) Salvador “Doring” Labis Caragos. PDG Doring was admitted to Rotary International on July, 1971 at the RC of Iligan with Pafs Mejia as his sponsor. He stayed five years with RC-Iligan but spent the next 38 in RC Cagayan de Oro, earning an unprecedented 40 years of perfect attendance (including Iligan) and over 200 plaques of merit among them, Outstanding Rotarian, Most Active Rotarian and Most Cooperative Rotarian. In RY 1997-1998, he celebrated his silver jubilee as the Top Rotarian in District 3870. In his 42 years with Rotary International, PDG Doring attained significant milestones which his fellow Rotarians in District 3870 would be hard put to match: 35 years chairmanship/directorship for both club and district in the four avenues of service (as Treasurer, Vice President, President, GGR, Discon Chair, Paul Harris Fellow and Bulletin Editor, including 37 years as a contributor to the Club Bulletin. Among his significant innovations were organizing the two-day 1st Youth Congress for 300 student leaders, introduced SALT (Slope Agricultural Land

Technology) and organized RC-North during his club president incumbency. During this time he also attended almost all Interclub, DISTASS and DISCON conferences as far as Cebu, Iloilo and Zamboanga. He was also active in the international fellowship, traveling extensively around the world to join the 1994 sister club visit to Pusan Dong Rae Rotary Club in Busan and Seoul with Rotarians and Anns, 1994 International Convention in Nice, France and 1995 in Indianapolis, USA; 2 ASEAN Institutes in Manila, 1996 ASEAN Conference in Bangkok and the International Assembly in Anaheim, California. He joined the Golden Anniversary of the Rotary Foundation in its 50th Year Celebration in Los Angeles, USA in 1997. Besides his RI trips, PDG Doring was also an extensive traveler during his lifetime, visiting Hong Kong, France, England, Italy, Monaco, Germany, Switzerland, Austria, USA, Mexico and Japan. During his incumbency as District Governor, he was declared as one of 38 out-

He would always tell me to aspire to be president of our club, “ said RCCDO PP and District 38700 Governor Elect Manuel U. Along. “When I became president-elect, he told me I have his support. After my first meeting as club president, he congratulated for handling the meeting well. When I was selected as

District Governor Nominee Designate, he called me and said he will support me and that I could go to him for advice.” “I admire PDG Doring,” recalls PDG Bing Juarez of the RC of CdO (East Urban). “He lived up to the expectations of how a district governor should carry himself. He and Linda were very supportive of my govenorship. He was the one who charged the officers of my club in RY 2009-2010, and he did it very well, emphasizing the object and mottos of RI.” The ever helpful and available Doring is the constant thread that runs through the collective memories of his fellow Rotarians at RC CDO. “When we hosted the Discon and we had a very wonderful relationship among our team which included myself as Convention Director, PP Joe Gonzaga as President and my late dad PDG Dante Sarraga

as aide of the RI Rep. Dr. Ki Yuon,” recalls PP Chito Sarraga. “During my own incumbency as president, he was always present to help with advice whenever I needed it.” “He was like a father to me as he was one of the senior members who cultivated the spirit of Rotary within me,” said PP Ian Mark Nacaya. “Membership development was his forte through which he spent his decades of service to the club by inspiring new and old members alike with the kind of examples he left exemplified with a mark of excellence and dedication to RI.” Ironically, despite his constant presence and helping hand to both officers and members of RI, not many of his fellow Rotarians and friends were aware of his extraordinary life and times. PDG Doring was born February 20, 1937 in Cebu City. He hails from the Ilustrado Abellanosa-Labis clan of Pardo, Cebu where his great grandfather Cabeza Juan donated a large tract of land for the historic El Pardo church which today is a tourist destination. Since they lived next door, his mother encouraged him to serve the church as a bell ringer, altar boy, catechist

and the apostle James during Lenten season plays. Youngest of three surviving children, he was only four years old when the Second World War broke. When his father died during the war, Doring grew up doing odd jobs to augment the family income like selling newspapers, shining shoes and raising hogs, goats and chickens to support his college education. He was graduated with an Associate in Arts degree in Bachelor of Science in Commerce, Banking and Finance on March, 1959 at the University of the Visayas. The school’s graduation speaker was Pres. Ramon Magsaysay, who perished in the plane crash on the way home to Manila. He was active in the Reserve Officers Training Course (ROTC) where he attended the Platoon Leader Course, Camp Lapulapu, Cebu City; Army Extension Course, Fort William McKinley eventually being commissioned coincidentally on the same month as his graduation (March 1959), as a reserve officer with the rank of second lieutenant in the Philippine Army He was elected a councilor in the barrio of Pardo, Cebu City where he served See baños, page 11

DIPOLOG CITY – The city government here in partnership with the Department of Education (DepEd) and Check My S cho ol ( C M S ) , a non-governmental organization, conducted on Friday an orientation on “Check My School” program at the Dipolog Pi l ot D e m ons t r at i on School covered court. This program, which aims to promote transparency and social accountability in public schools, is designed to connect or create a link b e t we e n t he gove r n ment and t he p e ople with the CMS serving as an overseer of all public schools by reporting to the local government unit (LGU) and DepED any problems arising in the schools like the lack of facilities, teachers, classroom and books, the need for database online record gathering and others. These problems shall then be threshed out in a “round-table discus-

sion” with the offices and officials concerned. It was also learned that the CMS will only deliver and communicate to the responsible and accountable government officers and offices particularly the LG U and D e p E d t he problems it discovered. The LGU and DepEd with the help also of other NGO like the Zamboanga del Norte Federation of Parents Association (ZNFePA) will directly act on the matter and formulate ways to solve certain problems. The CMS has already built a database online which some schools have been using already. This made the data gathering from the different schools in the country faster and easier. Mayor Evelyn T. Rival DANECO factions oppose Feb. 16 referendum

AGUM CITY—The battle as to who controls the city’s beleaguered electric service provider tightens as officials of the two rival factions of the Davao del Norte Electric Cooperative (DANECO) reject the referendum on February 16. The DANECO-Cooperative Development Authority (DANECO-CDA) finds the referendum already redundant because a similar one was already conducted in 2012. “The people have spoken already as to who will manage DANECO. We do hope that they will respect the voice of the people. Only the Supreme Court could resolve the case with finality,” Dioscoro Granada, Daneco-CDA General Manager, told Davao Today. For DANECO-National Electrification Administration (DANECO-NEA) legal counsel, George Rapista, the referendum is “premature” and should be postponed citing legal prerequisites. “O u r g roup i s n o t against the conduct of referendum because it is provided under RA 10531 but we want that it be deferred due to the pendency of the cases filed before the Court of Appeals involving the issue on the legality of the previously conducted referendum which was decided in favor of DANECO-

NEA,” Rapista told Davao Today in an interview. The CDA registered DANECO as a stock cooperative after the successful referendum last May 2012 where thousands of its member-consumers willingly voted in favor of registering DANECO with CDA. “They (Daneco-NEA) went to court to stop the said referendum but the Court denied their motion and no case has been filed questioning the result of the said referendum,” Granada told Davao Today. For two consecutive ye ars , DA N E C O - C DA re c e ive d a C e r t i f i c ate of Good Standing from CDA—a proof and indicator that its management is stable and in good status. But Rapista of DanecoNEA said the DANECOCDA faction went on with the referendum despite a Temporar y Restraining Order (TRO) handed down by the Regional Trial Court in Nabunturan town, Compostela Valley on May 16, 2012. DANE-

CO serves both Davao del Norte and C ompostela Valley electric consumers. “The CDA group defied and utterly disregarded the 72-Hour TRO. They proceeded with the conduct of the referendum and in the evening of May 20, 2012 without complying the proper procedure and non-submission of the documentary requirements, notwithstanding the noncompliance of the documentar y and procedural requirements,” Rapista said. Last year, on August 23, the Court of appeals overturned the results of the referendum and voided the election of the board of directors of the DANECOCDA. This bolstered the DA N E C O - N E A c amp, and on December 23, ordered DANECO-CDA to turn-over the management and control to the NEA, including all vehicles and other equipment. “The implementation and compliance of all the lawful orders are necessary in order to compel compliance and demand respect from all parties particularly from the DANECO-CDA faction, to the rule of law. Otherwise, there is no assurance of exacting compliance of whatever be the result of the referendum,” Rapista said. But the national government is partly to blame for this logic of domination prevailing in Muslim Mindanao. National leaders almost always dealt only with the political dynasties in these Muslim-dominated provinces. There has never been any effort to break up this dynasties much more put an end to the dynastic structure in these provinces. The government is likewise failing miserably in making the ordinary Muslims realize that if funds poured into Mindanao by the national government were only spent for the development of Mindanao, life would not have been what it is now. Why the national government allowed this flawed situation to prevail is truly beyond me. CDO’s business permit revenues up 33 percent C AG AYA N D E O R O CITY – The city’s revenues on business permit fees reached almost P 350 million at the closing day of January, the City Treasurer said on Wednesday. City Treasure Glenn Banez said that the P 350 million was up 55 percent of the projected revenue of P 626 million in the end of January this year. Translated into comparative figures of collection last year, the city treasurer collected an additional P 88 million or 33.28 percent, compared to the P 266 million collection during the same period last year. Burns said that the 33.28 percent increase signifies an all out support of the city’s business community as the city government embarks on a program to increase revenue collections this

year. He said that the city treasurer’s office would focus on collecting taxes due from the market stall holders in Cogon, Carmen, and Puerto in February since most of them have renewed their permits yet. Banez warned those who failed to renew their business permits at the end of January of surcharge amounting to 25 percent of the accrued tax amount and an additional 2 percent per month of late registration. The local business community, however, belied Banez claim that the business community were cooperative of the city’s new business tax scheme. The chamber of commerce earlier complained that the business community were not informed of

the new tax increases when most of them later found out that they have to pay from 100 percent to 250 percent of business permit fees. “The city government should have embarked a comprehensive information campaign and public forum before the new tax scheme were implemented so that the business community would understand the process,” a businessman said. A businessman said that they have to pay the business permits because that is the requirement of the law, but suggested that the business community is now planning to transfer their businesses outside Cagayan de Oro City to avoid the exorbitant business permit fees next year. GENERAL SANTOS CITY -The provincial government of South Cotabato has allocated an initial P5 million for the construction of various tourism facilities at the famed Lake Holon (formerly Maughan) in T’boli town. Cesar Sulit Jr., South Cotabato tourism officer, said Wednesday such funding is part of the investments approved by the local government for this year to facilitate the development of the crater-lake as a premiere tourism destination. He said the funds will mainly be utilized to fund the construction of a lakeside view deck, the improvement of its camping area and the introduction of several tourism activities in the area. “We have adopted Lake Holon as one of our top priorities this year in terms of tourism development,” he said in a media forum. Sulit said the construction of the lakeside view deck was

earlier pushed by Gov. Fuentes to provide additional attraction for visitors to the area. He said the view deck will be built in one of the sides of the lake, which is nestled atop Mt. Melebingoy (formerly Parker), that offers an “extraordinary view” of the area’s wildlife. “Using a telescope, visitors may catch a glimpse of the area’s abundant wildlife like monitor lizards, snakes and wild monkeys,” he said. Sulit said part of the funds will be utilized for the implementation of conservation and protection measures for the area’s forest cover. He said Mt. Melebingoy, which is part of the 92,450-hectare Allah Valley Watershed Forest Reserve, has around 5,000 hectares of still intact forest cover. The official said they will also introduce adventure activities that will not much affect the natural state of the area, especially the lake.

In coordination with the Allah Valley Landscape Development Alliance (AVLADA) and the municipal government of T’boli, he said they are working on introducing kayaking and other non-motorized activities at the lake. AVLADA is a local government-led body that leads the management of the Allah Valley watershed and its environs. For prospective visitors, Sulit said they are set to include the area for its “glamping” or glamour camping activities. He said “glamping” is an outdoor adventure package that is mainly offered to more affluent or “high-end” visitors and tourists. “In glamping, we will manage and provide all the basic needs of the visitors like food, accommodation, transportation and activities for a reasonable fee.
