Brgy Gusa revive waste separation program

AGAYAN de Oro City - The coastal village of Gusa in this port capital of Northern Mindanao has revived its nationally acclaimed “waste segregation” program here, a village official said Wednesday. Marlo Tabac, the village chief of Gusa, said that the coastal village was the recipient of the 2008 National

Award on waste segregation through its indigenous Material Recovery Facility (MRF) program. The construction and maintenance of the MRF cost about P 30,000. “The village is now raising the amount through the P 120.00 annual garbage collection fee which is mandated under Republic Act 9003,” he said.

Once the MRF operates, the village officials would buy waste materials at a prevailing market price and recycle the waste materials through the MRF to make it reusable once more, Tabac said. He said that that village officials would also undergo training at the Department of Environment and Natural Resources

(DENR) next year on how to manage “biodegradable” materials under the village’s “Solid Waste Management” program. Starting January 2015, the village will implement a per household segregation of waste materials with an objective to convert the product into a form of livelihood for village residents, Tabac said.

According to Koeppinger, in the coming months, the design and implementation of the program will take place. Acenas expressed the gratitude that the city has been chosen as one of the pilot LGUs and assured Koeppinger of support for all projects and programs that will benefit the city’s constituents.

PH economic growth rate The Philippine economy is likely to register a GDP growth rate of 7 per cent in 2013. This comes even after many challenging events throughout the year, including the US tapering announcement, territorial disputes in the West Philippine Sea with China, and the calamities that hit several areas in the central and southern Philippines. 2013 saw consumption levels maintained and robust construction activities in both the government and private sectors. The services sector continued its projected growth of about 13 per cent, and manufacturing also increased by about 10 per cent, though agriculture weakened towards the year’s

end. For 2014, the country’s urgent priority is to rebuild in a better way the areas devastated by natural forces. Given the connection between global warming, climate change and natural disasters, the Philippines must become better prepared to deal with these challenges. The magnitude of damage from natural disasters in 2013 is estimated to be equivalent to the country’s yearly total infrastructure budget of about 3.5 per cent of GDP. But the Philippines’ infrastructure deficiencies are so great that there are plans to increase outlays on infrastructure to 5 per cent of GDP by 2016, with private sector involvement.

President Manuel L. Quezon once proclaimed that “the reading of good books or the printed page is one of the most effective methods of bringing enlightenment within the reach of the largest possible number of people, and of promoting the cause of popular culture with its tremendous social benefits”. He further added that “it is desirable that the task of arousing a widespread interest in the reading of good books be recognized as a highly patriotic duty as well as a privilege”. “Jose Rizal: Life and Works”, a story is told of how our national hero developed the reading habit. His mother taught him to read using a Spanish reader called El Amigo de los Ninos (The Children’s Friend). At the start, the young Rizal was asked to read the book aloud which he did so but with difficulty. Noticing this, Rizal’s mother took the book from him and said “I going to read you a story. Now pay attention.” Rizal recounted years later the impact of that story reading session: “On hearing the word ‘story’ I at once opened my eyes wide. The word ‘story’ promised something new and wonderful… I settled

down to listen. I was full of curiosity and wonder. I had never even dreamed that there were stories in the old book which I read without understanding. My mother began to read me the fable of the young moth and the old one. She translated it into Tagalog a little at a time.” To emphasize the need to develop the reading habit among the young, Rizal later wrote his version of the Filipino folklore “The Monkey and the Turtle.” Rizal’s version saw print in Trubner’s Oriental Record in London in July 1889, just two years after the publication of his first novel “Noli Me Tangere”.

Cine Europa 17 culminates in Cagayan de Oro

The 17th edition of Cine Europa comes to a close November 14 at Liceo de Cagayan de Oro with the screening of the German film "Scherbenpark" or Broken Glass Park directed by Bettina Blümner. "Scherbenpark" or Broken Glass Park tells the story of how Sascha, a clever girl with the gift of gab has witnessed her stepfather Vadim kill her mother. When Sascha reads a newspaper article claiming Vadim is a sensitive man who is full of remorse, this is the last straw. But then events take an unexpected turn. Sherbenpark was the perfect film for Cagayan de Oro as the Goethe Institut, the Cultural Institute of Germany in the Philippines, intends to highlight its partnership with Liceo de Cagayan University which was forged last year and which made Liceo the fourth official partner school of Germany. Twenty-one films from Austria, Belgium, Bulgaria, Czech

The Local Price Coordinating Council (LPCC) of Iligan City joined hands with the Department of Trade and Industry (DTI) Iligan as lead agency in the conduct of a briefing for retailer and business establishment selling Christmas lights and decors. ARMM’s ‘Kite for Peace’ to amplify children’s stand against armed conflict

MARAWI CIT Y, L anao del Sur - More than 13,000 children from the Autonomous Region in Muslim Mindanao (ARMM) will simultaneously fly their kites from their assigned areas on November 25 to amplify their stand against violence and armed conflict. The Department of Education (DepED)-ARMM, in partnership with the Coordinating and Development Office of the Bangsamoro Youth Affairs (CDO-BYA), organized the kite flying activity to help advocate children’s rights and as part of the 25th founding anniversary of the ARMM. T h e a c t iv it y i s a l s o being supported by the

Young Moro Professionals Network (YMPN), Anak Mindanao (AMIN) Partylist, and the Coalition of Organization for Reform and Empowerment (COREARMM). Leah Tarhata Mehila, YMPN coordinator and secretariat, said the “Kites for Peace” in the ARMM is a collaborative activity to convey the message of peace, especially among the most vulnerable sector in conflict areas, the children. “We also wish to set up a new record as to the most number of children who will fly kites simultaneously and surpass the Guiness World Record holder, Gaza, Palestine, with 13,000 kids

in 2011,” she said. Regional Governor Mujiv S. Hataman will lead the kite flying at the ARMM comp ound in C otabato City, a major venue for the event, which is also the kick-off day for the Mindanao Week of Peace, a part of the ARMM’s silver jubilee celebration. Apart from the open spaces along school premises, the activity will be simultaneously held all over the ARMM, to include the Mindanao State University oval in Marawi City, Lanao del Sur ; DepED oval in Tawi-tawi; Capitol grounds in Sulu; Lamitan National High S chool ground in Basilan; and MSU-Dalican

in Maguindanao. A memorandum has been issued by the DepEDARMM to ensure mass participation of the 2,000 public elementary schools within the autonomous region. Pupils from grade 3 to 6 are enjoined to take part in the activity with at least 10 kites for each section. tion in the ASEAN Economic Community 2015 and the Trans-Pacific Partnership is mounting. Foreign investors have also been deterred by problems in expanding power plant capacities, with investors unable to find reliable electricity cooperatives for distribution of their electricity output, leading to delays in commitments and the risk of energy deficiencies during peak periods. Still, in the manufacturing sector foreign investment is showing positive trends, with the Philippine Economic Zone Authority having been successful in attracting investment thanks to simplified taxation and the removal of local government red tape. It is different story in the resources sector. The Philippines is known to be rich in mineral resources but the national government’s ongoing administrative and legal review has slowed down all major projects. Only the small mining groups continue to operate, employing crude ways of mining and processing that are bad for health and the environment. In a similar manner, there has been a congressional review of incentives given to investors. A successful closure to all these reviews is desirable soon, so a more definitive investment policy will prevail in the long run. It is necessary for government plans to emphasise inclusive growth, since high GDP growth alone has proven unsuccessful at reducing unemployment and under-employment levels, or the number of people below the poverty line. Rapid growth in the Philippines services sector, for instance, did not provide job opportunities to less educated and trained people in rural areas. Agribusiness development is a possible solution since agriculture production and processing can employ people in these areas. The coverage of agrarian reform, which has been extended to this year, hopefully for the last time, gives an opportunity to promote corporate investment in agriculture for the benefit of rural workers. Even if the Philippines’ agrarian reform were to end, there is still plenty of work to be done, particularly because the titling of land to individual beneficiaries has not been achieved to a great extent. Success requires infrastructure investment in roads, irrigation, farming implements, processing facilities, provision of credit, crop insurance and marketing activities. Basel III regulations were also fully implemented in the Philippines on 1 January 2014, requiring banks to comply with capital ratios, unlike in other countries which are adopting a phased implementation up to 2019. servative in their lending, meaning loan growth will be lower. Given these challenges, Philippine GDP growth in 2014 will probably be no higher than 6 per cent. To achieve higher levels into the future, basic improvements in investment policies of the kind identified above and more, that transcend presidential terms, is needed.

Incidentally, I came recently came across a rare book “Yahin, Nihay” written for adult readers-tellers of stories. Fully illustrated in color, the book is written in Filipino (but with English translation) by Lawyer Eliseo Alampay. It tells of two beautiful sister caterpillars. One (Yahin) metamorphosed into a normal butterfly. The other (Nihay), by design because she wanted others to envy her, became a golden butterfly. The need to inculcate the habit of reading becomes especially imperative with the advent and tremendous developments in broadcast and in the film industry which tend to convert many, especially the young, into passive learners. The National Statistics Office (NS0) declared in 2010 an increase in “the number of people who can read and write in any language or dialect in the Philippines compared to 10 years ago.” The Census of Population and Housing (CPH) showed that of 71.5 million individuals who are 10 years old and above, 97.5 per cent or 69.8 million were literate or could read and write. I suspect, however, that the figures do not actually capture the actual reading capabilities if we are to use international reading benchmarks. The Organization of Economic Cooperation and Development (OECD) has categorized reading abilities into 5 levels, as follows: “Level 1 – Very poor literacy skills “Level 2 – Has capacity to deal only with simple, clear material involving uncomplicated task. “Level 3 – Adequate to cope with the demands of everyday life and working in an advanced society. “Levels 4 and 5 – Strong skills. Individuals at these levels can process information of a complex and demanding nature.” Against those benchmarks, more needs to be done in order to raise our reading skills on a national scale. The battle has to be waged both in the homes and in the classrooms. In both arenas, the young must be given the proper learning environment and the proper facilities to give them a good start. Under Magdale’s oneyear reign, PMAP-Cagayan de Oro chapter has achieved tremendous milestones. First, it has secured registration from both the Securities and Exchange Commission (SEC) and Bureau of Internal Revenue (BIR) this year. It has also continued its several professional development programs to uplift its members who are human resources managers and officers in their respective companies. Magdale said that it is important for each human resources personnel in the city to receive coaching from PMAP members so they will be more aware on how human resources is practiced in actuality rather than relying on academic theories they have learned in the classroom as Psychology or Human Resource Management college students. “Human resources is an important field. It covers an employee’s recruitment to the termination of his or her services in the company,” she said. For instance, PMAP invited two lawyers – Eliseo Zuniga Jr. and Randall Tabayoyong – and another labor expert, Bong Tamayao, to talk about their experiences in labor litigation yesterday afternoon after the election. For the past months, PMAP-Cagayan de Oro has also invited quite a number of speakers in varying fields from motivator Francis Kong to experts in the fields of Asean economic integration, collective bargaining and employee discipline, among others. PMAP-Cagayan de Oro in fact has this ongoing program called Project One2One where new members will have their own PMAP “veteran mentors” to guide them in human resources competencies. Asean launches two books on devastation caused by ‘Yolanda’

he 10-member nation Association of Southeast Asian Nations (Asean) has launched two publications documenting experiences of the Philippines when it was hit by Typhoon Yolanda (Haiyan) in November last year. In a statement issued by Asean Secretary-General Le Luong Minh, he said the two publications – the book on Typhoon Yolanda Y (It Happened), and the Asean book Weathering the Perfect Storm – serve as learning platforms for disaster management practitioners and humanitarian community when it comes to disaster management and mitigation. “These publications underscore the reality that in responding to a large-scale disaster, new modalities of work processes to cope with the situation are required,” he said. He said the book launch reminds the Asean community not only of the devastation and tragic losses caused by Typhoon Haiyan, but also the experiences of the Philippines and the humanitarian community in responding to devastation caused by one of the strongest tropical cyclones to ever hit land.

Minh thanked the Philippine government and other stakeholders in the region for sharing their views and experiences in coming up with the two publications to further improve the Asean’s efforts in responding to disasters and building a disaster-resilient and safer community. In the opening statement of Myanmar President U Thein Sein during the opening ceremony of the 25th Association of Southeast Asian Nations (Asean) here, he noted that natural disaster is one of the emerging challenges faced by the Asean member states. He said the Asean nations are mapping out measures to promote resilience against these challenges, which also include global economic uncertainty, Ebola virus, and the spread of violence and extremism. During the book launch, Minh also reaffirmed the Asean’s commitment to incorporate disaster risk reduction measures into the daily lives of their respective peoples to prevent and minimize losses of lives and property caused by disasters.
