Bacal, Sia exchanges barb on water woes CAGAYAN de Oro City–– Fireworks exploded at the hall of the city council here on Monday as city councillors exchanged barbs on the city’s water problem that has stuck on the resident’s neck here for the last 15 years. City Councilor Juan Sia on Monday accused the city council’s committee on public utility for sleeping on its job for its failure to address the city’s perennial water problems here. The city’s committee on public utility lacks the foresight and could not offer strategic solutions

to the water problem that pestered this port capital of almost 900,000 people, Sia said in a privilege speech. He said that the people of Cagayan de Oro City has been wanting in solution to the inadequate water services here for the last 15 years without a concrete solution in sight. Councillor Alden Bacal, head of the city’s committee on public utility, said that the problem was with the Cagayan de Oro City Water District (COWD) and its contractor Rio Verde Water Consortium, Inc. “Both of them are point-

Veterans Bank traveling exhibit highlights Davao in World War II DAVAO City––Why not a World War II history lesson inside a shopping mall? Visitors to SM City Davao Annex –Ecoland will get a chance to brush up on their World War II history with the mounting of Philippine Veterans Bank’s World War II Traveling Exhibit at the mall’s ground floor starting June 1 up to June 12, 2013. Entitled “War of Our Fathers”, the multi-awarded traveling exhibit is fresh from its stint at SM City General Santos and will now give Davao City residents a glimpse of what World War II in the Philippines was like through its numerous photographs, artifacts, and memorabilia that pay homage to the bravery, patriotism, and determination of Filipino men and women who fought and died during the war for our country’s freedom. The centerpiece of the Traveling Exhibit in Davao is one panel which exclusively shows WWII images of Davao including scenes from the Davao Penal Colony (DAPECOL) which was a POW camp during the war. According to Dr. Ricardo T. Jose, it was also at

Dapecol where 10 American POWs escaped from there and were evacuated to Australia, bringing the first eyewitness accounts of the Bataan Death March and POW experiences to the US public. In May 1945, during the Liberation of Davao, a raid was conducted by a combined US infantry and Filipino guerrilla group on DAPECOL to rescue POWs believed to be still incarcerated. However, the POWs had already been moved by their Japanese captors a few years earlier all the raiding team found were the remains of the dead. Since 2006, Veterans Bank’s Traveling Exhibit has been touring the country and has been displayed in government offices, museums, schools, and malls in over 50 cities and municipalities sharing with Filipinos, especially the youth, the significant lessons of World War II. In 2009, the Traveling Exhibit was put on display at the Nanjing War Memorial Museum upon the invitation of the Government of Nanjing, China. Recognitions received by the exhibit in recent years include the Anvil Award,

Boun Bang Fai: An undying tradition By Lorie Ann Cascaro

SEVEN men were chanting while carrying a homemade rocket up to the makeshift launch pad at a remote village in Vientiane province last Saturday. Amid the drizzle, they managed to climb the big wooden ladder, which was as high as a threestory building, where the rocket would take off 10 minutes later. The rocket was made of hard plastic pipe and was full of gun powder, with a bamboo stick used as the tail. As it was gradually mounted, hundreds of people on the ground were holding their breath and waiting for it to cast a line of smoke in the sky. A group of young men played their band instruments while others were preparing their rockets, waiting for their turns. At least 20 rockets, whose sizes ranged from the width of a wine bottle to that of an electricity post, had been launched

in Nonhinhae village in Meuangfeuang district, a three-hour drive away from the capital, to celebrate the biggest Boun Bang Fai or rocket festival in the country so far. It was not an ordinary afternoon as the wide acres of empty rice paddies were patched with colorful tents and tables, and village folk and visitors drank beer, enjoying the sumptuous dishes prepared by the community. It was a unique day as some men dressed like women, while others painted themselves black. These black-colored bodies and faces made the monks in their orange gowns stand out in the crowd. Preceding the long queue of parked vehicles was an array of stalls, where vendors sold barbecued chicken, grilled fish, boiled eggs on sticks, dried sea food, refreshments and plastic wares. The unpaved roads saw bunches of balloons printed with cartoon characters for sale and ice

cream in carts for those needing to cool down. It was a special day for children as the land where their parents used to plow and harvest turned into a little carnival. Laughter went around and around in an old-fashioned carousel-like ride, blending with the grown-ups’ cheers for each successful rocket launched. The swish of the rockets accompanied the sounds of pounding rain on the roofs and the loud music of the band in a temporary stage on the barren rice field. The brown land, which degraded into a muddy trail for those who dared to go near the launching area, will surely turn green next month. It is common knowledge or, should I say, a common hope that rains will give life to this land with the rise of the rockets. Therefore, these festivals are an age-old tradition. Of rockets, frogs and flute

Folklore tells the story of why human beings send rockets to the rain god, Phya Thaen, for his gift of water. Of all the kings who fought Phya Thaen to send down rain so people could start planting rice – including the Naga King and the King of Bees – it was the Toad King who conquered the rain god. The night before the fight, the Toad King sent termites to eat the sword handles of the rain god’s soldiers and scorpions to bite them. The next day, they were not able to fight the troops of the Toad King. The king caught and tied up Phya Thaen, and convinced him to make a pact in exchange for his freedom. They agreed that Phya Thaen would send the rain every year to supply water for the rice farms and other plants. But humans had to send a rocket first so that the rain god would know it was time to deliver.

The frogs will then shout in chorus as the rain arrives, sending a message to farmers that the rice planting may begin. When the harvest season comes around, people must then play a flute so that Phya Thaen will know it is time to stop the rain. He will only send the rains again when he sees the familiar rockets. Tradition lives on Nobody knows when the first rocket festival was held in Laos, but everybody believes that such tradition will continue. Technological advancement is supposed to have made us more scientific, instead of holding on to myths and legends. However, sending rockets before the rainy season continues as an annual event in the country. Thanks must be paid to science and technology as the rockets become more sophisticated and bigger as time goes by. UNDYING | page 8

China’s plastic bag ban saves 6 million tons of oil

BEIJING––A plastic bag ban launched five years ago has cut consumption by at least 67 billion bags, saving an equivalent of six million tons of oil, the National Development and Reform Commission (NDRC) said Friday.

Since the ban as implemented, use of plastic bags has dropped by more than two-thirds, said Li Jing, vice chief of energy-saving and environmental protection department under the NDRC, China’s top economic planner. China banned the practice of offering free plastic bags in supermarkets, department stores and grocery stores, as well as prohibited the production and use of plastic bags thinner than 0.025 mm starting from June 1, 2008. However, some vendors still offer free bags, as well as bags that are too thin. The government will tighten supervision and better enforce the ban in the future, Li said. MAGSAYSAY, Davao del Sur––Rarely could I walk through a real virgin rain forest again - unless I go back to climbing the 8,000-foot high Mt. Talomo in Davao City or the Kidapawan side of Mt. Apo which I did in the early 80s. But last week, I found myself inside a virgin forest again, in the mountains of Upper B’la village in Magsaysay, Davao del Sur, after going along with the family that owns a large tract of rugged, mountainous land planted with coconut and fruit trees. It takes about 13 kilometers from the town of Bansalan to Lower B’la and another five kilometers from the lower village to the Upper B’la. One has to go through a narrow dirt road that winds through coconut farms, mango farms, corn fields and vegetable plots with robust, healthy crops that are helping farmers and villagers earn enough money to send their children to school. Names of congressmen and mayors printed on streamers still dot the narrow dirt road that remain unpaved, despite promises from politicians that the road here would be paved from the asphalted Magsaysay road to that road that

SYDNEY -- Scientists will retrace Sir Douglas Mawson’s 1911-1914 expedition to Antarctica in November, the University of New South Wales (UNSW) announced Tuesday. A team of 46 researchers and would-be explorers will set out from Hobart, the capital of Australia’s southern Tasmania island state, for a six-week journey to repeat measurements made by Mawson’s team 100 years ago, including observations of the ocean, wildlife, weather, geology and ice cover. “Antarctica remains one of the last, great unexplored regions on Earth. It is a unique place to monitor the health of our planet. We want to discover just how much has changed since Mawson’s time,” said Chris Turney, professor at the UNSW Climate Change Research Centre. The 1.5 million AU dollars (US$ 1.46 million) privately-funded expedition also aims to recapture and share the excitement of scientific exploration and discovery, using the latest technologies to communicate with school children and the public back home in Australia. The researchers will take measurements of the ocean water, visit sub-Antarctic islands where they will collect sediment cores from lakes and peat bogs, and study the wildlife.

leads to Bala. Despite these unpleasant distractions, I was led to a “secret” rain forest similar to the one I visited decades ago at Mt. Talomo. Although it’s inaccurate to call it “secret”, it seems like it was, because no one can see this forest from the village unless one crosses the coconut plantation towards a deep ravine that leads to a rocky river below. The ravine itself is thickly forested with ancient towering trees like lauan, mahogany, molave and other indigenous trees that one only finds in a rain forest. The rainforest reminded me of the uncharted, unexplored rain forests of Mt Talomo whose trails were cleared and opened by a selected group of mountaineer-explorers of the Mt. Apo Climbers Association of Davao City (MACADAC) in the 1980s with me acting as its “scout.” The rain forest at Upper B’la is not totally protected from slash-and-burn farmers or kaingineros, despite warnings from the Department of Environment and Natural Resources (DENR). Narra, molave, lauan still grow inside the coconut plantation, planted between rows of coconut trees from the plains to the steep mountainside almost reaching the peak. All these trees growing

along a steep slope is a sight to behold. The twin B’la villages had become a favorite place for government programs and foreign projects all aimed to make B’la farmers more productive. A big mango plantation here was made into a model pilot mango farm by consultants of Japan International Cooperation Agency and the Department of Trade and Industry. It wasn’t surprising to learn that the DENR and the Department of Agriculture technicians are also wooing coconut farmers here to intercrop their farms with rubber trees, coffee, or cocoa crops, but not getting enough takers because of the poor farm-to-market road that remain neglected by local leaders. THE biggest challenge the Aquino administration is now facing after steering the country to post during the first quarter the region’s highest growth rate at 7.8 percent in its gross domestic product (GDP) is how to sustain such growth at the same or even higher levels and to make it inclusive. But after posting an overwhelming victory in the political front by wading to victory his anointed senatorial and congressional candidates, sustaining President Aquino’s triumph in the economic front would not be that tough. This presupposes, of course, that he is able to muster support from among those who made it in the last election who he anointed as his candidates. contribute much. Being an agricultural country endowed with natural and mineral resources, the above sectors should have been the top contributors in fuelling such growth. But sadly they are not. Our rich fishing grounds in the tip most waters in the northern part of the country now hosts Chinese fishermen guarded by their country’s navy instead of local fishermen. The one in General Santos, on the other hand, where tuna abound is depleted because of unabated harmful fishing activity there where

THE law is clear that candidates should file their statement of expenditures after the election period win or lose. Having lost the election, I thought it best to file these expenditures in keeping with the law. Realizing even its chairman violates the Automatic Election Law; in keeping with the “matuid na daan,” I thought it best to file anyway. Interestingly enough I was dumbfounded upon filing. Harry Tambuatco Even the Comelec receiving the form for expenditures was confused not knowing what to do with my report submission. The question then is; is the Comelec under its chairman confused with all the resolutions and all the trickery that seems to have taken place? Is this independent institution of a government body all about the purchase of machinery it forgets to administrate over its rules and regulations promoted? At the rate they are operating the Comelec there is reason to doubt them. As for the other candidates I don’t think you need to file expenditures. They don’t know what the hell they’re doing in that office anyway. What is disturbing are the employees and staff which seem to roam aimlessly around having nothing to do but watch TV all afternoon and mope. There was one staff busy selling hand bags to another staff. Then of course there as the usual geek playing games on the iPod or phone. Watching the other staff looking intently at the computer monitors, I am certain it had to

be Facebook. It is not hard to imagine how our government funds are lost in the bureaucracy like this one, and believe me there are many. Imagine the chair of the commission asking to reschedule the barangay elections because they are too busy with the last elections due to protests, the manual audit, etc. It is no wonder they are too busy when to begin with the complaints are mounting due their discrepancies. Then there is the office that has no work (or refuse to work) you be the judge. The citizenry is held hostage by the government with incompetence and irresponsibility being characteristic of the bureaucracy. What are we to do? Either way command responsibility points to the commander in chief being the president on issues like this. We can imagine what it looks like when a scientific journal is internationally accredited. We can assume that there must be a long line of the contributors queuing to have their articles submitted and published. The articles which have been published must also undergo review by the reviewers before they are published. However, the more article contributors want their articles to be published in such journals, the more new “scientific” journals are published and have come

up with the websites. This condition leads to the blurring scientific journals published by somewhat––faked journal publications. Some call them predatory journal publications, while others term them faked journal publications. Whatever term is used by the global public community, the best way to have our articles published is to find the clear identity of the publishers. This way is intended to avoid publishing scientific articles in scientific journals with unclear accreditation status. Especially in Indonesia, the government is very serious in connection with the scientific journal publication. This is done by the government to avoid plagiarism and articles published in the so-called faked or predatory scientific journals. It is serious because the government will “punish” the faculty members of any universities who commit plagiarism and even publish their articles in faked journals. For those who have been found guilty will be punished. For example, publish-

ing the articles with fully plagiarism, just copying another author’s article and change the title, then publish it in scientific journals. The punishment is not only imposed on the authors but also the publishers. The authors can be fired from their position as lecturers or they are requested to resign from their job. The publishers may not be allowed to publish their journals and it is difficult for them to propose for getting their journals accredited. When the journals are published outside Indonesia, they are blacklisted and it can be seen in the directorate general of higher education website. This looks like a gambling between being alive and being dead in terms of the career. So far, I have just trusted on the international journal publication by IAMURE (International Association for Multidisciplinary Research). These publishers with all its scientific journals are in my consideration the clear ones and they are ISO-based publication. For that reason, it is important for those who

belong to these IAMURE editorial boards to be very prudent in pursuing the best publication through reviewing process. So far, the articles published in these journals have been sent to the reviewers and, therefore, they have undergone serious scrutiny to have good articles. Even all the articles have been presented in international seminars and thus have been “scrutinized” by the global audience orally. Some comments and criticism for improvements must be the best way to make the articles have better quality. To avoid having published scientific articles in the blurring journals thus being unethical, I would rather trust on IAMURE scientific journals than others which may be still blurring. •• DR. The most eagerly awaited part of the festival last Saturday was the launch of the biggest rocket in Laos, according to the event organizers. It was 5.5 metres long, with 900 kg of gun powder. A crane was used to position it on the launch pad. The Vientiane Times team had left before it was sent skywards but it was successful in its mission and no accidents have been reported. The festival became a showcase for the best and biggest rockets, which displays the producers’ creativity and advanced knowledge. Whether or not it was the primary reason why people, including foreigners, gathered to join the festival, it had served its purpose as they were able to experience the culture and traditions of ordinary Lao people. The attendees were able to see the Buddhist temple and offer prayers and alms to monks, who also whispered prayers for the givers, while tying white strings around their wrists. Smiling villagers got reflective responses from visitors who came from different walks of life. The one day affair offered a complete experience – spiritual, social and gastronomical. Yes! A bite of sticky rice, which was cooked inside a bamboo stalk, dipped into spicy papaya salad (tammahoung) and followed by a barbecued native chicken, exploded in the mouth like a rocket. The international community underscored the need to eradicate extreme poverty and gave its collective commitment to work towards this aim through education. A commitment to poverty eradication was considered a severe injustice and an abuse of human rights. Its action programme proposes to support livelihood systems and survival skills to help poor people to combat poverty. During the World Education Forum held in Dakar in April 2000, the international community underscored the need to eradicate extreme poverty and gave its collective commitment to work towards this aim through education. The role of education in poverty eradication, in close cooperation with other social sectors, is crucial. No country has succeeded if it has not educated its people. Not only is education important in reducing poverty, it is also a key to wealth creation. Within this context, one of the pledges of the Dakar Framework for Action - Education for All: Meeting our Collective Commitments - was “to promote EFA policies within a sustainable and well-integrated sector framework clearly linked to poverty elimination and development strategies”. The role of education in this process is particularly one of achieving universal primary education and adult literacy. The report made by the SecretaryGeneral of the United Nations within the context of the Decade for the Eradication of Poverty confirms that universal primary education is central to the fight against poverty. Understandably so, because this is the level of education through which most poor children pass and within which their achievements should assist them to break the cycle of poverty. In fact, education is the social institution that reaches the largest segment of the population with the goal of guiding it through a systematic learning process. Some countries have also established offices for planning and monitoring poverty reduction policies and programmes. DFID has produced a White Paper on International Development that focuses on the eradication of extreme poverty. The World Bank has published a source book of poverty reduction strategies covering most of the dimensions of poverty and is the prime mover behind the PRSPs. Similarly, many other agencies and institutions have refocused their programmes to place greater emphasis on this persisting issue. The World Bank and IMF are instituting new frameworks to address poverty by aligning social sector development closely with macro-economic policies and strategies. One of these new efforts is the Heavily Indebted Poor Countries Initiative (HIPC) which has reduced the debt burdens of many of the world’s poorest nations, and a proposal to link debt-relief to country-owned Poverty Reduction Strategies is being negotiated. In the context of macro economic programmes, special attention must be paid to breaking the poverty cycle for children. The adoption of systemic changes should be urged to ensure good quality education for all children. Individual developing countries (e.g. Indonesia) are attempting to design their education systems so as to cater for children’s diverse needs and even to provide additional support outside academic classes. Furthermore, there are schools and communities that, particularly through NGOs and missionary groups, have successfully provided for the education of poor children. Such experiences usually combine school education with health care, guidance and counseling services and income generating activities. Unlike economic strategies, the impact of education on poverty eradication tends to be less direct, although providing long term benefits. Nonetheless, education is pivotal in breaking the vicious cycle of poverty and social exclusion that is the reality for many people. Poor children have numerous disadvantages in relation to their better-off counterparts. They are usually less healthy, their language skills less developed (a factor that has negative influence on school achievement), and they are generally less well equipped - socially, emotionally and physically - to undertake a school programme. If their disadvantaged position and different day-to-day experiences are not taken into account by school education, it is no wonder that they are unable to benefit fully from the school system. In situations of extreme poverty, girls are particularly at risk as they tend to inherit the poverty of their mothers. They are prone to abuse of all forms, and very often confined to households in which they are virtually slaves. Other groups of poor children who merit special attention are children orphaned by HIV/AIDS, street children, and children of some ethnic minorities. For them, the provision of nonacademic support and security is essential in order to contribute to their total well being and success in life. Moreover, dialogue and cooperation with parents and families should improve their participation and performance in education. As previously mentioned, wealth creation is a significant aspect

in education programmes intended to contribute to poverty eradication. How can education assist learners to create wealth? Integration of school education within the economic activities of a community is one example. For instance, in a carpet-weaving village, lessons would also cover various aspects of the carpet industry. In this way, school education would help children to improve traditional trade skills of the village alongside other curricular contents. It would ensure their future employment possibilities and contribute to the (economic) well being of the whole community. Furthermore, the school would not then be alienated from the community and traditional trades would reinforce learning. For the education system to truly respond to the needs of poor children and to contribute to wealth creation in communities and society at large, it needs to take the issue of poverty into special consideration in the planning of educational services. Essentially, it has to stress the preparation of all children to achieve at school, and empower them by heightening their awareness of their rights and responsibilities, their abilities, and enhance their self-confidence to enable them to improve their lives. The challenge calls for a stocktaking of the ‘state’ of poor children (situation, conditions, reasons for poverty, etc.) so that appropriate support can be planned and targeted to them. Education systems need to heed the lessons of successful, and less successful, initiatives implemented by NGOs, private individuals, religious bodies and Governments themselves, and translate these initiatives into policies, strategies, and specific action that can be taken to scale. The purpose of the International Workshop is to bring together educators working in poverty education policy, plans and programmes and representatives of other sectors, including health and social welfare, to exchange ideas and explore options for reaching the poorest children with good quality education. It should identify a common core of strategies to be shared among countries and to which they can refer when preparing or implementing their poverty eradication programmes. These strategies will identify steps and change processes needed at the primary level to make it more responsive to the needs of the poor. They will help countries to define more clearly and explicitly the role of education and the needs of children in their national efforts to eradicate poverty.

Intensity 1 was recorded in General Santos City and Butuan City. Phivolcs said it was expecting damage to infrastructure and aftershocks. The institute also recorded a magnitude 5.7 quake with the epicenter at 13 km northwest of Carmen last Saturday at 10:10 p.m. As of 7:31 a.m. Monday, Phivolcs recorded a total of 15 tremors with Carmen as the epicenter, with the weakest at magnitude 3.4. School opening suspended The governor said in a text message that the opening of classes in Carmen town was deferred to ensure the safety of students. The Department of Education and the DPWH have been checking the integrity of classroom buildings to avert a possible disaster involving school children. Last Saturday’s quake injured at least five persons, four of them children, and partly destroyed 30 houses in Carmen town, Mendoza reported. Their injuries were caused by falling rocks and hollow blocks, but were immediately given medical attention, she said. Aside from the houses, the quake damaged the approach of a bridge that connects North Cotabato and Bukidnon provinces, but vehicles were still able to pass but only one at a time, Mendoza reported. Andrews said the CAAP is “constrained to exert efforts to expedite removal of this aircraft” which he described as “beyond economical repair.” Cebu Pacific was given until 3 p.m. Tuesday to remove the aircraft. Davao Oriental Vice Governor Joel Almario, who was one of the 165 passengers on board Flight 5J971, earlier told ANC that he heard the pilot talk about problems with the wiper but would like to leave the technical problem to the technical people and focus instead on the company’s lack of crisis management. He said passengers will meet in Davao City Tuesday to pursue earlier discussions of filing a class suit against the airline. Almario said the company’s manager in Davao City took about two hours before he talked to the passengers and nobody seemed to be in charge on the ground. He said simple things like a bus to fetch the passengers from the aircraft to the termina, was not provided, even as passengers had remained inside the aircraft for more than 20 minutes since the touchdown shortly after 7 p.m. He said two hours after the accident, “wala pang pagkain, wala pang doctor dumating. He told ANC’s Business Nightly that the incident was “most unfortunate” but said it was too early to speculate why it happened. He explained that the pilot opted for “precautionary disembarkation” rather than “emergency disembarkation” to avoid panic and injuries. No right to remove Iyog acknowledged that they are learning lessons from this experience and will exert efforts to improve their handling of similar situations. Cebu Pacific was given until 8 p.m. Monday to remove the aircraft but the airline asked for an extension until 7 a.m. Tuesday. Andrews said he received a call at 3 a.m. that the Cebu Pacific team had abandoned the site and CAAP was now taking over for a possible opening of the airport at 10 a.m. But Andrews later said that Cebu Pacific has not given CAAP the consent to remove the aircraft. “Until this law is repealed, we have o right to remove,” he told Headstart’s Karen Davila. Andrews also said “the evidence does not lie” that the cause of the accident was “pilot error.” He showed photographs from his tablet, showing the aircraft touched down very near the grassy area where it eventually stopped. Businessman John Gaisano, who was on board the flight, told MindaNews on Monday that the landing was “very rough” and that he thought they would die. “We could have died when we landed,” Gaisano said, adding he fled like “we did not land on the runway. I think we landed on the soil.” “Definitely pilot

error,” said Andews. Iyog, said it was the first time she was hearing this report and the first time to see the photographs. She said they are still waiting for the full CAAP report. She said the pilot of the aircraft, whose name has not been made public, is a veteran. The pilot is grounded pending investigation, he said. Bukidnon planters look at planting more crops in their lands, reducing the area for sugarcane. Flores said that corn and rubber come close to the minds of Bukidnon farmers because of returns. But he added that more farmers will opt for corn because it takes shorter time to harvest and possibly return to sugar if prices are favorable. Flores, also of the Sugarcane Farmers of Bukidnon Multi-purpose Cooperative (SCFB-MPC), said it boils down to the law of supply and demand. But he said diversification does not mean lower production for sugar. He said they still want to stick to the industry. “Lower allotment in hectares planted to sugar does not mean less production. We have to improve productivity,” he added. Jerry Tumabine, president of the Mindanao Sugar Workers Union based in Quezon, Bukidnon, said that although they are hoping that the reduction in tariff won’t push through, they have also started preparing for it. He cited that if not prepared properly, it will “adversely” affect the sugar industry not only in Bukidnon. Tumabine said among the strategies they are studying is improved production, mechanization, use of organic farming, and subsidy from the national government. He said another way is crop development and choice of varieties. “We hope that if we take these steps we become more competitive and better prepared in 2015,” he added. Roderico Bioco, president of the Bukidnon Kaamulan Chamber of Commerce and Industry, Inc., said his stand remains that the sugar centrals tap the opportunity to be co-generators for renewable energy power in Mindanao using its biomass potentials. According to the Sugarcane Industry Roadmap from 2011 to 2016, the Philippines aspires to prepare for 2015 targeting increase in sugarcane area from 400,000

11 to 470,000 hectares, increase in farm productivity from 55 tons cane per hectare to 75 tons cane per hectare, and increase sugar yield from 1.80 bags per ton cane to 2.1 LKg/TC. Among the strategies include improvement of farm productivity and sugar yield, improvement in the capacity utilization of sugar mills, sugarcane and molasses as feedstocks for bioethanol production, and power cogeneration. He said most of the rerouted passengers were booked in flights for DavaoManila, Davao-Cebu and Davao-Iloilo and vice versa of Cebu Pacific and Philippine Airlines (PAL) that were scheduled from Sunday night and Monday. “The airlines transferred the passengers from Davao City through commissioned buses starting Monday morning. Passengers of rerouted incoming flights were also ferried by the buses to Davao City,” Fernandez told reporters. Travel by bus trips Davao to this city takes around three hours. Fernandez said Cebu Pacific and PAL gave assurance that they would accommodate all re-routed passengers through flights scheduled until 10 p.m. Monday. The airlines shouldered the expenses for the bus trips as well as provided food and snacks to the passengers. “ They were already checked in so all they need to do is wait for their flights,” he said. Fernandez said Cebu Pacific has been utilizing the Airbus 319 with a capacity of 180 passengers while PAL has commissioned the 290-capacity Boeing 747 for the diverted flights. As of 5 p.m., he said nine flights were on schedule to fly out the estimated 1,000 passengers who were still waiting at the city airport’s departure area. The official said they received numerous complaints due to the re-routing of

the flights but assured that CAAP and the concerned airlines have been doubling their efforts to address the needs and concerns of the passengers. Florencia Langit, who was supposed to fly out of Davao City to Manila on Sunday night, said their situation was very difficult since they have brought a number of baggage and have children in tow. Langit, who is a resident of Marikina City, just visited Davao City to attend a national convention of geodetic engineers. “The travel (from Davao City to General Santos City) was quite long and rough and then we have to wait for a couple of hours more for our flight,” she said. She said they were not provided with any food by Cebu Pacific personnel upon their arrival at around 2 p.m. here and while waiting for their 6:15 p.m. flight to Manila. Several Cebu Pacific passengers of diverted flights from Manila complained to CAAP that no buses were available to ferry them to Davao City and not one airline personnel tried to assist them upon their arrival here. “There are a lot of complaints but we understand that they were hungry and tired because of their situation. Some of them have not slept at all since Sunday night,” Fernandez said. Meantime, Fernandez assured that the city airport is well-capable of handling night or evening flights. He said the airport’s runway lights are fully functional and they don’t see any problem with the remaining flights scheduled for Monday evening. All flights scheduled from Sunday night and the entire Monday at the Francisco Bangoy International Airport in Davao City were earlier canceled after a Cebu Pacific plane carrying 165 passengers overshot and blocked a portion of the runway. Authorities said the airline’s flight 5J 971 from Manila veered off the runway and hit an unpaved portion at around 7:10 p.m. Not one among the airline’s 165 passengers and crew were hurt in the incident, which happened during heavy rain. Fernandez said they received an advisory that the ongoing clearing of the runway will be completed on Monday night and all regular flights will resume on Tuesday. Frederick San Felix, manager at the Davao airport, also said the Cebu Pacific plane cannot be removed until CAAP investigators finish their probe of the incident.

BUTUAN City––The Department of Environment and Natural Resources (DENR) in Region 13 has revived its choke points in several strategic locations here to deter the transport of illegal logs. Choke point is a military strategy to force an armed force to pass on a narrower point and therefore greatly decrease the combat power of the enemy to reach its objective. The DENR 13 Forest Management Services (FMS) has adopted this concept to force trucks that are transporting undocumented logs to pass through these so called “chokepoints” to prevent them from reaching its destination. YOUTH groups Kabataan Partylist and the National Union of Students of the Philippines (NUSP) denounced the approval of tuition increases in 343 colleges and universities and 260 elementary and secondary schools all over the country. Coupled with the full implementation of the K to 12 program, which has recently been signed into law, the groups said, this would worsen the education crisis in the country. One hundred and eighty two elementary schools and 78 second-

ary schools in the National Capital Region (NCR) alone was allowed by the DepEd to increase their tuition by six to 10 percent or by P3,000 ($71.89) to P5,000 ($119.82) for this academic year. The 343 colleges and universities that had their petition for tuition increase approved by the Commission on Higher Education (CHED) surpassed last year’s 222 colleges and universities. According to CHED, the average increase this year is 8.3 percent or about P40 ($.96) per unit. “The youth will not be silent on this fundamental issue of students. We denounce in the strongest pos-

sible terms the approval of unjustified fee increases in schools all over the country. The speedy approval of tuition hikes, despite the clear opposition of student groups, clearly illustrates the deregulated nature of education in the country in all levels,” said lawyer and Kabataan Partylist president, Terry Ridon. GENERAL Santos City–– Police authorities are looking at a possible “drug war” or conflict among groups involved in illegal drug trade as behind the daring killing of four people here in a span of just two days earlier this week. Supt. Rolly Octavio, deputy city police director for operations, said Wednesday initial results of their investigation showed that three of the four victims of the fatal shooting incidents here on Sunday and Monday appeared to have links with alleged illegal drug syndicates that have been operating in the area. He said three of the victims have supposedly worked either as pusher or courier of illegal drugs, specifically of metamphetamine hydrochloride or shabu, in the city. ARMM canvass COTABATO CITY (MindaNews/– The Regional Board of Canvassers (RBOC) of the Autonomous Region in Muslim Mindanao (ARMM) convened at 6:14 p.m. Monday but failed to initialize the Consolidated Canvassing System (CCS) that would receive the electronically-transmitted certificates of canvass from the five ARMM provinces because the third member failed to show up. Ray Sumalipao, regional director of the Comission on Elections in the ARMM and chair of the three-member RBOC, convened the session at 6:14 a.m. with vice chair Ramy Guiling, the Regional State Prosecutor, but declared a 15-minute recess at 6:52 p.m. and later suspended the session until 10 a.m. Tuesday because the rules require that initializing must be done in the presence of all three members and ARMM Education Secretary Jamar Kulayan, the supposed member-secretary, was a no-show.

Retired cop official leads Iligan City’s mayoralty race ILIGAN City––Riding on the platform of a better peace and order situation, a retired police officer appears headed for victory as mayor of this city. Celsio Regencia, a former city police director, has so far garnered 33,754 votes while closest rivals Henry Dy had 29,252 and Franklin uijano 11, 292 based on results posted on the Commission on Elections (Comelec) website as of 7am

Tuesday. A win by Regencia will make him the first retired police official to become mayor of this city. ‘Sniper fire’ meets convoy of governor’s son

COTABATO City––The convoy of Buluan, Maguindanao Vice Mayor King Jhazzer Mangudadatu encountered suspected sniper fire in North Upi town on Monday afternoon. The vice mayor, son of Maguindanao Gov. Esmael Mangudadatu, said he and his group were monitoring the results of yesterday’s election at the time of the incident. The younger Mangudadatu said in an inter-

view that they were about to leave North Upi around 2pm amid a downpour when he noticed that the van leading the convoy had stopped. “It was then I received radio call from the first vehicle informing me that they were shot,” he said. The bullet damaged the left window of white Toyota van which they rented. The vice mayor reported the incident to the North Upi police. Mangudadatu recalled he was shuttling

between the towns of North Upi and South Upi four times yesterday and kept on transferring from one car to another while monitoring the election results concerning his father. He surmised it could be sniper fire since they saw nobody at the scene of incident. He did not discount the possibility that it was politically motivated. North Upi police chief Inspector Reynaldo Gabudao said they were still gathering more information on the reported shooting.

Cherry Orendain, Anakbayan Southern Mindanao spokesperson, said the decrease in the number of HEIs applying for tuition fee increase “does not please the youth and students,” adding that the CHED allegedly failed to control the “alarming trend” of tuition fee increases among private schools in the region. “The fact remains that education is still a business and that the CHED has perfected its role as the spokesperson of the capitalist educators,” she told MindaNews. Bai Ali Indayla, second nominee of Kabataan Partylist, earlier said that some 150,000 students from private schools were affected by tuition fee increases in the school year 2012-2013. She cited that in the last three years, tuition fee increases ranged from P3,150 to P4,200 per semester, with the average tuition paid by a student reaching P40,000 per school year. Indayla said her group gathers complaints from parents and students on school violations related to tuition fee increases through the “Kabataan Hotline” with numbers 082- 221-6589 and 0942-980-8413. She said that “redundant and exorbitant fees” have turned out as the most common complaints of parents and students. Indayla stressed that education in the country has become commercialized and expensive, making it hard to the reach of the poor. Alvarez said the issues related to hikes in tuition and other fees require consultations as mandated by Article III of CHED Memorandum Order (CMO) No. 3, Series of 2013. Misuari said another way of solving the problem, is by making an appeal to his friend Malaysian Prime Minister Datuk Seri Najib Tun Razak. He claims the Prime Minister is a cousin of his grand nephew, whose grandfathers are brothers. “So I intend to send him there, to talk to Najib and persuade him to desist from sending more forces [in Sabah].” He said he will also talk to Sultan Jamalul Kiram III, not to aggravate the situation. “I can mediate with them, anyway, Sabah and Sarawak belong to me, and my clan. It doesn’t belong to the Sultanate, because this is the property of my great great grandfather Panglima Pahabasal Elija,” Misuari added. Misuari flew in to Davao Saturday after attending a month-long meeting with the parliaments of the Organization of Islamic Conference (OIC), conferred with Vice Mayor Rodrigo Duterte in Mandaya Hotel to talk on these options. He clarified that the accusations of his involvement in the Sabah tension are “baseless and unfounded.” Duterte, for his part, assured Misuari of support if anything happens. The Vice Mayor, without elaborating, offered help “in connecting and talking it out” with the national government. Misuari said he talked to Sultan Kiram in a discreet meeting the night before he left for Davao. He told the Sultan be careful because “(the government is) preparing to arrest you.” “Sabi niya, mas gusto ko ma-arrest na ako para makapagpahinga na ako sa loob ng prison. (He said, he wanted to be arrested so he can relax in prison.)” Misuari thinks it is a big gamble on the Sultanate royal army to send their troops and mass up in Sabah. He is worried that violence might spread in Kunak, then to Kota Kinabalu in Sandakan and to other places. Misuari said he does not want any trouble with Philippine government and Malaysia. He thinks the problem is better left between the Bangsamoro people and the Malaysian people to resolve. “We should not allow other people to come in. It might only aggravate the situation,” he said. Misuari lashed at President Benigno Aquino III for saying the Sultan’s claim and actions are “a hopeless cause”. “He knows nothing about what he is talking about. He will become a laughing stock in the whole world with the way he presents himself before the eyes of the peoples of the world.” Maintaining that he has no hand in the incident, Misuari said he is in the

midst of preparing for the resumption of peace talks between the Philippine government and the MNLF this month in Jakarta. Indonesia has offered to broker the resumption of the talks. Misuari sounded firm that peace is at hand in Mindanao, “if not for the Sabah problem.” Misuari said, he will leave the next day and meet with them [MNLF troops]. “Maybe the brother might want me to report to them about my travel abroad, and possibly will also include the whole Sabah,” he said. What the situation required is listening to the sultanate’s demands,” said Abraham Idjirani, spokesman of the sultanate of Sulu and North Borneo in an AM radio interview this week. He bewailed Aquino’s tack which then consisted of sending a delegation to Lahad Datu to make them go back to the Philippines. “If they went there only to fetch our brothers, they are committing a sin against us, their brothers in the Philippines and not just those in Malaysia. In that case, there is already a connivance between governments of Malaysia and the Philippines,” Idjirani said. The Aquino government also threatened the group that charges may be filed against them. Charges include inciting to sedition and illegal possession of firearms, according to Justice Secretary Leila de Lima. Some critics countered though that the Aquino government needs to look at the position of the Sultanate of Sulu beyond Philippine laws, considering that the said Sultanate has been in existence even before the Philippines was “discovered” and named by Ferdinand Magellan. Tolentino of Katribu said the struggle for the rights of the country’s national minorities—both the indigenous peoples and the Moro people – is not recognized by the State. The Aquino government has a tendency to dismiss the indigenous peoples’ ancestral domain, and in the case of the Sultanate of Sulu, “Aquino has dismissed the Sultan’s assertion to claim Sabah as ‘foolhardy.’ This only reveals how the Philippine state abandons the issue and leaves the

Moro people on their own to assert their rights to their ancestral territory,” Tolentino said. What is happening in Lahad Datu, Katribu says, is the result of “the State’s negligence of minority issues.” The multi-sectoral group bagong Alyansang Makabayan (Bayan) also criticized Aquino’s “absurd point that recognizing the ownership of the Sultanate over Sabah and Sulu could pave the way for its eventual secession from the Philippines.” Sultan Jamalul Kiram and his siblings had repeatedly said they consider themselves as Filipinos and they are merely asking the government to assert their and the country’s claim to Sabah. Aquino’s sham patriotism is the true spoiler to peace process Aquino’s “defeatist” attitude concerning the Philippine claim on Sabah contrasts starkly with his administration’s treatment of the Spratlys and Panatag Shoal dispute with China, said Carol Araullo, chairperson of Bayan. She pointed out that in the case of Spratlys, no less than the head of state engages in open polemics on the territorial dispute at every available opportunity, domestic or international. “It has even filed a case against China for international arbitration,” she said. While “we have strong grounds to assert our sovereignty over the Spratlys and Panatag Shoal, we have even more compelling historical and legal bases to claim Sabah,” Araullo said. Bayan regards this double standard in handling the Sabah and Spratlys/ Panatag Shoal issues as a demonstration of the Aquino government’s “deceitful and sham patriotism.” It demonstrates, they said, that Aquino’s noises with China over territorial dispute has little to do with its patriotic duty to defend the national sovereignty and territorial integrity but more about “using the Spratlys/Panatag Shoal dispute to promote US imperialism’s hegemonic schemes in the region.” The Aquino government “is using the dispute with China to justify the ever increasing presence of American troops, warships, jet fighters and drones, and other war materiel in the country’s territory under the auspices of the Visiting Forces Agreement (VFA),” Araullo said. About the same time the Malaysian troops started shooting at the guards of Sultan Kiram in Lahad Datu, the negotiating panels of the Aquino government and the Moro Islamic Liberation Front (MILF ) were signing one of the completed annexes to the previously signed Framework Agreement. Unfortunately, the two parties reportedly said certain groups have been supposedly egging on the sultanate to act like a spoiler

to the peace process. “Aquino has subsumed the Sabah claim to political and geopolitical considerations, in particular the wish to bring an end to the Moro secessionist movement in the South through USbacked peace negotiations with the Moro Islamic Liberation Front (MILF) where Malaysia has played a key role as facilitator,” Araullo of Bayan commented in a statement. She said the Aquino regime, together with the US which has taken a hands-off posture on the Sabah stand-off, apparently views the Sabah claim as a potential stumbling block, if not complete spoiler, to inking the coveted final peace compact with the MILF. But Aquino’s handling of the Sabah issue is ultimately the true peace spoiler. As Araullo said, “The Aquino administration is not only surrendering our territorial integrity and national sovereignty, it is also creating conditions that make an enduring peace with justice in Mindanao more elusive.” (http://bulatlat.com)

In fact, Orendain said, such consultations are usually “staged” to the effect that students are practically rendered powerless in the face of such exercise. Orendain said they are dismayed as CHED is supposed to be “a regulatory body to control school fees,” but the agency instead, “has become an instrument in the launching of such staged consultations for tuition hikes in campuses.” “The CHED is practically useless in terms of protecting students from high costs of education,” Orendain said. A first year student of the University of the Philippines –Mindanao for instance, pays P600 per unit, so if a student enrolls in 20 units of courses, he pays at least P16,000 pesos per semester, Orendain said. A Bachelor of Science in Elementary Education student of the University of Mindanao pays P394 per unit, so he pays P7,900 for 23 units, on top of the almost P7,000 cost of miscellaneous fees, she added. A student of Ateneo de Davao University pays P900 per unit, so 20 unit enrollment would entail a cost of P18,000 per semester, exclusive of miscellaneous fees.
