Police deploy security forces as class opens

CAGAYAN DE ORO CITY -- The Cagayan De Oro City police has deployed uniformed and plainclothes operatives during the opening of classes here said.

Supt. Michael Deloso, the spokesperson of the Cagayan De Oro City police, said that the uniformed police and plainclothes operatives were deployed in the city’s university belt and public schools.

He said that the local police intends to secure the students and parents, especially the pupils in public elementary schools from all forms of threats.

“Some uniformed police officers are assigned to escort pupils and the elderly in crossing streets while other manned traffic in coordination with the city’s traffic enforcer’s group,” Deloso said.

MONTIERRA LAUNCHING IN ORO. Cagayan de Oro City Mayor Oscar Moreno

CAGAYAN DE ORO CITY -- The City Council here has approved the released of Php 3.2 million financial aid for the fire victims in two villages here, City Vice Mayor Ian Acenas said.

Acenas said that the local legislative body approved Ordinance No. 13077-2016 to appropriate the amount out of last year’s unappropriated surplus.

He said that the amount would be added in the item “Program for Disaster Risk Reduction and Disaster Response – Emergency Shelter Assistance in the reenacted budget in 2015.

Acenas said that the amount would be deposited

under the account of the City Social Welfare and Development (CSWD), which would be distributed to the fire victims in the villages of Gusa and Camaman-an here last February.

More than 100 households were displaced by the fire in Camaman- an last February 6 and another 100 families in the fire that follows on February 16 in Gusa .

Acenas said that the City Council then passed Resolution No. 12285-2016 requesting the Office of the City Mayor to submit the names of the fire victims in order to expedite the passage of the Resolution that would declare the two See nod, page A11

Lopez met with Duterte in Davao City a week after the elections and vowed support for his administration’s programs on the MSME. The Go Negosyo report also noted that “with the support of the Duterte administration to the advocacy, we can expect a strengthened and empowered entrepreneurship community.”

Region XI top 3 in Hired-on-the-Spot in Kalayaan Jobs Fair DAVAO City -- Davao Region was among the top three regions ranked by the Department of Labor and Employment (DOLE) Bureau of Local Employment with the most number of hired on the spot (HOTS) during the recently concluded 2016 Kalayaan Trabaho Patrol Job Fair.

As of 5:00 pm Sunday, the region ranked 3rd with a total of 268 HOTS, second was Region I with 333 and first was National Capital Region with 496.

Final job fair report recorded a total of 285 HOTS for Davao Region wherein 226 are for local employment and 59 are for overseas. 1,515 (local: 785; overseas: 730) total near hire applicants were

recorded.

The Kalayaan Job Fair this year was held in two areas namely NCCC Mall Kadayawan Hall in Davao City and New City Hall in Tagum City.

Most job vacancies recorded filled by the HOTS include for local: customer service representatives, cashiers, hotel staff, accounting staff, nurses, and production workers; for overseas: machine operators, electricians, pipefitters, riggers, baristas, welders, and dental technicians.

With a total of 18,592 local and overseas job vacancies from 109 participating companies, the job fair was able to register a total of 1,715 job applicants wherein 1,236 had

qualified. The applicants who did not qualify were either referred for further skills training or to other DOLE XI programs.

A total of 2,454 (local: 1,486; overseas: 1,486) applicants were interviewed.

Last year’s Kalayaan Trabaho Patrol Job Fair, which was held in the cities of Davao, Tagum and Digos, has gathered a total of 2,557 job applicants with a total of 532 HOTS (local: 450; overseas 82).

DOLE XI Regional Director Joffrey M. Suyao during the department’s Monday program said that there has been an apparent decrease seen in the number of the participating job seekers in Kalayaan and Labor Day Job Fairs, the

department is looking at it positively as a reflection of the improvement in the employment situation in the region as supported by the recent improvement in the labor force survey data.

Davao Region’s employment rate as of April 2016 according to the Philippine Statistics Authority Labor Force Sur vey is now at 94.7% which is an increase from the same period last year at 94%.

“Through our efforts in employment facilitation this data may also be a reflection that many of the job seekers have already been employed which will multiply to their family allowing their children to avail of better education that will further contribute for their better future,” Director Suyao said encouraging all the members of the department to continue strengthening its efforts on employment facilitation.

CAGAYAN DE ORO CITY -- Johndorf Ventures Corporation (JVC) has formally opened, Sunday, its latest project, Montierra, a 600-home sprawling townhouse community for middle class Kagayanons in area considered by the city government as the “New Gateway” from the neighboring provinces of Bukidnon and Lanao del Sur. City Mayor Oscar Moreno, who graced the ribbon-cutting and blessing of model houses described the occasion as “auspicious” and one that could further elevate Johhdorf ’s level in the real estate business, “because the location is just about perfect.”

The project is located in the city’s uptown district, along the South Diversion Road, Upper Balulang.

It is located in the city’s current booming district where various subdivisions and villages, schools, and business establishments found their home.

Mayor Moreno said with the experience of Typhoon Sendong, everybody wants to go uptown.

He likened the city to Intramuros’ development, crossing Pasig River to Escolta in the 1960’s and was the finance center then.

“Now, we are seeing an expansion of Cagayan de Oro, and the expansion is not just a plan, we are seeing it,” Moreno told guests during Montierra’s ribbon-cutting event, at Upper Balulang, here.

Moreno said that three years ago the airport at Lumbia was transferred to Laguindingan, Misamis Oriental, due to three major concerns: Short runway, it is on a plateau, and it is in the middle of mountains and, therefore, the signal is poor.

Some years ago, an expansion program was put in place. “With UN Habitat, the city embarking on an expansion in lumbia area. We thought we can re-develop it into a “new city,” through the Planned City Expansion (PCE),” said Mayor Moreno.

“UN Habitat considers Cagayan de Oro as one of the eight “Emerging Cities in the World,” the local chief executive announced.

Moreno said UN Habitat had acrtually sent their expert arcadees, worldclass urban planners, to

coach them on what to do in regard to the city plan expansion.

“Unfortunately, or fortunately, only time can tell, Lumbia airport has to be used to accommodate the Air Force (Philippine Air Force) from Sangley Point,” which is being affected by congestion, Mayor Moreno said.

“Historically,” according to Moreno, “development is not planned by government. It is the private sector that does that. We have attempted to come with a plan that would then be improved by the private sector.”

Despite the entry of the PAF, the planned city expansion is still on, but have to adjust it to accommodate the Air Force with a two-billion-peso renovation project that is waiting to be implemented for the airport of the PAF, said Moreno.

Moreno said the city government remained bullish about the Lumbia and Upper Balulang area, becoming the “New Gateway” from Central and Southern Bukidnon.

Moreno said land traffic from Bukidnon and Iligan will be through Lumbia via Talakag, Bukidnon, while a Valencia-Iligan road is being connected traversing through Barangay Bisigan.

Meanwhile, Don Car-

los-Kalinlangan-Pangantukan, all in Bukidnon, will be connected to Bumbaran and Wao, Lanao del Sur, to Lumbia, passing through Talakag.

The supposedly eighthour travel from Bumbaran and Wao to Marawi City will be shortened to less than three hours.

“Lumbia area is going to be a growth area, not only because it is safer from (Sendong-like devastation); it is the gateway coming from Bukidnon, Lanao del Sur and iligan City,” Moreno assured.

Moreno congratulated the couple, JVC CEO Richard Lim, and JVC Executive Vice President Norma Lim, who he said were in the right track in the real estate business, an investment he described as being realized in terms of value in the long term.

As the Philippines heads into a new political dispensation, much of the country is watching with bated breath how the newly minted President-elect Rodrigo Duterte will sooner or later deal with the issue of China’s aggressive intrusion into the West Philippine Sea (or areas of the South China Sea lying within the country’s exclusive economic zone prescribed by international law).

By this time, thanks or no thanks to a media feeding frenzy over the maverick presidential winner from the south, who hasn’t heard or read Duterte’s public statements (or watched him on television issuing the same) on the country’s territorial conflict with China?

His pronouncements have sent mixed, nay, contradictory, signals on where he stands or sits amid this simmering maritime flashpoint in Philippine-Sino ties.

This, against a backdrop of the much anticipated ruling of The Hague tribunal, where the Philippines, taking the path of international arbitration under

outgoing President Benigno ‘Noynoy’ Aquino III’s watch, has lodged its case against China.

Such declarations easily lend themselves to sound bite-riddled, “he said/she said”, media reports, the better to dumb down important issues and public discourse. That they have generated more media hype is best viewed in light of the fact that they come no less from from the country’s recently proclaimed president, who has earned a global reputation not only for his foul mouth bent on spewing out invective-laden rants each time he speaks, but also for his predictable yet no less disturbing offthe-cuff comments even on a highly volatile issue that is the West Philippine Sea. Duterte is known to have said he would seek multilateral talks with other claimant states to the South China Sea and major Philippine allies like the United States, favored a joint exploration with China in the resourcerich, strategic waterway, and, perhaps tongue-in-

cheek, that he would jet-ski to the Panatag (Scarborough) Shoal to plant a Philippine flag on the disputed island.

The 71-year-old soonto-be-erstwhile Davao City mayor’s every declaration, however facetious or mindboggling to some, and clearly a sharp departure from the Aquino administration’s posture on the West Philippine Sea, has merited prominent print space and airtime.

But whether extensive media coverage of the country’s territorial tensions with China, conveniently alongside Duterte’s propensity to flip-flop on the maritime wrangling in the West Philippine Sea, has led to more nuanced and expansive understanding among Filipinos of the relevant issues involved is entirely another matter.

To date much of the narrative on the escalating territorial quarrel between the two Asian neighbors tends to pit the states involved against one other — China vs the Philippines

and other regional claimants, and China vs the US as well as Japan as major global powers keen to assert freedom of navigation in the contested waters of the South China Sea, and push for regional peace and stability in the face of China’s bluster.

There is no gainsaying the polarizing impact of the South China Sea disputes, which involve other Southeast Asian neighbors.

Yet such discords carry more complexities than what the Philippine media may have cared to examine and bring to the forefront of public discussion. Are there other frames besides conflict through which the South China Sea issue — and how it impacts a smaller country like the Philippines — must be seen and reported by the press? Surely there are, such as the economic and historical sides of the dispute.

What are the dominant narratives driving public discussions on the West Philippine Sea? What issues are being glossed over or have merited little, if any,

PRO 13 gears up for opening of school classes BUTUAN City -- The Police Regional Office (PRO) 13 is stepping up its security operations for the opening of classes with the deployment of police personnel in both public and private schools in the region.

It was learned that PRO 13 has deployed police personnel from 77 police stations including police trainees to 1,478 public schools and private learning institutions to secure the students in today’s first day of school.

PRO 13 officials have also coordinated with the local government units and school officials to discuss security measures and further strengthen the fight against all forms of criminality.

ZAMBOANGA City -- The Police Regional Office-9 (PRO-9) revealed that a policeman was found positive for prohibited drug use during the conduct of random test on Monday at Camp Abendan, this city.

Camp Abendan, which is located in Barangay Mercedes, 12.75 kilometers east of City Hall, houses the PRO-9 headquarters in this city.

Senior Supt. Debold Sinas, deputy regional director for operations (DRDO), told the Philippines News Agency the policeman who was found positive was among the 320 officers and personnel who were subjected on Monday to random drug test.

Sinas did not release the identity of the policeman except to say those who undergo random drug test

were police trainees and their trainors, and personnel who are under moral recovery program.

Sinas said the urine sample of the policemen found positive for prohibited drug use will be subjected to a confirmatory test for appropriate actions.

Once confirmed, Sinas said the policeman will be disarmed and will undergo summary dismissal pro-

Misamis Oriental commemorates 118th Independence Day PROVINCIAL CAPITOL, Misamis Oriental -- The province of Misamis Oriental celebrated the 118th anniversary of proclamation of Philippine Independence Day on June 12 at Capitol Grounds, Cagayan de Oro city.

Caraga National Commission on Indigenous Peoples (NCIP) Regional Director Pinky Grace Pabelic keynoted the celebration. She shared during her speech the struggle of Indigenous Peoples in attaining independence in the country.

“Freedom, as it does not come for free. It has to be fought for and conquered.

For us, IPs, it is a long way to go, is still a battle for us to actually attain the freedom that we deserve – Freedom from being labeled as marginalized members of the society, freedom from poverty, freedom from manipulations of other people,” she said.

Atty. Pabelic said that it pains her to see the sufferings of IPs from abuses, but on the power that she has, she can only do so much, and she told her audience that they need their help

by changing their perceptions and attitude towards IPs and through being an agent of freedom and being with them in their fight.

“I still hope that we can still see a day that we can finally say that we are free,” she said.

Acting governor and incumbent Vice Governor Jose Marie G. Pelaez, for his part, said that this celebration gave them, elected officials, time to reflect on what they can do to build this nation.

He elaborated during his speech the celebration’s theme, “Pagkakaisa, Pagaambagan, Pagsulong,” relating it to the duties and responsibilities that newly elected officials should serve as they will be assuming their post on June 30.

“We call on each and every elected local officials of this province and its municipalities and communities to unite, to contribute and move Misamis Oriental forward,” he said, adding that the province needs collective action to forge ahead.

PDIC hosts int’l confab on public awareness for deposit insurers

The Philippine Deposit Insurance Corporation (PDIC) is hosting the International Conference on “Raising Public Awareness on Deposit Insurance” to coincide with the 14th Annual Meeting of the International Association of Deposit Insurers (IADI) Asia-Pacific Regional Committee (APRC) on June 15–17, 2016 at the Iloilo Convention Center in Iloilo City.

The conference aims to harness information, insights, practices and other knowledge resources in the communication field towards effective public awareness programs consistent with the IADI Core Principles. It will provide

a venue to encourage exchange of experience, challenges and lessons learned in developing and implementing effective public awareness programs among deposit insurance agencies.

The conference will likewise serve as a platform for dynamic interaction between invited communication experts and deposit insurance practitioners involved in public awareness programs.

Old-age pensioners are required to apply in person in the nearest GSIS branch for the Php20,000 loan. If they have been reemployed in government service, they may borrow only once.

MAYOR Oscar Moreno on Sunday personally congratulated Allied Care Experts Group founding chair Dr. Amado Enriquez on the groundbreaking of the latest branch of his hospital chain in the city.

Enriquez, who also serves as chair of the board of the newly-created ACE Medical Center Cagayan de Oro, is also set to lead the groundbreaking rite of the ACE Medical Center Zamboanga this Saturday.

In an exclusive interview with this paper, the visionary physician-entrepreneur said his goal is to emancipate medical professionals from the limitations of their practice and transform them into persons who can realize their full potentials.

“Investing in a hospital means you take ownership of it. It will be owned not by traditional businesspeople but it will be owned by us, professionals in the medical practice,” Enriquez said.
