Attack against Army in Davao“justified”, says NPA

AVAO City – The New People’s Army said its attack against Army troops in Calinan, Davao City, morning of Wednesday is “justified” as “it was a fitting punishment against the brutal operations of the Oplan Bayanihan counter-revolutionary forces.”

Ka Paraga Sandoval, spokesperson of the NPA’s 1st Pulang Bagani Battalion, said Army troops “have instigated aerial bombing last March 23 and 26 (in Calinan) and in a separate occasion last April in Paquibato (District).”

“They only clear the way to pursue landgrabbing, set

off discord among Lumads and peasants and promote abject underdevelopment of hinterland villages,” said Ka Parago.

He said the NPAs “raided an oversized platoon of the 69th Infantry Battalion, 84th IB and 71st IB of the 701st brigade of the 10th ID in Sitio Isled, Barangay

Dalagdag, Calinan last May 6 at 9am, killing four enemy troops and wounding eight other soldiers.”

In news reports, First Lieutenant Vergel Lacambra, spokesman of the Army’s 10th Infantry Division, said troops from the 69th Infantry Battalion were on “security patrol” in Barangay Dalagdag, Calinan.

Lacambra said the government troops encountered 50 NPA rebels at around 9:45 a.m. in Sitio Isled.

D. Sumalinog, Jason M. Lagua, and Army militiaman Edgardo Emolong.

In a Sunstar Davao report, killed were Privates First Class Zomel Castillo, Jarwin Serot and Algie Sevillano of the 69th Infantry Battalion.

Lacambra said the fight took 45 minutes but Ka Parago said “(r)ed fighters prevailed over the fascist troops after the two-hour gun fight.”

Ka Parago said they were able to seize an M203 grenade launcher, an automatic rifle, M16 rifle, 400 pieces of M60 ammunition, 200 pieces of K3 ammunition, eight army packs, five pairs of army boots,

“It was part of the 1st PBC’s campaign against the 15 columns of AFP units operating in Calinan, Buhangin and Paquibato districts, Davao City,” said Parago.

In his Sunday television program, Davao City Mayor Rodrigo Duterte said “it is war, maybe ambush.”

“I am always against operations in Mindanao today. If I can help it I’d rather they (Army) stay there and the other side (NPAs) do not engage so casualties can be minimized,” he said.

Duterte believes that “after all, this war is already 43 years. How many more years do we need? It has to stop because it is not good to kill each other.” (davaotoday.com)

Trickle-down federalism won’t work

CAGAYAN de Oro City -The essence of federalism is local autonomy or selfgovernment. In other words, it starts with the people; not with those who initiate it or invest in its establishment so they can cash in on it.

It should start with real people, citizens who constitute the dynamo of government in the community.

By that is meant the taxpayers and thoughtful citizens who make it possible to have a free, democratic, and progressive society.

Citizens committed to freedom, equality of opportunity, and democracy know more or less how to govern and how to participate in the governing process. It is they who really and truly want good governance; so they must be the starting point. ***** Unless federalism is anchored upon such type of citizens in the community, its chances of serving the interests of society is bound to be impaired.

In fact, the barangay’s role is central to the establishment of the federal system, being the historic foundation of our society and the basic unit of our Republic.

The spirit and processes of autonomy must dwell and be exemplified at this foundational level of our nation, making of every Fili-

Regardless of the locus of the crime or the people involved in it, drug trafficking crimes should be condemned by every citizen of this world.

It is for this reason that I was and is still hesitant in joining the bandwagon in praising to high heavens Mary Jane Veloso, the Filipina single mother from Nueva Ecija now on death row in Indonesia for drug trafficking, while the whole nation fought to have her death sentence stayed leading, hopefully, to her eventual exoneration.

I have consistently adopted the attitude of being discerning in cases even of compatriots hauled to jail in foreign lands due to drug trafficking. The drug menace, I believe, is a social problem that should be addressed with firm resolve to hang those involved in it no matter how significant or insignificant their role in any drug trafficking case may be.

Think of the many lives that a sachet of heroin or shabu can be destroyed if they find their way in the streets and finally in the hands of drug addicts or those still to be victimized by heartless drug pushers.

Remember also that illegal drugs such as shabu or heroin leave a permanent damage in the user’s brain.

Truth is, there is no more total recovery from this brain damage for drug dependents.

This permanent damage that drug dependence cause

every drug user is reason enough why we should band together to condemn drug trafficking.

Let us not discuss the defense of Veloso to exonerate herself. That is for the courts or the proper authorities in Indonesia to revisit. Let us just stick to the facts.

While travelling to Indonesia she was arrested at the airport in Jakarta because two kilos of heroin was found hidden between the outer cover and inner lining of her luggage. She was charged in court and eventually sentenced to die by firing squad.

Her death sentence by firing squad would have been carried out two or three weeks ago. But upon the representation of President Aquino before the Indonesian President, Veloso’s execution was stayed. Do not forget that the staying is temporary not permanent.

The Indonesian President simply accommodated the

criminating in his election choices. ***** It is when such awareness is generalized in the community that a federal system of government becomes truly desirable. For then it would be founded on the power of the people below, not dictated by the desire of an official or group above.

In other words, federalism evolved the “pinatubo” way (grown from below) is preferable to the “pinatulo” or trickled-down way.

And it is best to introduce it when there is effective citizen participation in government at the grassroots.

Thus, proponents of federalism should start by promoting the idea to people, so they’ll understand its dynamics and their role in it.

I don’t know if my memory serves me right but I understand the recruiter of Veloso who subsequently surrendered to the authorities were quoted by newspaper reports as having claimed to have connections with international drug trafficking syndicates?

DAR-Caraga trains farmers on marketing customer handling B

UTUAN City – Aside from providing farmers assistance in improving their production, the Department of Agrarian Reform in Caraga has conducted a three-day training on marketing strategy and good customer handling and services here.

According to DAR-13 Regional Public Information Officer Joie Ceballos, the May 5-7, 2015 training was held in partnership with the Department of Trade and Industry aimed at improving the skills of the farmers in handling customers and better their marketing strategy.

and processed meat.

The affair is under the Village Level Processing Center Enhancement Project (VLPCEP) and UpValuing of ARB Products’ Project of the Department of Agrarian Reform.

Peace advocates appeal to Senate to heed people’s desire for peace in Mindanao J OLO, Sulu - Key leaders in this island province have asked lawmakers, particularly Senator Ferdinand Marcos Jr. whose Senate committee is set to conduct a public hearing on the Bangsamoro Basic Law (BBL) on Wednesday, to heed the Mindanaoans’ call for peace in the South.

“The Senate should read the sign of the times. People want peace in Mindanao, as shown by a recent survey that more Filipinos want peaceful negotiations with the Moro Islamic Liberation Front,” said Octavio Dinampo, executive director

of the Tulung Lupah Sug Inc., in reference to a recent Social Weather Station’s survey which showed 45 percent of Filipinos prefer peaceful negotiations with the MILF. Alih Aiyub, secretary general of the National Ulama Conference, pleaded with lawmakers to stop using or exploiting the current public debate and discourse on the BBL for their personal political agenda.

“Please set aside politicking because peace agreements like the BBL mean our life and death and an end to violence and poverty in Mindanao. Please stop

playing with our lives, please be part of history, Senator Marcos, so we can make our country great again,” he said.

Senator Marcos, chair of the Senate Committee on Local Government, is expected to arrive here on Wednesday to resume his committee hearings on the BBL which was delayed due to the Mamasapano incident.

The BBL aims at legalizing the creation of the new Bangsamoro region to replace the existing Autonomous Region in Muslim Mindanao (ARMM).

The BBL is an offshoot of the Comprehensive Agreement on

the Bangsamoro that was signed between the Philippine government and the MILF after more than 17 years of peace negotiations on March 27, 2014.

For Abubakar B. Mohammad, president of Moro Reform Movement, there is a need to come up with law that will bring genuine autonomy to Bangsamoro.

“Nothing should disturb or divert the attention of Senators and Representatives from the fact that what matters most to the Bangsamoro peace negotiators is no other than whether or not the Bangsamoro people

shall be given a just share of the wealth and powers accruing from the Bangsamoro,” he said.

“For only thus can we hope to achieve justice, peace and development or solidarity of the Filipino people in the southern Philippines,” he continued.

“We are not hopeless. I believe that President Benigno S. Aquino III is sincere in his advocacy to give justice, peace and development to all the Filipinos including, of course, the Moros or Bangsamoro who are still part and parcel citizens of the Republic of the Philippines,” he added. (PNA)

CAGAYAN de Oro City -- More tourists are seen to flock Bukidnon’s largest flower sanctuary, with the completion of ithe P150 million access road built by the Department of Public Works and Highways (DPWH), under the Tourism Infrastructure Program.

Located at Sitio Kalanganan, Barangay San Vicente, Baungon, the Rafflesia Yard was declared by the Department of Environment and Natural Resources (DENR) as a critical habitat of the largest flower in the Philippines – the “rafflesia schadenbergiana’ also known as “bo-o” or “kolon busaw” to the Bogobo and

Higaonon tribes of Bukidnon. It is also the second flower in the world, with diameter that can reach up to 80 centimeters.

“Local and international tourists who want to see one of the largest flowers in the world are invited to visit Bukidnon as we have improved the tourism road to Rafflesia Yard in the municipality of Baungon,” said DPWH-10 Regional Director Evelyn T. Barroso.

Following DPWH tourism road design standard, the 8-kilometer access road leading to Rafflesia Yard is guaranteed to provide quality and safe travel of tourists with its carriageway’s

6.1 meters width and 0.23 meters concrete thickness.

Barroso said the newly concreted road would allow Baungon locals to showcase their place’s biodiversity, simultaneously promoting awareness on the protection of rafflesia, which is also categorized as critically endangered by the DENR. Aside from its support to the tourism industry of Baungon, the improved access road is expected to provide easy transportation of people and goods to commercial and public places in Malaybalay City, consequently improving the lives of the people around the area.(DPWH/PIA10)

Education is considered a truly significant element in the society. It is one foundation that builds a nation. Moreover, among members of the society, education is something that they could call as their property which no one can overtake.

Thus, it is just proper that even the processes involving the delivery, access, organization or similar matters pertaining to education should be in

order to push efficiency and effectiveness.

This is the reason that DepEd encouraged all elementary and high school students nationwide to register early for the next school year.

The implementation aims to achieve universal completion of basic education and make school opening as smooth as possible and as well universally participated in as possible by everyone.

HEN you can drop by at Capricho Art Café between now till the 27th of this month, you’ll notice that the dominant color inside is blue.

That’s because it’s the color where Cagayan de Oro-based artist Edzon dela Cruz is most at home with. He can comfortably work with the blue palette and produce dozens of works which are currently on exhibit at Capricho located right beside Rodelsa Hall within Liceo de Cagayan University campus fronting the street.

Dubbed Exploration and Inspiration, the exhibit contains Edzon’s recent works in mixed media – celebrating our environment and ecologies it spawns.

“I always show my appreciation

of beauty of nature and how it imparts on our daily lives,” Edzon says. “For me, art is an exploration of spirituality and intuition and also of materials and technique.

(Because of that), I paint subjects that deviate from my norm to break the monotony. Of course, I insisted on a predominantly blue color.”

With National Artists Bencab, Imao and Ang Kiukok as his idols, it’s no wonder that Edzon can capture the stunning appearance of his artworks, most especially the textured effects. Edzon insists on the color blue because according to him, it gives a feeling of being cool implying truth, heaven, eternity, faith and ever-lasting happiness.

Edzon has been painting since his elementary days. In his home

city of Cagayan de Oro, his experience was mostly in an advertising agency until he was hired in 1998 in Jeddah. During his big break, he dabbled on huge wall and ceiling mural paintings this time. For all that, Edzon looks up to his father Eduardo as a mentor who inspired him to be an artist.

Indeed, why would you carry a luggage of a stranger or allow to bring a luggage the contents of which you do not know? Can you be pressured by anyone to carry a luggage you don’t want to bring with you unless perhaps you are promised compensation if you will?

So, if you agree to such request, you made yourself privy to the crime of drug trafficking if it turns out that what you are carrying with you is contraband.

I am not saying this must be the situation of Veloso. But the fact that she acceded to carry that luggage, she was in reality staking her neck of whatever consequences may befell her out of her accession.

Please spare me the agony that poverty is a justification or an excuse to commit a grievous error such as carrying a luggage containing illegal drugs.

In this world, we should be courageous enough to accept the consequences of our own act or decisions.

Veloso, sadly, was made to stand up against her conviction by an Indonesian court for drug trafficking, a very serious crime, by painting her to be a victim in her very own case of drug trafficking.

Pardon me but I don’t buy this. If she is not of age thus had no full control of her faculties therefore could not discern the consequences of her act, I might join the bandwagon crying for her to be spared the firing squad.

However, if the Indonesian President finds any merit in giving her a second chance, then count me in in any effort seeking a second chance for her.

Alvarez said that the government troopers overran the rebel camp in Kitanglad during a surprise raid after residents in the farming village of Sil-ipon reported the presence of an armed group in the area.

He said that aside from recovering the bodies of the two rebels in the camp site, the government troopers also recovered several loaded magazines of assault rifles, hundreds of bullets, personal belongings and subversive documents of high intelligence value in the rebel camp.

“Being diagnosed as HIV positive does not mean that a person has already an AIDS disease. HIV is curable, while AIDS is not,” she said.

Dr. Evelyn Magsayo, of the (DOH) who heads the prevention of the sexually transmitted diseases in Northern Mindanao, said the HIV testing center is located at the Northern Mindanao Medical Center, a government-owned public hospital here.

Three months ago, the city health officials reported 133 HIV cases in Cagayan De Oro City with ages 15 to 70 years old.

Alarmed by the continued rise of HIV cases, Magsayo once described the sudden rise of the HIV cases here as “fast and furious.”

As March until May 2015, the number of HIV cases in this trading hub of 900,000 people has gone up to 325 cases with male comprising 90 percent of the patients.

Most patients are “males having sex with males” (MSM) while the remaining 10 per cent spread out through other means such as contaminated needles used by drug dependents and blood transfusion.

Estoque said that the infection of HIV cases here has “gone younger from 15 to 34 years old this time” at a daily rate of 2 to 4 patients who submitted for HIV testing and counseling.

Globe leads industry performance Q1 net income up 43% YoY

Globe Telecom continues to post record numbers during the first three months of 2015, registering an impressive financial performance, highlighted by solid top-line growth, and EBITDA and NIAT at all-time high figures.

In its latest disclosure during the First Quarter Analysts’ Briefing, Globe officials revealed that the company generated P26.2 billion consolidated service revenues, 13% higher than 2014, while EBITDA level was at P11 billion, up 25% year-on -year. Its core net income was at P4.2 billion, a 25% rise compared to last year.

The telco also saw a 13% increase in its number of mobile customers, which now stands at 46.1 million, while broadband subscribers also reflected the same upward trend by breaching the 3 million mark, 41% higher than the same period in 2014.

The company attributed its sustained growth trajectory due to “impressive gains across all business segments, the rapid customer base expansion of both mobile and broad-

band, the continued strong mobile data adoption, as well as increasing smartphone penetration and the introduction of innovative products and services most relevant to Globe customers.”

“Despite an intense competitive environment, we were able to sustain our growth momentum from our banner year in 2014. We have established ourselves as the preferred telco brand in the country as manifested by our solid growth revenue and robust performance in data, mobile and broadband, and we take that as a good sign of our continued dominance in the market,” said Albert de Larrazabal, Chief Financial Officer of Globe Telecom.

According to de Larrazabal, the strong top line of Globe built on the growth of its EBITDA and core net income reflects the company’s true performance for the first quarter of 2015.

EBITDA margin was at 42% from January to March 2015, up 38% against the same period in 2014. It also showed quarter-on-quarter improvement from 36% last

quarter to 42% on the same period. Meanwhile, its core net income was 25% higher against the same period in 2014 which stood at P3.4 billion, driven by the record level of EBITDA, despite an increase in depreciation expenses and higher non-operating charges recognized during the period.

Globe also spent around P4.9 billion in capital expenditures in Q1 2015 to support its growing customer base and complement their demand for data and content. The company also started the deployment of its USD 500 million LTE network to serve both mobile and household data requirements, building a footprint of around 5,000 sites over the next two years on FDD1800 and TDD2600. Likewise, the recent collaboration with Huawei Technologies to fire up its SingleSON or self-organizing network technology to continuously heighten mobile user experience. So far, the telco has a total of 25,820 base stations, with over 15,900 4G facilities to support its customers’ burgeoning digital lifestyle.
