House to clarify definition of gov’t ‘savings’

DAVAO City––A lawmaker on Monday said the House of Representatives will set the definition of “savings” to prevent the executive department from abusing its powers in declaring unused funds for government projects that have been abandoned as savings.

In yesterday’s Kapehan sa Dabaw at SM City, Bayan Muna representative Carlos Isagani Zarate said Malacanang cannot just declare such funds as savings and use them for projects at their discretion without getting Congress’ approval.

Women participation in economy pushed M

ANILA -- The Philippines is set to host the APEC (Asia Pacific Economic Cooperation) Women and Economy 2015 Fora as it eyes more participation of women in the economy.

The fora will be held at the Philippine International Convention Center (PICC) on Sept. 15-18, 2015.

The move aims to hasten collaboration between public and private sectors to promote gender integration, gender equality, and women’s economic empowerment to foster sustainable economic growth and prosperity in the region.

Department of Trade and Industry (DTI) Undersecretary Nora K. Terrado said

the APEC fora will focus on five key areas where women’s participation shall improve, including access to capital, access to markets, capacity and skills building, access to technology and innovation, and leadership.

The fora on women’s participation in APEC economy will involve Policy Partnership on Women and the Economy (PPWE), which aims to provide means to integrate gender considerations into APEC activities;

Public Private Dialogue on Women and the Economy (PPDWE) which will harness participation from multisector key players from the private sector, academe, and civil society for dialogue and exchange of learning and best endeavors to advance the gender integration, gender equality, and women’s economic empowerment agenda in APEC; and High Level Policy Dialogue on Women and the Economy (HLPD) which will be at-

tended by Ministers and Heads of Delegation of the member-economies.

“With the right training, education and policies, APEC economies can further leverage their existing workforces as well as invest in future productivity,” Terrado said.

“Inclusive growth and women’s economic empowerment will be better achieved if sectors of government converge their efforts towards creating an enabling environment for all women

especially those from the margins to access training, capital, markets, and technology. Women have their own style of leadership and governance that is more participatory and innovative. They are able to easily bounce back when faced with crisis situations,” Philippine Commission on Women Executive Director Emmeline L. Verzosa, said.

Lawmaker warns diluted BBL won’t resolve Mindanao conflict DAVAO City––A partylist representative on Monday warned against passing a version of the Bangsamoro Basic Law (BBL) that would not adhere to the provisions of the peace agreements signed between the government and the Moro Islamic Liberation Front.

Bayan Muna Rep. Karlos Isagani Zarate said passing the BBL just so President Benigno S. Aquino III could cite a legacy of his administration will not address the root cause of the long-standing Moro unrest.

“What’s the use of passing a law that cannot solve the

problem?” he said.

Zarate said the government peace panel should have considered at the outset that Congress may object to the provisions of the agreements they deem unconstitutional and that it would be better if they included some lawmakers in drafting the BBL. He said the substitute bills filed in the Senate and even in the House of Representatives have excluded several provisions in the original draft, which is a result of the 17-year negotiation between the government and MILF peace panels.

The MILF cannot ac-

cept a version of the BBL with provisions that are only 50-percent compliant to the Comprehensive Agreement on the Bangsamoro (CAB) and the Framework Agreement on the Bangsamoro (FAB), he said.

He said it is doubtful the BBL could be passed before Aquino leaves office, as most lawmakers will be “busy” after filing the certificate of candidacies in October.

Zarate said it will be difficult to muster a quorum as the election period draws near. He cited that no sessions were held in the past days due to lack of quorum.

1BAP partylist Rep. Sylestre Bello III recently said the lawmakers skipped the sessions to avoid discussions on the Freedom of Information bill, Anti-Dynasty bill and the BBL. Since July 17 when Congress resumed its sessions, only two lawmakers were able to interpellate the BBL in the plenary with 28 items still up for deliberation.

“If and when the interpellation of the BBL resumes, more congressmen will attempt to dilute it further, for example, the provisions on the control of resources,” Zarate said.

He said the substitute bill filed by Senator Ferdinand Marcos Jr. has failed to live up to the provisions of the CAB and FAB. He said Marcos’ bill rejected the “request of the MILF to reconsider the provisions that have been omitted” from the original draft. He called Marcos’ version of the BBL less than the existing Republic Act 9504, which amended RA 6734, the law creating the Autonomous Region in Muslim Mindanao.

Zarate said the Makabayan bloc in Congress is not amenable to Marcos’ substitute bill as it will not

provide a long-term solution to the conflict. He warned that passing a version of the BBL that would fail to address the problem will only result in more problems.

He cited, for instance, the Final Peace Agreement entered into by the government and the Moro National Liberation Front in 1996.

He said the next administration should also honor the CAB and the FAB or risk losing credibility in the international community.

“An agreement must always be respected,” he said.

Slaughtering four flying lemurs “Kagwang” in a threatened habitat is simply unforgivable. The “Toog” tree in our farm is the lone surviving tree after all the surrounding trees that included the centuryold “Dao” (Dracontomelon Dao) fell by the men of a fledgling lumber company 30 years ago. Now, I am determined to protect the Toog tree, although it cast shade on plants underneath.

Anyway, the presence of the flying lemurs in our farm showed of a still rich bio-diversity in the area. The “Kagwang” is a nocturnal herbivore or folivore mammal that thrives on eating mainly young leaves, soft fruits, flowers, and plant shoots.

These animals obtain body water requirements by licking wet leaves and from the water in the plants and fruits. The “Kagwangs” rarely eat in the forest floor because they obtain nutritional requirements by gliding and jumping between trees high in the canopy. To think that these mammals reproduce slowly, the slaughtering of four matured “Kagwangs” was a great loss, indeed.

of the mammals once I would retire into the deep of the woods one day. In fact, I am already preparing all the survival equipment to live in the forest alone and away from the buzzes of technology and digital entertainment. The invasion of environmental disrespect has snapped my dream in a flick of a finger.

Of course, I keep on wondering why the Filipinos, in general, are cognizant of the environment, and, yet, too oblivious to the effects of what they are doing. While the Filipinos are among the highly literate people in Southeast Asia – the Philippines is the only English speaking country in Asia – the accolade is inconsistent with the values of a highly educated person. The flaw

is somewhere.

Thus, I found out that the country’s educational system has hundreds of inconsistencies. While the system supposedly teaches the right attitude and values, what turns out is the inadequacy of the teaching on a most important subject: The protection of the environment.

I asked my kid - now in the tertiary – on how far they have learned about the environment and the protection of the same, the reply was negative. In other words, we are producing half-a-million graduates every year who have no knowledge of the workings of the environment’s biodiversity, and, yet, mumble on environmental protection! This is horrible!

No wonder, our legislators approved ordinances and passed resolutions about environmental protection that only turn in deaf ears.

We only seethe in anger watching the scourge of the earth throwing garbage into the rivers under the noses of apathetic citizenry.

On one occasion, I saw, at a distance, a tormented soul on the edge of the Ysalina Bridge public pouring out garbage into the river below. I was ashamed as

motorists simply passed by without lifting a finger. I was ashamed because the moron did it in front of City Hall, yet, the publicity hungry environmentalists at the City Hall did nothing to investigate.

The following day, I heard and read in the newspapers that the city’s environment officials are threatening to sue the City Council for failure to approve their desired budget. That is out of context.

Perhaps, it is time for our educators, specifically the Department of Education (DepEd) to incorporate in the K-12 curriculum in the elementary and secondary level requisite subjects about the environment and the protection of bio-diversity.

These subjects should be made simple, understandable, (if possible, in the vernacular) for pupils to get into the bone of the subject.

Our next generations should learn by heart and in spirit the importance of protecting the environment and conservation of endangered species of the flora and fauna. Many modern countries, the developed ones, are doing their businesses more efficient due to these aspects—infrastructures. It can be proved by looking at a glance at any country with bad infrastructures.

They are not so efficient because they have to spend more time for transportation. Implicitly, this inefficiency takes more energy and finally waste money.

All of these bad effects affect the country to be more burdened in spending their state budget.

The most critical theme in political campaign is also related to healthcare. Even in the US, this topic has become a trade mark, beside a global climate change.

Human beings are prone to an unexpected risk. The risk that cannot be predicted is spending money for caring their health. So, healthcare is, in general, also one of the unavoidable factors in

life that the people cannot be separated. Even, all the families throughout any country may have the same feeling when they are ill or being hospitalized. They have to spend money and this is unpredictable.

Unfortunately, the unemployment tends to be less highlighted compared to the three topics above. Yet, unemployment is actually the source of any social disorder.

Crimes, sabotages, riots, and the like, are rooted to the condition of being jobless.

The higher the country with unemployment is, the more problematic the situation and condition is. It seems that unemployment has not been discussed a lot.

It might be due to several reasons.

It might be really difficult because it deals with economic factors. In fact, economic problem is not only related to regional or national condition, but it is also related to globally economic condition. The cabinets established by any country are, in fact, not only regionally and nationally but also globally sensitive. To get such an atmosphere is not easy for the leader or president in any country. This must be due to political reasons. All people have known that the political effect on the decision for choosing the cabinet members is very strongly evident.

So, it is apparent that the leader feels difficult to make the best economic decision.

Economic and political considerations have different outputs. The former leads to prosperity while the latter the power arrogance.

DAR turns over land titles to 108 Surigao del Sur farmers

TAGBINA, Surigao del Sur -- The Department of Agrarian Reform (DAR) handed to 108 farmers in Barangay Quezon here titles to agricultural lands covering 214 hectares last August 19, 2015.

Overwhelmed by joy during the turnover ceremony, Margarita Candoy, 67, upon receipt of her parcel along with eight other members of her family, proudly said, “I have been a farmer all my life. Now I have a land I will call my own. That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated almost twelve years (12) years already, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalized their separation.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on April 8, 2001 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on September 18, 2015 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. COMMUNITY-SCHOOL LINK: Key to School’s Significant Development

The school and community are the mainsprings of effective and powerful forces that can create a wholesome climate for mutual gains and betterment.

Fortunate enough that despite of being a small school having only a population of 425 pupils and twelve active young teaching workforce, Zubiri Village Elementary School has actively forged a partnership with the community where both share the same responsibilities to the best interest of the pupils. In fact, the construction of school concrete perimeter fence was materialized through the concerted efforts of the school, concerned individuals and parents. Another useful project established with the communityschool link advantage was the donation of seven big garbage bins which were solicited from Del Monte Company that truly became an aid in realizing the school’s goal for clean and green program.

Aside from that, the school has presently leveraged fund from the KisMuco, a private cooperative operating in Barangay San Jose has provided the school with armchairs and tables. At present, they also committed to provide additional funds for the construction of two makeshift classrooms since the school is in dire need of additional classrooms because of its increased enrollment. This additional fund is a realigned budget intended for the purchase of one LCD projector for the school’s use. However, since the school had been chosen to be one of the DepEd 19th batch E-classroom recipients, it has already acquired the said facility and further requested the said community partner to realign the budget instead for the construction of two makeshift classrooms.

Moreover, the LGU of Barangay San Jose also provided a helping hand and promised to provide lumber so

Although the school had created linkages with the community partners but it also tried its best to at least counterpart an additional fund for the makeshift classrooms. They did not solely depend on the partners but were able to raise additional fund through its fund-raising activity of Bb. at Ginoong Buwan ng Wika which fortunately accumulated Php 20, 000. 00.

The partnership built by the school with its community partners has borne productive fruits not only materially but also helped a lot in the holistic development of each of the pupil in Zubiri Village Elementary School. This is a positive and most significant impact to the education of each learner.

In return of the benefits provided by the community partners, the school through its active and quality work- minded teaching force committed to do its best in enlarging their capacity to provide quality and satisfying service in educating the young minds of its constituents. Aside from that, the school is already committed to extend unfailing support and participation to every activity of the barangay and also in the municipality of Quezon every fiesta, Christmas celebration, community clean-up and the like.

What is environment? Who created it and what for? What is its interrelatedness to us? These are just some of the many questions that my pupils often asked. Yes! It is not created by sudden magic nor even exists without beginning.

There is always an Almighty Father who created them all including us.

If we just try to lift a finger to turn the first few pages of the Book of Genesis in the Holy Scriptures, we will know that in the beginning God created the heavens and the earth and all the things on earth are created perfectly according to His good pleasure and desire.

In fact, it was once described as a beautiful paradise.

But as we look closely to what happened nowadays, our environment is in peril. Indeed men fell into sin, knowledge became extensive and applied modern technologies came through. Along with these convenient changes as we may say, human behavior degraded and morale has been compromised. It is but a common knowledge; the people who successfully defended their land against foreign wanton destruction were also the ones who started to maltreat the environment

to give way to their greedy intentions. Isn’t it ironic? As a result, the environment which once was the source and means of our living is now helpless and has now become our alley to death.

Pollution brought about by mankind is now very rampant. It has damaged the condition of the air we breathe in and polluted the crystal clear water we drink to quench our thirst. Not only that, urbanization is getting expansive and has almost devoured our forests and vegetation. Look at the forests now? They were already barren!

They used to be lush and verdant before. Somehow, the paradise we call has now been damaged with ignorance and self-indulgence.

Inch by inch it is vanishing and disappearing towards never. What a sad situation to reminisce!

But today in present time, we have witnessed and experienced the nature’s revenge. The entire world including our nation suffers the consequences of evil man’s doings. Flash floods, landslides, agricultural destructions, hundreds and thousands of people died, lost homes and loved ones are just some of those gruesome effects

these days. Are these not a timely speaking to stand and fight for the environment?

As a teacher, we must do something; let us begin educating our pupils. Let us not belittle their small echoes and strength. There is no doubt that if only they are aware of the environmental impacts and shall rise to pledge and do their duties to protect, conserve and preserve our environment in their own little ways, the impossible would turned out to possibilities.

Let us together take actions to rehabilitate if not restore our environment which was once a paradise. If we do this it can do a lot in resuscitating and saving our dying environment.

Let us start if we have not started. Let’s patiently continue if we have begun educating our children. Let us all be aware and realize the importance of planting trees, solid waste management and other environmental endeavors to combat this creeping environmental degradation that will affect us somehow anytime if not given immediate attention. In one way or another, let us help fuel our school’s goal for clean and green environment. It is only through then that we will realize that we are not only dwellers but a steward to this environment.

THE El Niño phenomenon, based on the leading climate models, may intensify from moderate to strong until the last quarter of this year, the state weather bureau said.

In its latest advisory, the Philippine Atmospheric, Geophysical and Astronomical Service Administration (Pagasa) said the drought and dry spell will even continue until next year.

The Pagasa defined drought as three consecutive months

of way below normal (>60% reduction from average) or five consecutive months of below normal (21%-60% reduction from average) rainfall condition while it defined dry spell as three consecutive months of below normal (21%-60% reduction from average) rainfall conditions or two consecutive months of way below normal (more than 60% reduction from average) rainfall conditions.

Montejo--without identifying the areas––said that at least 79 provinces will be affected by El Niño this year.

Montejo said that since 1997, the drought and dry spell conditions will be at its worst this year.

Starting September, he said dozen of provinces will begin to experience dry conditions that are below normal.

The dry spell and drought conditions will affect 29 provinces in October–-and by the end of this year, it will affect at least 79 provinces, said Montejo.

On one hand, the Pagasa said

the country experienced weather disturbances in July that include the high pressure area (HPA), inter-tropical convergence zone (ITCZ), Southwest (SW) monsoon, low pressure areas (LPAs) and the passage of three tropical cyclones (TC) over the Philippine Area of Responsibility (PAR).

The weather systems in July, said the government-run weather agency, brought normal rainfall in Western and Central Mindanao, but still gave shortage of rainfall in the provinces of Camiguin and Misamis Oriental.

It said average ranges of tem-

perature were recorded at 23°C to 34°C over the lowlands of Mindanao and 19°C to 29° C over the mountainous area of Mindanao.

Rainfall distribution is expected to be near normal in most parts of the country, while below normal rainfall is predicted over the provinces of Zamboanga Peninsula, Region 12 and the Autonomous Region in Muslim Mindanao (Armm) except for Cotabato and Lanao del Sur respectively while Misamis Oriental will experience above normal rainfall.

The project will be constructed under the Department of Energy (DOE) Solar Power Procurement Program under the Feed-inTariff mechanism.

The solar power plant capacity is expected to be

around 28.6 MW (DC) / 24.75 (AC). The output power will be evacuated through a 69 kV substation and overhead transmission line of eight kilometers to the nearest National Grid Corporation of the Philippines (NGCP) substation.

Hazel Daleon of Agusan del Norte wins Caraga’s Exemplary Child 2015 title Butuan City -- Hazel Daleon, 11 year-old and child-beneficiary of the Pantawid Pamilyang Pilipino Program in Jabonga, Agusan del Norte, claimed the title for the Exemplary Child 2015 during the conducted search on August 21, 2015 held at Almont Hotel’s Inland Resort, Butuan City.

Also awarded best in interview, Daleon bested nine (9) other contenders from the five (5) provinces in the region who presented different talents during the search and answered questions during the interview portion.

Included in the top five (5) competitors are Janna Grace Ambus of Surigao del Sur (1st runner up), Aira Sol Maraunay of Surigao del Sur (2nd runner up), Mike Ferol of Province of Dinagat Islands (3rd runner up), and Meriam Vicente of Agusan del Sur (4th runner up).

Other contestants of the Search are Maricar Moralda, Dona Jeva Estoque, Janna Grace Ambus, and Diane Domas-as.

Special awards were given to Cylas Dela Cruz for best in talent and production number and to Janna Grace Ambus for being the darling of the crowd.

Opened to all Pantawid Pamilya children-beneficiaries whose age is from 10 to 13 by September 2015, the said search is participated by participants who passed the set qualities required which are the following: academic excellence in learning areas in the curriculum, active in co/extra-curricular/community activities, talented, with good moral character and have no indicator of behaviour problems, aware of good nutrition and eats nutritious food, conversant on the conditionalities of the program, able to advocate the thrusts of the Kaya Ko ang Pagbabago campaign, and shows gender sensitivity.

region sent two (2) winners who competed and comprised the ten (10) competing exemplary children at the regional level.

Assistant Regional Director for Operations Mita G. Lim said in her message that the search aims to recognize exemplary Pantawid Pamilya children who serve as excellent examples in their households, schools, and communities and also to encourage them to be active citizens by complying with the conditions of the program.

“We hope that these exemplary children will continue to perform well in their studies so that they will be good examples to their classmates, families, and communities, most especially to those who are their fellow children-beneficiaries of Pantawid Pamilya,” added Lim. Pantawid Pamilyang Pilipino Program, as a human development program of the Philippine government, invests in health and education

of Filipino children belonging to poor households. On its sixth year of implementation, the program expanded its coverage to children up to 18 years of age in order to further pursue the rights of the children and enable the program to contribute to ending the intergenerational cycle of poverty.

DAR turns over P54.4M farm equipment in NorMin CAGAYAN de Oro City -- The Department of Agrarian Reform (DAR) recently turned over P54.4million worth of common service facilities (CSFs) in Northern Mindanao region to boost the agricultural productivity of the farmer-beneficiaries.

DAR Undersecretary for Finance and Administration Felix Perry Villanueva said the CSFs, implemented under the Agrarian Reform Communities Connectivity and Economic Support Services (ARCCESS) Program,

included 37 floating tillers, 27 rice threshers, 18 corn shellers, two 120-horsepower heavy tractors, which are suitable for sugarcane farming, and 14 units of 90-horsepower tractors, good for corn growers.

ARCCESS is an alternative rural development approach wherein support services provided by the DAR are delivered directly to selected agrarian reform beneficiaries organizations (ARBOs).

Villanueva said during the procurement, the DAR decided

to procure more high-end equipment that last longer rather than buy cheaper equipment that are prone to breaking down.

“The DAR prefers quality over quantity and we were able to turnover farm equipment to ARBOs nationwide that are built to last longer,” Villanueva said.

Regional Director Faisar Mambuay said the CSFs were provided to maximize the productivity of the farmer-beneficiaries and improve their economic conditions. (DAR/PIA10)

As response to the call of the Department of Education (DepEd) to amass widespread support from the different stakeholders of the society, the Division of Cagayan de Oro City organized 20 teams composing of the different school heads and education program supervisors within the division, for an advocacy campaign regarding the full implementation of the K to 12.

The three topics as embeded in the political theme in political campaign are still dominant. These are eduation, infrastuctures, and healthcare. But, the people throughout the country must be aware of other impiortant topic. This topic is related to unempoyment and economic condition. It is not trivial but crucial.

In making the best solution, priority in decision making should be beneficially done and directed to the people as whole rather that political dynasty. In this case, again, there must be the real volunteers in the national system—those who have been in the government system—to be brave for doing somes out of box thinking. Is it possible? Why not?

Sterling and Wilson has also suggested a piling foundation for structures as the land has significant presence of boulders.

The structural design will take into consideration high wind speeds of up to 200 km/hr and cyclones that are common phenomenon in this region.

As the creek divides the plant, the array layout will be prepared as per site contours without affecting the generation as well natural water flow.

The drainage system will be provided for discharge of rainwater into the existing natural stream.

of the City Hospital, admitted that she received an order from the City Mayor to receive the donations from the Phippince Charity Sweepstakes Office (PCSO).

The PCSO informed the local august body that its office donated one unit ambulance and an endowment fund amounting to P 1 million to the city hospital to the city government.

Elipe said that the council committee noted that the J.R. Borja General Hospital (JRBGH) and the PCSO signed an agreement for the ambulance and accessories.

He said that the City Mayor, as the city’s overall custodian, is the only authorized office to sign the Deed of Donation and to accept the donated item on behalf of the city government.

The authority of the Mayor is “exclusive” because of the principle of “accountability.” otherwise, the lowly worker could be responsible for a function that does not belong to him, Elipe said.

In relation to the PCSO donations, the city council could rectify the situation by coming up with an ordinance authorizing the city mayor or ratifying the Deed of Donation and authorizing the city mayor to sign the document, Elipe said.

Elipe said that all the equipment and accessories included during the turnover of the ambulance should also be accounted and duly recorded by the City General Services Office.

“We should not give t he E xe c ut ive D ep ar t ment wider latitude when to declare savings at anytime… that they can just simply call the funds of the abandoned project as savings and divert it to other purposes,” he said.

Even if many are dubious of the 2016 proposed budget, the politicians will find it difficult to siphon off budget to their campaign funds with “s afet y nets” in pl ace, he said.

Zarate challenged the House leadership to see to it that the budget is passed without the inter vention of the Malacanang.

He said the proposed allocation for the Pant aw i d Pam i ly ang Pi l i pino Program (4Ps) or the Conditional Cash Transfer (CCT) next year increased to P70 billion.

The budget for this year is P64.73 billion.

The program started with P5 billion during the Arroyo administration.

The 4Ps had been riddled with controversies ove r a l l e g at i ons s om e politicians took credit for it to earn more votes.

In Davao Region, Department of Social Welfare and D e velopment director Priscilla Razon appealed to politicians to get their hands off the 4Ps or in any programs of the agency.
