THE National Grid Corporation of the Philippines has (NGCP) finally identified the cause of the Mindanaowide Easter Sunday dawn power outage. In a media advisory sent to the Cagayan de Oro En-

AVAO CITY—A member of the Citizens Armed Forces Geographical Unit (CAFGU) shot dead a couple at noon Saturday in Sitio Patel, Gupitan, Kapalong, Davao del Norte in what police described as a “heated argument turned deadly.”

Chief Inspector Carl Omar Fiel, chief of Kapalong p olice station, identified the suspect as Pangong Masaluon, a Cafgu member attached to the Army’s 72nd Infantry Battalion. Fiel said that Masaluon killed the victims, Reynaldo Martir and his wife, Teresita, using a M14 rifle because of intense verbal tussle. “The suspect is presently detained at the KapalongPNP. Our the investigation is on-going. We are mulling to charge him of murder if evidence warrants the filing of charge,” Fiel said. Initial report says that on April 4, around 12 o’clock in the afternoon, the Martir couple were lining up in the corn mill to have their products milled when Masaluon confronted them

and had a heated argument which triggered Masaluon to shot the couple. “It was because somebody wanted to insert oneself in the queue. It would not have been a problem if everybody follows the firstcome, first-served policy,” Mary Jane Revita, eldest daughter of the Martir couple told Davao Today in a phone interview. Revita, claimed, however, that Pangong Masaluon, was a member of Alamara—a paramilitary group known to patrol the hinterlands using their machetes and high powered firearms from the military. “He was a member of Alamara. Eventhough the authorities won’t recognize it but we know the truth. They could not hide the truth from us,” said Revita. According to Revita, her

DAVAO CITY-There were about 19 fire incidents recorded in the first week of April. This according to data provided by the Bureau of Fire Protection Region XI. Senior Fire Inspector Nestor Jimenez, BFP-XI operations division chief said that 18 of the fires occured in Davao City while one fire incident was recorded in Davao del Norte.

Jimenez added that of the 19 fires reported from April 1 to 6, 14 were grass fires, three were car fires and two were residential fires. One of the notable fire incident was April 1 fire which razed 42 residences and business structures in Barangay 23-C. According to BFP-XI the fire was caused by an unattended electric fan. Fire victims receive cash aid from city government DAVAO CITY -- Mayor Rodrigo Duterte on Monday afternoon gave close to one million pesos as cash aid to 195 families including renters displaced by fire that razed 44 houses at Purok 2, Barangay 23-C Davao City on the night of April 1. The city government through the City Social Services and Development Office (CSSDO) allocated a total of P947,000 for cash assistance to the fire victims. In his message, Duterte asked the fire victims to give the government until Friday to make a plan for the area before they can rebuild their houses. He said he wants access roads in the area to allow government respond immediately in cases of emergency such as a fire incident. Duterte earlier asked non-residents not to enter the burnt area and complicate situation with the city government. The CSSDO listed 39 to-

tally damaged houses and five (5) partially destroyed by fire. The fire, which reportedly started from the house of a certain Minda Froilan, was caused by short electrical circuit from an unattended electric fan. The list of the Bureau of Fire Protection (BFP) showed there were 51 renters, 71 boarders, 17 sharers and 41 house owners. Among the affected establishment in the area was the popular “Luz Kinilaw” restaurant. The damage was estimated at P1.5 million. BFP Fire Inspector Nestor Jimenez said the fire incident at Barangay 23- C was the first fire incident recorded for the month. The region just concluded the monthlong Fire Prevention Month (March). According to Jimenez, there were 117 fire incidents recorded for the month of March, mostly grass fires. (PNA)

Overhaul law on power industry

Recently, the Consumer network People Opposed to unWarranted Electricity Rates (POWER) has called on Congress to overhaul the Electric Power Industry Reform Act (EPIRA), saying the law has failed in providing cheap, adequate and stable electricity to the public. It is most laudable for C ongress to “radically amend or totally repeal EPIRA in favor of a law that would strengthen regulation over the power industry and gives back to government the authority and capacity to build and run power plants and related facilities. EPIRA’s failure was glaringly seen in the unprec-

edented and artificial increase of the power rates of December 2013 which “was foreseen but not prevented by an inutile Department of Energy (DOE), taken advantage of by colluding industry players, and then given an imprimatur by an inept and beholden Energy Regulatory Commission (ERC). POWER said among EPIRA’s many flaws are: Sections 6 and 29 declaring power generation and supply as non public utilities and therefore not subject to regulation; Section 30 creating the Wholesale Electricity Spot Market (WESM); Sections 32 and 33 allowing the National Power Corporation (NPC)

Editorial and distribution utilities to pass on stranded costs and stranded debts to consumers; Section 45 allowing for cross ownerships between power generators and distributors; Chapter V privatizing the National Power Corp.; Section 21 privatizing the national grid; and Section 71 limiting the government’s power to directly intervene in the power industry. We agree that the end result of all these are high power rates, constant supply shortages, and helplessness on the part of our government to solve the energy crisis..

Congress made EPIRA, thus it can also unmake EPIRA. We agree with POWER that new law was needed to establish a responsive, sustainable and state-led power industry. That among the steps that would have to be taken are: To categorize power generation and supply as public utilities; re-establish Napocor’s role as power generator; regain control of the national grid; reinvigorate the electric cooperatives; strengthen ERC’s regulatory capacity; abolish the WESM; further develop indigenous, clean and renewable energy sources. As long as EPIRA will not be repealed, the crises on energy will not be solved.

That’s why I also learned: a journalist should always remember self-disciple, responsibility, care, inquisitiveness, and respect. Of course, empathy and power of judgement together with self-assurance, common sense and human dignity belong also to it, no matter if the topic is politics, economy, commerce, culture, sports or special topics such as police reports or war correspondence. What seemed to be the only alternative to attain a political change and governance that the NP could possibly carry out with effectiveness have become a whisper in the moon. Undoubtedly, the Filipino people need a political party that would otherwise cultivate a new political value. There were various attempts in the past, like the formation of the Pwersa ng Masang Pilipino (PMP), an ambitious political party that would cater largely to

the needs of the impoverished Filipinos. However, the political elite smells the filth of those living in squalid communities that the only recourse then was to send the PMP’s figure head to prison. As a result, the elite political party of the Lakas-Kampi sent President Erap Estrada to prison on trumped-up charges. Regencia has directed to file a bond of one hundred thousand pesos, consequently restraining, prohibiting, and enjoining the respondents -- the Office of the President, represented by Executive Secretary Paquito Ochoa Jr., Iligan Vice Mayor Ruderic Marzo, and the Sangguniang Panglungsod of Iligan City and their representatives -- from implementing the decision of the Office of the President. Zambo Veterinarian’s office continues pet vaccination ZAMB OANGA CIT Y -- The Office of the City Veterinarian (OCVet) has vaccinated a total of 1,207 pets for the duration of the observance of R abies Awareness Month in March in this city. Dr. Mario Arriola, OCVet head, said massive vaccination aimed to reduce if not eradicate rabies infection will cont inue t his mont h until June covering this city’s 98 barangays. Aside from pet vaccination, Arriola said they also spayed and neutered animals during the observance of Rabies Awareness month, intended to drum up public consciousness on the need to vaccinate pets and animals to prevent and control rabies infections and various forms of animal diseases.

SPES first batch orientation set today

AMBOANGA CITY -- The first batch of beneficiaries for this year’s Summer Program for the Employment of Students (SPES) will commence working stint with the local government April 10 –May 8 with orientation set at 1pm, April 8 (Wednesday) at the City Coliseum. A total of 1,400 college students comprise the first batch and the entire 2,670 beneficiaries for this year. The second batch consists of

1,270 high school students. Lourdes Francisco of the City Social Services and Development Office said the beneficiaries will be assigned to conduct survey and community service in the barangays or will be tasked to assist in clerical jobs in various city government offices. Each beneficiary will be paid P280 per day or a total of P5,600 for the 20day work period. The SPES program is a joint undertaking of the

City Government and the Department of Labor and Employment (DOLE) on a 60-40 percent sharing agreement. The city has allocated over P9 million for the program. Working period for the SPES second batch will be from May 5-31. Mayor Beng Climaco will spearhead the orientation of the students on Wednesday together with representatives from the Department of Labor and Employment (DOLE), City

Human Resource and Management Office, CSWDO and other concerned agencies. The SPES is now on its 20th year of implementation in the city and is mandated under RA 9547 which intends to help poor but deser ving students pursue their education by providing income or augment their income through encouraging their employment during summer and/ or Christmas vacations. DTI reminds parents to take precaution when buying toys for children

SURIGAO CITY, Surigao del Norte - The Department of Trade and Industry (DTI) reminds parents to be careful in buying toys for kids as these might be laced with toxic materials. The reminder was issued in the light of the Food and Drug Administration (FDA) Advisory No. 2014-007 last year on the subject: Public Caution Against Reports on Levels of Lead (Pb) in Toys Using Handheld XRF Instrument. The FDA was concerned over the “field laboratory reports” generated by handheld or portable X-ray fluorescence (XRF) instrument and released to public by some well-meant organizations. As explained in the advisory, lead in plastic toys is not absorbed through the skin, but paints containing lead which are rubbed from toys can be a source of lead (Pb) dust that can be inhaled or ingested which is harmful to humans. The FDA urged the

public to exercise their power of discernment before accepting laboratory data or information generated by non-accredited laboratories or unauthorized laboratory analysts. The health agency emphasized parental responsibility in the appropriate selection of toys. For toys with electromechanical functions and loose parts, observing strictly the labels and instructions such as the age limit of children who can use a particular product is important. Parents must be extra careful in making vital toy purchasing for the safety of their children. Police Regional Office 13 to hire 947 police rookies B UTUAN CITY -- The Police Regional Office 13 (Caraga) will hire 947 qualified applicants for police rookie positions this year.

”This is in line with the PNP program to look for new sets of police officers in the entire country for this year 2015,” said PSupt. Martin M. Gamba, the chief regional police spokesperson in an interview on Monday. Gamba said any physically fit male or female and graduate of any four year college course, who wishes to join the profession of public service will be eligible applicants. He added that the regional police office is accepting applicants everyday. The applicants will possibly be divided into three batches, with the first batch possibly in July, another batch in October and a third batch possibly in December of this year, Gamba said. Two of Mindanao’s leading advocates for reliable and cheap electricity have joined hands to bring more transparency to some apparently contradicting energy policies of government and proffer possible solutions acceptable to all stakeholders. The Integrated Institute of Electrical EngineersCagayan de Oro Chapter (IIEE-CdO) and the Mindanao Coalition of Power Consumers (MCPC) will bring the third edition of the Mindanao Power Forum as a side event of the 19th IIEE Northern Mindanao Regional Conference (NMRC) scheduled for April 9-11, 2015 at the Limketkai Luxe Hotel in Cagayan de Oro City. Dubb ed “Mindanao Power Forum Update III” the forum, co-sponsored by the Alsons Power Group and STEAG State Power, Inc. will focus on the theme “Privatizing Agus-Pulangi: Balancing the Interests of Stakeholders in the Mindanao Grid” and will be held Friday, 10 April 2015 from 1:00-5:00PM at the Limketkai Luxe Hotel Function Room. “We have sought this partnership with the IIEE to enable the ordinary consumer, private distribution utilities, rural electric cooperatives and other stakeholders in the Mindanao power industry to come together in an annual forum to discuss issues affecting the island’s power grid and map out possible solutions in an objective platform of unity and cooperation, rather than confrontation and distrust,” said Engr. Kickstart earmarks up to US$50M (P2.2B) Cebu Pacific bags CAAP approval for extended fresh funds for high-growth startups range operations Globe Telecom has earmarked up to US$50 million (P2.2 billion) in a new venture capital (VC) fund which its wholly-owned subsidiary Kickstart Ventures, Inc. will use to help drive the rapid growth of high-potential startups. This growth fund or “Fund 2” targets startups in expansion mode anywhere in the world with clear regional and global prospects. “In the Philippines, I have yet to see a startup break through in a big way, not because of lack of talent but because the whole sector is devoid of support. Large tech incumbents operate well here, but startups struggle,” said Ernest L. Cu, Globe President and CEO, explaining the Fund’s rationale. The Philippines’ leading airline, Cebu Pacific (PSE:CEB), received certification for Extended Diversion Time Operations (EDTO) of up to 120 minutes. EDTO refers to a set of rules introduced by the International Civil Aviation Organization (ICAO) for airlines operating twinengine aircraft on routes beyond 60 minutes flying time from the nearest airport. The time refers to flight times between diversion airfields. To secure the certification, CEB submitted to a comprehensive review of systems by the Civil Aviation Authority of the Philippines (CAAP). Although the UNO did not last long, there is now an attempt to form a new political opposition party: The United Nationalist Alliance (UNA) headed by VP Binay. The UNA is formed in preparation for the 2016 Presidential and local elections where Binay is running for President. The reorganization of the UNO and the formation of the UNA is necessary to weed out partymates whose alliance with the opposition is questionable. There is no question that some incumbent elected officials – in the Senate and in the locality – are “political opportunists.” These political leeches are no more than “political turncoats” who would always jump, albeit with callousness into the wagon of winning political parties. While the character is prevalent in the locality, the same is true at the national level. Thus, perhaps, VP Binay should see to it that the UNA would not be infiltrated by political tyrants who would definitely sell the party’s principle. One should know that the UNA has a formidable support by various opposition political parties at the local level. As far as one could remember, there are more than 20 local opposition groups throughout the country that are now fully supporting UNA. This

is the reason that Binay’s popularity as a presidential candidate has not wavered in contrast to the popularity of other presidesidential bets. We understand that more than half of the incumbent senators are now threatened that their re-election in the 2016 polls is now in now hanging in the balance. These senators are certified turncoats, and political opportunists who won their seats because of the support of the opposition. These agencies will operate like regional offices or as supplementary offices in the Bangsamoro that would help strengthen the system of checks and balances in the region. Because of this, Elipe succeeded in convincing his colleagues to pass a resolution requesting Pimentel to prioritize first in investigating Moreno because the senator’s home city is here. “Since he comes from Cagayan de Oro, then it is only logical that he should investigate his turf first on what the local chief executive here is doing,” Elipe said. Councilor Roger Abaday, who opposed the resolution, feared that Pimentel might walk into a trap if he makes the Cagayan de Oro City government on top of his list. Grid and the National Installed Generating Capacity and Enforcement of the Limits of Concentration of Ownership, Operation or Control of Installed Generating Capacity which took effect on 22 February 2006. Section 3, Article II of the Resolution provides that the ERC shall adjust the IGC per Grid and National Grid, and the MSL on or before 15 March of the succeeding year and/or as often as necessary based on the maximum capacity of the power plants submitted by the Generation Companies (GenCos) and other entities required to submit the said reports. GenCos are required to submit the reportorial requirements on or before 30 January of each year as per Section 1, Article III of the said Resolution. There is a slight increase in both the IGC and its limit by 11 percent compared with the previous year’s capacities and limits. In a press statement posted on its website, the ERC said the increase/ decrease in the IGC of the power plants are due to: (1) increase in the IGCs of some power plants; (2) decrease in the IGCs of certain power plants; and (3) inclusion of IGCs for new, re-commissioned, or additional power plant facilities of Independent Power Producers (IPPs). The ERC said that based on simulations made, it appears that no GenCo has violated any of the limits provided by law. The National Power Corporation (NPC) or the Power Sector Assets and Liabilities Management Corporation (PSALM) are exempted from the MSL during the time that NPC assets are being privatized. Power plants located in the isolated grids that are not connected to the high voltage transmission systems are also exempted from the MSL. “The ERC determines and adjusts the Installed Generating Capacity and the Market Share Limitation yearly to ensure a competitive generation sector in the electric power industry that promotes and protects consumer interests,” ERC Chairperson Zenaida G. Lapasan arts students showcase works S

TUDENTS of Lapasan National High School Special Program for the Arts recently exhibited their mixed media paintings at Limketkai Mall. It was learned that the Special Program for the Arts at Lapasan National High School started in SY 201011 and consists of the following: music vocals, music instrumentals, theater arts, dance, creative writing, visual arts and media arts. The graduating students trained in media arts presented their prowess at the month-long exhibit. A total of 50 students graduated from the SPA curriculum of Lapasan National High School last March. Currently, there are 171 students enrolled in the program, the first and one of only two schools which offered the particular curriculum in Cagayan de Oro. Jorie dela Torre, the school’s acting program director, said enrolling in the special arts program will enhance both the student’s confidence and talents. She also said that most of their graduates are now Education and Engineering scholars. The Special Program for the Arts is a nationwide program of the Department of Education (DepEd) for students with potentials or talents in the arts. One pilot school in every region was selected to pilot and implement this program and is now on its

tenth year of implementation. The selected school offers a comprehensive secondary education program centered in the arts, covering a range of art forms and disciplines. Arts education is an integral component of a balanced educational program in all year levels which also provides the background for post secondary/tertiary level work. Creative writing includes fiction, poetry, playwriting and journalism both in English and Filipino. Dance includes classical and modern ballet, folk dance, improvisation, composition and staging. Music includes theory, composition, solo instrument, ensemble, chorus and solo voices both instrumental and vocal. Theater arts include acting, stage management, technical theater, theory and history of theater, dance theater and directing. Visual arts includes visual perception, sculpture, painting, drawing and sketching. Media arts includes photography, photo editing through computer, music
