CAGAYAN de Oro City-The Department of Social Welfare and Development (DSWD10) has begun preparing for the second nationwide assessment for the last quarter of the year. This will be conducted to identify poor families in order for them to be given assistance of anti-poverty programs and services.

DSWD Assistant Regional Director Purita A. Santa said that the enumerators will be deployed in the months of October to November to conduct surveys in different areas.

PCL Misamis Oriental chapter poll set today

By Gerry Lee Gorit Staff Member CAGAYAN de Oro City - Members of the Misamis Oriental chapter of the Philippine Councilors League are set to elect today, August 22, their officers for the next term.

According to Libertad SB member Meriam E. Calam, the candidates for the presidency are Medina SB member Dandan Chan of the Liberal Party and Lugait SB member Roger Lim of the Padayon Pilipino-Nacionalist Party.

Calam is the interim representative of the PCL to the Misamis Oriental provincial board.

She said some 250 municipal councilors are expected to attend the election to be held at Koresco Hotel in Cagayan de Oro

City.

The president needs a majority vote.

Calam said the councilors will hold a plenary in the morning, followed by the election at 1 p.m.

She added that the committee on election to be manned by the Department of Interior and Local Government is ready for the activity.

Misamis Oriental provincial board member Emmanuel Mugot said he hopes the election process would be clean and orderly.

But for provincial board member Heckert Emano, he said the election would “definitely be clean.”

Emano, however, said that big politicians from each party may be supporting the candidates.

One of the provincial board members was absent

from the PB regular session last Monday allegedly to influence some of the municipal councilors to vote for a certain candidate.

Whoever gets elected as the president of the chapter will be made the ex-officio member of the provincial board.

Earlier last week, the provincial chapter of the mayors league also held its election, with Balingasag Mayor Alexis Quina of the Liberal Party emerging as winner.

The vice mayors league has also held its election, choosing Naawan Vice Mayor Dennis Roa as president.

In Cagayan de Oro, the association of barangay councilors is also set to hold elections today, August 22, at the Xavier Estates Clubhouse.

Currently, DSWD is in the process of hiring 47, 644 field staff comprising of 31, 908 enumerators, 6,383 area supervisors, 1,277 area coordinators, 4,038 encoders and 4,038 verifiers. They will then undergo rigorous training and will be deployed in different provinces and municipalities and cities all over the country.

This second nationwide assessment has a total budget requirement of P1.9 billion which includes the cost of service of field staff, procurement of Information Technology equipment, production of family assessment forms (FAFs) and conduct of validation activities, among

others.

The assessment will be done through the department’s project dubbed as “Listahanan” or the National Household Targeting System for Poverty Reduction (NHTS-PR). It is an information management system that identifies and assesses who and where the poor people are.

This NHTS-PR is also the official list which would be made available to national government agencies. It would be their basis for the future development programs and services that would be implemented by them.

DSWD will cover 15.3 million households estimated

from the 2010 Census of Population results for both rural and pockets of poverty in urban areas. The DSWD regional office-10 is targeting a total number of 793, 989 households and 93 local government units for the second assessment.

The first assessment conducted by the department was done in 2009 where 5.25 million poor households were identified. It is on the 2009 list also where beneficiaries of government programs which include Pantawid Pamilya, National Health Insurance Program (NHIP) and Social Pension Fund were taken.

In the matters of education, it is very important to stress some highlights on why young people should be brought to school.

Education is a key for self-improvement.

It is in school where young people find more things about themselves like talents and skills they have not explored yet. In

school, they will learn to find it and enhance it. In this way, selfworth and improvement will be attained and certainly be continuously enhanced.

Education pushes for vigilance and awareness. As a part of learning, young people are enticed to be aware of his surroundings. In school, he is given the chance to be explained regarding an issue for him to understand what is happening in his society and nation, at large.

Education opens wide opportunities. Every student in school has this paradigm that

when he will graduate from studying, a bright future awaits him.

True enough, higher education graduates obviously happen to be employed than to those who graduate in lower levels. Further, solid positions in establishments and companies are often offered to people who attained higher level of education and learning.

Education is a right of an individual. It is also a key to various opportunities, the reason most people strived hard just to attain learning. Thus, it must be given importance of all sectors.

Dad warns internet shops near schools CAGAYAN de Oro City – A city councilor on Tuesday warned internet operators violating of a City Ordinance allowing students to use internet operating around school perimeters without “consent cards” approved by parents.

“These students certainly cut classes since they are still in uniforms when caught playing games in internet cafes located near their schools,” Barba said.

City Ordinance No. 8099-2002 which amends

Ordinance No. 7820-2001 provides the use of a “consent card” signed by the parent and school principal allowing a student to go out to internet cafes for research purposes, Barba added.

He said that all students caught in internet cafes have no consent cards which was a clear violation of the City Ordinance.

Barba warned internet café owners of sanctions should they be caught again allowing students to use the internet facilities without consent cards duly signed by the principal or parent.

He said that the City Council approved the Ordinance to discourage students from cutting classes in order to engage in online games instead of going into online research with the consent of the parents and school principals.

While Barba warned internet operators of the future violations, the city councillor also commends

some school administrators for implementing the spirit of the City Ordinance and guiding their students on the proper use of the internet.

Across Mindanao Police nab man with bomb-making parts

CAGAYAN de Oro City The Cagayan de Oro City Police Office has filed a case for illegal possession of explosives against a certain Rodel del Puerto of Baungon, Bukidnon, who was arrested Monday evening.

Del Puerto had ordered drinks at a bar but refused to pay, prompting the owner to call the police station at Divisoria.

The responding policemen nabbed Del Puerto before the latter could flee with his backpack.

Police saw a piece of metal protruding from the backpack, which prompted them

to order Del Puerto to open his backpack.

The metal turned out to be a chisel but the backpack also contained suspicious chemical compound which turned out to be ammonium nitrate.

The backpack also contained two non-electric blasting caps and assorted pieces of rock.

Sr. Insp. Henry Cay-as, Divisoria police chief, said the confiscated items were sent to the police crime laboratory where it was determined to be possible ingredients for an improvised explosive device.

Cay-as said Del Puerto was also slapped with an estafa case of the bar owner

who said that the suspect did not pay for the drinks worth P260.

The suspect is now detained at the Maharlika jail of the Cagayan de Oro City Police Office but the offense is bailable.

Del Puerto said the items he carried were for his uncle at a mining area at the border of Cagayan de Oro and Bukidnon.

Police in the city are on high alert for the fiesta activities following the July 26 bombing at Limketkai Center.

People in crowded areas who will be watching fiesta activities are not allowed to wear caps and dark sunglasses and not allowed to carry backpacks.

PMA entrance examination in M’nao CAMP EVANGELISTA, Cagayan de Oro City –- The Philippine Military Academy (PMA) Office of the Cadet Admission will be conducting a PMA Entrance Examination at 4th Infantry (Diamond) Division, Philippine Army Gymnasium, Camp Evangelista, Patag, Cagayan de Oro City on August 25, 2013.

It requires all applicants specific qualifications such as: he or she must be a natural born Filipino Citizen,

physically fit, single and never been married; must be at least 17 years old but not a day older than 22 years on April 1 of the year following the date of examination; a High School graduate with a general grade average of 85% or higher; and, a minimum of 5 feet for both male and female applicants.

The PMA Cadetship Application form will be distributed nationwide and it can be downloaded from

the PMA official website, http://www.pma.ph.

All interested and qualified applicants must complete the information in the application form and subsequently attach two (2) copies of 2x2 ID picture, authenticated or NSO copy of birth certificate, and a certified true copy of High School Form 137.

Think a minute…You’ve probably heard the expression “A leopard can’t change its spots.” This, of course, is true of leopards. But is it true of people? Can people change? Are we humans just creatures of habit? Do we not have any control over our actions and habits?

Nur’s Bangsamoro Republik I was not surprised when I heard MNLF CHAIRMAN NUR MISUARI a few days ago declaring independence for a “Bangsamoro Republik”. I recall writing an article in this corner many months ago entitled ;”DO NOT DISPARAGE MISUARI”. He assembled his thousands of followers in a show of force then in a horse race track in Davao City to make known his opposition to the MILF peace agreement. I had a suspicion at that time that this declaration would take place if his moves would not attract attention and corresponding response from the government. Nur’s consistent and strong statements opposing the framework agreement with the MILF were ominous. He wanted that the whole Philippine government peace process, including the MILF negotiations, factor in or take into account the existing MNLF peace agreement.

It seemed he felt he was ignored. He feared that his nurtured 1996 Peace Agreement would be abrogated and set aside with the onset

The problem is that not every road takes us where we need to go. Actually, our routes through life often become our ruts in life. We end up stuck in them and find it hard to dig ourselves out. That’s why we must change our bad habits as soon as possible before they become our ‘second nature’.

You see, our habits become our character and our character becomes our life. As one wise person said: “First we make our habits, then our habits make us.”

But we humans don’t like to change, do we? So we come up with excuses, like: “I can’t be different; that’s just the way I am.” Or we say: “I was born this way.” And the good ol’ saying: “You can’t teach an old dog new tricks.” But that’s just it: we’re not dogs or animals. Moreover, the angst of Nur against the Malaysians got worse when he was arrested in 2001 after a failed MNLF attack of Jolo. I recall that after escaping from Sulu, he landed in his usual Malaysian hideaway thinking and confident, albeit erroneously, that he was still enjoying sanctuary status.

The Malaysians promptly intercepted him as soon as he landed and took him into custody. He was dumped in a detainee’s celland cut off from the rest of the world for sometime. I was secretly dispatched to Malaysia (on board a C-130 plane in the middle of the night ) to fetch Nur and fly him back to a waiting, specially furbished prison facility in Santa Rosa,Laguna.

He spent almost the whole 5 hours of flying time from Kuala Lumpur to Manila relating to

me how he was badly treated by the Malaysians. (And to think that many thought he was luxuriously billeted in some plush hotel or villa.) I was sure he did not expect such treatment from them who were his patrons and supporters during his rebellion days against Philippine authorities.Malaysia, in fact, was the arms supply depot and staging point of MNLF rebels at the height of the rebellion. NUR FAILED TO NOTICE, or perhaps ignored, THE PARADIGM SHIFT in the international scene.

NOT A SPENT FORCE-I have not personally talked to him for sometime now so I cannot as yet divine what’s in his mind.. But I am certain that how NUR will be handled from hereon will be crucial.

As things stand, we cannot afford to have another potentially explosive front to deal with while we are tackling the end game of the MILF peace agreement. Not to mention the upswing of terrorists’ incidents here and there.

But let me repeat: Do not discount nor ignore Misuari.

Do not treat him as a spent force. Do not disparage him

as one whose time has passed.

Otherwise, we may all be in for a big, big surprise.

This was evident when I attended several conferences of the Organizationof Islamic Conference (OIC) in the Middle East where I saw for myself how he was received as if he was Head of State. Up to today, and as far as I know, he is still considered the representative of the country’s Bangsamoro

by OIC leaders.

SABAH -- This Bangsamoro Republik announcement can mean going to an instrumentality or agency of the United Nations seeking recognition of the “republik”.

And my hope is that Misuari’s new mission for independence will remain within the realm of a non-violent, peaceful pursuit.

Govt sets survey for anti-poverty drive

IN A bid to further enhance the government’s antip over t y pr og r a m , the Department of Social Welfare and Development (DSWD) will conduct the second nationwide assessment in the last quarter of this year to identify the number of poor families needing assistance.

The assessment will be undertaken through the DSWD’s project dubbed as ‘Listahan’- Talaan ng Pamilyang Nangangailanganor the National Household Targeting System for Poverty Reduction.

Listahan, is an information management system that identifies and assess who and where the poor are.

Listahan makes available to the national government agencies and social protection st a keholders a pioneer d at a ba s e c on si s t i ng of comprehensive information about poor families nationwide.

The assessment will cover 15.3 million households estimate f rom t he 2010 Census of Population results for both rural and pocket of poverty in urban areas.

It can be recalled that the DSWD conducted the first assessment in 2009 where 10.9 million household were

DSWD said that the 2013 assessment field workers will be using android tablets instead of the traditional paper and pencil as the primary data collection tool in urban areas.

“The use of tablets as data collection tool and encoding device will minimize the

risk of losing the family assessment forms during shipment and expedite the data collection process in urban areas,” said DSWD Secretary Dinky Soliman in a statement.

However, due to t he absence of reliable internet connection, enumerators assigned in rural areas will continue to use paper and pencil.

This year’s assessment will also use the barangay community characteristics der ived f rom t he 20 09 Census of Population and

Housing as determinants of poverty status in the new PMT model.

This year’s nationwide assessment has a budget of P1.9 billion that includes the cost of service of field staff, procurement of IT equ ipment , produc t ion family assessment forms, and conduct of validation activities, among others.

Rodriguez disclosed that he re-filed last week HB 1047 or An Act Providing for a Magna Carta for Journalism, which he first filed on July 8, 2010 but failed to get the approval of the 15th Congress. It was referred to the Committee on Public Information, then headed by Rep. Ben Evardone, on August 2, 2010 but had not passed muster at the Committee level.

HB 1047 seeks the creation of the Philippine Center for Journalists (PCJ) which will act as the accreditation center of all journalists in the country.

The PCJ will also administer professional examinations for all journalists before they are allowed to work in the journalism profession.

“Accredited journalists

shall be entitled to all benefits and privileges to be accorded to them by law, by their employers and by the PCJ,” he said in his proposed measure.

Journalists who have at least 10 years continuous experience in the journalism profession are exempted by PCJ examinations.

The PCJ is also mandated to promulgate a code of ethics for journalist. And any journalist found guilty of violating the code of ethics will be suspended and/or his accreditation withdrawn.

“It is necessary for the enactment of a law that will ensure a living wage, an atmosphere conducive to productive journalism work, reiterate value of ethics, provide for development programs that will deepen the practice of their profession, and promote the defense and protection of freedom and human rights of journalists and their organizations,” Rodriguez said in the bill’s

explanatory note.

Once passed into law, the Magna Carta for Journalists a s s u re s a l l a c c re d it e d journalists to be “provided with benefits packaged at par with the current benefits enjoyed by those in the labor force.”

“If we lawyers must first take an exam; like doctors and other professions; why not journalists? This way, we can professionalize the journalism profession and weed it from unscrupulous characters,” he said.

Rodriguez also urged all journalists to put into writing their objections, comments and suggestions about the proposed measure and give them to him so he can amend his bill for the good of all journalists.

“I suggest you help convene the Cagayan de Oro Press Club and discuss this bill. Then give me all your inputs, favourable or not, so I can also make the bill better,” he said.

Blend 45 recognizes Ilongga OFW

I

nnately helpful and caring, Filipinos are known to go out of their way to assist those in need, friends and strangers alike. The Pinoys’ pleasant nature and easy smile can make anyone feel at ease, while their compassion and nurturing spirit can lift spirits even in the most distressing of times. One example is OFW Teresita Sajonia known to the family she worked for as Aunty Terry. Her virtues inspired Ilo Ilo, a film that recently won the Caméra d'Or in the prestigious Cannes Film Festival this year and has been receiving various accolades from all over the world. The film’s director, Anthony Chen, is one of the boys that Aunty Terry took care of when she was a domestic helper in Singapore in the early

1990s.

Anthony is the eldest, followed by Justin and Christopher, the closest to Aunty Terry. Christopher, now 24, remembered “We shared a bunk bed, and every night she would pat me on my back until I fell asleep.” The success of the film led to the reunion of the siblings and Teresita, who lost contact with the family when she returned to the Philippines 16 years ago. Now 56, Aunty Terry will fly to Singapore to watch the film that revolves around her and her life with the Chens. She will also be reunited with the whole family.

Set in 1997, Ilo Ilo chronicles the relationship between a family of three and their newly arrived Filipino maid, Teresa, who, like many other Filipino women, went to Singapore in search of a better life.

Ilo, Teresa, is named after Teresita and is also called Aunty Terry in the film.

Her caring hands, loving words and warm smile made it possible for the Chen family to become attached to this hard-working Ilongga.

Instructional Supervision: A Friend or a Foe?

Instructional Supervision is the process that guides the teacher in his teaching-learning episode in order to be more effective and efficient. It is also an assistance extended to the teachers who need help in doing his daily activities in order to attain success and achieve higher learning outcomes. In spite of being essential in the teaching-learning process teachers then are afraid of and they

don’t want to be observed. Is it really a foe? ... or a friend?

Traditionally, supervision was focus on teacher’s fault most of the observers negatively criticized the teachers rather than helping them to improve the teaching skills and guide them on what to do in his teaching.

Teachers felt that they were jeopardized by their administrators. Old-fashion school administrators make the instructional

supervision as tool in threatening the teachers especially if they have abhorrence particularly those who failed to follow what they wanted to.

Department of Education is modifying the process in conducting the instructional supervision from threatening to nonthreatening approach in dealing with the teachers. A friendly atmosphere and establishing rapport are the most essential

With the present style of instructional supervision and the use of new techniques in observing classes it is then considered as clinical type of observation. Meaning that the observation is diagnostic in nature rather than giving of antidote. Teacher’s weaknesses are identified but both parties are considered in making the solutions and agree in one common option which are mutually and cooperatively acceptable.

Little is known about Hapids who was reportedly a close associate of Reneer Lou Dongon, alias Rolly Unting, alleged leader of Khilafah Islamiyah Mindanao.

ids, who reportedly hails from Maguindanao, were trained in bomb making by fugitive Malaysian Jemaah Islamiyah operative Zulkifli Bin Hir, also known as Marwan, who is accused of providing training for terror organizations across Southeast Asia.

Dongon and another member was arrested by the police in Marawi City last May 11 but was released by the courts, according to PNP 10 Regional Director Catalino Rodriguez.

Rodriguez said the sizable bomb making materials found in the possession of Dongon during his arrest were similar to the explosives used in the Maxandrea Hotel along J.R. Borja Street here last year.

City Prosecutor Fidel Macauyag said the panel of prosecutors overseeing the clarificatory hearing of witnesses and complainants Tuesday afternoon are expected to come out with their findings by Thursday.

“If the panel finds that there are enough evidence against the six suspects, then we expect [the warrants to] be issued on Friday or next week,” Macauyag

said.

Five witnesses and two complainants – the widows of Misamis Oriental Board Member Roldan Lagbas and Cagayan de Oro resident Antonio Paredes – attended the clarificatory hearing at the City Prosecutors Office here Tuesday.

Supt. Michael John Deloso, of the Cagayan de Oro Police, said multiple murder charges were filed against

Usman Hapids and the five other suspects who were identified by the witnesses.

Hapids was the only one among the six suspects who was identified by name by the witnesses and the police.

“The witnesses positively identified Hapids because they say they were just five to six feet away,” Deloso said.

Deloso said Hapids and the suspects ate dinner first at the nearby Gloria Maris Restaurant. They left the restaurant around 7 p.m., Deloso quoted the testimony of a witness.

Aurelio Banggay, Bureau of Agricultural Statistics provincial chief, said that an estimated 22,000 hectares of palay farms in the province are expected to be harvested starting October until the end of the year.

“Our palay harvest season is now approaching and we’re expecting surplus yields until December,” Datukan said in a statement.

She noted that the region’s harvestable palay area

From August to September, she said a total of 23,179 hectares of palay are due for harvest and is expected to yield 94,171 MT. An additional 43,019 hectares with a projected yield of 173,795 MT will be harvested from September to October, Datukan said.

From October to December, Datukan said they expect to harvest a total of 515,457 MT of palay from 127,991 hectares of farmlands.
