Independent presidential aspirant Senator Grace Poe thanked the Supreme Court (SC) for the 9-6 ruling on Tuesday to grant her petition to reverse the Commission on Elections (Comelec) decision to cancel her Certificate of Candidacy (CoC) in the May 9 elections.

Seizing suspected NoKor ship reckless and provocative

I almost fell off from my seat when I read the Sunday newspapers reporting that a SUSPECTED (caps to highlight) North Korean cargo vessel “Jin Teng” docked in Subic port delivering palm kernel for farm animal feeds was impounded as part of the United Nations asset freeze sanction against volatile North Korea for its missile program in defiance of UN rules. Wow! The Philippines

is the first to immediately act within hours of the release of the sanction orders. We are now the first to show bold moves and be internationally compliant. Well and good?

WRONG! If you ask me, this is another reckless and provocative move and whoever ordered and sanctioned this must be exposed and held responsible for the consequences of this “kneejerk reaction“.

DavSur town cops tighten security MAGSAYSAY, Davao del Sur -- Members of the Magsaysay Municipal Police Station here have tightened the town’s security following the harassment incident involving a municipal councilor.

Sr. Insp. Ricky Boy Remoroza, chief of police, said that around 60 elements of the New People’s Army (NPA) went to the house of Municipal Councilor Roberto Ambayan in Barangay

Upper Bala on March 2 purposely to ask for “Permit to Campaign”.

Ambayan, who is running for his third term, reported that one of the NPA leaders investigated him for his

personal and political life and later he was asked to pay for his “campaign pass”.

He did not divulge if he gave in to their demand but said the rebels withdrew after a 30-minute conversation.

Remoroza advised local candidates to be very careful when campaigning although police personnel will be deployed in various areas to provide security and monitoring activities.

DAVAO City -- The Department of Public Works and Highway (DPWH) central office in Manila will use as criteria for project identification the five development corridors that will strategically connect the key areas of production in Mindanao to industrial centers where seaports and airports are located, the Mindanao Development Authority (MinDA) said.

“Before, the identification of areas was done based on population. Now, it is more strategic and rational,” Maria Vilma Belches, Development Management Office 4 and OIC for Plannineg

The development corridors, a strategy aimed at making Mindanao “become self-reliant and internally dependable,” has five clusters - industrial trade, mariculture and trade, biodiveristy and eco-tourism, food basket, and food, agribusiness and logistics.

She said that there are 13 road projects under prefeasibility studies enrolled under the Asian Development Bank-assisted Improving National Roads for Inclusive Growth in Mindanao (INRIGM) project,

covering 500 kms in Region 9 or the Zamboanga region.

The region comprises the three provinces Zamboanga provinces (del Norte, del Sur and Zibugay) and the cities of Zamboanga, and Isabela.

The INRIGM’s technical report said the Philippine government requested ADB to provide a project preparatory technical assistance to prepare the INRIGM project. This project supports the government’s agenda for Mindanao in the Philippines Development Plan 2011 to 2016.

The Aquino administration ends on June 30, 2016.

“We leave it to the prerogative of the next administration to determine the need for realignment of projects already identified as Mindanao priorities,” Romeo Montenegro, Director of MinDA Investment Promotions and Public Affairs told MindaNews Sunday.

“As far as MinDA is concerned, we are working hard on the mechanism to make planning and programming for public works projects rational, integrated, and inclusive, hence the joint programming with agencies.

This is more than just making sure Mindanao projects are funded, and that national

agencies concur on clear and strategic criteria for planning and programming in coordination with MinDA and the Mindanao stakeholders who push for strong business case that can withstand and transcend politics,” he said.

Belches said major outputs of the INRIGM project will include updating the Mindanao road network master plan, preparing the feasibility study and project design for a project suitable for ADB financing, Belches said.

“For the road network master plan, the consultants will consolidate plans

and projects of responsible government agencies and update them for recent economic developments to update the overall roadmap for Mindanao’s road network, including the Autonomous Region in Muslim Mindanao,” the report added.

The project will also involve feasibility study and project design which will cover engineering, economic, social impact, and safeguards activities.

According to the report, the technical assistance will cost $1.4 million.

Belches said it is necessary to update the master plan to attain synergy in the road projects of the local government units (LGUs) and national agencies.

“There has to be a mechanism for regional offices to discuss. As the regions construct roads, other regions will complement it,” she said.

Film Review: Gods of Egypt THIS week, for the first time ever, my wife took me a cinema in Davao City. Gods of Egypt in a 3D screening. It was my first experience with 3D seating, and was pretty fun. I hadn’t heard of Gods of Egypt, despite it having such a large budget and star crew, so I went in without expectation. It was so close to being so bad I loved it.

Close, but no cigar.

Gods of Egypt is set in, controversially, not Egypt.

In the very beautiful establishing shot at the beginning, you see this fantastical city with impressive buildings, which have been loosely based on what can be considered Egyptian designs. This confused me, but as the film goes on, I realised that it wasn’t even earth, and I kind of wish I had known that from the start. A very minor thing, but it bugged me the entire way through the movie.

wanted to enjoy this film.

I loved Egyptian mythology as a child, I love fantasy as an adult. ‘Gods of Egypt’ had the concept and budget to be able to pull off something really amazing. It had elements of things I love seeing on screen. Gods transforming into beasts, rich scenery and with a diverse variety of settings - mythology.

Yet despite having all the ingredients, the final dish was disappointing.

The plot is very simple.

King is killed by evil brother, who takes over kingdom.

Prince must go on a journey to defeat the evil new king and take his place as rightful ruler. Helped along by a mismatched sidekick.

With such a classic plot line and colorful costume arrangement, I really would have expected the film to be marketed towards a family audience.

The film instead takes itself seriously to be an epic adventure, and the actors deliver the shoddy script with as much vigor as they can. Some scripts however will sound wooden no matter how much effort one puts into delivering it. The few jokes and banter that is written between the main characters Horas (Nikolaj Coster-Walda) and Bek (Brenton Thwaites) fall flat as I can only assume there is no chemistry between the two characters. That and their size difference, made by cgi, is a bit disconcerting.

Overall, I don’t really want to write much about this film. I felt like it had everything it needed to be something I really enjoyed, as a fan of Hollywood blockbuster films and Egyptian mythology. I’m still sort of dealing with the disappointment it left me in. I feel like you should see it in the cinema, simply to enjoy the beautiful scenery work, which won’t come across as well on TV. The 3D experience was really interesting, possibly more so than the film. Going to the movies. Maybe once more. It’s something different then being a cable television subscriber. Agusan del Norte village gets farm-to-market road

BARANGAY SAN ISIDRO, LAS NIEVES, Agusan del Norte -- In a turn-over ceremony, Sangguniang Bayan Member Aleja Asis, Punong Barangay Domingo Mulig and members of the Barangay Council of San Isidro, Las Nieves town here formally received a newly-completed farm-to-market road last week.

Gracing the event were Agusan del Norte First District Rep. Lawrence “Law” Fortun, personnel of the Department of Agriculture (DA)-Caraga, and Department of Public Works and

Highways (DPWH)-Caraga.

Mulig thanked Fortun, the DA and DPWH for making the road project a reality which he said will enable the farmers to transport farm produce to the market more easier.

Fortun expressed his gratitude for the collective efforts of the various government agencies in completing the project on time.

In a dialogue with barangay residents, the lawmaker assured his continued support in Congress for more infrastructure projects in the first district of Agusan del Norte covering Butuan City and Las Nieves town.

2 passenger buses collide in Zambo Sibugay, 34 people injured ZAMBOANGA City -– Thirty-four people, including two children, were injured when two passenger buses collided head-on in Zamboanga Sibugay province, the police reported Monday.

Chief Supt. Miguel Antonio Jr., Police Regional Office-9 (PRO-9) director,

said the incident occurred around 5 p.m. Sunday in Barangay Tigpalay, Tungawan, Zamboanga Sibugay.

Antonio said the two passenger buses were both owned by the Rural Transit of Mindanao, Inc. that operates transport services in the northern and western part of Mindanao.

Antonio said one of the two buses with body number 9502 was driven by Felipe Toloron, 39, while the other with body number 9554 by Wilbert Casaba, 48.

Antonio said Toloron was bound for Ipil, Zamboanga Sibugay coming from this city while Casaba was traveling to this city com-

ing from Ipil, Zamboanga Sibugay when they collided head-on.

Ople urges government to strengthen anti-human trafficking campaign ZAMBOANGA City -– Senatorial aspirant Susan Ople has urged the national government to initiate measures that would strengthen the campaign to minimize if not eradicate the problem of human trafficking in the country.

Ople said part of the measures to strengthen the campaign is to require the owners and crew of the vessels to undergo seminar on anti-human trafficking.

Ople said they should

also be required to come up with their own anti-human trafficking program and to accredit all the vessels.

Although some may regard art education as a luxury, simple creative activities are some of the building blocks of child development. Many of the motions involved in making art such as holding a paintbrush or scribbling with a crayon are essential to the growth of fine motor skills in young children.

According to the National Institutes of Health, developmental milestones around age three should include drawing a circle and beginning to use safety scissors. Around age four, children may be able to draw a square and begin cutting straight lines with scissors. Many preschool programs emphasize the use of scissors because it develops the dexterity children will need for writing. That is why it is always exciting to teach art in the MAPEH subject.

Creating a business advantage through the digital transformation of Philippines’ businesses

Since the ‘80’s and ‘90’s “digitization” has enabled companies to drive operational efficiencies through facilitating electronic storage, and sharing, of data.

Today everyone is talking about “digital transformation”, and I have personally written about this topic on several occasions. However, although today’s transformation is the progression of the “digitization” we have been experiencing for several decades, perhaps a better description of today’s environment would be the “transformation of digital”, leading to a pervasive adoption and connection of all “things”, resulting in the emergence of the digital economy.

Millenials today connect with each other differently than we did. Case in point, my young niece ‘hangs out’ with her friends, digitally streaming over split-screen monitors, as we would do face-to-face around a table in a coffee shop. For those of us, not born with a smart device in our hand, this highlights just how far the “transformation of digital” has pervaded our lives.

While digitization has evolved around us for some time, what has emerged over the past few years is the commercial evolution of “digitization” from a tool to drive operational efficiencies, to a fundamental operating principle to create new markets, disrupt existing markets and redefine the economy of tomorrow. This evolution is perpetuated by the convergence of multiple technologies and trends, from mobile, to social media, to microchips, which are becoming smarter and more cost effective, leading to the advent of the Internet of Things (IoT) and hyperconnectivity.

Today, you only have to look at your smart phone to realize how companies are exploiting the transformation of digital, mobile, cloud and big data to disrupt traditional industries in ways that would have been unthinkable even a few years ago; and this is where many traditional companies are getting caught napping.

Many large multinational corporations have grown over the past 30+ years by leveraging vast resources to

organically acquire market share, or inorganically expand, and even diversify, each time adding operational complexities.

The reason digital disruptors have managed to gain such a significant advantage over their traditional peers is because they “run simple”. Simplification, is the key to being competitive in a digitally connected economy, and you do not have to look further than the likes of Uber or Airbnb for proof.

While digital disruptors are taking advantage of their simple operations to dominate the digital economy, their traditional peers are searching through their internal complexities to identify the opportunity.

Transformation of Digital – Impacting How We Move Into The Future While many companies will look internally to simplify their operations, companies may well benefit from starting with the customer and taking an outward view.

Ultimately, and especially in a digitally connected economy, everything comes down to the customer.

To help prevent injury, Under Armour can send notifications to people, letting them know it is time to replace their shoes when the app shows they have passed 400 miles.

Having that type of personalized information will open up many opportunities to improve the customer experience. The vision of connected fitness and the Under Armour Record app is not about technology or sportswear. It is about improving people’s lives.

To be competitive in the digital economy, companies will be required to ‘run live’, by leveraging omni-channel strategies, using multiple

sources of data (including social media) to not only predict and respond in real, but to be are aware of, and react to, the environment around them in real time.

Integrating IoT to offer an experience the likes of which have never before been required, and leveraging digital technology as an enabler, with a strategic view of monetizing the benefits of the digital economy.

By taking this customercentric view, companies can work backwards to rethink and reimagine their entire value chains, using technology to close the gap with their suppliers and customers and drastically simplify their business.

In parallel, companies also need to innovate to plan for this new framework to work e.g. do we have the right change management processes in place? How do we develop people in line with the culture we want to drive moving forward? Are we measuring and compensating people appropriately for the future direction? rives at the store to collect the shoes, he receives a text message welcoming him, with the name and contact number of the store manager and a link to an interactive map, directing him to the reserved shoes. Simultaneously, the store manager receives a message on his mobile store app providing him with the information necessary to support the customer, including purchase history, profile, likes and dislikes. Taking this a step further, the manager receives a spot marketing promotion to provide the customer a discount on the running shorts they were looking at yesterday.

According to IDC, the connections between people-to-people, people-tothings, and things-to-things, is causing data volumes to double in size every 24months, multiplying more than 10-fold between 2013 and 2020, with over 9 billion mobile users and over 212 billion connected “things”.

Rise of the Chief Transformation Officer To remain competitive in the digitally connected economy, CEO’s are recognizing the crippling effect of complexity and dedicating resources to help simplify and transform. MOO San Jose, PDI celebrates 6 years of quality public service Province of Dinagat Islands -- The sixth (6) year anniversary of the Pantawid Pamilyang Pilipino Program operation in the municipality of San Jose in the province of Dinagat Islands was successfully celebrated last February 18-19, 2016 in the Municipal Gymnasium of the town.

In full coordination with the Municipal Convergence Advisory Committee (MCAC), the celebration lasted for two (2) days, having each day filled with fun and frolics such as Funtawid Livelihood Day, Amazing Race, and Dance Competition.

During the livelihood day, Pantawid Pamilya partner-beneficiaries were asked to display their creatively crafted booths made of recycled and indigenous materials. Every booth showcased

their unique products per barangay. Winners were given prizes ranging from P500-P2500. In this category, Barangay Don Ruben won first place, Barangay Luna as the second, and Barangay Cuarinta as third.

“This activity symbolises how the program has served its purpose of changing the behaviour of our partner-beneficiaries. Before, most of you [partnerbeneficiaries] are afraid to show your qualities; now with the intervention of program, delivered through the monthly Family Development Session (FDS) and your participation in all community related activities, you have discovered something in you that is so wonderful to note. You [parner-beneficiaries] have discovered yourself- your creative self,” shared Ma.

The amazing race competition required every entry to group a family of five, composed of a mother, a father and three (3) children per participating barangay.

Governor Pimentel, who was presiding over the entire proceeding, banged the gavel to mark the unprecedented declaration as the council meeting was nearly coming to an end.

“So the resolution, if there is no objection, is unanimously seconded and approved declaring the province as ready for investment and conflict manageable,” he stressed.

And if we cannot eventually pin this down as a North Korean vessel, we will all be red in the face: an international embarrassment!

I visited South Korea exactly one year ago. I went to the so-called “38th Parallel,” that great divide that separates the two still warring Koreas and where North and South Korean soldiers face each other eyeball-to-eyeball everyday up to now hoping no one pulls the trigger first.

There had been stories from those who escaped who told us about the North, of how repressive and harsh life is and how volatile and juvenile the young KIM JONG-UN, the Korean leader, had been. He deserves to be internationally sanctioned.

But we must show to the world that we also do due diligence.

I worked in Malacañang for many years. It is unpardonable to act this aggressively on such an internationally sensitive move without first the cabinet security cluster meeting (or its equivalent now) and weighing options before a decision is made.

Or was there one that we do not know of ? Then let it be known publicly.

This is also recklessly provocative. Let’s not all be surprised if the next rocket launch by Pyongyang will be directed at our shores.

Anyway, they are just test launchings! Then we can send our outriggers and bancas to battle!

A source close to Poe said she broke into tears upon learning of the High Court’s ruling which came out on the day that the nation is celebrating the International Women’s Day. Poe was reportedly in front of the Quiapo church when she learned of the good news.

As a foundling, Poe was found in a church in Jaro, Iloilo.

The petitioners filed the disqualification cases at the Comelec, claiming that Poe, being a foundling, is not a natural-born Filipino.

The Comelec also agreed with the petitioners that Poe has not met the 10-year residency requirement for a presidential candidate.

On Tuesday, the SC voted 9-6 to overturn the Comelec en banc’s decision. Chief Justice Ma. Lourdes Sereno and eight Associate Justices rejected the Comelec’s ruling.

The eight Associate Justices who voted in favor of Poe were Presbitero Velasco Jr., Lucas Bersamin, Jose Perez, Jose Mendoza, Marvic Leonen, Alfredo Benjamin Caguioa, Francis Jardeleza and Diosdado Peralta.

Those who voted to disqualify her were Senior Associate Justice Antonio Carpio and Associate Justices Teresita Leonardo De Castro, Arturo Brion, Justice Mariano Del Castillo, Bienvenido Reyes and Estela Perlas-Bernabe. (PNA)

Gender equality in education

AS the world celebrates Women’s Month this March, we are looking into gender equality in education in our country especially in the K to 12 curriculum.

Data from Unesco show that the country is doing well in terms of gender equality education. In fact, only one percent of school-aged girls in the

Philippines today are out of school. That’s because the country has always been open to girls getting an education even before the Marcos era.

Enrollment in elementary schools (i.e. from Grades 1 to 6) is equal for boys and girls and the expected years of schooling – meaning they all graduate on time – are also the same.

By the time they graduate high school though, they are expected to spend more time rather than boys. In

short, some of them may not pass ninth grade on the first year of taking it and need to retake it on the next academic year that will start every June.

In the Philippines, there really is no divide or bias against schoolaged girls. Even before children go to nursery, they already play with each other where there is no division between boys and girls. This orientation tends to be the same as they grown older.

Mindanao’s vote-richest: Davao City, B’non, Socot

DAVAO City, home to the lone Mindanawon Presidential candidate, Mayor Rodrigo Duterte, is the voterichest among Mindanao’s 27 provinces and 33 cities, with nearly a million voters, followed by Bukidnon and South Cotabato, records from the Commission on Elections (Comelec) show.

Mindanao has12.63 million registered voters out of the country’s 54.36 million, according to the Comelec’s “Philippine 2016 Voters Profile” as of November 2015.

The vote-richest are Davao City which has 873,670 voters or over a hundred thousand more than Bukidnon’s 765,898 and South Cotabato’s 724,325.

It is also more than Bohol’s 798,768, Albay’s 742,204 and Tarlac’s 739,526.

The vote-poorest in Mindanao – all under a hundred thousand voters — are Camiguin island which has 57,570 voters, Isabela City in Basilan which is

classified by Comelec as a “special province,” has 68,450 and Dinagat Islands province has 69,051.

Of Mindanao’s 33 cities, four – Davao, Zamboanga, Cagayan de Oro and Iligan — are lumped into the provincial vote count even as they are not component cities of Davao del Sur, Zamboanga del Sur, Misamis Oriental and Lanao del Norte, respectively.

In fact, these four cities have their respective representatives in Congress – three for Davao City, two each for Zamboanga and Cagayan de Oro, and one for Iligan.

Comelec records show Davao del Sur has a total of 1,247,362 voters but out of this number, 873,670 are Davao City voters, more than twice Davao del Sur’s 373,692.

Digos is the component city of Davao del Sur. Davao City’s voting population is also more

than twice that of Makati City’s (397, 587) home to Presidential candidate and incumbent Vice President Jejomar Binay, and nine times more than Roxas City’s (95,061), hometown of the administration’s Presidential bet, Mar Roxas. Capiz, the province where Roxas City belongs, has 475,382 voters.

Comelec records also show Zamboanga del Sur has 975,950 voters but Zamboanga City, which is not a component city, accounts for 412,795, leaving only 563,155 for the province which has Pagadian as component city.

Misamis Oriental is listed as having 863,160 voters but Cagayan de Oro which is not a component city, accounts for 305,321.

Misamis Oriental has two component cities: Gingoog and El Salvador.

Lanao del Norte, on the other hands, is listed as having 489,436 voters with Iligan, which is not a component city, accounting for 165,330.

Isabela City and Cotabato City have been classified by the Comelec as “special provinces” because their votes are listed separately from the provinces they are identified with – provinces that are part of the Autonomous Region in Muslim Mindanao (ARMM).

Isabela and Cotabato City did not vote for inclusion in the ARMM plebiscites in 1989 and 2001.

Isabela (68,450 voters) is geographically within Basilan, ARMM but is part of Region 9 (Zamboanga region) while Cotabato City (103,530 voters) is geographically within Maguindanao, ARMM but is part of Region 12 or Southwestern Mindanao.

Below is the table of Mindanao’s voting population – 27 provinces, the non-component cities of Davao, Zamboanga, Cagayan de Oro and Iligan, and the cities of Cotabato and Isabela which are classified by Comelec as “special provinces.” The votes of the component cities are included in the provincial count.

The new ad campaign is aimed at revitalizing the bank’s image and focuses on what makes PVB unique among the country’s 36 universal and commercial banks - corporate social responsibility is at the core of the PVB’s existence in that it has to be profitable to be able to give aid and assistance to surviving Filipino World War II veterans and their descendants. In fact, 20% of its annual net income is set aside for such a purpose.

PVB is the only bank that looks after the welfare of the veteran community.

This ability of the bank to deliver services to an equally unique sector of society allows it to be sensitive to the needs of its customers from all walks of life, veteran or not. Coupled with a banking

survey released a few years ago that stated that Philippine banks are perceived as stiff and uncaring, it was this impetus that gave birth to the suitable campaign of PVB as a bank with a heart for every Filipino.

After the campaign theme was identified, the choice of Ms. Evangelista-Escudero to be the brand ambassador of PVB was already given.

Aside from the quick association to the campaign thanks to her name, PVB believes Ms. Evangelista-Escudero embodies the traits shared by Veteran Bankers all over the country: professionalism, integrity, and the pursuit of excellence.

Her passion in pursuing her acting and modeling career, arts, and socio-civic advocacies make her a fitting choice to represent the bank and its products and services.

The new PVB ad campaign will feature Ms. EvangelistaEscudero in TV and radio commercials, print advertisements, and other marketing

collaterals that will be released through a variety of traditional and online media.

PVB launches the new advertising campaign with short program at the historic Kamuning Bakery in Quezon City whereby Ms. Evangelista-Escudero signs an agreement with the bank to be the latter’s brand ambassador. PVB Chairman Roberto F. de Ocampo, OBE and PVB President Nonilo Cruz will sign the agreement on behalf of the bank.

Since being taken over by Mr. Wilson Lee Flores in 2013, the Kamuning Bakery has become instrumental in changing the landscape of Kamuning Street in Quezon City from dilapidation to one of dynamism and vibe. Despite the 76-year old bakery eschewing modern baking techniques and sticking to its tried and tested, traditional pugon-powered baking, Kamuning Bakery has become a symbol of the street’s rebirth, encouraging other nearby establishments and commercial enterprises

to reinvent themselves. The bakery regularly hosts The Pandesal Forum, an interactive discussion on various topics such as politics, history,

economy and others as the place became a favorite venue of historians, academic professionals, politicians, students, and the media.
