SOCIOECONOMIC Planning Secretary Emmanuel Esguerra on Tuesday said the government has been fairly successful in easing the impact of El Nino, particularly in ensuring sufficiency in supply of food and keeping food prices stable.
During the fifth meeting of the technical working group (TWG) on the Roadmap to Address the Impact of El Nino or RAIN, Esguerra reported the progress of the RAIN that was formed in August 2015 upon the directive of President Benigno Aquino III. “While drought usu-
