Isuzu holds another leg of Truck Fest – readies NCR display Now on its seventh leg this year, Isuzu Philippines Corporation (IPC) displays its best-selling truck lineup in its local dealership in Urdaneta, Pangasinan on October 6-10, 2015. A great disaster I COULD hardly imagine how far our country has been held hostage by shabu (methamphetamine hydrochloride), marijuana, among others and how many millions of our people are dependent to these unlawful stuff.

Almost every other day, we read in the newspapers about law enforcers making the arrest of men and women involved in the business of illegal drugs as well as seizing millions worth of shabu and related items in different places in the country.

Prohibited drugs, it seems, is having a tight grip on our people, young and old, and no wonder criminality noticeably went up these past years.

An addict needs the prohibited items every day and the amount involved is so high that it is practically not affordable to average users.

It is very difficult to figure out how these people develop such a habit of drug use that not only cost big money, but also the end of life in so short a time.

I even think the government lost count of the exact number of people who died due to abuse of drugs.

It was reported that in some places in the country, some members of the law enforcers were found positive in the use of drugs.

Obser vers imagined why there are difficulties in fighting the use of the prohibited drugs in some places.

Drug use allegedly affects the brain and some nerves that usually result in instant death.

The government has lately increased its effort to reduce the activities of drug use as it badly affects the health of the people involved.

It was disclosed abuse of drug use is common in big cities from Luzon to Mindanao.

The youngsters are severely hit specially students who get continued supply from friends.

ARE you a “yes man” or woman? Do you always say yes to everybody who asks you for a favor and help?

Some of us just can’t say no to others.

The problem is our “yes” often means stress—to us and our family.

Many times saying yes to one person mean saying no to someone else like your own mate and children.

Of course, we need to care about others and try our best to help those who need it. But we must also know our limits and that we cannot always say yes to everybody who asks us for help.

Sometimes learning to say no to others will mean yes to your own family and responsibilities, which will help lower the stress in your life and home.

Remember, you’re the only father or mother your children have; if you don’t do your job of loving and teaching them, then no one will. Then our family life at home becomes a tense, angry mess instead of a peaceful and happy place.

So each time someone asks us for a favor and help, we must look carefully at their request and decide if doing this for them is actually helping them.

You see, if we never let others take responsibility for themselves and their own problems, then we’re not really helping them to become responsible and successful, since we’re always doing their job for them.

So just being a “yes man” or woman is not always the kindest thing, nor is it being a true friend.

Other times, when someone asks you to do them a favor, you don’t need to answer them right away. You can tell them that you’re not sure and you’ll

Academic competitions hone students’ minds

ACADEMIC competitions are considered extra curricular activities because they’re really not part of the syllabus of a particular grade. They are activities organized by entities outside of the school system who invite school administrators to send in their brightest students to compete with the brightest students of other schools in a particular place.

Although champs of these academic competitions are not determinants on how a student gains a spot in the honor roll, they certainly become pride of the school where they enroll. This morale factor can also help other students sharpen their minds and strive to be the champions of more upcoming academic competitions.

Just last Friday, there

were two extra-curricular academic activities that I have witnessed at SM City Cagayan de Oro. In the morning, more than 200 students simultaneously held a letter writing activity intended for the next President of the country. This activity was also held in 73 other locations in Central Mindanao. This activity helps a student finesse his penmanship and revive a once-upon-a-time com-

mon everyday skill called handwriting.

In the afternoon, the Department of Trade and Industry sponsored a quiz show focusing on the topic of consumers’ welfare since this month happens to be Consumer Welfare Month.

All these tilts and more will help boost the minds of our students and hopefully become sharp leaders and members of society in the future.

private buildings, residential buildings, agricultural plantation and other priority farms, Tabor said.

According to Tabor, the rainwater harvesting system in the city should be classified based on the size and nature of the catchment surface and based on whether the systems are of urban or rural settings.

It provides that the proper

harvesting, storage and utilization of rainwater shall be integrated with the proper design, construction and maintenance of drainage systems that would imitate the natural hydrology of the site topography.

Once implemented, the proposed Cagayan de Oro City Rainwater Ordinance of 2015 will also address flooding in the city, he said. (PNA)

Engineers, architects urged to help achieve 70% emission reduction Climate Change Commissioner Heherson T. Alvarez yesterday rallied all engineers and architects of the building sector to help achieve 70 percent emission reduction target as contained in the Intended Nationally Determined Contribution (INDC) submitted to the United Nations Framework Convention on Climate Change (UNFCCC) earlier this month.

The Philippines sets the target to reduce 70% of greenhouse gas (GHG) emissions by 2030 relative to its business-as-usual scenario of 2000-2030.

Alvarez issued his call during the celebration of the 30th Anniversary of the Philippine Society of Ventilating, Air-conditioning and Refrigerating Engineers (PSVARE) at the Solaire Resort and Casino.

The PSVARE is a member of the Philippine Green Buildings Initiative (PGBI) with members including, the United Architects of the Philippines, Institute of Integrated Electrical Engineers, Philippine Institute of Interior Designers, Heritage Society and the Philippine Society of Mechanical Engineers, among others.

Jaro archdiocese to plant 150k trees A Catholic archdiocese wants to plant 150,000 trees in the province of Iloilo over the next year.

Early this year, the Archdiocese of Jaro has signed an agreement with the Iloilo provincial government which requires soon-to-wed couples to plant trees before they get married.

In line with the archdiocese’s 350th anniversary on Nov. 17, the church has set another challenge in response to Pope Francis’ environmental encyclical Laudato Si. Jaro archdiocesan social action director Msgr. Meliton Oso said the initial 5,000 saplings will be planted on Nov. 14 around Mt. Upaw in San Dionisio town.

He said the trees will be planted and nursed by residents in the area.

“All parishes are encouraged to do the same, in collaboration with local government then residents of the nearby barangay would be given the opportunity to harvest the fruit trees,” Oso told Radio Veritas.

Meanwhile, the local church has also joined efforts in urging nations to reduce their greenhouse gas emissions by leading a signature campaign in the province.

“We are pushing also the signature campaign pro-

moted by Global Catholic Climate Change Movement in time for the conference in Paris,” Oso said.

He added they are also facilitating lectures to give the faithful a deeper understanding about the encyclical as well as to create awareness on environmental issues.

Recto bats for specific fund for El Niño

Despite the threat of an El Niño depressing farm output and dampening economic growth, there is no fund in the 2016 budget which is specifically earmarked to cushion the effects of the projected dry spell.

“Is there a single peso in the P3 trillion budget which is labelled as an El Niño mitigation fund? The answer is no,” Senate President Pro-Tempore Ralph Recto said.

While Recto admits that there are funds in the next year’s budget which can be tapped to mitigate the effects of the climate phenomenon, it would be better, he stressed, that these be “classified from the very start as an El Niño fighting fund.”

“El Niño should be a macroeconomic assumption of the budget. If treated as such, then we can tailor the budget so that the end result is that there will be no drought of funds in tackling El Niño. It’s better if funds to address El Nino are itemized. That way we can set targets and pinpoint responsibility,” Recto explained.

“The challenge is to set aside and label these funds as El Nino mitigation resources,” he said.

CAGAYAN de Oro City--The Commission on Elections (Comelec) in Northern Mindanao is now ready for the scheduled five-day filing of Certificate of Candidacy (COC) starting today (October 12), a poll official said yesterday.

Atty. Renato A. Magbutay, Comelec regional director for Northern Mindanao, said Comelec satellite offices will be open for the filing of COC from 8 a.m. to 5 p.m. only.

Magbutay said the filing of COC and the Certificate of Nomination and Acceptance (Cona) will end on

Otober 16 at 5 in the afternoon.

He clarified that Cona is no longer required for independent candidate, but only those candidate running under ethe Comelec-accredited party.

The good news is, said Magbutay, Cona can now be filed using the paper and logo of any Comelecaccredited party.

Anyone can file his or her COC with the Comelec. “The tasks of election officers and supervisors are purely ministerial,” explained Magbutay, adding, “we have no power to reject any COC in regard to its merit.”

He said that only the Comelec en banc Manila can declare any

candidate “nuisance.”

On one hand, Magbutay urged candidates belonging to political party or, any individual to observe proper decorum when filing their respective COCs. He said it is not necessary that candidates bring with them all their supporters during the filing of COCs. For local candidates, he said the start of the campaign period is on March 26 next year until May 7.

“Supposed to be the start of the campaign period is on March 25, but it falls on Good Friday,” said Magbutay, adding, “so, it [campaign period] will understandably start of Black Saturday.”

DA extends support to local farm equipment fabricators

BUTUAN City--The Department of Agriculture (DA) in Caraga recently conducted a coordination meeting with local fabricators of farm machineries and organized them into an association.

Spearheaded by the Regional Agricultural Engineering Division (RAED), the meeting was aimed at

helping local fabricators be at par or competitive with the industry’s other participants anywhere in

the country. Some 18 local manufacturers and dealers attended.

RAED Chief Engineer Rene Morales said the meeting was the first time the Department of Agriculture recognized local fabricators as potential suppliers of high quality farm machineries.

“Performance of products is the parameter for a company to join public bidding of farm equipment to be supplied to farmer recipients,” Morales stressed.

Foremost requirement to joining a public bidding, the machine should conform to the standards set by the Philippine Ag-

ricultural Engineering Standards (PAES), thus, a testing of the machine must be conducted to determine its efficiency.

The test is done solely by the Agricultural Machinery Testing and Evaluation Center (AMTEC) based at the University of the Philippines Los Baños (UPLB).

The PAES is part of the Philippine Standards for Agriculture and Fisheries Machinery developed by the PSAE, AMTEC, and other DA agencies by virtue of Department of Agriculture Administrative Order No. 11 Series of 2001.

As initial assistance, DA Caraga consolidated

local fabricators who are ready for testing by AMTEC engineers in Caraga.

“We are grateful that the DA is extending us assistance because it is so expensive if AMTEC will conduct the testing individually,” local fabricator Noel Honorio said.

DA-Caraga annually conducts public bidding for pre and post harvest facilities farm equipment such as tractors, floating tillers, threshers among others in support to its banner interventions for corn, rice, high-value crops development programs, organic livestock and special projects.

Lianga,SurSur SLP participants open water refilling station Surigao del Sur--Some 40 partner-beneficiaries of the Pantawid Pamilyang Pilipino Program decided to merge their Php10,000 capital seed fund from the Sustainable Livelihood Program (SLP) to put up a project named “Acquacuevah Water Refilling Station” in Brgy.Manyayay, municipality of Lianga, this province.

Inaugurated last October 6, 2015, the SLP program participants desired not only to alleviate their living conditions, but also to provide their community with affordable potable water.

Acquacuevah is derived from the words “aqua” which means water and “cuevas” which means cave.

It denotes that the water source of the project is a cave that is 2-kilometer

away from Davisol.

Davisol or Divine Arc Victory Instituted in Sion Omnipotent in this Latter Days of Christ is a small community headed by a master (APO) and seven housewives, resulting to a more than 5 dozens children and grandchildren.

To suffice other needs for the project implementation, the group decided to come up with Capital Buildup Plan worth Php1,500.

The community also underwent “bayanihan” or voluntary service during construction.

Knowing that the project is of great help, the community of Davisol agreed to extend help in the efficient implementation of the project. Through the community, an area and a delivery vehicle for the

During the inauguration, Renato M. Lastra, President of Lianga SKA Federation, expressed his thanks to the Department of Social Welfare and Development (DSWD).

“We are so blessed and fortunate to become the recipients of DSWD programs, like the Pantawid Pamilya, Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), SLP, and PAyapa at MAsaganang PaMAyanan(PAMANA),” he added.

“Ipadayon namu na maghiusa ug magtinabangay alang sa kalambuan ani na proyekto (We will continue to unite and help

Sarangani Coast Guard station Chief Lt. George Maganto , said eight pirates on two motorized boats boarded the tanker, M/V Cecilia V, near Olanivan Island in Davao Occidental Saturday morning.

Sensing danger upon seeing the pirates who were

about to board the ship, M/V Cecilia V skipper Elvy Lim immediately ordered his 20 crewmen to lock themselves in their rooms.

Maganto said Elim also ordered the crew to close all hatches to prevent the pirates from entering the bridge and the rest of the ship.

“The pirates spent more than 20 minutes walking around the ship but they were not able to enter the rest of the ship. They left after they probably tired out,” Maganto said.

He said Elim also called to inform the Coast Guard that armed pirates were about to board their ship.

Maganto said Coast Guard personnel from their station in Malabinuang in Jose Abad Santos town in Davao Occidental responded to the distress call and arrived 30 minutes after but found the pirates already gone.

He said M/V Cecilia V continued their voyage and is now safely anchored in Barangay Bula, General Santos City.

M/V Cecilia V is operated by Ligaya Martime Ventures Corporation and was carrying 950 metric tons of copra from Mati, Davao Oriental to General Santos City at the time.

The ship plies the MatiG eneral Santos route.

Bocales, in an interview with MindaNews, admitted that Bobby Tejero, his brother Loloy and Layno used to be part of the armed group he formed with Datu Calpit Egua in October 2014.

He said Calpit and the Tejero brothers including Layno had a falling-out when their group leader, Hassan Flores, went back to the New People’s Army in Surigao del Sur bringing with him five high-powered firearms last July 11.

NPA commander Ka Emman confirmed that Flores, a former rebel, returned to their ranks bringing the firearms he seized from Bocales and the Tejero brothers.

The military report said the armed group led by Calpit is operating in the towns of Bayugan and Prosperidad in Agusan del Sur, and San Miguel in Surigao del Sur. It also identified armed groups that are with Datu Jasmin: Datu Alah, Datu Benhur Mansalunay, and Datu Sunjay.

During the Senate public hearing on the Lumad killings in Tandag, Surigao del Sur, Father Glen Acosta, assistant parish priest of Barobo, Surigao del Sur said town residents told him the camp of Datu Jasmin is located near an Army detachment in Barangay Mamis, Barobo.

In the report, Jasmin is described as “sympathetic with government forces especially to the Philippine Army.”

At least one armed group—the Datu Alah tribal group—was described in the report as having been “augmented by elements of the PNP Surigao del Sur Provincial Office” to restore order in Barangay Pantukan in San Miguel town.

The report identified logging and rattan-cutting operations as the main sources of livelihood for most of the Bagani armed groups especially those with Mansalunay.

Several violent incidents involving these groups were mentioned in the report notably the seizure of mining equipment of CNC Mining Company in Carrascal town last May 11. The Baganis reportedly demanded P24 million for the return of the equipment.

The report also said several datus including Romel Alah of Barangay Pantukan, Carrascal were killed by NPA rebels.

Tandag Bishop Nereo Odchimar has called for the disbandment and disarming of all paramilitary groups that are accused of sowing terror in Lumad communities believed to be sympathetic to the NPA. Surigao del Sur Gov. Johnny Pimentel has urged the Philippine Army to disband and disarm the Baganis calling them “a security threat to the residents.”

In calling for such earmarking, Recto cited next year’s Calamity Fund which sets aside P18.9 billion for reconstruction of Yolandahit areas.

“At present, if you examine the budget of these agencies, you can’t find a specific instruction on El Niño. My take is that it should be incorporated there even for signalling purposes, to convey to our farmers the message of hope that there’s money to fight off this dry spell,” he said.

Recto, however, said that government need not wait for 2016, to kick-start El Niño mitigation measures.

“It should be done now.

You prepare for dry spell when there’s still some rain.

When you start building a dam when the spring had dried up,

then it’s too late,” Recto said in stressing that “2015 funds are still available.”

He cited the case of the P14 billion Calamity Fund this year whose latest balance according to the Department of Budget and Management’s records is P9.6 billion.

“The Calamity Fund can be used for pre-disaster operations and other activities that would build up resiliency, so dapat magamit na ito,” Recto said.

On top of this is the P6.7 billion in Quick Response Fund (QRF) which is embedded in the budget of seven agencies, including the DA which has an assigned QRF of P500 million.

This year, too, the DA and the OPAFSAM have a “combined budget of P89.1 billion,” Recto said.

NIA, one of the OPAFSAM agencies, has money to open up 20,650 hectares of riceland to irrigation and rehabilitate existing systems in 23,200 hectares, Recto said. “This El Niño mitigation measure should be nearing completion by now.”

He said DA’s 2015 budget for rice production of P6.9 billion should have been used to guide and support farmers in using drought-resistant seeds.

Recto said all efforts must be done to shield the farm sector from “the withering effects of El Niño” as it accounts for 11 percent of the GDP. “Agriculture also employs one-third of the labor force.

And the most important thing is that we can’t afford for the prices of food to go up due to a supply crunch caused by El Niño,” Recto said.
