Military captures 2 NPAs who torched agri-aircraft CAMP EVANGELISTA, Cagayan de Oro City––The military has announced the capture of two communist rebels who reportedly burned the agricultural aircraft and gas dump in Agusan Del Norte two months ago. Maj. Christian Uy, the spokesperson of the army’s 4th Infantry Division here, identified the suspects as Arnel Carduna Baguis a.k.a. Dindo, Brian, and Sherwin Plaza Villamor a.k.a. Erick. And for such display of true Filipino bayanihan spirit, the parents, teachers and village officials of North Loon Central Elementary School in Loon town in Bohol have demystified

The project was finished in only two months since the entire community members were involved in spending more time helping with the manual labor during the repair works , thus saving them at least P108,000 which were utilized to buy computers for the office and computer classes of students. NFA releases a new higher variety of rice

DepEd, PSC: DavNor fit to host Palarong Pambansa

avao del Norte – Members of the Technical Inspection team from the Department of Education (DepED) and the Philippine Sports Commission (PSC) said the Province of Davao del Norte has met all the requirements to host the 2015 Palarong Pambansa. “The Province of Davao del Norte has sufficiently met the requirements for possible hosting of the national games next year,” said Jason Razal, a member of the four-man inspecting team. The group was recently here to evaluate the playing venues and billeting quarters likely for next year’s edition of the national games. Razal added his team was impressed with the facilities and amenities now available in the booming Banana Capital of the country. Other members of the inspecting team include Fernando Flores and Edmon Grey Prado, who are all part of the School Sports and Special Events & Activities Unit (SSSEAU) from the DepEd Central Office. They were joined by Jerry Calicdang from the PSC.

The province boasts of its spanking 11-hectare Davao del Norte Sports and Tourism Complex (DNSTC) that has a 3,000-capacity main grand stand, rubberized track oval, Olympicsized swimming pool with warm-up pool, 1,000-seat bleacher and clubhouse, football field, baseball field, two lawn tennis courts, airconditioned gymnasium, outdoor basketball courts and a perimeter professional lighting system for night events. The team noted that while the other provinces joining the bid are still on the process of rehabilitating or building additional playing venues, all that is left for Davao del Norte to do is “to put a little icing on the cake.” Governor Rodolfo del Rosario has vowed to do all the necessary preparations to successfully host the country’s largest sports conclave next year. “We have all what it takes to successfully run the 2015 Palarong Pambansa,” the governor assured. Aside from the worldclass sports facilities, the governor trumpeted the relative peace and order condition in the province,

adequate billeting accommodations, quality hotels and reliable communication services, among other criteria. Among the events that will be played during the week-long annual national

games are archery, arnis, athletics, badminton, baseball, basketball, boxing, chess, football, gymnastics, sepak takraw, softball, swimming, table tennis, taekwondo, tennis, volleyball, billiards and wrestling.

About 13,000 athletes, coaches and officials, are expected to participate in the annual multi-sporting event involving student-athletes from the 17 regions of the Philippines organized and governed by the DepED.

merly Almendras gym). Duterte said that the city will just have to prepare for it since thousands of boxing fans from all over the world are expected to arrive in Davao to watch the Pacquiao fight. Duterte and Pinol copromoted Pacquiao’s fight against Fahprakorb Rakkiatgym of Thailand for the IBF World super bantamweight title held October 26, 2002 at the Rizal Memorial Colleges gym in Davao City. Pacquiao stopped Rakkiatgym by a technical knockout early in the first round. It was only the second time

He added that the vendors will pay 20 per day for the rental. Butuan City – The Department of the Interior and Local Government Caraga Region (DILG XIII) recently capacitated 16 Local Government Units (LGU) within the Agusan River Basin (ARB) in the formulation of a Local Climate Change Action Plan (LCCAP) in a series of workshops on September 2014. This activity is in response to the urgency and imminence of addressing climate change at the local level. “Instituting the LGUs’ adaptive capacities in a document provides legal mandate and impetus to effectively and efficiently respond before, during and after a disaster”, Ray Gregory Jaranilla, DRR-CCA Focal Person, said. “This will enable them to set in place

adaptation and mitigation strategies which are important in minimizing the impacts of climate change”, he added. The activity targeted at first 14 LGUs (Butuan City; Agusan del Sur’s Esperanza, Bayugan City, Prosperidad, La Paz, Talacogon, Bunawan, Rosario, San Francisco, Trento, Veruela, Loreto; and Agusan del Norte’s Buenavista and Las Nieves). All of these are along the ARB a precarious position significantly vulnerable to climate change. Because the project can accommodate more LGUs, the DILG have expanded coverage to include the remaining municipalities of Agusan del Sur—Sibagat and Sta. Single-Visa for citizens of ASEAN countries Let us congratulate Mindanao lawmakers who are calling for a singlevisa scheme among members of the Association of Southeast Asian Nations (ASEAN). Reps. Rufus Rodriguez and Maximo Rodriguez’s House Resolution No. 1313, “urging the Department of Foreign Affairs to push for the creation of a singlevisa scheme across the 10 member-states of the ASEAN, is laudable. Similar to Europe’s unified visa system, the proposed single-visa scheme would allow non-ASEAN nationals to enter the 10 member-states of the ASEAN using a single visa, thus saving them time and resources in securing such documents. The proposal comes in the wake of the decision of the ASEAN member nations to establish by 2020

the ASEAN Community, including the ASEAN Economic Community (AEC). However, improving relations, the advancement in technology and the improvement of the economies of the memberstates, the authors noted that the ASEAN leaders decided to accelerate their plans and establish the ASEAN Economic Community by 2015. The single visa scheme would be beneficial for member-states, especially the Philippines, to have a single-visa scheme in ASEAN to boost our tourism industry. Tourism Secretary Ramon Jimenez, Jr. expressed positivism when he pointed out that we are a country that is away from the ‘land mass’ and so everybody else goes by train or by

other forms of transportation across the other ASEAN nations. So when you have a singlevisa, the tendency for tourists, for example, is to say, I’m in Thailand but my visa is good for 10 countries, so I might as well go through all the 10. Recently, the Washington Post reported that on September 19, a former sniper, jumped the fence at the White House, burst through the front door and ran 130 feet into the East Room. He is now facing criminal charges. President Obama was not in the White House at the time but the security breach raised a howl in the

Just like the White House, the bank with its huge investments in security devices is supposedly one of the most protected. According to the New York Times, hackers began intruding into JP Morgan in June but were not discovered until July. As required by law, JP Morgan Chase has filed disclosures about the cyber breaches. OZAMIZ City, Misamis Occidental––Consumers have the right to redress or the right to be compensated for misrepresentation, shoddy goods or unsatisfactory services. To exercise this right, consumers are advised to go to the consumers’ welfare desks set up in commercial establishments, where these goods were bought, Delia M. Ayano, provincial director of the Department of Trade and Industry (DTI), Misamis Occidental, said. “By shoddy goods, we mean ‘goods that are badly-made, of poor-quality,

inferior or second or third rate’ and consumers have the right to ask for compensation, in case, they are unsatisfied with such goods,” she said. Meanwhile, Ayano said there are eight basic rights of consumers, and the right to redress is only one of them. On top of the list is the right to basic needs, which means that every consumer has the right to basic goods and services that guarantee survival, adequate food, clothing, shelter, health care, education and sanitation. SABELA City, Basilan – The Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) in Basilan were one in saying that winning the peace in Basilan requires societal approach. At the Provincial Peace and Order Council (PPOC) emergency meeting last Sept. 28, the army and the police strongly encouraged the full engagement of all sectors of the society in building and sustaining peaceful communities in Basilan. Both leaders of the army and the police have been calling for the support of the community and strong political will from the local government units (LGUs) in addressing the rising crime incidence in Basilan. 104th Bde Commander Col. Rolando Joselito Bautista underscored that “a societal approach is needed to win the peace in Basilan.” He equated peace with de-

velopment and prosperity. He believes that with community engagement, lawless elements will have difficulty in operating in their communities. MARAWI City – Dozens of people have benefited from a medical outreach mission conducted by Project BOSS or Brotherhood Operation Surgical Services together with Mabuhay Deseret Foundation and Philippine Band of Mercy in Marawi City in Lanao del Sur. Bel Yenko, of the Project BOSS, said the joint humanitarian project was held at the Amai Pakpak Medical Center. He said Dr. Amer Saber, the Chief of Hospital, and their fraternal brother in Alpha Phi Omega, helped

in the mission. Over 60 patients – cataract and cleft lip cases – availed of the free medical services. Yenko said it was also the first time for members of the Philippine Band of Mercy to travel to Marawi City and to see a world-class, 275 bed capacity hospital with the latest and modern medical equipment and machinery, and a scenic elevator overlooking Lake Lanao. He said Amai Pakpak Medical Center is the only government hospital with such amenities. “This will be the start of our continu-

Philsaga has chosen the public school located in the northern part of Loon since most of its edifices were damaged either totally and partially that after the powerful quake that struck Bohol in October 15 last year the school children have to contend with overcrowded temporary tent classrooms for several months. The town of Loon in the first district of the province has been the hardest hit with some 67 residents trapped to death inside the buildings and the centuries-old

Maria Zelda Longat, school principal, said the repair of the two school building units was a big help to normalize the learning environment of the school children, many of them still suffering from trauma since the aftershocks have never stopped for several months. She said it was Philsaga which came in first a month after the earthquake to assess the situation for the release of the funding support while the Department of Education did not have the immediate funds for the repair and construction of new school buildings. Longat said the school need to demolish the old wooden school house built before the World War II in the 1940s which is already advised by experts that it is no longer safe for occupancy but DepEd officials in the province could only fund P15,000 for partially damaged building and P45,000 for totally damaged ones. Lucio Marimon, vice president of Parents-Teachers Association, said they have asked DepEd through a resolution asking for 100,000 fund for the reconstruction of a two-classroom building but since then they have not received any feedback. He said the utter lack of government fund prompted PTA officials to maximize what they received from Philsaga by making a commitment to devote more time to help in the construction works of the school building project. This despite that many of the parents were left homeless after the earthquake that there are still 10 households in the community still living in makeshift tent houses. Philsaga has also extended another P1 million fund for the rehabilitation of two school buildings with four classrooms in the heavily battered Palo town in Leyte, one of the worst hit areas of super typhoon Yolanda in November 8 last year. The school buildings located at San Joaquin Central Elementary School were also rehabilitated after it was damaged by the sud-

den storm surge coming from the nearby seashore in Palo town. Some nine people were killed inside the old structure of the rehabilitated building when residents used it as an evacuation center on the eve of the disastrous storm without realizing a sudden strong splash of flood waves hit them hard in a matter of seconds. Liberato Cobacha, school principal, said except for some few walls left standing, all the school buildings were levelled to the ground after the storm that companies like Philsaga and the Philippine Star publication came to donate funds to restore the school buildings. The US government through the US Agency for International Development , the German government also helped in building two new two-storey school and administration building. While the school buildings were being built and repaired, school children were having classes at the makeshift tents donated by Tzu Chi Foundation in Taiwan which Cobacha said were not conducive for learning because it is hot inside the classrooms. Unlike in Loon, the community were not involved in the school building project donated by Philsaga since most of the people in Palo are till recuperating from the extent of damage wrought by Typhoon Yolanda. Many residents in San Joaquin village are still haunted by the effects of Yolanda that even when there is just a normal rain parents will no longer send their children to school. There were 67 school children studying and a teacher in this public school who perished after the storm. OZAMIZ City - Consumers have the right to redress or the right to be compensated for misrepresentation, shoddy goods or unsatisfactory services. To exercise this right, consumers are advised to go

to the consumers’ welfare desks set up in commercial establishments, where these goods were bought, Delia M. Ayano, provincial director of the Department of Trade and Industry (DTI), Misamis Occidental, said.

“By shoddy goods, we mean ‘goods that are badly-made, of poor-quality, inferior or second or third rate’ and consumers have the right to ask for compensation, in case, they are unsatisfied with such goods,” she said. Meanwhile, Ayano said

there are eight basic rights of consumers, and the right to redress is only one of them. On top of the list is the right to basic needs, which means that every consumer has the right to basic goods and services that guarantee survival, adequate food, clothing, shelter, health care,

MARAWI City - Around 4,000 farmers from Lanao del Sur attended a forum to help improve government support to the agriculture sector in the province. The farmers’ forum, organized by the Department of Agriculture and Fisheries in the Autonomous Region in Muslim Mindanao (DAF-ARMM) and the Anak Mindanao (AMIN) Partylist, was held at the Provincial Capitol Gym here Thursday, October 9. ARMM Agriculture Secretary Macmod Mending said the forum was designed to help officials identify the concerns of farmers in the province and assist them access government support DAF-ARMM also distributed P10.7 million worth of farm inputs and equipment to the farmers under the government’s Agri-Pinoy program. The equipment, worth P6.1 million, included 10 units of thresher, 21 units of rice cutter and 1 combine harvester. The farm inputs consisted of 2,599 bags of rice seeds and 1,535 bags of corn seeds valued at around P4.6 million. Farmer Gafaar Dorowan, 64, of Piagapo town, was delighted and said the assistance will help increase their yield in the next cropping season. “We are thankful to the ARMM and the national government for providing support to farmers like us,” he said. DPWH hailed among top performing gov’t agencies

“Thank you and let us continue serving our country.” This was the reaction of Public Works and Highways Secretary Rogelio L. Singson to the July 2014 net satisfaction rating survey result conducted among Philippine business executives who are members of the Makati Business Club (MBC) which gave positive mark to the performance of DPWH. With a net score of 55.4 at 76.9 percent satisfied and 21.5 percent not satisfied in the performance rating period of July 2013 to June 2014, the DPWH posted big leap to 12th place among 62 government agencies including Constitutional Offices from its 27th rank in the previous rating period.

Secretary Singson attributed the positive outcome of the latest perception survey among members of MBC to appreciation of the Department’s transformation program particularly reforms in the processes anchored on promoting right project with right cost and right quality, and right-on-time implementation by the right people. Other than the MBC, DPWH stellar performance was also cited by no less than the President in his recent State of the Nation Address while the agency was a recipient of “Gold Trailblazer Award” from the Institute for Solidarity in Asia and National Competitiveness Council for garnering highest

rating among the government agencies which presented performance reports under the Performance Governance System (PGS) during the Public Governance Forum held last April 11, 2014. DPWH is consistently being number one – five times in P.G.S. performance since P.G.S. reporting started in 2010. Already, combination of reforms and strict adherence to competitive bidding has enabled DPWH to save P27.79 billion from July 2010 to May 2014. DPWH savings, derived from the approved budget for the contract (ABC) less the awarded amount, are being utilized by the government for additional scope of work or projects, which include roads, bridges, flood control, and disaster-related rehabilitation projects. In recent years under the Aquino administration, DPWH has simplified bidding process and eliminated the submission of Letter of

Intent to achieve the right cost encouraging participation of more bidders and eliminating possible collusion among bidders. In addition, the Department remove the use of credit line certification from banks as basis for computing a contractors Net Financial Contracting Capacity. As key strategy to fast track implementation of projects, Secretary Singson ordered the clustering of projects so that these will be implemented by qualified contractors with complete construction equipment resulting to better quality of work and more cost effect indirect cost/margins. He explained that inasmuch as the time to process/ procure small projects including supporting documents is same with that of big projects, clustering will reduce procurement time as well conduct of preconstruction activities and will improve efficiency.
