ILIGAN City––Rumored presidential contender in the 2016 election, Davao City Mayor Rodrigo Duterte, flew to Iligan City, Tuesday (April 7), via a private chopper, as guest speaker for the 45th Commencement Exercises of the Mindanao State University-Iligan Institute of Technology (MSU-IIT).

Various parties, ranging from the visit’s organizing committee to plain supporters, welcomed Duterte at the Iligan City High School grounds, where the chopper carrying him landed.

PCG-Davao to get new equipment to strengthen sea patrol

AVAO City - The Philippines Coast Guard (PCG) in Davao expects the deployment of a multi-role express vessel that will help and strengthen their patrol operation at sea.

This was revealed by PCG Sta. Ana station commander Lt. Commodore Dan August Carino who said that this is part of the P1.4 billion budget under the Official Development Assistance (ODA) for the acquisition of 10 multirole express vessels to be deployed in the different regions around the country. Each vessel he said is estimated to cost about P100 million.

He said the bidding is underway and they expect first delivery by the last quarter of 2015.

Carino emphasized that having such equipment could improve the monitoring of activities at sea on crimes and other illegal activities that may cause

destruction on Davao’s marine resources.

He said they provided aluminum boats to their detachments in areas most frequented by visitors to immediately respond to emergency.

An improved logistics and the continued training of their men in handling sea operations are important particularly this summer when people flock to the island beaches, he said.

Meanwhile, Carino reported their Oplan Ligtas Biyahe Semana Santa was a success in terms of ensuring safety of sea travelers.

He said they recorded a total of 132,632 passengers who travelled from Davao City to the Island Garden City of Samal (IGACOS)

and back from March 27 to April 5 while travelers from IGACOS to Davao City registered to about 78,238 for the same period.

April 2 registered with highest number of travelers at 19,764 from Davao City and IGACOS of which 13,961 travelled to IGACOS from Davao City and 5,803 travelled to Davao City from IGACOS. However, on a daily average, he said passenger traffic is recorded at 4,000 to 5,000 per day.

PCG- Southern Mindanao District Commander Commodore Joselito Dela Cruz said they will continue with the program on Ligtas Biyahe for the entire summer period and conduct monitoring activities in beaches even if Passenger Assistance Centers are already established to receive complaints and provide medical assistance to travelers.

"We need to closely monitor these beaches if only to ensure the safety of the public," he said. (PNA)

THE privatization issue to be discussed in today’s Mindanao Power Forum Update III at Cagayan de Oro City has sparked debates among stakeholders well in advance of its scheduled time at 1-5 p.m. at the Limketkai Luxe Hotel.

Two former executives of the Cagayan Electric Power and Light Company (CEPALCO) now stand on the opposite sides of the issue.

For Engr. Robert F. Mallillin, former vice president for engineering of the local utility, the economics of the power industry is quite simple.

“Let’s go back to basic macro-economics as taught

by Milton Friedman: Government has no business to be in business.”

“The non-privatization of the Agus plants and Pulangui IV has resulted in generation supply problems in Mindanao,” Mallillin wrote in an invitation emailed to various stakeholders in the Mindanao Grid to participate in today’s power forum which has the theme “Privatizing AgusPulangui: Balancing the Interests of Stakeholders in the Mindanao Grid.”

“It is in fact glaring to see the poor maintenance of the Agus plants. Let’s face it! Government bureaucratic processes can never sup-

port the efficient operation and maintenance of power plants,” Mallillin said.

Now a consultant with SMC Global Power Holdings Corp., the former CEPALCO executive who also heads the Power Committee of the Philippine Chamber of Commerce and Industry (PCCI) said this was the main gist in passing the EPIRA. “If you don’t realize it, the current rates of NPC are no longer reflective of true costs. Replacement costs have soared since NPC’s last revaluation of assets in 1996. If such costs are not considered in rate making, we should expect artificially low rates and this is what’s happening in Mindanao with everybody not realizing it,” he noted.

“There’s no point in asking NPC to hang on to such rates if generators conk out once in a while, protective relays have been rendered obsolete and even loose conductors in power stations causing an avoidable blackout for Mindanao recently,” he added.

Mallillin said if the Agus plants and Pulangui IV have indeed been maintained well while updating plant

components using updated technology, hydro rates can easily go up to P5 or P6 per kilowatt hour - a little bit less than the small renewable hydro resources being introduced into the Philippine grids.

“So, what’s the point in hanging on to the government controlling such power plants if the worst of service is expected in exchange for low power rates? How can Mindanao progress faster with such approach to infrastructure?” he asked.

Let’s take out NPC owning and controlling these plants. The EPIRA gave the government a 10-year chance to improve service, but alas, nothing has been done except for some BandAid repairs in some old units in Agus 6. Mind you, all the other hydro power plants are due for repair by this time. Much has not been done due to government’s still trying to milk profits from these plants which are overdue for overhauling.

I object to any future government participation in the ownership and operation of the plants. If the Mindanao Power Corporation is going to be partly government-owned, SCRAP

“Taking the Luzon grid as an example with practically majority of government generating facilities already privatized, how has this affected power rates? How does Meralco rate compare to those of other countries (with adjustments for subsidies if any were given)?”

He also questioned if the present electricity market in Luzon and the Visayas was set for real competition among IPPs. “Are the pertinent government agencies e.g. DOE, ERC, NEA up to the task in carrying out effectively their respective mandated functions? The crux of privatization lies with these agencies being able to effectively regulate the industry,” he noted.

Not the least, he ques-

tioned if distribution utilities (mostly cooperatives) are up to the task to operate in such a deregulated environment.

“Are they able and capable to negotiate effectively in securing the best rates and terms for their respective coops without their respective boards being unduly influenced by the IPPs?” “Sad to say, many of the above questions would be answered in the negative.

Privatization of the hydroelectric plants would literally be throwing the Mindanao consumers to the wolves,” he said.

In a related issue, a former colleague of Mallillin at CEPALCO also tackled the privatization issue as discussed in the editorial of the Philippine Daily Inquirer last Wednesday, April 8, 2015, blaming the Easter Sunday Mindanao-wide blackout on the non-privatization of the Agus-Pulangui hydro power

plants, then concluding that the Agus-Pulangui plants should be privatized in order to prevent the recurrence of such blackouts.

“The editorial is just the latest example of the absurdities that are being spouted by some of the independent power producers in Mindanao (who apparently funded the publication of the PDI editorial) in order to convince the Mindanao power consumers to agree to the privatization of the Agus-Pulangui hydro plants,” said Engr. David A. Tauli, former senior vice president for engineering at CEPALCO and currently president of the power advocacy group Mindanao Coalition of Power Consumers (MCPC).

Christian church supports BBL passage Congratultions to tThe Philippine Council of Evangelical Churches (PCEC) for supporting the proposed Bangsamoro Basic Law (BBL) in its current form and for calling on Congress to immediately pass the law.

“It is our desire that peace, justice, and righteousness will reign not only in Mindanao but across the country and the world,” announced PCEC National Director Designate Bishop Noel Pantoja. He added that their network has been praying for the success of the Bangsamoro peace process.

The PCEC is a network of denominations, churches, mission groups, and para-church organizations nationwide established in 1964. It is currently composed of more or less thirty-two thousand ecclesiastical groups and is known to support progressive measures such as the reproductive health law and the freedom of information bill.

Pantoja shared that they believe some sectors in society used the Mamasapano incident last January 25 to forward their personal politics and agenda. “We reject all

irresponsible conjectures that use Mamasapano to forward their selfish agendas. We call for justice and support all investigations. We also support the all-out peace movement being put forward.”

Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Teresita Quintos Deles and Moro Islamic Liberation Front (MILF) Negotiating Panel Chair Mohagher Iqbal, who were present at the event, echoed the message of Pantoja.

“If we are unable to mend the fault lines among our people, then our way toward the future will be most definitely difficult. We may have different religions but only one God. I hope all faiths and their leaders can help guide us all to become one people,” beseeched Deles.

Iqbal added the “the MILF assures all, in sha Allah, that no one in the Bangsamoro will be discriminated against based on religion.”

Pantoja also pledged that the PCEC will continue its support and active participation in the peace process.

Senate probe on corrupt officials is useless T he recommendation of Sen. Koko Pimentel to conduct a probe vis-à-vis the local executives on the ground of graft and corruption is a good idea. Pimentel based his recommendation on reports that graft and corruption have become prevalent involving the governors and mayors in the local level.

In most instances, the notion of Pimentel is true.

We have observed that most elected public officials in the local government units have the feeling of untouchability.

These public officials feel that they have the liberty to spend the taxpayers’ money on their whims.

There are elected public officials who also likened the government treasury to a personal bank account that they could simply withdraw any amount of cash for whatever purpose. One thing very glaring is the callousness of the public official to surreptitiously withdraw and spend the money without authority

from the city council or the provincial board. The prevalence of this graft practices is common and ordinary in the local government. This must be stopped.

But, how? In a government laced with corruption and venality, the act of stealing the people’s money is conspiratorial in nature. In the absence of accomplices, the elected public official could not simply embezzle the taxpayers’ money.

As usual, the budget officer, accountant, and the treasurer who compose the finance committee are the players in cahoots with the governor or the mayor.

It is, therefore, necessary that the members of the finance committee are certified “good players.” To make sure that the loyalty of the members of the finance committee is unquestionable, the elected public official has to hand pick them personally.

Butuan City Police breaks ground for P16-M HQ building

UTUAN CITY - The Butuan City Police Office held the groundbreaking rites for its P16-million city headquarters building, on a lot donation by one of the prominent city business scions engaged in hotel business here, Wednesday morning.

The groundbreaking ceremony was held at the 2,000-square meter lot donated by the Malvar family, proprietor of the wellknown Balanghai Hotel here in the city, at Barangay Limaha.

Attending the ground breaking rites was Butuan City Mayor Ferdinand M. Amante, Jr.; who was the guest of honor and speaker during the event, senior regional police officials led by Caraga PNP chief PCSupt. David Y. Ombao, Butuan City Police Officials and personnel led by Butuan City Police Director PSSupt. Nerio T. Bermudo and Limaha village chief Raymund Caraboyna.

Officiating the ceremony was PSupt. (Fr.) Joselito D. Borja, Police Regional Office 13, regional chaplain.

Mayor Amante, in his mes-

sage, wished that more business people in the city will emulate the generosity of the Malvar family that had the good heart of sharing their possessions for the good of the community.

“There are few people like the Malvar family, who have not hesitated to donate a lot as spacious as this one, located in the center of the city, knowing the city business is booming and the price of lot here is increasing,” Amante said.

Do you know any other place in the Philippines where you can experience a drop of snow aside from Baguio City? If not, then let me share one.

I remember my grandmother once told me about an unusual happening in our little barangay. The people encountered a unique raindrop. The droplets where like an ice which looks like a corn seed. This made the people amazed and realized how cold their place was. This place is called, Kaulayanan.

Kaulayanan is a place where the very first thing you can see and appreciate is God’s marvelous creation. It was not that long when our land was being held by some ruthless people and being professed as a “no man’s land” during the 1980’s. It is a small and simple village where people live with their own tradition, beliefs and culture.

By and by, many visitors from local to national government and private agencies have explored our place. Once, I heard from one of them saying, “It’s like Baguio here.” Yes, indeed, Kaulayanan is known as a “little Baguio” because of its freezing coldness that almost makes your whole body numb. No doubt it is proclaimed as the summer capital of Misamis Oriental.

When at this place, especially during nighttime, one should wear a bonnet, socks, thick jacket or even gloves otherwise you’ll chill in the cold that soaks up through your skin and bones. At daytime, you’ll be amazed with the fogs that covers the entire place which seems like you’ll want to play hide-and-seek because you can hide on it. And for sunset-lovers, there’s a part of Kaulayanan called “view deck” where you can enjoy the scenery of the different islands of Camiguin, Cebu, and Bohol.

Kaulayanan is a place filled with the bountiful gifts of God. You can find a garden of flowers with different shades of hue that never withered in natural beauty. You can smell their sweetest fragrant and enjoy the rustling leaves of the pine trees where a dulcet

Kagay-an Festival 2014 offshoot pool of photographers, HMUAs and models who decide to continue bonding together was able to realize its first project – an outreach to the neglected elderly who are taking shelter at St. Joseph’s Golden Home Foundation, Inc. Appropriately naming itself as Hulagway Kagay-an, the group was scouting for a charity beneficiary sometime last January and chanced upon the almost nondescript compound along Clemente Fernandez corner 18th St. in Nazareth.

Rizalyn Torres, group spokesperson, recounted that their hearts were really touched by the presence of the elderly people in the shelter who have been abandoned by their respective families.

They decided right there and then to raise funds so they could somehow help the beleaguered.

And so, a photoshoot for a cause was born. Held in two editions last February 22 and a weekend later at De Lara Park, the event invited anyone interested to have a one-hour shoot with half a dozen esteemed local fashion photogs. After the one-hour consumable duration was done, the photos were collated and given to the clients on the spot for only P300. Of

course, the clients enjoyed free makeup session with the HMUAs who are all distinguished here in CDO. Three weeks later, the money generated in the photoshoot was turned over to St. Joseph’s Golden Home Foundation, Inc. along with a surprise fellowship for the elderly mingling with Hulagway Kagayan members.

Hulagway Kagay-an’s utmost goal is showing the beauty of every Cagayanon by creating an environment of diverse culture and beauty of artistry of competence, collaboration of initiatives and shared expertise of its member photographers, HMUAs and models. It exercises passion by sharing beauty both from outside and within. Torres vows to expect more projects to unfold this year.

St. Joseph’s Golden Home Foundation serves indigent, abandoned and unattached Filipinos aged 65 years old and order who are in need of attention and care. It is a non-profit charitable foundation supervised by the Archdiocese of Cagayan de Oro and administered by the Missionary Congregation of Mary.

Well AIDS is an epidemic and so part of Dr. Retuya’s concerns is how to minimize the spread of AIDS in the city. Of course, we now know that most of the AIDS victims here are transferred via male-to-male sex. Still, Dr. Retuya does not neglect other avenues that HIV leading to AIDS can course through.

Secretary Reodica instituted the fortnightly STD clearances of all massage therapists.

This particular policy is being implemented by Dr. Retuya strictly. All spa therapists are scheduled to be examined once every two weeks at the City Health Office. No one is exempted, whether male or female.

Why is this so? I interviewed Dr. Retuya several times on a range of topics about epidemiology from summerborne diseases to the onset of SARS but notoriously supervising cervical and penis exams always stand out.

And he always told me that the concept of a spa in the Philippines is a misnomer.

He said that the term “spa” derived from the name of a town in Belgium where said-to-be-healing waters from a spring abound. Thus, I don’t believe that Pimentel’s idea to investigate “corrupt” public officials will have any bearing at all. When the power of the Senate is only to legislate laws, it cannot change the penal code associated with graft and the immoral acts of the elected public officials. What we fear in Pimentel’s recommendation is the possible exoneration of public officials identified with the incumbent administration. We see it as a veiled approach to influence the decision of the graft court - now hearing the graft cases filed against elected public officials who are politically identified with the administration.

The NGCP is responsible for ensuring that any single outage of a transmission line or of a power plant should not result in Mindanao-wide blackout. They are supposed to carry out a number of contingency measures in order to prevent blackouts. On Easter Sunday, the NGCP failed as usual to secure the Mindanao Grid against a single outage event.

The ownership of the generating plants in Mindanao has nothing whatsoever to do with whether or not the NGCP is performing system operations well or

badly, Tauli noted.

“The opposition to the privatization of the AgusPulangui has been fueled by the fact that the privatization of large power plants in Mindanao, such as the power barges 117 and 118 and the recent IPPA privatization of the Mt. Apo geothermal plant, resulted in prices of the generation of these power plants very much in excess of the prices prior to privatization,” Tauli said.

In the case of the Mt. Apo geothermal, for instance, the FDC-Misamis Power Corp is now selling the generation at a price of more than PhP5.00 per kilowatt-hour, when it was being sold at less than three pesos per kWh prior to its IPPA-ization, he noted.

“It is futile to try to fool Mindanao power consumers into agreeing to the privatization of Agus-Pulangui in expectation of stopping Mindanao-wide blackouts.

Mindanao power consumers know that privatization of power plants have nothing to do with the competence, or lack of it, of the NGCP in the operation of the Mindanao Grid. And they know that the privatization of the Agus-Pulangui hydro plants will result in tremendous increase in the price of the generation of these power plants,” he declared.

Further, for the information of the advocates of privatization, Mindanao power consumers are carrying out campaigns among government officials in the energy sector, among lawmakers in Congress, and in the legal courts to permanently stop the privatization of the Agus-Pulangui and to hold in abeyance the IPPA-ization of power plants in Mindanao until 2017 when there will be adequate power capacity.

Those are the arenas where the battles for privatization will be carried out. Not in editorials, he said.

Gonda said that the police are still verifying reports that the suspects were responsible in the shooting to death of Bagaipo in Gingoog City last week.

“We could not charge the suspects relative to the killing of the Gingoog official because the operatives are still conducting a probe on their alleged involvement,” Gonda said.

Bagaipo, who lost in a mayoral contest in the 2013 mayoral elections, was shot dead at close range while attending a prayer vigil of a former political ally in Talisay, Gingoog City last March 31, 2013.

At the time of his death, Bagaipo served as consultant of the barangay affairs in Gingoog City under the Office of the Provincial Governor in Misamis Oriental.
