THE Palace on Sunday (February 15) said the country remained on alert amid terror threats from followers of Malaysian terrorist Zulkifli bin Hir alias Marwan to avenge his death. In a radio interview Sunday, Presidential Communications Secretary Herminio Coloma Jr. said the Armed Forces of the Philippines, Philippine National Police, National Bureau of Investigation, and other security authorities remain vigilant against possible bombing attacks from Marwan’s sympathizers. “Our security authorities continued to be on alert against any threat to national security,” he said. 3 killed as government forces repel NPA attack in Mati City

wo soldiers and a New People's Army (NPA) fighter was killed as government security forces foiled a rebel attempt to capture the Mati City Police Station in Davao Oriental Sunday night. The incident took place 7: 30 p.m., 10th Infantry Division spokesperson 1st Lt. Vergel Lacambra said. He added the NPA attempt fizzled out as duty police of-

ficers stood their ground and were reinforced by troopers of the 701st Infantry Brigade 30 minutes later. A running gun battle resulted and this led to the death of two

troopers and one NPA fighter. Lacambra said armored vehicles were mobilized to secure the heavily populated area from further NPA attack. Joint Army and Philippine National Police personnel based in Mati City has now contained the situation. Government troopers are now pursuing the fleeing rebel force. Nearby government forces in

the province were also alerted. C ol. Bienvenido Datuin, 701st Infantry Brigade commander, vowed to crush NPA force in the ongoing law enforcement operations. Of course! Malacanang was right when it claimed resigned national police director Alan Purisima did not break the chain of command when he joined in the briefing given to President Aquino about the planned police operation to arrest Malaysian terrorist Zulfikli bin Hir alias “Marwan” in his lair in Mamasapano town, Maguindanao province on Jan. 25. Since the briefing was done at a time when Purisima was already suspended by the Ombudsman, the blame for his attendance in the briefing should be laid at the doorstep of Bahay Pangarap, the official residence of President Aquino in Malacanang compound. Purisima would not have been there, and should never be there, on that fateful day on Jan 9 because he was under suspension by the Ombudsman for graft charges if he was not invited. To imagine that Purisima invited himself to that briefing is stretching the imagination too far. Purisima was there because he was asked to be there. And Aquino being the host of that briefing, he must be the one who invited Purisima. It is his

act of inviting a suspended national police chief that is questionable and should be questioned. Others may say Purisima should have politely declined the invitation. Those who share this view do not understand that a presidential invitation in reality is an order thus could not be declined by the one invited. It is by virtue of this principle that Purisima was there. Since he was invited by the host of the briefing, the President no less, there must be a good reason why he needs to be there. His views, opinions and suggestions must be very important in relation to that briefing hence his being there. In hindsight, indeed he was asked to be in that briefing because his advice was sought. It was Purisima who advised that the protocol of following the chain of command be set aside in this particular operation, meaning Interior and Local Government Secretary Mar Roxas, acting national police chief Leonardo Espina, Defense Secretary Voltaire Gazmin and Armed Forces chief of staff Catapang be informed only about the

operation when it is already being undertaken. The reason for such deviation from the protocol is to avoid so many people knowing it thus endangering its success. Sacked SAF chief Getulio Napenas would later testify that in previous attempts to arrest the elusive Malaysian terrorist leaks were discovered hence they were aborted because the military was informed beforehand. The view expressed by Napenas is that the military is closely monitored by the Moro Islamic Liberation Front hence the leaks in the past. Napenas sort of denied that he did not trust the military. Unfortunately, however, it is this vow of secrecy en-

tered into by those present in the Jan. 9 briefing in Bahay Pangarap that turned out to be the wick that claimed the lives of the 44 SAF commandos. The military later on claimed it was because of the late coordination the SAF units on the ground made with them that caused the delay in their response to the request for artillery and aerial assault on the enemies that actually never came. I will not dwell on this point raised by the military. This matter is for the military and the police to settle. What I am interested in is the fact that it was Aquino himself who broke the chain of command when he invited Purisima to a briefing the latter had no business attending. This is where Aquino is answerable for. Even if to hypothetically say now that had he not broken the chain of command the successful operation would not have ended in a carnage, still Aquino as President should not have allowed the brazen violation against existing protocol. The Eurozone Crises Let me answer the following question: What consequences Greece’s bankruptcy may entail? Let’s do the job probably! The new government in Athens is holding on to its position that it wouldn’t seek an extension of the country’s bailout program. Experts say this stance could lead to Greece’s bankruptcy and its exit from the Eurozone. Greece’s international lenders insist that Athens should accept an extension of its bailout program. However, the country’s new prime minister, Alexis Tsipras, can “swallow this bitter pill only if it is well-flavoured,” said Jörg Krämer, chief economist at German “Commerzbank”. “A compromise might involve extending the maturity of bilateral loans to 50 years, suspending debt servicing for the first 10 years and reducing further the already low interest rates on Greek debt,” Krämer stressed in an international television interview. Additionally, the Eurozone could propose an exchange deal to Athens,

the economist added. It could involve backflipping from the original demands mandating Greece to undertake privatizations and trimming down public services, if in return the new Greek government cracks down on tax evasion and widespread corruption, which was in any case one of the main electoral planks of the ruling party, Syriza, Krämer noted. The EU could also pay the final installment of the aid package amounting to 1.8 billion Euros ($2 billion) as part of a compromise, he stressed. If the next meeting of Eurozone finance ministers,

And a looming Greek default would also lead to the European Central Bank (ECB) turning off liquidity supply to the country’s banks as the bonds held by these financial institutions would become worthless. The ECB’s statutes don’t allow it to support an insolvent banking system. Greece would be “switched off ” from the ECB money supply, thus effectively forcing the country out of the currency union. One alternative for Greece is to reintroduce the drachma, the nation’s currency before entering the Eurozone. Many experts believe this is the best way for Greece to regain its competitiveness as a drastically devalued drachma could boost the crisis-stricken country’s tourism sector

besides reviving the moribund economy’s exports. The negative side, however, is that it also makes the country’s imports much more expensive. A new, devalued currency could be a boon for Greece’s tourism industry. But, is the former Greek currency Drachma is an option? Moreover, there are other problems. Even if Greece were to exit the Eurozone, its debts would still remain - in Euros - and they would have to be repaid. This already high debt would go through the roof, as Greeks would have to repay Eurodenominated debts through a new and devalued currency. While this scenario may prove catastrophic for Greek banks, international creditors to Greece could also face the risk of a total loss of their claims. BCWD supplies Butuan consumers with surface, ground water sources

UTUAN CITY – The Butuan City Water District (BCWD) has announced that the current water supply to consumers is sourced from surface water, the Taguibo River, and ground water extracted by six pumping stations.

In a press release, BCWD Senior Public Relations Officer Ramin Barquin said the surface water is drawn through a by-pass pipeline from the Taguibo River in Sitio Iyao, Barangay Anticala here with a production of 600 cubic meters per hour while the six pumping stations extract 880 cubic

meters per hour of water from the ground. According to Barquin, because of varying weather conditions, like the by-pass pipeline susceptibility to the river’s strong current as well as sediments and sand in the river water, the pipeline’s operation is suspended from 10 pm to 4

am. “This gives ample time to check the water pumps and generator to ensure that there will be no hick-ups in the operation,” he said. The by-pass line will tap water from the upstream of the Infiltration Gallery with a distance of 175 meters. Water will then flow by gravity to the transmission line that will bring water to the Filtration Plant to undergo filtration and chlorination processes before distribution. Upon operation of this by-pass line, pumping stations will only be activated when necessary, Barquin said.

We hope it can achieve the status as the second 'Carbon Balance' in the country similar to Palawan,” he said. Carbon balance is calculated through deducting

the carbon uptake by oceans and land systems from the carbon emissions from human activities. Forests can act as either carbon sources or carbon sinks. A forest is considered to be a carbon source if it releases more carbon than it absorbs while it can be considered a carbon sink if it absorbs more carbon from the atmosphere than it releases. Carbon is absorbed from the atmosphere through photosynthesis. The process of carbon absorption and deposition is known as carbon sequestration. The net balance of all these carbon exchanges determines whether a forest is a carbon source or sink. It can be recalled that typhoon Yolanda hit the province on November 8, 2013, it displaced about 5,623 families and destroyed about ?171 million worth of properties with 505 houses totally damaged and 3,467 houses partially damaged. The damages brought by the typhoon have mobilized the government and nongovernment organizations to initiate several programs to

alleviate the sufferings of the typhoon victims. Zamboanga police arrest 4 people in anti-drug operations

AMBOANGA CITY -- Local police operatives have arrested four people in anti-drugs operations in this city, an official announced Monday. Chief Insp. Edilberto Alvarez, Police Station 11 officer-in-charge, identified the arrested suspects as Edcel Aragones, 34; Alan Tan; Raymond Graciano;

and, Lyndon Sharip, 25. Alvarez said Aragones was arrested in a buybust operation around 2 p.m. Sunday in Barangay Camino Nuevo, this city. Alvarez said the arresting team confiscated from Aragones’ possession four large-size and 15 small-size sachets of suspected methamphetamine hydrochlo-

ride locally known as shabu worth Php40,000, “marked money,” and other prohibited drug paraphernalia. He said Tan and Graciano were arrested after they were caught having pot session at the residence of Aragones. He said that Sharip was arrested around 3:30 p.m. Sunday also in Barangay

Camino Nuevo in a separate buy-bust operation. He said confiscated from Sharip’s possession were two sachets of suspected shabu and marked money. He said the arrested suspects were detained while appropriate charges are set to be filed against them. (PNA)

Hundreds join Basilan walk for justice, peace in tribute to Fallen44 ISABELA CITY – Carrying candles, streamers, and balloons, hundreds of people walked around Isabela City proper last February 5 and converged at the city plaza for an interfaith prayer rally, calling for justice and peace. The people of Basilan expressed their sympathies to the men and women of the 54th PNP-Special Action Force in Basilan whose comrades perished in the bloody “misencounter” at Mamasapano, Maguindanao. Led by religious leaders and the City Mayor Cherrylyn Santos-Akbar, the people offered prayers and sympathies in silence. As the government is under intense scrutiny owing to different public opinions, which are now taking toll on the ongoing peace process between the government and the Moro Islamic Liberation Front (MILF), Basilan Bishop Martin Jumoad has called on the public to exercise calm and sobriety. “We are here because we are for peace, we love peace, and we want to live in peace and harmony. Our country is experiencing misunderstanding. We are not at peace because of the painful death of the SAF 44 in Mamasapano,” the Bishop said as he prayed for healing of broken hearts. The bishop reminded the people: “We belong to one God, although we call Him in different names. We are brothers and sisters. We should not be killing each other.” Pastor Ronald Paulino of the United Evangelical Church also prayed for unity and for Divine intervention to touch the hearts of the people “which are enveloped in anger and to overcome the pain but never fading in the quest for peace.” Dr. Abdulkhair Tarazon of the Basilan Ulama Supreme Council also prayed for God’s guidance towards the path to peace, justice, and truth. In her message, Mayor Cherry Akbar said, “We don’t have to be in Bicutan to feel

the pain of the mothers, wives, families and children of the Fallen SAF 44.” Speaking in Filipino, the mayor recalled how her heart was devastated when she visited the bodies of the SAF, as most of those perished in Mamasapano were formerly assigned in Isabela City, assisting in keeping the city peaceful. She was distraught to have learned upon visiting the coffins when 16 of the 44 are unrecognizable because of the brutality suffered in the hands of perpetrators at Mamasapano. Almost half are in closed casket. “Where is human rights here?” she asked, lamenting that whenever soldiers or government security forces suffered brutal killings like beheadings and lacerations, nobody from the human rights came up to condemn. “Is human rights only for the rebels and civilians?” she lamented. “Sila na ang nagbuwis ng buhay para sa kapayapaan, sila pa ang sinisi sa kanilang kamatayan (They have offered their lives for peace, yet they were blamed for their death),” the mayor said. She said that it is saddening that certain people have the attitude of blaming others in times of failures, but in times of victory everybody wants to take the credit. PInsp Bernabe A. Chamo Jr, Platoon Leader, 54th Special Action Company, PNPSAF thanked the constituents of Isabela City and Basilan, all the sectors present at the event for their sympathies and show of support to the PNP-SAF. ag-IBIG Fund recently sealed an understanding with the Philippine Nurses Association (PNA) to promote Pag-IBIG membership and programs to member-nurses based abroad. Pag-IBIG President and Chief Executive Officer Atty. Darlene Marie B. Berberabe and PNA National President Dr. Roger P. Tong-an led the signing of the Memorandum of Understanding (MOU). “With the passage of Republic Act 9679 in 2009, the mandatory membership coverage of PagIBIG was expanded to include the OFWs. This gives them an equal opportunity as the locally-employed workers to benefit from Pag-IBIG’s various programs. Vice President Jejomar C. Binay, who is also the Pag-IBIG Chairman of the Board,reminds us to recognize and honor the great contributions of our OFW-members to the economy, and, thispartnership with PNA is one such concrete

way by which we will be able to reach out to more nurses working outside the country. Our International Operations Group and 21 overseas posts located in key cities around the world will able to assist them when they avail of our programs. The Pag-IBIG President also discussedwith the PNA the improvements in Pag-IBIG programs that directly benefit OFWs, including the increase in the maximum loanable amount for housing loans from P3 Million to P6 Million, the much-improved life mortgage redemption insurance for housing loan borrowers that offers almost 50% decrease in premiums and the deletion of additional premium for OFWs, Pag-IBIG’s Short-term Loan (STL) Programs, the PagIBIG “BalikSavings 65” campaign which exhorts members who are 65 years old and more towithdraw

their total savings plus earned dividends with the Fund under the mandatory retirement provision that they can now use for their needs. Dr. Tong-an, meanwhile, expressed his support for the newly-formed partnership. “Our collaboration with Pag-IBIG will help our members dwell on what benefits they can take. We are excited to help each other on

this,” he said. PNA is one of the biggest and most organized groups of professionals abroad with approximately 18,000 members. It has 11 chapters abroad located in Europe and the Middle East. The nurses’ association will provide Pag-IBIG access to its events, meetings, and other similar activities to promote Pag-IBIG programs among members. They

will also endorse the Fund to its affiliate organizations abroad. As of November 2014, there are 14.6 million Pag-IBIG members, four million of which are OFWs. From January to November last year, around 10,000 overseas worker-members have availed of the Housing Loan program, while more than 4,400 members have enjoyed the benefits of the STL program.

The second target of the operation, BIFF commander Basit Usman, a Filipino terrorist with a $1 million bounty for his capture, was able to escape. Marwan, one of the most wanted persons in the Federal Bureau of Investigation with a $5 million bounty on his head, was tagged as the technical mastermind behind the 2002 Bali bombing that killed 202 innocent civilians. Marwan was likewise wanted by the Malaysian

Mamasapano farmer returns helmet, radio of Fallen 44 SHARIFF AGUAK, Maguindanao––Police authorities in Maguindanao are expecting more personal items, gadgets and equipment of the Fallen 44 to be turned to the government after a farmer who asked not to be named for security reason handed over three items of slain police commandos in the January 25 Mamasapano debacle. Senior Supt. Rodelio Jocson, Maguindanao police chief, said the farmer brought the items to the police office bringing with him three items he found in the battlefield in Barangay Tukanalipao, Mamasapano, Maguindanao. “He was a farmer living in Barangay Tukanalipao. He asked not to be named for security reason,” Jocson said of the farmer who turned over a SAF Kevlar helmet, a two-way radio set and ballistic plate of bullet proof vest. The items are now at the police provincial office in Shariff Aguak, Maguindanao. Jocson said the farmer was among those who arrived at the encounter site between PNP Special Action Force and Moro Islamic Liberation Front (MILF) in Barangay Tukanalipao. The farmer said several other villagers also took the fallen policemen’s items like guns, mobile phones, comouflage uniforms and combat shoes. “I hope other villagers or the MILF and BIFF will return the items owned by the slain policemen,” Jocson said.
