PNP on alert for today’s brgy polls THE Philippines National Police (PNP) have placed all units on “full alert” for Monday’s barangay (village) elections, Senior Supt. Reuben Theodore Sindac, PNP-PIO chief said. In a phone interview on Sunday, Sindac stressed that all their men have been on “full alert” since 6:00 a.m. on Friday. This means the highest level of readiness in all police offices and units nationwide to intensify election security efforts for the barangay polls. BUNAWAN, Agusan del Sur––Politics is rearing its ugly head in the upcoming village election of this town as 23 public school teachers have accused village leaders of harassing them through a “patterned” petition in an attempt to bar them from serving in the precincts in Monday’s polls. “For me, this action deprived our rights as we maintain neutrality in the elections,” said Joelito Cadavos, a teacher who will be serving as poll clerk in one of the public schools here. At least eight of 10 punong barangays of Bunawan town earlier filed a petition at the Commission on Elections against Cadavos and 22 others claiming that the teachers take sides and support a political party in the last May 13 national and local elections. But the petition which the teachers noticed were written in the same content never prospered after higher officials in the province and regional office intervened and prevailed in deciding police certification. CAGAYAN de Oro City–– Law enforcers collared 71 violators of the gun ban imposed by the Commissions on Elections (COMELEC) in Northern Mindanao as part of security preparations for the barangay election on Monday. Supt. Michael M. Pareja, spokesperson of the Philippine National Police (PNP) in Region 10, on Saturday said that of the 71 arrested, the PNP seized 41 assorted firearms, 42 bladed weapons,and 192 various kinds of ammunitions. He said that the apprehensions were made from Sept. 28, 2013 to Oct. 25, 2013 in coordination with the COMELEC and other
law enforcement agencies through check points established in various areas in the region. Pareja also said that the Joint Peace and Coordinating Center has also activated the Regional Election Monitoring Action Center down to the Provincial/City Police Offices and Municipal Police Stations. He said that the Regional Office also deployed additional police force to augment all provincial police offices and city police office down to the municipal police stations to ensure the peaceful conduct of the barangay elections in the FUND RAISING. Makina Saka to exhibit agri-machinery, equipment in C. de Oro on November 11-15 CAGAYAN de Oro City––To drum up the implementation of the agency’s Mechanization Program, the Department of Agriculture – Regional Field Office 10 (DA-10) together with its other counterparts throughout the Mindanao island is slated to conduct the 2013 “Makina Saka” or the Agri-Machinery Road Show on November 11-15, 2013 at the Marco Hotel, in this city. Delima will be the honored dignitaries during the formal opening of the five-day affair, in which a press conference will also be held afterwards. It will also include machinery exhibition and actual demonstration of rice mechanization facilities as well as a conduct of seminar/ congress/conference which are all geared towards the adoption of farmers to the various machinery and equipment that will be presented. City starts inspecting Integrity of buildings CAGAYAN de Oro City––The city government of Cagayan de Oro has started reviewing the structural integrity of high rise buildings here in the light of the destructive tremor that struck the Visayas and Mindanao regions last Tuesday. City Councilor Alden Bacal, chair of the city’s committee on public utilities, said that he has called the members of the committee to an assessment meeting to determine the city’s preparedness in case of a major earthquake here. He said that the Office of the Building Official has been tasked to inspect all major structures in the city especially high rise buildings to make sure that these buildings are structurally sound. Bacal said that the committee would also examine the adopted safety measures of these buildings, whether it conforms with the Building Code of the Philippines. He said that the City Engineers has also reported that the public market building at the Cogon area here has some cracks as a result of the Tuesday earthquake. The earthquake with a magnitude of 7.2 on the Richter scale with the epicenter in Bohol tapered down to intensity 4.2 in Cagayan de Oro City Tuesday morning which resulted in the crack of the public market building here. Bacal also recommended the establishment of an emergency generator set in the new legislative building at the City Hall to make sure that power supply remains at times of emergency. DAVAO City––The New People’s Army has given a “prisoner of war” status to “five Cafgu paramilitary forces” who were “captured” in the village center of Barangay Mansanitas, Loreto town, Agusan del Sur after they raided a detachment of the Philippine Army’s 26th Infantry Battalion, 11am of October 24. In a statement, Ka Aris Francisco, spokesperson of the Comval North Davao South Agusan Sub Regional C ommand of the NPA said the five included four “armed village officials.” The NPA named the five “prisoners of war” as Barangay captain Lito Andalique, kagawad Marvin Bantuasan, Crisanto Piodos, and Balaba Andalique, and Cafgu tribal member Pepe Subla. Francisco said that the five “are currently accorded rights as prisoners of war (POWs), their health and safety at the auspices of the NPA’s custodial force.” He said that the NPA’s “tactical offensive” is part of their “campaign against a fascist Army unit and its paramilitary machinery responsible for butchering two peasant leaders–Gabriel Alindao and Benjie Planos of the peasant group Kahugpungan Alang sa Kalambuan sa Kauswagan or Kasaka–detaining and torturing two civilian Lumad minors, and conducting massive harassment and counter-revolutionary drive against the peasant masses in Loreto, Agusan del Sur.”

Alberto C. Caber. “They are still being held captive by the NPA kidnappers who are obviously trying to influence the barangay election,” the statement said. However, the NPA denied the allegation saying it was “farfetched” to say that the “arrest” indicated that they were somehow involved in the October 28 barangay elections. The NPA said that “(t) he five POWs are not ordinary civilians and reelectionist village officials but are counter-revolutionary paramilitary forces and are, thus, legitimate targets of the NPA.” The statement said that the “POWs” are “psychological warfare agents, who banned the masses from

Rainier Cruz, commanding general of the Eastmincom maintains that is “another gross violation of the CARHRIHL by the NPA in attacking civilians.” For the NPA, however, what they did was “to protect the successes of the People’s Democratic Government by punishing the enemy and enforcing revolutionary justice.” Armed conf lict and cases of human rights violations in Loreto, Agusan del Sur, have hogged the headlines in the recent months, involving no less than its mayor to whom residents say have favored military operations alongside foreign palm oil and mining encroachment in the area. Teachers are indeed the most valuable assets in our society and the key player in nation-building, particularly the human resource which is the greatest factor in boosting our economy. Moreover, this is the most indispensable contributions that educators have shared to our nation. Furthermore, works of the teachers are beyond what is prescribed by law because of the extra-curricular and civic activities which contributed to the welfare of the community and the country, most notable of which is when teachers guard the precincts and count the votes during election. Hence, it is regarded as the highly reliable and dedicated public servants Its enormous and colossal contributions in molding the youth made it useful and productive citizens are then the gigantic contributions that mentors have shared in his community, nation, as well
as in the world. Spending over and beyond as public servant in which teachers never counts of as long as they served to the best of their ability not only in the school but in the community as well. The attitude of voluntarism is always there they never refused once their services are requested by the community even if it is beyond the call of duty. All this inherent characteristics made the mentors the living heroes. The heroism that mentors show are tantamount to the heroes of old times. We never shed blood but we are fighting everyday not using our sword yet by using our sharp minds against ignorance and illiteracy. Nevertheless, giving worth and dignity to every human person as useful entity in our society. The front liners in the battle in making the world a better place to live-in through proper education. It is said that there were no other
professions without the teachers. This axiom is always holds true until this time. In this light, the world salutes the teachers and recognized as one of the world’s living heroes. Henceforth, every September 5 to October 5 the world celebrates the World Teachers’ Day and it ends on October 5 as culmination day all throughout the world. It is a one day activity in which community stakeholders have the opportunity to offer tribute and salutation to the heroes of their own community. Indeed, teachers deserved to have this celebration and recognition for the enormous contributions to the community where they served and to the nation as well. The vacuum that educators felt is filled with joys and happiness that finally mentors are not neglected but given due merit and importance as one of the most valuable resources in the world.

Surigao Sur free from Elephantiasis disease HEALTH DEPARTMENT DECLARES

BUTUAN City––The Department of Health (DOH) has declared the province of Surigao del Sur Filaria-free. This was announced by Center for Health Development-Caraga Media Relations Officer Dines Garcia, who said that the DOH declaration was the result of the agency’s focused endeavor in partnership with local efforts to eliminate the disease in the province. According to Garcia, Lymphatic filariasisor Elephantiasis (Danlak/Buyong) is an infection of the filarial worms (Wucheria bencrofti Brugia malayi or B. timori). These parasites are transmitted to humans through the bite of an infected mosquito and develop into adult worms in the lymphatic vessels, causing severe damage and swelling. Elephantiasis is characterized by painful, disfiguring swelling of the legs and genital organs. Filariasis is a major parasitic infection which continues to be a public health problem in the Philippines. It was first discovered in the Philippines in 1907 by foreign workers. Consolidated field reports showed
a prevalence rate of 9.7 percent per 1,000 population in 1998. It is the second leading cause of permanent and long-term disability. The disease affects mostly the poorest municipalities in the country with about 71 percent of the cases in 4th-6th class towns. In 1960, 43 of 63 provinces were shown to be endemic for the disease, leading to the creation of the National Filariasis Control Program (NFCP) in 1963. In 1997, the World Health Assembly declared Filariasis elimination as a priority followed by the World Health Organization’s call for global elimination. In solidarity with the strategy shift from control to elimination of Filariasis, the Department of Health issued and disseminated Administrative Order No. 25-A s.1998 to all endemic regions. Thus, the National Filariasis Control Program (NFCP) was renamed into what is now the National Filariasis Elimination Program (NFEP). In 2010, two provinces in Caraga, Agusan del Sur and Dinagat Islands, were declared Filaria-Free. Year-round mass treatment of populations in disease-endemic areas was the
main approach of the NFEP program and evaluated every two years. In 1992, at least 3,500 individuals in Surigao del Sur were examined and tested via immunochromatographic test (CT) which showed no traces of the parasite. Samples were sent to the Center for Disease Control in Atlanta, Georgia for confirmation and validation. Surigao del Sur is the third province in Caraga and the 19th in the national roster to be declared Filariasis-free. In a statement, DOH

SURIGAO City––The city council approved Thursday afternoon a resolution declaring Balgamelo “Baby” C. Ma, Mayor Ernesto Matugas’ alleged “alter ego,” a “persona non grata” (unwelcome person). Councilor Baltazar Abian, an engineer, sponsored the resolution, which met no objection from any of the council members. Ma, who so far did not respond to text messages and calls for his comments, is allegedly interfering in the operations of the city government. Ma is holding office at the Surigao City Government but he is not actually connected with city hall, said Vice Mayor Danilo C. Menor, a lawyer. Councilor Fernando S. Almeda III, also a lawyer, said they have summoned Ma many times to hear his side about several controversies and complaints involving affairs at the city hall. One of the controversies involved Ma’s alleged order to fire 14 barangay health workers, according to Vice Mayor Menor. Ma was the political adviser and campaign manager of Matugas in past elections. In 2010, when Matugas became the mayor, he acted as the city administrator. This prompted the city council to question Ma’s authority after the legislative body did not give its concurrence to his appointment. Ma is also allegedly a Taiwanese national. Councilor Abain said that city hall “is wasting money on Ma.” He is using the government’s facility when in fact he is not a government worker, Abian claimed. In 2011, Ma, who was appointed by Matugas as adviser on political affairs, and 13 others were charged

MisOr emerges as Quality Corn Achievers’ Awardee MISAMIS ORIENTAL, Oct. 11—The Provincial Local Government Unit of Misamis Oriental (PLGUMisOr) is one of the recipients of the Quality Corn Achievers’ Awardee after the Department of Agriculture (DA) has recognized the outstanding contribution of the province to the corn
industry. Concepcion C. Salcedo, corn coordinator of MisOr, said that for the 2010-2012 period the province has allocated almost P6.5 million to the Corn Program, which was utilized for the distribution of corn seeds, the establishment of Multi-Purpose Drying
Pavements, the provision of corn sheller and farm tractors, the adoption of Good Agricultural Practices for Corn, the conduct of soil analysis and Farmers’ Field Schools, among others. The amount, she added, has extended assistance to corn farmers with a total area planted of 47,588
hectares and an average volume of production of 249,000 metric tons (mt) at an average yield of 4.4 mt/ha. Major projects implemented by the province in coordination with the DA10and the city and municipal LGUs, Salcedo reported, include the establishment of a seed production site and a Bio-N processing center, which is located in the town of Villanueva; and a 100 tonners capacity Corn Processing Complex in Claveria. She further expressed
that the projects would not have been made possible if not for the 26 active, dynamic and dedicated technical staff of the Provincial Agriculture’s Office supporting the corn program and the 101 agricultural technicians assigned in the different cities and municipalities. As a national corn quality achievers’ awardee, PLGUMisOr will receive a prize amounting to P3 million worth of projects, which will be awarded on October 23, 2013 in Tagaytay City. is set to receive the award. Political corruption starts with misguided voters By Manny Valdehuesa
CAGAYAN de Oro City– –A vote importuned by patronage, cast in exchange for money or goods, or obligated by favors or political indebtedness is a misguided or corrupt vote. Such a vote confers an undeserved honor to a candidate with misplaced or dishonest ambition. It rewards him with something he doesn’t deserve: public trust. Unfortunately, once this vote is cast, it bestows a leadership role, along with authority to manage or oversee the resources of government and society. And it grants him access to all sources of power, pelf, and pageantry; a sort of winner-takes-all bonanza. This bonanza is what makes politics attractive to the mercenary-minded, the power greedy, and the dynasty-builder, otherwise known as traditional politicos, or trapos. It is what drives them to spend enormous sums to get elected, even to the extent of incurring debts, big and small, from capitalists and crime lords, and from political entrepreneurs who expect to cash in on his future bonanza. Naturally, on attaining victory, this trapo will need

Thus unless he is a wealthy and generous philanthropist, he has no choice but turn to unofficial sources and resort to imaginative ways of raising the money. And when he does this he crosses the line which separates good and bad, clean and dirty, honest and dishonest. And it is at this point that he becomes a danger to the safety of public funds and to the integrity of public service. In a word, he becomes corrupt. And the corruption takes many forms and permutations—from selling influence to dispensing favors, from protecting crime to assigning turf to Lords of the Ring, i.e. gambling and drug rings. That’s how the community’s wealth, cash or in-kind, gets dissipated while private treasure chests overflow and runneth over. Remember when a sitting president could build a Boracay Mansion in New Manila, or, lately, how a
senator builds a P130 million Wack Wack mansion, and another senator’s wife is caught red-handed trying to smuggle dollars to the U.S., while congressmen and governors and mayors do their own things….and so on down the line stretching from the uppermost reaches of politics to Janet Lim Napoles’s bathtub? Conscience or integrity has nothing to do with these undertakings, which is why trapos can be tagged as the undertakers and morticians of Democracy. Meanwhile, it should surprise no one that, once in office, instead of doing their job rescuing society from poverty and privation, trapos focus on their need for enrichment opportunities through graft and corruption; they have creditors and cronies to satisfy or repay! And that’s the genesis of graft and corruption and the urge to plunder. It starts with misguided votes in the barangay, fueled by vote-buying, bribery, and all sorts of mayhem. It gains momentum as votes are pocketed and leveraged by trapos at upper levels. From there it spreads con-
tamination throughout the political system and cause decay to our society. If “civic minded” people would only bother to reconnoiter the political play in their immediate community, they will find that the front-page spectaculars and shockers about corruption are not unique to the capitals; that in fact they are the pus that issue from the stinking boils that rise from the primary level of government, the barangays whose governments are left unsupervised by their constituents. Corruption subsists in all but a few barangays, eating away at the foundation of the House of Democracy like the termites in our homes. Few “civic leaders” know, for instance, how even a candidate for barangay kagawad invests hundreds of thousands for his campaign. In some barangays of medium size cities like Cagayan de Oro, an aspirant for kagawad is expected to “invest” up to one hundred thousand pesos just to be included in the slate of a popular candidate for barangay chairman. They call it “pot money” – a term derived from the language of gamblers, gambling places, cockpits and shabu joints. If it costs that much to

against another woman after the teacher was hit in the back with a full bottled water by that woman. The teacher earlier complained to the woman because the woman’s young son mauled the teacher’s equally young daughter while they were in a playground in a mall, without any provocation. The woman got hysterical, denying that her son did not do anything against the teacher’s daughter, and, as if that was not enough, the woman later tried to slap the teacher who managed to avoid the assault with the help of the playground’s personnel. When the teacher turned her back to attend to her daughter, the woman then treacherously threw the bottled water at the teacher, hitting the latter just below the nape (the second installment of this item will be on our next issue, God willing). -oooPRAYER POWER IN MOST DESPERATE SITUATIONS: In times of great trouble, when all human effort is demonstrated to be unable to help as in the
cases of people afflicted with terrible sicknesses, the power of a caring and loving God can be urgently invoked through sincere prayers. God proved this to me, yet once again, when, in the early morning of Sunday, October 27, 2013, my father’s virtual zerophysical condition as he laid on a bed at a hospital in Quezon City after a second stroke afternoon of Saturday, October 26, 2013, miraculously improved as we laid hands on him and ceaselessly prayed for God’s assistance as his doctors were hovering about him. Once more, God proved He responds, immediately and right away, even in a very hopeless situation already. I could only mutter “Salamat sa Diyos sa Ngalan ni Jesus”, when my father suddenly called out my name after failing to respond to his doctors earlier, and, upon my prodding, loudly prayed “O ur Fat her” wit h me in his guttural, strokedebilitated voice. secure a barangay post, how much more does it cost to earn large returns on investment at higher levels? Does anyone question why, according to the Comelec’s tally of senatorial campaign expenses, victory went to high-rollers spending P50 million to over P100 million? No wonder even Miriam admits that people want to spit at them! Trapos aren’t daunted by the enormity of amounts entailed in graft and corruption. They know there’s a lot of money and sources of money in our economy, local, national, or external (deposits salted away in foreign banks). They also know that big time corruption drains away much of it. So they might as well do some of the draining! Twisted minds, political perverts! In fact, the rivulets of corruption in the barangay are the tributaries that form the rivers and oceans that sustain flamboyant lifestyles in Congress, Malacañang, the Courts, and the rest of the bureaucracy, including the military. How to check the onrush of rivers or slow the ocean tide without erecting gigantic dams? Simple: stop those rivulets or contain them at source before they become rivers that flow into the
ocean! These rivulets are the decisive arena—and they’re in the 42, 028 barangays of the nation, which is why everyone must be in on the act. It doesn’t even have to be everyone because there are almost 100 million Filipinos. We just need enough of them to be attentive to the undertakings of their community’s undertakers and under-the-table dealers. Oversight and vigilance are needed in every barangay, especially in the neglected or little-noticed sitios and puroks where the most vulnerable sectors live. It’s in those neighborhoods that patronage is dispensed, where ward leaders operate and prowl the households, where votes are bought wholesale, and where the hakot of flying voters begin and end. No candidate, local or national, gets elected unless he corrals the votes in these obscure corners. But unless every concerned citizen tends to his own barangay, who will? Comelec sees ‘smooth polls’ in Region 12

ENERAL SANTOS CITY – It’s all systems go for the barangay elections on Monday in the entire Region 12 or the Soccsksargen Region, the Commission on Elections (Comelec) regional office said.
Lawyer Michael Abas, Comelec-12 director, said Friday they have completed all the necessary preparations for the conduct of the polls, specifically the distribution of election materials and the assignment of the teachers who will be serving as board of election tellers (BET). He also said the security arrangements for the elections were already laid down during their final briefing with the Police Regional Office 12 and local units of the Armed Forces of the Philippines last Wednesday. The official said the briefing was joined by Philippine National Police Deputy Director General for Operations Felipe Rojas Jr., who reviewed the area’s overall security preparations. “We’ve ironed out all the necessary election ar-
rangements, especially in terms of security, and everything seems to be alright so far,” he said in an interview over Brigada News. Comelec-12 has jurisdiction over the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato and the cities of General Santos, Koronadal, Tacurong and Kidapawan. Alt houg h a p ar t of Region 12’s administrative coverage, Cotabato City was placed under the Comelec in the Autonomous Region in Muslim Mindanao. For Monday’s barangay elections, the Comelec will open a total of 6,622 clustered precincts comprising the 14,278 established precincts in 1,158 barangays in the region. It listed the region’s registered voters at 2,081,428.
Abas reminded voters that polling precincts will only conduct the voting, which will be in manual mode, from 7 a.m. to 3 p.m. After the closing of the voting, he said the BETs will immediately prepare the documents and proceed with the counting. “The counting might take around three hours or more. But rest assured that by the time we wake up the following morning, all the winners are proclaimed already,” he said. The official reminded anew all candidates to make sure that they are conducting their campaigns, which end on midnight Saturday, “according to the rules.” He said they should refrain from violating them to avoid facing possible problems later on. Abas said they already received a number of petitions for disqualification against several candidates due to alleged election offenses. “We will not hesitate to disqualify any winning candidate should they be found liable later to an election offense,” he added. PGCot extends “Serbisyon Totoo” to earthquake victims in Bohol The provincial government of North Cotabato’s flagship program “Serbisyong Totoo” is set to extend help to the thousands of victims of the deadly 7.2 magnitude earthquake in the province of Bohol. Called as “OPLAN Tabang Bohol” Gov. Emmylou “Lala” J. Taliño-Mendoza ordered for the fast and immediate sending of relief assistance comprising of 100 sacks of rice, 30 cartons of noodles and 30 cartons of canned goods. The goods which were immediately repacked in plastic containers, are scheduled to be delivered to Davao City particularly at the GSIS Covered Court in Matina as the official dropping area. Before this, Davao City Archbishop Romulo Valles has earlier called on to Governor Taliño-Mendoza to join the people of Davao City in giving the much-needed help to Bohol which the governor didn’t hesitate to response. Apart from the relief goods provided by the provincial government, the employees of the Provincial Capitol also gave food, clothing and other kinds of assistance for the earthquake victims.

DAVAO CITY – The Department of Science and Technology (DOST-XI) has invited interested professionals and students with research projects and inventions to join in the 2013 Regional Invention Contest and Exhibit (RICE 2013) slated on November 19-21, 2013 at SM City Davao. In DOST-XI’s emailed invitation, the agency called on professionals and students in groups or individuals to bring their entries on research projects, inventions, prototypes, industrial designs and software applications related to science, technology, engineering, medicine, health and the environment. The deadline for the submission of entries is on November 13, 2013. The DOST-Technology Application and Promotion Institute (TAPI) is in cooperation with the Davao Inventors Association (DIA) and the Davao Region Industry, Energy and Emerging Technologies Research and Development Consortium (DRIEERDC) in the holding of the RICE 2013 at the SM City Davao Events Center, SM Annex, Ecoland, this city. DOST-XI said RICE 2013 aims to recognize and showcase the outstanding local inventions, innovations, researches and utility models with significant and
potential contribution in the development of the industry and the economy. In addition, this biennial science and technology event intends to provide support to Filipino inventors and innovators by showcasing their creations and ingenuity to the public and potential investors and commercialization partners. Stealing peoples’ money Albert Pascual, spokesman of KBK, said PhilHealth executives who got the biggest share of the bonuses are practically stealing the peoples’ money. He said they are indulging themselves with billions in bonuses while members are being squeezed of their hardearned money. “They granted themselves bonuses using the peoples’ money while their provision of services is very poor,” Pascual said in the protest action in front of PhilHealth head office. Not only that, he said, the PhilHealth will also implement an increase, in 2014, in the contributions being exacted from members. The increase would be from P1,200 ($27.85) a year to P2,400 ($55.69) for individually paying members whose monthly income is P25,000 ($580.13) and below. Land-based overseas Filipino workers (OFWs) would also have to pay a $55.69 annual contribution from the current P900 ($20.88). For employed members, three percent would be deducted from their basic monthly pay, for the PhilHealth contributions. According to a Commission on Audit (COA) report, the $34.807 million in bonuses granted by PhilHealth officials consisted of: • Productivity incentive allowance – P272.006 million ($6.311 million) • Anniversary bonus – P33.4 million ($775,048.27) • Rice benefit – P106.27 million ($2.465 million) • Educational allowance — P278.89 million ($6.471 million) • Christmas package – P234.05 million ($5.431 million) • Nominal gift – P10,000 ($232.05) • Shuttle service assistance – P134.53 million ($3.121 million) • Labor management relation gratuity – P156.92 million ($3.641 million) • Birthday gift – P39 million ($904,996) • Medical and mission critical allowance – P23.33 million ($541,373.54) • Corporate transition and achievement premium/ grocery allowance – 104.4 million ($2.422 million) • Representation expenses – P32.5 million ($754,163.74) • Rewards and other claims – P24.74 million ($574,092.64) According to reports, members of the PhilHealth Board of Directors who received a bonus of P1.2 million ($27,846.05 ) each are: the chairman of the Board Health Secretary Enrique Ona, vice chairman Marlon Manuel, Civil Service Commission head Francisco Duque III, Social Welfare Secretary Corazon Soliman, Alexander Padilla (representative of employers), Alexander Ayco (labor

Ana (representative of overseas workers), Government Service Insurance System (GSIS) President Robert Vergara, Local Government Secretary Manuel Roxas, Labor Secretary Rosalinda Baldoz, Juan Flavier (representative of health care providers), Francisco Lopez (self-employed sector), and SSS President Emilio de Quiros. Pascual also slammed the giving of bonuses to private contractors of PhilHealth. “Ona said they hired private contractors because they do not have the capacity to run the corporation. These contractors have received P6,506,869 ($150,992.14) in bonuses and benefits, which include ‘special events gift’, project completion benefit, gratuity/Christmas package, sustenance gift/rice allowance, recognition gift, efficiency/productivity gift, alleviation gift, transportation assistance, medical and mission critical allowance.” “These officials received millions of pesos in bonuses while PhilHealth members are waiting in long lines, and for at least six months to avail of their benefits. Benefits claims have to undergo an arduous process. Members receive a measly refund and worse, some members are not benefiting from PhilHealth,” Pascual said. He added that PhilHealth covers a mere 30 percent of the member’s hospital expenses. Moreover, PhilHealth reportedly owe some P2 billion ($46 million) in overdue payments to 900 private hospitals in 2012. “Obviously, PhilHealth’s Board of Directors approved self-serving policies that allowed the release of such huge amounts without considering the welfare of members,” Dr. Eleonor Jara, executive director of CHD said. Return the people’s money Rodalyn Posano, 47, a former overseas Filipino worker, said that during her 15 years of working abroad, she too, did not benefit from PhilHealth when she badly needed it. “Two years ago, while I was working abroad, my husband needed to undergo an operation. PhilHealth asked for too many papers, which my relatives here could not provide because I was outside of the country. If not for a medical mission, my husband wouldn’t be operated on.” “And now you hear this kind of news. Many members are suffering from distress because they could not get medical treatment. It pains us even more when the agency that we thought could help us would not and worse, further adds to our suffering,” Posano said. The health groups demanded for the return of the bonuses and allowances received by PhilHealth officials, as enumerated in the COA report, and use it to finance free health
services and medicines in public hospitals. “It is simple; put all the resources meant for PhilHealth to health services if this government really intends to serve the Filipino people. No need for a scheme that further squeezes the people,” said Dr. Julie Caguiat of Network Opposed to Privatization (NOP). She said, “One does not need to be a member of PhilHealth to avail of free health services. A basic social service such as health should be provided for free by a government serving the people,” she said. This is not different from the pork barrel issue, Cagiuat added. “As members and tax payers take from their hard-earned money to pay for their PhilHealth premiums, the agency’s officials, on the other hand, are pocketing the peoples’ money.” (http://bulatlat. com)

Arafol Jr. to dismiss the complaints of the family of the slain Roque Antivo, 8, against the soldiers who were seen by a family member in the area just shortly after the shooting on April 3 this year. “What more does the prosecutor want to convince there was murder?,” said Rius Valle, spokesperson of the CRC –SMR. On September 17, Arafol dropped the complaints against Lieutenant Colonel Jerry Borjal, commanding officer of the Army’s 71st infantry Battalion, and another officer, for the murder of Antivo. The document was received only on October 21 by the family lawyer, Attorney Manuel Quibod. Arafol said that “the fact of killing the victim by the respondents herein is not sufficiently established.” Antivo’s parents had claimed that it was soldiers who fired on Roque and his elder brother on the night of April 3 “while the kids were walking home” from their farm in Crossing Kidaraan, Brgy. Anitapan, Mabini, Compostela Valley. In a complaint, Roque’s stepfather Sonny Cortes said he and Roque’s brother saw soldiers of the 71st IB on the scene where the incident happened. Cortes said a certain Second Lieutenant Felipe Llorca, who he said he met earlier in his village, was with the soldiers who claimed they were firing at communist guerillas in the hills. But Arafol said that “from the evidence submitted (by the 71st IB), it Is safe to conclude that an encountered (sic) between the troop lead by Lt. Llorca and the splinter group of the NPA transpired. Thus, such unfortunate death and the injuries inflicted are sorrowful results of the same.” In the resolution, Arafol cited counter-affidavits issued by Borja and other
officials that the death of Roque “resulted from an encounter between splinter group F2 and platoon headed by 2nd Lt. Felipe Llorca in the vicinity of South Kidaraan.” The soldier’s counteraffidavit also claimed that Lt. Llorca’s unit was pursuing some 30 NPA members and that another military unit encountered them in another Barangay called Libodon. But Valle also claimed that his group conducted a fact-finding mission after the killing and he said the data collected belied the soldiers’ claim that there was an encounter. “Roque’s parents and neighbors all said there was no gunfight or NPAs in the vicinity on that day,” Valle said. Valle further said that villagers dismissed as impossible that soldiers were pursuing NPAs toward Barangay Libodon. Valle said that Libodon was 20 kilometers away, which could not be crossed in a few hours. “Are authorities really that insensitive to children’s rights, that children can become collateral damage to military offensives?” Valle asked. The group said they were wary about Arafol’s resolution pointing out that he was the same prosecutor who dropped charges against the military in other cases involving children such as the killing of Grecil Buya, 9, in a remote village in New Bataan, and Sunshine Jabinez, 7, in a remote village in Pantukan. Evelyn Mellana-Plaza still suffered a big loss against his brother, former congressman Rodolfo “Ompong” Plaza. One of the teachers has confided that the same provincial official unleashed his ire to them in his speech during the Araw ng Bunawan in June 21 after he was said to be overheard lambasting them uttering words like “you better watch out, I will make a sample out of you, ” apparently referring to them. “We have not done anything wrong,” said Ruth Duyan, who will be serving in Babadan Elementary School. She said the local Comelec office has cleared
her and other teachers from any election offense in the last elections. The local police has also issued a certification that the teachers do not have any record of election offense nor charged of any violation of Omnibus Election Code during the conduct of the last elections. Another teacher, Sandra Raga, said she questioned the petition at the Comelec as she stood firm that there was no police blotter or court order that prevented them to serve as poll clerk on Monday.

Deleverio said the law is an archaic, unconstitutional, and antidemocratic law that was imposed by the Marcos dictatorship and was never repealed by the first Aquino administration until today. “Local Marcos wannabees like Mayor Ernesto Matugas and other local government executives are invoking this Draconian law to guard their own fiefdoms and lash back at his political adversaries,” Deleverio said in the UPLM’s press statement sent to MindaNews. The group said Surigao City Mayor Ernesto Matugas did not issue a permit to use the public park for which protesters earlier applied. “The illegal assembly case against Begil, Abian, Canda and two other companions is the most recent in a looming trend of harassment against human rights lawyers and vocal critics to ‘Pork King’ Benigno Aquino III and the whole corrupt system of bureaucrat capitalism,” Daleverio said. UPLM calls for the immediate withdrawal of all charges against Begil and his co-accused. UPLM also demands that the authorities respect the rights and duties of human rights lawyers to represent and defend the people’s organizations that they are serving. When sought for comment, the mayor was quick to respond that he is not behind the filing of the case against the protesters. “I never instructed the chief of police to file a case against the rallyists,” he said in a text message Wednesday afternoon. Matugas said it was the chief of police who filed the case. But Supt. Joseph R. Nohara, the city police chief, did not comment on the issue. Begil said the case is still pending at the Surigao City Prosecutor’s Office. He added they are waiting for the subpoena to be sent by the prosecutor’s office. City Ordinance Number 245, passed in 2006, designates the Luneta Park and City Boulevard as “Freedom Parks where people may congregate, peaceably assemble and petition the government for redress of grievances.” It was based on Batas Pambansa 880 or the Public Assembly Act of 1985. The ordinance carries no penal clause though. “Since the ordinance has no penalty, they can’t be held liable,” Vice Mayor Danilo C. Menor, a lawyer himself, said. He was a former fiscal in this city, then became councilor. He was the brainchild of the city ordinance in question. “The Aquino government should cease from filing lawsuits against the public’s participation in legitimate issues. The state should junk BP 880 and all repressive laws, and respect the constitutional rights of the people to peaceably assemble and seek redress for their grievances.
