Cop shoots wife dead in Davao By Antonio L. Colina IV on MindaNews

DAVAO City--A policeman assigned in Davao del Sur shot dead his wife outside an internet cafe along Sta. Ana Avenue, Davao City at around 1:50 a.m. on Friday. The victim, who was identified as Lorna Abacan Adug, 35, a massage therapist and resident of Brgy. 74-A in Matina, this city was shot by husband PO3 Arvin Putong Adug, 38. Cliff Aguio Dorado, a witness and a relative of the suspect’s, said the couple had a heated altercation outside Net Express Cafe when the suspect allegedly drew his handgun from his waist and shot the victim. She was hit on left side of her body, back, lower right leg. She was rushed by the witness to San Pedro Hospital but she died upon arrival. After the shooting, the suspect escaped towards Guerrero St. Responding policemen recovered from the crime scene two fired cartridges believed to be from a .9 mm caliber pistol, which was then subjected to ballistic examination. The remains of the victim were kept at the hospital. Relatives of the victim said the couple had already separated. Police are now conducting a manhunt operation against the suspect. (Antonio L. A corrupt system breeds corruption

MOST of the government officials seemed to get away with what they are doing. Of course, they could do anything they want because the “boss” protect them most of the time. Consider the story of an information confided to ‘The Cynosure’ lately. The information pertains to a top department official in the province who is reportedly close to the provincial governor. The informant related that the department head has spruced up his residence at the expense of the provincial government. Whether the information is true, the workers complained that this “department head” has been renovating his residential house using government paid workers! More often, this writer thinks that some government officials are just lucky. For instance, the Cynosure has been informed too of a city official who was able to build a house at Xavier Estate, an upscale subdivision in Cagayan De Oro City. If one would compute the salaries, including the bonuses, the city official could not afford to get a residential house in the subdivision. In addition, the city official also drives an elegant car around the city. Wow! One could simply envy, like this writer, who worked as a public servant for over 20 years. Yet, until now could not even have one of the low cost housing. Anyway, like the provincial official who has the apparent protection of the governor, the city official (s) is also a protégé of the city executive.

The love letters of Elpidio Quirino

Long before email, facebook, twitter and instagram, our lolos and lolas communicated via snail mail. Letters and postcards sent across the oceans took months to deliver. Of course, local mails were delivered much faster but never, as today, at the speed of light. The bulk of the mail for delivery within Luzon was carried by trains of the Philippine National Railways and the rest of the way by buses. Young readers may not believe it. But back in the 1920s, we had an efficient rail system (which doubled as mail carrier) that ran from Manila to Pangasinan and

years later from Manila to Bicol. Visayas- and Mindanaobound mail were carried by inter-island ships. Long before instant messaging, very short and ur-

gent messages were sent via telegram. Letters and telegrams were finally delivered to their intended recipients by uniformed carteros. In the 1920s, Filipinos were already schooled in English. But most citizens, natural-born or otherwise, still preferred to speak and write in Spanish. A husband would thus write to his wife as “Mi Querida (..Name)”. I am not sure if a husband can do that now and get away with it. That was the situation in the Philippines in the 1920s wherein Elpidio Quirino found himself. Quirino would rise to

The workers are afraid that the province could not pay the retirement benefits because the department has no budget! Is that so? Many times in the past, the workers in the department already dislike this public official who got appointed to the position because of his “closeness” with the provincial official.

New heavy equipment arrive Misamis Oriental Gov. Bambi Emano accepted the initial delivery of heavy equipment as he declares a massive implementation of various infrastructure projects in the province, Friday, over the weekend. The equipment consisted of six (6) units of vibratory compactors (pison), two (2) backoe, two (2) graders, and two (2 ) payloader were lined up and blessed Friday afternoon at the capitol compound before being deployed to various project sites. “These equipment are part of the P250 million loan we made; on which the P30 million-worth of hospital equipment we delivered some two weeks ago to our hospitals were also part of,” Gov. Emano said. The Governor added these equipment would be a significant support to the barangay empowerment program; a program he initiated by empowering barangay officials to implement projects of their choice. Climate talk underscores why COP21 agreement matters to PH CAGAYAN de Oro City--The Social Sciences cluster of Xavier University invited key individuals who attended the historic Conference of Parties 21: The 2015 Paris Climate Conference (COP 21), for a forum on the question, “Why does the Paris Climate Change Agreement matter to the Philippines?” Renato Redentor Constantino, executive director of the Institute for Climate and Sustainable Cities (ICSC), talked about how COP 21 impacts developing nations such as the Philippines at the Xavier University (XU) Little Theatre on 26 January 2016. “This is an epic year in mobilizing countries, demanding how the world should act regarding climate change,” Constantino said. Over 190 member countries gathered in Paris, France to achieve a legally binding and universal agree-

ment on climate change, with the aim of keeping global warming levels below 2 degrees Celsius. COP 21 is significant for developing countries since they are considered most vulnerable to the effects of climate change. Through this agreement, the parties have agreed to keep the world at 1.5 degrees Celsius by reducing carbon emissions. The Philippines participated in and committed to the agreement. Constantino presented important data on existing initiatives by major carbon emission contributors in curbing the negative impact of climate change. For instance, he said that China set two new world records in clean energy in 2015. MDPPA pushes road safety practices amid rise in accidents due to drunk driving Following the alarming findings from the Global Report on Road Safety 2015 released by the World Health Organization (WHO), the Motorcycle Development Program Participants Association (MDPPA), an organization of motorcycle manufacturers championing the promotion of road safety in the Philippines, strengthens its advocacy on road safety in a bid to lessen road deaths attributed to drunkdriving. The WHO Global Report on Road Safety 2015 study reveals that 2- and 3-wheeled vehicles are responsible for 53% of road deaths from 2004 to 2013 in the Philippines, with over a thousand of these deaths attributed to drunk-driving.

A Metropolitan Manila Development Authority (MMDA) incident report covering January to July 2015 echoes the same findings, citing that one of the leading causes of accidents in the country is driving under the influence (DUI). Furthermore, the MMDA report reveals that majority of those involved in these accidents are motorcycle riders, with a total of 11,721 recorded motorcycle accidents during the above-mentioned period. With the increasing number of accidents related to alcohol intoxication, MDPPA reinforces its road safety advocacy by conducting a series of seminars to remind the public of safety precautions to be observed especially when on the road. “While it is difficult to avoid drinking alcoholic beverages,

it should not be an excuse to drive intoxicated. Remember to appoint the sober one as the designated driver, or not to drink if you know you’re driving. This holds true whether you are driving a motorcycle, or any other type of vehicle,” MDPPA President Rodel Pablo shares. In 2014 alone, the Metro Manila Accident Recording and Analysis System (MMARAS) Traffic Accident Report shows that there were 90,258 recorded road crash accidents – 418 of which were fatal, 16,665 were non-fatal injuries, while 73,175 involved damage to property. The report further shows that these accidents involved human errors such as drunk-driving and inattentive or sleepy drivers, among others.

Our students don’t always learn what we want them to learn, but they always learn something. Other than the curriculum, they may learn how to fight the system, or how to get the teacher mad, or how to avoid responsibility, or how to talk to friends without being noticed by the teacher. Working with the teacher or against the teacher, either way, learning takes place. I asked myself to answer the question, who is

responsible for learning in the classroom – the teacher or the students? I think half of the said responsibility belonged with the students, and the other half responsibility lay with teachers. As teachers, think we need to agree on the statement, in my class, every student will learn. I believe that every student will learn in my class. Most of us were not afraid to commit to every student learning in our class but there are some teachers were not afraid to commit to helping all of his students learn. He had been given a

remedial their class of what some considered the worst students. Both of these regular, everyday teachers accepted the responsibility for learning in their classrooms. What did they do exactly? They simply got busy and went to work helping their students learn. That choice, all by itself, is how they became exceptional teachers. How can I do that? I don’t have those skills, or that talent, and I’m just a regular teacher, you might ask. We must become selfactualized. We cannot be

dependent on others to do what we know we can do as teachers. We have to get to the point where the minimum is not enough, and finding solutions for challenges around student learning become our daily bread and breath of life. When the teacher says, I am the one that makes learning possible in the classroom and I am committed to make it happen. And the student says, I will do everything that I can to learn. I am ready to learn. That is when the magic of learning really happens.

Alicia did not live long enough to see Quirino ascend to the Presidency. She and three of her children were killed by the Japanese during the Battle for Manila.
