Collaboration in APEC pushes for MSMEs’ better access to finance

The Asia Pacific Economic Cooperation (APEC) is gearing toward better access to finance for micro, small, and medium enterprises (MSMEs) to help them participate in global economic activities.

During the APEC SME Finance Forum at the Iloilo Convention Center on Tuesday, APEC Business Advisory Council (ABAC) Chair Doris Magsaysay-Ho said public and private sectors in the Asia Pacific push for further collaboration to improve financial services in the region.

For instance, the APEC SME Working Group has worked with ABAC for the APEC SME Finance Forum on the margins of APEC SME Ministerial Meeting.

The APEC SME Finance

Forum seeks to discuss and obtain wider support for concrete initiatives to address key issues of providing efficient and sustainable financial services to MSMEs. Ho also said the Boracay Action Agenda to globalize MSMEs widens the opportunity for close collaboration of APEC and ABAC to improve MSMEs’ access to financial mechanisms.

Likewise, the ABAC has recommended the Financial Infrastructure Development Network (FIDN) in the APEC Finance Minis-

ters Meeting recently held in Cebu which aims to support the establishment of legal frameworks for Credit Information Systems, secured transactions and the use of movable assets as collateral.

“The region is home to more than a billion people who do not have access to a bank account or formal financial services. There has to be a clear understanding of the perspectives across disadvantaged communities in order to more effectively promote financial inclusion,” Ho said.

“These are people who, if given the right opportunities and access to resources, may just become the next successful global entrepreneur,” the ABAC chair added. (PNA)

ADB lowers 2015 growth projection for PHL MANILA -- Manila-based Asian Development Bank (ADB) cut its 2015 growth forecast for the Philippines to six percent from 6.4 percent due to slow public spending in the first quarter of the year.

He said government spending has improved in the second quarter of the year and they have seen indications of election-related spending as a reason for this expansion.

He noted that electionrelated spending in general, not just by the government, is expected to boost domestic demand, thus, fueling growth in 2016.

The lender cited that government consumption grew by 3.9 percent from April to June 2015 while public construction rose by 20.4 percent during the same period.

Growth, as measured by gross domestic product (GDP), expanded by 5.6 percent in the second quarter this year after a slowdown to 5 percent in the previous quarter.

In the first half of the year, the domestic economy grew by 5.3 percent, the slowest since 2011.

However, Bolt believes that government moves to hasten the implementation of infrastructure program as well as policies put in

place to support this bid is a sure way to further improve domestic growth.

“Recently enacted reforms to improve competitiveness and to attract investment will play a key role in future growth, as will continued reforms and investments in infrastructure and other public goods,” he said.

Relatively, the ADB official said the low inflation environment, due in part to the decline in global oil prices, remains an advantage for the economy since hike in commodity prices remain in check.

As of last August, rate of price increases in the country averaged at 1.7 percent, way below the government’s two to four percent target for this year until 2018.

Last August alone, inflation further fell to 0.6 percent from month-ago’s 0.8 percent.

Domestic inflation has been below-target since last May when it dropped to decades low of 1.6 percent from the previous month’s 2.2 percent due partly to lower oil prices.

Also, Bolt cited the need to strengthen the government’s build, operation and transfer (BOT) law to further encourage businessmen to join the public-private partnership (PPP) initiative.

He said challenges have surface on the PPP program, thus, the necessity to address these for more efficient implementation of the projects, which in the long run, would be the solid growth driver of the economy.

The art of all ages THE case of former Mayor “Dongkoy” Emano, who voluntarily submitted to a critical medical examination few days ago, was not something that would surprise any Tom, Dick, and Harry.

Emano even stayed in the Intensive Care Unit (ICU) to make sure he would be medically attended to. That is the advantage of having a medical doctor in the family. One of the daughters of Emano is a doctor while the other is a lawyer.

With a doctor in the family, one could get rid of exorbitant professional fees and be admitted easily and be given personalize medical attention in hospitals.

It is of note that, except for well-meaning physicians, some unscrupulous medical practitioners would charge as “high as the sky” on professional fees.

Well, Emano has also a successful brother in the medical profession who is reportedly one of the stockholders of a private hospital in the city.

It goes without saying that the confinement of former City Mayor Dongkoy Emano in a hospital here few days ago was no big deal

at all. In other words, it is the right of Emano as much as any other individual to seek medical attention.

When a person reaches the age as a “senior citizen,” seeking regular medical checks up is one of the most important thing that one has to be concerned about.

Nonetheless, whether a person reaches the age of seniority, maintaining one’s personal health and wellbeing should be a must.

Thus, keeping fit and healthy is the art of all ages. After all, nothing is more gratifying than being fit and healthy. Thus, it is necessary that, if given a chance, one has to see his or her doctor regularly.

If given a chance one has to keep simple daily exercises and limbering to stretch idol muscles and joints. This regimen is a must for all people over age 55. An annual medical checkup or “executive checks up” is also necessary. An “executive checks up” covers all important aspects of personal health.

Complete Blood Count (CBC) analysis, cholesterol and sugar analysis, uric acid, urine analysis, and electrocardiogram (ECG) test. An ECG is a medical

test that detects the heart abnormalities by measuring the electrical activity generated by the heart as it contracts.

Unlike in the past, these medical wonders are now within reach as medical technology advances. With the availability of “test centers,” every ordinary person could now also avail “executive checks up” at a lesser cost.

For instance, the CBC is very important because it measures several components and features of one’s blood, including, red and white blood cells, hemoglobin, hematocrit, and platelets.

Any abnormality shown in the increases or decreases in the cell counts, as revealed in the CBC, might indicate an underlying medical condition that calls for further evaluation.

What about the Cholesterol? Do not be deceived because a normal Cholesterol count is not, actually, normal at all. The Cholesterol is divided into the bad and good cholesterol. This is called the LDL cholesterol (bad) and the HDL cholesterol (good).

high total cholesterol level, including a high LDL cholesterol (bad) level and a low HDL cholesterol (good) level. Many people with heart disease or diabetes also have high triglyceride levels.

In common term, triglycerides are fat in the blood that provides energy to the body. While triglycerides are very important for the body, a very high triglyceride level would mean greater chances for heart disease. This element is very tricky because while there is a standard measure of triglyceride, there is no clear triglyceride level that would reduce the risk of heart disease. One of the most important things I noticed from the Chinese is they are not only good in business, but taught us how to indulge in such undertaking.

Filipinos are definitely good in employment and never in business concerns.

We don’t smile like the Chinese in crisis.

The Filipinos are suspicious of their fellow men.

You enter a Filipino-run market, they suspect you as thieves and keep watch on your movement.

The Chinese do not have this stature because they need your business all the time.

They smile and retain friendship even if their stores are on the brink of bankruptcy.

If you ever realized the Chinese are forerunners in nation building and industries.

Many of them acquired wealth the hard way and what is more interesting is they invest their profits right here in our country.

They do not send their hard earned profits to Taiwan or China to keep these places growing.

Look at the modern business buildings, the big super malls, the giant groceries and stores and recognize many of these endeavors are the work of the local Chinese.

Some of us just do not accept the reality that the Chinese have been keeping us growing and they

formed part of living in our country.

They contributed so well in our economy, growth, give employment to our people, establish friendship and mingle with us ever since.

Without them many of us will get dry and empty because for many years we lean on them and their endless friendship.

We depend so much on their prowess and skill toward success.

Had it not been of the C hines e, de velopment would have been much slower than we think. And to add more things, they are law-abiding and peaceful individuals.

Very rare that a Chinaman will indulge in irregularities that would irk our government and people.

They behave well and struggle hard to survive the rigors of life and existence.

No matter what we say, they are part of us and always will ever be. Or, we are part of them for better or for worse.

Sabpa knew she has conjoined twins during a “Kalusugang Pangkalahatan” activity when the provincial medical facility was inaugurated two weeks ago.

There Provincial Health Officer Dr. Tahir Sulaik advised her to undergo caesarian procedures to ensure her safety and that of the babies.

She said that during her three previous pregnancies she never went to a hospital as she could not afford it.

She said a midwife attended to her deliveries at home.

Sulaik said the conjoined babies were confirmed after

an ultra-sound procedure.

He said he was happy the condition of the twins was discovered early because it would be too risky for both the mother and the babies if the delivery was done at home with a midwife.

“This is the first time I performed CS procedures for conjoined babies,” Sulaik said of his 40-year service at the provincial hospital.

“Our villagers are now aware of the government’s services. With PhilHealth ready to assist, patients are no longer hesitant to visit the hospital without worrying on the expenses,” he added.

The twins were named Sittie and Hawa by Sabpa and her husband, Jerry.

Although inside the intensive care unit, both babies look healthy but under close watch by hospital staff.

Sulaik said they are hoping the operation that would separate the twins would be done in a bigger and more sophisticated hospital in Manila or abroad.

Hospital officials and the twin’s parents are appealing for financial help from individuals, groups and medical specialists for the major operation.

“I hope help will come,” the mother said.

School-based management creates better schools

School-based management (SBM) is a research-based organizational approach that aims to meet the need for schools to elevate due to changes brought about challenging factors.

SBM involves expanding of school responsibilities and authority to improve school performance. In its simpliest, this system allows decentralization method of operating the school district within understood parameters and staff role to maximize resource effectiveness and provide enhanced outcomes that better fill the needs of the local community. It also increases the presence of power, information, knowledge and skills, and performance-based rewards as key sources.

This power in SBM is firstly aimed to be decentralized. It could just be done provided that assigned people can have access to information needed to come up good decisions.

The role of knowledge as key source in SBM is also de-

centralized. It is through sending employees to trainings in order to enhance job skills and be good contributors to the organization.

In SBM, employees are further encouraged to participate effectively in problem-solving, decision-making and communicating, thus the need to adopt teamwork skills. Employees, to be fully effective, are also equipped with organizational knowledge such as budgeting and personnel skills, understanding of the environment and strategies in responding to changes in the environment.

There then comes the Rewards that allow organizations to recognize outstanding employees.

The implementation of school-based management is important. True enough, there is a need to improve school system. SBM offers local control of decisions, equitable allocation and effective use of resources, teacher empowerment, and diversity because of a market driven responsiveness to community needs. It creates betterment to schools.

OWWA kicks off capability building series for Caraga PESO managers BUTUAN City--The increasing number of Overseas Filipino Workers (OFWs) and their dependents in Caraga region entails the rise of issues and cases encountered by OWWA members as well as their beneficiaries. Clients from distant provinces take long ways of travel to report incidents and address their complaints to the regional office which involves both financial and non-financial costs (time, effort).

Recognizing these developments along with its underlying challenges, the role of the Public Employment Service Officers (PESO) as the principal implementing arm of the efficient delivery of services in the local government units (LGUs) essentially needs to be intensified and their capabilities amplified.

In the thrust of capacitating the PESO managers through transfer of knowledge and skills driven to provide response to the concerns of their constituent OFWs within their own local government units in an easy, convenient and minimal expense for the clients, the Overseas Workers Welfare Administration (OWWA) spearheaded a series of Provincial PESO Conferences, a capability building activity for the

PESO Managers, for the month of September 2015.

The forefront two of the five “PROVINCIAL PESO CONFERENCE: Enhancing the PESO to Better Serve the OFW” was participated in by 17 PESO managers and their understudy from

the province of Surigao del Norte on September 17 and 22 in Agusan del Sur on the 18th. The exercises aimed to provide PESO managers with Enhanced Training Orientation on OWWA Programs and Services and capacitate them with the proper protocol in responding to the OFW cases, queries, concerns and program availment procedures.

POEA regional coordinator for CARAGA Meriam Balmocena, reiterated to the PESO managers, the forefront network of POEA in disseminating overseas employment opportunities, the

legal documents and means of hiring overseas. She also emphasized the significant role of PESO managers in reducing and gradually eliminating the threats of Illegal Recruitment and Human Trafficking through heightened requirement in giving authorities to the recruitment agencies.

As a major objective of the conference, OWWA Caraga welfare case officer Annette Lovete discussed

the Case Management Protocol. Lovete highlighted the common cases encountered by the OFWs as well as their dependents in Caraga Region. The basic procedures on handling complaints, requests for assistance and methods of intervention for each case were also introduced to the PESO managers. A workshop was also conducted to usher familiarity of the most common counseled cases.

Three more conferences shall be held in Surigao del Sur on September 23, Dinagat Island Province on the 28th and Agusan del Norte on October 2015.

“GM technology has had a significant positive

impact on farm income derived from a combination of enhanced productivity and efficiency gains,” the study says.

In 2013, it says, the direct global farm income benefit from GM crops was $20.5 billion. This is equivalent to having added 7.6 percent to the value of global production of the four main crops of soybeans, corn, canola

and cotton.

Since 1996, farm incomes have also increased by $133.5 billion. The largest gains in farm income in 2013 have arisen in corn, largely from yield gains.

Camlong has a longer shelf life of 12 to 14 days when compared to the native lanzones which changes color four days after harvest.

Governor Jurdin Jesus M. Romualdo called on farmers to maximize on the opportunity and assured them that the process will cut off the production and propagation period of lanzones planting materials to only four months, than the traditional propagation period which requires more than a year, while harvesting is seen as early as five to six instead of usual eight to twelve years period.

Under the plant now pay later program (PNPL), which is also available for other fruit growers, the provincial agriculture office (PAO) will take charge of the land preparation and planting, while the owner secures the area by providing sturdy (not necessarily concrete) perimeter fence to protect the plant from animals and intruders.

It’s a 60/40 scheme, 40 percent of the total harvest will given to the local government and the remaining 60 percent will go to the land owner, after five harvests the contract will be forfeited and the owner will regain back his harvests in full.

That’s adding the equivalent of 4.2 percent to the $183 billion value of the global corn crop in 2013.

Cumulatively since 1996, insect resistant GM corn technology has added $37.2 billion to the income of corn farmers worldwide, the study says.

Biomass maintains soil nutrients – study R esearchers f rom Philippine Rice Research Institute (PhilRice) recommended using biomass on rice fields to maintain soil productivity.

Jehru Magahud, lead researcher, identified the factors that affect soil properties and significance of biomass and biochar in restoring the lost nutrients brought by farm management practices.

Magahud said that continuous high-yield cropping affects soil pH (measure of alkalinity or acidity).

Amounts of soil nutrients are removed during the crop uptake.

“Modern irrigated rice varieties remove 17.0 kg potassium, 4.0 kg calcium, and 3.5 kg magnesium in

every ton of grain yield,” he said.

When the soil’s pH goes down to 5.5 (strongly acidic), the availability of some essential nutrients is reduced.

He also noted that at such state, the phosphorus level is very low. This contributes to low yield gains, and generally as a preventive measure, farmers address the problem through commercial and chemical fertilizers.

The study noted that generally, the Philippine paddy soil is slight to strongly acidic. Out of the 30 areas where the study was conducted, the Central Luzon soils have the most acidic state.

Throughout the duration

of the study, low available phosphorus levels were noted in the area brought by strongly acidic pH. Magahud stressed that aside from using commercial and chemical fertilizers, farmers of these areas should incorporate biomass, manures, and biochar to restore normal pH levels and organic matter contents.

Biomass utilization from farm by-products can help farmers save expenses from

chemical fertilizer inputs.

Biomass includes rice straw and other rice residues.

He recommended using biomass and biochar on soils with low level of phosphorus and strongly acidic pH and for sandy soils with limited water retention.

“It is the most practical way to replenish low levels of available nutrients,” he said.

Biochar also increases the nutrient and water-holding capacity of the soil.

A MASSIVE reforestation program implemented in just five years under President Benigno Aquino III has surpassed the combined accomplishments of the previous administrations from 1960 to 2010.

Department of Environment and Natural Resources (DENR) Secretary Ramon Paje reported this on Wednesday during the Senate Finance Committee’s deliberations on the DENR’s proposed PhP 22.843-billion budget for 2016.

Paje informed the panel chaired by environmentalist Senator Loren Legarda that from 2010 to the first quarter of 2015, the Aquino administration has reforested 1.6- million of the 8.97-million-hectare denuded area of the country. ”It means that we’re able to surpass the 1.232 millionhectare that the government reforested from 1960 to 2010,” Paje said.

The DENR chief attributed the successful reforestation program to the National Greening Program (NGP) which President Aquino approved through the Executive Order No. 26 he signed in 2010. ”The reason why it was done, and it can be done, is first the government must have a conscious decision to really focus on rehabilitating forest. The President declared the NGP as a national priority of the government.

COCAR holds public hearing on CARP extension Cagayan de Oro City -- The C ong ressional Oversight Committee on Agrarian Reform (COCAR) and the Department of Agrarian Reform (DAR) conducted a public hearing on House Resolution 382, held at the Manolo Fortich Gymnasium in Manolo Fortich, Bukidnon on September 11.

The said resolution directs the Committee to conduct an inquiry on the status of implementation of Republic Act 9700 (RA 9700) or the C omprehensive Agrarian Reform Program Extension with Reforms (CARPER) Act. During the public hearing, Congressman Baguilat reminded that the purpose of the public hearing is to ask whether to further extend CARP. He then informed that there is also a bill establishing agricultural venture agreements which creates entrepreneurial collaboration between the ARBOs and private investors in the establishment of agriculturerelated business ventures involving lands distributed under CARP.

Initial investigation disclosed that the Maruhom were on board a Mitsubishi Montero sport service utility vehicle with plate number ALA 2153 bound to Cagayan de Oro City when it collided with a parked 10-wheeler truck along the highway of the town of Sugbongcogon past 2 a.m. on Tuesday.

Legarda also advised the DENR to focus more its NGP to plant more mangroves in Region 8 which was devastated by super typhoon “Yolanda” in November 2013.

Due to massive reforestation program of the Aquino administration, the Philippines has been chosen as No. 5 in the world, No. 2 in Asia and No. 1 in Southeast Asia in terms of forest gain by the Food and Agriculture Organization (FAO) based on its Global Forest Assessment of 2015. ”In the past three decades, we have 100,000-hectare forest loss per year. With the declared total log ban, we stopped the hemorrhage,” Paje said.

He added that “massive loss of timber in the forest cannot happen anymore because there is no more equipment.”

In his PowerPoint presentation, Paje reported that the DENR has significantly reduced illegal logging hotspots from 197 to 23; confiscated 30,709,507 board feet of illegally cut logs; and filed 1,549 cases against violators that resulted to conviction of 202 persons.
