BFAR exec mystified over sharks eating human flesh By GERRY LEE GORIT and ERCEL MAANDIG Correspondents with MARK FRANCISCO Staff member

CAGAYAN de Oro City--An official from the Bureau of Fisheries and Aquatic Resources (BFAR) in Region 10 could not yet ascertain the species which reportedly ripped the cadaver of

a person in pieces off the El Salvador City coastline Tuesday. Teodoro Bacolod, acting regional director of BFAR10, said his agency is still in the process of identifying the species of the sharks that attacked the torso. Bacolod said that he has already sent a team to investigate the rare incident,

saying sharks normally don’t eat human flesh. He added that it was the first time that it happened in Northern Mindanao that sharks attacked the dead. Bacolod suspects the sharks were forced to eat “dead human flesh” because they found no other food to hunt. He added that See flesh, page A13

THE growing number of poor Filipinos in the country today debunks the Aquino administration’s claims that its successful poverty alleviation strategy would be one of its achievements that must be continued by the succeeding administration, the research think-tank IBON Foundation said. The group delivered its assessment of the Aquino administration’s five years in office in its Birdtalk yesterday at the University of the Philippines School of Economics. Using an altered methodology based on very low standards resulting in only P52 as the official poverty line, government statistics counted 23.8 million poor Filipinos in 2012, See LEGACY, page A13

Shellfish ban up in Davao By Cielito M. Reganit of PNA

THE Bureau of Fisheries and Aquatic Resources (BFAR) on Wednesday said that shellfish collected from the waters at Balite Bay in Mati, Davao Oriental; coastal waters of Dauis, Bohol; Irong-irong Bay and Canbatutay Bay in Western Samar; and the coastal waters of Milagros in Masbate remain positive for paralytic shellfish poison that is beyond regulatory limits. In its Shellfish Bulletin NO. 19 issued July 24, BFAR said that all types of shellfish and Acetes sp. or alamang gathered from such areas are not safe for human consumption. Fish, squid, shrimps and crab are however safe to eat as long as they are fresh See ban, page A13

Sports superstar Gretchen Ho talks about ‘Under Armour’ in Kicks Factory ‘Making milestone in the lives of athletes reachable’

By Cheng Ordonez, Associate Editor

outh Ambassador and Volleyball Superstar Gretchen Ho has set three standards that her favorite sports outfit, Under Armour, is giving her and helping her perform her best.

First, it is about functionality. Ms. Ho said Under Armour fits the body the right way and for optimum performance. “Yung tightness tamang tama lang. Nakalapat lang, tulad sa shorts (product),” Ho said. “Evident is the cycling shorts. It just fits in to my thighs when I try it out in my volleyball games,” said Ho. Ho, who graced the open-

ing of the Kicks Factory, at the Ayala Centrio, recently, was joined by sports enthusiasts and non-sports, as well, in the opening of the first store here in Cagayan de Oro City. “We are so concern about performance,” Ho stressed in trying to explain how Under Armour contributes to her sports performances. Second, it’s about style. “I fell like a superwoman when wearing them (Under

Armour),” Ho said referring to the Avenger’s Costume (Black Widow), saying she will keep it for years, despite being a little costly. “Classic never run out of style,” Gretchen boldly said, and about Under Armour. “So, there you have it -- function, then style, and what comes after is confidence,” Ho said. Ho said in getting into sports either as a beginner or an athlete, Under Armour, “will protect you, specially for those who are just starting out.” She spoke also about the right tension the brand’s shoes product is giving its users. “These are little things

Devotees tour replica of Sto. Niño in Normin By MARK FRANCISCO Staff member and GERRY LEE GORIT Correspondent

IN celebration of the 450th discovery of the Sto. Niño in 1565 after it was originally given to Lady Humamay 44 years earlier, a replica of the iconic Filipino Catholic image arrived in Northern Mindanao for a five-day leg. Pilgrimage team leader Lorna Alvarez explained in an interview with Mindanao Daily that there are three such replicas which are touring various dioceses nationwide for the whole year from April 2015 to March 2016 in celebration of the occasion.

The original Sto. Niño was lost in the April 27, 1565 fire in Cebu but a day after, it remained unscathed in the ruins. Devotees called the phenomenon at the time a miracle and it stuck to this day when the whole modern city of Cebu celebrated its yearly fiesta in honor of the Sto. Niño which is more than an image – it is an affectionate Spanish nickname of the Infant Jesus. Alvarez said that the year-round tour also served as the 450th anniversary of the Augustinian presence in the country with the arrival of Miguel Lopez de Legazpi. Then in 1965 or 400

years after the discovery of the Sto. Niño first miracle, then Pope Paul VI elevated Cebu City’s Church of St. Augustine into a basilica, thus the pilgrimage tour

also triples as the 50th anniversary celebration of the existence of the Basilica del Santo Niño. The replica image arrived at the Port of Cagayan

de Oro Monday morning and welcomed with a Sinulog dance by the parishioners from Macabalan and Puntod. Upon arrival at the St.

Augustine Cathedral, it was temporarily encased at the eastern altar to be venerated by the faithful who flocked in a non-ending line continuously, stopping only when a Mass is in progress. By 8:30 p.m., parishioners from Dansolihon, Taglimao, Lumbia, Xavier Heights, Pueblo de Oro, Calaanan, Canitoan, Iponan, Bulua, Eco-Kauswagan, Balulang, Carmen, RER, Bugo, Agusan, Cugman, Gusa, Tagoloan, San Lorenzo Ruiz-Mega Heights, Puntod, Macabalan, Jesus Nazareno, Aluba, Sto. Niño – Cogon, Camaman-an, Nazareth and host parish St. Augustine Cathedral took turns in guarding the holy replica. Yesterday, the replica of Sto. Niño was brought to Sta. Rita parish in Balingasag, Misamis Oriental for another one-day visit, followed by Holy Child Parish in Kinoguitan the day after and a stopover in Gingoog City during the last date of this month. Alvarez said that tiny relics from the original image are included in the image replica. She said the purpose of the nationwide tour is for Filipino Catholics to better appreciate the rich history of their faith.

Is it Love or Infatuation?

1. Real love is a choice and not just a feeling. Both love and infatuation involves our feelings, but real love also involves the rational part of our brain. It is an intense and enduring fondness and regard, whereas infatuation is an irrational desire characterized by urgency and intensity of physical attraction. It brings on euphoria and an overwhelming adrenalin rush. 2. Love is an action verb. It’s easy to love when everything is smooth sailing. Unfortunately, it is only when the rubber hits the road and difficulties come that love is brought to the test. Real love often passes this test because it is a choice, a commitment to choose to love in spite of challenges and difficulties,

WE all know the too common scenario of guy meeting girl and wham! The world turns upside down, love songs suddenly seem to be written just for them, the air is crisp, life suddenly becomes beautiful and everything falls into place. This mental picture is usually what we conjure up when we think of falling in love. But is it really love? What is the difference between real love and infatuation? With the United Nation’s Demographics and Social Statistics Division pegging divorce rates in the first world from 43% in Australia to as high as 71% in Belgium, not to mention the World Health Organization gauging teenage pregnancies at 16 million births and the countless of broken hearts the world over, it becomes imperative that we define this elusive concept of real love. But the question remains, can we really come up with a good working definition of love? And how is it different from infatuation? I believe we can. This is my humble offering to illuminate the difference between these two very complex states of being.

differences in opinions and personality. It is “choosing we, over me,” so to speak. Infatuation often fizzles out when difficulties arise. 3. Real love is realistic. It views the person from the lens of logic and reality instead of the infatuation’s rose-colored glasses that elevates the object of desire to god-like perfection where “we just love everything” about the person. It is based on friendship and shared values. He or she is someone you would choose and cherish as a friend. You must genuinely love each other’s company and experience emotional and not just physical intimacy. While it is true that opposites attract to some extent, there must be a bedrock of similarities on non-negotiable issues like values, priorities, life goals and direction. Infatuation often doesn’t involve this kind of enduring affection brought on by friendship. 4. It takes two whole individuals make a wholehearted relationship. Real love means loving yourself first and being whole without looking for someone else to complete you. You have

to feel happy and fulfilled as a person first before you can attract a partner who will love you the way you deserve to be loved. 5. Love happens over time. You cannot truly love someone you do not know. So love-at-first-sight might be more appropriately called lust-at-first sight. 6. Real love stands on the three pillars of commitment, trust and respect. There should be a commitment to work things out and see each other grow. There must be mutual trust. We must believe in each other’s trustworthiness as evidenced by each other’s consistent, trustworthy actions over time. Jealousy is an indication of insecurity and not love. Lastly, we must respect each other’s boundaries and personhood. --------- Mutya ng Dabaw 1997 Jambie Austria-Del Rosario has spent the past 15 years in various facets of psychology, holding posts in human resources management, community relations, training and counselling. and sisters, Manny’s name is not familiar with the local political circle. Manny has not been into politics and was not even visible in the past political campaigns here. However, with the prominence of his brothers (Rufus and Maxie) in the political circle, buoying up Manny’s political image would not be difficult at all. With the firming up of the local political condition, Rufus would then maintain a strong presence in the national political arena. With a clean political record and being in the “roll of honors” in Congress, Rufus could easily elbow himself in all national political parties. Thus, whoever wins in the Presidential elections in 2016, Rufus presence in the national political circle would remain while keeping a stronghold of the local political geography. Nevertheless, the political anti-thesis of the Rodriguez’s political layout would likely change as the filing of the certificates of candidacy starts in October. -0- Send reaction/comment: crisguardian@yahoo.com

Dabawenyos air reactions on PNOY’s SONA

D

By Joey Sem G. Dalumpines

AVAO CITY - Jerome Cabrera, a chef in a local hotel has an ambivalent feeling on President Aquino’s 6th state of the nation address. He said if the entry of more tourists both foreign and domestic to their establishments compared to previous years could be taken as a gauge, he could credit that to the effort of the government under the Aquino administration.

Cabrera observed people from other areas of the country visit Davao City nowadays and has greatly helped for the promotion of the tourism industry. However, he said even with the coming in of more tourists, his take home pay is still the same. Cabrera said he could not be certain if he retains his job after six months. “The government has not really addressed the

issue of contractualization. These developments do not directly impact to the food on our table,” he said. Mayor Rodrigo Duterte gave PNoy a grade at 7.5 in the scale where one is the lowest and 10 is the highest. He credited PNoy for good governance and ridding of corruption in government service. However, Duterte said the PNoy Administration remains wanting with its drive to fight criminalities. He said the president

never mentioned anything especially its fight against illegal drugs which also threatens the security of the country. Duterte also questioned the president’s push for the anti-dynasty bill which limits the number of family members to be elected in public office. He said the president has forgotten that he also benefited the absence of anti-dynasty law in the current system of government.

Vice Mayor Rodrigo Duterte expressed disappointment that the President still hit the previous administration in his Sona after five long years. He said the president seemingly has not done anything significant to solve the problems of the country as he continued to blame the previous administration. Duterte said a president must be defined by his own strengths and capacity and not on the weakness of others.

He however, credited the Aquino government for having people like Bureau of Internal Revenue Commissioner Kim Henares who is running after tax evaders. Duterte said the next president must have clear policies on issues like the economy, corruption in government, unemployment, peace in Mindanao and peace and order throughout the country. A bent house family of Misamis Occidental By Eleazar D. Gonzales Social Welfare Officer III of Misamis Occidental

Misamis Occidental -The Department of Social Welfare and Development in Northern Mindanao since 2013 conducted a yearly National Search for Huwarang Pantawid Pamilya that recognizes family beneficiaries of Pantawid Pamilyang Pilipino Program who maintain strong family ties, demonstrate positive Filipino values, and have a positive impact in their respective communities. These families serve as inspiration and proof to the public that the program helps in achieving positive changes in their lives. In the quest for searching

Do what is right because it is the reflection of your within S pecial G ospel of the day (July30, 2015-Thursday) Matthew 5:33-37-Again, ye have heard that it hath been said by them of old time, Thou shall not forswear thyself, but shall perform unto the Lord thine oaths: But I say unto you, Swear not at all; neither by heaven; for it is God’s throne: Nor by the earth; for it is his footstool: neither by Jerusalem; for it is the city of the great King. Neither shall thou swear by thy head, because thou canst not make one hair white or black. But let your communication be, Yea, yea; Nay, nay: for whatsoever is more than these cometh of evil: Saying says, “Promises are made to be broken.” There are many people in our society who are liars because they never fulfill their promises. This scenario is always done in “borrowing money and in lending company.” In fact, “many establishments are closed and bankrupt due to broken promises.” Do you have loans and borrowed money? are adorable, respectful, and diligent. Tgus, inspires in the nursery rhyme Bahay Kubo, one of the oldest Filipino Folk Song. This is the family of Mr. and Mrs. Lionedes Sibomit of Barangay Matugas Bajo, Jimenez this province. They are quite an ordinary family perceived at a glance but when you get to know them, you’ll be amazed and appreciate their family. They are living abundantly in simplicity, enduring, and overcoming the trials that crosses their paths despite the hardship of poverty. Literally, the Sibomit house is not “Bahay Kubo” or nipa hut but a typical house nowadays in developing rural areas. It is halfway finished, made of wood, and partly of concrete. The house is surrounded by flowers like the athurium which is noticeable by the variety of colors and beauty. The garden reminds us of the song Bahay Kubo that narrates the different varieties of vegetables planted in their backyard, such as okra, string beans, eggplant, alugbati, pechay, camote, among others. Fruit bearing trees are also abundant at their backyard. You can find jackfruit, banana, durian, and santol. The family also raised hogs, goats, and cows after they have availed of the Sustainable Livelihood Pro-

gram’s self-employment assistance-kaunlaran. Not only that, they have a small pond where they cultured tilapia. However, the fish is only for family consumption, and not for marketing. They only sell vegetables. In short, they practice the basic concept of Food Always In The Home (FAITH) in gardening. They have planted vegetables and fruit trees, and raise chickens and hogs even before the Family Development Session of the program have discussed those. Both parents: Leonides and Rebecca are members of the Subanen Tribe. They are blessed with six wonderful and magnificent children. It’s vividly shown in the family’s relationship among members. The children interacts with their parents like a brother, sister, friend to them. As parent, the couple said it is really a challenge to nurture a child. This is the reason why they strive harder. In return, the couple is rewarded with great accomplishments and academic achievements of their children. Seeing them achieved, the couple said it is more than worthy rewarding because they feel it with great pride and glory. The eldest, Ronelo, is now taking up Bachelor of Science in Marine Engineering at Misamis University. Ronelo graduated Salutatorian during his elementary years at Matugas Bajo Elementary School, Jimenez this province.

The reply must contain the action taken on the request.” The CSWMB member said that as the second highest government official of the city and its number one legislator, Acenas should have taken care to address and send his alleged reply to CSWMB to the right person. “It just showed that he and his cohorts at the City Council are not serious in really addressing our city’s garbage problem. It also showed they are not taking the CSWMB seriously. It’s just a simple reply letter but he has shown that we Kagayanons cannot trust him as his own mouth has caught him when he admitted before reporters that his reply was miss-sent to the DSWD. I hope that next year, voters will also thrash him and his cohorts,” the CSWMB member said.

The CSWMB, through Fr. Yap, sent Acenas, et.al., two letters informing them of the CSWMB’s displeasure for the zero budget the opposition-controlled City Council appropriated for the city’s solid waste management programs and projects and sought a dialogue with the councilors to solve the city’s worsening garbage problem. The first letter was dated January 22, 2015 but was received by the Office of the Vice Mayor on February 6, 2015, 4:31pm based on the time stamp on the copy of the letter this paper obtained while the second letter was May 22, 2015 but was received only on June 2, 2015. This first letter, 4 pages long, narrated the problems of the city with regard to solid waste and the pertinent laws the address them. It also listed the city’s proposed SWM programs for 2015 that needed appropriation and the implications if these are not implemented.

“Non-implementation of the programs will certainly result in explicitly circumventing the national policies—i.e. mandates of RA 9003 and DENR administrative orders—and such circumventing will impact on the quality of the environment, which will thus lead to endangering public health, welfare, and security of the city residents,” the CSWMB said. The second letter, sent on May 22 but was received only on June 2, was addressed to the City Council through Secretary Arturo de San Miguel. In it, Fr. Yap and CSWMB requested “a dialogue with the members of the City Council in their most convenient time to present and discuss the dire need of the city relative to SWM in order to address the urgent concerns of solid waste generation and disposal.” But the opposition-controlled City Council continues to snub the CSWMB. Energy cmte tackles rotating brownout “DILI na makaya sa system sa generators of power supply mao nang makaexperience kita og rotating brownout.” This was stressed by Engr. Dennis Taal of the National Grid Corporation of the Philippines (NGCP) during the meeting of the City Council committee on energy chaired by Councilor Teodulfo Lao Jr. yesterday. The committee conducted an inquiry on the real power situation and the continuing rotating brownouts in the city and the province of Misamis Oriental due to the implementation of power supply curtailments. During the discussion,

Engr. Taal said the total generation capacity of the power supply is 1,249 megawatts but the expected total demand is 1,368, which has a difference of about 120 megawatts. He said the power supply is not enough because some of the machines are not functional. Engr. Taal said the demand of power supply is higher than the generation capacity of the NGCP that is why rotating brownouts is being implemented. The interruption depends on the availability of supply, he added. SCHEDULING OF BROWNOUT Representatives of the

Cagayan de Oro Electric Power and Light Company (Cepalco) briefed the committee on how the power supply is allocated to the consumers and how the number of hours are determined. According to Cepalco’s Engr. Leon Maghamil, they created group of feeders with corresponding number of hours for the basis of whatever the NGCP requested for the reduction of demands. Ralph Paguio, senior vice president of the local power firm, said the groupings are arranged for equitability. It means that groupings are created alternately, he said. He said it can be noticed that after several days

the schedule of brownout changes. “A schedule could be basically a guide only, kay kung maimprove ang supply minusan man namo ang number of hours sa brownout but the reverse can also happen,” Paguio stressed. Paguio said if Cepalco will not follow the request of the NGCP, the system will collapse. Councilor Lao thanked representatives of the NGCP, Cepalco and MORESCO for attending the meeting to enlighten the public on the real power situation in the city. Due to improved water inflow at Pulangi Hydroelectric Power Plant, cepalco’s
