COTABATO City--Ustadz Amiril Umra Kato, founder of the breakaway Bangsamoro Islamic Freedom Fighters (BIFF) passed away Tuesday, Mayor Samsoddin “Pink” Dimaukom of Datu Saudi Ampatuan town in Maguindanao confirmed to MindaNews. He was 69.

Citing information he received from Kato’s relatives and other sources in Maguindanao, Dimaukom said in a phone interview that the rebel leader died from cardiac arrest somewhere in Guindulungan, Maguindanao at around 2 a.m. Tuesday.

CAGAYAN de Oro City-After months of agonizing over the seemingly conflicting, inconsistent, contradictory and sometimes all-out negative comments about the Bangsamoro Basic Law (BBL), Tulay Kalinaw Mindanaw (Tulay KaMi) finally got the assurance that the chairman of the House’s Adhoc Committee on the BBL continues to champion the bill.

and ably assisted by Balay Mindanaw Foundation, Inc. (BMFI) as secretariat, Tulay KaMi actively sought an audience with Rep. Rufus Rodriguez (CDP) to get to the bottom of it all. However, the congressman representing the second district of Cagayan de Oro seemed unreachable or evasive.

But on April 11 (Saturday), Rodriguez finally engaged Tulay KaMi in an open, frank, honest and candid “conversation” on the BBL. In that conversation,

Rodriguez assured everyone that he will champion the BBL’s passage in Congress before the second half of this year, contrary to “negative” reports churned out about the BBL which Manila-based media outlets attributed to Rodriguez.

The ongoing peace process between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) is among the measures being pursued to substantially reduce threat to security and peace and order in Mindanao from armed groups that foment lawlessness and instability in the South according to Presidential Adviser on the Peace Process Teresita Quintos Deles.

Peace between government and MILF means peace with the largest, most organized armed group which has been fighting government for decades. Ending this armed conflict means that this organized armed body ceases to fight the government and instead becomes a partner in addressing the problems facing the country, including problems of lawlessness in the South.

Deles’ statement came after a published news report quoted a study funded by the World Bank which noted that political violence related to rebellion and insurgency inflicts the “largest human cost” that affect Philippine development.

The government had already concluded that negotiating with the MILF, which has concluded with a peace agreement and its legal iteration, the Bangsamoro Basic Law (BBL), would make efforts to address the root causes of the conflict in Mindanao more effective.

lishment of the proposed Bangsamoro in the BBL would be an indispensable big step towards disarming not just the MILF but other threat groups in Mindanao is an acceptable argument.

However, realization remains to be seen.

Deles is positive that the decommissioning process will cover not only the MILF but also other armed groups, thus, the BBL will have a multiplier effect. We hope so.

Under the Comprehensive Agreement on the Bangsamoro which the government and MILF signed on March last year, the MILF agreed to decommission its firearms and weaponry and its 11,000-strong Bangsamoro Islamic Armed Forces (BIAF) in exchange for the establishment of a political entity with genuine autonomy to replace the Autonomous Region in Muslim Mindanao. Its

fighters would undergo a normalization process so they could resume lives as ordinary citizens, and not as combatants anymore.

The CAB -- a product of more than 17 years of peace negotiations between the Philippine government and the MILF -- has also made the MILF, the biggest armed group in Mindanao, to undergo a transformation from a secessionist movement to a political group with intentions to participate and field candidates in the coming elections.

We agree with Deles that the challenge is tough but unavoidable and doable through a combination of MILF cooperation and government law enforcement, but the rule of law begets trust and vice versa.

We can only hope that both will encourage people to choose lawful ways to resolve conflict or to sustain life.

‘Plan C’ is the ultimate option If an armed conflict (even a simulated one) erupts in the West Philippines Sea there would be enough ground to postpone the scheduled 2016 elections.

While it is true that it is only Congress that can enact laws that could suspend the holding of the election, the Executive Department could invoke emergency powers in times of national emergency.

Under the Philippine Constitution, it is only Congress, by two-third votes, that could declare war. Under the incumbent administration where the Executive Department controls the majority members of Congress, the declaration of national emergency is not difficult. Thus, an

emergency power for the President would be easier when its purpose is to protect the interest of the ruling political party and its political allies.

We are looking at the possibility of the suspension of the presidential and local elections in 2016 for some reason that, under the present condition, the ruling political party has lost its credibility and public trust.

It is only incumbent upon the ruling political party to preserve its political status and its grip of the political power.

Police Regional Office 13 processes applications for the 1st 300 PNP applicants

utuan City - The Police Regional Office 13 has started processing on Wednesday the application of the first batch of 300 rookie PNP applicants out of the 947 quota for Police Officers 1 this year.

Gamba, chief regional spokesperson of the PNP here said that they are now conducting the preassessment of the first

of the three batches of applicants for the year.

The police applicants will undergo the initial screening, face-to-face interview, and the weight and height

determination.

According to Supt.

Gamba, the regional police has scheduled the agility test to start on April 20.

They also set the month of April for the applicant to complete all the documentary requirements of their applications, Gamba said.

In May, the regional police set the screening

The deliberation on the applications is set in June, the processing of the appointments and the submission of the documents to the civil service (CSC), according

101st brigade chief cites media’s role in peace and development

DIPOLOG CITY – “I have recognized the importance of media in security and in realizing our common aspiration for freedom.”

This was the opening statement of Col. Jesus A. Manaquil Jr., commanding officer of the Philippine Army’s 101st Brigade, as he addressed the officers and members of the Zamboanga del Norte Press Club (ZNPC) during the club’s 50th induction and oath-taking ceremonies held at the Top Pensionne here recently.

Col. Mananquil, who talked on the theme, “The role of the press in the roadmap for peace,” said: “The press exists to serve the people’s right to know.” He then emphasized that the army and the media are valuable partners in the “Bayanihan” campaign to bring about a peaceful environment conducive for economic progress and development.

Because of the media’s crucial role in peace and

security, Mananquil immediately reorganized the 101st Brigade Defense Press Corps when he assumed as brigade’s commanding officer a few months ago.

The 101st Defense Press Corps is composed of media practitioners from the provinces of Zamboanga del Norte and Misamis Occidental.

On the other hand, Mr. Lorenzo Aseniero II, new ZNPC president, has vowed to make the club more relevant by living up to the expectations of his fellow officers and members.

It can be recalled that club has been known for its project, the annual campus journalism seminar, which is given to the high schools students in Zamboanga del Norte including the two cities of Dipolog and Dapitan for free. This project seeks to hone the writing and broadcasting skills of budding campus writers. As a result, a number of campus journalists from the province have won awards in both regional and national schools press conferences. (FPG/PIA-9)

Charges filed against kidnappers in Zambo Sur; P60-M ransom demanded

AMBOANGA City — Police have filed criminal charges against five of the 10 suspected kidnappers who seized two children and a bakery worker last March 31 in Pitogo, Zamboanga del Sur. One of the two children, Zynielle Jay Garban, 2, was found dead three days after the suspects seized them.

Fishermen fished out her body at sea near Pitogo town.

Senior Supt. Sofronio Ecaldre, Zamboanga del Sur police director, said the criminal charges were

filed against the suspects on Monday before the provincial prosecutor’s office.

Ecaldre named the respondents as the following: Mahbad Hassan and Alkim Hassan, both of Barangay Poblacion, Pitogo; Jalid Malali; Usman Jelanie; and, Usman Hassan all of Barangay Kalintana, Naga, Zamboanga Sibugay.

Ecaldre said Mahbad and Alkim were arrested a day after the incident but the arrest was not announced as investigation was ongoing.

He said investigation showed the suspects stayed at the residence of Mahbad and pretended to be fresh fish traders while moni-

toring the movement of their target, Chzarenia Kapa Sajulga, a businesswoman.

He said Usman was identified through a closedcircuit television (CCTV) camera footage of CJ Bakeshop owned by Sajulga.

The suspects seized Zynielle Jay, her elder brother, Ace Jay Garban, 3, and Ledegie Tomarong, 17, after they failed to get Sajulga.

Zynielle Jay and Ace Jay are the grandchildren of Pitogo Mayor Richard Garban.

Sajulga ran inside her house and locked herself in a room when the suspects entered her bakery.

They grabbed the two

children and Tomarong, who were at the fish port, and escaped by using them as human shields during a shootout with pursuing policemen.

Mayor G ar b an an nounced that the kidnappers have demanded P60 million for the release of his grandchild and Tomarong.

He appealed to the kidnappers to free the hostages on humanitarian grounds since their families are not capable of paying the ransom.

Meanwhile, Ecaldre said policemen and soldiers were still tracking down the whereabouts of the victims. (MindaNews)

Bukidnon goes all-out for Duterte’s presidential bid;

Zubiri 4 congressmen, 18 mayors, 400 barangay chair pledge support T he Province of Bukidnon yesterday showed an unfolding political phenomenon in Mindanao as different political groups gathered to welcome a man widely believed to be the country's next President, Davao City Mayor Rodrigo Duterte.

Led by the political kingpin of the province, Governor Jose Zubiri, the province's four congressmen, 18 of the 22 mayors and over 400 barangay chairmen gathered in Valencia City for Duterte's "Listening Tour," a nationwide consultative forum focusing on Federalism.

Setting aside their local political differences and agenda, the leaders of the province joined Zubiri in signifying sup-

port for Duterte who is being pushed by Mindanao leaders to vie for the Presidency, a move which could make him the first President from the troubled S outhern Philippines.

"What is happening in Bukidnon will happen in the rest of Mindanao and the Southern Islands should Rody declare that he will run for President," said Zubiri.

flected what happened in the previous sorties of Duterte in other parts of Mindanao where opposing political groups who were fighting tooth and nail agreed to rally behind the Davao City Mayor.

There are sets of people born to become great leaders. There are also people who are born to be public servants and lucky are they who are born to greatness – being a leader to be a servant leader.

Indeed, a public servant is a servant leader who leads by serving others by valuing the development of their followers by building their communities and by acting authentically. A servant leader possesses the value of being constructive, persistent and motivating.

Basically a servant leader in the educational arena, never stops on building/ creating mechanism to cope up with the existing gaps in the system.

His optimistic view in life pushes him to venture for solutions to corresponding problems.

A servant is persistent.

He won’t easily give up with the tides of life. They easily transform adversities of

life into wisdom and even use them all to inspire others. A servant leader is motivating. All he wants is a strong of virtuous people surrounding him.

Unlike the crab mentality, a servant leader pushes his constituents to achieve for greatness and even believes in the adage which goes, “My success is due to my people’s success.”

Being a school head in a highly-acclaimed secondary school, my right hand focuses on constantly exploring for an innovative ways to respond to the educational demands of these changing times.

The same manner, my left hand aspires for developing goodness among my constituents because I believe that leaders become great not because of their power but because of their ability to empower others.

Thus, Good Leaders must first become a Good Servant.

They love watching television, sending group messages on cellphones, posting pictures on an instagram and expressing ideas freely on Facebook without thinking the effect.

Copying the writings from the board is no longer agony for them. Topics and lessons not found on the

book are not a problem anymore. Communications easily receive and send. When colorful and vividlessons are presented more attentions of pupils are drawn. Ideas are not solely from the books and teachers anymore. Just a simple click everything in the lesson is well presented and life of every pupil including teachers is a stress-free.

It is visible and undeniably that technology brings a lot of changes in our pupils’ life yet a great competitor to our pupils study habitand

Students with Learning Disabilities and It’s Increasing Occurrence

As observed in school, there are cases of learning disabilities (LD) in pupils based in their low performance and portrayed difficulty in skills such as literacy, numeracy, and reasoning.

The teachers, with all patience understands the child as a slow learner thus need for a remediation. But why does the occurrence of LD is increasing?

According to Farol, l.lll, the factors of learning disabilities are Errors in Fetal Development, Genetic

Factors, Tobacco, Alcohol and Drugs,Problem during Pregnancy and Delivery, and Toxins in the Child’s Environment.

And as the child joins the formal class, he is not performing to his potential. Studying seems to be a problem compare to his peers learning experiences who are enjoying and doing well in class.

Through assessment of the child with LD, the problem may be identified at an early stage and recommendation may be given for the child to enrol in a SpEd class.

Plan to develop 28-curtain water falls in Oro underway CAGAYAN de Oro City-Plan to develop the 28-curtain water falls in the hinterlands of Tignapolo-an, 42 kilometers southwest of here, is now underway, village chief Jay Roa Pascual said on Tuesday.

Pascual said that the waterfall known in local dialect as “Sinulom” (flock of black ants), connects 21 rapids that feed the Cagayan De Oro River’s white waters.

He said that the “Sinulom Waterfall” is an hour ride from downtown Cagayan De Oro City through rocky roads and rough ride of about 2.5 kilometers from the village’s main road.

Unlike the other waterfalls in the country whose

source is an open lake or the flowing river, the source of the Sinulom Waterfalls is a fresh water spring that comes out of the bowels of the earth, Pascual said.

The Sinulom Waterfalls are located in a 5-hectare cove where the 28 curtains of water falling from a height of about 250 feet.

The community residents simply pitch the safe, clean and fresh water spring for drinking, he said.

Actually, Pascual said that the road access to the area is the only problem before the development of the Sinulom Waterfall as a new tourist destination.

Parents to file petition against K to 12 program

A GROUP of parents is set to file a petition to stop the implementation of the K to 12 basic education prograsm of the Department of Education (DepEd) at the Supreme Court.

In a forum April 12, the Parent’s Advocacy for Children’s Education (Pace) said that while they are not against the program, they want to stop its implementation because of lack of consultation with the stakeholders.

They also wanted a more thorough research of the program since there are many issues raised in its rushed implementation

since 2012.

The group asserted the parents’ right to be involved in the decision-making as one of the stakeholders.

They lament that they are the ones who keep private schools afloat, yet the government did not consult them on the program.

Prof. Rey Vargas, a fulltime professor at the University of Santo Tomas (UST) and a founding member of Pace, said parents cannot organize any meeting or discussion without approval of the administration of the school. This was why they formed Pace in 2014 to give voice to the parents and fight for their children’s right to be heard.

Parents’ stand Arlene Llanes, 41, a single mother of two and a bank employee, said the additional two years in high school means added expenses. It also extends her wait until she sees her kids

graduate. Her two children are studying in a Catholic school in Manila: one will be in grade three, and the other in grade 10 this coming school year.

“The school held forums and seminars that gave us information about the K to 12 program.This program is really a burden for us, specially to mothers like me who is raising children on my own, it is really difficult,” she added.

“What is the assurance that the student after graduating in this K to 12 program will have a job, when we know that many of today’s college graduates are unemployed?” Llanes said.

“The government is not ready for the changes in the education program because of the additional subjects and facilities as well as the training of the teachers,” Llanes said.

THE Department of Health and the City Health Office today formally launched the free Pneumonia Conjugate vaccine program for infants aged 12 months and below today at Divisoria, this city. The “Laban Nyo, Mo, Niya Libreng Bakuna Kontra Pneumonia” is available to all infants in all health centers starting next week, said City Health Officer Dr. Fe C. Bongcas. All mothers who have infants aged 12 months and below are urged to visit their nearest barangay health centers every Wednesday to take advantage of the free pneumonia vaccination. During the launching, City Mayor Oscar Moreno thanked the DOH and City Health Department for initiating the free vaccination drive against pneumonia, aside from Polio, DPT, measles, and many more as healthcare is one of Mayor Moreno’s 8-point agenda.

“Peace in the Bangsamoro means progress in Mindanao and inclusive development in the Philippines,” he pointed out.

He said the BBL gives due respect to the Moro on their right to self-determination and that passing it in Congress is an affirmative action that will finally establish a strong professional bureaucracy with sufficient political power and fiscal autonomy needed for Muslim Mindanao to catch up with the rest of the country.

“Muslim Mindanao region is among the poorest in the country,” he said as he assured everyone that he will personally see to it that Article XII (Fiscal Autonomy) of the BBL will not be changed except for the provision for the creation of the Bangsamoro Commission on Audit (BCA).

Various sectors, led by some senators, are questioning the granting of an annual block grant to the Bangsamoro. But Rodriguez said this is just, right and needed if we really want Muslim Mindanao to develop like the rest of the Philippines.

“The money is needed to back up all the 83 powers (58 reserved powers and 25 concurrent powers) granted to the Bangsamoro to enable it to develop,” he stressed.

However, he said the provision that will create the BCA, along with the provisions that will create the Bangsamoro’s version of the Commission on Elections, Ombudsman, Civil Service Commission, and Commission on Human Rights will be deleted because these are unconstitutional. He explained that the 1987 “Freedom” Constitution guarantees these as “Constitutional bodies” that even Congress, the Supreme Court, or even the Office of the President “cannot touch.”

These provisions, Rodriguez said, must be deleted, not because he or other lawmakers want to “waterdown” the BBL but because “we want to strengthen it.”

The BBL has 250 provisions.

“We will remove these provisions so as to strengthen the BBL so that when it is questioned before the Supreme Court, it will not be declared unconstitutional like what happened with the MOA-AD in 2008,” he stressed.

But a representative of the C ons or tium of Bangsamoro Civil Society (CBCS) pointed out the BBL is already the “minimum compromise entered into by both peace panels” to implement the Comprehensive Agreement on the Bangsamoro (CAB) and as such should be passed untouched.

“It is already the mini-

mum of what the Bangsamoro people have been fighting for. Deleting these provisions might make the BBL like other laws — very much lacking in terms of solving the root of the conflict and showing respect to the Moro,” he said.

Ledesma, in his speech during the opening of the Bangsamoro Week at Centrio on Saturday afternoon said that these provisions “can be interpreted in a different way.”

“In the present BBL, there is also that respect for the Constitutional bodies and in fact there is a middle ground,” he said, as he stressed that even the surviving framers of the Constitution “said they have not seen anything objectionable to the BBL and that it adheres to the core spirit of the Constitution, which is social justice.”

Ledesma also reiterated his Easter message that “the draft BBL represents the reasonable, practicable, and carefully crafted formula for attaining a just and lasting peace in Mindanao.”

Bibing Mordeno, BMFI executive director, urged Congress to pass the BBL. “BBL is a product of 18 years of peace negotiations with full attention of hearts, minds, and soul poured into the negotiations and the provisions of the agreement now captured into a proposed bill that is the BBL,” she said.

The “peace conversation” with Rodriguez is part of the All-Out Peace (AOP) campaign Tulay KaMi initiated in Northern Mindanao.

Berberabe was reacting to the statement of Lee’s camp that Globe Asiatique (GA) does not owe Pag-IBIG Fund billions of pesos. “ The context of my response in the Senate was that GA did not have a development loan. However this does not mean that GA does not have a liability based on the fraud that it committed. What happened was that GA solicited and pre-approved loan applications of individual Pag-IBIG members for his Xevera Bacolor and Mabalacat developments, and the P7 Billion was released by Pag-IBIG to GA under retail loan ac-

counts. However, it turned out upon audit that these “members” are either ghost or non-existent borrowers or members who were paid by Lee the amount of P5,000 to agree to be the borrower. This is the fraudulent scheme. Berberabe emphasized that the NBI and DOJ, in separate independent investigations, found Delfin Lee and four others to have defrauded Pag-IBIG Fund of about P7 billion of PagIBIG members’ money. She added that the Regional Trial Court of Pampanga also found probable cause to indict Delfin Lee. She pointed out that Senators who participated in two Senate investigations in 2010 and 2014 on the GA controversy all agreed that Lee should be charged in court.

She said it is unfortunate that just on a mere affidavit of accused Delfin Lee, Senator Antonio Trillanes has swiftly concluded that there should be no case against Lee. “It is clear that it was not only Pag-IBIG that saw Mr. Lee’s and GA’s culpability, but other competent government agencies as well,” said Berberabe.

The Pag-IBIG President also slammed the selective information that Lee’s camp disseminates to the public, saying that half-truths are no different from lies.

In previous statements, Lee claimed that he has won every legal tangle in every court that has jurisdiction over the cases against him.

This was denied by Berberabe, who said that Lee is in jail precisely because the Court of Appeals’ order quashing the warrant of arrest issued against Lee has been stopped by no less than the Supreme Court (SC), through the issuance of temporary restraining orders (TROs) that are effective indefinitely.

The appellate court also denied the petition for habeas corpus filed by Lee, which paved the way for his arraignment for the crime of syndicated estafa.

The same court likewise denied the petition of Lee’s co-accused, GA accounting head Cristina Salagan, to have a TRO issued against the warrant for her arrest.

Consequently, the incumbent administration could be now weighing an option to determine the loyalty of either the police or the army to its side.

The Executive Department is also pulling strings for the approval of the BBL at all cost. However, an apathetic Congress might pull a surprise which could lead to the ultimate trashing of the proposed BBL. If this happens, the political landscape will definitely change. The situation would exacerbates as the politicians start jockeying for the 2016 elections four months from now.

With the loyalty of either the police or the military having checked, the Executive Department might implement Plan C. Plan C is “Noel” (No Election). Plan C is the ultimate option to “save face.” It is the only way for the ruling political party to “carry out” the alternative option to recoup and salvage the waning political power. If carried out, who will resist?

The DepEd claims that K to 12 graduates would be equipped with skills to be employed. But for Kim, college education is still important. “The more education my children get, the more opportunities he will get which often leads to a better future for them.”

Retirement

Vargas has three children in UST: one in college, and two in high school. He said the program was not explained by the school to the parents and the administration does not even initiate any discussion on the program.

Vargas said there are additional subjects in K to 12 that burdens students as he saw his children do “performance tasks or the hands-on projects.”

He said that Filipinos excelled in international education, under the former 10-year education program.

He added that this program “is better than the other education programs in the world.”

Vargas said that even college teachers are affected by the K to 12 program. In UST, the university is offering a voluntarily retirement program for those who do not have or is not taking a master’s degree.

Although the retirement program gives a higher financial package to voluntary retirees, still, professors will end up unemployed or underemployed. Most college professors are also not willing to teach senior high school (SHS) level, because secondary education requires a different training from what they have.

Students’ perspective Joyce Sicat, 14, an incoming grade nine student of Sta. Peregrina High School in Pulilan, Bulacan, said she does not like K to 12 because it prolongs the time that she will spend in the secondary level. She should be anticipating graduation in two years, but because of K to 12, her time in school is lengthened.

There are also small changes in her school, she said. Vocational subjects, such as baking pastries, are now being taught to them.

Sicat said she is planning to take up Engineering, a five-year college course. That is why she disagrees with the new program, because in two years, instead of being in freshman college, she will only be in junior high school.

Carlos Guzman, 15, an incoming grade 10 student also thinks of pursuing college education despite the K to 12 promise of employment after graduation. He would love to pursue music or fine arts. “But if all does not go well, I’ll pursue a Mass Communication course so I have more opportunities to land a job.”

Ramps, parking While endorsing the legislation, Councilor Ramon Tabor, chair of the committee on laws and rules, said owners of these establishments should also be reminded to provide ramps for PWDs. Tabor said the Office of the Building Official must make sure that ramps will be provided for all buildings that will be constructed in the city.

Tabor added that parking spaces allotted for PWDs in malls and establishments must be strictly enforced.

He said penalties should be imposed against those who violate this.

He said he observed that there are some who park in areas designated for PWDs even if they are able-bodied.

Reports of Kato’s death have been circulating in the region since early Tuesday.

BIFF spokesperson Abu Misry Mama has neither denied nor confirmed the information, saying they too were flooded with reports about Kato’s death.

“I’m on the way to his undisclosed location. The close-in people around him has not yet confirmed to me given the difficulty of communication with them”, Mama said.

Ustadz Wahid Tundok, who served as Kato’s subcommander of the 105th Base Command of the MILF’s

Bangsamoro Islamic Armed Force, said he also received such report. Tundok now heads the 108th Base Command.

“For us Muslims, we cannot hide the truth of our death.

In due time we will know the real score after our validation today,” Tundok said.

Major General Edmundo Pangilinan of the 6th Infantry Division said they were verifying the same report through their intelligence arm.

“Yes we received calls and queries of his death but we are waiting too of confirmed reports,” Pangilinan said.

Rodelio Jocson said they were still trying to get word on the possible place of burial if it’s indeed true that Kato has died.

Never-ending peace talks Kato left the MILF to form the BIFF over differences on the conduct of the peace talks with government.

Organizationally, however, Kato’s leadership in the BIFF was short-lived, having suffered a stroke in late November 2011 that rendered him physically incapacitated.

Kato, then 65, was reported dead but officials of the BIFF (later renamed Bangsamoro Islamic Freedom Movement with BIFF as armed wing), dismissed the reports. They, however, acknowledged that he suffered a stroke.

Since then, the already physically incapacitated Kato had not been seen or heard from and new leaders had taken over the helm of the BIFF, a group that reportedly has broken down into at least two factions.

Kato was born in Datu Piang, Maguindanao, taught Arabic in Lupon and Banaybanay in Davao Oriental in the 1960s, went to Saudi Arabia in the early 1980s to take up Fundamentals of Religions (“not just Islam but all religions,” he stressed in an interview in April 2011) and after a month-long military training in Camp Abubakar in the mid-1990s, became commander first of the 206th Brigade of the MILF’s Bangsamoro Islamic Armed Forces (BIAF), then 109th Base Command and until December 2009, the 105th.

He told MindaNews in an interview on April 16, 2011, that he set up the BIFF around March 2010, three months after he tendered his resignation as commander of the 105th Base Command of the MILF’s BIAF.

Kato said government has been saying that it wants to solve the Bangsamoro question but the Memorandum Agreement of Ancestral Domain (MOA-AD) which was already initialed but not formally signed on August 5, 2008 because the Supreme Court issued a temporary restraining order barring government negotiators from signing the document, “proved government was just deceiving the Bangsamoro.”

Critics of the peace process said there may be neverending peace negotiations because after the MILF, the BIFF may want to negotiate with government again.

But Kato said, “Hindi kami nangangailangan ng negotiation. Kami kailangan namin ang resulta. Kahit na hindi kami magnegotiate, pero kung makita namin na yun ang hinahangad natin, okay automatic, we will agree.

Kato said they would not stand in the way of the peace negotiations of the government and MILF. “I am not against the peace negotiation pero against ako sa walang hangganan na negotiations.”

Kato also maintained he remained an MILF member even if the MILF Central Committee declares him out of the MILF. He explained he was guided by the principles of the MILF founder Ustadz Salamat Hashim.

He carried a P10-million bounty on his head.
