DAVAO City––The tourism sector of Davao region is supporting the establishment of township communities as it would also attract tourists who would like to go around and experience another type of life in a community within an urban area. Department of Tourism (DOT) regional director for Region XI Roberto Alabado III said that tourists given such kind environment
would be encouraged to also invest in a property. “Tourists from other countries or even other domestic tourists prefer to experience places where they could see more of the green environment and open spaces that they could relax and enjoy,” he said. He said open spaces in township development could be developed into parks. “We need more parks, public parks in support to
tourism,” he said. Alabado said the development of township communities they may be allowed to have their own standards but does not exceed what has been prescribed by law. He said maintaining the green area is helping the environment “besides tourists would love to see the mountain and green trees rather than bare and denuded areas.”

mapping operations. The closure orders were released by virtue of the power vested unto the BIR under Section 115 of the National Revenue Code of 1997 (as amended). The closure of Rika Drugstore was done upon failure, refusal and/or neglect of the taxpayer, Rika Drugstore and Distribution Corporation, with Taxpayer Identification No. 464-495-972-010, to comply the requirements specified in the Five-Day VAT Compliance Notice No. BIR-RR16-5VCN-002 (02-2016), dated February 12, 2016. Lawyer Glen Geraldino, regional director of BIR RR16, was accompanied by 10 other revenue officials in the closure of Rika Drugstore at Capitol Grounds. Meanwhile, BIR RR 16 Assistant Director Nuzar Balatero, assisted by 10 other BIR personnel, led in the closure of Rika Drug-
store at Kauswagan. Four other teams from BIR RR16 did the closure of the other establishments, as well as conduct of tax mapping operations. “There has been underdeclaration of their tax by the company (Rika Drugstore and Distribution Corporation) and this one is bigger underdeclaration. It’s more that 30 percent. That’s why it has to be closed. But, it will be opened as soon as they comply with the requirements,” Dir. Geraldino said. Geraldino said there are a lot of establishments to be closed, “because right now we are trying to collect taxes for our country, and we are warning everyone to comply” or face the consequence. Prior to the simultaneous padlocking and tax mapping operations, a briefing was done at the regional office in Bulua, here, by top officials from both the central and regional offices.

Singapore pioneers ‘techno-tourism’ show
BY the time this article is off the press, this writer is already airborne in route to Singapore. I am expected to be in the city-state of Singapore at past 5:00 p.m. today. On invitation of Singapore’s Urban Redevelopment Authority (URA), I was one of the privileged media who was invited as an international observer to this year’s “i Light Festival in Marina Bay.” The organizers are excited to flaunt the success of one of the most exhilarating “man-made” tourist attractions in Asia – Singapore’s Marina Bay complex. Several artists from as far as Europe, United Kingdom, United States, Canada, China, and Japan would gather in Marina Bay tonight to showcase what the best that they’ve got. I would be around to witness the kaleidoscopic events of magical lights that would, probably, make the whole world, for a moment, stands still as the enchantment of the “technologydriven lights” start dancing in the curtains of the night. During my brief sojourn, I would have a rare chance to a one-on-one interview with Mr. Jason Chen, the Festival Director. I was informed that acclaimed co-curators Randy Chan, of Zarch Collaborative (Singapore) and Khairuddin Hori, of Palais De Tokyo (Paris) would also be around during the interview. The nightmare and regrets will happen to the supporters when finally the decision making is not reflecting the grassroots’ intention. There is a sudden death in this political situation. It means that the most privileged towering figures that have been quiet during the campaign suddenly come up in public. If one among the candidates loses in the preliminary campaign, he or she tries to show his or her bargaining power. This is the time of peeping the opponent primary candidates’ offerings. This offer
can be a position or part of authority in the government administration. This is very short, quick, and decisive: the real sudden death. The longer the period in that condition, the more the bargaining being offered. This is the very short and decisive time for making political decision. The grassroots are blind and clueless. They just guess and guess, like playing the game waiting for the uncertainty to come. This is also the time the chaos can occur when they cannot get any access to get the real fact of the political map. This is the crucial condition. The confidence that the Singapore organizers have to exhibit the “i Light Marina Bay Festival” to people around the world bear witness that makes Singapore as the tourism and investment capital in Southeast Asia. Indeed, the Singapore methodology poses questions on how tourism should be in the light of today’s state-of-the-art technology. Has modernization exterminated the prototype tourism methodology? and have a light banter with Jerome De La Fuente, the General Manager of Limketkai Luxe Hotel in Cagayan De Oro City, two days before I left for Singapore. The hotel executive talked about promoting Cagayan De Oro as the “gateway” to various tourism destinations in Northern Mindanao and the rest of the Island. Being the trading hub in the region, De La Fuente was more focused and interested in marketing the city of Cagayan De Oro. De La Fuente, a welltraveled executive, agrees with the notion that modernization and urbanity have come to bury the traditional tourism thoughts of yesterdays. Along this line, I argued that unconventional, albeit radical approaches must be adopted if only to be at par with the modern day tourism industry. De La Fuente and I anxiously agreed, but we simply “beat around the bush.” Actually, not one of us wants to put the card on the table first. Laughs! In the meantime, I would be in Singapore with the hope of sharing a wealth of experience - to the people who inspired me to be here. It was facilitated by the Provincial Health Office, Health Emergency Management Staff Coordinator Mr. Emeliano A. Lopoy, Jr. with the collaboration of the Department of Health, Health Emergency Management Staff of Camiguin, headed by Dr. Gerry M. Cabalang, M.D. The participants were well instructed and trained about the Principles of Emergency Care, Introduction to Basic Life Support, Cardiopulmonary Resuscitation, Rescue
Breathing, Foreign Body Airway Obstruction, Bandaging, Splinting, Lifting the Victim, and Extrication. They were able to experience an actual setting of vehicular accident which served as their evaluation. The said activity was supported by the Provincial Governor Jurdin Jesus M. Romualdo as part of his visions in making the province prepared and geared up for any unexpected disasters and calamities. Thus, the selected local government employees were trained to become lay rescuers of the Province as part of preparations. The activity ended successfully by a graduation rite. Participants received special awards for the conspicuous abilities they have shown during the training. The participants felt tired but happy and contented.

HE government has cast in stone its commitment to help international efforts against poaching of elephants and illegal trading of ivory from these endangered animals’ tusks. On Thursday (March 3), Department of Environment and Natural Resources (DENR) unveiled in Metro Manila its concrete elephant monument which expresses such commitment. “May such structure drive us to work harder to fulfill our common goal of fighting illegal wildlife trade,” DENR Secretary Ramon Paje said during the unveiling program. The monument’s unveiling at the Ninoy Aquino Parks and Wildlife Center in Quezon City was among local highlights of the 2016 World Wildlife Day (WWD) celebration which had the global theme “The future of wildlife is in our hands.” “WWD is an opportunity for us to be reminded we share Earth with other
life forms and are tasked to managed these properly,” DENR’s Biodiversity Management Bureau (BMB) Director Theresa Mundita Lim said at the unveiling. According to Paje, the monument’s design represents the natural position of an African mother elephant protecting its calf. “The upper circles repre-

senting their faces symbolize the quest for continuation of these magnificent creations’ life,” he continued. “The structure’s dark color opposing the natural offwhite color of the ivory tusk embodies the Philippines’ strong support to the global efforts against elephant poaching and illegal ivory trade. The superimposed tusks, that are almost as high as their bodies, represent the creatures’ beauty with their tusks intact.” Construction of the elephant monument is part of government’s national ivory action plan. Government came up with such plan since studies identified the Philippines as among transit points for illegal ivory trade. BMB also said the Philippines is among eight Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) parties implicated in illegal trade of elephant ivory. CITES regulates international wildlife trade of
over 35,000 plant and animal species to help ensure these resources’ survival in the wild. Authorities earlier estimated elephant tusks’ selling price as up to some USD2,000 per kg in the black market. Paje said the elephant monument is made from a mixture of concrete and part of ashes from over four tons of elephant ivory tusks worth some Php400 million and which the Philippine government previously confiscated, crushed and burned. DENR’s June 2013 destruction of such tusks smuggled into the Philippines from Africa drew international praise. “That made us the pioneer in Asia to take such bold step -- it wasn’t easy but we stood up because it was the right thing to do,” Paje noted. Destroying the tusks conveyed the Philippine government’scondemnation of illegal ivory trade, he added. (PNA)
Commentary
It is in this urbanized part of the city – in the 40,000 hectares – that we are in dire need of accessible and public green space. What is the protected, lasting, permanent, public green space we have in urbanized Davao City, 20 years after the plan was first approved? Only a measly 14.76 hectares spread out over 19 mini-public parks. Some of the parks are so small or have so few trees that they can hardly be called parks. Places like Centennial Park, Freedom Park, Quezon Park, Osmena Park? Fifteen parks, including the highly valued People’s Park, are in the Poblacion area. The other four are in Toril, Tugbok, Calinan & Buhangin. In a mid-term review in 2013 the plan aims to reach more than 80 hectares by 2021, and almost 70 by now (2016) but this didn’t happen. We are still stuck in the measly, microscopic, little parks. Can’t we do better? Can our policy makers not do better? Can we really put teeth to one of the physical development objectives of the plan where it says: “To identify and develop open spaces within the Poblacion and its nearby environs into urban and/or pocket parks” and ”To establish, develop and manage Tree Parks for every District, Barangay & Sitio/Purok.” Just to make a comparison with Singapore. Singapore has a total of at least 48 public parks, among them: city parks, coastal parks, riverine parks, ridge parks, botanical gardens, community parks. All parks and green spaces are embedded in the almost fully urbanized area which is Singapore. The average area of each of these 48 parks is more than 24 hectares. In other words: one average Singapore park is bigger than the combined 19 public parks of Davao City. It raises the challenge: can we develop the Davao coastal area to become our coastal parks area? Can Davao Shrine Hills become our ridge park? Can the banks of the Davao River become our riverine parks? When Singapore started its greening approach more than 40 years ago, all their park areas were crowded, congested, neglected. But the vision and political will of its leaders made the change happen: they reclassified lands, relocated people where needed, provided housing, upgraded where possible. The net result: a green urbanized environment appreciated by all citizens. A 2011 study by the BPI Foundation comparing a number of Philippine cities came to the conclusion that in a time of climate change, “Davao City still has a significant land area to build new, more livable satellite developments.” In the study’s assessment, Davao City emerged as the least vulnerable city overall (compared to Baguio, Iloilo and Cebu). “Davao City’s opportunity is to do things the right way.” Let’s not miss the boat! Can our policy makers and planners please embark on a long-term but decisive path to make our urbanized area green? City councilors as elected representatives of the people are duty bound to establish green spaces within this urbanized space. The people are the rights holders to a healthy environment and urban green space, and the city councilors are the duty bearers to make this happen. This was also eloquently put by Fr. Joel Tabora of ADDU as an issue of social justice when he addressed the City Council. It is the essence, too, of Section 16 or the General Welfare Principle of the Local Government Code (LGC). The 25-year development plan in 1996 claimed the existence of 420 hectares of “open spaces.” Sadly, it lumps all open spaces together such as cemeteries, memorial parks, golf courses, open spaces in subdivisions, cemented playgrounds. As experience shows, many of these unsecured open spaces are constantly under risk of land acquisition, changes and reclassification. An example is the Lanang Golf course of more than 38 hectares which is now a huge shopping mall (SM Lanang). It is a case of green open space being sacrificed in favor of “development” that is seen as a bigger financial priority. Moreover, are golf courses, memorial parks green nature spaces? Are they accessible to the general public?

He said that the local august body has requested the city’s Executive Department to submit the list of fire victims in Gusa and Camaman-an so that the city council could appropriate available funds for financial aid. “We hope the City Executive would fast track in the submission of the report about the various calamities that hit the city so that the council could immediately adopt appropriate legislations,” Tabor said. Earlier this month, Central Bicol State University of Agriculture student Jessaven Lagatic committed suicide after losing his scholarship. Last February 24, thousands of students across the nation walked out of their classes to push their demand for Aquino to stop the commercialization of education, said Crisostomo adding, that another campus walkout is set on March 11, the third year anniversary of the tragic suicide of UP student Kristel Tejada over tuition woes. Also on March 11, the Anakbayan and other youth groups will hold a nationwide protest to call for a “tuition moratorium” and demand to an end to the state’s education “deregulation” policy. Kristine Cabardo, of the League of Filipino Students (LFS) in Northern
Mindanao, said that the students would pressure the government to scrap the Education Act of 1982 that deregulated the operations of the educational institutions in the country. The youth group Anakbayan also backed the call for the scrapping of the Education Act of 1992 saying the president has the power to stop these unjust tuition and other fee hikes if he really wants to by issuing an executive order for a tuition moratorium. “Ang problema sa pangulong ito, kapag pabor sa kaibigan niyang malalaking negosyo lusot agad ang anumang pagtaas. Pero kapag kahilingan ng karaniwang mamamayan ang ang daming palusot,” said Crisostomo in reference to the P2,000 SSS pension hike. Cabardo cited the students’ opposition of the five percent tuition increase in Xavier University, the collection of ‘development fee’ in Central Mindanao University, the increase of tuition down payment in Bukidnon State University, and the internet and other fees in MSU-IIT in Iligan City.

Before this Court verified joint petition for the approval and registration of the Divorce filed by the petitioners and alleging among others. That petitioners are husband and wife respectively in a marriage performed under Civil rites on May 03, 2004 at El Salvador, Misamis Oriental, they converted to Islam faith, of which conversions to Islam were duly registered with this court, both of them can be served with summons and other legal processes relative to their residents at Purok Mangga, Tubod, Iliga City and Taytay, El Salvador, Misamis Oriental respectively; That said marriage did not last long due to inability of petitioners to perform their respective essential marital obligations such as mutual fidelity, love, respect, support for each other, and irreconcilable differences, the petitioners only lived together for twenty ten (10) years now and they decided to part ways and still separated at the present, thereby, they executed Divorce Agreement in order to formalize their separation.Since their separation they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, surviving their marriage bond on May 03, 2004 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile. WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on March 29, 2016 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners. SO ORDERED.
