avao City Mayor Rodrigo Duterte wants a Constitutional Convention to decide whether the Filipino people would like a shift from a highly-centralized government to a Federal Parliamentary system, which he has been pushing in his “Listening Tour” in the last two months.

Speaking before students and faculty of the University of San Carlos, Duterte said Con-Con delegates who will be in charge of amending the 1987 Constitution will be elected by Filipino voters just like the president of the US, and at present in our country.

“Let me assure you that under the Federal system I am espousing, the President

of the Republic will be directly voted by the people and he will still be the head of state and head of government just like in the US,” Duterte told a jam packed USC audio-visual hall.

Duterte, known as one of the most business-friendly local executives who steered Davao City from a basketcase in peace and order and investments to become the

4th Safest City in the World to Live In and 7th Most Ideal Working Places in the World, said a Federal system of government will free vibrant investment areas from the stranglehold of stringent regulations imposed by a highly-centralized government.

During the USC forum, a female teacher from a government educational institution asked the Davao City mayor’s secret in maintaining peace and order in the most-child friendly city in the country. The teacher noted that Davao was recently given recognition as the 9th safest city in the world.

eyelash that “drug pushers are warned not to ply their evil trade in Davao City, or else.”

The tough-talking Duterte has earned praises for Davao City’s turnaround from a virtual wastebasket in the early 80s into the fifth biggest economies among Philippine cities. His firm and relentless campaign against crime and syndicates have captured the imagination of many people who want the Davao City experience duplicated in the entire country.

Davao’s peace and order has become an exception in a country where law and order is being challenged on a regular basis.

DAVAO City – An official of the City Planning and Development Office (CPDO) here said that the city government has set two conditions for the Sasa Port modernization project which include the acquisition of lands and the relocation of the barangay hall of Sasa.

CPDO Plans and Programs Division chief Engr. Jose Froilan Rigor said “the stand of the city is that since it’s going to be a PPP (public-private partnership) project, then the lands within the Sasa property should be acquired based on the current market value.”

“The barangay hall of Sasa which will also be affected by the expansion of the Sasa Port should also be relocated and constructed with a new building,” he added.

Rigor said that the proponent agreed with those conditions which elevated the project to the National Economic and Development Authority-Investment Coordination Committee (NEDA-ICC).

Moreover, members of the city council said that they were not consulted for this project.

Councilor Diosdado Mahipus said that this project is supposed to be coordinated with the Local Government Unit (LGU).

“As far as I am to recall, there has been no consultation between the present council and that of the PPA regarding this mammoth project in Sasa,” Mahipus said.

He also said that the reason for prior consultation between the Local and National Government is because the residents of the city are the ones affected by such projects.

“The local residents are now protesting. Why? Because we do not really know what’s going to happen. How many people will be dislocated? How many structures that are permanently build in Sasa will be removed? That we don’t even know,” Mahipus said.

“I do not know if this is intentional on the part of the National Government, but we just have to remind them that under the present autonomy laws that we have, the local government especially the mayor, vice mayor and the councilors should be consulted about these projects initiated by the National Government,” he added.

No “born again” in the Bible?

LIFE’S INSPIRATIONS: “…

Jesus replied, `Very truly I tell you, no one can see the kingdom of God unless they are born from God’...” (Jesus Christ, our God and Savior, in John 3:3, the Bible).

-oooWHICH IS WHICH: BORN AGAIN, OR BORN OF GOD? I wish to share here a point of view I espoused in an Internet group which is tackling spirituality, good governance, and many other things, on what change we as a nation must undergo to rise from corruption, poverty and immorality: “The only real change that would transform Filipinos and even the entire human race is not to be “born again”.

“For, indeed, even if one is `born again’ a million times, he will be born again a million times as a man, still sinful and evil (for those who believe in the Bible, see Romans 3:23 and Genesis 6:5-7). Man must be `born of God’, so that he can become a `child of God’, truly changed, truly reformed, truly spiritual and therefore capable of leaving his evil and corrupt ways behind him (for those who believe in the Bible, see John 1:12-13, John 3:5-6).

“Then again, what Jesus Christ, our God and Savior, really said, in John 3:3 is not that man must be

`born again’, but, even the New International Version now admits, that he must be `born from above’, or `born of God’. May God have mercy on all of us…”

Any additional comments on this, please?

-oooTIME TO RETHINK THE “BORN AGAIN” DOCTRINE? This fine distinction about “born again” and “born of God” may provide us the answer to the nagging question many Christians who espouse the “born again” doctrine are continually raising nowadays: If being “born again” means being endowed with spiritual power, how come “born again” Christians do not seem to be growing in number despite all these years?

I heard Pastor Ed Lapiz, in his daily radio program “Day by Day” aired over DZAS, 702 khz, on March 17, 2014, asking the same question. Born Again pastors also come to me and ask the same thing. And I only have one and the same answer: it maybe because the “born again” denominations are preaching something wrong and so are not blessed in their preaching work.

What is this “something wrong” in the preaching of “born again” pastors? It may very well be the point

Sure, he’s a great boxer, but a lawmaker? As a result, he now lusts after the senate… and thinks of running for president after that. Weird.

He doesn’t even show up for sessions. He deprives his district of representation.

It’s obvious that public service isn’t one of his priorities. But we dignify him with an exalted public service title—which he leaves idle like a trophy or a championship belt on a shelf.

Then there’s Ms. Jinkee: elected vice governor just for being married to him. I suppose they’ll be electing

Mommy Dionisia as well soon or later. ***** You have to give it to the South Cotabato voters in whose 1st District (which includes General Santos City) Manny first ran for congress.

He reportedly spent P120 million during the elections of 2007 to knock out Darlene Antonino-Custodio. Still, he lost. GenSan voters weren’t so corrupt or naïve.

That loss sent him shopping in another district where his money and fame could get him elected. He moved to the neighboring province of Sarangani, and got his win in 2010. I won’t even guess how much he invested in that campaign.

No doubt that Manny is vastly popular at home and abroad. But how does popularity qualify him to serve and secure the welfare of all the people of Sarangani province? ***** The voters who made him a congressman showed a terrible misunderstanding

of the nature of government and the responsibility of public servants. They made him a lawgiver because he possesses a deadly fist! Did it make sense? Perverse!

In doing so, they discredited their own intelligence, as if there are no wise men or women in Sarangani with a sense of responsibility and enough education. It projected the people of Sarangani as without standards or sense of propriety.

Of course, this behavior isn’t just in Sarangani, for it’s found everywhere else in our archipelago. Thus, if it’s not a Jojo Binay for president or a Lito Lapid for senator or an action star with a fake name for president or mayor, it’s someone else equally ludicrous. How silly people can get.

Then there are all those shameless dynasties with their plundering members.

Koko asks BSP to explain confusion over similarities of P1000, P100 bills

Senator Aquilino “Koko” Pimentel lll, president of Partido Demokratiko Pilipino Lakas ng Bayan (PDP Laban), yesterday said the Bangko Sentral ng Pilipinas (BSP) should explain why the P1000 and P100 banknotes are very similar and almost identical to each other.

Pimentel issued the call after receiving numerous complaints from the public about confusion arising from similarity between the P1000 and P100 banknotes, known as the New Generation Currency (NGC).

“The BSP should explain why they are too similar and state if there are plans to improve the situation,” said Pimentel, citing cases of people who claimed of confusion between the P1000 and P100 bills in circulation.

Pimentel said under the new Central Bank Act (RA No. 7653), the BSP may call in for replacement notes of any series or denomination which are more than five years old and coins which are more than ten years old.

BSP records showed that as of Dec. 31 2014, there were about 22.553 billion pieces of coins valued at P25.833 billion and 3,393 billion pieces of banknotes valued at P903.406 billion that had been issued.

The NGC bills, launched by the BSP in December 2010, will be the currency in circulation starting in January next year as the old banknotes which have not been exchanged by December 2016 would cease to be the liability of the BSP. Pimentel said the public noted that the design of the P1000 and P100 bills are very similar or almost identical particularly when the NGC banknotes are crumpled or have undergone normal wear and tear.

But the BSP claimed that the NGC series is user-friendly and allow easy identification of each denomination because of the dominant color retained, using distinct and primary inks.

He added that the BSP has also introduced several security features such as the intaglio-printed front side of the currency to give an embossed feel and help the visually-impaired differentiate each denomination.

Big numerals corresponding to the denominational value are also printed on both sides of the NGC banknotes in addition to new and enhanced security features to protect the currency against counterfeiters.

In a leaflet circulated around the city, William G. Guialani, the former village chief of Taglima-o, an outskirt village of Cagayan De Oro City, said the death threats could not deter him from pursuing his

advocacy to run after “corrupt public officials.”

In a complaint received by the Ombudsman last March 24, 2015, Guilani has filed the “plunder case” against Moreno for alleged violation of the provision of Republic Act 7080 or “An Act Defining and Penalizing the Crime of Plunder.”

In the 14-page complaint that includes seven-pages annexes that supported the complaint, Guilani narrated the violations that ultimately led to an aggregate amount of P 50 million that Moreno allegedly “accumulated or acquired ill-

gotten wealth” through “overt and criminal acts.”

In his complaint, Guilani alleged that Moreno has acquired ill-gotten wealth through “misappropriation, conversion, misuse of public funds or raids on public treasury.”

Guilani alleged that Moreno disbursed public funds without authority and consent of the City Council in 2014 by disbursing funds amounting to P 60 million to pay for 25,000 beneficiaries of PhilHealth who are “friends and allies” of the City Mayor.

In his complaint, Guilani presented two separate copies

of “Certificate of Premium Payment” with the PhilHealth regional office here in the amount of P 30 million paid on June 2, 2014 and the other P 30 million paid on August 8, 2014.

The respondent Moreno has violated the provisions of the Local Government Code, which provides for an ordinance to be enacted to validly apply funds, already appropriated for a determined public purpose to some other purpose, the complaint said.

SABELA CITY, Basilan – Out-of-School Youths (OSYs) from the 22 barangays of Isabela City in Basilan converged Friday at Farmland Resort in Lanote, this city for the one-day Peace-ta(han) Youth Summit.

Robinson Wee, youth development specialist of the Education Development Center (EDC) called the OSY as out-of-school youths no more, but “OutStanding Youth” now as they have completed the technical skills training, some of TESDA,

others are EDC-led short course skills training programs, and some are continuing education with the Alternative Learning System (ALS) of the Department of Education (DepEd).

Wee acknowledged and thanked the different partneragencies and organizations which formed the Out-ofSchool Youth Development Alliance (OSYDA) and helped the youth achieve a level of competency in their chosen field.

song-writing, dance, novelty recycling, project proposal writing, and Quiz Bowl for ALS students.

The method of teaching is through educational videos and lesson guides aligned with the curriculum set by Department of Education (DepEd) for

public elementary schools nationwide. It provides focus on hard-to-teach concepts and least-learned competencies in subjects such as English, Mathematics, Science, and Values Education.

Text2Teach program targets grade 5 and 6 students. In addition to that are beneficiaries-students in grade 4, school heads and teachers of a public school, depending on the particular circumstances of each school.

On the first two years of the program, it was piloted in 81 schools in Luzon, Visayas and Mindanao islands.

In 2005, Text2Teach was introduced to 124 more public schools in Mindana through the efforts coming from SEAMEO INNOTECH, a member of the Education and Livelihood Skills Alliance (ELSA), and Ayala Foundation, a corporate social responsibility arm of Ayala Land Inc. T’s that time of year again when Catholic children who are on vacation from school diligently attend Flores de Mayo every Sunday afternoon in their respective parishes.

Flores de Mayo (Spanish for “Flowers of May”) is a Catholic and Aglipayan festival held in the Philippines in the month of May. It is one of the May devotions to the Blessed Virgin Mary and lasts for the entire month.

The Santacruzan is the pageant on the last day of Flores de Mayo, held in honour of Helena of Constantinople (known as Reyna Elena) and Constantine the Greatfinding the True Cross in Jerusalem. Its observance in May probably stems from theold Galician date for Roodmas, which was abolished when Pope John XXIIIcombined it with the Feast of the Triumph of the Cross on 14 September.

The name of the festival is derived from the Spanish language word flores meaning “flowers”. Other names are “Flores de María” (“Flowers of Mary”) and “Álay” (Filipino for “offering”).

In the Bicol Region, especially in Barangay Sabang, Naga, the Flores de Mayo is held every Wednesday and Saturday of May. It is headed by the Legion of Mary, Praesidium Cause of our Joy, and jointly sponsored by the Rañeses and Alcantara families. The ritual begins with the recitation of the rosary, and the last day is simply called the “katapusan”.

The traditional “María” with its respective meaning is said after the recitation of theSalve Regina in Spanish and the Litany of Loreto. After the ceremony, simple snacks are given to the children who attended the devotion. Alabasyón (from the Spanish for “praising”) is the term for prayers sung in honour of the Holy Cross.

A Sagalà is a religio-historical beauty pageant held in many cities, towns, and even in small communities throughout the Philippines during the month of May. One of the most colourful aspects of this festival, the pageant depicts the finding of the Holy Cross by Queen Helena, mother of Constantine the Great. Many movie and television personalities participate in the events and are featured in major sagala. [1] This festival was introduced by the Spaniards and has since become part of Filipino traditions identified with youth, love, and romance.

Relation, graced the event and delivered the Opening Remarks. It was followed by the presentation of the 1st Kagayan Barangay Cook-Off Participants who were the Champions from the five selected Barangays (Iponan, Bulua, Carmen, Gusa and Lapasan). A representative from the five Barangay’s, solo or group, also presented Intermission Numbers (song or dance) to keep the audience entertained.

UTUAN City - The Department of Social Welfare and Development (DSWD) Field Office Caraga through the Pantawid Pamilyang Pilipino Program strengthens the implementation of Modified Conditional Cash Transfer for Indigenous People (MCCT-IP).

This project under the Pantawid Pamilyang Pilipino Program was created for the Indigenous People (IP) in Geographically Isolated and Disadvantaged Areas (GIDA. MCCT-IP as a pro-

gram is driven with its three main goals; (1) to empower, (2) to promote, (3) and protect from any unavoidable adverse effects caused by the development process.

On its implementa-

tion, MCCT-IP uses the Conditional Cash Transfer (CCT) strategy but with modifications in terms of processes in targeting, conditionalities, package of benefits, interventions and modes of implementation. The project also employs holistic approach of community organizing.

"This project requires close coordination with the tribal chieftains to ensure that cultural integr it y re mai ns w h i l e the project is implemented,” said DSWD Caraga regional director Minda B. Brigoli.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on December 8, 2008, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

Parents’ motivation matters in unleashing child’s special abilities

Hobby is something that someone loves to do because he already used to do such. In young age, parents can opt to teach their child activities that could possibly their future hobby just like writing.

Writing comes in different way. In writing profession, such could be articles and literary pieces. For students, it could be in the form of sentences, paragraph or a composition.

At first, writing is difficult knowing the fact that not all students love to write. For some, it is hard to come up with anything to write about.

Others have a lot to say, but it is hard to get the ideas written down in a meaningful way. For a small percentage of children, every step of the writing process is difficult — from processing the ideas to forming the letters to write to convey

the right message.

School-age children may exhibit other signs of difficulty. These include illegible handwriting, avoiding writing, and having difficulty completing a writing assignment that makes sense. Often, these children have to focus so much on the act of writing that they omit simple words or really simplify what they want to say as a way to use easier words and shorter sentences.

Parents can provide support by having their child type assignments when possible, and structure homework time to allow for extra time for completion. When reading a draft, focus on the content of the writing rather than the neatness or the spelling.

Once the content reflects what the child wants to say, turn your attention to some of the more mechanical aspects of writing, like spelling and punctuation.

Experts suggest that students should be asked to do real writing like writing a letter to a relative.

It’s more important for

the child to write a letter to a relative than it is to write a one-line note on a greeting card. Encourage the child to write to relatives and friends.

Perhaps your child would enjoy corresponding with a pen pal.

Parents also should encourage their kids to take notes on trips or outings and to describe what they saw. This could include a description of nature walks, a boat ride, a car trip, or other events that lend themselves to note-taking. Experts say parents should talk with their children as much as possible on their impressions and encourage them to describe people and events. If the child’s description is especially accurate and colorful, tell them.

Child’s learning is first molded by parents. Their interest can be arisen from an environment wherein they are exposed to. Thus, it is important for the parents to know what to teach and where to expose their children.

Directing students in the right path through ‘Positive-based Discipline’

Handling students having diversed attitudes and culture and those who have chronic and serious behavioral problems is a long-standing challenge to educators.

This require perseverance, patience and intelligent strategies in order for these young people to learn.

These challenges in teaching forces the use of punitive and supportive disciplinary practices.

Punitive disciplinar y practices are disciplining strategies that aim to inflict punishment in order to correct students and remind them that bad behaviors are impossible to be tolerated.

The use of this, however, has been discouraged by different countries. In some debates, punitive disciplinary practices do not foster safe schools or do not even improve educational outcomes, nor it significantly alter student behavior.

Example of this punitive based discipline is the Zero Tolerance

Policy. A zero tolerance policy imposes automatic punishment for infractions of a stated rule, with the intention of eliminating undesirable conduct.

Punishments in zero tolerance is not severe but still, it should be meted out. However, over the years, a number of evidence have popped up, telling that Zero Tolerance Policy is ineffective and even counterproductive.

The supportive disciplinary practices are ones believed to be effective as it is referred as a positivebased discipline. It fosters safer schools, improve educational outcomes and do alters student behaviors. Example for these is the research-based discipline. Lots of researches suggest that meeting the developmental needs of the students is a better alternative to the traditional kind of punishment.

In an article published in a site under Collaborative for Academic, Social, and Emotional Learning in 2007, attending to the social and emotional needs of youth reduces problem behavior and improves students’ attitudes towards school. These outcomes are important factors in

helping students take ownership of creating a safe school environment and learning skills to selfregulate their actions.

It also preserve the integrity of the school, and since it involves research and study on student backgrounds, this discipline further address the causes of a student’s misbehavior in order to improve positive behavioral skills and long-term outcomes.

Punishments are perhaps needed in some educational institutions due to difficulties of handling students consisting diverse kind of behaviours. Yet, such punishments need not to be an inflicting kind of punishment but should be a constructive punishments, in a way that it will help the students positively. True, gone are the days that students could be commanded easily. Therefore, educators and educational institutions must not stop in researching and addressing causes of such behaviors.

It should worry us that the widespread occurrence of corruption is numbing our moral sense, in effect “immunizing” our society against being good—a situation that favors power greedy trapos. ***** With trapos in control, sensible elements are marginalized, outgunned, unable to match the forces of greed and opportunism.

It can’t be mere coincidence that the proliferation of political dynasties on all levels in all regions is occurring simultaneously with the reign of corruption, opportunism, and unfairness in our system.

Nor can it be mere coincidence that shamelessness in pursuing public office is matched by shameless indulgence in its privileges and a devil-may-care attitude about its adverse social and generational consequences. ***** As a result, normally decent people become tolerant of hypocrisy and venality. Aberrations become normal phenomena.

And sad to say, the one sector in our society that has pretensions to nobility is the one firing up the bastardization of our social and political values and institutions.

They used to be called ILLUSTRADOS—meaning, learned people, noble and worth emulating. But not anymore.

Their indulgent behavior and their excesses have made meaningless what the French call noblesse oblige—i.e., noble people are supposed to act nobly, with utter delicacy, because they are supposed to be role models and paragons of probity and righteousness in the eyes of the community and society at large.

The Department of Energy (DoE) has identified more than 60,000 kilowatts (60 megawatts) of potential hydroelectric power plants in the Mt. Province. If developed, these could produce around 230 million kilowatt-hours of electricity per year.

“If these are developed by the local governments in partnership with the private sector, my estimate is that the hydro plants could generate at least one peso per kWh of income for the local governments or a total of around P230 million per year,” Engr. David Tauli told this paper in an interview.

Tauli, who has more than 30 years of experience with electricity distribution utility engineering and management and was once a vice chairman of the Cagayan Electric Power and Light Company (CEPALCO), conducted seminars for LGUs in the Mt. Province in 2013 and 2014 “to show them how they could develop the hydroelectric power potential in their respective municipalities in partnership with private corporations under the Feed-in-Tariff (FiT) scheme of the Renewable Energy Law of 2008.”

Leonard Mayaen said that he wants to tap all the hydropower potentials of the province for the benefit of his constituents.

“This is the Mt. Province, so we can have as many mini-hydro plants for as long as Hedcor is willing and the people in the communities are willing,” he told this paper after the inauguration of the P1.8 billion 14 MW run-off river hydropower plant of Hedcor, Inc. in the municipality of Sabangan last week.

Based on Hedcor’s technical study, the Mt. Province has the capacity to produce a combined 200 MWs of “Cleanergy,” the AboitizPower’s brand of clean and renewable energy, Hedcor, Inc., President and Chief Operating Officer Rene Ronquillo told this paper.

Tauli, however, stressed that LGUs should not do it alone.

LGUs should partner with private corporations in developing the hydropower potentials of their municipalities through a buildoperate-transfer (BOT) scheme.

“This is a feasible process of development in which the LGUs could earn the income stated earlier in the amount of one peso per kilowatt-hour of generation of the hydro plants,” he said, adding: “The main advantage of LGU involvement in the development process is that hydro projects can be implemented faster and at lesser cost than if the projects were carried out purely by the private sector.”

The problem with this scheme, however, arises if the LGUs’ officials are corrupt.

“The main problem here is that the projects could be successfully implemented only if the LGUs are not corrupt and will not divert to private pockets the funds to be used in project implementation as well as the earnings from the projects upon their completion,” he stressed.

If LGUs will go into developing their municipalities’ hydropower potentials, Tauli said that LGUs should also allocate amounts for environmental protection.

“The development of hydro resources can be done by local governments under the Renewable Energy Law of 2008. Environmental protection could be carried out by allocating part of the local government earnings from the hydro projects to reforestation and other environment-enhancing program,” he said.

Tauli said that during his seminars in the Mt. Province in 2013 and 2014, he pushed for LGUs to allocate P0.50 or more per kWh for the LGUs’ watershed development program.

At present, the law mandates that one-half centavo per kWh of generation of hydro projects be allocated for watershed development. (Bong D. Fabe)

Among the findings are indications of cloudy mornings on four of them and hot, clear afternoons on two others.

“We determined the weather on these alien worlds by measuring changes as the planets circle their host stars, and identifying the day-night cycle,” said Lisa Esteves, a PhD candidate in the Department of Astronomy & Astrophysics at the University of Toronto, and lead author of the study.

“We traced each of them

going through a cycle of phases in which different portions of the planet are illuminated by its star, from fully lit to completely dark,” said Esteves.

Because the planets are very near to their stars, they are expected to rotate counter-clockwise - just as the majority of objects in our solar system do - with the right side moving in the direction of each planet’s orbit.

This causes an eastward movement of the planet’s surface and therefore an eastward circulation of atmospheric winds.

As a result, clouds that form on the planet’s night side, where temperatures are cooler while it faces away from its host star, would be blown to the planet’s morning side.

“As the winds continue to transport the clouds to the day side, they heat up and dissipate, leaving the afternoon sky cloudfree,” said Esteves.

“These winds also push the hot air eastward from the meridian, where it is the middle of the day, resulting in higher temperatures in the afternoon,” Esteves said.

For four of the planets, the researchers saw excess brightness in the Kepler data that corresponds to when the morning side is visible. For the other two, they saw an excess when the evening side is visible.

“By comparing the planets’ previously determined temperatures to the phase cycle measurements provided by Kepler, we found that the excess brightness on the morning side is most likely generated by reflected starlight,” said Esteves.

“These four planets are not hot enough to generate this excess light through thermal emission.

The excess light seen on the two very hot planets can be explained by thermal emission,” said Esteves.

“A likely explanation is that on these two planets, the winds are moving heat towards the evening side, resulting in the excess brightness,” said Esteves.

Most of the planets examined in this study are very hot and large, with temperatures greater than 1600 degrees Celsius and sizes comparable to Jupiter conditions far from hospitable to life but excellent for phase measurements.

The findings are published in The Astrophysical Journal.

Of the total 4,300 kilometers of barangay, municipal and provincial road network, only some 2,700 is concrete prompting local officials to badger the Governor in every opportunity.

“But there is nothing I can do. More than 70 percent of the equipment left could be best described as junks,” Emano said.

In his desire to service the hinterland barangays, some of the dump trucks which will be procured are 6-wheelers and the rest are 10-wheelers.

“I assure you, and I already instructed all parties concerned, that the number 1 most important thing from the procurement to delivery of these pieces of equipment is transparency; number 2 is transparency, and number 3 is transparency,” Gov. Emano emphasized.

The remaining P50 million is earmarked for the acquisi-

tion of hospital equipment and ambulances in order to stay within the health development plan of the province.

The plan calls for the upgrading of Gingoog and Alubijid hospitals into Level III. The remaining hospitals will be upgraded to Level II. The province’s eight hospitals will have an ambulance each. Other basic equipment like X-ray machines, delivery

tables, ultrasound machines, ECG machines and beds will be furnished to these hospitals as needed.

“Because of MisOrCares, our people are now comfortable in going to our hospitals for their medical needs. This is why we need this loan to equip our hospitals,” the governor said.

The loan is payable in seven years with a one year grace period. (PIO MisOr)

Before this Court verified joint petition for the approval and registration of the Divorce filed by the petitioners and alleging among others.

That petitioners are husband and wife respectively in a marriage performed under Civil rites on June 12, 1999 at Toril, Davao City, they converted to Islam faith, of which conversions to Islam were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residents at Tibanga, Iligan City and Toril, Davao City respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability andthey separated for more than three (3) years already, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalized their separation.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on June 12, 1999, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on June 26, 2015 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.
