Oaminal sees no clash in judiciary, executive

No shortage of affordable rice, says NFA XI

AVAO CITY – Amid city government worry that NFA rice is becoming inaccessible to lower income families, National Food Authority (NFA) Region XI Director Edgar Bentulan said that the public need not worry.

In the weekly “Kapehan sa PIA”, Bentulan said NFA rice volume in the city has increased from 36,818 bags of rice last May to 42,080 bags last June, thus increasing its total market share in the city from seven percent to ten percent.

He added that they intend to increase the volume of rice to be allocated this July, increasing that volume to 73,624 bags, about 23.9 percent of the market share.

Virgilio Alerta, NFA provincial manager, said prices of the well-milled rice commonly bought by the lower income to the middle income groups have started to drop by as much as P4 a kilo across the Davao Region, ascribing this to the increased volume of NFA rice.

He said the NFA would allocate 100 to 300 bags per week of rice to its outlets.

Regarding the City Council’s passage of a resolution Tuesday last week urging the NFA to install one NFA outlet per barangay in the city, Bentulan said that the agency cannot right away set them up as the city has a lot of barangays, totalling 182 barangays as per the 2010 Census. But they will do their best to do so, he added.

Bentulan gave media organizations the list of accredited NFA outlets in Davao City and the Island Garden City of Samal. There are 62 public market outlets, 66 outside market outlets and 11 “Tindahan sa Parokya” located in the two cities.

Confederation of Grain Retailers’ Associations of the Philippines (GRECON) Vice President, Salvio Arguelles, said “NFA rice is strong in the market especially now

because they already sell the well-milled variety in the medium price range.”

He said that rice prices “would be stable if the NFA supply is at 30 per cent in the market.”

President Pablo Gonzales Jr., GRECON president, said the group is doing its part in ensuring price stability of rice. He stated that there is “a need to address the middle price ranges of rice to prevent hoarding of rice and queuing at NFA outlets.”

Members of GRECON who impose high prices will face sanctions like suspension of membership in GRECON, he emphasized.

Jun Paco, an NFA rice retailer in Agdao Public Market, said that he is happy that NFA is doing more to ensure ample supply of affordable rice and prevent the repeat of the 2008 nationwide rice crisis.

Solon alleges ‘insiders’ behind pilferage operations inside BOC DAVAO City Rep. Karlo Alexei Nograles on Friday expressed belief that the mysterious switching of the seized diesel to water while being stored right inside a Bureau of Customs (BOC) facility is just a tip of the iceberg of deeper and more intricate pilferage operation perpetrated by a well-entrenched and well-networked syndicate in the bureau.

Nograles said this incident should prompt BOC Commissioner John Sevilla to conduct a sweeping internal probe within the bureau

as it is nearly impossible to carry out a pilferage of 135 drums of diesel equivalent to more than 28,000 liters without the help of a “bureau insider.”

The senior House leader said he would also file a resolution calling for a congressional probe on the diesel pilferage incident at the BOC. “How can anyone sneak inside a secure storage facility, steal nearly 29,000 liters of diesel and get away undetected? This is definitely an inside job,” Nograles said.

“If they can steal, seized

items such as these hard to transport contraband, what more with seized items that are portable and easily concealable such as garments and mobile phones? I heard a lot of stories about cellular phones and other dry goods that were seized by the BOC but are being resold in the black market,” he added.

A Bangsamoro community can be our model CAGAYAN de Oro City–– Part of our hopes for the Bangsamoro administration is to perform better in developing and maintaining their communities.

Nowhere in our island region so far can one find really well-developed communities except in the expensive, privately-built, and fenced portions of some barangays in the capitals.

The larger portion of the community, the one without a perimeter fence, is anything but well-developed. Maintenance is poor, rundown structures are left to decay, trash collection is uncertain.

What’s bad is, this is the portion that belongs to the public domain, managed by public officials and supervised by the government.

Leaving these portions of the community in a state of anarchy or disorder gives a wrong message. It projects the officials in charge— and the science of public administration itself—as careless, shabby, and without standards. ***** The persistence of blight and slum areas in barangays paints a picture of neglect and uncaring on the part of its administrators.

It shouldn’t require too great an effort for the Bangsamoro to get their barangays to shape up and shame the rest of the region by providing a model of community development and governance worth emulating.

To do so would present a glaring contrast to communities outside their region.

Worm’s Eyeview Manny Valdehuesa A neat, orderly surrounding would be a flattering demeanor to complement their unique ways and arts and culture.

It would call attention to their finer, gentler qualities and thereby entice visitors to come see for themselves and stimulate tourism. ***** Such an effort would be infinitely more impressive if, without even waiting for the Bangsamoro Basic Law to come into effect, they mobilize their respective communities to be fastidious about sanitation and cleanliness.

Such an initiative even now would be edifying for all Mindanaons and inspire them to do the same in their own areas.

Coupled with restraint in displaying weaponry in public, along with a call to disarm and adopt the ways of peace and reconciliation, it will project a refreshing atmosphere in Muslim Mindanao, a region too long perceived as brutal and violence-prone.

Hopefully then, as many have been praying so long for, the spirit of peace will cause violence to recede and be eventually stigmatized.

The spirit of peace in every community may also blow away the veils of en-

mity or distrust and melt long-festering grudges that have cost so much in lives and property. ***** The point about removing weaponry as indispensable implements for assuring personal and collective sense of security cannot be overemphasized.

It may presage a dawn of peace and prosperity over the Bangsamoro. The coming into effect of selfgovernance or autonomy should be understood and promoted as a new era.

A genuine decommissioning of arms and an appeal to forsake violence as a means of resolving disputes would be a really huge development. It would be a consummation devoutly to be wished—a most welcome peace dividend, a benefit conferred by the birth of a new region. ***** The peace process should now yield to a series of affirmative acts that give meaning to the new era.

It shouldn’t cost so much to start the initiative; it can begin with persuasion and an appeal to goodwill.

With cooperation and support from the many civil society groups in Mindanao and beyond, it should be possible to get the ball roll-

ing in within a short time.

There are models to emúlate for such initiative.

The practical and social technology of Gawad Kalinga or Habitat for Humanity may be useful for such a community development thrust.

There is a peace model of Costa Rica, where arms have been decommissioned so the cost of munitions and killing machines can be saved and invested instead to education and life-giving, life-sustaining projects.

The arts and crafts of low-cost shelter construction could be a unique contribution of the Bangsamoro; you know, tasteful design and layout incorporating the okir and other styles, maintained the modern, sanitary, and culturally edifying way.

Given the generally shabby management of the country’s 42,000+ barangays today, with their slovenly appearance, the Bangsamoro could stand out all the more—culturally, economically, politically. Top ranking rebel among 13 slain in Agusan del Sur clash

UTUAN City - Police had already identified a top ranking rebel and eights others out of the 13 New People’s Army rebels slain during the attack against a tribal chieftain’s residence which triggered a series of clashes between the rebels and the government security forces on Tuesday morning.

Agusan del Sur police reports reaching the regional headquarters here on Friday identified the top ranking rebel as 32-year old Joseph Tajora Cainong, alias Malik/ Alas, a resident of Barangay Calaitan, Bayugan City. He was reportedly the Secretary of the Guerilla Front 8.

The other slain rebels during the attack at Datu Calpito Egua’s residence in Barangay Sta. Irene, Pros-

peridad in Agusan del Sur, were identified by the police as Alfel M. Precioso, alias Estoy/Brix, 28, of Barangay Katipunan, Bayugan City; Roy M. Parangan, 43, of Barangay Fili, Bayugan City; Julieto M. Asayas, 27, of Cosep, Bayugan 3, Rosario; Rey C. Rivas, 20, of Lianga, Surigao del Sur; Nonito N. Engaya, 22, of Diatagon, Lianga; Ronil G. Galdiano, 21, of Diatagon, Lianga; and Randy I. Salino, 33, of Trinidad, Surigao City.

Cainong’s cadaver and another slain rebel Aurelio U. Perez, a resident of Brgy.

Anislagan, San Luis town in Agusan del Sur is still unclaimed and now lies at a funeral in Bayugan City.

Four other cadavers were still for identification and

awaiting for their claimants, at press time.

The four slain tribal security of Datu Calpito Egua, were already buried at Sta. Irene cemetery, at Sta. Irene, Prosperidad in Agusan del Sur, police said.

Meanwhile, Prosperidad Mayor Alvin Magdamit assures his constituents and the public that there was no truth to the text messages proliferating that the rebels were again conducting checkpoints and harassment in some areas within his town.

“Everything is now under control by the forces of the police and the military, is peaceful and back to normal,” Magdamit said in a local radio interview.

TANDAG City - In order to shield consumers from unscrupulous traders, the National Food Authority (NFA) in Surigao del Sur headed by officer-in-charge (OIC) provincial manager Gleen Echin has continued to keep an eye not only on rice prices but also on the quality of grains being sold in markets.

NFA assistant provincial manager Alvin Balatero admitted that a slight increase in rice prices was noted for over a month now,

citing a peso increase in commercial regular-milled rice (RMR).

The said office conducts a regular daily price monitoring.

Also, he warned that their office is not going to spare no one involved in anomalous trading like hoarding or mixing government rice with commercial variety.

Meanwhile, Balatero stressed that NFA has maintained prices at P27 and P32 per kilo for the regular

and premium variety, respectively, for rice supplied to 23 authorized Bigasan Sa Palengke (BSP) outlets established province-wide.

He told that every outlet is allowed to get up to 100 bags of NFA rice.

Balatero added that NFA here has a buffer of 56,126 bags that is estimated to last for about 15 days.

Troops capture 3 NPA rebels in Zamb. del Norte ZAMBOANGA CITY Government forces have captured three New People’s Army (NPA) rebels following a clash in a remote village in Zamboanga del Norte, the police reported Friday.

Zamboanga del Norte police director James Mejia did not identify the captured NPA rebels except in saying two of the three are males and the other one is female.

Mejia said they were captured following a firefight with the Army’s 32nd Infantry Battalion around 3:55 p.m. Wednesday in the boundaries of Barangays Carupay and Fimagas in the municipality of Katipunan.

He said the firefight ensued as the troops spotted at least 18 NPAs while they were conducting security operation.

He said the captured NPA rebels were placed under investigation. (PNA)

Oaminal said the biggest project would be the Panguil Bay Bridge when approved.

Costing P5.2-billion, the bridge would connect Misamis Occidental to Lanao del Norte and the rest of Mindanao to the west.

It already has embraced the changes that brought about by technologies.

In this modern era lies the advanced life as well, especially the ones experienced by young people of this generation. In order to go along with today’s trend and for a school to cope up with the attitude and mindset of new generation kids, modern learn-

ing environment should be established, not just in physical demeanor but as well on the inside factors.

So, what are the characteristics of modern learning environment?

In a research paper published under New Zealand Ministr y of Education, modern learning environment is flexible that it has the ability to combine two classes into one for teamteaching. It also has the ability to split a class into small groups and spread them over area or combine different classes studying

complementary learning areas.

Modern learning environment should also be physically open. It mostly has fewer walls than the traditional type and adopts the glass walls type. This kind of environment implies the idea of a learning hub which is a space that can be shared by several classes.

The benefit seen in this is it opens opportunities to fully observe and learn from the teaching of others and be observed in return.

Being in an open, flexible learning environment

where inquiries are shared, interventions devised collaboratively and reflections based on both self and peer observations also leads to a more robust, continuously improving community of practice.

This learning environment should also be accessible to resources that includes modern gadgets. It could also provide area for different activities, such as reading, group work, project space, wet areas, reflection, and presentation. There is often a mixture of wireless and wired technology of-

fering access as and when students need it, within the flow of their learning. In this way, learning could not just be gained and limited through teacher-students interaction, but as well each student is free to access a wider scope of ideas.

Human life through the years is evolving and as well as the knowledge, lifestyle and trend that goes with it. Thus, it is important that even in the matters of learning, processes involved should be transcended as well. The ones mentioned above are just few.

he Board of Investments (BOI) has approved a total of 100 projects amounting to Php 149.45 billion from January to June this year which is expected to create 25,805 jobs in the near future.

BOI Managing Head Adrian S. Cristobal Jr. told reporters in a briefing Friday that despite the agency has approved lower investments value and projects in first half of 2014, these investments created more jobs compared to the same period last year.

Cristobal said value of Primavera with Chinkee Tan BOI approved investments in 1H 2014 declined by 38 percent from 1H 2013’s amount of Php 240.74 billion.

He explained that the double-digit drop in investment value was due to the huge energy investments that were put in during 1H of 2013 such as the Php 63-billion investment of Redondo Peninsula Energy Inc. and the Php 41-billion investment of GNPower Ltd.

He added that the plunge in investments value in first six months this year was also brought by less investments approval in housing projects as the agency is strictly monitoring the projects’ compliance to the socialized housing.

“This first semester, we were tightening the compliance procedure and monitoring strictly the compliance before approving new projects,” the BOI official mentioned adding that there are now less than ten housing projects waiting for BOI’s approval.

Moreover, number of projects in 1H 2014 was also 35 percent lower against last year’s 154 projects.

Despite the lower investments value and number of projects approved in the first

semester of 2014, job generation has increased by 35 percent from 2013’s 19,182 jobs.

Cristobal noted that employment generation per project cost in January-June period this year was 112 percent higher against the previous year.

On the other note, 92 percent or a total of Php 137.99 billion were locally-sourced investments while the remaining 8.0 percent or Php 11.46 billion came from foreign equities.

The BOI official mentioned that there was an increase of investments coming from European countries like United Kingdom and France during the first half, which he pertained to as an offshoot of

the Department of Trade and Industry’s (DTI) investment promotions and the country’s ‘Europe Strategy’.

The highest amount of investments in 1H this year was from the electricity, gas, steam, and air conditioning supply sector sharing 61 percent or Php 90.74 billion; real estate sector, particularly, mass housing project accounting for 14 percent or Php 20.28 billion; accommodation and food service sector contributing 10 percent and Php 14.69 billion; construction sector sharing 7.0 percent and Php 11.05 billion; and transportation and storage accounting for 5.0 percent or Php 6.87 billion.

Tan shared tips on saving money and investing in the right business. To attain financial freedom, having a positive attitude is important, he said.

“It’s all about conditioning the mind positively. It takes great effort but once you are able to do it, money will make your life easier, not stress you out,” he said.

The seminar was the first leg of Tan’s visit to Cagayan de Oro. The second leg was

at SM City CdO for a meetand-greet with mall-goers.
