Numbers of school dropouts dwindle THE prevalence of out-ofschool children (OOSC) has declined in almost all regions of the country, according to the joint study of the Philippine Institute for Development Studies (PIDS) and the United Nations Children’s Fund (UNICEF).

The numbers are indicative of achievements and further challenges for basic education as a whole.

PIDS Senior Fellow Jose Ramon Albert and Assistant Professor Clarissa David of the University of the Philippines-Diliman College of Mass Communication delivered their collaborative report at the PIDS-UNICEF joint seminar last May 26.

The results of the country report are summarized in a policy note released recently

by PIDS titled “How has basic education in the Philippines fared and what else needs to be done?”

According to the report, the number of children who reach the final grade of primary school has increased since 2008. This serves as an important indicator of the decline of out-of-school children (OOSC) incidence.

The rate of OOSC to the total number of children in the 5- to 15-year-old bracket has declined by half between 2008 and 2012, from 11.7 percent to 5.2 percent.

The rate of preprimary students rose from 35 percent to 48 percent between 2008 and 2011.

Jeizel Regalado, a registered midwife and a native of RT Lim, Zamboanga Sibugay recalls how surprised she was when the driver charged her PhP 120 for a ride from the Guiwan bus terminal to the Profesional Regulations Commission office. “Ang mahal ng singil sa akin, Php120,” (I was charged PhP 120. Too expensive), she complained.

In a pastoral statement, the Catholic Bishops’ Conference of the Philippines

(CBCP) said there is no need to rush Charter change because it is the future of the Filipinos and the nation that are at stake.

CBCP president Archbishop Socrates Villegas is encouraging the conduct of wide-ranging studies to en-

sure that proposed amendments are according to the precepts of social justice.

Educators’ group decries closure recommendation on school built by Lumads

DUCATORS’ Forum for Development (EFD), a network of teachers and academics committed to transformative education, expressed grave concern over a recent recommendation by an education official for the temporary closure of several Lumad schools in Davao.

This is a brazen violation of the inalienable right to education of the Manobo children of Talaingod, Davao del Norte, the group said. It is anti-development as it disregards the indigenous people’s efforts to set up their own schools and exercise their right to self-determination, the group added.

The Salugpungan Ta’ Ta n u I g k a g n u n o n [Manobo term for ‘unity of the people to defend the ancestral land’] Community Learning Center (STTICLC) schools were established by the Talaingod communities to address the absence of basic education facilities there, thus have provided learn-

ing opportunities to the children. The STTICLC schools are Department of Education (DepEd) Central Office-accredited through the Indigenous Peoples Education Office.

In a letter, the superintendent of DepEd Division of Davao del Norte recommended to the regional director the temporar y closure of the schools pending DepEd’s investigation, reinspection and reevaluation “in terms of performance in providing efficient, quality and relevant educational services consistent with DepEd and National Educational poli-

cies, plans and standards.”

The intention is suspect, however, according to EFD, as the DepEd official further requested permission to create a public high school instead, “utilizing military personnel as parateachers.” “ This is an outright disregard of the Lumad’s complaints and campaign against the intensification of militarization of their communities and schools,” the EFD said.

Ulama-Davao backs Duterte’s president bid

DAVAO City--The league of Ulama in Davao region is backing Mayor Rodrigo Duterte should he decide to join the presidential race in 2016.

The statement of support was drawn out after the just-held one-day consultative member of all the members, officers, and advisers of the Ulama League of the Philippines (ULP) in Davao region.

Other Muslims leaders attended the meeting, which was held in Davao City.

HE Department of Social Welfare and Development (DSWD) in Region 10 has started its second round of assessment for Listahanan last June 4 to update its database or list of poor households in Lanao del Norte.

Listahanan, also known as National Household Targeting System for Poverty Reduction (NHTS-PR), is an information management system that identifies who are the poor in the countr y and the places they are in.

In Lanao del Norte, there are 194,070 households targeted to undergo

interviews and assessment.

DSWD-10 Assistant Regional Director for Operations Aldersey Mumardela Cruz said that no household is exempted in the assessment.

“Bisitahon ang ma-datu o ma-pobre... Ang mga tao nga wala na-interview (in the first round), interbyuhon g yud (We will visit everyone, rich or poor. Those who were not interviewed (in the first round of assessment) will be interviewed),” said dela Cruz.

She also added that they will try not to commit errors, and will cover everyone in the assessment for them to know who are the true poor in the community that badly needs help.

The result of the assessment will be then reviewed, studied and assessed once again to achieve the best results.

She also explained that the role of Listahanan is

not just for 4Ps (Pantawid Pamilyang Pilipino Program), a poverty reduction program through the educational opportunities and health services.

It will be also available to other national agencies, non-government organizations, private institutions, civil society groups and other social protection stakeholders in identifying potential beneficiaries for their social protection programs.

Dela Cruz also asked the 4Ps beneficiaries to help.

She challenged them to encourage their neighbors and friends to be interviewed for Listahanan.

Lanao del Norte Governor Khalid Q. Dimaporo shared that Pantawid has brought great improvement in the place and in fact, DSWD has been helpful partner of his province.

Pigcarangan is one of the poorest barangays in Tubod town having a poverty incidence of 66.47 percent. Residents are into agricultural and fishery-based livelihood. to sustain our incremental growth? Take note that even in today’s power situation, Mindanao is already having a power shortage or a deficit in its demand and supply data. Hence the intermittent brownouts now occurring.

COOPS UNEASY -- The power coops are sitting uneasy today. For example several coops, or more than 20 of the 33 electric coops all across Mindanao had early on signed up for their power needs with Ayala’s GN Power to cover their future power need projections.

Such power sales agreement in 2010 was a breakthrough when the Mindanao coops aggregated to leverage a better price deal. Well and

I read reports saying that Mindanao is well and “ok” on power needs due to the many new power plants being put up. True? Not really!

Mark my words. In a year or so, there will be another acute power shortage in Mindanao. This will trigger a mad rush among power coops where to get power on a stop gap basis.

They will be scrambling and stumbling all over the place to see where to get power while the new power plants are not yet in operation. That’s a gap window of about four to five years or so.

NOT ROSY --- The rosy picture being painted today by the energy sector about sufficient generating capacities on a long term in Mindanao may be accurate but if we look closely, the challenge is how to address the situation on a short term before these new power plants start operating.

Yes, there are big coal-fired plants being built but they will not give us electric power earlier than four or five years from today. In the meantime, where do we get the power that we need

good! But a reality check is that GN Power’s planned 540MW plant in Kauswagan, Lanao del Norte has just started breaking ground.

The coops are now becoming restless, knowing that the original targeted start of operations in 2018 or two (3) years from now as earlier projected, is too tight given its current accomplishment which, based on latest DOE report, was less than 20 percent and still at earthwork stage.

Several of these coops are no longer pinning totally their hopes solely on their supply contracts with GN Coal Power. In fact, several of them have started reducing, withdrawing or reconsidering and looking for power somewhere else.

Why? Simply because the contracted power they are expecting within the next three years or so will NOT be available by then. Besides GN Power, the consuming public needed to be apprised of status of other ongoing big-ticket coal-fired power plants such as Filinvest 405MW in Misamis Oriental, Alsons Coal 200MW in Sarangani, 600MW San

Miguel in Malita, Davao del Sur and the still to be constructed San Ramon 100MW in Zamboanga.

REALITY CHECK -- Their reality check is coming from the lessons of Aboitiz-owned new 300 MW Thermal South Inc. now completed in the outskirts of Davao City. Although the construction is completed, it is not yet giving us power up now. Although the Therma South Unit 2 with 150MW is expected to come online this month, the other Unit 1 with 150MW was pushed back for about 10 months due to some technical glitches not of its own making. The famous “Easter Sunday Blackout” that darkened almost the whole of Mindanao caused by a rotting machine part falling and throwing a virtual monkey wrench that stopped the power transmissions was totally unexpected. Therma South Unit 1 is still behind schedule.

(And still counting.) Hence, the speculation that within 3 or 4 years there may be a power gap that must be bridged , is now a reality.

It has been very wrong for our society to allow dynastic rule to creep into our political system to the extent that it has. It has stunted our political maturity and caused many jurisdictions to regress and revert to feudal governance.

We cannot allow our political system to drift further away from the democratic tradition. We should apply to politics the same ethical standards that we expect in our personal relations. That is to say, we must adhere to the Golden Rule: Do unto others what you would have others do unto you!

Let us be considerate, not selfish and aggrandizing in pursuing political power.

We belong in the same community. Whatever affects one affects the others.

BUTUAN CITY -- A globally recognized digital science library developed by the Department of Science and Technology-Science and Technology Information Institute (DOST-STII), is now being used as a handy research tool for students at 11 high schools in Eastern Mindanao.

Recently, DOST-STII launched STARBOOKS or Science and Technology Academic and ResearchBased Openly-Operated Kiosk Stations in the said sites during the Butuan City, Caraga Region stop of the Department’s national roadshow dubbed Science Nation: Agham na Ramdam.

STARBOOKS is a userfriendly digital library of science and technology (S&T) information which may be accessed without Internet connection. It is the first science digital library in the Philippines, containing thousands of S&T resources in various formats - text and audio/ video - placed in especially designed pods set in a userfriendly interface.

STARBOOKS is one of five projects worldwide recently chosen by the American Library Association (ALA) to receive the 2015 ALA Presidential Citation for Innovative International Library Projects on June

Pulmones said he approved the release of “quick response fund” for the Department of Social Welfare and Development (DSWD) to help the victims. Financial assistance of P1,500/family was immediately extended by the city government for their immediate needs.

He assured that the city government will give additional cash assistance to fire victims for them to

rebuild their houses.

“Mohatag pa kita sa dugang nga cash assistance apan gihimo pa sa kagamhanang lokal ning dakbayan ang makuti nga pagsusi sa ngalan sa mga biktima sa sunog aron malikayan ang double entry,” Pulmones added.

The Legacy of PLAZA DIVISORIA

I

f the old trees of Plaza Divisoria could talk, they would be busy regaling the crowds with tales of its storied past, and how it often played a major role in the city’s local history.

Plaza Divisoria was constructed in 1901

by Tirso Neri Y. Roa, a rich merchant who was then municipal mayor of Cagayan de Misamis, the old name of the city. Much of the site used for the plaza was donated by Neri to the town.

“The purpose of this plaza was to serve as a divider for the town. Divisoria is a Spanish word which means divider,” said local historian Dr. Antonio J. Montalvan II. “At that time, Cagayan de Misamis, as the town was then called, was continuously razed by big fires. So, in order to contain such kinds of conflagrations, Tirso Neri built this fire break known as Plaza Divisoria.”

However, due to its central location, Plaza Divisoria soon became the sociopolitical and cultural center of Cagayan de Misamis.

On September 10, 1916 it was the scene of a big parade celebrating the passage of the Jones Law, which granted a bicameral congress to the Philippine Commonwealth.

On June 19, 1917, the patriot Porfirio Chaves and his wife Fausta Vamenta turned over one of the earliest monuments in the country of national hero Dr. Jose Rizal which still graces the center of the plaza.

To the east is the old monument to Andres Bonifacio, where the bones of local revolutionaries who died in the Battle of Agusan Hill on May 14, 1900 were once

interred.

At the center of the old plaza used to be a structure known to all Kagay-anons as the Kiosko (and earlier, the Tribuna). In the 1950s, people gathered here for important social and cultural occasions, such as the annual celebration of National Heroes Day. By the 1960s, people were regularly gathering in the area which is now occupied by the Cagayan de Oro Tourist Assistance Center to discuss the burning issues of the day.

This group of residents became what is now known to old-timers as «The Plazans» and included many of Cagayan de Oro›s finest like Councilor Pio Roa, Yo Amon Fuentes, Dr. Jose Montalvan, Jesus Roa, Anastacio Gabor, Ramon Echem, former Governor Paciencio Ysalina, Aquilino Pimentel, Sr., Tawag ng Tanghalan National Champions Tata Neri and Rizal “Boy” Ortega, the late police chief Melo Esguerra, Carlos Yamut, and former RP Ambassador to the US Raul Ch. Rabe, to mention a few.

The “Kiosko” was for a time replaced by the “Bandstand” built by City Mayor Justiniano “Tiñing” Borja in the 60s, who also restored the central significance of Plaza Divisoria by building another structure, known to Kagay-anons as the “Ampi” (for amphitheater).

“All Philippine presidents who came to town, addressed the people of Cagayan de Oro in Plaza Divisoria,” Montalvan recalls.

“So in a sense, this is the Plaza Miranda of Cagayan de Oro.” Borja’s Bandstand has in turn been replaced by the “Kiosko Kagawasan”, built

Cagayan de Misamis actually had no municipio. Casa Real where the present city hall is now was the residence of the Gobernadorcillo. But in the shift to the American regime, the Casa Real became the office of the provincial governor. So there was no building for the town mayor. When Apolinar Velez was governor, he proposed that the Casa Real be demolished and the property be ceded from the province to the town.

Hence, a municipio was built along Divisoria, where the Veterans Bank is now. That was the site of the 1950 Casino of Mr. Anastacio Gabor..

During the last term of the past administration, the Plaza underwent a major facelift. Besides the band stand’s replacement with the new Kiosko Kagawasan, the “ampi” also underwent a similar renovation, which thankfully left it in better shape than it was before, now it is the new home of Police Station 1 or the OKK (Operation Kahusay ug Kalinaw).

The old OKK has been demolished to give way to the better looking Cagayan de Oro Tourist Assistance Center” and two public toilets were erected in an effort to stop the Plaza from degenerating into a public toilet.

Unfortunately, the old Amphi was demolished during the previous administration and never replaced.

There’s also been mixed reactions to other “improvements” such as the controversial lights which will lighting up what used to be a dimly lit plaza, have also been lambasted for its “barriotic” or garish

looks. There’s the controversial Masonic monument crowding a section of the fire break, as well as an unfinished section of the boulevard started by former Mayor Constantino Jaraula but not completed by his successors.

“Perhaps a better way of regarding Divisoria and its future is in order now,” Montalvan said. “We now have a national law in place, RA 10066, the National Cultural Heritage Law. Government is now capable of declaring sites and landmarks so that these can be protected. There is one classification there called the Heritage Zone that I think is the most appropriate way of ensuring the future of Divisoria.

Soon we shall pass from this world. But what assurance do we leave behind?”

Residents and visitors remain hopeful that, in time, these transient problems are resolved and that Plaza Divisoria with its fruit stands, monuments, benches and trees would be there for the next hundred years or so for their afternoon paseos, paradas and procesiones to mark important and historic occasions in this city’s history.

Knowledge - We need to teach knowledge or content in context with the tasks and activities the students are undertaking. Our students respond well to real world problems and our delivery of knowledge should scaffold the learning process and provide a foundation for activities. As we know from the learning pyramid content delivered without

Thinking skills - are another key area. While much of the knowledge we teach may be obsolete within a few years, the thinking skills will remain with our students for their entire lives. Industrial age education has had a focus on Lower Order Thinking Skills.

Collaboration - The 21st century is the age of collaboration as well as the Information Age. 21st Century students, our digital natives, are collaborative.

The growth of social networking tools, like bebo, myspace, Facebook, twitter and alike, is fueled

by Digital natives and Gen Y. The world, our students are graduating into is a collaborative one. Collaborative projects like Julie Lindsay’s and Vicki Davis’s Flatclassroom project and the Horizon Project, iearns and many others are brilliant examples of collaboration in the classrooms and beyond. If you have read Don Tapscott’s Wikinomics, there are plenty of examples of the business world adopting and succeeding by using global collaboration.

In a recent blog post from the Official google Blog, Google identified these as key traits or abilities “… communication skills.

Marshalling and understanding the available evidence isn’t useful unless you can effectively communicate your conclusions.” “… team players. Virtually every project at Google is run by a small team. People need to work well together and perform up to the team’s expectations. ” So to prepare our students, our teaching should also model collaboration. A vast array of collaborative tools are available to – wikis, classroom blogs, collaborative document tools ,social networks, learning management systems.

Collaboration is not a 21st century skill it is a 21st century essential. If we look at UNESCO’s publication “The four pillars of Education, Learning: The Treasure within” Collaboration is a key element of each of the four pillars: Learning to know; Learning to do; Learning to live together, and Learning to be.

Collaboration is not limited to the confines of the classroom. Students and teachers are collaborating across the world, and beyond the time constraints of the teaching day.

Students working with other students regionally, nationally or globally. Learners seeking and working with experts as required. This is 21st Century Collaboration.

Real World, Inter-disciplinary & project based learning - 21st Century students do not want abstract examples rather they focus on real world problems firmly set in a basis of understanding. They also want what they learn in one subject to be relevant and applicable in another curriculum area.

For us, as teachers we need to extend beyond our areas of expertise, collaborating with our peers in other subjects to link and bind the learning in one area to the other.

Projects should be encompassing, bringing together and reinforcing the learning in the disciplines. The sum of their learning will be greater than the individual aspects taught in isolation. This is a holistic overview of the education process, building and valuing each and every aspect of the 21st Century students education.

Assessment - The spector of assessment is still present in our 21st Century Pedagogy. 21st Century Assessment, is still a key aspect of teaching and learning in the 21st century.

We know that this generation of students respond well to clear goals and objectives, assessed in a transparent manner.

Our students should be involved in all aspects of the assessment process. Students who are involved in setting and developing assessment criteria, marking and moderation will have a clearer understanding of : what they are meant to do, how they are meant to do it, why its significant. and of its importance. These students will undoubtedly do better and use the assessment process as a part of their learning process.

Students are often painfully honest about their own performance and that of their peers. They will in a collaborative project fairly assess those who contribute and those who don’t.

This is their education, their learning and their future – they must be involved in it.

Linked to this too is the immense value of timely, appropriate, detailed and specific feedback. Feedback as a learning tool is second only to thinking skills. As 21st Century teachers, we must provide and facilitate safe and appropriate feedback, developing an environment where students can safely and supportively be provided with and provide feedback. Our students can be very insightful and often have a better perspective than we do.

Fluency - So what is fluency and why is it better than Literacy. Ian Jukes introduced me to this concept at NECC. Our students need to move beyond literacy to fluency. They need to be fluent in the use of technology = technological fluency; Collecting, processing, manipulating and validating information = information fluency,; using, selecting, viewing and manipulating media = media fluency.

What is fluency compared to literacy? A person who is fluent in a language does not need to think about speech, or reading rather it is an unconscious process of understanding. A person who is literate in the language must translate the speech or text. This applies to our students and their use of 21st Century media. We need them to be unconsciously competent in the use and manipulation of media, technology and information.

The conscious competence model illustrates the difference between Literacy and Fluency.

The person or student who is literate is in the conscious competence category, the person or student who is fluent is in the unconscious competence category.

For us as educators, we must identify, develop and reinforce these skill sets until they become literate and eventually fluent.

For us to teach using 21st Century pedagogy, we must be student centric. Our curricula and assessments are inclusive, interdisciplinary and contextual; based on real world examples. Our students are key elements in the assessment process, intimate in it from the start to finish, from establishing purpose and criteria to assessing and moderating. We must establish a safe environment for our students to not only collaborate in but also to discuss, reflect and feedback in. We make use of collaborative and project based learning, using enabling tools and technologies to facilitate this. We develop key fluencies and make use of higher order thinking skills.

Our tasks, curricula, assessments and learning activities are designed to build on the Lower Order Thinking Skills and develop Higher Order Thinking Skills.

This is why a mad scramble among the coops where to get power during the interim is my projection into the near term.

STOP GAP --- This brings us now to a situation where power coops will have to scout around for temporary arrangements to bridge this power gap. The way forward is to install small to medium power generating capacities that are embedded or exclusively intended for specific coops for their own localities, like diesel or bunker fired modular generators. They may be a bit expensive in terms of consumer price.

But past experience taught us that it’s far better to have a bit more reasonably expensive power than having “no power” at all! There are other options like installation of

solar powered or small hydro or biomass plants. Whatever the option is, there must be ways done to insulate and protect communities from a serious deficit in the whole grid -- an eventuality that now appears inevitable.

DASURECO -- I am a native of Davao del Sur so I am proud to cite my province as an example of this forward looking remedial and preemptive measure.

Look at what the Davao Del Sur Electric Cooperative, Inc. (DASURECO) in Digos, Davao del Sur has done. It installed early last year modular gensets with a 15MW standby capacity in partnership with Alson’s Mapalad Power Company.

General Manager Godofredo Guya and his board of directors took the right , decisive steps. I understand DASURECO reduced its contracted supply contract

which it earlier signed with GN Power.

BALUT ISLAND --- Here’s another example of the same power coop’s strategic move.

Last week, DASURECO paved the way for the putting up of a small embedded power plant in Balut Island by signing a “waiver agreement” with PowerSource Phil. Inc., Being four ( 4 ) hours away from General Santos City by boat and not connected to the Mindanao power grid, the planned new power capacity will boost the island economy which serves as our frontier with neighboring Indonesia. The island is not easily accessible but a hidden jewel at the southern tip with a forward-looking chief executive, Mayor Virgie Cawa in tandem with husband, Vice Mayor Gerry Cawa. It is one of the towns of the Municipality of Sarangani (not to be mixed up

with Province of Sarangani in South Cotabato. ) Balut is now part of the newly created province of Davao Occidental, carved out of Davao del Sur, but still within DASURECO’s franchise area.

Am I glad PowerSource Phils, Inc. agreed to take care of power generation, operation and distribution in Balut Island. This is part of my own personal Mindanao advocacy in the private sector.

Boys have higher dropout rates, especially in high schools that have high student-teacher ratios. The explanation for this phenomena is rooted in prevailing cultural and socioeconomic mindsets.

According to David, for the poorest families who can only support the education of one child, they often prioritize the girls. The emphasis on the girls could be linked to the fact that many of the jobs that people think will get them out of poverty, such as nursing which is in-demand overseas, are dominated by women. Girls than boys are thus perceived to be more likely to send more money home than their male counterparts in the same industries.

Another possible reason, also reflecting a strong female bias, is that educators and parents alike believe that young girls are much easier to educate, more likely to finish, more likely to excel, and less likely to get distracted.

The disparity in the tertiary level is even worse.

David noted, “It’s an issue that is so multifactorial that we really need to carefully study the problem.”

Albert and David segregated the 42 recommendations stated in the OOSC Country Report into five area categories, namely: getting more children in the three- to five-year-old bracket enrolled in preschool, improving the quality of teaching and curricula, addressing the gender disparity in performance, bringing education to older OOSC, and supporting management efficiencies and effectiveness.

Florencio Delasa, a 65-year old driver, strictly follows the fare matrix imposed by the Tricycle Adjuciation Board (TAB).

“I see to it that I strictly follow the fare matrix even if I don’t earn much,” he said.

Reporting complaints Linda Mandi, a member of the Tricycle Adjudication Board (TAB), urged the public to air their complaints. She told Dateline Teleradyo that their office only receives complaints mostly from passengers who are professionals. “We have received complaints from doctors, teachers and other professionals but we do not receive complaints from the ordinary residents,” she said.

Trike drivers on the other hand complain that the fare is very low and that they could could barely cope with the surging gas prices and trike repairs.

Mandi clarified that the fare matrix was consulted with trike operators, drivers and the riding public before the ordinance was approved.

“They cannot say that we did not consult them about this, we considered the gas price and the repairs before formulating the matrix, we even conducted feasibility studies,” she said.

For the first kilometer, trike drivers already earn Php14.50 approximately, depending on the actual gas prices. As of June 5. the gas price was Php 44 per liter.

One liter covers at least 12 kilometers, drivers say. But the cost of maintenance as well as rental of the unit is expensive.

Mandi said senior citizens and students should be given a 20% discount.

She said they plan to up huge tarpaulins in the airport, seaport and bus terminals to inform the public how much they should pay.

“It is our responsibility to complain formally because if we just tolerate them, they will keep on abusing,” Mandi concluded.

In a survey conducted in the city, 7 out of 10 respondents (composed of professionals, students and ordinary citizens) responded that “fair”

fare rate should be according to the City Ordinance 185.

The assessment will be using a family assessment form (FAF), a four-page questionnaire with 52 observable and verifiable variables.

The household will be assessed based on composition; the household members’ highest educational attainment and occupation; features of the housing structure and access to basic services or facilities like water, electricity, and sanitary toilet; households’ ownership of assets and tenure status of housing, among others.

All the collected information from the FAF will be encoded to a web application and will still be subjected to a Proxy Means Test (PMT), a statistical model that estimates the income of a household.

Households with estimated incomes that are equal to and above the latest provincial poverty thresholds will be considered non-poor and those with estimated incomes falling below the poverty thresholds will be considered poor.

Once the household is identified as poor, they will be the potential beneficiaries of the program.

Families are also warned to be vigilant during the period of assessment which will last for approximately one month, for there might be bogus or fake enumerators and ask money from the household in exchange of being interviewed.

This has happened in Tubod, Lanao del Norte before, just like in one of its coastal barangays.

Households in Barangay Pigcarangan experienced being asked P150 by fake enumerators.

Thus, after this incident reached the attention of Barangay Chairman Alfredo L. Igcalingay, he said that no one should tolerate this kind of action. The same to what DSWD has suggested, he asked the public to immediately report to DSWD or to the Local Social Welfare and Development Office, in case there are fake enumerators.
